Abstract:
Despite growing interest among development actors to integrate links between the environment, climate, peace and security into their policies and activities, practical approaches to addressing environment-related security risks are lagging behind awareness at policy level. This policy brief provides insights into how donors can incentivize implementing organizations to further develop and apply these practical approaches. It recommends support that: (a) facilitates engagement between implementing organizations and local communities, and prioritizes local knowledge and solutions; (b) builds new partnerships between implementing organizations from both the environment or climate side and the security or peacebuilding side; (c) enables the sharing of good practices and lessons learned on how to address environment-related security risks at various levels; (d) promotes the inclusion and prioritization of environment–security links in country-level policies; and (e) is more flexible in implementation, as well as engages in long-term commitments and funding.

The Missile Technology Control Regime (MTCR) is a cornerstone of the non-proliferation architecture for missiles and other uncrewed aerial vehicles. However, geopolitical and technical developments and operational challenges threaten the regime’s effectiveness and create a need for reform in several areas. The MTCR partners should develop a clear strategy for determining if and how to expand MTCR membership. To increase the number of adherents, partners should pursue reinforced outreach and expand and promote the benefits offered. By improving the transparency of its procedures and deliberations, the regime can make them more understandable for non-partners. The partners can also improve the MTCR’s legitimacy by emphasizing that it provides public goods and helps states to meet their international obligations. The regime can also address the challenges of emerging technologies by focusing on technical deliberations and sharing information and good practices. Through all this, the MTCR must ensure its continued functioning in the face of geopolitical tensions and armed conflict between partners.

In his report to the Twentieth National Congress of the Communist Party in October, Xi Jinping praised the progress made over the past decade under his leadership to advance the great rejuvenation of the Chinese nation domestically and internationally. According to Xi, this is taking place in an era of “momentous changes of a like not seen in a century [and which] are accelerating across the world.”1 For Xi, these “great changes” comprise “a significant shift [that] is taking place in the international balance of power, presenting China with new strategic opportunities in pursuing development.”2 A pillar of Xi’s plan to realize the rejuvenation of China and to emerge as the preeminent nation in the region and beyond is to shrink the strategic, military, economic, political, and normative ground in the region on which the United States can sustain, build, and demonstrate its power and influence. This is because China knows there is no material or nonmaterial counterbalance without the US. Additionally, the more China can weaken the resolve of US allies and other countries to support American-led initiatives to counter China and the credibility of the US-led alliance system, the smaller and weaker the ground for Washington to maintain its footholds in distant lands becomes, and the closer China draws to its goal of preeminence. The Chinese plan relies on building unmatched “comprehensive national power,” or CNP, which China can use to seduce, compel, or coerce other nations.3 CNP has material and nonmaterial elements. Regarding the latter, Beijing places enormous emphasis on political warfare in the form of information and influence operations. The first three memos in this series on Chinese political warfare argue that the Chinese Communist Party (CCP) makes no distinction between wartime and peacetime and believes it is engaged in a perpetual “struggle” against the West.4 Regarding political warfare, the previous memos noted that the People’s Liberation Army (PLA) plays a central and often dominant role in leading doctrine and operations when it comes to informational and influence warfare.

1104. Preparing for the Final Collapse of the Soviet Union and the Dissolution of the Russian Federation

The fall of the Berlin Wall in 1989 and the resignation of Mikhail Gorbachev as president of the Soviet Union in 1991 marked the start of the USSR’s collapse—but not the collapse itself. While the USSR ceased to exist as a legal entity after 1991, the collapse of the USSR is still happening today. The two Chechen Wars, Russia’s invasion of Georgia in 2008, Russia's annexation of Crimea in 2014, the on-and-off border skirmishes between Kyrgyzstan and Tajikistan, and the 2020 Second Karabakh War between Armenia and Azerbaijan are just a few examples showing that the Soviet Union is still collapsing today. However, future historians will likely describe Russia's February 2022 invasion of Ukraine as the most consequential moment, if not the final moment, of the Soviet Union’s collapse. When the war in Ukraine will end is unknown, but it will likely mark the dissolution of the Russian Federation (the legal successor of the Soviet Union) as it is known today. Russia has undeniably suffered a major blow to its economy, devastation to its military capability, and degradation of its influence in regions where it once had clout. The borders of the Russian Federation will likely not look the same on a map in 10 or 20 years as they do now. As the final collapse of the Soviet Union plays out and as the Russian Federation faces the possibility of dissolving, policymakers need to start planning for the new geopolitical reality on the Eurasian landmass. The goal of this policy memo is not to advocate for regime change in Russia—this will be a matter for the Russian people. Nor does this paper predict exactly how Russia and the broader Eurasian region will emerge after the final collapse of the Soviet Union and the dissolution of the Russian Federation. Instead, it establishes realistic goals for Western policymakers, outlines assumptions on which these goals are based, and highlights the questions that decision-makers should ask now to better prepare for the future.

