1. The Folly of Pushing South Korea Toward a China Containment Strategy

Abstract:
The narrow victory of conservative candidate Yoon Suk-yeol in the recent South Korean presidential election comes against the backdrop of an intensifying U.S.-China rivalry, now compounded by the Ukraine crisis. Washington would like South Korea to play a security role in its Indo-Pacific strategy — a strategy that effectively aims to contain China. However, South Korean elites (and the general public) are deeply ambivalent and internally divided on the question of containing China. Pushing South Korea — a robust democracy with major elite divisions — toward containing Beijing risks negative consequences for the United States. These include a reduction in U.S. influence in South Korea, erosion of the U.S.-South Korea alliance, a less-effective South Korean presence in the region, and, in the long run, the potential of South Korean neutrality with respect to China. To avoid these negative outcomes for the United States, Washington should: • Avoid pressuring South Korea to join its China-containment strategy, • Refrain from including Seoul in emerging, non-inclusive, bloc-like structures of U.S. allies in Asia, • Consider pulling back on its intended new Terminal High Altitude Area Defense deployments until a greater consensus is reached within South Korea on the issue, • See South Korea’s role as a bridge and an opportunity to stabilize Washington’s own relationship with Beijing. For example, both South Korea and China could be included in non-traditional security activities of the Quad such as infrastructure and climate change, and • More generally, demilitarize the Quad and open it to wider participation for strengthening U.S. influence in Asia, rather than see it as a zero-sum vehicle for containing China.

Abstract:
As in other Asia-Pacific countries, boosting trade with China has provided a growth engine for Australia's economy. Australia shared concerns over security threats posed by China’s military expansion, but up until the mid-2010s hard balancing against China did not seem to be an option for Australia. Australia’s recent moves against China, however, signal that Canberra has reset its China policy, with an overhaul of its national security and defense strategy. The shift of Australia’s China policy is an interesting case to explore how the regional order is likely to evolve in the growing US-China competition. Assessing Australia’s recent foreign policy is also relevant to Korea, both in terms of navigating Korea’s relations with the US and China and enhancing strategic ties between Australia and Korea. Against this backdrop, this study unravels Australia’s strategic responses to the changing regional order and draw implications for Korea's foreign policy.

3. A next-generation agenda for US-ROK-Japan cooperation

Trilateral cooperation among the United States, Japan, and South Korea has proved challenging over the years, owing largely to historical tensions. As a result, this project has sought perspectives from next-generation leaders of the three countries to define areas where targeted, flexible, and informal cooperative arrangements can provide clear mutual benefit to all. This issue brief calls for enhanced cooperation with likeminded allies and partners in order to counter shared challenges and advance mutual interests across the areas of security and defense, science and technology, and global public goods. Taken together, several essential themes emerge. Future cooperation should center on tackling shared challenges including addressing an increasingly belligerent China through proactive yet constructive methods. In the security and defense sector, the three countries should prepare for Chinese economic reprisals by forming a united front. With regard to S&T, to protect against authoritarian threats, including those presented by China’s increasing technological prowess, the three countries should utilize multilateral frameworks, like IPEF, as tools to ensure the safety and security of scientific research and data. For public goods, the trilateral partnership can diversify away from Chinese supply chains by ally-shoring and information-sharing with trusted allies. Given the historically fraught relationship between South Korea and Japan, the United States can act as a mediator to facilitate cooperation in areas of high benefit and low sensitivity. In security and defense, the trilateral partnership should address less-sensitive, shared security challenges, which include but are not limited to maritime incursions, crisis contingency planning, and cybersecurity. S&T can explore these new frontiers and safeguard free and fair principles for digital connectivity and data governance. Although public goods are less subject to domestic political pushback, the trilateral group’s actions are more likely to succeed if they are small, yet meaningful, such as implementing the democratic building blocks. Lastly, trilateral cooperation requires both top-down institutionalization and bottom-up support from the general populace. With respect to defense and security, trilateral summits at the head-of-state level must be coupled with gaining public support. For S&T, the private sector can help advance collaboration, while the public sector helps each country remain in the bounds of domestic feasibility to prevent regional conflict. With global public goods, long-lasting trilateral progress requires coupling high-level government dialogues with civil society engagements.

