Abstract:: The European Union continues to encounter greater and more violent [1] crises as well as strategic surprises. The Russian war in Ukraine is the latest one in a series. However, it would seem that there are no more crises, only the acceleration of unforeseen events and profound changes. After the subprime crisis, Greek finances, Syrian refugees, the Covid pandemic, the spectre of war is back on the continent. All of these challenges are putting a strain on most EU policies and yet they confirm the relevance of the European project. In the face of these events, the European Union has made more progress in a few months than in thirty years. But it is paying for its delays and hesitations. It must revise many of its policies and resolutely project itself into a new and more brutal global world.

Abstract:: In his “Strasbourg Speech” to the European Parliament on 9 May 2022, French President Emmanuel Macron put forward the idea of a European Political Community, to organise Europe from a broader political perspective than the European Union. He was targeting the membership applications of Ukraine, Moldova and Georgia. He nonetheless created a stir in the Western Balkans, even though he made it clear in his press conference that "for the Balkans, the path is already mapped out", by which he meant membership. This concern is understandable given the European perspective they were offered twenty years ago at the European Council of Thessaloniki on 21 June 2003, and that many voices are now being raised in favour of granting the new candidates to the East this formal membership status, or even of opening negotiations already. The European Council of 23-24 June will be important for two reasons: what is the European future of the three new candidates? Will Bulgaria lift its veto on the opening of accession negotiations with Albania and Northern Macedonia? Maintaining it would further weaken the credibility of the European Union at a time when China and Russia are making their ambitions clear.

The re-election of French President Emmanuel Macron is obviously good news not only for France but also for Europe. Emmanuel Macron is one of the few leaders with a vision for Europe. His policy takes into account the realities at national level, but also the major challenges that the European Union will have to face in the coming years. In these troubled times, with a war in Ukraine, we need strong European leaders like him, and I am delighted to see that the French have put their trust in him for the next five years.

404. The challenges of protecting Europe’s maritime areas of common interest, from the Atlantic to the Indo-Pacific

Abstract:: The geostrategic environment is currently replete with confrontations and "fait accompli" policies, set against a backdrop of national power reassertion and conflicting competitive interest[1]. Maritime spaces are also increasingly embroiled in this tension as economic, commercial and even strategic issues remain inextricably linked to the maintenance of good order at sea. Consequently the world faces two strategic paradoxes. The first of these is the tension between national and global interests. The interdependence of world economies and the pressing issue of climate change require a global approach to problem resolution. Indeed it is from this imperative that the notion of common spaces was born, initially in the maritime domain before being extended to the air, space and cyber domains. Freedom of navigation enabling the ability to trade in the maritime environment is therefore a fundamental element of collective wealth. The second paradox is the contradictory pressure between the maintenance of the international framework and the law of the strongest. Some States increasingly uses intimidation and coercion as the transactional mode of choice. This challenge to the role of the international community is contributing markedly to increased instability and regional tensions. Certain stakeholders are attempting to appropriate maritime areas over which they claim sovereignty. The European Union (EU) must take account of this evolving ominous change to the stability of geostrategic environment. While the extent of the EU maritime domain is synonymous with major opportunities, it also brings with it a corresponding level of challenges to be met, first and foremost that of the security of these maritime areas of common interest. Accordingly, to ensure continuity of the work undertaken within the framework of the Strategic Compass, the theme of "maritime issues" must be taken into account in the Member States' discussions. The French Presidency of the Council, which lasts until 30 June 2022, should also provide an opportunity to capitalise on the relative consensus of the collective opinion concerning the importance of the "maritime factor". This would allow us to further promote the EU to assume a broader remit, both as a security provider with a global vocation and as an actor that invests and innovates in this crucial strategic area.

405. Strategic dependencies, a question of sovereignty

Abstract:: The Russian aggression against Ukraine triggered a massive response from Europeans and their Western allies. Instead of direct military intervention, which would have carried the risk of an armed or even nuclear escalation with Russia, the EU's response has taken the shape of sanctions against the Russian regime in many sectors of the country's economy, with the stated aim of weakening the government's ability to finance the war. The five packages of European sanctions adopted since the end of February in coordination with the sanctions of the G7 countries, have "devastated the Russian economy", deems Commission President Ursula von der Leyen. The sanctions, in particular the exclusion of most Russian banks from the Swift financial messaging system, the ban on market transactions with the Russian Central Bank and the embargo on the sale of certain equipment, are having an impact because they rely on the economic and financial strength of the West and, conversely, on Russia's dependence on Western financial markets and foreign technology. Yet, after two months of war, the Russian regime continues its offensive despite numerous casualties, several tactical defeats and the impact of sanctions. Sanctions have so far failed to stop the fighting, or even to change the behaviour of the Russian President. And for the Europeans there is the question of the final stage of possible sanctions, an embargo on Russian oil and gas, which would deprive the regime of about €100 billion a year (€99 billion in 2021). In early April, EU High Representative Josep Borrell lamented that Europeans had bought €35 billion worth of gas from Russia since the war began. The reluctance of some member states, most notably Germany, to take the decisive step of an embargo highlights the fact that the other side of the EU's economic strength is its dependence on Russian hydrocarbons, which is hampering its decision-making capacity and leaves it at the mercy of supplies being cut off in retaliation for sanctions. While the Commission claims to be geopolitical and the President of the Council considers the European Union's strategic autonomy to be "the aim of our generation", recent events have raised the question of its capacity to act through economic power and sanctions and its dependence on the outside world. They are forcing Europeans to rethink their relationship with the economy and trade.

Abstract:: By mid-April 2022, more than 7.1 million Ukrainians had been forced to move within their country. More than 4.6 million people have had to flee Ukraine since 24 February when the Russian invasion began (Figure 1). In total, more than a quarter of the population has been forced to leave their homes as a result of Russia's aggression. For Europe, this is the largest movement of a population since the Second World War, and the challenges for neighbouring countries - Moldova[1], Romania, Poland, Hungary and Slovakia - hosting the largest numbers of refugees are significant, from securing temporary accommodation and immediate access to health care, to ensuring children's education and access to labour markets.