Tehran is stringing out the nuclear negotiations endlessly with the expectation that President Joe Biden will not admit that the talks have failed. After such an admission, the public would likely pressure the administration to stop offering Iran stealth economic relief through the lax enforcement of sanctions. Rigorous enforcement would, the White House fears, remove Iranian oil from the market and contribute to the global energy crisis that Russia’s war against Ukraine sparked. Meanwhile, Iran is benefitting doubly—strategically and economically—from the war, selling missiles and drones to Russia and oil to China. Given this advantageous situation, Tehran wants negotiations to continue. Can the United States escape from this conundrum? In fact, it can impose severe economic costs on Tehran without removing oil from the market.

1106. Addressing the Crushing Weight of Yemen’s Public Debt

Abstract:
For decades prior to the ongoing conflict, Yemen had been vulnerable to recurring budget deficits due to a lack of meaningful fiscal reform, high recurrent expenditures – mainly public sector salaries and fuel subsidies – and an overdependence on oil revenues. While foreign debt obligations remained low, the debt market was poorly diversified, with treasury bill holders narrowly concentrated within the banking sector and government bonds held almost exclusively by public pension funds. The escalation of the ongoing conflict in 2015 has had a profoundly negative impact on Yemen’s debt position. Large-scale oil exports ceased, leading to a collapse in public revenues, while banks and pension funds stopped purchasing government debt instruments. Management of the public debt became bifurcated between rival central bank administrations in Aden and Sana’a, both of which suspended payments on foreign and domestic debt obligations. Unable to receive interest payments, public debt holders faced a liquidity crisis, leaving banks unable to honor customer obligations and threatening their solvency, while pension funds have struggled to support retirees. On January 25-27, 2021, senior Yemeni experts and professionals convened virtually for the 7th Development Champions Forum (DCF), as part of the Rethinking Yemen’s Economy initiative, to discuss the evolution and structure of Yemen’s public debt, the dynamics during the conflict that have led to its colossal expansion, and the macroeconomic risks it poses. This was followed a week later with a briefing for international stakeholders on February 2. These discussions formed the basis for the research presented in this paper and its recommendations for addressing Yemen’s public debt crisis. Abstract:
Georgia’s relationship with the West has deteriorated over the last year and a half. The Georgian government’s actions have prevented the country from becoming a candidate for EU membership. Three-quarters of Georgians see themselves as pro-Western; only a tiny proportion of the population is pro-Russian. Oligarch Bidzina Ivanishvili appears to be largely responsible for this dissonance between Georgian foreign policy and public opinion. Through his control of the Georgian Dream party and the government, Ivanishvili may be attempting to manoeuvre Georgia into Russia’s sphere of influence. It is still possible for the EU to work with Georgia. But the bloc should condition the financial and political support it provides – starting with the 12 points that Brussels designated in June 2022.

Abstract:
Policymakers across the EU agree Russia poses a multifaceted threat to their security. Europeans have responded quickly to the challenges posed by the war in Ukraine, but they lack a ‘theory of victory’. They have no shared view about how the conflict is likely to end. No single EU member state is guiding Russia policy; a ‘leaderless unity’ has emerged. This could provide the bloc with a form of dispersed strength – but a change in US leadership could expose the weakness of this situation. EU policymakers do not believe that Europeans have the means to bring about regime change in Russia; at the same time, they are unable to foresee a stable future relationship with a Putin-led Russia. Policymakers are uncertain how Russia’s war on Ukraine will affect their interaction with other parts of the world, including China and the global south. This could prevent Europeans from mounting a more effective global response. Europeans should re-examine the support they give to Russians fleeing the regime – emigrés represent an important connection to Russian society, which will be valuable whoever occupies the Kremlin.

1109. Fragmentation nation: How Europeans can help end the conflict in Yemen

Abstract:
For eight years, Yemen has suffered a civil war, whose conduct has been exacerbated by outside powers, principally Saudi Arabia and the UAE on one side, while Iran has supported the other. Yemen is a politically, socially, geographically, and religiously fragmented country, including within the two broad areas controlled by the internationally recognised government and the Houthis respectively. Saudi Arabia and the UAE may soon decrease their military interference in Yemen – but their exit could expose divisions in both government and Houthi areas. Yemen was poor before the conflict, but a corrupt war economy has now taken hold, strengthening an array of local power holders, while the Yemeni people slip into ever-deeper destitution. Short-term measures introduced with the support of the international community have failed to stabilise the situation. Europeans should take a longer-term approach to Yemen. They should promote the country’s cause in their diplomacy with Gulf Arab states and make a commitment to economic support, a values-based approach, and an emphasis on human rights in Yemen.

