US Assistant Secretary of State Kurt Campbell has just completed a lightning visit to Australia for formal discussions with newly installed Foreign Minister Bob Carr. In spite of the political turmoil that brought Carr to office, the Australia-US alliance is in the best shape of its 60-year history. Having begun as a Cold War convenience, about which the United States was not enthusiastic, it has become a key part of Washington's regional role and a cornerstone not only of Australia's defense and security policy, but of its broader engagement with the world. The arrival in early April of the US Marine Corps to begin six-month training rotations in Darwin is emblematic of the alliance's standing and its evolution.

Abstract:
After years of dismissing the utility of international negotiations on cyberspace, U.S. officials now say that they will participate in talks to develop rules for the virtual world. But which norms should be pursued first and through which venues? As a start, the United States should issue two “cyber declaratory statements,” one about the thresholds of attacks that constitute an act of war and a second that promotes “digital safe havens”—civilian targets that the United States will consider off-limits when it conducts offensive operations. These substantive statements should emerge from a process of informal multilateralism rather than formal negotiations. Washington should engage allies and close partners such as India first and then reach out to other powers such as China and Russia with the goal that they also issue similar statements. Washington should also reach out to the private corporations that operate the Internet and nongovernmental organizations responsible for its maintenance and security.

Last month, Kamal Hassan, a Somali-American living in Minnesota, pled guilty to training and fighting with al-Shabab, an al-Qaeda-linked terrorist group in Somalia. In July, two other Somali-Americans in Minnesota pled guilty to similar charges, with the FBI continuing to investigate more than a dozen others who may have traveled from the United States to Somalia. The FBI also recently arrested seven individuals in North Carolina on terrorism-related charges, including one who had spent time in Afghan training camps. These and other recent events have raised new concerns in the United States about the threat of homegrown radicalization.

With Washington's influence on the Caspian region at its lowest ebb in many years, the Obama administration could reverse this trend with a new approach that accepts Russia's presence and China's interest as historical and geographical givens and emphasizes short- and medium-term problem solving in multilateral and bilateral settings instead of long-term political and economic transformations. The United States can accomplish more in the Caspian region by focusing on military reform and building security capacity than on forming military alliances. The United States should switch from a multiple pipeline strategy to a policy that advances competition by promoting market pricing for energy producers, consumers, and transit states. The United States could facilitate the introduction of renewable sources of energy as a stimulus to economic recovery and a source of enhanced social security. The United States should develop a nuanced strategy that encourages political development through social and educational programs and local capacity building. The Obama administration should name a high-level official as a presidential envoy to this region.

U.S.–Russian relations matter again. To succeed where Bush has failed, Obama needs to approach Russia strategically: enhancing cooperation where possible, mitigating conflict where necessary. Washington and Moscow's failure to develop a working relationship could lead to a dangerous crisis—perhaps even a nuclear one. There is an immediate need to grab onto the superstructure of the relationship through the STA RT and CFE treaties, both of which require urgent action. A new architecture should follow that to broaden the relationship, including the creation of a new future for security in Europe. Both capitals need to devise a strategy as well as a mechanism to manage the relationship and prevent future crises. A commission of past presidents—U.S. and Russian—would have the authority to confront these monumental tasks.

Abstract:
Although Tehran and Washington appear hopelessly divided, issues of broad mutual concern reveal important overlapping interests. The United States can more effectively support democracy and human rights in Iran with policies that facilitate, rather than impede, Iran's modernization and reintegration in the global economy. The next U.S. president should not immediately seek comprehensive engagement with Tehran, as this might enhance Mahmoud Ahmadinejad's chances of reelection in Iran's June 2009 presidential elections. The United States must deal with those who hold power in Tehran, namely Supreme Leader Ayatollah Ali Khamenei. Given the widespread mutual mistrust between Washington and Tehran, confidence should be built with negotiations on areas of common interest, such as Iraq and Afghanistan, rather than those of little or no common interest, such as the Palestinian–Israeli conflict or the nuclear issue. When it comes to U.S.–Iranian interaction, the record shows that “secret” or “private” discussions out of public earshot have a greater success rate. Building confidence in the public realm will be difficult, as politicians on both sides will likely feel the need to use harsh rhetoric to maintain appearances. It is imperative that Washington maintain a multilateral approach toward Iran, especially regarding the nuclear issue. Tehran is highly adept at exploiting rifts in the international community and diplomatic efforts to check Iran's nuclear ambitions will unravel if key countries approach Iran with divergent redlines. Powerful spoilers—both within Iran and among Iran's Arab allies—have entrenched economic and political interests in preventing U.S.–Iranian reconciliation.

