- Efforts to contain the spread of COVID-19 have led to a series of knock-on effects. Some measures have contributed to increased social conflict and violence. Understanding how to sustain peace, while implementing measures that had drastic psycho-socioeconomic impacts has been challenging for countries around the world. This policy brief looks at Colombia, a country with some success in the management of the pandemic, and highlights lessons learned on how the United Nations can support governments to be conflict sensitive when a country is hit by an external shock such as the COVID-19 crisis.

If justice actors are to play a central role in the recovery from the pandemic, helping their societies to rebuild in a fair, inclusive and sustainable way, people-centered justice is needed more than ever. This Pathfinders briefing, drafted by lead authors David Steven, Maaike de Langen, Sam Muller, and Mark Weston, together with more than 30 partners from around the world, publishes its third and final briefing on Justice in a Pandemic, a series examining the role of justice sectors in responding to the COVID-19 crisis. This briefing focuses on the role of justice in combating the negative social impacts of the pandemic.

- Over the past few years, the prevention of violence has gained new momentum at the United Nations (UN). However, the UN still lacks a comprehensive strategy to transform these commitments into action. The UN Charter mostly focuses on the prevention of international conflicts, while lethal violence is nowadays mostly concentrated within countries. Both member states and the UN have increasingly acknowledged the need to use a different approach to prevention, including through the adoption of the Sustainable Development Goal 16 (SDG 16) and the UN-World Bank report, Pathways for Peace. However, the operationalization of this approach remains unclear. The New Agenda for Peace is an opportunity for the UN to clarify its approach to the prevention of violence within a country (violent crime, violent extremism, and non-international armed conflict).

These individuals have fled a country suffering from years of economic hardship and political strife. And still today, the situation in Venezuela continues to deteriorate leading to projections that emigration will continue, with Colombia receiving an outsized proportion of migrants. Just this year, over 753,000 Venezuelans have left home.

628. The Ukraine Example: Circumstances Matter for Effective Security Assistance

- US aid would not have been nearly as effective without Ukraine’s efforts to improve its military prior to the 2022 Russian invasion. US security assistance to Ukraine since Russia’s all-out invasion in February 2022 has been substantial, but was not sufficient to guarantee Ukraine’s initial military success in the war. Data reveals that US security assistance to Ukraine, which mainly consisted of nonproliferation-related aid before 2014, increased after Russia’s invasion of Crimea that year. However, Ukraine’s failures against Russia in Crimea and later in eastern Ukraine were largely due to an undermanned, underequipped, and undertrained Ukrainian military. Ukraine’s focus on remedying these problems, along with increased combat experience, principally drove Ukrainian military improvements by 2022. These internal changes, as well as Russia’s poor military organization and force employment in the first phase of its 2022 invasion, are essential for understanding the contributions of US equipment and weapons to Ukrainian military successes. These lessons are instructive not only for US security assistance to Ukraine, but also for the many other settings where US security assistance is a prominent policy tool.

- Abstract:
- Amid shifts towards inclusive agricultural development, the Center for Global Food and Agriculture offers policy recommendations for further US government action. Reflecting both the development consensus and the challenges of transformational reform, USAID Administrator Samantha Power announced an ambitious new focus on inclusive development for the agency in 2021. Her announcement followed the publication of a draft policy on local capacity development, which provides a framework for shifting overall organizational approaches to development. The policy helps establish an agencywide understanding of what locally led development means and a unified system for building on local strengths to achieve local goals. Nevertheless, there are substantial and legitimate reasons why inclusive development assistance remains elusive. Recent research from the Brookings Institution provides an excellent summary of the legal and regulatory impediments, including budgetary rigidity, risk mitigation, and the limits of local organizational capacity.

- The world's democracies need a way to fight back against coercive economic actions by authoritarian governments, argue Ivo Daalder and Anders Fogh Rasmussen. Increasingly, authoritarian countries are using economic coercion against democracies. In recent years, China’s economic coercion of Lithuania and Australia stands out as a prominent example. Russia uses economic levers to achieve geopolitical aims, notably by weaponizing its natural resources. The aim of such coercion is to bend the will of democratic countries. This is a test for the free world. In response, we propose an Economic Article 5 among democracies to counter authoritarian coercion.

- The Arms Trade Treaty (ATT) is the first legally binding agreement linking international conventional arms transfers to gender-based violence (GBV), but there has been limited practical application of these specific provisions to date. At Whose Risk? Understanding States Parties’ Implementation of Arms Trade Treaty Gender-based Violence Provisions sets out to gain insight into how ATT states parties apply Article 7(4)—the main provision related to GBV—by focusing on the work of the export licensing officers carrying out this task. Specifically, the Briefing Paper contextualizes GBV in the ATT context; presents implementation guidance; and reviews recommended open-source resources for carrying out risk assessments. Finally, after analyzing reported implementation practices of ten ATT states parties, the study offers policy observations related to continued work to tackle GBV within the ATT context. Among other findings, the paper reveals that most ATT states parties interpret Article 7(4) in terms of the broader offences related to international humanitarian law and international human rights law listed under Article 7(1). Further, the study finds that the existing recommended evidence base on GBV is often scattered and unstandardized; rarely providing the type of information required by export licensing officers to conduct GBV-focused risk assessments. Finally, at the time of writing, no ATT state party had publicly indicated that it had denied an export authorization specifically due to risk of the conventional arms being used to commit or facilitate serious acts of GBV.