Russia has long used gas prices and supply to put pressure on Moldova. It did so again when the country elected pro-European president Maia Sandu in 2020 and her parliamentary majority in 2021. Moldova occupies a significant geostrategic position with regard to the war in Ukraine, as a key ally and neighbour to that country’s immediate west. The Moldovan government has made some progress on its reform agenda, all while dealing with the impacts of the war, including looking after refugees and handling increased transit of goods across its territory. If the government can get through this winter, in 2023 it should be able to further diversify its energy options and make stronger progress on reform of the judiciary, defence, and security. The EU should support the Moldovan government in its endeavours. The country remains highly vulnerable to Russian pressure but financial assistance in the short term and support for reform in the long term will help it make progress, including towards eventual EU membership.

The excellent status of Greek-American relations is reflected in the economic sphere. The stock of American Foreign Direct Investment (FDI) in Greece has increased in the recent years. The technology sector has captured the attention of American digital giants, which have displayed a tendency to choose to build some of their innovation hubs in Greece. Although this is not a new phenomenon, the last few years have seen several new investments, as well as an increasing number of tech-labs in which Greece’s digital ecosystem flourishes. Over and beyond Greece’s digital transformation, the country’s shift toward green energy has sparked the interest of American companies, keen to explore opportunities. In tandem, the US is a critical supplier of liquefied natural gas (LNG) to Greece, which is, in addition, slowly acquiring the infrastructure capacity to function as an artery through which American LNG can be transported to other markets in the Balkans. Greek ship-owners are playing a significant role in the new energy market. The investment of ONEX in Syros is crucial for Greek-American co-operation in the maritime sector and could possibly be replicated in the Elefsis shipyards. The real estate sector appears attractive for American companies. Focused principally on the acquisition and/or renovation of hotels, this is expected to boost the tendency of American tourists to return to Greece after the two-years hiatus imposed by the COVID-19 pandemic. The positive momentum could also encourage more American students to study in Greece. The volume of Greek-American trade has steadily increased since 2016, with Greece maintaining a diminishing surplus.

Since February 2022, the Russian invasion of Ukraine has triggered the largest war-related displacement of population in Europe since the aftermath of World War Two. Setting up an effective humanitarian response to support internally displaced persons in Ukraine is a task of major political importance. Since the beginning of the war, local volunteers have played a key role in providing assistance to internally displaced persons in Ukraine. They are often unable to comply with the standards set by international humanitarian institutions, which refuse to fund them, despite their being in urgent need of support. There would seem to be a need to relax the common standards that apply to humanitarian assistance in order to allow local actors, including volunteers, to collaborate with international humanitarian organisations. Helping informal groups of volunteers to organise themselves into non-profit organisations or NGOs could encourage international humanitarian organisations to support them.

This Policy Brief unravels interesting insights pertaining to firm-level export diversification characteristics in Botswana, which is an approach that views export diversification at the micro-level. The following are the key highlights from the Policy Brief: • Exporters whose export portfolios are varied in terms of products and export markets, commonly referred to as multi-product multi-destination exporters in the literature fetch high export values, which is a prerequisite for sustained economic growth in the country. • The growth and diversification of Botswana’s export bundle is undermined by the exporters’ inability to break into new export markets. • The main policy message is therefore that to transition from the upper-middle income status to high-income status by 2036, the country needs to nurture and develop the multi-product multi-destination exporters. This is the story of a road not taken, how the United States discarded a proven system of United Nations weapons inspections and multilateral sanctions and opted for an unnecessary war in Iraq. The saga of what happened twenty years ago may seem like ancient history to some, but many negative consequences are still evident. From the imposition of sanctions on Iraq in 1990 until the calamitous invasion in 2003, our research team produced a steady stream of reports and publications documenting the most significant policy failure by the United States since the Vietnam War.1 With the twentieth anniversary of the invasion approaching, it is time for a fresh look at those events to assess the strategic and ethical implications of the decisions made then and their relevance for today. George W. Bush was gripped by a messianic zeal to overthrow Saddam Hussein by force.2 The president and his advisers were determined to implement a policy of armed regime change regardless of all evidence, logic, or reason.3 The White House concocted a false narrative of weapons of mass destruction in the hands of a dictator with supposed links to al-Qaida.4 Bush ignored the unequivocal conclusion of the U.S. intelligence community that Iraq had nothing to do with either 9/11 or al-Qaida.5 The result of the administration’s campaign of deception was a costly war of choice that ended in “strategic defeat,” to cite the conclusion of the U.S. Army history of the war.6 Many studies have examined what went wrong in Iraq,7 but few have looked at the alternative security approaches that were available at the time. We examine those alternatives here to document that the war was unnecessary and to highlight the policy advantages of multilateral nonmilitary security strategies.