On April 25, 2007, the EastWest Institute, together with the Kennan Institute, organized in Washington DC a two-hour roundtable discussion on the current state and outlook for US-Russia relations. The roundtable used President Putin's speech presented to the 43rd Conference on Security Policy in Munich on February 10, 2007 as a point of reference. The purpose of this gathering was to examine strategies and approaches to reverse the significant decline in Russian-American relations over the last several years. The seminar was attended by 20 prominent experts from the US and Russia, including foreign policy advisors, representatives of the academic, business, and NGO communities, and mass media. Many Americans have blamed the resurgence of al-Qaeda and the Taliban on Pakistan's lackluster performance in the war on terror. Islamabad has indeed been ambivalent, but the convulsive political deterioration in the North West Frontier Province in Pakistan, Islamabad's military ineptitude in counterterrorism operations, and the political failures of the Karzai government in Afghanistan have all exacerbated the problem. Making U.S. aid conditional on Pakistan's performance in the war or undertaking unilateral strikes against terrorist targets in Pakistan would inflate suspicion of Washington's motives, and risk casting Pakistan, a nuclear-armed state, as an American adversary. U.S. policy must instead convince Pakistani elites that defeating terrorist groups serves their own interest, while emphasizing that a terrorist attack emanating from Pakistan would push Washington to adopt more painful tactics.

14. Assessing the Iranian Nuclear Threat with Reference to Pakistan's Experience

On April 30, the Sunday Times of London reported that Israeli Mossad chief Meir Dagan had warned U.S. officials during a secret visit to Washington of covert Iranian plans for enriching uranium, which may mean Tehran was "nearer to acquiring nuclear weapons than widely believed." The same report quoted Knesset Foreign and Defense Committee chairman Yuval Steinitz as saying that Iran might be only a year from developing a bomb. Meanwhile, International Atomic Energy Agency (IAEA) director-general and Nobel Peace Prize winner Mohammed ElBaradei is on the record as saying that, once Iran can enrich uranium in quantity, making an actual bomb would only take "a few months." And, in August 2005, the Washington Post reported that the new U.S. National Intelligence Estimate "projected that Iran is about a decade away from manufacturing [sufficient highly enriched uranium] for a nuclear weapon, roughly doubling the previous estimate of five years." In such circumstances it is small wonder if the public is confused, wondering whether some officials are exaggerating the potential danger of a nuclear-armed Iran while others seem to be almost irresponsibly unconcerned. In fact, the statements above are not mutually inconsistent, reflecting instead the discrepancy between hard fact and plausible interpretation. Since Iran's controversial uranium enrichment technology was initially acquired from Pakistan, an examination of that country's progress toward a nuclear bomb is both worthwhile and illuminating.

The Financial Times reported on April 19 that Russian Deputy Foreign Minister Sergei Kislyak had lodged a formal protest with the U.S. Ambassador to Moscow, William Burns, the previous day over The Jamestown Foundation-sponsored conference held in Washington on April 14 entitled "Sadullaev's Caucasian Front: Prospects for the Next Nalchik." RIA Novosti reported on April 18 that the Foreign Ministry had summoned the U.S. ambassador to, in the news agency's words, "hand him a note of protest against a seminar in Washington which it said called for new terrorist attacks in Russia." According to RIA Novosti, the ministry claimed that during the conference "the floor had been given to speakers who called for new terrorist acts in Russia." The news agency quoted the ministry as saying that "[t]he organization of such events in the United States contradicts the country's international obligations in the sphere of counter-terrorism" and that "[s]uch concessions on the part of Washington to Chechen militants and separatists also run counter to the spirit of partner-based bilateral anti-terrorist cooperation, and damage bilateral relations."

