Abstract:: The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

2. Seven Ways to Deepen NATO-Ukraine Relations at the Vilnius Summit

Abstract:: NATO will hold a major summit in Vilnius, Lithuania, from July 11 to 12, and Ukraine will undoubtedly be a top agenda item. Ukrainian Foreign Minister Dmytro Kuleba recently said that the summit should present “a clear plan on when and how Ukraine will enter [NATO].” Meanwhile, Ukrainian Defense Minister Oleksii Reznikov said that “there is no alternative to Ukraine's accession to NATO.” With expectations high, NATO leaders and policymakers need to start developing a plan to keep Ukraine on the path to eventual membership while deepening NATO-Ukraine relations. With some creative thinking and political will, the summit could serve NATO’s interests and meet the Ukrainian government’s reasonable and understandable expectations.

Abstract:: Russia’s war on Ukraine prompted a frenzy of energy deals between EU member states and countries in the Middle East and North Africa, but their implementation is slow. The EU needs a new approach to energy cooperation with states in the Middle East and North Africa that serves both its energy security imperative and its climate goals. The Gulf monarchies represent a good test case for such an approach, due to their green ambitions, abundant resources, and significance to the fight against climate change. Political and ideological differences are currently the greatest obstacle to long-term, strategic energy cooperation between the regions. But this year’s COP28 in Dubai is an opportunity for both sides to focus on practical ways to accelerate the green transition. Europeans should emphasise four promising areas of energy cooperation with the GCC states: energy efficiency and electrification, renewable energy, and the circular carbon economy.

Abstract:: Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

8. Lessons for Europe from China’s quest for semiconductor self-reliance

Abstract:: Semiconductors are a critical input to production of information and communication technology and many other goods. The major economies want to be able to produce chips at home to avoid excessive dependence on supply chains in an increasingly unpredictable world, where trade is being compromised because of national security concerns. China was first in terms of timing and scale of funding to support its its semiconductor industry. Since 2015, China has spent $150 billion upgrading its semiconductor industry. Success, however, has been limited. China’s massive industrial policy effort has been most successful in increasing capacity for assembly of chips, though that is also the least value-added part of the semiconductor supply chain. Progress on chip design and fabrication in China remain underwhelming. The United States has also started implementing its $50 billion package to support the production of chips. The European Union, meanwhile, has not yet fully finalised its main semiconductor initiative, the European Chips Act. China’s experience offers a number of lessons. First, chip fabrication requires massive fixed asset investment and, therefore, large subsidies, but with no guarantee of success. Second, one reason for the underwhelming results of China’s semiconductor policy is US containment, through export controls and other measures. In this respect, the EU should find it easier than China to upgrade its chips industry but, given the costs, focusing on the highest-end part of the supply chain would be the best approach. Assembly and production of lower-end semiconductors already face overcapacity, given the financial resources already invested by China.

Abstract:: Policymakers across the EU agree Russia poses a multifaceted threat to their security. Europeans have responded quickly to the challenges posed by the war in Ukraine, but they lack a ‘theory of victory’. They have no shared view about how the conflict is likely to end. No single EU member state is guiding Russia policy; a ‘leaderless unity’ has emerged. This could provide the bloc with a form of dispersed strength – but a change in US leadership could expose the weakness of this situation. EU policymakers do not believe that Europeans have the means to bring about regime change in Russia; at the same time, they are unable to foresee a stable future relationship with a Putin-led Russia. Policymakers are uncertain how Russia’s war on Ukraine will affect their interaction with other parts of the world, including China and the global south. This could prevent Europeans from mounting a more effective global response. Europeans should re-examine the support they give to Russians fleeing the regime – emigrés represent an important connection to Russian society, which will be valuable whoever occupies the Kremlin.

Abstract:: This study attempts to identify new directions for energy cooperation between Korea and Russia, focusing on the areas of natural gas and hydrogen. In particular, we derive new directions and tasks for energy cooperation between the two countries, reflecting changes in the international energy environment, such as climate change and decarbonization, which are in full swing at the global level. To this end, this study is consisted of the following four parts. Part II examines the geopolitics of energy coming into the 21st century and Russia’s new energy strategy. Part III conducts an in-depth analysis of the energy cooperation strategies of China and Japan, major Northeast Asian countries, with Russia, and Part IV comprehensively evaluates Korea’s energy strategy and Korea-Russia energy cooperation. In conclusion, Part V presents new plans for Korea-Russia energy cooperation. As a side note, after carrying out this study, the policy environment for energy cooperation with Russia has significantly changed. Russia’s war against Ukraine is expected to change the landscape of global energy and its geopolitics in profound ways. In the midst of these significant changes, it is hoped that this study will serve as a meaningful reference for analyzing and forecasting the global energy dynamics surrounding Russia.

Abstract:: U.S. policy toward Cambodia is conflicted, contradictory, and unsustainable. Is Cambodia an authoritarian pariah to be punished until it undergoes systemic political change? Or is it a necessary partner on the front lines of great-power competition? The U.S. government has spent the last decade torn between righteous indignation over democratic backsliding and pragmatic engagement given U.S. interests in the region. For a while, muddling through was understandable, maybe even wise. The United States only recently cemented a bipartisan consensus on the importance of the wider Indo-Pacific in strategic competition with China. And without that consensus, it was unclear how much Cambodia really mattered to U.S. national interests. Plus, authoritarian shifts under Prime Minister Hun Sen were initially tempered by political compromises. But now it is time to stop muddling. Cambodia sits in a neighborhood too important to ignore. If political change comes to the country, it will be generational and have little or nothing to do with foreign pressure. In the meantime, Washington should not embrace Hun Sen’s regime but should be more strategic in working with it.

