Abstract:
To meet today’s foreign policy challenges, the United States needs to end its overreliance on military superiority and intervention and instead put creative and persistent diplomacy in the lead to promote locally owned solutions to national, bilateral, and regional security issues and to address global challenges not amenable to military force. This rebalancing will not succeed if civilian statecraft is dysfunctional and unprepared. More funding and more diplomats will not solve this problem. What is needed is fundamental reform of structures, processes, and personnel practices, particularly at the State Department. These include strategic planning, resource planning, institutional integration, clear authority over security assistance programs, and moving away from nation-building and toward conflict prevention. Far-reaching changes in the way diplomats are recruited, trained, and promoted are also required. Without such changes, there is substantial risk that our diplomatic tools will be ineffective, resulting in even greater militarization of U.S. foreign policy when diplomacy fails.

Abstract:
Of all the free trade agreements (FTAs) concluded by Korea with its major trading partners since the turn of the century, the Korea-China FTA may be the largest in trade terms. It is, however, far from the best in terms of the depth of liberalization and the scope of obligations on trade and investment policies. Korea and China agreed to liberalize a large share of bilateral trade within 20 years, but both sides incorporated extensive exceptions to basic tariff reforms and deferred important market access negotiations on services and investment for several years. Political interests trumped economic objectives, and the negotiated outcome cut too many corners to achieve such a comprehensive result. The limited outcome in the Korea-China talks has two clear implications for economic integration among the northeast Asian countries. First, prospects for the ongoing China-Japan-Korea talks will be limited and unlikely to exceed the Korea-China outcome. Second, Korea and Japan need to strengthen their bilateral leg of the northeast Asian trilateral and the best way is by negotiating a deal in the context of the Trans-Pacific Partnership.

Whether China will abandon its long-standing nuclear strategy of assured retaliation for a first-use posture will be a critical factor in U.S.-China strategic stability. In recent years, the United States has been developing strategic capabilities such as missile defenses and conventional long-range strike capabilities that could reduce the effectiveness of China's deterrent. Writings by Chinese strategists and analysts, however, indicate that China is unlikely to abandon its current nuclear strategy.

Abstract:
The still unsigned Bilateral Security Agreement (BSA) between Afghanistan and the United States provides the legal basis for continuing U.S. military presence in Afghanistan. In addition to its substantive importance, the BSA is also a confidence-building mechanism. The delay in putting it in place is compounding uncertainty and further diminishing economic confidence during Afghanistan's already challenging and uncertain transition. Afghans' responses include, among others, hedging behavior (legal and illegal), personal decisions on whether to come back to or stay in Afghanistan, delays in investments, incipient job losses, declining demand for goods and services and real estate prices, and farmers planting more opium poppy.

Abstract:
The China-US bilateral investment treaty (BIT) negotiations have attracted attention due to the relative size and weight of both economies. Despite broad consensus about the importance of such a treaty, there is considerable debate about its shape and content. The debate is reflected in two recent Columbia FDI Perspectives. Donnelly argued that a China-US BIT should be modeled on the US Model BIT without "splitting the difference between Chinese and US positions", and that the possibility of meaningful BIT negotiations are "really up to China at this point".

U.S. administrations and officials are consistently caught flat-footed by the increasing assertiveness of the People's Republic of China (PRC) over disputed territories in the East China and South China Seas. This assertiveness is strident, yet controlled. Beijing's objectives in the region, with respect to maritime issues in particular, have been apparent for several decades. While the United States is well aware of the PRC's "talk and take" approach—speaking the language of negotiation while extending de facto control over disputed areas—U.S. policy has been tactical and responsive rather than strategic and preemptive, thus allowing China to control the pace and nature of escalation in executing talk and take.

As the conflict in Syria enters its fourth year, US policy has consistently failed to achieve its stated object: a negotiated political transition based on the mutual consent of the regime and opposition. The United States and its Western allies have focused on summits and high-level diplomacy as the most effective means to that laudable end. This approach ignores an essential missing ingredient: an opposition able to coordinate different anti-regime forces, exercise agency on their behalf, and provide decent local governance, without which Syrians will continue to suffer and fight irrespective of whether the regime is overthrown.

The Korean government's "creative economy" agenda reflects growing consensus that Korea's future growth and prosperity depends on its ability to become a global leader in developing and commercializing innovative new products, services, and business models. To succeed, the Korean government must address regulatory, structural, educational, and cultural obstacles that have constrained Korea's ability to fully utilize its innovative capacities. This new emphasis on innovation brings Korea into closer alignment with the United States, which has long focused on innovation in its growth strategies. Moreover, it comes during the early stages of implementation of the US-Korea Free Trade Agreement (KORUS), which intersects with important areas of Korea's innovation framework policies. Two important issues are testing relations between the United States and its allies in the Gulf: democratic transitions in the Arab world and regional security. Their outcome will either strengthen or disrupt what has been a long-term partnership. In President Barack Obama's first term, his administration withdrew US forces from Iraq, ratcheted up pressure to thwart Iran's nuclear ambitions, began the adjustment to relations with post-authoritarian governments in Arab countries including Egypt, struggled with how best to handle an increasingly bloody rebellion in Syria, and attempted to restart diplomacy on the Israeli/Palestinian problem. At the beginning of his second term, US interests are at significant risk as the region continues to undergo profound changes, and Arab and European allies are asking for greater US engagement. The region also presents the United States with unanticipated opportunities, such as the development of Arab democracies and a reduction in Iranian influence. The challenge facing the United States is how to lead without dominating, and how to protect and promote US interests without absolving other actors of responsibility. Thus, the task for this administration is to develop a strategy: to match the president's positive rhetoric with meaningful follow-up in terms of diplomacy, assistance, and security cooperation.

Tension between the United States and its partners in the Gulf flared up visibly in the last several months, notably with Saudi Arabia's public displays of displeasure with the US approach to the Syria conflict, nervousness about an interim nuclear deal with Iran, and sharp differences over Egypt. Gulf distrust of US intentions and actions is nothing new, and is in no small part rooted in the Gulf states' deep frustration with how the United States executed the war in Iraq, which they perceive as placing Iraq under Iran's sphere of influence. But these latest tensions also point to a fundamental gap in expectations about the US role in the region and its commitment to security for the Gulf states.
