  • Abstract: Despite steady progress, women remain grossly underrepresented in corporate leadership worldwide. The share of women executive officers and board members increased between 1997 and 2017, but progress was not uniform. Partly in response to gender quotas, the shares of female board members have risen rapidly in some countries while lagging elsewhere. This Policy Brief reports results derived from the financial records of about 62,000 publicly listed firms in 58 economies over 1997–2017, which together account for more than 92 percent of global GDP. The authors conclude that if, as emerging evidence in the literature indicates, gender diversity contributes to superior firm performance, then progress in this area could help boost productivity globally. Policymakers and corporate leaders should consider supportive public and private policies, including more gender-neutral tracking in education, firm protocols that encourage gender balance in hiring and promotion, enforceable antidiscrimination laws, public support for readily available and affordable high-quality childcare and maternity and paternity leave, and quotas.

  • Abstract: Recent efforts at settling the decades-long conflict in Afghanistan have featured an increasingly vibrant and visible display of women’s activism. Even with the support of the government and its international partners, Afghan women still face tremendous challenges to realizing their aspirations for a role in peacemaking. Based on extensive interviews throughout Afghanistan, this report attempts to better understand the changing public role of Afghan women today and their contributions to peacebuilding and ending violence.

  • Abstract: Current peace processes are designed to be more inclusive of women, civil society, youth, opposition political parties, and other frequently marginalized communities. Implementation of inclusive peace processes, however, has not progressed smoothly—and are frequently met with resistance. Based on an examination of instances of resistance in thirty peace and transition negotiations since 1990, this report enhances practitioners’ understanding of who resists, against whose participation, using what tactics, and with what motives.

  • Abstract: Over the past twenty years, UN peace operations have made progress toward gender equality. Most of their mandates refer to women or gender, and the UN and member states have agreed to numerical targets to increase the percentage of women peacekeepers. Meeting, and exceeding, these targets, however, will require the UN to better understand the barriers and often-unrealistic expectations facing uniformed women. This paper provides an overview of how the UN and troop- and police-contributing countries are trying to integrate uniformed women into missions and how mission mandates interact with the women, peace, and security agenda. It also expounds upon expectations of uniformed women in peacekeeping operations, specifically regarding the protection of civilians, as well as structural barriers, taboos, and stigmas that affect uniformed women’s deployment experiences. It is the first paper published under the International Peace Institute’s Women in Peace Operations project and provides an overview of research that will be conducted through May 2022. The paper concludes with initial findings and guidance for researchers and practitioners. It calls for the UN and member states to consider transformative possibilities for increasing women’s participation that push back against existing assumptions and norms. This requires grounding integration strategies in evidence, transforming missions to improve the experiences of women peacekeepers, and implementing a gendered approach to community engagement and protection.

  • Abstract: This Tool is part of the DCAF, OSCE/ODIHR, UN Women Gender and Security Toolkit, which comprises nine Tools and a series of Policy Briefs. Within police services, this Tool is aimed at the policy rather than the operational level, with relevance for senior police, gender units and those interested in improving police effectiveness through integrating a gender perspective. While police services are a key audience for this Tool, it is intended for a wide readership – including parliaments, government departments with policing responsibilities, civil society organizations, development partners, international police assistance providers and researchers working to improve policing and gender equality. Police reform is not solely the work of police services, but of a wider set of actors who support and influence the police and their operating environment. This Tool sets out a range of options for integrating a gender perspective and advancing gender equality in and through policing, drawing on experience from multiple contexts. While it provides guidance in terms of examples and checklists which borrow from good practices in different contexts, what is relevant will differ across time and place and require adaptation. For that reason, the Tool also sets out conditions that are important in achieving progress. The Tool includes: why a gender perspective is important for policing; what policing that advances gender equality and integrates a gender perspective looks like; how policing can advance gender equality and integrate a gender perspective; case studies that draw out learning from specific contexts; suggestions for assessing a police service’s integration of gender; other useful resources.

This Policy Brief argues that applying a security sector governance lens to WPS helps to reveal the key barriers to and drivers of change.   • Abstract: History offers plenty of examples of female involvement in political violence, but a certain fascination and disbelief continue to surround female violent extremists because women are often still viewed as homemakers and mothers, surprising society by the number of young girls and women joining the Islamic State of Iraq and the Levant. This policy brief explores the drivers of radicalization to and engagement in violent extremism and the factors of disengagement and desistance among women and girls by examining cases of individuals that went through the United Kingdom’s Channel program. Channel cases were chosen for this analysis because it is one of the longest running (since 2007) and most documented early intervention programs developed specifically to prevent engagement with terrorism and violent extremism. It aims to enhance understanding of gender-sensitive interventions that address the specific needs of women and girls. Recommendations include the focus on mechanisms for women and men to claim their rights and have their grievances heard while ensuring accountability mechanisms are in place and the need to more effectively combine online and offline preventing and countering violent extremism actions.