As former World Bank leader James Wolfensohn, now Washington's special envoy for disengagement, lobbies world leaders to offer significant support for Palestinian development projects, a parallel effort is necessary to create new, transparent public and private social-service organizations unaffiliated with Hamas or other groups engaged in terrorism or political violence.

During the Cold War, Washington reached out to some Islamists in order to counter the Soviet threat. Some claim that engaging so-called "moderate" Islamists would serve U.S. interests today. But in any U.S.-Islamist dialogue, the Islamists are certain to demand concessions from the United States, including visas, freedom to raise money for their organizations, U.S. support for their participation in the politics of their home countries, and a reassessment of U.S. policy in the Middle East, including support for Israel. In return, Islamists would propose to condemn terrorist attacks against the United States, and discourage new attacks on American soil.

A transfer of power within the Palestinian Authority, coupled with the Israeli disengagement from Gaza, presents both challenges and opportunities for reviving Israeli-Palestinian peace negotiations. The preconditions of past peace treaties between Israel and its Arab neighbors have demonstrated the necessity for calm on the ground and strong leaders who can force their constituents to accept peace. Unfortunately, the past four years of fighting, the lack of strong leadership, and the asymmetry of power between the Israelis and Palestinians all act as bulwarks against necessary change. The situation is complicated by the need to prevent Hamas and local warlords from expanding their power. Nevertheless, from the Israeli perspective, there are some opportunities for change. The disengagement plan proves that Prime Minister Ariel Sharon understands that Israel cannot sustain the settlements, while the continued construction of the West Bank fence presents opportunities for new negotiations.

Jordan's ultimate strategic objective is peace in the Middle East. While the Jordan-Israel treaty remains seminal in importance for the Middle East and beyond, the continued bloodshed in the region sobers the anniversary celebration. The Jordan-Israel treaty reflected the courage and vision of King Hussein and Israeli prime minister Yitzhak Rabin. Reaching agreement on this treaty was not always an easy process. The initial talks between the two countries in September 1993 resulted in a stalemate. The second round of talks in April 1994 was more successful, but when the United States was invited to serve as a guarantor, Washington balked at the idea of a Jordan-Israel treaty. Nevertheless, throughout the negotiations, Hussein and Rabin both demonstrated farsighted leadership and deep convictions about the absolute necessity of peace. They understood that they had to view each other as partners, not adversaries, and deal with each other directly. There is a place for third-party mediation and negotiation, but only when all other options have been exhausted and talks are at a standstill. The Jordan-Israel treaty and the Oslo negotiations are good examples of the efficacy of direct communication in peace talks.

When the IDF withdrew from southern Lebanon in May 2000, Hizballah realized that it had to change direction somewhat, primarily because it had lost its avowed justification (and any hint of international legitimacy) for carrying out attacks from Lebanon. Accordingly, Shaykh Hassan Nasrallah, the group's secretary-general, instantly changed his rhetoric, focusing less on Lebanon and more on Palestinians in the West Bank and Gaza. In one speech, for example, he told Palestinians that it took Hizballah eighteen years to force Israel out of Lebanon, and that they could accomplish the same feat in even less time through armed struggle and suicide bombings.

Nuclear arms control is often considered not worth the effort now that the Cold War is over. But the nuclear threat is anything but over. Several thousand strategic nuclear weapons remain on hair-trigger alert in U.S. and Russian arsenals. Many more are insecurely stored. Though the arms control problem needs to be faced by both countries, neither one has the stomach for another Cold War–style, 500-page treaty like START I. The new model is the 2002 Moscow Treaty—a simple, three-page commitment to reduction. Such short treaties now make sense because both countries have many ways to know what is going on inside each other's nuclear arsenal. START I is still very important, but it is no longer the only tool in the box. Today, Washington and Moscow can relegate negotiated treaties to a few essential fronts and pursue exciting, innovative arms control efforts involving threat reduction and technical cooperation.