- Ammunition diverted from legal to illicit markets is a central concern in small arms control, but its impact is understudied. A new Briefing Paper from the Small Arms Survey and the UN Office for Disarmament Affairs explores how authorities can go about better monitoring the role it plays in violent crime. Extracting Evidence: Opportunities and Obstacles in Assessing the Gendered Impacts of Diverted Ammunition unpacks the challenges involved in trying to assess the true costs of ammunition diverted from official stockpiles. The study describes contextual background, notes the limitations of ammunition profiling research to date, and presents findings from a pilot case study on ammunition profiling in Kosovo* as well as insights from ammunition marking policy in Brazil. It finds that authorities struggle to identify what materiel among seized ammunition has been diverted from official stockpiles, which in turn prevents the ability to truly assess the impact it has on men, women, boys, and girls. The study identifies measures for overcoming such monitoring challenges, including special marking practices for state-destined ammunition, headstamp data collection guidelines, and information sharing protocols between relevant agencies for ammunition recovered from crime scenes.

635. Women and Peacebuilding in Africa: Some Policy Recommendations

- There is an increasing acknowledgment of the important role played by women in peacebuilding worldwide. The UN Security Council Resolution (UNSC) 1325 calls for the full involvement of women in all efforts towards the maintenance of and support for peace and security.1 Other successive UNSC resolutions linked to the Women, Peace, and Security (WPS) framework such as 1820, 1888, 1889, 1960, 2106, 2122, and 2242 have underscored the role of women in peacebuilding. However, Machakanja observes that “women’s participation in peace and security in Africa remains more symbolic than substantive, and their capacity to influence and engage in peace negotiations is often resisted by local cultural norms and patriarchal hierarchies.”2 Although women contribute significantly to peacebuilding in Africa, their efforts are often diminished, or “invisible.” This is predominantly a result of the patriarchal bias which tends to exclude women from political activities and official peace negotiations.3

- This policy brief focuses on how women are affected by violent conflicts in the oilproducing Niger Delta region of Nigeria, including the coping mechanisms women victims adopt in conflict-affected communities. It draws on the findings of fieldbased research on the experiences of women in the aftermath of the military invasions of Odi1 and Gbaramatu,2 the leadership tussle in Rumuekpe,3 communal/ intra-ethnic conflict in K-Dere and B-Dere,4 communal conflict with a multinational oil corporation in Evwreni,5 and electoral violence in Imiringi. This brief also makes recommendations for addressing gender-based violence in the region.

638. The crisis of European security: What Europeans think about the war in Ukraine

- The war in Ukraine could mark a watershed for European security. There has been much talk that European governments are divided over the conflict, but European citizens seem remarkably united around three key ideas. Firstly, they believe it is likely that there will be another Russian invasion of Ukraine. Secondly, they see this as a problem not only for Ukraine but for European security generally. Thirdly, they want Europe to respond to the crisis, with majorities supporting a response from NATO and the EU in particular. Europeans disagree on which are the most pressing threats linked to the crisis and on the price their countries should pay to defend Ukraine: people in Poland, Romania, and Sweden are much more willing to make sacrifices than those in France and Germany. The crisis will likely test Europeans’ readiness to defend the European security order.

- As the crisis phase of covid-19 recedes, there is a chance to improve international cooperation on global health – but also a danger that competing reform proposals will lead to inaction. The EU can best support reform of pandemic preparedness and response if it takes account of the concerns of different global powers. The union should combine a push for reform of and increased funding for the WHO with support for a new fund for health emergencies, overseen by a representative group of countries. The EU should promote a new global compact on health, matching countries’ commitment to surveillance and reporting of pathogens with support for stronger healthcare systems and greater equity in the allocation of countermeasures. The EU-Africa relationship offers a chance to pioneer such an approach, but the EU will need to go further in this than it has so far. The EU should promote African vaccine manufacturing, including by pressing European pharmaceutical companies to transfer knowledge and technology to Africa.

640. Building security: How Europeans can help reform Libya

- Since 2011, divided governance structures in Libya have weakened the state’s monopoly on the use of force, as have the proliferation of armed groups and their gradual infiltration of security institutions across the country. One of the persistent errors of disarmament, demobilisation, and reintegration in Libya is the assumption that combatants can be bought off. Another is the assumption that security sector reform (SSR) depends on the right personalities rather than systems and processes. Europeans’ short-term stabilisation imperatives – notoriously, those related to migration and counter-terrorism – have repeatedly led to reactive policymaking that only deepens instability. For Europeans to play a meaningful SSR role, they will need a shared strategy and operational principles. But they will also need to recognise that they will initially have limited room for manoeuvre and that this will be a medium- to long-term effort. In the short term, Europeans should support the establishment of a Libyan-owned SSR body that can lead nationwide efforts in conjunction with UN diplomacy. This should be accompanied by a greater focus on strengthening bottom-up security initiatives that can help stabilise the country and restore European influence.