407. From the Russian Pact to the Green Deal?

Abstract:: Russia's invasion of Ukraine has, among other things, caused an energy crisis comparable to the oil crisis of the 1970s, one that goes beyond oil however since Russia is also a major supplier of gas and coal. By 2021, it was the EU's largest supplier of all three fossil fuels. The military hostilities started in a context dominated by price pressures induced by global economic recovery and by an abnormally low level of storage sites in Europe. In this context a policy of diversification as part of RepowerEU was launched in view - as put forward by the European Commission - to do away with the supply of fossil fuels from Russia by 2030. Beyond the quest for new short-term suppliers, the question of a radical acceleration of the energy transition in Europe in favour of low-carbon energy sources and sobriety is now being asked. This paper highlights the opportunity for Europeans to break not only with their dependence on Russia but also, and above all, with fossil fuels. It outlines the challenges to be met by underlining the extent to which the current stage of energy decoupling from Russia marks a turning point and closes several decades of close interdependence between Russian deposits and the European economies.

Abstract:: How has the current energy crisis arisen? To understand current developments, we need to go back a little: first of all, the global economic context with a fairly strong post-Covid recovery has contributed to the increase in prices of raw materials and energy. And then there has been the crisis with Russia. Even prior to the start of the invasion of Ukraine on 24 February 2022, Moscow had begun to reduce the gas storage levels held by Russian operators in EU Member States, including Gazprom, which controls significant capacity, particularly in Germany. The war in Ukraine has only made the situation worse. The availability of natural gas in Europe has fallen and the price on the markets has risen to an unprecedented level, sometimes reaching a price five times higher than previously. It should also be noted that Europe is emerging from a period of more than ten years in which the price of gas and, more generally, of energy has been relatively low, which makes the shock all the greater, and this upward trend is spreading beyond the gas to the electricity market; at certain times, the price has increased fourfold, or even fivefold, compared with the usual rate.

Abstract:: You grew up in Rome and have lived in Paris for several years, you are Italian and resolutely proEuropean. How do you reconcile these different identities? My three identities, Roman because in my country you are first and foremost linked to your city, but also Italian and European, are completely complementary. They are the same roots, the same culture that I find everywhere. In Paris everything speaks to me of Rome and in Rome everything speaks to me of Athens; when I see the Madeleine church I think of the Parthenon and the temples that were later built in Italy. There are, of course, differences between us, but these differences are our wealth because they are based on a foundation of common values. It is the same civilisational movement that began with Plato and has been passed down to us; you cannot sing the praises of Rabelais without knowing Dante, you cannot sing the praises of Kant without knowing Plato. I have been fortunate enough to travel a lot in Europe and I have seen that what unites us is much more important than what divides us. It is up to us to carry the message of Simone Veil who, after having lived through the horror of the camps, made the choice of Franco-German reconciliation and of European hope. With Putin’s war, the ideal of the European Union - «never again war» - is in now jeopardy. We cannot remain indifferent: it is up to each of us to defend the values that that are ours. The twelve stars of the European Union must show us the way.

Abstract:: What role does media play in informing the Russian population about the war in Ukraine? I would like to emphasise that no problems can be solved until people realise that there is a problem. If independent media and independent journalists stop telling the truth about what is going on in Ukraine some people will just be left with state propaganda, others will just know nothing. Most governments thought the war would not last more than half a year. But it is far from being a short and victorious one as Moscow had planned, so people are starting to ask questions. Some analysts say that in the autumn ordinary citizens will start to feel some of the consequences, as they prepare, for example, their kids for school; they will have to pay more because of inflation and the effects of the sanctions. For the media it is simply very important to give people the opportunity to know what’s going on.

Abstract:: Because war is the ultimate negation of all autonomy, all freedom and, a fortiori, all democracy, maintaining peace is the first of political necessities. Post-war Europe[1] knew this only too well. In the industrial age, education for peace and tolerance has become the condition for the survival of humanity: according to Adorna, "all political education must have at its centre the demand that Auschwitz cannot be repeated[2]”, not only because horror is imprescriptible, but because, in the absence of consistent education, it is destined to reproduce itself and sweep away the entire civilisation in which it is rooted. With the return of war in Europe, the question of collective education cannot be eluded. The mental patterns that led - directly or indirectly - to the massacres in Ukraine will have to be questioned in depth, lest any future peace be obliterated in advance, since "no peace treaty can be considered as such, if it secretly reserves for itself some subject for starting war again[3]”

414. The change of era (Zeitenwende) in Germany and its implications for European integration

Abstract:: The Russian aggression in Ukraine, on-going since 24 February 2022, has shattered the European collective security system that was patiently built up in the 1970s and which has been consolidated since the end of the Cold War. For Germany, the return of war to European soil, a few hundred kilometres from its territory, is a stinging rejection of the policy of normalisation and openness towards the East (Ostpolitik) supported by Chancellor Willy Brandt (1969-1974) and to which the Social Democratic Party (SPD) and the left-wing party (die Linke) had until then been very attached. The pacifism that permeates German society and the resulting restraint in foreign policy, a sign of German contrition for the horrors of the Second World War, are also being questioned: they could potentially lead to a 'soft' response to the aggression against Ukraine, which might then encourage further Russian attacks on Western European security. This aggression also challenges the concept of the "Exportnation" – the exporting nation - dear to the Christian Democrats (CDU), who gambled that trade and the interdependencies it entails would guarantee peace with Russia. Instrumentalised as a weapon of war, Germany's cheap energy supplies from its Russian neighbour, which had never been at issue - even in the worst hours of the Cold War - have become a major source of vulnerability for German economic growth. While it was already experiencing tensions before the Russian aggression, the German foreign policy model has now entered into a period of accelerated change and new directions are taking shape, in the course of the speeches made by its Chancellor Olaf Scholz (SPD) and Ministers of Foreign Affairs and Defence, Annalena Baerbock and Christine Lambrecht. They confirm or deny the trajectory defined in the 'Ampel' coalition contract between the SPD, the Greens and the Liberals (FDP). The answer is threefold: at national level, certain decisions taken in response to the Russian invasion could change Germany's international and European positioning; initially, the war in Ukraine created a GermanAmerican "transatlantic moment", but it also has opened up strong prospects for a revival of European integration, in which Germany intends to play a leading role; for a long time an economic giant but a political dwarf, Germany seems to be abandoning the posture of restraint that characterised its foreign policy, deciding to fully deploy all the facets of its power on the European and international stage. This is both a challenge and an opportunity for the Franco-German couple in the construction of Europe.

