Abstract:
Afghanistan cannot be stabilized by quick fixes. The United States, NATO, and their allies need to make a sustained commitment for the long term. Instead of a simple “surge,” there needs to be a much clearer focus on bringing security to Afghans' daily lives. Only once this is achieved will Afghanistan's government have real reservoirs of legitimacy. Afghanistan has not been served well by its 2004 Constitution, which created a dysfunctional system of government that relies too much on the president alone. The United States should support systemic reforms, first through the development of an effective executive office to support the Afghan president. Counternarcotics policies in Afghanistan must take account of domestic socioeconomic complexities, and be based on long-term development projects that increase the returns from cultivating different crops. Serious thought needs to be given to encouraging more Muslim states to contribute personnel to support the promotion of human security and development in Afghanistan. Pakistan needs to be pressured discreetly but very strongly to arrest the Afghan Taliban leadership in Pakistan.

The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a review conference under the theme, “A New Vision for Afghanistan: By Afghans, with Afghans, for Afghans and Afghanistan,” on September 4-7, 2008 on the Petersberg/Bonn, Germany. This was the tenth LISD-sponsored colloquium on Afghanistan since 2001. The meeting was funded in part by the Carnegie Corporation of New York, the Government of the Principality of Liechtenstein, and the Stiftung fuer Selbstbestimmung und Internationale Beziehungen, in Vaduz, Liechtenstein.

The U.S. military occupation of Iraq has now lasted longer than U.S. involvement in World War II. Yet there is no end in sight to the mission. Staying in Iraq is a fatally flawed policy that has already cost more than 3,000 American lives and consumed more than $350 billion. The security situation in that country grows increasingly chaotic and bloody as evidence mounts that Iraq has descended into a sectarian civil war between Sunnis and Shiites. Approximately 120 Iraqis per day are perishing in political violence. That bloodshed is occurring in a country of barely 26 million people. A comparable rate of carnage in the United States would produce more than 1,400 fatalities per day.

It can be measured in decades, and is multifaceted and comprehensive, demanding an equally broad response from the United States and U.S. allies.

For the past five years, U.S. Army and Marine Corps officers have been operating in highly complex combat environments in both Afghanistan and Iraq. Uniformed decisionmakers realized early on that these wars required a wide array of skill sets and areas of expertise beyond those traditionally taught to junior officers. Army chief of staff Gen. Peter Schoomaker has stressed the need for a new kind of Army leader skilled in governance, statesmanship, and diplomacy and able to understand and work within different cultural contexts. The question, then, is to what extent the education given to future ground component officers at the U.S. Military Academy at West Point and the U.S. Naval Academy at Annapolis is working to produce such leaders. Specifically, to what extent are the traditional engineering-based curricula at the nations service academies producing leaders with the requisite language and cultural skills necessary to be effective officers on the ground in Iraq and Afghanistan?

On January 16, Secretary of State Condoleezza Rice visited Kuwait for a meeting with the foreign ministers of Egypt, Jordan, and the Gulf Cooperation Council (GCC)the oil-producing states of Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman. The final stop on Rices Middle East tour, the visit was an occasion to explain President Bushs newly announced Iraq initiative and to seek the support of the regions Arab states. In the context of debate surrounding U.S. military strategy in Iraq, Prussian military philosopher Carl von Clausewitz offers this classic directive: it is essential to understand the nature of the war you are fighting. To this end, the U.S. military in Iraq no longer faces a traditional insurgency conflict -- as those the French fought in Algeria or the United States fought in Vietnam -- in which one faction seeks to undermine and supplant the national government. Instead, the strategic landscape of Iraq today bears far more resemblance to the Lebanese civil war of the 1970s and 1980s, in which various sectarian militias battled each other for control of specific parts of the country. The Iraq war has indeed become a militia war.

Foreign aid is an important and effective tool for buttressing allies, alleviating poverty and suffering, supporting key foreign policy objectives, and promoting the image and ideals of the United States abroad. Indeed, as its own website attests, the U.S. Agency for International Development (USAID) "plays a vital role in promoting U.S. national security, foreign policy, and the War on Terrorism." Toward these goals -- and considering that several agency-approved aid recipients have been linked to terrorist groups in recent years -- USAID's proposed new partner-vetting system (PVS) is a welcome and overdue development.

On August 7, Iraqi prime minister Nouri al-Maliki and Turkish prime minister Recep Tayyip Erdogan signed a memorandum of understanding (MOU) in Ankara against the Kurdistan Workers Party (PKK). Although the PKK, based in northern Iraq, is on the U.S. State Department's list of Foreign Terrorist Organizations, lack of action against the group by Washington and Baghdad is poisoning Turkey's relations with both. Moreover, because the group operates from an area of Iraq controlled by the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), the PKK issue affects Turkey's ties with Iraqi Kurds as well. Does the MOU represent a breakthrough on any of these fronts?

