The “3 D's,” defense, diplomacy and development, have been pillars of U.S. government reconstruction and stabilization programs. Recently, however, the “4th D” – the domestic interagency community – has come into the picture. This USIPeace Briefing describes the distinct value the “4th D” adds to reconstruction and stabilization initiatives and how it can be integrated into the larger U.S. government community.

Joe Biden was selected as Barack Obama's vice presidential candidate largely because of his expertise in foreign policy. Traditionally, in U.S. politics, Dick Cheney-like strong vice presidents are exception, not the rule. It is wiser to focus on Obama's foreign policy outlook rather than Biden's, which would benefit Turkey in the long run with its realistic tendencies. Biden's voting pattern, as it is displayed in three different issues (Cyprus- Armenian Issue-Iraq) does not seem friendly to the Turkish position. However, Biden as a statesman would not create extra problems for Turkey at the expense of U.S national interests. In all of these issues, the person that should be watched carefully is Obama, not Biden. Spending more energy to analyze Obama's geopolitical priorities can benefit Turkey in the long run.

Abstract:
This article considers the August 2008 visit to Turkey by Iranian President Mahmoud Ahmedinejad, and analyzes relations between Turkey and Iran in general. The tensions and crises that followed the 1979 Iranian Revolution are briefly presented in order to provide a better understanding of the present state of relations. Then we draw a picture of the situation after the Justice and Development Party (AKP) came to power in 2002, bringing widespread changes to Turkish foreign policy. We also call attention to Turkey's changing role in the regional balance of power, and to the significance of that role both in Turkey's relations with Iran and with the United States.

The Bush administration's democratization rhetoric was never buttressed by an unambiguous, sustained policy to promote political reform. Concerns about security and stability have now virtually halted U.S. democracy promotion efforts. This is a short-sighted policy because political reform is imperative in countries where political systems remain stagnant in the face of rapid societal change. The United States needs to renew its efforts, taking into account that past policies have undermined its credibility in the region. It thus must abandon the empty rhetoric of the last few years in favor of modest goals developed and pursued in cooperation with regional and local actors, rather than imposed from Washington.

Few countries have seen such rapid economic and educational change in so short a time period as China. Since 1978, when Deng Xiaoping began to send students and scholars to study abroad in large numbers as part of his broad modernization efforts, some 800,000 Chinese students and scholars have studied outside their home country. These numbers make China the overall largest supplier of international students to countries around the world over the past decade. The liberalization of the education sector, which accompanied China's entry into the World Trade Organization in 2001, has also permitted more students from outside China to enter the Chinese educational system. The number of Americans studying abroad in China increased by over 500% in the past ten years, making China one of the top 10 study abroad destination countries for U.S. students, and one of the top 10 host countries for all internationally mobile students.

The United States has few more important policy goals than eliminating North Korea's nuclear weapons program. The risk that the repressive Pyongyang regime could transfer nuclear weapons and materials to rogue states or terrorist groups weighs particularly heavy on the minds of U.S. policymakers.