Abstract:: Civil wars in Syria and Libya, endless conflicts in Palestine and Western Sahara, failed states such as Lebanon, authoritarian regimes in Egypt and Algeria, and recurrent migratory crises are all upheavals that have created a periphery of chaos in the European Union's southern neighbourhood. It is struggling to respond to it, from " Arab Springs " to authoritarian autumns, in the face of the geopolitics of Moscow, Ankara and Teheran, which are fuelling conflict. And all of this whilst dealing with ambiguous partners between Russia and the West. Regional integration initiatives have been forgotten, while Algiers and Rabat are engaged in an arms race. The spectacular, sudden emergence of China has marked the past decade and illegal immigration remains a contentious issue. The New Agenda for the Mediterranean, welcomed by the Council on 19 April 2021, proposes excellent cooperation measures. But it does not have the means to achieve its ambitions. And it fails to address the most vexing issues[1].

416. Where is China heading?

Abstract:: China is ambitious, it is making this known and everyone is beginning to realise it. So much so that today a growing number of observers fear that it will take greater risks to achieve its objectives and fall into the famous "Thucydides' trap"; in short, that it will launch into a war, notably around Taiwan, which would inevitably involve the United States. Isn't its goal to supplant America and become the world's leading power? If, by 2028 or 2030, the Chinese economy were to exceed the US economy in terms of GDP, it is doubtful that it will succeed in removing the US from its pedestal. This is likely to be lower and more contested. But rather than a power transition, the world is witnessing the emergence of new, permanently asymmetrical bipolarity and, no doubt, a new Cold War[1].

417. 70 years on, it's time to reinvent the ECSC

Abstract:: Upset between Berlin, Brussels and La Coruña On 16 May 2022, in the Radialsystem conference centre in Berlin, a chair remained forlornly empty. The German Minister for Education and Research, Bettina Stark-Watzinger, inaugurated the conference "Green Hydrogen for a Sustainable European Future" promoted by the German government, before handing over to her Italian counterpart, Cristina Messa, and then to European Commissioner Mariya Gabriel. The empty chair was that of the French Presidency of the European Union which, despite strenuous effort on the part of the German government, did not wish to delegate a representative. In the Chancellery, the mood was one of great tension. Nearly 100 executives representing 31 gas transmission and storage operators (TSOs) from 28 European countries met with the European Commission on 7 June 2022 in Brussels. It was time to present the latest version of the European Hydrogen Backbone (EHB), an initiative launched two years ago by the German company OGE. On the agenda was the unveiling of an ambitious plan to build 28,000 km of hydrogen pipelines across the continent by 2030. One point of interest was a dotted line linking Barcelona to Livorno - to connect the Iberian Peninsula to the rest of Europe, bypassing France, whose opposition to cross-border green hydrogen infrastructure is no longer a mystery. A few months later, on 5 October 2022 in La Coruña, Pedro Sanchez, president of the Spanish government, hosted German Chancellor Olaf Scholz, together with some fifteen ministers. On the agenda of this summit: the European energy crisis and the measures that must be taken to strengthen the continent's supply security and European solidarity. One proposal stood out: to strengthen gas interconnections to allow liquefied natural gas (LNG) arriving in Spanish ports to relieve a German industry that is on the verge of suffocating - and to pave the way for the implementation of green hydrogen transport infrastructures (EHB).

Abstract:: Faced with the brutal and unjustified military aggression of Putin's Russia against Ukraine, the vast majority of European citizens have realised what seemed unlikely until now: the possibility of a war in Europe[1]. A cruel and devastating war, both materially and morally, a war of occupation of a sovereign country and a free people. Undoubtedly the aggressor will be held accountable for his crimes before the international community and nothing will be forgotten. The EU is watching, perplexed but united and in solidarity with the heroic struggle of the Ukrainian people who are valiantly defending their independence and their freedom, which is also ours. The borderline between Western civilisation based on values and respect for human rights and authoritarian regimes that trample on the dignity of their citizens has been crossed in the blood of the victims, many of whom are civilians. The European Union, as a global actor, is facing its limits as it tries to curb the hideous logic of war against which it was built 72 years ago.

420. Energy: great hope for the 21st century

Abstract:: The dawn of a new energy era is breaking over the world. In a few years’ time, everything will be different. Not only will we be able to overcome the scarcity, but also the planet will be undergoing depollution, and at the same time, the energy sovereignty of France and Europe will become a reality. Contrary to the hasty conclusions of some, or to the Malthusian mindset of others, the innovative capacity of the human spirit is boundless: a new generation of energies, notably nuclear, means that the future can be considered without falling into naive optimism however. An economic and societal revolution is now within reach. Historically, there are few fields that have generated a very large number of economic sectors around them. Among the most significant for over two centuries, three stand out: the automobile and aviation industries, as well as digital technology. Although the French were at the origin of each of these, the supply shocks that they have triggered all originated in the United States[1]. Today Europe may in turn trigger a similar kind of shock. In the same way that laptops have revolutionised work by simultaneously helping individuals become more autonomous and better connected to the world around them, the decentralised provision of a secure, cheap, safe, abundant and environmentally responsible energy service will be Europe's fundamental contribution to serene prosperity. This is provided that Europe mobilises for what is now much more than energy: its freedom. It could thus combine an overall vision for its territory and support the many local communities that make up its community fabric. To evaluate these assertions, which may seem to find inspiration in an unforgivable blindness, the difficulties of the current situation must also be considered, together with an explanation of the technological reasons why this can be overcome, and finally the path to achieve this has to be explored.

