- Russia’s invasion of Ukraine came as an additional shock for Kazakhstan, which had already experienced serious domestic unrest in January 2022. Kazakhstan has consistently distanced itself from Russia’s aggression and diversified its relationships with various countries, while preserving its bilateral relationship with Moscow. The war has further highlighted the need for political reforms in Kazakhstan, yet complicated the government’s ability and willingness to implement them. Kazakhstan is now cautiously navigating political change both domestically and in its foreign policy. The EU has shown interest in engaging more with Kazakhstan. It can help the country to overcome this critical juncture by encouraging and supporting its genuine domestic transformation.

- In the fifth and final brief in our Germany and Baltic Security series, Kalev Stoicescu examines another of Germany’s key bilateral relationships—with Russia. Relations between Germany (or historical German and German-led states) and Russia have greatly influenced the Baltic region for centuries. In recent years, what the Baltic states see as Germany’s over-reliance on Russian gas supplies, even as they themselves have tried to secure energy independence from Russia, has been a source of tension. The Nord Stream pipelines, which Germany claims are a business project, but which the Baltic states regard as a security risk, have been particularly problematic. But at the same time, the Baltic states recognise that Germany has since 2014 adopted a resolute approach towards Russia regarding sanctions; even if they are sceptical that Berlin’s ambiguous policies towards Moscow, being both firm and conciliatory, will change Russia’s behaviour. With the appointment as foreign minister of Annalena Baerbock, who has opposed Nord Stream 2 and strongly criticised Russia’s misconduct, Olaf Scholz’s new government may stand closer to Baltic perceptions and interests and become a more principled and difficult counterpart for Russia. The Baltic states might be encouraged to trust Germany more in its dealings with Russia, but the new government must first prove itself in its words and actions.

- Turkey’s position in a “post-Western world” is widely debated as Asia emerges as the world’s new demographic and economic focal point. Turkey’s drive for strategic autonomy is crucial to all considerations of Eurasianism as a result of the rise of emerging powers worldwide and the transition to a multipolar international system. The emergence of a revisionist Russia, threatening to destroy the global order in place since the end of the Cold War, sent out a powerful warning to its neighbors, including Turkey. Russian-Turkish relations have not been shaped by shared identity, interest and threat perceptions; instead, they have remained largely instrumental and driven by necessity. The Turkish government cannot afford consistency in its discourse on Turkey as the “protector of the oppressed” when it comes to defending Uyghur rights against the Chinese regime. Ukraine and the West’s response to Russian aggression refuted Turkish Eurasianist claims that Ukraine was “helpless” and that the West had entered a “serious and irreversible decline”.

- The China-US rivalry, observed since late 2017, has pushed Moscow and Beijing closer togeth- er, but it has not transformed their relation- ship. One reason is the persistent cautiousness of both states, another is Moscow’s lack of capabilities to offer genuine support to China in such areas as the econo- my, trade or technology. The official rhetoric, boasting about the relationship being “better than an alliance”, in reality hides real obstacles to a more substantial co- operation. The first “post-pandemic” in-person meeting be- tween Vladimir Putin and Xi Jinping on 4 February 2022 seemed to have opened the new era in Sino-Rus- sian relations. The joint communication was unusually ideologised, with both states claiming their democratic traditions. China offered support for Russia’s “legiti- mate security concerns” in Europe and opposed fur- ther NATO enlargement. Russia reciprocated by sup- porting China in Asia. The slogans of the relationship having “no limits” or no “red lines” dominated the post-summit narratives. Russia’s war against Ukraine has pushed the Si- no-Russian relationship into uncharted waters. Mos- cow’s failure to secure a quick victory has put Beijing in an uncomfortable position. The future direction of Sino-Russian cooperation will depend heavily on the length of the Russia-Ukraine conflict and the ultimate decision of Beijing as to what extent (if at all) to prop up Russia economically. Regardless of whether Beijing decides to assist Mos- cow in bypassing Western sanctions, the unravelling of the Sino-Russian relationship is highly implausible. We can expect either China’s explicit economic support for Russia or the maintenance of close political ties without economic support. In the first scenario, Russia’s dependence on China would increase dramat- ically, diminishing Moscow’s room for manoeuvre in foreign policy and ultimately turning Russia into Chi- na’s asset in the latter’s global rivalry with the US. In the second scenario, Russia would remain an autono- mous actor, pursuing close political cooperation and normative anti-Western convergence with China, but increasingly isolated and weakened economically. It is only domestic political change in Russia, the end of Vladimir Putin’s personal rule in particular, that would provide Moscow with an opportunity to reassess the relationship with China.