A U.S. government team is in Ankara today for talks with members of the Turkish military and intelligence services regarding the future of the Kurdistan Workers Party (PKK), an organization on the State Department's Foreign Terrorist Organization (FTO) list. On September 2, 2003, the PKK, whose past attacks have cost Turkey 35,000 lives, renounced a unilateral ceasefire it had declared in February 2000. This is a dangerous development for three reasons. First, PKK violence could throw Turkey back into the political maelstrom of the 1990s, and it is in Washington's best interests to help preserve democratic Turkey's stability. Second, if the PKK attacks Turkey from U.S.-controlled northern Iraq, where it has an estimated 4,000-5,000 terrorists, this could put Washington and Ankara at loggerheads. Third, Turkey considers joint action against the PKK a sine qua non for U.S.-Turkish cooperation in Iraq; it is unlikely that Ankara will send troops to Iraq unless the PKK issue is tackled. Given all of these reasons, the threat that the PKK poses to U.S. national interests is now at such a level that the organization is a legitimate target in the war on terror. Therefore, it is time to take action against the PKK.

On August 8, 2003, the seventh European Union (EU) reform package went into effect in Turkey, significantly curbing the role of the military in politics. This legislation, passed by the Justice and Development Party (AKP) government on August 4, follows six previous packages adopted since February 2002. Collectively, these reform measures have vastly liberalized the country's political system, facilitating Kurdish broadcasting and education, abolishing the death penalty, and subjecting Turkish courts to the European Court of Human Rights. Turkey now has laws guaranteeing freedom of speech, and the military is no longer the kingmaker in Ankara. As a result, AKP -- a self-styled "conservative democratic" party with an identifiable "Islamist pedigree" -- anticipates that Turkey will pass muster when Brussels reviews its candidacy for EU membership in June 2004. Ankara hopes that the EU will establish an accession calendar, opening the way for Turkey's eventual entry into the union, perhaps within the next decade. These developments are crucial to Turkey's future. Which path will the country take now that the military is stripped of its role as a decisionmaking body? Will the EU open its doors to Turkey?

A surprising summit meeting yesterday in Ankara involving members of the Justice and Development Party (AKP) government, the Turkish General Staff, the Turkish Foreign Ministry, and the Turkish National Intelligence Organization produced an agreement "in principle" to send Turkish "peacekeeping soldiers" to Iraq. From one perspective, if Turkish troops were deployed to Iraq, it could end the period of "strategic pause" between Washington and Ankara in place since March 1, when the Turkish parliament refused to open up a northern front for U.S. troops invading Iraq. There are still political obstacles to Turkish troop deployment -- such as a divided AKP and a fairly reluctant parliament. Moreover, Turkish law requires that parliament authorize sending troops abroad except in the case of international legislation (such as a UN resolution), or a call for help justifying such a deployment, and the Turkish parliament is in recess until October 1. But even before the AKP government determines its position on this issue, a major hurdle will have to be overcome: if American and Turkish troops are to work together in Iraq, they will first have to build mutual confidence, which -- once formidable -- seems to have quickly eroded over the past months. How can this be accomplished?

Last week the Bush administration decided to reject the recommendation of an independent federal agency to designate Saudi Arabia as a "country of particular concern" under the 1998 International Religious Freedom Act. The U.S. Commission on International Religious Freedom had heard evidence that the Saudi religious police raided the homes of foreign workers who practiced Christianity and held them in squalid, overcrowded prisons. Washington's dilemma lies in dealing with such evidence without upsetting Riyadh at a time when the United States is trying to secure optimal Saudi cooperation on military action against Iraq. The administration's reluctance is at odds with President George W. Bush's National Security Strategy announced in September 2002, which defined "a single, sustainable model for national success [in the world]: freedom, democracy, and free enterprise." It also obscures an opportunity to bolster emerging trends in Saudi Arabia that hint at potential political change.