The historical record has made it increasingly clear that in the May-June 1967 Middle East conflict, public assurances from world powers -- or the lack thereof -- greatly influenced the decisionmaking of regional leaders. Specifically, Soviet encouragement of Egypt -- both public and private -- played a large role in influencing Egyptian chief of staff and military commander Abdul Hakim Amer as he brought President Gamal Abdul Nasser to the brink of war with Israel. At the same time, however, the U.S. government under President Lyndon Johnson extended no parallel public assurances to Israel. This absence of commitment from a major foreign power or the UN in a moment of crisis affected the mindset of Israel's policymakers whenever they faced national security dilemmas thereafter, leading them to take many unilateral actions in subsequent years.

In the State of the Union address this year, President Bush joined calls for a U.S. civilian reserve corps that could rapidly deploy to restore public order and begin reconstituting the institutions of governance so desperately needed in states emerging from conflict. The Office of the Coordinator for Reconstruction and Stabilization (S/CRS) at the U.S. Department of State was created in part for this purpose, but it has never received adequate resources. The current challenge of locating qualified and willing civilians to join Provincial Reconstruction Teams in Iraq and Afghanistan has given renewed impetus to initiatives aimed at overcoming this chronic shortcoming.

In over 30 conflict zones today there are estimated to be upwards of 300,000 children used to support military activities as porters, sentries, sex slaves, spies, and combatants. On June 1, 2007, the United States Institute of Peace (USIP) hosted an event on the use, prevention, and reintegration of child soldiers around the world. The event featured experts working in the field, each of whom approached the issue of child soldiers from a different perspective. These differing perspectives underscored the complexities inherent to the child soldier problem, as attempts to curb the use of child soldiers, to prevent their recruitment, and to successfully reintegrate ex-combatants into their communities continue to challenge practitioners and advocates.

Kosovo was left at the end of the NATO/Yugoslavia war in 1999 in limbo. It is still there, despite Security Council Resolution 1244, which foresaw a process for deciding its status. That process has occurred, but because of a threatened Russian veto, the Security Council failed to approve the plan prepared under the leadership of former Finnish President Marti Ahtisaari, which provides for Kosovo's independence under international supervision with extensive protection for its Serb population. The UN Secretary General invited the Contact Group—France, Germany, Italy, Russia, the UK and the U.S.—to pursue further, direct negotiations between Pristina and Belgrade, but with little prospect of movement on either side. Belgrade continues to insist on maintenance of its sovereignty over Kosovo, and Pristina continues to insist on independence. On December 10, the Contact Group will report to the UN Secretary General, who in turn will report to the Security Council (UNSC). A small group of experts with long Balkans experience met at USIP September 5 to discuss the situation and suggest ways forward. Others (consulted electronically) join in associating their names with this paper. Listed at the end, all believe that Kosovo's independence must happen without further delay, in order to prevent regional instability. The United States just took one small step away from the brink. Congress has opted against funding research for a nuclear weapon that would target underground bunkers. In fact, it did not include a call to end the war at all. In the 5th century BC, the Greek tragic playwright Euripides coined a phrase that still captures the particular toxic combination of hubris and illusion that seizes many of those in power: Whom the Gods would destroy, they first make mad. What other line could better describe British Prime Minister Tony Blair's recent address to his nation's troops hunkered down at Camp Bastion, in southern Afghanistan's Helmand Province? Here, Blair said. In this extraordinary piece of desert is where the fate of world security in the early 21st century is going to be decided. While Blair was turning Afghanistan's arid south into the Armageddon of terrorism, the rest of the country was coming apart at the seams. Attacks by insurgents have reached 600 a month, more than double the number in March, and almost five times the number in November of last year. We do have a serious problem in the south, one diplomat told Rachel Morarjee of the Financial Times on November 22, but the north is a ticking time bomb. Suicide bombers have struck Kunduz in the north, where former U.S. protégé Gulbuddin Hekmatyar and his Hezb-e-Islami organization are hammering away at the old Northern Alliance. The latter, frozen out of the current government following the 2001 Bonn Conference, is busy stockpiling arms and forming alliances with drug warlords. According to the Associated Press, opium poppy production is up 59%. While Blair was bucking up the troops, their officers were growing increasingly desperate. Major Jon Swift, a company commander in the Royal Fusiliers told the Guardian that casualties were very significant and showing no signs of reducing, and Field Marshall Peter Inge, former chief of the British military, warned that the army in Afghanistan could risk operational failure, military speak for defeat. The Brits don't have a monopoly on madness, however. Speaking in Riga, Latvia on the eve of the North Atlantic Treaty Organization (NATO) meeting, President George Bush said, I am not going to pull our troops off the battlefield before the mission is complete. We can accept nothing less than victory for our children and our grandchildren. In the meantime, the Iraq War that Defense Secretary Donald Rumsfeld said would cost $50 billion at the most, was burning up more than twice that each year. The Pentagon just requested $160 billion in supplemental funds for the Iraq and Afghan wars for the remainder of fiscal 2007. Nobel Laureate economist Joseph Stiglitz says the final costs may exceed $2 trillion.