- Italy’s new far-right government has been widely perceived as the potential weak spot of the anti-Kremlin European front following Russia’s invasion of Ukraine: traditionally pro-Putin politicians such as Matteo Salvini and Silvio Berlusconi are back in power. Yet, after Mario Draghi’s hawkish Euro-Atlantic government fell in July and Giorgia Meloni was looking forward to a probable victory, she immediately sided with the European Union and the North Atlantic Treaty Organization in a firm condemnation of Russia. Political, economic and energy ties developed significantly with center-left and center-right governments alike. In line with most far-right parties in the EU, Salvini’s Northern League and Meloni’s Brothers of Italy developed an appreciation for Putin’s neo-conservative regime while criticizing the EU and NATO for damaging Italy’s entente with Moscow. A potential reconciliation with Moscow goes against Italy’s national interest at this point. Russia accounts for only 1.5% of Italy’s exports against its Western partners’80%. Besides, the EU’s interconnected gas market requires a coordinated plan to overcome the energy crisis. Finally, the reconquest of Kherson by Ukraine in November makes support for the Kremlin political suicide. Meloni’s sudden pro-NATO shift has taken much of her electorate by surprise, while support for Ukraine is low in the country. Coalition allies Salvini and Berlusconi are ready to take advantage of this gap to weaken Meloni’s leadership. This is typical of Italy’s fragile parliamentary democracy. To avoid further disappointing her electorate, Meloni is rapidly satisfying other demands of theirs, on issues such as migration, family values and tax policies.

9. What Russian-Israeli cooperation in Syria?

- Since 2015, Russia has largely supported the regime of Bashar al-Assad in Syria against di- verse opposition. At the same time, Israel has continued its policy of limited military intervention – predominantly air strikes against Iranian targets and proxies, many of which are Russia’s partners in Syria. The Israeli strategy of attacking Iranian targets in Syria is not new. For example, Israeli Defence Forces (IDF) destroyed Assad’s nuclear reactor in 2007. Rus- sia has also been present in Syria for a long time, but until 2015, its presence was limited and it did not play a significant role in relations with Israel. Since 2015, however, the situation has changed sig- nificantly. Russian aviation and air defence began op- erating actively on the side of Assad’s regime. From the beginning, the media in both Russia and Israel hypothesized that the activation of Russian forces in Syria would interfere with the activities of the Israeli Air Force. Moreover, Israeli officials regularly voiced complaints that the Russians were actually interfering and hindering IDF operations in Syria. At the same time, the two sides have cooperated to a degree, enabling frequent attacks by the Israeli Air Force against targets in Syria affiliated with Iran. This Policy Brief offers a comparative analysis of Russian and Israeli interests in the context of the Syr- ian conflict. It contends that cooperation between the two countries has been a win-win situation for both sides, while having little influence on Russian-Israeli relations more generally.