Italy’s new far-right government has been widely perceived as the potential weak spot of the anti-Kremlin European front following Russia’s invasion of Ukraine: traditionally pro-Putin politicians such as Matteo Salvini and Silvio Berlusconi are back in power. Yet, after Mario Draghi’s hawkish Euro-Atlantic government fell in July and Giorgia Meloni was looking forward to a probable victory, she immediately sided with the European Union and the North Atlantic Treaty Organization in a firm condemnation of Russia. Putin’s Friends? The Complex Balance Inside Italy’s Far-Right Government Coalition Download 0.66 Mo Key takeways: Italy’s good relations with Putin’s Russia have not been the prerogative of a specific party. Political, economic and energy ties developed significantly with center-left and center-right governments alike. In line with most far-right parties in the EU, Salvini’s Northern League and Meloni’s Brothers of Italy developed an appreciation for Putin’s neo-conservative regime while criticizing the EU and NATO for damaging Italy’s entente with Moscow. A potential reconciliation with Moscow goes against Italy’s national interest at this point. Russia accounts for only 1.5% of Italy’s exports against its Western partners’80%. Besides, the EU’s interconnected gas market requires a coordinated plan to overcome the energy crisis. Finally, the reconquest of Kherson by Ukraine in November makes support for the Kremlin political suicide. Meloni’s sudden pro-NATO shift has taken much of her electorate by surprise, while support for Ukraine is low in the country. Coalition allies Salvini and Berlusconi are ready to take advantage of this gap to weaken Meloni’s leadership. This is typical of Italy’s fragile parliamentary democracy. To avoid further disappointing her electorate, Meloni is rapidly satisfying other demands of theirs, on issues such as migration, family values and tax policies.

Assessed for the first time, Lebanon’s governance of its nascent oil and gas sector scored 53 out of 100 points in the 2021 Resource Governance Index. While Lebanon is not yet an oil and gas producer, its government has begun to establish an institutional framework to govern the sector before production begins. Lebanon received a “satisfactory” score of 73 points in terms of its ability to realize value from its sector according to the RGI, with the Lebanese Petroleum Administration (LPA) displaying signs of best practice in terms of extractive sector transparency. Nonetheless, “weak” revenue management and a “poor” enabling environment are causes for concern for the future of Lebanon’s resource governance.

Lebanon’s hopes of “entering the club of oil producers” have not materialized. After almost a decade of high expectations, the country still has no proven reserves of oil or natural gas. Instead, the one well drilled so far, by partners Eni, Total and Novatek, revealed only trace amounts of gas. Now the government has extended the companies’ deadline to explore until August 2022 and has postponed a second oil and gas licensing round. Lebanon needs a new, more realistic vision of what oil and gas can do for it. For years, politicians in Beirut have told the public that exporting fossil fuels would transform the country’s failing economy, and that generating electricity from gas would turn around its mismanaged power sector. In this briefing we do not try to predict the future—especially considering how fast conditions on the ground are changing. Instead, we offer an evidence-based warning about the wisdom of Lebanon staking its economic or energy future on oil and gas. The conclusions and observations are based on analysis of the current situation and on the experiences of fossil-fuel dependent countries and other prospective new producers. The current moment, though very painful, offers the country a chance to build a new energy strategy that it can start to implement when its economic and political fortunes improve. This strategy should realistically and sustainably meet people’s needs, rather than make them worse.

Azerbaijan’s oil and gas sector scored 56 points out of 100 in the 2021 Resource Governance Index (RGI), up by nine points since the 2017 RGI. The country’s ability to realize value from the sector and its overall “enabling environment” deteriorated since the last assessment, but revenue management improved by 35 points and now places in the “good” performance band. Key messages: Governance of licensing received a “failing” 11 points, due to a lack of rules and disclosures in the licensing process, as well issues regarding disclosure of officials’ financial interests and identification of the beneficial owners of companies involved in the sector. The governance of local impacts received a “failing” score, with issues both in terms of the laws and disclosures of environmental and social impact assessments and environmental mitigation plans. SOCAR, the state-owned oil producer, scored in the lower end of the “satisfactory” performance band, with commodity sales rules and disclosures especially problematic. The implementation of fiscal rules and their monitoring boosted the national budgeting subcomponent score by 37 points since the 2017 RGI. SOFAZ, the country’s sovereign wealth fund, received a “good” score due to improvements in both the legal framework and disclosures.