Abstract:: In the run-up to Uganda’s 2021 election, in which President Yoweri Museveni defeated Kyagulanyi Ssentamu, aka Bobi Wine, to claim a sixth term, violence reached unprecedented levels. More than 50 people were killed as security forces broke up opposition party gatherings, and several opposition members were arbitrarily detained (Arinaitwe, 2021). Although Election Day, 14 January, was relatively peaceful, more than 17.5 million Ugandans experienced a multiday Internet blackout, making social media platforms and news websites inaccessible at a time when they were in high demand (BBC, 2021; Moffat & Bennett, 2021). Election observers from the East African Community (EAC) noted malfunctioning biometric voter-verification machines and delays in the delivery of voting materials, among other issues, but joined domestic observers from the Citizens’ Coalition for Electoral Democracy in Uganda in labeling the election largely free and fair. The Electoral Commission (EC) ultimately declared Museveni the winner with 58% of the vote – a comfortable lead over Bobi Wine (35%) and his fellow challengers (Moffat & Bennett, 2021; Yiga, 2021). Wine initially filed a court challenge in which he complained of soldiers stuffing ballot boxes, casting ballots for people, and chasing voters away from polling stations, but he later withdrew the case (Muhumuza, 2021). Court challenges after elections are commonplace in Uganda; since the country’s adoption of the fourth constitution in 1995, the outcome of every presidential race except the 2011 poll has been contested in court. Yet the courts have never overturned the results, even when they have acknowledged irregularities (Atuhaire, 2021). Beyond Museveni’s victory, what are the implications of the 2021 election for a country that returned to multiparty competition just 15 years ago? Should Ugandans be enthusiastic about a strong opposition showing as a sign of a healthy democracy at work, or will the prospect of enduring National Resistance Movement rule lead to disillusionment with democracy and the institutions that are meant to safeguard it – the EC and the courts? This policy paper aims to place the events of the 2021 election in perspective by examining public opinion data from Uganda over the past two decades. Despite a decade-long slide in Ugandans’ satisfaction with democracy, this analysis supports previous findings that more and more citizens have become “committed democrats” and view multiparty elections as tools for holding non-performing leaders accountable (Isbell & Kibirige, 2017; Kakumba, 2020; Kibirige, 2018). However, this investigation also points to decreasing trust in institutions that are meant to enforce the most basic of democratic processes – free and fair elections. Importantly, this negative trend cuts across the partisan divide. The analysis also shows that EC performance – both in executing its technical tasks and in refereeing fairly between competing parties – plays a crucial role in citizens’ evaluations of election quality. While public debate about reforming the EC is not new (Kibirige, 2016), the events of the 2021 election may provide impetus for intensifying efforts to increase transparency and improve communication on the part of the commission in order to enhance citizens’ satisfaction with the electoral process.

426. Rising concern, falling performance: Health-sector challenges evident before and after onset of COVID-19 pandemic

Abstract:: As Africa and the world begin to regroup now that the worst ravages of the COVID-19 pandemic appear to be past, it is an opportune time to take stock of the state of health care systems on the continent. The pandemic is not over – South Africa is just coming out of its fifth wave of infection (Al Jazeera, 2022), and there may be more to come (Landman, Irfan, & Resnick, 2022). In the meantime, the Africa Centres for Disease Control and Prevention (2022) and national governments continue to scale up their vaccination campaigns. But the war in Ukraine and global economic deterioration have finally supplanted COVID-19 at the top of the news cycle. In the early stages of the pandemic, many assessments warned of the possibly extreme vulnerability of Africans to the pandemic based in part on the many challenges already facing health care systems across much of the continent (Mattes, Logan, Gyimah-Boadi, & Ellison, 2020). While the direst predictions did not come to pass in most countries – South Africa being a notable exception – the pandemic has highlighted gaps in health systems amid the recognition that the next global health crisis could hit harder if improvements and preparations are not made. Taking a longer-term view, the United Nations Sustainable Development Goals (SDGs) also highlight the need to strengthen health systems (United Nations, 2018). SDG#3 focuses on good health and well-being. But Afrobarometer’s SDG Scorecards, based on our most recent data from 34 countries surveyed in Round 8 (2019/2021), show that from the perspective of citizens, only a handful of countries have been making significant progress toward achieving this SDG (Afrobarometer, 2021). Instead, a growing number of Africans report going without medical care, and the share who cite health as one of their country’s most important problems is also on the rise. Even among those who do get care, increasing proportions report finding it difficult, and having to pay bribes, to obtain the medical services they need. Not surprisingly, citizens are also increasingly critical of their governments’ performance in this sector: For the first time in two decades of Afrobarometer polling, a majority of respondents say their governments are performing badly on improving basic health services. Moreover, the evidence suggests that the challenges wrought by the pandemic were not the cause of these increasingly negative reviews: The downward trends were already under way before COVID-19 entered the picture, and in fact, in some cases the trends appear to be somewhat less negative since the onset of the pandemic.

