In recent years, especially since September 11, 2001, several Middle Eastern terrorist groups have shown growing interest in waging mega-terror -- attacks that would kill hundreds, even thousands, of innocent victims, cause mass disruption, and profoundly affect the psychology of the targeted society. While not the first incidents of mega-terror, the September 11 attacks were the most successful. As such, they have been a source of inspiration for these groups, showing that it is possible to inflict mass casualties through the imaginative employment of means available to most terrorist organizations.

On August 18, 2004, three staff members from the 9-11 Commission—Christopher Kojm, C. Michael Hurley, and Thomas Dowling—addressed The Washington Institute's Special Policy Forum. Mr. Kojm was the commission's deputy executive director. From 1998 until February 2003, he served as deputy assistant secretary for intelligence policy and coordination in the State Department's Bureau of Intelligence and Research. Mr. Dowling was a professional staff member with the commission. He retired from the U.S. Foreign Service in 2002 after a thirty-year career in which he served in several Middle Eastern countries. In his last assignment, he was the deputy director and acting director of the Office of Near East and South Asian Analysis in the State Department's Bureau of Intelligence and Research. Mr. Hurley was senior counsel on the commission and head of its counterterrorism team. A career CIA officer, he served as National Security Council director for the Balkans from 1998 to 1999. He also led CIA and military Special Forces teams in Afghanistan in the months after the September 11 attacks. The following is a rapporteur's summary of their remarks.

The 2004 Republican Party platform, "A Safer World and a More Hopeful America," devotes a third of its ninety pages to foreign policy under the heading "Winning the War on Terror." The platform represents a comprehensive summary of the Bush administration's accomplishments and details the philosophy and principles behind the party's foreign policy. Explaining why "the American people are safer" now than they were three years ago, the platform points to gains in combating terrorists and tyrants, curbing the proliferation of weapons of mass destruction (WMD), promoting democracy, improving homeland security, and strengthening relationships with key allies via counterterrorism efforts. According to the platform, the administration's approach is "marked by a determination to challenge new threats, not ignore them, or simply wait for future tragedy -- and by a renewed commitment to building a hopeful future in hopeless places, instead of allowing troubled regions to remain in despair and explode in violence."

The 2004 Democratic Party platform, "Strong at Home, Respected in the World," which will be formally adopted today at the party's convention in Boston, reflects the prominence of foreign policy in this year's election. Indeed, nearly half the document is devoted to strengthening American security policy after September 11 and U.S. Middle East policy writ large, including terrorism, weapons of mass destruction (WMD), democracy promotion, Arab-Israeli peace, U.S. military readiness, homeland security, and energy independence. By comparison, only ten of the fifty pages in the 2000 platform were devoted to foreign policy, and the Middle East did not stand out as a region of particular concern.

For the seventh time since President Hosni Mubarak took office twenty-three years ago, a new Egyptian cabinet has been sworn in. The ceremony took place on July 14, 2004, with the aim of addressing the tremendous challenges posed by a deteriorating economy and by growing internal and external pressure for political reform. Toward that end, the regime appointed technocrats and entrepreneurs in the hope of alleviating some of the country's chronic problems. Although the cabinet consists of many new faces -- fourteen freshly appointed ministers out of a total of thirty-four -- its potential role in stimulating specific policy changes remains unclear.

112. Genocide in Sudan?

Abstract:
More than a decade after the genocide in Rwanda, international attention has once again shifted to the specter of tragedy in Africa, this time in the Darfur region of western Sudan. For more than a year, government-backed Janjaweed militias have been responsible for thousands of acts of murder, rape, and physical destruction of homes and property, leaving approximately one million civilians homeless. The Sudanese government bears direct responsibility for these atrocities, which are aimed at destroying the civilian support base of the largely non-Arab forces that began rebelling against the central government last year. As the human costs of this campaign continue to soar -- according to the U.S. Agency for International Development, the death toll has reached a rate of one thousand civilians per day -- much needs to be to stem the bloodshed. Otherwise, Darfur will join Rwanda as a tragic symbol of the international community's impotence in the face of genocide and mass atrocities.

Like all U.S. forces in Iraq, the 82nd Airborne Division was worked hard in 2003-2004. Beginning in February 2003, the division's headquarters were split between Afghanistan and Iraq. From February 2003 to April 2004, at least two maneuver brigades from the division were continuously deployed in one of these two countries. Eventually, every brigade in the division rotated through Iraq.