Abstract:: “We are making good progress on constructing a permanent Consulate General in Erbil, the largest US Consulate facility anywhere in the world. And I see that as the nature of the long-term strategic commitment that the United States has to Iraq and to the Kurdistan Region”, said Matthew H. Tueller, the United States Ambassador to Iraq, in a MERI policy debate on 15 May 2022. In this special roundtable, Amb. Tueller outlined the US policies in Iraq and stressed that the strong and long-term strategic partnership between the two countries goes far beyond the military aspect of relationship. It intends to move towards a “shared goal of Iraq as an emerging strong, stable and sovereign state”, which can protect its borders and ensure that no armed forces outside of the government control can influence inside. These are “ongoing challenges” that Iraq faces and the US is trying to help in overcoming them.

Abstract:: To Japanese authorities, there is no such thing as the “Senkaku question”. China is pursuing with increased assertiveness a strategy of coercion, using ambiguity and “grey zone” operations to put the onus of potential escalation on Tokyo.1 The vague and ambiguous nature of this strategic power play makes it all the more dangerous and complex. When Tokyo proclaims, with reason, that “the government continues to control and administer the territory by such means as patrolling and law enforcement,” it seeks to answer the permanent pressure that China exerts in the zone.2 However, the maintenance of the status quo, when China exerts an almost continuous pressure in the waters surrounding the Senkaku Islands and Japanese fishermen do not have access to part of Japan’s own national territory, poses other types of problems that the People’s Republic of China tries to exploit at the service of broader ambitions. It also poses a challenge in crisis management: how can the Japanese government be active and in control of situational developments, and not just reactive, without going as far as sparking a major incident in the East China Sea?

Abstract:: The concept of ‘European strategic autonomy’ is girdled by myths and resistance. These common misconceptions can be overcome by member states to strengthen the EU in the face of today’s challenging security environment. RECOMMENDATIONS: Ways forward for the concept of strategic autonomy: Level of ambition: strategic autonomy should not be seen as an end in itself but as a means to protect and promote common values and interests across strategically important EU policy areas. Geography: strategic autonomy should enable the EU to undertake activities, in particular in the immediate European neighbourhood. Policy scope: strategic autonomy should encompass the entire spectrum of foreign and security policy, and not just defence.

Abstract:: The upcoming EU Action Plan against migrant smuggling 2021-2025, like its predecessor, suggests that the prevention of and the fight against migrant smuggling will continue to be at the centre of a strong and comprehensive European approach to migration management. However, to be effective, the Action Plan must rely on the growing evidence-base concerning the structure and organization of migrant smuggling, as well as rethink the way smuggling research and analysis is produced. Doing otherwise may seriously impact the Action Plan’s implementation and outcomes. Recommendations: Demand that gender, race and class perspectives are present in smuggling and counter-smuggling research and analyses in ways that identify the wider impact of EU actions on communities in countries of origin, transit and destination and within the EU. Include the perspectives of third-country, junior and female researchers, scholars and policy analysts, and involve stakeholders and informants beyond those typically reached out to during research, policy making or knowledge generating processes. Create an open access database that includes examples of smuggling caselaw and legislation that showcase the impact of EU law enforcement agencies’ counter-smuggling efforts in transit, destination and origin countries and within the EU to demonstrate clear efforts towards transparency and accountability.

Abstract:: The Algerian Foreign Ministry summoned its Ambassador to Morocco on July 18, 2021, in order to consult with him regarding what the Moroccan envoy to the UN had stated in a recent meeting of foreign ministers of the Non-Aligned Movement States (NAM) in Baku, as he called for granting the Kabylie region located in Eastern Algeria the right to self-determination. Algeria regards this measure as a violation of international law and the African Union Constitutive Act. It further considered such statements opposing the principles and agreements governing Moroccan-Algerian relations. Algeria also referred to the possibility of taking other measures should no positive and appropriate action be taken by the Moroccan side.

Abstract:: Whoever wins, the result will intimate deeper trends in Iranian society, such as public support for the regime and the Supreme Leader’s intentions for the country’s future. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader’s departure make a difference? Abstract:: According to official statistics, the African continent has been relatively spared by the Covid-19 pandemic compared to Europe, America and Asia. The factors behind the low incidence of coronavirus in Africa are not fully understood. According to the WHO, the African continent has benefited from certain structural factors such as the limited international connectivity of most African countries, with the exception of some regional "hubs" such as Johannesburg, Casablanca, Addis Ababa and Nairobi. Incidentally, the most 'connected' African countries such as Morocco and South Africa have incurred the highest prevalence rates of Covid-19, which may lend credence to this explanation.

Abstract:: Geopolitical competition in Africa is here to stay, and the question for the EU is not if but how to position itself in this global competition. In the case of the Red Sea region, the EU should support regional initiatives to build effective regional maritime governance and promote global public goods such as maritime security and the blue economy. Under the Presidency of Ursula von der Leyen, the European Commission has branded itself a ‘Geopolitical Commission’. With regard to geopolitics, the Red Sea has for years been seen as a primary focus of action, a point the European Council stressed in July 2021, when it identified the region as a ‘geostrategic priority’. In 2018, the Council of the European Union adopted conclusions on the Horn of Africa and the Red Sea, finding that there was ‘renewed geopolitical competition on both shores of the Red Sea’. The EU further stressed that ‘at stake are the preservation of the security of the Bab el Mandeb maritime route through which a significant proportion of trade to and from Europe passes; the harnessing of irregular migration flows; the containment of terrorist threats; and the prevention of instability in the EU’s wider neighbourhood’.