427. Unresponsive and corrupt? Ugandan MPs hold key to how citizens perceive them

Abstract:: Uganda’s legislature is made up of 556 members of Parliament (MPs) who are meant to represent and serve their constituents and oversee the government’s actions. Since President Yoweri Museveni and the National Resistance Movement (NRM) party came to power in 1986 and appointed all members of Parliament, the country’s legislature has changed in several important ways (Kasfir & Twebaze, 2009). First, today all MPs are either directly elected via a first-past-the-post system or indirectly elected via special electoral colleges. Second, the number of parliamentarians has almost doubled over 25 years, from 295 in the 6th Parliament (1996-2001) to 556 in the current 11th Parliament (Inter-Parliamentary Union, 1996; Parliament of Uganda, 2022).1 This drastic increase can be attributed to the continued creation of new constituencies and the allocation of parliamentary seats for special-interest groups. Proponents of this development say it reflects citizens’ demands, but critics describe it as part of a political strategy to protect and grow the ruling party’s seat share in Parliament by increasing the number of constituencies in NRM strongholds (Nakatudde, 2020; Tumushabe & Gariyo, 2009). This debate has now entered a new phase with the recent ruling by the country’s Constitutional Court that Parliament and the Electoral Commission violated articles 51 and 63 of the Constitution by creating new constituencies that do not meet the population quota, based on data from the 2002 and 2014 census counts. The upshot of this ruling are proposals to downsize Uganda’s Parliament and redraw constituency boundaries (Barigaba, 2022). Third, the operating costs of the growing Parliament (MP and staff salaries, allowances, etc.) have increased drastically over the past two decades. Today Ugandan MPs’ salaries (35 million Uganda shillings, or about USD 9,700, per month) surpass those of most MPs elsewhere in Africa and in the European Union (BusinessTech, 2017; Olukya, 2021; Tumushabe & Gariyo, 2009). The cost of running Uganda’s 11th Parliament was expected to increase by more than 50 billion Ugandan shillings (USD 14.1 million), a substantial increase compared to the previous Parliament (Mufumba, 2021). Fourth, the share of MPs who return to Parliament after their first term in office continues to decrease. While about 50% of MPs did not return for a second term in the 6th (1996-2001) and 7th (2001-2006) Parliaments, this rate has increased to 53% (2006-2011), 55% (2011-2016), and 58% (2016-2021) in subsequent Parliaments. Most recently, of the 457 MPs in the 10th Parliament, 319 were not voted back to the 11th Parliament (2021-2026), while 31 did not contest or chose to run for other offices, and only 107 MPs returned (Kasfir & Twebaze, 2009; Forum for Women in Democracy, 2016; Independent, 2021). How do these changes affect 1) how citizens relate to their elected representatives and 2) how MPs address the needs of ordinary citizens? More broadly, are citizens being served by their MPs? To answer these questions, this policy paper begins by clarifying the foundations of the citizen-MP relationship and outlining the four key roles that MPs are generally expected to fulfil. The subsequent sections assess their performance in these roles against citizen expectations and other indicators. We find that Ugandans are becoming increasingly aware of their role in holding their MPs accountable. Most citizens are dissatisfied with how their MPs are doing their jobs, perceive them as corrupt, and say MPs don’t listen to constituents’ concerns. Residents of the Central region and Kampala are particularly critical of their MPs’ performance, probably due at least in part to high constituent-to-MP ratios in those areas. Citizens’ assessments of MP performance are associated with MPs’ perceived responsiveness and corruption as well as whether citizens have had contact with their MPs. In contrast, citizens’ demographic characteristics and views about democracy do not seem to drive their views of their elected representatives. There are two clear policy implications of these findings. First, at the institutional level, it is important to even out the citizen-to-MP ratios across the country. This is in line with the recent constitutional court ruling to base the creation of constituencies on census data. The second policy implication of our findings is that MPs have it in their own hands to change how citizens view their performance by improving on how they engage with them.

428. Profile and determinants of lived poverty in Benin

Abstract:: The 2030 Agenda for Sustainable Development, launched in 2015, outlines global aspirations and priorities through the end of this decade. Prominently, the first two Sustainable Development Goals (SDGs) call for ending poverty “in all its forms everywhere” and for “zero hunger” (United Nations, 2021a). The proportion of the world’s population living in extreme poverty decreased from 36% in 1990 to 16% in 2010 and to 10% in 2015, but the COVID-19 pandemic is likely to have reversed this trend (Sumner, Hoy, & Ortiz-Juarez, 2020). Benin has had one of the fastest-growing economies in sub-Saharan Africa in recent years (Adegoke, 2019), with per-capita gross domestic product (GDP) growth averaging 3.6% between 2017 and 2019 (World Bank, 2020). But the most recent household survey led by the Institut National de la Statistique et de l’Analyse Economique (2018) estimated that 38.5% of citizens still live in poverty. Are GDP gains translating into better lives for ordinary Beninese? According to Afrobarometer survey findings, “lived poverty” – the experience of going without basic life necessities – has worsened significantly over the past decade in Benin. More than three out of four Beninese face moderate or high levels of lived poverty. Many of these citizens continue to have limited access to the electricity grid, water and sanitation services, and other essential development infrastructure. Most importantly, our analysis shows they often lack the education and employment needed to break the poverty cycle.

429. The Effects of Online Export Promotion Policies for SMEs in Korea

Abstract:: This study explores the impact of participating in five major online export support programs currently being implemented by the Ministry of SMEs and Startups on online exports of SMEs in 2018-20. The main findings show that the online export support program appear to significantly have improved the online export-related performance of participating SMEs in a short period of time. In addition, the online export support program’s online export enhancement effect tend to be relatively greater when the participating SMEs have relatively little experience with online export and low sales volume. Manufacturers also appear to benefit from support programs more than resellers. In summary, the findings suggest that Korea's online export support policy has had a significant impact in providing incentives for SMEs to start/increase online exporting.

430. The Emergence of African Continental Free Trade Area Agreement and Lessons from the Asia-Pacific Trade Agreement

Abstract:: Africa’s regional integration agenda arrived at a cross roads in 2019, with the adoption of the African Continental Free Trade Area (AfCFTA) agreement. The AfCFTA framework came into force on 30th May, 2019, with its ratification by The Gambia, which brought the total number of African Union (AU) member state ratifications to twenty-two, the minimum threshold for AfCFTA implementation (Baker McKenzie 2019). As of May; 2022, forty-three of the 55 African countries have ratified the AfCFTA agreement (African Union 2018). The 12th Extraordinary Session of the Assembly of the African Union in Niamey on 7th July; 2019, witnessed the launching of AfCFTA’s operational phase, which is governed by five instruments, namely: the rules of origin, the online negotiating forum, the monitoring and elimination of non-tariff barriers; a digital payment system and the African Trade Observatory. In addition, the beginning of trade under the terms of the agreement was set for July 1, 2020 (TRALAC 2020). A free trade agreement (FTA) can be aptly described as a pact between two or more countries on areas in which they agree to lift most or all tariffs, and other barriers to imports and exports among them (Barone 2019). Under a free trade framework, goods and services can be traded across international borders, with little or no government tariffs, quotas, subsidies, or prohibitions to inhibit their exchange. The theory of free trade Agreements is rooted in classical economics, dating back to the era of Adam Smith. During this period, David Ricardo (1772-1823), a British political economist, was acknowledged with pioneering thoughts on free trade as a key instrument for wealth accumulation. The evolution of preferential trade agreements is traceable to the rise of European countries after World War II, with the establishment of the European Coal and Steel Community in 1951, a development that eventually culminated in the creation of the European Union (EU) (Johnston 2019). Spurred by the success of regional bodies with free trade agreements and Africa’s poor trading performance; estimated at a paltry 3% of annual global trade, the African Union embarked upon the creation of the AfCFTA agreement as a tool for Intra-Africa trade and regional integration.