On July 14, 2004, Bahraini security forces arrested seven suspected terrorists accused of planning "to carry out bombings on some government, economic, and tourist facilities to spread chaos and fear and harm the national economy and foreign investments." The arrests targeted a group of Sunni radicals of the extremist Salafi sect who had received their religious training in Saudi Arabia. This development marks an important geographical expansion of the terrorist threat in the Persian Gulf. It also highlights the potential for an emerging nexus between radical Islamist overspill from Saudi Arabia and a growing sense of Sunni disentitlement and traditionalist backlash in the modernizing smaller Gulf states.

Although the United States had been engaged in a similar reconstruction effort in Iraq not more than twelve years before the recent war in that country, the Iraq of 2003 was fundamentally different from the Iraq of 1991, which meant that the reconstruction effort this time around would also be fundamentally different. First and foremost, the reconstruction effort of 1991 was directed more toward the rebuilding of Kuwait. Because Iraq had triggered the first conflict, the donor countries were inclined to allocate the majority of their funds to the aid effort in Kuwait. Second, both the political situations and the internal economies of the countries that contributed to reconstruction effort twelve years ago were vastly different. In addition, several other reconstruction efforts were -- and had been -- going on when plans for the current reconstruction of Iraq were being formulated. Those efforts were in the Balkans, East Timor, and U.S.-occupied Afghanistan. By mid-March of 2003, while both the Afghan project and the Iraq war were underway, plans were made to establish a coordination group to raise money for the reconstruction of Iraq. This group was called the senior Coalition Contribution Group (CCG).

The culmination of Operation Iraqi Freedom has given rise to much debate concerning the exact nature of Iraq's weapons of mass destruction (WMD) programs. Similarly, ongoing negotiations with Iran regarding its nuclear activities have also been dogged by imprecise intelligence and unclear strategies. Both of these cases have led many to realize that noncompliance with weapons inspections does not automatically indicate the existence of hidden weapons programs. Although the Senate Intelligence Committee has yet to issue its report on Iraqi WMD, one could reasonably argue that the situation in Iraq during the 1990s served as an example of how inspections can provide a powerful deterrent against covert WMD activity. At present, it is too early to establish with any certainty the exact nature of Iraqi WMD prior to the invasion. Just as some prewar analyses were mistaken when they claimed to know precisely where Iraq's weapons stockpiles were, it would now be erroneous to declare that the country possessed no WMD before the war or that such weapons are not present there today. One must remain open to various possibilities until history comes down conclusively on either side.

After several days of diplomatic tension between London and Tehran, eight British military personnel who had been captured by Iran's Islamic Revolutionary Guard Corps (IRGC) were released and flown out of Iran on June 24. The men, who served with the coalition forces in Iraq, had been in three boats intercepted in the Shatt al-Arab waterway, the confluence of the Tigris and Euphrates Rivers that forms the border with Iran. (Tehran, which dislikes the Arab name, calls the waterway the Arvand River.) The incident comes after several weeks of minor clashes in the Persian Gulf and at a time when Iran is facing strong international pressure due to concerns about its suspected nuclear weapons program.

On June 1, 2004, the Kurdistan Workers Party (PKK) -- an organization that appears on the State Department's list of Foreign Terrorist Organizations and whose attacks caused more than 30,000 deaths in Turkey during the 1980s and 1990s -- declared that it had rescinded its unilateral "ceasefire" of February 2000. This declaration was quickly followed by an escalation of violence in southeastern Turkey. This development poses a threat to Turkey's internal security and to the European Union reform process that began after Ankara apprehended PKK leader Abdullah Ocalan in February 1999. Ocalan's capture led to a drop in PKK violence and a relaxation in the country's political environment, catalyzing reforms on the Kurdish issue that had previously been deemed impossible (see PolicyWatch no. 786).

Muqtada al-Sadr represents a serious long-term political and military challenge to the coalition and the new Iraqi government. Open warfare between Sadr and the coalition first emerged on April 4, 2004, with "uprisings" by his militia, the so-called Mahdi Army, in Baghdad and across southern Iraq. Although Sadr has not achieved his objective of a broad-based Shi'i rebellion, coalition forces have not been able to bring him to justice or dissolve his militia. Both sides are now playing a high-stakes game. The coalition is betting that it can eliminate or reduce Sadr as a political force without causing a serious breach with the larger Shi'i community. Sadr is gambling that he can persist, even prosper, in the face of the coalition. Indeed, he has long-term political goals and is positioning himself for the upcoming elections. The prospects that the coalition can bring him under control at acceptable cost and risk remain uncertain.

