Abstract:
Turkish-Israeli relations suffered a big blow because of the Mavi Marmara affair. As Turkey and Israel are working now on mending their relations, the question remains whether they will be able to avoid fierce competition in a relentlessly changing Middle East following the ‘Arab Spring’. As there are also mutual concerns and incentives to cooperate, the term ‘Frenmity’ may be the best way to describe the future relations between the two. In such a complex relationship, the United States may be of help in increasing the elements of amity and cooperation.

Abstract:
The increase in the number of nation-states and the violent wars of the last century has triggered the evolution of a new approach that seeks to find a place for the individual in international law. In other words, human rights has become internationalised and this is for the good of all humanity. Today, the fundamental human rights principles, such as justice, equality and freedom, have been embraced unquestionably and put into writing, which demonstrates that they were adopted by all peoples on earth. The fundamental principles of human rights include ensuring a life and governance system where all people will be free and equal and not subject to discrimination due to their race, colour, sex, language, religion, faith, nationality or ethnic origin. In addition, the rights must include an adequate standard of living for the individual, encompassing health, education, food, shelter and social services; an equal enjoyment of legal protection; freedom of assembly and association; and freedom of belief, conscience, thought and speech.

Abstract:
Both the EU’s recognition of the importance of its value system and Turkey’s rediscovery of its European component in its foreign policy identity have occurred during a period of radical transformation in the Mediterranean region. The Arab Spring has resulted in a process of renegotiation over territory, identity and governance which has eventually fostered the idea of a new regional political community. The EU is in an advantageous position now if it truly wants to build a political community eastwards and southwards. One logical move would be a renegotiation in the EU over Turkey’s role in a new vision for the future of the EU. Turkey’s European identity and policy style will continue to shape its own neighbourhood policy as it is at the centre of a new geopolitical thinking. Ankara sees itself as having an order-instituting role in its changing neighbourhood and is in a process of recalibrating its policies in this direction. Last week the All Party Parliamentary Group on Conflict Issues, held an event in Westminster. The meeting introduced a new concept where a network of Greek Cypriot and Turkish Cypriot civil society organisations (CSOs) were calling for a shake-up of the Cyprus peace process. They made a strong case to include a more central and active role for civil society, woman and young people to work in tandem with negotiations between the leaders of the two communities.

Across the world, there are many countries that have established institutions to serve and engage with their citizens and kin living abroad. Such institutions are called Diaspora Ministry/ Department in some cases, while in others they operate as independent units under the Ministry of Foreign Affairs. The dissolution of the Soviet Union in the late 1990s paved the way for the birth of a set of new countries that have their nationals or ethnic kin beyond their borders, and consequently increased the need to establish such institutions. The ensuing process of globalization facilitated countries in their efforts to establish closer ties with their citizens and kin communities. Today many countries work to strengthen their public diplomacy efforts, or “soft power,” and expand their sphere of influence through their diasporas.

The historic normalization between Armenia and Turkey has stalled and it is critical to prevent relations from deteriorating further. If Armenia and Turkey eventually succeed in opening their closed border, it will transform the South Caucasus region. But the concerns of Azerbaijan, Turkey's ally and the losing side in the Nagorny Karabakh conflict, need to be taken into account. The international community needs to pay more attention to the conflict and work harder to break the regional deadlock it has generated. The annual debate over the use of the word genocide to describe the fate of the Ottoman Armenians in 1915 has turned into an ugly bargaining process. It is time to take a longer view. President Obama should look ahead to the centenary of the tragedy in 2015 and encourage Turks to take part in commemorating the occasion.

Beginning in 1949, China considered, and dealt with, so-called Uyghur separatism and the quest for Eastern Turkestan (Xinjiang) independence as a domestic problem. Since the early 1990s, however, Beijing has begun to recognize the international aspects of this problem and to deal with its external manifestations. This new policy has affected China's relations with Turkey, which has ideologically inspired Uyghur nationalism, offered sanctuary to Uyghur refugees, and provided moral and material support to Eastern Turkestan movements, organizations, and activities.

Ahmet Davutoğlu was appointed Foreign Minister of Turkey on May 1, 2009. Chief advisor to the Prime Minister since 2002, Davutoğlu is known as the intellectual architect of Turkish foreign policy under the AK Party. He articulated a novel foreign policy vision and succeeded, to a considerable extent, in changing the rhetoric and practice of Turkish foreign policy. Turkey's new dynamic and multidimensional foreign policy line is visible on the ground, most notably to date in the country's numerous and significant efforts to address chronic problems in the neighboring regions. Davutoğlu's duty will now shift from the intellectual design of policies to greater actual involvement in foreign policy, as he undertakes his new responsibilities as Minister of Foreign Affairs. The Davutoğlu era in Turkish foreign policy will deepen Turkey's involvement in regional politics, international organizations, and world politics.

After the collapse of the Soviet Union, a Turkish world from the “Adriatic Sea to the Chinese Wall” became a new topic of discussion in Turkish policy circles. While Turkey tried to develop close political, economic and cultural relations with the newly independent Central Asian Republics, the mid and late 1990s witnessed a steady decline in the relations and failed to produce any concrete results.