Historically, Senegal has experienced significant “implementation gaps” between rules and implementation of these rules in its petroleum licensing process. Causes have included lack of legal clarity, duplicative and conflicting institutional roles, and lack of institutional capacity. However, Senegal has made good progress on closing this implementation gap. As of 2020, Senegal’s implementation gap in the petroleum licensing process as measured by the Resource Governance Index is very small and reflects recent government reforms, investments and disclosures. Despite major progress in closing the implementation gap in the licensing process, Senegal has significant room for improvement in the transparency of the oil and gas licensing process. Senegal’s government should work to improve laws on the disclosure of assets of public officials and the disclosure of the identities of the beneficial owners of companies applying for and obtaining licenses.

Iraq’s ethnosectarian power-sharing system, with its weak institutions and low levels of accountability, has penetrated the economy and hindered the performance of the state and provision of basic services. 1127. Impacts of the War on the Telecommunications Sector in Yemen

The telecommunications and information technology sector in Yemen is a vital component of the country’s infrastructure and plays a critical role in economic growth. It is the second largest source of public revenue after the petroleum sector, and contributes important work opportunities, whether directly or indirectly, through its connections to other sectors of the national economy. From 2015 to 2019, the sector’s performance has varied due to the extraordinary circumstances Yemen has been going through. It is estimated that the conflict has caused about $4.1 billion in direct financial losses for the telecommunications sector due to electricity outages (at times caused by a lack of fuel), institutional fragmentation, and competing policies and financial demands by the authorities in Sana’a and Aden, as well as confiscation of assets and extortion. The sector has also lost a number of opportunities that may have otherwise been available if it were not for the outbreak of the conflict, like the development of licensing agreements and the progression to 4G technology. Investors in the telecommunications sector have been deterred from the Yemeni market despite its large size and the fact that many services are not currently being provided by the companies operating in the sector. The sector faces a large number of challenges, the most serious of which are: the unsuitability of the legal and institutional regulatory environments; fragmentation of public entities in the sector; unproductive accusations made by the parties to the conflict; the lack of separation between political, regulatory and operational roles within the sector; and the reliance on a weak and fragile infrastructure to provide these services. Other challenges include the restrictions imposed on importing equipment, difficulty accessing a number of districts and entire governorates to carry out necessary repairs, declining revenues for the companies, and the increase of fees being levied by both the authorities in Sana’a and in Aden, compounded by the population’s general impoverishment and limited purchasing power. To strengthen the role of Yemen’s telecommunications, there must be efforts in the short term to depoliticize the sector during the conflict, repair operator networks, introduce new services (such as video conferencing and digital financial services), and work to lower internet tariffs—this paper does not provide an analysis of how to achieve a viable mix of upgraded services and affordable prices while still maintaining the feasibility of new investments. In the medium and long term, efforts to draft new telecommunications laws must continue, in addition to separating regulatory and operational roles, developing the regulatory and institutional environment, encouraging private investment, and updating educational programs and university curricula to ensure that they are up-to-date with ongoing developments in the field of telecommunications and information technology. These curricula and programs must meet the local market’s needs for specialized labor.

Yemen is one of the most water-scarce countries in the world, with renewable water resources currently capable of providing only 75 m3 per capita per year – well below the water scarcity threshold. And this volume is steadily dropping. The agricultural sector in Yemen is the dominant user of groundwater resources, accounting for around 90 percent of total consumption. Due to the current crisis, fuel required for pumps has become scarce and very expensive; as a result, solar energy has begun to play a role in the extraction and supply of groundwater for irrigation. However, there is concern about the misuse of this new technology. This study examines the current trend of solar-powered irrigation system (SPIS) use in Sana’a Basin, identifying the pros and cons of this approach. It presents the perspectives of farmers and experts in terms of what is happening and what should be done to maximize the benefits and minimize the negative impacts of SPIS. The incidence of SPIS installation is increasing at a rate of more than 4 percent annually. Farmers spoken to as a part of this study expressed enthusiasm to use SPIS and cited capital cost as the biggest obstacle to their acquiring this technology. This paper proposes governance and policy recommendations for overall water management and, in particular, for future studies and regulation of SPIS-driven groundwater use. Setting appropriate policies for water-pumping powered by renewable energy will help to conserve groundwater sources and sustainably preserve livelihoods.

Even before the events of 2014 and 2015 that led Yemen into the ongoing civil war, its economy was fragile. The years of hardship that have haunted the country ever since have been devastating. Yemen is now rated as one of the hardest places in the world for businesses to operate and is last or near last in a host of global business competitiveness indexes. From January 25-27,2021 the seventh Development Champions Forum, held virtually, focused on this dire national situation. To help address local economic challenges, the Development Champions discussed the possibility of establishing Local Economic Councils. According to their analysis, between the existing community-level local development committees (which guide targeted, small scale infrastructure investment from development funds such as the Social Fund for Development and the World Bank) and the Supreme Economic Council (which guides sector-led state investment at a national level), a space exists for a governorate-level body to drive development by guiding investment to serve local needs and strengthen ties between the governorates and the private sector.