As war with Iraq looms closer, postwar questions are receiving increasing attention. Senior defense officials have been addressing such issues frequently, and the White House held a press briefing yesterday on "Humanitarian Reconstruction" in Iraq. One of these issues concerns individuals who have been complicit in the crimes of Saddam Husayn's regime. According to the Washington Post, the United States intends to conduct a "de-Baathification" program in Iraq similar in some ways to the "de-Nazification" program conducted in Germany in the wake of World War II. Although the details of this program are still to be worked out, the Post indicated that complicity in "human rights and weapons abuses" would be key criteria in determining which Iraqi officials would be permitted to keep their jobs.

At the start of 2003, the United States remains focused on fighting global terrorism in general even as it zeroes in on Iraq as the nexus of evil. But a number of factors in play today make international support for such a venture less effusive than in 1990-91, when the last anti-Saddam “coalition of the willing” formed. Many economies, including those of three of the four big financial supporters of the 1990-91 war — Japan, Germany, and Saudi Arabia — are weaker. Any war would be relatively more expensive. Suspicions about U.S. motives, fueled by the Bush administration's initial unilateralism, remain alive despite Washington's patient work in obtaining a UN Security Council resolution on new inspections. Germany has declared it will provide no forces; use of Saudi Arabian airbases to launch combat missions against Iraq remains unclear; and troop contributions, as well as moral support, from other Arab states such as Egypt and Syria may not materialize.

Initial suspicions, select intelligence reports, and growing evidence have indicated that al-Qaeda played a role in Thursday's attacks on an Israeli-owned hotel and airliner in Mombasa, Kenya. If this evidence proves accurate, the attacks signal a shift in al-Qaeda's choice of targets and demonstrate a new danger to immediate U.S. interests in the Middle East. After almost a year of silence, Osama bin Laden (or someone speaking in his name) has resurfaced with a revised political agenda meant to mobilize the Arab and Muslim worlds against the United States. Through two recent communications – a November 12 statement and a less publicized "Letter to the American People" distributed on the internet and translated by the British Observer on November 24 – al-Qaeda has made the Palestinian issue the new focal point of its allegations against the United States.

That image, however, was reinforced when London's al-Sharq al-Awsat Arabic daily reported that the Islamic Army of Aden (IAA, or Aden-Abyan Islamic Army), an al-Qaeda affiliate, claimed responsibility for an explosion that crippled a French tanker on October 6 in the Yemeni harbor of Mina' al-Dabba. The United States is viewed with suspicion by much of the rest of the world, and its motives are consistently questioned for several reasons. This reality can be addressed through actionable goals. First, the United States is perceived as being too big, a hyper power whose global reach is threatening. Second, dialogue with the Middle East is almost nonexistent, and when it does occur, the fundamental concepts underpinning American democracy, such as the rule of law, are often misunderstood and need to be explained. Third, American studies programs, which could be used to bridge the understanding and dialogue gap, are now nonexistent at Middle Eastern universities. Finally, the United States has a very small share in the kind of debate that takes place in the new global village, where communication is nearly instantaneous and a rumor sent via email can reach half the world's population by the end of a business day. In particular, the inaccurate perception that, post-September 11, the United States is waging a war against Islam both at home and abroad has been widespread.

Lebanon may well have come to the West Bank and Gaza. Over the past year and a half, Hamas has adopted traditional Hizballah guerilla tactics such as roadside bombings, short-range rocket and mortar launchings, using squads of terrorists from a variety of groups, and videotaping attacks and potential suicide bombers. Three basic conditions prevailed when the Arab-Israeli peace process began in 1991 in Madrid and accelerated in 1993 at Oslo. First, the Soviet Union crumbled and eventually collapsed, removing what had since 1955 been the strategic backbone of the Arab military option against the State of Israel. Second, Iraq was militarily crushed and under both UN sanctions and monitoring, and was therefore removed from the political and military calculus of relations between Israel and the Arab world. Third, Iran was still recovering from its eight-year war with Iraq and was far from ready to have an impact in the Middle East. Together, these three conditions created a unique moment of Pax Americana, maintained not just by virtue of American power, but by the consent of its potential rivals.