Such bilateral cooperation, coupled with reports that the Bush administration is considering providing Israel an additional $4 billion in military assistance, suggests that Washington is relying mainly on carrots to discourage an Israeli military response in the event of an Iraqi attack. These moves may explain Prime Minister Ariel Sharon's recent declaration, "We never had such cooperation in everything as we have with the current administration." Yet, precisely what form would this "cooperation" take if Iraq used weapons of mass destruction against Israel or otherwise inflicted mass casualties? Would Washington attempt to shape Israel's retaliatory options as it did during Operation Desert Storm?

Ansar al-Islam, an al-Qaeda affiliate active in Iraqi Kurdistan since September 2001, is a prototype of America's enemies in the "war on terror." The group serves as a testament to the global spread of al-Qaeda affiliates, achieved through exploitation of weak central authorities and a utilitarian willingness to work with seemingly differing ideologies for a common cause. Lengthy reports on Ansar have appeared in the New York Times, Washington Post, and Los Angeles Times, and Kurdish leaders have given Washington a plethora of intelligence on the group. Nevertheless, Ansar has yet to appear on official U.S. terrorism lists. Meanwhile, political complexities would make military action against the group difficult, at best. Hence, this small force of 650 fighters is a textbook example of the ongoing challenges posed by the war on terror.

With the West's growing dependence on hydrocarbon imports, growing tensions in the Middle East, and Moscow's emergence as a major player in 21st century energy politics, the Caspian region is poised to become a focal point for cooperation between the United States, Europe, and Russia. Policymakers in Washington, Brussels, and Moscow share a common interest in preventing the Caspian Basin from lapsing into another Persian Gulf, where windfalls in oil revenues have fueled instability and extremism. They also recognize that efforts to extract and export Caspian energy must advance regional development and stability. Thus far, however, shared interests have not yielded real transatlantic partnership on Caspian energy issues. Different strategic orientations and preferred approaches for unlocking Caspian energy threaten to mar prospects for broadening and deepening transatlantic cooperation in the region. To date, the U.S., Europe, and Russia have pursued parochial interests in the Caspian Basin without much regard for each other. The time is ripe for American, European, and Russian policymakers to take stock of the burgeoning confluence of interests, mount a concerted effort to prevent backsliding, and cement a common agenda by forging a trilateral dialogue on Caspian energy issue.

The increasingly popular idea in Washington that the United States, by toppling Saddam Hussein, can rapidly democratize Iraq and unleash a democratic tsunami in the Middle East is a dangerous fantasy. The U.S. record of building democracy after invading other countries is mixed at best and the Bush administration's commitment to a massive reconstruction effort in Iraq is doubtful. The repercussions of an intervention in Iraq will be as likely to complicate the spread of democracy in the Middle East as promote it. The spectre of the deliberate use of disease in war has long haunted humankind. The biological warfare threat became more realistic after the terrorist attacks against New York and Washington on 11 September 2001. Not only did the terrorists demonstrate that they were prepared to murder large numbers of people indiscriminately, they also exposed the vulnerability of many societies. The sense of vulnerability was increased by attacks in the United States with letters containing anthrax bacteria, which killed several people and infected many more. Against this background the Fifth Review Conference of the States Parties to the 1972 Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BTWC) convened in Geneva on 19 November 2001. One of its main tasks was to evaluate the functioning of the treaty in the light of scientific and technological developments. Biotechnology has expanded rapidly in the past three decades–offering the prospect of a better quality of life–but it can be applied to design new types of biological weapons (BW). This raises concern as to whether the BTWC is sufficiently comprehensive to cover these developments.