Electricity is the backbone of any economy and one of the necessities of modern life. Since even before the current war, poor electricity services in Yemen have been one of the key barriers to sustainable economic development and basic service provisions, such as water supply, health care, and education. This policy brief presents an overview of the electricity sector and its relevant indicators prior to the conflict. It then outlines the impact of the conflict on the sector, and concludes with a set of priorities for restoring the pre-war capacity of the electricity sector, then further reforming it to improve its performance. Immediate- to short-term recommendations include: adopting a realistic and practical recovery plan; securing funds for rehabilitating the infrastructure; reviewing the electricity tariff; reducing technical and non-technical electricity losses; purchasing electricity when needed through a competitive process and via least-cost options, such as gas and renewable energy; securing the fuel supply and the salaries of sector staff; resuming all suspended projects; finding sustainable and feasible solutions for the electricity supply in each governorate to avoid the challenges associated with the centralized grid; and installing sustainable stand-alone solar systems, compatible for connection to the national grid (when restored). The medium- to long-term priorities include specific recommendations under five categories, relating to: the legal and regulatory framework; institutional arrangements; capacity and performance; private sector participation; and technical issues. This policy brief was developed based on a more detailed research paper published under the same title by Rethinking Yemen’s Economy project in May 25, 2021.

The Mediterranean Basin enjoys very at- tractive geographical, climatic, and cultural features. It hosts a high-density population mainly in the coastal areas, of over 500 million people which has doubled in the last 40 years, and it is still increasing at a high pace. The region faces severe threats including water stress, impaired food production, food security, desertification, severe pollution to mention just a few. These threats have been exacerbated in the last decades by increased demography, migration to urban areas, tourism (the first tourist destination in the world), and very importantly, climate change. The Mediterranean suffers from an increase of temperature 20% higher than the world average. It is a real hotspot of climate change. The present monography, sponsored by the European Institute of the Mediterranean (IEMed), addresses the socioeconomic impact of climate change. There are a lot of studies on the biophysical impact of climate change. Its socioeconomic impact has been less studied probably because of its complexity. Important knowledge gaps do exist. The purpose of gathering knowledge on the socioeconomic impact of climate change is to advise decision-makers on the difficult decisions to be taken to mitigate and adapt to climate change in a region facing severe threats that climate change only exacerbates. For decision-makers, the socioeconomic impact is more relevant than the biophysical impact of climate change.

Russia views Central Asia as its sphere of influence and attempts to keep the five post-Soviet countries, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, in its geopolitical orbit. Central Asian countries’ dependency on Russia is decreasing, albeit at a different pace in different policy spheres and geographical areas. This variation depends upon factors ranging from Moscow’s priorities, the presence and capability of Russia and other actors, and Central Asian domestic issues. Russia’s policy in Central Asia is rooted in bilateral relations, but from the early 2000s onwards, Moscow has sought to integrate the region’s states into multilateral organizations that it leads, primarily in the spheres of economy and security. Russian influence in the region is greatest in the security sphere and, due to the rise of China, smallest in the economic sector. People-to-people contacts remain strong as a result of the common Soviet past and current migration flows. Central Asian countries share Russia’s authoritarian outlook on politics. Russia remains a powerful player in Central Asia, but Moscow’s lack of a forward-looking strategy and its current great-power posturing threaten its dominance in the future.

Technology is taking centre stage in power politics. In particular, the ability to refine and utilize data increasingly correlates with the transforming global distribution of power. The world is gravitating towards US and Chinese hubs of refined data. The convergence of data towards these two hubs accelerates the divergence of states into the haves and have-nots of data, and is likely to result in a realignment of partnership systems. Standards which enable data convergence also create forms of governance and regulatory spaces that challenge the shape and dynamic of traditional global governance. While recent Finnish security reports recognize the importance of new technologies and the cyber domain, data-centricity is not fully embraced either in policy or in practice. As the technology sector grows in significance, new forms of relationships between states as well as public and private organizations need to be envisioned and established.

Climate change is already threatening the security and stability of societies in various ways, and the impacts will only be exacerbated in the future. The security consequences of climate change can be broadly categorised into direct, cascading and transition impacts. Direct impacts refer to the damage to people and infrastructure caused by extreme weather and other climate phenomena, while in cascading impacts climate change is combined with political, economic and cross-border effects. Transition impacts are linked to the adverse consequences of climate change mitigation and adaptation. It is increasingly imperative to comprehensively integrate climate change into foresight and preparedness activities. In addition to the identification of individual climate security impacts, it is also necessary to identify and continuously monitor broader political and economic developments relevant to climate security. Cooperation across national borders is important for advancing the climate security agenda. International organisations and individual countries should coordinate and exchange information in order to develop preparedness mechanisms and practices.