For years, the Turkish Cypriots have been blamed for the Cyprus issue. Nevertheless, Turkish prime minister Recep Tayyip Erdogan personally convinced UN secretary general Kofi Annan to open the fourth round of negotiations, and Rauf Denktas, president of the Turkish Republic of Northern Cyprus, was much more productive in these talks than was the Greek Cypriot leader. The conclusions emerging from the Annan Plan negotiations were the best obtainable result, even though they did not address all Turkish priorities. According to the plan, the Greek and Turkish Cypriots each submitted the plan's proposals to a separate referendum. Yet, only the Turkish Cypriot leadership stood behind its word and asked for a "yes" vote. With this, the Turkish Cypriots sent the message that they were ready to integrate into the international community. Unfortunately, the Greek Cypriot leadership backed off of its support for the agreement, and the Greek Cypriots consequently rejected the plan in their referendum. The European Union (EU) had promised Greek Cypriot accession regardless of their referendum result, however, and on May 1, Greek Cyprus entered the EU while the Turkish side remains unfairly punished by international sanctions. The destiny of the Turkish Cypriots should not rest in the hands of the Greek Cypriots, and the world has begun to recognize this. Now, lifting the sanctions on the Turkish Cyprus is Turkey's priority.

127. Relying on the Saudis: The Challenge for U.S. Oil Policy

Over the past week, oil prices have exceeded $40 per barrel for the first time since the 1990 Iraqi invasion of Kuwait, and gasoline prices in parts of the United States are now more $2 per gallon. Contributing to this increase were heightened concerns about supply, particularly in the wake of a May 1 terrorist attack in Saudi Arabia, the world's largest oil exporter. Two Americans and three other Westerners were killed in the attack, and the body of one of the victims was dragged through the streets behind the terrorists' vehicle. Following the incident, the U.S. ambassador to Saudi Arabia urged Americans to leave the kingdom.

Over the past two weeks, the Bush administration has circulated a revised draft of its Greater Middle East Initiative, a plan designed to support political, economic, and social reform throughout the Arab and Muslim worlds. According to news reports, the new draft -- a version of which will be presented at the G-8 Summit in June -- has a more limited scope than the draft leaked to an Arabic newspaper in February 2004 and criticized throughout the Arab world as a neo-imperial intervention. According to the Financial Times, the new draft contains five objectives that call for the establishment of the following elements: a democracy foundation, a democracy assistance group, a literacy corps, a micro-finance initiative, and a "forum for the future." For both substantive and strategic reasons, it is a positive sign that the literacy project -- a holdover from the original draft -- remains a core goal.

Common wisdom holds that Arafat's departure from the scene opens promising new horizons to the future of the Palestinian people as well as to Palestinian-Israeli relations. But horizons, by definition, have the tricky nature of distancing themselves from you as you approach them, leaving you with the gloom of day-to-day reality. How, then, should the parties involved go about the mission of making the promises inherent in the new situation a reality rather than a Fata Morgana? The two first steps are: empowering the emerging new-old moderate Palestinian leadership through free democratic elections and creating a significantly improved security environment, free of the devastating effects of terror. Indeed, the security and political challenges need to be addressed simultaneously since they are intertwined. This article will discuss in detail the latter challenge and will suggest a phased approach toward a stable calm. Securing a violence-free environment (in relative, Middle Eastern terms) is essential. We have witnessed time and again how violence cripples Palestinian politics and undermines the prospects of peace between Israelis and Palestinians. A violence-heavy environment puts tremendous pressure on both Palestinian and Israeli decisionmaking, narrowing the leeway for any compromise, and forcing short-term, emotionally-driven decisions over long-term, rationally-driven ones. Holding free, fair Palestinian elections, enabling smooth Israeli disengagement from Gaza and northern West Bank, and giving a chance to Israeli-Palestinian re-engagement and future relations all require a violence-free environment.