Two decades ago, a generation of Middle East scholars in America revolted against their teachers — the founders of Middle Eastern studies in America. They did so in a bid to revitalize funding and job opportunities in the field. The banner they waived was that of Edward Said's 1978 Orientalism, in which he argued that Europeans and Americans were afflicted by bias when analyzing trends in the region. In effect, that left Middle Easterners as the only scholars who could claim to study the region objectively. Said's followers then proceeded to take over the field of Middle Eastern studies in America. But now, the revolutionaries have become the establishment, and it is time for the younger generation of Middle East scholars to effect a revolution against their own teachers..

As U.S. policymakers review options for national missile defense and ways to reshape the military to meet future threats, nuclear proliferation — particularly in the Middle East — looms large as one of the most critical future challenges facing the United States. In the coming years, it is conceivable, if not likely, that the United States will have to respond to a nuclear breakout by Iraq and/or Iran. Such a development could have a dramatic impact on the strategic environment of the Middle East by altering the regional balance of power and encouraging further proliferation in the region and beyond. A nuclear breakout by either of these countries would also undermine international proliferation norms, put U.S. forces in the region at risk, pose a direct threat to U.S. friends and allies, and greatly constrain America's military freedom of action in the region. The likelihood of such a development — or at least its potential impact — will, however, be influenced by steps the United States takes now to deal with such an eventuality. And Washington is more likely to successfully manage the consequences of a nuclear breakout by Iraq or Iran if its response is not improvised, but based on prior planning.

On Friday in Europe, Secretary of State Colin Powell is set to meet Crown Prince Abdullah, the de facto ruler of Saudi Arabia. Washington's relationship with the world's largest oil exporter has become strained for reasons more complicated than Crown Prince Abdullah's recent reluctance to meet President Bush at the White House, allegedly because of perceived U.S. bias toward Israel and against the Palestinians. Saudi diplomacy suffers a credibility problem because contradictory statements by top Saudi officials often leave diplomats guessing as to what is the real Saudi position.

The Bush administration this week launched initiatives on two fronts of U.S. concern about the Middle East: Secretary of State Colin Powell's proposals to end Arab–Israeli violence and Vice President Dick Cheney's national energy policy. While the energy policy report concentrates on domestic issues, it necessarily discusses the Middle East. Its prescriptions about the Middle East, however, are vague. At worst, Washington appears unwilling to criticize the price-influencing production policies of the members of the Organization of Petroleum Exporting Countries (OPEC) cartel, dominated by Middle Eastern countries.

In April, Brenda Shaffer, research director of Harvard University's Caspian Studies Program and visiting fellow at The Washington Institute in 2000, addressed The Washington Institute to mark the publication of her Policy Paper, Partners in Need: The Strategic Relationship of Russia and Iran. The following is a rapporteur's summary of her remarks. Russia and Iran see themselves as strategic partners, and therefore their relations are based on an overall security conception. It would be a misperception to assume that because Washington and Moscow share concerns about Islamist radicalism that Russia would necessarily decide to cooperate with the United States on Iran. It would also be a misperception to think that Russia wants to sell arms to Iran solely in order to make money and that the United States can induce Russia not to make these sales by offering a better economic deal.

Tomorrow, Lebanese prime minister Rafiq al-Hariri begins his visit to Washington, his first since the September 2000 elections that saw his return to the office he held from October 1992 to December 1998. His ears are ringing with voices of two interwoven debates at home — namely, debates about the deterioration of the security situation along the Lebanese–Israeli border and about the continued Syrian presence in Lebanon. Hariri, a seasoned businessman who is well aware of the delicacy of the situation and of his limitations as the head of a government with restricted powers, does not see this visit as a mere courtesy call, but as a milestone. To assure his own political survival, he needs to extricate Lebanon from its severe economic crisis and avoid entanglement in war. For the new American administration that is still formulating its Middle Eastern policy, this visit could be an opportunity to prevent a conflagration in Lebanon and to begin a new long-term policy towards Lebanon and Syria.