Fighting climate change makes a green energy transition imperative. The transition will have significant geopolitical consequences, notably a shift of power away from fossil fuel producers that do not adapt to a decarbonizing world. Access to critical minerals, rare earth elements and storage technology for renewable energy applications will be essential, and will determine the new geopolitics of energy. Some critical elements such as cobalt are only found in a few areas of the globe. Hydrogen is a carbon-free energy carrier that will allow the storage and dispatch of energy produced by intermittent renewable sources such as solar and wind. While hydrogen trade could lead to new dependencies, it will provide a back-up for the electricity system and strengthen energy security. Currently, China is a leader in securing resources for the energy transition. The Belt and Road Initiative could consolidate its position. As it strives to be a leader in the energy transition, the EU is focusing on securing relevant supply chains, deploying technology and developing hydrogen capacity. International cooperation will accelerate the transition and give the world a chance to avoid catastrophic climate change.

COVID-19 has led to more inequality and poverty in Europe. Together with the accelerating climate crisis and ageing population, massive additional investments in education, healthcare and social infrastructure will be needed to maintain Europe's social protection systems, ease the negative impact of the digital and green transitions, and protect the Union's future prosperity. Unfortunately, the EU's current economic governance model does not leave much room for member states to make these kinds of investments in human capital - also called 'social investment'. This third Policy Brief in a series on reforming EU economic governance sets out five proposals to promote the role of social investment: Alter the pace of fiscal consolidation to be in line with economic growth; Reassess the accounting procedure for public investments, which can, in the long run, split up government investment from government spending and improve the quality of public finances overall; Establish a Future Investment Fund, whereby public investment would be excluded from the calculations of both headline and structural deficits; Reform the European Semester in a way that incorporates the lessons of austerity and prioritises social outcomes alongside fiscal and public administration reforms; Prioritise what matters to citizens - even if it challenges the existing economic orthodoxy.

Early in the pandemic, countries rushed to shut their borders and impose emergency measures, such as curfews, travel restrictions, and community lockdowns. States deployed security forces to enforce these measures, some of which resulted in widespread human rights violations, including torture, killings, and intimidation of persons perceived as failing to comply with their orders. Colombia, Kenya, Lebanon, and Uganda—all countries where ICTJ works—are among those whose security agencies weaponized their powers under these emergency measures and often used brutal means to keep people off the streets. While constitutional police forces committed the bulk of these abuses, a growing number of paramilitaries, citizen vigilantes, and other nonstate forces have also committed human rights violations while enforcing the emergency measures. However, the COVID-19 pandemic underscores states' obligation to protect the inherent right to life and the subsequent right to health. Moreover, national and international human rights laws allow states to temporarily suspend certain rights and invoke special powers that would be considered an infringement of civil liberties in normal situations. Thus, the suspension of those rights is justified by the need to protect the collective good. This paper analyzes the emerging trends of draconian regular policing and vigilante policing during the pandemic in Colombia, Kenya, Lebanon, and Uganda. The paper also describes how armed nonstate groups have come to exercise control in communities where there is no government presence to enforce emergency lockdown and other measures, with little regard for the principles of proportionality and non-discrimination. In all contexts, since the outbreak of the COVID-19, regular police and paramilitary forces have increased their powers, which they have abused extensively. As a result, some policing practices have become deadlier than the virus itself and have exposed the profound frailties of democratic governance.

Abstract:
This briefing paper makes the case for applying transitional justice approaches to dismantle systemic racism in the United States. The need to connect the dots between past and present abuses and affirm the humanity and dignity of Black people are central to all efforts to acknowledge victims and the violations they suffered, challenge the dominant historical narrative, repair harms, and reform broken systems. While the truth of the United States’ legacy of slavery and racism and its connections to present-day injustices are well documented in scholarly materials, they have not been acknowledged by the government or adequately integrated into the country’s collective narrative. Overcoming the dehumanization associated with persistent racial and socioeconomic subjugation requires a conscious and explicit government effort to denounce it and inform all citizens about how it occurred throughout US history. This includes acknowledgment and reparations. Reforms are also desperately needed in the criminal justice system, voting, housing, education, and health care. Drawing on comparative examples, this briefing argues that any meaningful changes to laws and policies or institutional reforms must be grounded in a recognition and understanding of the society’s past atrocities and its connection to present-day injustices, grievances, and violence. The United States finds itself in a moment of reckoning, as protests and public demands crack open the door to broader discussions on how to unravel the country’s legacies of slavery and white supremacy and reform institutions such the police and the criminal justice system. It should look to and learn from other countries that have undertaken efforts to address systemic human rights violations, provide reparations, and advance reforms. It is now time for the United States to apply transitional justice approaches domestically to at last reckon with its legacy of slavery and racism and build a more just future for the country and all its citizens.