25. EU-China Engagement in Humanitarian Aid: Different Approaches, Shared Interests?

Abstract:: Protracted crises and frequent natural disasters have generated an unprecedented number of people in need of humanitarian assistance. The international community faces a great challenge in supporting these populations, as the gap between needs and available funding is growing. To close this resource gap, the European Union (EU) aims to step up its engagement with emerging donors, particularly China, to increase their level of funding. Although China has previously been reluctant to engage in the international humanitarian system, its response to the COVID-19 pandemic indicates a change in attitude. Over the past year, China has delivered hundreds of tonnes of personal protective equipment (PPE) to over 150 countries and dispatched medical teams abroad. It has also donated $100 million to the World Health Organization (WHO) and the United Nations (UN) and pledged to establish a global humanitarian response depot and hub in China in cooperation with the UN. Amidst increasing geopolitical tensions between China and the EU, China’s growing humanitarian engagement opens an opportunity for the EU to engage with China in the humanitarian sector. However, rather than framing China’s increased engagement in solely financial terms, the EU should develop a long-term strategy as to how to engage with China on humanitarian matters. A dialogue that takes both parties’ different approaches towards humanitarian aid into account and searches for common ground could open the door towards possible cooperation. This would not only help in narrowing the funding gap but carry the potential for greater coordination and consequently more effective assistance provision. China conceptualises humanitarian aid as a subcategory of development aid and provides the majority of its assistance bilaterally. Beijing’s state-centric approach to humanitarian assistance means in practice that it engages mostly in the aftermath of natural disasters rather than conflict settings. The EU, on the other hand, has a separate humanitarian aid policy that guides the allocation of funds and provides its humanitarian assistance through non-governmental organisations (NGOs), UN agencies and the International Committee of the Red Cross (ICRC). This Briefing Paper maps out the characteristics of Chinese humanitarian aid and outlines two areas on which the EU’s tentative steps towards a dialogue with China could focus. • Food security sector: Food insecurity is a key component in existing humanitarian needs, only exacerbated by the COVID-19 pandemic. Food assistance and nutrition are already a key area of engagement for the EU and China. The EU should advocate for China to scale up its contributions to global food security through the World Food Programme (WFP), with whom China has a good working relationship. This could be combined with a political dialogue on how to foster cooperation on food security assistance. • Anticipatory humanitarian aid: Disaster risk reduction, preparedness and response play an increasingly important role in global humanitarian aid. China has built up its most significant expertise in response to natural disasters. Enhancement of disaster risk reduction is one of the strategic priorities of the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) for 2020–2024. In light of both parties’ interest in anticipatory humanitarian aid, knowledge exchange in this area has the potential to open the door for future cooperation.

This offered a window of opportunity for the country’s president, Volodymyr Zelensky, to mobilise the population domestically around patriotic rhetoric and, internationally, to engage in diplomatic initiatives. However, on both fronts, the Ukrainian leader faces important challenges: mounting Covid-19 cases, intensification of Russian pressure, and Western states’ refusal to meet Kyiv’s expectations. The EU-Ukrainian summit planned on October 12th 2021 represents the occasion for both sides to reflect on these difficulties and for the EU to clarify its position vis-à-vis its eastern neighbour.

27. Xi Jinping’s Evergrande Dilemma

Abstract:: Evergrande is one of the top-two real estate developers in a still highly fragmented Chinese sector. Its main strategy is to achieve ever-increasing scale (rather than profitability) in order to move ahead of and crowd out commercial competitors. It has also amassed the largest land reserves of all Chinese developers, which were financed through massive borrowings. By 2018, Evergrande held 822 pieces of undeveloped land in 228 cities, with a planned gross floor area of 3.28 billion square feet of new homes—the equivalent of 10 percent of Germany’s entire housing stock. It paid $75 billion just for this undeveloped land. Although Evergrande’s market share is only around 4 percent, its borrowings stand out. Its current balance sheet liabilities amount to an estimated 2 percent of China’s gross domestic product (GDP), while its off-balance-sheet liabilities could be another 1 percent of China’s GDP. This makes Evergrande the most indebted property developer in the world. Burdened by this debt, struggling to meet its debt interest and repayment obligations, and viable only if property asset values and sales continue to increase, Evergrande faces possible financial collapse—an event bound to have flow-on effects for the Chinese economy. However, the unusually high global interest in Evergrande has arisen because its woes are increasingly seen as symptomatic of those faced by the broader Chinese economy, which is struggling with enormous levels of indebtedness and overreliance on the real estate sector. Debt held by nonfinancial institutions in China increased from about 115 percent of GDP in 2010 to around 160 percent of GDP currently. This is the most rapid and largest increase in a 10-year period for any major economy and makes the level of debt held by Chinese nonfinancial institutions one of the highest in the world. The real estate sector accounts for around 15 percent of GDP, while property services account for another 14 percent—the highest in any developing economy. The share of the real estate sector as a proportion of GDP was only about 4 percent in 1997 and 9 percent in 2008. Since 2008, up to a third of all domestic fixed investment has gone into real estate, and up to half of total national debt is linked to the real estate sector.

Abstract:: Under Xi Jinping, the People’s Republic of China (PRC) has established as its paramount geopolitical objective the replacement of the free and open, rules-based order in Asia with an alternative world order, one that is to be dominated by the interests and values of the Chinese Communist Party (CCP). This decision presents a danger to the entire world, not just to any one state or group of states. For, as US Secretary of State Antony Blinken said at the March 2021 US-PRC meeting in Alaska, the alternative to a rules-based order “is a world in which might makes right and winners take all, and that would be a far more violent and unstable world for all of us.” In furtherance of its objectives, the PRC is in the midst of a large military build-up, but there is much more. For today’s CCP, political power grows not only from the “barrel of the gun,” as Mao Zedong once put it, but also from cutting-edge technologies. Thus, while Beijing pours billions into artificial intelligence and surveillance tech to impose its new “digital totalitarianism” inside the PRC, from Hong Kong to Xinjiang, it is also using its growing technological prowess to press its larger geopolitical agenda in the Indo-Pacific and beyond. It is weaponizing technology and connectivity, along with trade, finance, and other policy instruments to try to rule the key technologies and industries of the future, as well as to improve its strategic positioning and acquire political power over other countries—for instance, through its bid to dominate other nations’ most sensitive data networks, or via the export of its suite of “social stability” technologies, i.e., the “techno-tyrant’s toolkit.” In all this, the CCP’s intent is to entrench its power and Leninist norms and practices to the extent it can do so beyond the PRC’s borders, and to make other nations, or at the least their ruling elites, beholden to it. So in addition to the PRC’s militarily destabilizing activities in the West Pacific and incursions into India’s Himalayas, there is also a “geo-technological front.” If Xi’s CCP succeeds at enmeshing other countries in its expanding “PRC sphere of technological influence,” it could unlock and be able to exploit decisive military, economic, diplomatic, and ideological advantages.