Abstract:: On 13 April 2018, upon the 30th anniversary of Hainan province, Chinese President Xi Jinping announced to build Hainan into a free trade port. According to the Master Plan for the Construction of the Hainan Free Trade Port released by the State Council on 1 June 2020, China aims to build this southern island province into a high-level free trade port with global influence by the middle of the century. As China's largest special economic zone, Hainan is expected to become the frontline of China's integration into the global economic system. Noting that the world is facing a new round of major development, changes and adjustment, with protectionism and unilateralism on the rise and economic globalization facing greater headwinds, it was also a strategic decision of Chinese authorities based on the domestic and international landscapes. As such, Hainan Free Trade Port (HNFTP) is more than a regional development initiative, and it has a much bigger role to play in China’s reform and opening endeavors.

432. Components of Industry Resilience to Maintain Sustainable Economic Growth under COVID-19 Within the Knowledge-Based Economy Frame-work: A Comparative Study Between Iran and South Korea

Abstract:: COVID-19 was first reported in Wuhan, China, in December 2019 and spread rapidly across the globe. Then on March 11, 2020, the World Health Organization (WHO) declared the COVID-19 outbreak a pandemic, causing more than 600 million confirmed cases and 6.49 million deaths around the world so far. The effects of the pandemic on societies can be examined mainly by two criteria: 1) the number of lives lost due to the disease (Mortality Rate), and 2) the number of jobs lost due to social distancing rules (fall in GDP). Both have a wide consequence for economic growth and other key macroeconomic indicators. An important explanatory factor for the significant difference between Case Fatality Rate (CFR) for Iran and Korea can be related to the Worldwide Governance Indicators (WGI) components (Daliri and Asaadi 2021). The WGI is a composite index consisting of six measurement factors, including voice and accountability, political stability, government effectiveness, regulatory quality, the rule of law, and control of corruption. Furthermore, another critical factor is COVID-19 governance which can be monitored by calculating Government Stringency Index. This index is a composite measure based on several indicators which monitor the state of lockdowns and social distancing and range to values between 0-100, while 100 presents the most restrictive. In addition to the governance of COVID-19, from the perspective of public health and lives saved, maintaining jobs and supporting the resilience of industries to achieve SEG has been another important concern for nations and governments worldwide. As stated by Bernanke (2020), it is widely believed that the global economic crisis caused by COVID-19 is different from past crises in terms of cause, scope, and severity that suddenly disrupted economic activity. These necessitate research on the potential determination factors influencing the response of countries, companies, and individuals to the COVID-19 crisis. The key to ensure Business Continuity and SEG is to identify factors that increase the resilience of businesses under COVID-19 circumstances and other potential public health crises. Theoretical and empirical studies confirm that three main explanatory factors are at play: 1) macroeconomic structure and governance, 2) financial resilience of companies which is traced by available capital (i.e., the physical and human capital), and firms' adopted strategies and 3) digital evolution state and momentum and the adaptation of countries to technological innovations and Digital Intelligence, which is an indicator of transmission to KBE. By examining these components, it is possible to evaluate the structure and response of countries to the pandemic and post-COVID era. Thus, the report seeks to contribute to the literature on sustainable economic growth under crisis through a comparative study of Iranian industries with South Korea. The main research question here relates to the components of successful covid-19 governance from the perspective of SEG and business continuity within a KBE environment.

Abstract:: This study examines the status and characteristics of Korea’s servitization of manufacturing and its impact on business performance and exports. In particular, we focus on servitization in manufacturing, which can be seen as a part of servicification in manufacturing. It is the phenomenon of manufacturing firms producing more services as final goods and provide them to the market with their products. Looking at the status of servitization in the manufacturing sectors focusing on the service sales generated by manufacturing firms, the servitization in manufacturing in Korea has gradually increased. Sales in service sectors, which stood at 4.5% of the total sales of manufacturing firms in 2012, surged to 15.9% in 2017, and then decreased to 6.9% in 2019. Based on the stylized fact that servitization in manufacturing in Korea has gradually increased, we empirically analyze the effect of servitization in manufacturing on the business performances and exports. The result suggets that the servitization in manufacturing is progressing in the direction of improving firm’s productivity, profitability, and exports.

437. Vietnam’s Global Value Chains Participation and Policy Implications for South Korea-Vietnam Economic Cooperation

Abstract:: The term “value chain” refers to the whole production process of a good or service from the design and raw material processing to manufacturing and market services for the final customers. A global value chain (GVC) indicates production across multiple countries (Simola 2021). Wang et al. (2017) distinguish between simple and complex GVC activities and classify GVC participation in the following four activities: (i) export its domestic value added in intermediate exports used by a direct importing country to produce products for the importing country’s final consumption (simple GVC); (ii) export its domestic value added in intermediate exports used by a direct importing country to produce products for importing countries’ exports to third countries (complex GVC forward participation); (iii) importing foreign value added in intermediate imports to produce products for domestic use (simple GVC); (iv) importing foreign value-added in intermediate imports to produce products for its gross exports (complex GVC backward participation). Trade and foreign direct investment (FDI) are considered to be the main driving factors of Vietnam’s economic growth. However, Vietnam’s growth rates became substantially lower in the first decade of the 21st century and even lower after 2008, putting the country in high danger of falling into a middle-income trap (Nguyen and Truong 2022). Overcoming this huge challenge will require Vietnam to make greater progress in GVC participation, which can only be obtained by implementing the appropriate policy reforms and adjustments, particularly in FDI, trade, and industrial and institutional areas. In this regard, assistance and cooperation from Korea – an advanced economy, especially a top trade and FDI partner of Vietnam – would play a significant role in improving Vietnam’s GVCs participation. Against this backdrop, this study aims to examine Vietnam’s GVC participation. It then assesses the major challenges faced by Vietnam’s GVC participation. Based on this, the research draws relevant policy implications for Vietnam–South Korea (hereafter Korea) economic cooperation to improve Vietnam’s GVC participation in the following years.