  • Abstract: Gender-based violence (GBV) is rooted in harmful gender norms and attitudes – unspoken social rules of behavior that are maintained by the approval or disapproval of a group. Gender roles and norms that condone violence against women are deeply embedded to varying degrees throughout most societies in the world, and are predictive of violence perpetration. Without changes in norms, laws and other interventions to reduce and prevent GBV can prove ineffective. Evidence indicates that transforming gender norms and power relations is one of the most effective ways of tackling violence against women.

  • Abstract: The recently announced Judicial Reform Strategy was subject to public debate with a series of promises ranging from issuing green passports to lawyers as a privileged of visa exemptions to the introduction of an appeal process in criminal cases concerning the freedom of expression.1 The fundamental shortcoming of this new strategy and other reform efforts is the lack of a specific agenda on the representation of women professionals in the judiciary, especially in the leading positions including the apex courts. Policies on women’s representation in the judiciary remained “invisible” in recent reform efforts on judicial policies.

  • Abstract: The alt-right, an expression of far-right violent extremism, presents a security risk to citizens in the United States and around the world. As globalization, mass immigration, and multiculturalism flourish, various collectives of fearful individuals and populist politicians will continue to embrace ethnonationalist worldviews and employ violent means to enforce them. To combat this security risk, it is essential to acknowledge that women make significant contributions to the altright and violent extremism. Women can no longer be misrepresented and excluded from efforts to prevent and counter this form of violent extremism. Exclusion has proven both disingenuous and dangerous along the road to realizing a comprehensive threat analysis and strategy.

  • Abstract: Women who seek to participate in peace processes and political decision-making face many obstacles. To achieve sustainable peace and development, societies emerging from conflict must remove these obstacles. In so doing, they must recognize and prioritize that women are fully capable of active participation in all political processes. Women’s equal participation in leadership at every level and in every sector is imperative to eliminating gender-based violence, poverty and enabling sustainable peace. Across the globe, women are increasingly assuming political leadership. For example, Ethiopia elected a woman president in 2018, and half of the nation’s parliamentarians are women. In the Republic of Rwanda, women make up 78 percent of the representation in parliament.1 Leadership in politics and peacebuilding are linked. That is, women’s political leadership paves the way for women’s participation in peacebuilding processes and vice versa.

  • Abstract: Despite the importance of non-farm income in the livelihood of the rural population in Sudan, information available on its size and determinants is scant. This study examined the patterns and determinants of decisions to participate in non-farm activities in rural Sudan. It also investigates whether the determinants of participation in non-farm activities vary across agriculture sub-sectors and income groups as well as among males and females. The data for this study was sourced from the Sudanese National Baseline Household Survey (NBHS) conducted by Sudan’s Central Bureau of Statistics in 2009. The results show that non-farm income is a crucial source of livelihood, contributing about 43% to household income in rural Sudan. The results of multinomial logit and probit estimation methods indicate that educational level, mean of transportation, lack of land and lack of access to formal credit are the most significant factors that push rural farmers to participate in non-farm activities. Surprisingly, the effect of household income was positive and significant, implying that individuals from rich households have higher opportunity to engage in non-farm activities compared to their poor counterparts. Moreover, the analysis revealed some symptoms of gender and location disparities in the effect of factors that influence participation in non-farm activities. The study concluded with some recommendations that aim to enhance the engagement in non-farm activities as an important diversification strategy to complement the role of the agriculture sector in improving rural economy in Sudan.

  • Abstract: Health is both a direct component of human well-being and a form of human capital that increases an individual’s capabilities and opportunities to generate income and reduces vulnerability. It is argued that these two views are complementary, and both can be used to justify increased investment in health in developing countries. Therefore, investment in child health constitutes a potential mechanism to end the intergenerational transmission of poverty. This paper examines the empirical impact of household economic well-being on child health, and the gender differences in effects using the Demographic and Health Survey conducted in 2014. A series of econometric tools are used; the control function approach appears to be the most appropriate strategy as it simultaneously removes structural parameters from endogeneity, the sample selection and heterogeneity of the unobservable variables. Results suggest a significant positive effect of household economic well-being on child health. However, the magnitude of the effect varies by gender of household head; children from households headed by males appear healthier compared to those from female-headed households. In the context of DR Congo, female-headed households often have a single parent, therefore, the economic well-being effect on child health in the male sub-sample can be considered to include the unobserved contribution of women. These results have implications for public interventions that enable women to participate in paid labour market activities as a means of improving household economic well-being, which in turn could improve child health.