29. A Strategic US Approach to India’s COVID-19 Crisis

Abstract:: The recent surge of COVID-19 in South Asia challenges India’s traditional ability to aid its smaller neighbors, a change that could, in turn, affect India’s influence in its competition with China. Unless India can recover from this surge with the help of allies like the United States, the pandemic could impact the Indo-Pacific’s geopolitical balance. In the past, India has often acted as a first responder across South Asia, helping other countries recover from natural disasters, and it initially occupied this role during the first months of the coronavirus pandemic, when it helped several South Asian and Indian Ocean region countries cope with the effects of the disease. India’s role as ‘first responder’ has been a key factor in its geopolitical power and in maintaining its role as a leader in the region. However, the resurgence of COVID-19 has jolted India at a time when democratic countries, including the United States, view India as critical to balancing China’s deepening influence cross Asia. South Asia, a region holding 23 percent of the world’s population, now accounts for over 11 percent of global COVID-19 cases and 6 percent of COVID-related deaths. The world’s largest democracy and second-most populous country, India alone currently accounts for over 84 percent of South Asia’s cases and deaths. For most of 2020, it appeared that India, thanks partly to a lockdown, had managed to avert a huge health crisis. During this time, India supported its immediate South Asian neighbors by supplying personal protective equipment and medications. However, the latest COVID-19 surge has created a crisis that has strained the Indian health infrastructure’s ability to meet. With more resources being diverted towards domestic ends, India’s ability to maintain friends and influence other countries has diminished, also potentially shrinking its sphere of influence. The US must therefore go beyond dealing with its own health crisis and also support India in dealing with its crisis. Instead of allowing China to consolidate its positions in Pakistan, Sri Lanka, Bangladesh, Nepal, and the Maldives, helping India restore its ability to provide assistance would be in the best interests of the United States and its allies.

Abstract:: When Xi Jinping, the chairman of the Chinese Communist Party (CCP), dreams of global domination, he worries about one thing above all else: a hostile United States backed by its allies—and on the Eurasian landmass, the US has no more important ally than Europe. As a result, Xi has worked to weaken the transatlantic alliance through a two-pronged economic stratagem. First, under the guise of globalization, China has insinuated itself into the European economy, creating dependencies. Second, Beijing is manipulating those dependencies to hollow out and supplant Europe’s advanced economies. To give this deception cover, China has built a vast political network across Europe, from basic sympathizers to outright spies. Until recently, barely anyone took notice, but the financial crisis and forever wars of the past two decades, culminating in the election of Donald Trump as president of the United States, lured the self-confident Xi out into the open. During the coronavirus pandemic, China revealed an aggressive attitude toward Great Britain’s former colonies that shocked the United Kingdom. In the span of mere months, London shifted from cooperation to confrontation. In July, it became the first country in Europe to block the Chinese telecommunications giant, Huawei, from its next-generation networks. Germany, the continent’s most important country, still sees China as key to post-pandemic recovery and economic growth, however. Xi has exploited this attitude to strike an investment agreement with the European Union (EU), the chief purpose of which is to forestall a transatlantic approach under the new US president, Joe Biden. Together, the United States and Europe have unparalleled advantages against any competitor. Now is the time for cooperation, before Xi’s dreams become our collective nightmare.

31. A US-India Trade Agenda for the Biden Administration

Abstract:: The US ought to counteract the influence of Chinese authoritarianism early and often. One relatively low-cost way is to encourage India to engage more deeply as a competitor with China in the global economy. A democracy since its independence in 1947, with a population about the same as that of China, India is that country’s natural rival in Asia. Beginning with India’s decision in 1990-91 to liberalize its economy, the nation has gradually opened its vast market to global trade. Fueled by fresh access to foreign capital and technology, India’s economy grew over six percent during the first decade of the 21st century. In May 2014, this progress was further advanced by the election of Prime Minister Narendra Modi. For the first time in India’s history, a conservative administration had a clear parliamentary majority, making it possible to legislate foundational, market-positive reform. India has adopted a new insolvency and bankruptcy code and replaced multiple taxation regimes across its states with a federal goods and services tax, which is welcome. But India has done little to end its excessive protectionism. Its distrust of foreign corporations, a legacy of colonial rule, endures. Indian policy makers may believe that the US is so eager for Indian competition with China that Washington will grant them a pass on restrictive trade and investment policies. But there is a better choice. India is nowhere near its full economic potential, and the fix isn’t complicated. The Biden agenda for India should encourage India to lower tariffs, to remove barriers to foreign retail, to roll back unnecessarily restrictive data privacy rules, and to provide economic incentives for foreign investment.

Abstract:: The visit of PM Mitsotakis to Sochi could open a new chapter in Greek-Russian relations as bilateral deals are in the pipeline. The Greek position is firm and unchanging: a normalization of EU-Russian relations would be in Europe’s best interests. The Greek government might be prepared to help bring about a new EU-Russia dialogue. The strengthening of Greek-American relations will not prevent Greece from employing a multidimensional foreign policy, vis-à-vis Russia, too. Stronger Greek-Russian relations could send a message to Turkey that some of its regional policies are alienating other actors. Greek-Russian relations enjoy greater historical depth than Turkish-Russian relations. While its strategic commitment to NATO and the EU remains steadfast, Greece is a valuable partner for Russia. Greece is in the process of diversifying its sources of natural gas imports, but considers Russia a critical market.