Abstract:: As global economic growth has lost momentum due to the COVID-19 pandemic and the tension between U.S. and China, among other developments, concerns about the spread of protectionism are growing. In particular, anti-dumping (AD) measures are more likely to expand in the future in that they are relatively easy to take and have a direct effect on international trade compared to other protectionist trade policies. This study reviews the spread of AD measures and the effects of AD measures on trade. We also pay attention to the fact that AD investigation methodologies are being diversified. Focusing on particular market situation (PMS) and adverse facts available (AFA) provisions, which have been applied in many recent AD investigations on Korean export goods, we analyze the logic of investigation authorities.

439. Korea's Economic Presence in Iran under Trump and Its Prospects during the Biden Presidency

Abstract:: On July 14, 2015, when Iran and the 5+1 group (the United States, Russia, China, France, Britain, and Germany) ultimately agreed over the Joint Comprehensive Plan of Action (JCPOA), the Republic of Korea (ROK) was practically one of the top three trade partners of the Persian Gulf country. In early May 2016 and only a few months after the nuclear deal was carried through, the then Korean President, Park Geun-hye, made an official visit to Iran where the two countries vowed to ratchet up their economic relations from roughly $6 billion to more than $18 billion in the years to come. Accompanied by “the largest business delegation in the history of Korean presidential trips,” Park’s high-profile trip to Iran persuaded many interested experts and observers to believe that the East Asian country was really determined to shore up its economic weight in Iran by drawing certain policies relevant to the long-term presence of Korean businesses in the Middle Eastern country (Choi 2016). Despite all those upbeat expectations about the ROK’s future economic and technological role in Iran, however, various data and statistics coming out indicate that over the past several years nearly all well-known Korean brands and products have increasingly lost their market share in the Mideast country to brands and goods supplied by other competitors. As a matter of fact, in the late 1990s and early 2000s the East Asian nation emerged as one of the Persian Gulf country’s top trading partners in the world, outstripping a number of Tehran’s traditional trading partners from the West. And while Korea managed to even expand its economic presence in Iran in the heydays of sundry international sanctions levied against the Middle Eastern country over its contentious nuclear program a couple of years before the JCPOA was eventually agreed in 2015, the ROK has been doing relatively poor in Iran during the past years (Azad 2018). Such lackadaisical performance, epitomized by abandoning the long-established pattern of significant trade in energy with Iran, has critically influenced a sharp decline in the total volume of two-way commerce between the two countries. While the plummeting share of Korean brands and goods in Iranian markets had indubitably something to do with certain policies pursued by the Moon Jae-in-led Korean government, however, the main culprit turned out to be the Trump administration’s unilateral withdrawal from the nuclear deal in May 2018. The crippling sanctions which Washington under Trump subsequently imposed on Iran played a pivotal role in reshaping the scope and size of Korean commercial connections to the Persian Gulf country, though some unprecedented diplomatic and political troubles involving Seoul and Tehran during the past years have also had a lot to do with those punitive economic and financial measures targeting the Iranians. How did then the Koreans respond to those unique circumstances rendered largely by Trump’s approach toward the Persian Gulf country? What are going to be the prospects of a Biden administration’s policy shift for Korea’s economic performance in Iran? This study seeks to shed some light on Trump’s Iran policy with regard to Korea, its repercussions for the East Asian nation’s economic relationship with the Middle Eastern country, and potential solutions to chip away at those impediments under a Democrat administration in Washington led by Joe Biden.

Abstract:: In this paper, we examine the impact of a sibling gender on educational attainment, earnings, family formation for a recent cohort of women in China. Family characteristics such as number of siblings, sibling gender composition, and parents’ characteristics may play an important role in children’s life as the presence of a sibling can affect parents’ treatment of the remaining children. Especially male siblings can affect children’s outcome through various pathways as male sibling may pull parental investment of resources away from girls, because boys may be seen as the “higher return” investment (Becker, 1991). We investigate the effect of having a (male) sibling on a daughter by exploiting the change in fertility trend in China induced by the One Child Policy (OCP).

441. Exchange Rate Predictability Based on Market Sentiments

Abstract:: It is well-known that exchange rates are difficult to forecast using observed macro-fundamental variables. This discrepancy between economic theory and empirical results is called the Meese and Rogoff puzzle. The purpose of this study is to address this puzzle from a new approach. Rather than pursuing a linkage between macro-fundamentals and exchange rates, we focus on the market sentiment index as a factor that could possibly enhance exchange rate predictability. The analysis folds into three phases. First, we conducted an assessment of the traditional exchange rate predictability model, as well as the augmented traditional model incorporating the market sentiment index. Second, we predicted the exchange rate by applying the market sentiment index, based on the contrarian opinion investment strategy commonly used by foreign exchange dealers. Finally, we analyzed if the machine learning model incorporating both economic fundamentals and market sentiment index could enhance the predictability of the exchange rate.

Abstract:: The realization of digital transformation (DX) and the Fourth Industrial Revolution (4IR) has led to the development of new technologies in areas such as AI, big data, metaverse, autonomous vehicles, digital currency, and blockchain technology. While these sectors are expected to continue to grow, major countries including the United States and China are fiercely competing to secure a global supply chain for the semiconductor industry. Built on free trade, the global division of production in the semiconductor industry has driven corporate innovation and technology development. However, the trend of technological nationalism and countries’ efforts to build a value chain within their territory are expected to hurt the global semiconductor industry. The ever-deepening hegemony competition between the U.S. and China in the semiconductor industry could have a profound impact not only on the Korean economy but also on a restructuring of the global semiconductor supply chain. This study analyzes the supply chain structure and risks of the Korean semiconductor industry, along with U.S. and Chinese policies to foster the semiconductor industry, going on to explore corresponding countermeasures.