Abstract:
Urgent regional matters — such as Iraq and the Arab–Israeli peace process — will dominate the agenda during Egyptian president Hosni Mubarak's visit to Washington this week, while Egypt's transition to a free-market economy and U.S.– Egypt trade ties will also receive attention. Egyptian domestic politics, however, will register little, aside from U.S. frustrations over anti-Semitism in the Egyptian press and concern about the status of Egypt's Coptic Christians. Although the regime appears quite stable, having secured a "victory" in its 1990s conflict with violent extremist groups, the state of political reform in Egypt, America's most important Arab ally, merits a closer look. That is because Egypt's long-term economic reform — in which Washington has invested so much — can succeed only if accompanied by meaningful political liberalization.

Turkey's economic crisis is naturally the leading issue in bilateral U.S.-Turkish relations, and it is almost certainly topping the agenda of today's meetings of Foreign Minister Ismail Cem with Vice President Richard Cheney and other senior officials. Of course, these meetings pose the difficult question of how much Washington should do, if anything, to bail out its strategically vital ally. But this is only one of several uncertainties characterizing U.S.-Turkish relations in the early days of the Bush administration. Because so much of Turkey's importance to the United States derives from its critical strategic location, bilateral relations are greatly affected by U.S. policies toward other states in Turkey's region. Of most concern to Turkey will be the evolution of Bush administration policy toward Iraq, Iran, and Russia, and also toward Europe's nascent bid to develop an autonomous security capacity.

Meetings this week between Israeli and Palestinian security and political personnel notwithstanding, time has virtually run out for any Israeli–Palestinian peace deal. It is important to note that the issue is not just one of time, even though President Clinton leaves office next Saturday. Top Clinton Administration officials have made clear that the Palestinians have engaged in "delays" since the December 23 ideas were tabled. Seeking to avoid the international disapproval that mushroomed in the wake of last summer's failed Camp David summit, Yasir Arafat came to Washington with an apparent "yes, but" view of the proposals. However, this approach seems clearly to be little more than a public-relations tactic.

Since the end of the Second World War, US foreign policy towards the Asia-Pacific has been characterized by the assertion of American dominance. To this end, policy-makers in Washington have adopted a varied policy towards China. From 1950 to 1972, the US pursued a containment policy designed to thwart the revolutionary goals of Maoist foreign policy. Beginning with Nixon's rapprochement with Beijing in 1972, US policy was dramatically altered to meet the overriding goal of deterring the Soviet threat. The US and China actively cooperated to contain Soviet and Vietnamese influence in Northeast and Southeast Asia. The end of the Cold War, preceded shortly before by the Tiananmen massacre, saw another shift in the US position, whereby China was no longer looked upon with favour in Washington. Acting on his presidential campaign promises not to repeat George Bush Senior's policy of 'coddling dictators'in Beijing, President Clinton initially enacted a policy that explicitly linked China's human rights record to the renewal of most favoured- nation trade status with the US. When this linkage failed, a striking policy reversal occurred as the Clinton administration adopted an unrestrained engagement policy in which it eventually underplayed Sino-US differences in the spheres of trade, human rights, and strategic-military ties.

In the immediate wake of the terrorist atrocities, the entire CDI staff devoted itself to providing timely information and insight into the U.S. and world response to the crisis. Since then, we have channeled most of our effort into addressing the terrorist threat and its alleviation. Over 100 articles and updates have been posted on our web site on a daily basis, attracting heavy traffic to the site by an appreciative audience. Numerous other projects have been launched as part of this urgent new agenda - for instance, a joint project on nuclear terrorism involving Russian officials from the Ministry of Atomic Energy and CDI staff from Washington and Moscow (home of a new CDI office).

Israel this week launched missile attacks against Palestinian security targets in Gaza in retaliation for the bombing of a school bus carrying settlers. Tel Aviv and Washington have blamed Palestinian National Authority President Yasser Arafat for the current crisis, saying he could reduce the violence. In fact, the uprising is a spontaneous revolt against the terms of the Oslo peace process. Far from being undermined by the crisis, Arafat is using it to maximise his political and diplomatic position in the event that negotiations resume. The crisis marks a decisive shift in the Palestinians' conditions for peace with Israel.