Abstract:: In its 14th Five-Year Plan, China has mapped out a grand economic and industrial strategy that upends many of the assumptions that underpin the EU's approach - how can the Union respond? With this new plan, the EU can expect tougher competition and greater protectionism in its economic relations with China. A further blurring of the public-private sector distinction in the country's economic model will make it harder to combat unfair Chinese competition. And while China is actively courting foreign investment, it is also signalling greater protectionism to products not made in China, which will lead to European investors' and exporters' interests diverging. To balance the scales, the EU should adapt its own strategy by: continuing to develop trade instruments to combat unfair competition at home and abroad; ensuring that these instruments and institutions can respond to unfair competition from private companies benefiting from state capital investment; ensuring that the extensive and often opaque government holdings in private firms are reflected in foreign direct investment and export controls; incorporating China's attempts to reconfigure supply chains into its own assessment of strategic dependencies, identifying areas that could become vulnerable; prioritising the improvement of access to the Chinese market for goods and services produced in Europe; developing alternative sources of growth, and boost demand and reduce barriers within the Single Market to offset greater Chinese protectionism; and ensuring that its industrial policy efforts will enable European industry to match China's developments. The present moment may mark a turning point in EU–China relations: in a little over three months, an agreement on an investment treaty was followed by sanctions and countersanctions. Geopolitical conflict ratchets up between China and the US. Beijing's new economic course will reshape its global relationships. China's protectionist turn and growing one-sided dependencies will threaten Europe's long-term strategic autonomy and undercut any attempts to construct a balanced approach to EU–China relations. If the EU's multi-track strategy is to work, a concerted effort is required to preserve economic parity and balance between the two powers.

Abstract:: One year on, it remains to be seen whether the EU’s positive agenda (PA), an effort to establish a new modus vivendi with Turkey, will bear fruit. Turkey is one of the EU’s most important neighbours and a crucial partner on numerous issues, including migration, counterterrorism, energy and trade. Yet relations have always been challenging, with honeymoon periods few and far between. Bickering and animosity have become the norm. In 2020, escalating disputes in areas from human rights to maritime claims and military interventions brought the relations to a major crisis. Looking ahead, Ankara’s domestic and foreign policy ahead of crucial elections in 2023 (or earlier), the Cyprus problem, Germany’s leadership change, the 2022 French presidential election and Paris taking over the EU Council Presidency will all impact relations. Amanda Paul gives a concise state of play of EU-Turkey relations, what we can expect and what should be avoided, and areas for improvement. While Turkish membership of the EU seems highly unlikely, neither Ankara nor the EU is ready to call it quits. With no functioning accession process, EU–Turkey relations need a new framework that reduces the chances of further rupture and creates a new dynamic. Implementing the PA should be the starting point of this framework. In which case, the EU should consider the following four recommendations: green-light the talks to update the Customs Union; enhance migration dialogue; continue support for Turkish civil society and independent journalism; and revitalise foreign policy dialogue. 2022 will likely be a testing year. If the two parties are to move away from years of distrust and muddling through, they will have to exhibit political will and acquire a truly strategic vision for the future.

35. Strategic Foresight in Chin: The other missing dimension

Abstract:: Over the last few decades, analysis of international relations and strategic issues has developed rapidly in China, both within the Chinese Communist Party– state apparatus and in think tanks and universities. However, the richness of this field of study is in stark contrast to the absence of any real open reflection on the question of foresight. If, like other nations, China is committed to understanding the world in which it is evolving and to identifying possible changes, the function of foresight has not been conceptualised or institutionalised to the same degree as in the West. Foresight analysis in China is marked by several salient features: firstly, it remains almost non-existent in Chinese institutional frameworks dedicated to the analysis of international relations; secondly, the concepts of the ‘black swan’ and the ‘grey rhino’ have made a significant breakthrough, particularly in economics, before being cannibalised and politicised by the Party; and thirdly, the reading of the horizon remains essentially informed by the Party’s vision, fears and obsessions.

Abstract:: After a decade of domestic turmoil, Egypt is looking to regain its former role as a major regional player. Growing stability at home, improving economic prospects, and recent détente across the Middle East have boosted Cairo’s feelings of self-assurance. In particular, Egypt is distancing itself from the anti-Islamist alliance it had joined with the UAE and Saudi Arabia and is engaged in dialogue with former adversaries Qatar and Turkey. Major threats along Egypt’s borders, including water security concerns to its south and the war in Libya, have prompted Cairo to re-engage with its European partners – which it expects to help on these issues. American and European fears that Egypt is “too big to fail” further boost Cairo’s confidence. The Egyptian regime has become somewhat more open to discussing matters such as human rights than Western capitals sometimes assume. Europeans should seize this opportunity as part of a wide-ranging engagement addressing European regional interests as well as ongoing concern about the domestic situation in Egypt.

The key to building support for an outward-looking and pro-EU Germany lies, paradoxically, in anchoring German policy in a narrower focus on the national interest. To engage more confidently with a world that is changing, outward-looking Germans need to shape a progressive new national identity before it is defined by the forces of isolation and exclusion. If Germany does not shift its course, it will end up with an inadequate foreign policy that lacks public support. Policymakers need to better explain how Berlin uses the EU to increase its influence and thereby enhance the wealth, prosperity, and security of the German public.

Abstract:: Turkey and the United Arab Emirates are engaged in a decade-long feud that is reshuffling the geopolitical order in the Middle East and North Africa. They see each other as existential rivals and are waging a series of proxy wars between the Horn of Africa and the eastern Mediterranean. Their rivalry also plays out in the halls of Washington and Brussels, the global media discourse, the energy industry, and, lately, ports and the high seas. Abstract:: On October 21, Daily Sabah announced that an Israeli spy ring, consisting of 15 agents, was arrested in Turkey early in October. The Turkish newspaper affiliated with the Turkish government and JDP said that the spy ring targeted Israel's opponents in Turkey. A day later, the newspaper affirmed that one of the arrested agents collected information about Palestinians residing in Turkey, and about Turkish military industries. However, Ankara did not officially announce the news, while Israel denied the accusation. A few weeks earlier, the pro-Hamas Shehab News agency announced that seven Palestinian PNA and Mossad agents were arrested in Turkey allegedly for spying on certain Palestinian residents in Turkey.