- A joint Chicago Council on Global Affairs and the Levada Analytical Center survey shows few Russians or Americans expect great changes to US-Russia ties now or in the next 10 years, although both publics see the merits of collaboration. According to a January–February 2021 joint survey by the Chicago Council on Global Affairs and the Levada Analytical Center in Moscow, neither Russians nor Americans expect the new US administration to prompt a reset in bilateral relations. While many Russians have yet to form an opinion of US President Joseph Biden, few in either country expect great changes to US-Russia ties now or even in the next 10 years. - The main goal of this study is to identify policy implications for investment cooperation between Korea and Russia in the 4th term of President Putin and to seek ways to increase mutual investment. In particular, case studies were conducted of various investment cooperation projects by Russia with other countries amid the ongoing fourth industrial revolution, aiming to suggest more practical approaches to increase Korean investment in Russia. Marking the 30 years since establishment of diplomatic relations between Korea and Russia, we need to look back on economic cooperation between the two countries and seek ways to develop cooperation one step further. We are seeing fundamental changes in the industrial structure due to reorganization of the international order and digital transformation – such as competition be-tween the United States and China, the establishment of strategic cooperative relations between China and Russia (the so-called fourth industrial revolution), ecosystem disturbances due to climate change and the COVID-19 pandemic, etc. It is necessary to prepare a new type of cooperation strategy in consideration of the fundamental change of paradigm.

- It has become commonplace to describe the relationship between China and Russia as ‘a marriage of convenience’,1 in particular in the aftermath of the annexation of Crimea in 2014. However, this popular metaphor hides very different – even contradictory – interpretations of the nature and future of the relationship. Perhaps depending on one’s take on arranged marriages, the deepening relationship between these two states is seen as ‘stable and successful’2 and ‘durable’,3 or on the contrary, as a ‘mere’ convenient arrangement doomed to be a temporary solution.4 It seems that fuzzy and often misunderstood marriage allegories bring more confusion than clarity to understanding and explaining complex relations between states. Shared norms and worldview would certainly indicate a steady and long-term arrangement whatever the marriage metaphor used. The Sino-Russian partnership is dense and multidimensional, and it is rooted in shared norms. International norms – the standard of expected state behaviour – reflect the underlying values of the global system, and underpin international cooperation in the political, economic and security-related fields.Sino-Russian normative cooperation aims at redefining and re-interpreting existing international norms in a way that reflects their shared principles, worldviews and threat perceptions – ‘like-mindedness’ as Chinese official communication refers to it.5 Both China and Russia share a conviction that today's international order is unfairly dominated by the US and the West, and that the current international norms and their interpretation reflect Western values that should not be considered universal. They are both convinced that these need to be changed, and that the time is ripe for this. For Beijing and Moscow, a post-Western era of global governance looms on the horizon. This shared reading of the present and predilection for such a future global order has been translated into dynamically evolving normative cooperation between the partners at multilateral level. Two other important and shared convictions are, first, that neither party represents a threat to the other regime’s survival (and even has an interest in supporting the other regime) and, second, that the West would like to see the regime in both China and Russia challenged (and under the right circumstances is ready to contribute to this). The shared worldview and threat perception help to smooth out the differences between the two countries: when their interpretations differ, they show mutual self-restraint and acquiesce rather than go against each other in the name of national interest. This Brief examines the normative dimension of Sino-Russian cooperation – i.e. how the two countries advance their understanding of international rules and norms together in the international arena. It studies how the two countries advance their understanding of appropriate state behaviour internationally in three areas: human rights, non-intervention and cyber-governance. All three issues are united by a common thread – states’ sovereignty – a robust version of which both vigorously defend. As a result, in these three areas, their cooperation is particularly strong and proactive.

The Nord Stream 2 pipeline project should be under intense scrutiny. If Moscow shows itself unwilling to cooperate, construction should be stopped.