444. Climate Change Impacts on Agriculture and Conflicts in Sub-Saharan Africa

Abstract:: This study investigates the climate change impacts on agriculture and conflict in sub-Saharan Africa (SSA). SSA is the most vulnerable region responding to the weather shocks such as drought and flood. Furthermore, more than half of population in SSA are engaged in agricultural production that is highly affected by the rainfall pattern and temperature increases. For this reason, disruption of agriculture caused by the weather shock also can increase the probability of conflict such as demonstration and riot. This study focuses on 43 SSA countries after excluded small islands. Using scenario analysis, we find that temperature increases rather than precipitation might affect maize and sorghum production negatively while it is unclear for the rice production. We also find that increases in average temperature and maximum temperature might increase the probability of conflicts even if the effects of climate on riot and demonstration are U-shape pattern while it is reverse U-shape for battle and civilian conflicts.

Abstract:: In response to today’s rapidly changing global trade environment, countries have continued to make changes to their policy objectives and instruments to address new and emerging issues such as supply chain restructuring and reshoring, climate change, and currency undervaluation. To this end subsidies have been playing a particularly important role, and are expected to be used more broadly across different sectors in the coming years. While controversies over government subsidization are likely to continue at the international level, the United States and the European Union have proposed at the domestic level to expand the scope of subsidy regulation and to tighten regulation on newly emerging subsidy types beyond the traditional boundaries set by international trade rules. Among a number of the latest developments on subsidy regulation, this Brief intends to primarily focus on (i) transnational subsidies granted by a government to enterprises active in other foreign countries (“foreign subsidies”); (ii) green subsidies for climate change mitigation; and (iii) subsidies related to currency undervaluation.

Abstract:: This study was designed as a primary study to analyze the economic significance and potential of cooperation with Russia, Kazakhstan and Uzbekistan in the IT sector, and to derive implications for new directions between Korea and the three countries with the advent of the fourth industrial revolution era. The goal of the study is to discuss what the development of the IT industry means for the three economies, examine the characteristics of each country, and gain policy implications on how cooperation with Korea should proceed in the future. To this end, this study is consisted of the following four components. First, the economic significance of IT technology cooperation with Russia, Kazakhstan, and Uzbekistan is viewed from the perspective of structural transformation. Second, the effect of IT cooperation between Korea and Russia on the Russian economy is quantitatively estimated through the analytical framework of structural transformation. Third, to supplement the limitations of theoretical discussions and derive customized cooperation directions for each country, the current status and policies of the IT industry in the three countries are examined in detail. Fourth, IT technology subsectors promising for cooperation between Korea and Russia are identified, from the patent citation analysis and network analysis.

447. The Impact of Immovable Property Tax on the Macro Economy

Abstract:: Since the 2008 global financial crisis, inequality has been increasing worldwide. In particular, wealth (asset) inequality is getting worse than income inequality. And Korea is no exception. This deepening of inequality is more worrisome in that it leads to inequality of opportunity while suppressing movement between classes, which in turn deepens inequality, creating a vicious cycle of inequality. This is a bigger problem than the inequality itself. The international communities are calling for stronger property taxes, including recurrent taxes on immovable property, as part of mitigating inequality and promoting inclusive growth. In Korea, there is heated discussion on property taxes, such as recurrent taxes on immovable property including the comprehensive real estate tax. Therefore, this study aims to investigate policy directions in international organizations and major countries on immovable property tax and examine the effect of property tax on the macro economy. This study examine international comparisons of immovable property tax burdens using OECD data. Next, this study analyzes the effect of immovable property tax on housing prices, inequality, and economic growth. Finally, we suggest policy implications to Korea through this. Based on our results, we present policy implications for Korea.

Abstract:: This study attempts to identify new directions for energy cooperation between Korea and Russia, focusing on the areas of natural gas and hydrogen. In particular, we derive new directions and tasks for energy cooperation between the two countries, reflecting changes in the international energy environment, such as climate change and decarbonization, which are in full swing at the global level. To this end, this study is consisted of the following four parts. Part II examines the geopolitics of energy coming into the 21st century and Russia’s new energy strategy. Part III conducts an in-depth analysis of the energy cooperation strategies of China and Japan, major Northeast Asian countries, with Russia, and Part IV comprehensively evaluates Korea’s energy strategy and Korea-Russia energy cooperation. In conclusion, Part V presents new plans for Korea-Russia energy cooperation. As a side note, after carrying out this study, the policy environment for energy cooperation with Russia has significantly changed. Russia’s war against Ukraine is expected to change the landscape of global energy and its geopolitics in profound ways. In the midst of these significant changes, it is hoped that this study will serve as a meaningful reference for analyzing and forecasting the global energy dynamics surrounding Russia.

449. A Review of the First Decade of the Korea-EU FTA

Abstract:: Last year marked the tenth anniversary of the Free Trade Agreement (FTA) between the European Union (EU) and Korea, which entered into force in 2011. The EU is the world's largest economy and Korea's third largest trade partner, only after China and the United States. Back when the FTA nego-tiations began in 2007, the EU was Korea's second largest export destination, from which Korea enjoyed the largest surplus. Al-so, more than 35 per cent of Korea's foreign direct investment came from the member states of the EU. Korea is also a major econ-omy and a major trade partner of the EU, especially in Asia. The FTA with Korea was the first case of the EU's “next generation” FTAs, and is considered to have served as a benchmark for the EU's bilateral trade agreements thereafter (Kang 2016). As for Korea, it was the first FTA with a major economy, even before the US, its traditional ally, and China, its closest neighbor. Because of its importance, the Korea-EU FTA has received attention from economics and trade policy. KIEP also took a look at the first decade of its implementation last year (Joe et al. 2021). This Brief introduces some of the findings in Joe et al. (2021), fo-cusing on the impact of the FTA on the bi-lateral economic relationship between the two sides.

Abstract:: While China has risen to become a global superpower with a growing impact on the world economy, its currency, the Renminbi (RMB), has a limited role in the existing international financial system. China has made significant progress and will continue to push for the internationalization of the RMB, which can disrupt the global financial system, dominated by the US dollar. Under such circumstances, Korea must find a new direction for the internationalization of the Korean Won. The internationalization of the Korean won will provide new opportunities for the economy to take a further step through financial advancement.