Abstract:: The policy brief is a result of conclusions from roundtable discussions with policy makers and researchers that took place in Prague and Oslo in late 2019 and early 2020. The researchers studied how to better respond to fear factors and move beyond them in foreign policy. A key observation made in the new brief is that while changes in American, Chinese and Russian foreign policies may trigger anxiety and uncertainty among smaller European states, fears like this can also have productive effects on foreign policy thinking and practice. For states like Czechia and Norway, it can create opportunities for re-thinking support networks and reaching out to new partners. While Norway and Czechia have different historical, geographical and (sometimes) political points of departure, the two states’ assessment of recent international developments is similar. This creates room for conversation and mutual learning - including how to best respond to increased levels of rivalry between great powers, and changing dynamics in the EU and NATO. There are also similarities in how Norway and Czechia perceive their regional collaboration with their respective Nordic and Visegrad states – and how there is considerable scope for them to branch out from their regional formats.

Following centuries of war, two world wars, tens of millions dead and destruction across the continent, the EU can be declared as the most successful expression of Europeans’ aspiration for peace and prosperity. With a population of 450 million, the EU is not only Israel’s biggest trade partner, it is also the biggest and most generous aid donor to the Palestinian Authority (PA), without which Israel would be forced to allocate extensive budgetary resources for the PA’s preservation and its commitments. Moreover, a large part of the Jewish people in Israel and the Diaspora has its roots in Europe. Many Israelis aspire to the continent’s standards of moral and cultural values and to its political systems. Agreements on economic, trade, science, and other matters of vital value to Israel have been signed over the years within the framework of the special relationship that has developed with the EU.

Abstract:: Two decades of endless war and a bloated Pentagon budget that has proven useless in preventing Covid–19 deaths, now 270,000 and counting, are a jarring reminder that America’s foreign policy is thoroughly broken: It actually makes America and Americans less safe. Successive administrations have deployed the military in a costly, counterproductive, and indiscriminate manner, normalizing war and treating armed dominance as an end in itself. In consequence, the foreign policies of the United States are detached from any defensible conception of U.S. interests and from a decent respect for the rights and dignity of humankind. Marginal adjustments to the current approach will prove insufficient. A deeper rethinking of American foreign policy is warranted. This must be an undertaking that puts the well-being of the American people ahead of ambitions to dominate the globe. President-elect Joe Biden appears to recognize the need for a serious reorientation. His just-named national security advisor, Jake Sullivan, recently said that Biden has tasked his foreign policy team with “reimagining our national security for the unprecedented combination of crises we face at home and abroad,” including pandemics and the climate crisis. Moreover, Sullivan said that American foreign policy has to be judged by a basic question: Does it “make life better, easier, and safer” for Americans at home? Our foreign policy, in Sullivan’s words, has to deliver for American families.

The Sino-European economic relationship lacks reciprocity, and there are mounting concerns within the EU about China’s assertive approach abroad, as well as its breaches of international legal commitments and massive violations of human rights in Hong Kong and Xinjiang. Overall, there is growing scepticism about the future trajectory of the relationship, which provides an opportunity for a more robust and coherent EU policy on China. In its remaining months, the German Council presidency could use this momentum to create institutional structures to improve the EU’s capacity to act. In doing so, it will be crucial to ease concerns about Franco-German dominance of the China agenda – especially those of eastern and southern European countries – while enabling all member states to become more engaged in shaping the EU’s future approach to China.

The Houthis now govern over most of Yemen’s population and should be included in efforts to end the conflict and restore peace to the country. The Houthis seek international recognition, face growing internal challenges, and may no longer want to extend their control over southern Yemen. This provides some negotiating space. While the Houthis benefit from Iranian support, they are driven by their own interests and will wage war regardless of Tehran’s position. European states should now increase conditional engagement with the Houthis, looking to widen political and humanitarian space on the ground, while pushing all sides to the negotiating table.

Abstract:: Regional organisations have proliferated in Africa in recent decades, with many organisations attempting to address similar issues in similar parts of the continent. International donors have helped create this situation by funding new and existing African regional organisations without questioning the downsides of doing so. In recent years, African regional organisations have increasingly sought to concentrate on security issues, contributing to a rise in the use of ‘hard security’ solutions at the expense of ‘people-centred’ approaches. This proliferation comes with further costs, such as wasted resources, and ‘forum shopping’ by state leaders. Europeans and other international donors should take stock of the situation they have helped create. As a first step, they should agree a tacit ‘non-proliferation agreement’ before considering other options.

Abstract:: A new pan-European survey conducted by ECFR shows that, after the onset of the covid-19 crisis, there has been a rise in public support for unified EU action to tackle global threats. This is grounded in Europeans’ realisation that they are alone in the world – with their perceptions of the United States, China, and Russia worsening overall. The pandemic has made European voters keenly aware of the need to prepare for the next crisis. There is growing support for the fulfilment of climate change commitments in every surveyed country. Respondents still believe in the value of European cooperation, but generally feel that EU institutions have not helped them enough during the crisis. Policymakers need to elicit voters’ support for a strong European voice on the global stage by building coalitions and identifying areas in which there is either a consensus or a bridgeable divide.

Abstract:: North African countries, each for their own reasons, are increasingly turning their attention towards sub-Saharan Africa. Morocco is pursuing a comprehensive campaign to increase its influence and win support with regard to Western Sahara. Algeria may be showing new flexibility in its response to security threats to its south. Tunisia is beginning to look for new economic opportunities in Africa. Egypt is responding to a series of strategic concerns, particularly over the waters of the Nile. Morocco, Algeria, and Tunisia are also all dealing with increased migration flows, with migrants seeking to work on their territories or pass through it to reach Europe. This North African turn to sub-Saharan Africa offers opportunities for European cooperation. But the EU should be aware of the distinctive agendas of North African countries and the reservations that their initiatives engender in some countries.