1142. Mapping China’s Participation in Multilateral Development Institutions and Funds

Abstract:
China has emerged as a leading participant in multilateral development organizations. In many ways, this is a welcome development. Today’s global challenges, including COVID-19 and climate change, require an international response and have prompted renewed calls for increased multilateral engagement by the major economy countries. This, combined with the recognition of multilateral institutions’ high standards for transparency and environmental safeguards, have led the United States at times to encourage China to step up its multilateral contributions. At the same time, countervailing voices focused on strategic competition increasingly view China’s multilateral participation with skepticism. When the People’s Republic of China joined the World Bank in 1980, it was allocated 12,000 International Bank for Reconstruction and Development (IBRD) shares, becoming the Bank’s sixth largest shareholder with 3.47 percent of the of the voting power. By 2013, decades of rapid economic growth had propelled China to its current position as the IBRD’s third largest shareholder, eclipsing France, Germany, and the United Kingdom with 5.03 percent of IBRD voting power. In many ways, China’s rise in stature at the IBRD mirrors its growth in influence across the multilateral development system. This is certainly true of China’s increasing voting share in the World Bank, IMF, and UN system, all of which tie financial contributions to economic size (see Figure 1). But China’s growing importance in the multilateral system is also the product of distinct policy choices made by the Chinese government. These policy choices go beyond the wealth-based financial contributions that dictate IBRD shareholding to include voluntary financing, borrowing, and commercial contracting. In concert, they make China a unique player in the multilateral system by virtue of to its simultaneous roles as a multilateral organization donor, shareholder, aid recipient, and commercial partner.

1147. Why Europe Should Build Legal Migration Pathways with Nigeria

The youth population within Nigeria is rapidly increasing, but despite their high levels of education and skills, many are struggling to find meaningful work opportunities at home. At the same time, Europe’s working-age population is declining, resulting in employers in these countries facing large and persistent skill shortages within a range of mid-skill professions. Despite the large benefits that facilitating migration between Nigeria and Europe could bring, and despite the overtures of both European governments and the European Union, few mutually beneficial migration partnerships exist. Over the last year, CGD has been working with the World Bank to understand how our Global Skill Partnership migration model could be implemented between Nigeria and Europe. The full results of this work have now been published in a new report, Expanding Legal Migration Pathways from Nigeria to Europe: From Brain Drain to Brain Gain. The report explores both why Nigeria and Europe should implement migration partnerships and develops a framework as to how they can do so. This framework is then applied to three sectors and partner countries: a healthcare partnership between Nigeria and the United Kingdom (UK), a construction partnership between Nigeria and Germany, and an ICT partnership with various European states. This brief focuses on the first part of this equation, the why: understanding the opportunity that lies before us to better link the labor markets of Nigeria and Europe and the innovation that could do just that.

The Quality of Official Development Assistance (QuODA) measures and compares providers of official development assistance (ODA) on quantitative indicators that matter most to development effectiveness and quality. It aims to encourage improvements to the quality of ODA by highlighting and assessing providers’ performance. QuODA considers the agency-level measures and characteristics in areas that evidence suggest matters to development and where providers have made commitments. It is a dashboard of key indicators rather than a full assessment of how effective ODA has been, which depends on a wider set of actors and factors. This is the fifth edition of QuODA; it has been substantially revised since the last iteration. The indicators are based on the evidence of what matters to ODA impact and the principles agreed by 161 counties following a series of international meetings leading up to Busan in 2011 and taken forward by the Global Partnership for Effective Development Cooperation.

As donor institutions and governments seek to provide relief and support recovery from the COVID-19 pandemic and global recession, CGD’s COVID-19 Gender and Development Initiative aims to ensure that their policy and investment decisions equitably benefit women and girls. We seek to support decision-makers in understanding the gendered impacts of the COVID-19 pandemic; assess health, economic, and social policy response measures with a gender lens; and propose evidence-based solutions for an inclusive recovery. Recognizing that the dialogue to date has largely emphasized challenges facing women and girls in high-income settings, our analysis centers on women and girls in low- and middle-income countries. In this policy brief, we summarize the findings of a CGD working paper, Addressing the COVID-19 Crisis’s Indirect Health Impacts for Women and Girls. We examine how the pandemic is affecting women’s and girl’s health, including their sexual and reproductive health; some of the ways national governments and donor institutions have sought to maintain the provision of essential health services; and existing gaps, opportunities, and promising strategies donors and governments should pursue to address indirect harms to women’s and girl’s health during and beyond the COVID-19 crisis.

Specifically, we examine the impact of the COVID-19 global recession on women’s work and employment in low- and middle-income countries, including entrepreneurship, wage and salaried work, work in subsistence and commercial agriculture, and unpaid housework and care work.