- This study is the outcome of a joint research project commemorating the 15th anniversary of the establishment of the cooperative relationship between the Korea Institute for International Economic Policy (KIEP) and the Institute for Economic Research of the Far Eastern Branch of the Russian Academy of Sciences (ERI). As is well known, the year 2020 marks the 30th anniversary of diplomatic relations between Korea and Russia. Therefore, it is time for the two countries to prepare for the “2.0 Era of Korea-Russia Cooperation” while comprehensively evaluating existing achievements and tasks. In particular, in order to build a sustainable relationship between the two countries, it is necessary to establish a strategic contact point between Korea’s New Northern Policy and Russia’s New Eastern Policy, which can be realized through bilateral and multilateral cooperation in the Far East. In this regard, the main purpose of this study is to understand the main directions, key objectives, and political and economic implications of Russia’s policies in the Far East, which have been strategically pursued since the launch of Putin’s fourth term, and to explore new opportunities and possibilities for development cooperation in the Far East. - Small border traffic (SBT) between the Republic of Poland and the Russian Federation has proved to be a success story in its social, economic and cultural dimensions. Issuing local residents with permits to cross the border between Russia's Kaliningrad region and several counties in Poland's Pomorskie and Warminsko-Mazurskie voivodships has boosted mutual contacts, benefitted the tourism and retail sectors, and spurred scientific collaboration, youth exchanges, and cooperation among NGOs. Fears of increased crime in border regions or violations of the SBT agreement proved unfounded. At the same time, SBT has revealed an array of challenges facing both countries, including a need for the expansion of border crossing infrastructure and deepening regional and intergovernmental cooperation, especially with the eventual start of visa-free traffic or for such events as the World Cup finals in Russia in 2018.

- Europe's energy discourse has been unjustifiably preoccupied with concerns about potential physical disruptions of Russian gas. Yet, the real challenge for European-Russian energy relations, and in fact, for European energy security, lies in settling on a price that leaves both sides content. - The return of Vladimir Putin as Russia's president and the probable end of Dmitri Medvedev's modernization project will increase the alienation within German-Russian relations. Germany's modernization partnership with Russia has produced limited results because the two sides have different views on the cooperation. While the German side wants to develop common projects of good practice which will modernize the Russian economy and politics, the Russian side is interested in technology transfer. The interest in and knowledge of Russia among German decision-makers is decreasing. Germany lacks vision and concepts on how to influence developments in Russia. This is also due to the resistance of the current Russian elite towards implementing political reforms. As a result, Russia is losing its most important advocate in the EU (also regarding energy policy). This will have a negative impact on EU-Russia relations because the EU lacks leadership on Russia. Ongoing changes in Russian society, which challenge the Putin system, will present an opportunity to find new allies in Russia for cooperation and modernization, which may increase Germany's interest in its large neighbour. But this will call for a more balanced approach between the Russian elites and society in Germany's Russia policy.

- The small war between Georgia and Russia from 8 to 22 August 2008 has shattered any remaining illusions over the frontiers of the normative map of Europe. All the primary parties have to be criticised: Russia for setting a trap for Saakashvili to fall into, the Georgian leadership for its astounding military and political blunder in falling into it, and the United States for having failed to restrain its protégé. The first consequence is that Georgia has paid the price of Saakashvili's folly, with the definitive loss of Abkhazia and South Ossetia. The second consequence is triggered by Russia's continued occupation of strategic points in Georgia-proper, which means not peacekeeping but threatened strangulation of the Georgian economy and its role in the transit of oil and gas from the Caspian to the West. It also means that business as usual has become impossible, as already announced between NATO and Russia, and with more important decisions pending in both the EU and US. The third consequence is that the EU should immediately step up its policies to integrate Ukraine, with real perspectives of membership subject to the standard criteria. The fourth unknown consequence is how far this deteriorating process between Russia and the West will go. Russia may pretend, with its petro-power and wealth, to be immune from any actions by the West, but beyond the short-term it is vulnerable. Whatever these unknowns, already Russia has crossed a red line with its strategic occupation of Georgia-proper, rather than the option just to push Georgia out of South Ossetia. This latter option would have met with widespread understanding internationally. But with its chosen option Russia has placed itself in another category, which is a throwback to earlier times, and totally incompatible with the political and moral principles of modern Europe.