Abstract:: When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

Abstract:: The main objective of this article is to assess the effect of the Belt and Road Initiative (BRI) in terms of economic interrelations between Asian countries mainly China, Korea, India and Nepal. China’s Belt and Road Initiative (BRI) is one of the most ambitious economic strategies in modern times that alters the economic, political and social relationship between Eastern and Western societies. It not only improves transport networks and facilitates trade, but also raises GDP of many economies. For China, BRI manifests its intention to become the next global power through bigger market access and economic opportunities. Although South Asia is less developed economically, it has high strategic utility for the BRI, which has drawn attention from China to deepen its relations in the region. On the other hand, South Korea has also emerged as a soft power in Asia. It has been playing a significant role in Asia by contributing the majority of its aid, i.e., 35 per cent in Asian economies and a major share of its FDI, i.e., 34.1 per cent. With the rapidly increasing growth of South Korea, it also has a growing relationship with ASEAN and other South Asian economies such as India to reduce its dependence on traditional trade allies. Moreover, for least developed economies like Nepal, the BRI can bring improved infrastructure, needed technology, managerial talents and greater connectivity to the world. South Korea can yield higher benefits through its relation with South Asia and especially Nepal through expansion of export and market access, access to cheap workable manpower to cope with its rising aging population, and less dependence on traditional allies through its investment in South Asian region.

Abstract:: For better or worse, US-Africa policy will not be an urgent priority for the Biden-Harris administration when it takes office in January. Domestic challenges, particularly the COVID-19 pandemic and attendant economic crisis, will dominate the administration’s focus from day one. In the realm of foreign affairs, issues ranging from transatlantic relations to East Asian security are likely to command the attention of administration officials during its first months in office. Nevertheless, the day-to-day demands of the executive branch should hopefully not distract the new administration from the many challenges and opportunities Africa presents to US foreign policy. Some of these challenges are already being discussed in Washington, at least in broad terms. China’s continued efforts to build influence across Africa and the expansion of Salafi-jihadi insurgencies in various parts of the continent have been on the radar of US policymakers for several years. However, an exclusive focus on easily identifiable enemies and competitors misses the situation’s big picture and carries significant risks. Many of the impediments to US foreign policy in Africa are rooted in larger structural and ideological issues that Washington has little ability to affect in the short-term. Similarly, a black-and-white view of international politics elides the many ways external interventions impact Africa. For example, several of Washington’s Middle Eastern partners have waged proxy conflicts in East Africa that are detrimental to regional stability and, by extension, US interests. A better approach to US-Africa relations must begin, first and foremost, with a deeper understanding of the continent’s complex politics and its role within the wider international system.

Abstract:: The continuing rise of China and the onset of the pandemic have made asserting European strategic sovereignty in Asia ever more complex and difficult. Both developments mean that economics, security, and technology issues in Asia are becoming ever more intertwined. On the one hand this leaves Europe exposed – its dependencies on China have grown, and the security framework that has enabled Europe’s burgeoning economic ties with the wider region is under strain. Abstract:: Since 2002, the European Union’s goal in its eastern neighbourhood has been to ensure that it is surrounded by democracies that uphold the rule of law while maintaining market economies and open societies. This goal remains relevant and important: as recent events in Belarus show, authoritarian stability in the neighbourhood has always proved to be an illusion. Russia has used political, economic, and military means to contest the EU’s support for the transition to democracy and market economies in eastern Europe. The EU’s tendency to shy away from security issues has helped make covert operations and military threats Russia’s tools of choice in the region. To counter these efforts, the EU’s neighbourhood policy should focus on the rule of law and judicial reforms, media regulation and information warfare, security sector reform and capacity building, and cyber and energy security. The EU should also add a military and security dimension to its assistance in reforming Eastern Partnership countries’ defence sectors and armed forces.

Abstract:: Archival accounts of 19th centur y Tibet describe it as the forbidden, inaccessible, daunting and remotely unreachable territory of the Himalayas. Lhasa, the religious and administrative capital of Tibet since the mid-17th century literally meant “Place of the Gods” located at an elevation of about 3,600 m (11,800 ft) at the center of the Tibetan Plateau with the surrounding mountains rising to 5,500 m (18,000 ft). The air in this part contained only 68 percent oxygen compared to sea level, thereby indicating the geographic difficulties of the terrain. Tibet has stirred the curiosity amongst explorers, adventurists and researchers as being amongst the few places in the world that fired the imagination of adventurers. Owing to Buddhism, Japan, quite evidently had far more incentive than most others to reach Tibet, and ultimately, Lhasa. It was in the backdrop of these existential conditions that Ekai Kawaguchi (1866-1945) a Buddhist monk became the first Japanese explorer to embark upon a journey fraught with danger and uncertainty in May 1897 from Tokyo, to have succeeded in touching the frontier of the roof of the world, as he stepped on Tibetan soil for the first time on July 4, 1900.

Abstract:: European Union (EU) policies towards Africa have in the past years experienced a shift away from forging relations based on trade and development, to cooperation based on and measured by the successes of joint migration management. This shift has been producing often controversial outcomes for the EU, African countries and migrants themselves. Just under four years since the pivotal Valetta Summit on migration, the evidence base of these policies’ poor human rights record is growing, as is the evidence base on their localised adverse economic and societal impact. The impact of EU policies on the regional integration processes in Africa – once a pillar of the EU’s Africa strategy – has, however, not yet been sufficiently documented. But the emerging evidence and policy analysis strongly suggest that the EU policies in West Africa have the power to create incentives and even localised policy outcomes that could in the medium term challenge ECOWAS commitments to freedom of movement, and in that way also likely slow down the processes of regional economic and political integration. Paradoxically, the EU policies aimed at curbing migration may thus also end up slowing down the development processes in West Africa that the EU perceives as one of the key approaches to tackling the root causes of migration.4 It may also lead to a weakening of the existing economic coping mechanisms within these countries, and thereby potentially also to increased migratory pressures. This policy brief, by Ana Uzelac, looks at the emerging patchwork of evidence around the impact of EU migration policies on regional integration in West Africa, with a view to offering initial advice to policy-makers on how to prevent the outcomes that could slow down the economic development of the countries of West Africa, further weaken the EU’s human rights record abroad and undermine the long-term goal of sustainable managing migratory pressures on the continent. Abstract:: Armenia’s 2018 Velvet Revolution swept old elites out of power, but, unlike Ukraine’s Maidan revolution, had no broad effect on relations between Russia and the West. Armenia lacks friendly neighbours in its immediate region, and it remains heavily reliant on Russia. Russia is a dominant presence in the country but finds itself in a ‘paradox of power’: it wishes to avoid turning Armenian opinion against it, especially since 2016 revelations about Russian arms sales to Azerbaijan. The government and public wish to loosen ties with Russia, strengthen them with Europe, and improve relations with neighbouring countries, including Iran. Europe should break out of its self-imposed ‘ring of restraint’ with Armenia by increasing its technical support, something it can do without provoking Russia.

