462. Pariah or Partner? Clarifying the U.S. Approach to Cambodia

- U.S. policy toward Cambodia is conflicted, contradictory, and unsustainable. Is Cambodia an authoritarian pariah to be punished until it undergoes systemic political change? Or is it a necessary partner on the front lines of great-power competition? The U.S. government has spent the last decade torn between righteous indignation over democratic backsliding and pragmatic engagement given U.S. interests in the region. For a while, muddling through was understandable, maybe even wise. The United States only recently cemented a bipartisan consensus on the importance of the wider Indo-Pacific in strategic competition with China. And without that consensus, it was unclear how much Cambodia really mattered to U.S. national interests. Plus, authoritarian shifts under Prime Minister Hun Sen were initially tempered by political compromises. But now it is time to stop muddling. Cambodia sits in a neighborhood too important to ignore. If political change comes to the country, it will be generational and have little or nothing to do with foreign pressure. In the meantime, Washington should not embrace Hun Sen’s regime but should be more strategic in working with it.

- There is a saying: “If you want a new idea, read an old book.” For the authors of the North Atlantic Treaty Organization’s (NATO) new strategic concept looking for a new approach to its core task of defense and deterrence, the best “old books” to consult might be the seven strategic concepts NATO has published since 1949. The first four of these were classified and made public in 1997.1 Since 1991, three concepts have been published openly, the latest in 2010. This paper examines NATO’s first seven strategic concepts to chart the progress of the alliance’s approach to defense and deterrence. The main purpose of doing so is to give today’s leaders and planners a better understanding of their forebearers’ efforts, to learn their lessons, and avoid their mistakes. The analysis also reveals three broad insights that can be applied today: plan against Russia’s maximum intentions; revitalize the sword and the shield; and modernize the sword and the shield.

- Reading, writing, and numeracy: these are foundational skills people learn at school and continue using throughout their lifetimes. But as societies evolve and technology progresses, the learning needs and demands of one generation change for the next. Curriculums in educational institutions must keep up with these changes to reflect the new realities. They do so by removing outdated content, incorporating new disciplines, and innovating with new educational tools and techniques. While previous American generations learned Latin and shorthand, current generations learn Spanish or French and practice typing. In many public schools across the United States, cursive handwriting is no longer taught. Children now practice writing and typing using new technology such as tablets and computers, not typewriters. In advanced countries, educational equipment such as blackboards, chalkboards, and even whiteboards have been replaced with high-tech tools such as Promethean boards. While numeracy and basic literacy are still fundamental to learning, digital literacy has emerged as another critical life skill and is now, per the World Economic Forum, part of the twenty-first-century toolkit (see Figure 1). Beyond basic literacy, digital skills have become indispensable for every global citizen, whether to communicate, find employment, receive comprehensive education, or socialize. More than 90 percent of professional roles in across sectors in Europe require a basic level of digital knowledge and understanding. This need has become even more evident during the Covid-19 pandemic, making it more urgent for countries to embrace digital technologies and their associated skills.

- n the Central Sahelian nations of Mali, Niger, and Burkina Faso, a decade of violent instability has left 18 million individuals in need of humanitarian assistance. Climate change, underdevelopment, ethnic violence, corruption, and state decay have left civilians in need of peacebuilding, humanitarian, and development support. The deterioration of security conditions, however, has limited civilian access to essential services and impacted humanitarian response capabilities. Donors have promoted the “triple nexus” approach aimed at enhancing the coordination and effectiveness of humanitarian, development, and peacebuilding interventions. Yet, implementation in the Sahel has been hamstrung by a lack of common understanding among partners and a disconnect between the interests and operations of humanitarian and security actors. For the triple nexus approach to effectively improve conditions in the Sahel, humanitarian, development, and security partners must improve collaboration. Actors in the region should develop operational frameworks that ensure they enhance complementary objectives.

- Russia’s war of aggression against Ukraine has been a wake-up call for Europe, which has taken decisive steps to assist Ukraine and shore up European security and defense. Yet this moment could be short-lived if not followed by a sustained, collective effort to transform and rationalize European defense. Without this, additional European defense spending may be wasted and the continent will continue to rely on the United States for its defense. European nations should fully leverage the European Union, the North Atlantic Treaty Organization (NATO), and other multilateral formats to overcome fragmentation and avoid a piecemeal approach to defense. By doing so, they can invest together in modern capabilities, build a strong, resilient, and open industrial base, and think creatively to pool and share forces. Importantly, the United States has a crucial role in providing both practical and political support to achieve this shared goal of a stronger and more capable European defense.