A joint statement by the United States and North Korea in June 2018 declared that the two countries were committed to building “a lasting and stable peace regime on the Korean Peninsula.” Such a peace regime will ultimately require the engagement and cooperation of not just North Korea and the United States, but also South Korea, China, Russia, and Japan. A few days before Seoul hosted the official Nuclear Security Summit in late March, experts met to discuss progress on nuclear security. The keynote speaker, Dr. Graham Allison from Harvard University, suggested a strategy of three “No's” to reduce future nuclear risks: no loose nuclear weapons or materials; no new national enrichment or reprocessing facilities; and no new nuclear weapon states. This strategy links traditional “nuclear security”—physical protection of nuclear material—with nuclear nonproliferation and fuel cycle management. Yet at the summit a few days later, the 52 heads of state, along with leaders of four international organizations on nuclear terrorism, focused on doing exactly the opposite: separating out nuclear security from nonproliferation, and putting as much distance between the growth of nuclear power and nuclear risks as possible. The result: underwhelming progress and no surprises.

The United States, South Korea, Taiwan, Australia, Singapore, and India are all engaged in upgrading their military’s fighter fleets as security competition in the region is on the rise. The South Korean military currently is the sixth-largest in the world. But years of low birth rates have resulted in declining numbers of young men available for military service, and the country now faces the pressing question of how to ensure national security in the face of inevitable troop reductions. Some options for offsetting this shrinking recruit pool (such as increasing fertility, increasing immigration, and increasing the number of women in the military) might seem obvious, but the complex economic, social, and cultural reality of South Korea make them unlikely to be embraced. The best focus for immediate action is to stabilize or increase service terms and to encourage development and implementation of high-tech security systems. While the recruit pool appears nearly adequate at present, South Korea must act quickly to develop the leaner, more diverse, and more technologically based military necessary for the country to maintain a viable military force.

Abstract:
North Korea and Israel have a lot in common. Neither is a signatory to the Nuclear Non-Proliferation Treaty (NPT), and both employ their nuclear weapons in elaborate games of peek-a-boo with the international community. Israel and North Korea are equally paranoid about outsiders conspiring to destroy their states, and this paranoia isn't without some justification. Partly as a result of these suspicions, both countries engage in reckless and destabilizing foreign policies. In recent years, Israel has launched preemptive strikes and invaded other countries, while North Korea has abducted foreign citizens and blown up South Korean targets (including, possibly, a South Korean ship in late March in the Yellow Sea).

Abstract:
South Korea's defense industrial transformation has been impressive by any standard. It was able to satisfy most of its basic weapons needs within a decade after launching its defense industry. Since the late 1990s, South Korea has been elevated from a third-tier arms producer to the second tier by moving from the stage of imitation and assembly to that of creative imitation and indigenization. It now competes with major arms-supplying countries. In addition, the South Korean defense industry has made remarkable progress in RMA-related areas mostly involving command, control, communication, intelligence, reconnaissance, and surveillance. In this policy brief, we first assess South Korea's defense industrial performance by examining the patterns of defense acquisition, rate of localization of defense materiel, and defense exports. We then briefly analyze the evolutionary dynamics of defense industrial upgrades in selected sectors by tracing the stages of innovation. We also delineate a set of institutional and policy arrangements that have contributed to this impressive transformation.

During the mid-1990s, North Korea experienced a famine that killed millions of people, mostly in rural areas. Despite the severity of that famine and the ensuing deterioration of public health, the political leadership in North Korea has obstinately blocked the effective delivery of humanitarian aid to its citizens. On November 16, 2006, the United States Institute of Peace (USIP) and Johns Hopkins Bloomberg School of Public Health (JHSPH) Task Force on Public Health and Conflict held its first symposium, which selected North Korea as a case study. The Task Force is committed to raising the profile of conflict analysis and resolution in the field of public health education through a year-long series of events. The speakers at this first symposium included Scott Snyder of the Asia Foundation; Sophie Richardson of Human Rights Watch; two South Korean physicians, Kim Jin-Yong and Lee Yun-Hwan; Courtland Robinson, a Johns Hopkins faculty member and researcher; and one North Korean refugee who addressed the symposium under a pseudonym. 14. The Strategic Importance of US-Korea Economic Relations

Abstract:
Despite the passage of 50 years since an armistice ended military hostilities, the Korean peninsula remains divided, a Cold War vestige that seemingly has been unaffected by the evolution that has occurred elsewhere. If anything, US confrontation with North Korea—a charter member of its “axis of evil”—has intensified in recent years. Yet today, increasing numbers of South Koreans, accustomed to living for decades in the shadows of the North's forward-deployed artillery, do not regard the North as a serious threat. Growing prosperity and confidence in the South, in marked contrast to the North's isolation and penury, have transformed fear and loathing into pity and forbearance. Instead, it is the United States, an ocean away, that regards the North and its nuclear weapons program with alarm. As the United States has focused on the nuclear program, its ally, South Korea, has observed the North Koreans' nascent economic reforms and heard their talk of conventional forces reduction, and the gap in the two countries' respective assessments of the North Korean threat has widened dangerously, threatening to undermine their alliance.