Abstract:: Purchasing a fleet of fighter aircraft is a complex process with many variables and the Canadian government has a duty to ensure the billions of procurement dollars required are properly spent. The interplay between the four dimensions involved in military procurement (military, technological, economic, and political) defies simple analysis. The government has directed the Canadian Armed Forces to ensure Canadian sovereignty, defend North America, and engage in extraterritorial missions. The Royal Canadian Air Force (RCAF) has responded to its responsibilities to support these commitments with a thorough, capability-based Statement of Requirements for the future fighter, taking critical functionalities of operating in the future battlespace and emerging technologies into consideration.

Abstract:: The federal government has pledged to update Canada’s official development assistance (ODA) policy and this paper examines the potential important role of remittances in the development program. Remittances can serve as a significant form of cross-border capital flows and can have sizable effects on both the sending and receiving countries. This policy piece provides an overview of trends in global remittances and gives a context for the policy discussion on the relationship between remittances and ODA. The paper discusses the primary reasons behind global remittances and their impacts on sending and receiving countries, with a particular emphasis on Canada, the United States and Mexico. Past findings provide insight into the reasons and impacts of remittances on both developed and developing countries. Within the context of Canada, the paper also examines how remittances have been able to complement and possibly drive other development reform efforts domestically and abroad. The goal of the analysis is to help inform the policy discussion in Canada and concludes with a set of policy recommendations for the Canadian federal government.

Abstract:: I n prepared remarks delivered at the Hudson Institute May 29, the Director of the Defense Intelligence Agency (DIA), Lt. Gen. Robert Ashley, Jr., charged that “Russia probably is not adhering to its nuclear testing moratorium in a manner consistent with the ‘zero-yield’ standard outlined in the 1996 Comprehensive Test Ban Treaty (CTBT).” Russia has vigorously denied the allegation. Russian Foreign Minister Sergey Lavrov called the accusation “a crude provocation” and pointed to the United States’ failure to ratify the CTBT. On June 12, Deputy Foreign Minister Sergei Ryabkov said, “we are acting in full and absolute accordance with the treaty ratified by Moscow and in full accordance with our unilateral moratorium on nuclear tests.” The DIA director’s remarks, and a subsequent June 13 statement on the subject, are quite clearly part of an effort by Trump administration hardliners to suggest that Russia is conducting nuclear tests to improve its arsenal, and that the United States must be free of any constraints on its own nuclear weapons development effort, and, indirectly, to try to undermine the CTBT itself—a treaty the Trump administration has already said it will not ratify. The challenges posed by the new U.S. allegations are significant and they demand a proactive plan of action by “friends of the CTBT” governments for a number of reasons.

97. Against All Odds - Decreasing the Saudi-Iranian Rivalry for Regional Hegemony through and in the Wake of the JCPOA

Abstract:: The dangerous spiralling of the rivalry between the Kingdom of Saudi Arabia and the Islamic Republic of Iran for hegemony/supremacy in the Middle East/Gulf is the factor that has the most negative impact on the entire region. The authors make the case for using the specific features and successful negotiations of the historic Joint Comprehensive Plan of Action (JCPOA) as a way to downgrade this bilateral rivalry. This agreement was the focal point of (pre-)negotiations especially between the United States and Iran that de-escalated the tensions between the two enemies and turned them – at least during the administration of President Barack Obama – into adversaries with an interest in selective cooperation. The agreement is living proof that formerly incompatible interests can be overcome. It is true, however, that, despite its complexity, the JCPOA can only have a limited influence on developments in the region. This is why the authors identify the roots of the intensifying Saudi Iranian rivalry at the domestic, regional and international levels – with corresponding recommended steps to de-escalate this struggle. The prospects for such a positive scenario appear to be particularly promising if elites in both Riyadh and Tehran – especially since they are facing increasing domestic challenges to regime/government stability – opt to slow down or even reverse their countries’ current course. A more assertive population, especially among women and the youth, has become a new factor for serious change. This may incentivise these elites to pursue less costly foreign policy approaches – including finding appropriate forums for serious dialogue, with de-escalating the mutually demonising rhetoric as the first step.

100. The 2016 Failed Coup in Turkey: What Is the Impact on Turkish-African Relations?

Abstract:: The July 2016 failed coup against President Recep Tayyip Erdoğan’s government not only resulted in a dramatic upheaval in Turkey, it also had a significant impact on the structure of its international relations and its networks of influence abroad. The way this coup affected the political actors who shaped Turkish policy in Africa highlights the extent to which Fethullah Gülen’s movement – accused by Recep Tayyip Erdoğan of having organised the coup- shaped those relations up to 2016. Today, Turkish diplomacy in Africa is undergoing a process of reconstruction, as it dismantles functional networks, and supports the new actors championed by Ankara. The destruction of what has been patiently established for 20 years and the creation of new channels of influence is a challenging task for Turkish diplomats and politicians who multiply their visits to Africa. In some countries, Turkish diplomacy sometimes faces difficulties in removing the Gülenist networks, as some are closely linked to high-ranking local leaders.