- The Covid-19 pandemic has underscored the importance of a strong health workforce to outbreak response, as well as of vaccine delivery to prevent further outbreaks. Women and men providing care, transporting supplies, analyzing data, and delivering vaccines to patients and their families have all contributed to pandemic-related activities while maintaining a focus on routine health programs. Women comprise an estimated two-thirds of the formal health workforce worldwide—and a high percentage of the unpaid health workforce as well. Yet gender inequities, including those related to training, compensation, and professional advancement, limit opportunities for female health workers to perform their duties and develop professionally, with implications for quality of care and health outcomes. By prioritizing gender equity within their own health workforces; gathering data on gender dynamics within the immunization programs they support; and supporting initiatives to train, retain, and advance the careers of female immunization workers, donor governments—including the United States, working with bilateral and multilateral partners—can strengthen quality of care, improve global immunization coverage, and reinforce health security in the long run.

475. Keeping the U.S. Military Engine Edge: Budget and Contract Trends

- Military aircraft engine technology is a qualitative edge for the United States, one enabled by a world-leading industrial base. However, the U.S. Department of Defense (DOD) faces critical decisions regarding the future of engine investments and the industrial base of the F-35. This platform dominates present U.S. tactical aircraft purchases and faces a growing engine modernization imperative. The following questions help inform key debates: How does the DOD prioritize investments in engines compared to other systems? Where is investment targeted? And how can competition best be fostered? Recent years have shown a spike in the purchase of products for military engines amid a decline in research and development (R&D) spending relative to the early 2000s. Military engine R&D is now largely dependent on the Air Force, as the Navy has taken a step back to focus funding on other service priorities. Finally, competition for military engine contract spending has been on the decline as the F-35, with its single-engine option, dominates the procurement landscape. The future of the military engine industrial base will be shaped by the DOD’s choice between spending more up front to introduce competition into the fifth-generation fighter fleet or waiting until the end of this decade as the first sixth-generation fighter is expected to enter production.

- The aim of the bipartisan and international CSIS Ukraine Economic Reconstruction Commission is to produce a policy framework that will help attract private sector investments to support Ukraine’s future economic reconstruction. To support the commission, CSIS will convene a series of working groups to examine a range of issue-specific areas that are critical for reconstruction and modernization of the Ukrainian economy, including in agriculture, energy, and transportation and logistics, as well as addressing the impact of corruption on private sector investment. Ukraine experienced significant human and economic losses in the first six months of Russia’s unprovoked invasion. In July 2022, the Ukrainian government estimated the cost of recovery at $750 billion. That figure continues to grow due to ongoing missile strikes and artillery shelling, population displacement, and disruptions of exports. Given the scale of Ukraine’s losses, private sector investment will be critical to the country’s recovery and transformation. But concerns about corruption threaten the flow of much-needed funds. Ukraine has undertaken significant anti-corruption reforms in recent years, but it will need to show additional progress to maximize the potential for foreign investment.

- Many commentators and officials speculate about Beijing’s plans to compel “reunification” with Taiwan. Much of the existing commentary focuses on how or when a Chinese attack on Taiwan could occur, but there is little discussion of the nonmilitary consequences of such a scenario for China and the world. This brief explores the implications of a Chinese attack on Taiwan based on reasonable, albeit speculative, assumptions. When considered more holistically, the implications of an attack on Taiwan would be grim for Beijing, even if Chinese forces “successfully” capture the island. China would probably be diplomatically and economically isolated from key advanced economies, and Chinese leader Xi Jinping would have to tread a narrow path to avoid dire consequences for China and the Chinese Communist Party (CCP) as a whole. This analysis helps clarify what could be at stake for the world and reaffirms the importance of deterring Beijing from contemplating such an attack on Taiwan.

- Many dubbed the Gulf War of 1991 the “first space war” due to the US Armed Forces’ extensive use of satellites. The cyberwar in Ukraine, although it is mostly playing out in the shadows, may be remembered as the first space-cyber war. This policy brief makes the case that states should adopt national policies to defend against threats to space-based assets and applications, such as communications satellites, that are both vital to national security and economic security and increasingly vulnerable to cyberattacks. It is time to explore and identify principles for responsible space-cyber behaviour that would represent a broad multilateral consensus. Identifying these principles may not prevent space-cyber hostilities but could provide “rules of the game.” States would also benefit from encouraging a space-cyber security industry that, beyond protecting against space-cyber threats, has the potential to be a significant growth engine.