As the Palestinians seek to sort out the post-Arafat succession, ostensibly the first order of business is presidential elections. The Palestinian Authority (PA) has said it would hold presidential elections on January 9, 2005. However, making the election successful may require prior commitment to a cease fire, which in turn requires understandings among Palestinian factions accepted by Israel; this would be necessary to ensure peaceful conditions on the ground and the absence of Israeli military interruption during the election itself and the preceding campaign. According to the London-based Arab daily al-sharq al-Awsat, Mahmoud Abbas (a.k.a. Abu Mazen), former Palestinian premier and newly named chairman of the Palestine Liberation Organization drove home this point in two rounds of talks with Palestinian rejectionist groups over the last week. Abu Mazen is quoted as saying, "We need a safe, secure and calm internal situation, so we can hold elections. There is no possibility of holding elections while we are in a state of war and violent struggle. Elections need a secure environment that will allow for it to be done in a free and fair manner. Elections require freedom of movement and transportation to reach the ballot boxes and ensuring the participation of citizens." Indeed, there have been a variety of quotes from rejectionist leaders saying they may be willing to adhere to a unilateral ceasefire, but so far, there has been no definitive word from the main rejectionist group, Hamas. There have been a variety of reports that Hamas would agree to a ceasefire, but it seems that it will only if Israel accepts it as well. Israel may respect a truce brokered by Egypt among the Palestinian factions just as it consented to one during the summer of 2003. At the same time, it will be concerned that its acceptance not be exploited by undisciplined radicals in a way that ties Israel's hands and makes it vulnerable to attack. The last ceasefire fell apart because of differing understandings of its terms among the key protagonists. Unless that lesson is learned another truce is likely to fall apart, too. Another prerequisite for elections is that Abu Mazen needs to receive the nomination of the dominant Fatah party. Abu Mazen's nomination could easily be a formality, since so far, there is no real opposition. Yet, Fatah elections, while recognized by many as necessary, might be resisted by an Old Guard seeking to preserve its power. The issue of Fatah elections has been a dominant motif of the Young Guard. They believe that a combination of elections on all levels will have the cleansing effect of ridding the PA of old cronies of Yasser Arafat, who were beneficiaries of corruption. Moreover, it will inject new blood into a calcified system.

A transfer of power within the Palestinian Authority, coupled with the Israeli disengagement from Gaza, presents both challenges and opportunities for reviving Israeli-Palestinian peace negotiations. The preconditions of past peace treaties between Israel and its Arab neighbors have demonstrated the necessity for calm on the ground and strong leaders who can force their constituents to accept peace. Unfortunately, the past four years of fighting, the lack of strong leadership, and the asymmetry of power between the Israelis and Palestinians all act as bulwarks against necessary change. The situation is complicated by the need to prevent Hamas and local warlords from expanding their power. Nevertheless, from the Israeli perspective, there are some opportunities for change. The disengagement plan proves that Prime Minister Ariel Sharon understands that Israel cannot sustain the settlements, while the continued construction of the West Bank fence presents opportunities for new negotiations.

The convergence of Yasser Arafat's departure from the scene after four decades of domination and the imminent Israeli disengagement from Gaza (which will include the removal of settlements for the first time since 1967) represents a unique opportunity for Israeli-Palestinian relations. Arafat leaves behind a huge leadership void. With such prolonged centralized control over Palestinian affairs, he was everything in one man. He was the glue holding together all strata of Palestinian society—those living inside and outside the territories, Gazans and West Bankers, older and younger generations of activists, Islamists and leftists. He was the head of the Palestine Liberation Organization, the Palestinian Authority, and the Fatah movement, and he personally controlled political, security, and economic decisionmaking as well as enormous funds. Many forces are likely to attempt to fill the vacuum and share in the inheritance. There are already signs of the emergence of a collective leadership composed of the veteran Fatah leadership, headed by Mahmoud Abbas (a.k.a. Abu Mazen) and Ahmad Qurei (a.k.a. Abu Ala) and supported by Fatah activists of the intermediate generation. They will divide Arafat's powers and responsibilities among themselves and seek to stabilize their rule based on the collective desire to preserve national unity. Over time, however, the internal contest over spoils and policies is likely to surface and threaten the new leadership. The imminent Israeli disengagement from Gaza, which is deeply dividing Palestinian society, will only add to the challenge.

Jordan's ultimate strategic objective is peace in the Middle East. While the Jordan-Israel treaty remains seminal in importance for the Middle East and beyond, the continued bloodshed in the region sobers the anniversary celebration. The Jordan-Israel treaty reflected the courage and vision of King Hussein and Israeli prime minister Yitzhak Rabin. Reaching agreement on this treaty was not always an easy process. The initial talks between the two countries in September 1993 resulted in a stalemate. The second round of talks in April 1994 was more successful, but when the United States was invited to serve as a guarantor, Washington balked at the idea of a Jordan-Israel treaty. Nevertheless, throughout the negotiations, Hussein and Rabin both demonstrated farsighted leadership and deep convictions about the absolute necessity of peace. They understood that they had to view each other as partners, not adversaries, and deal with each other directly. There is a place for third-party mediation and negotiation, but only when all other options have been exhausted and talks are at a standstill. The Jordan-Israel treaty and the Oslo negotiations are good examples of the efficacy of direct communication in peace talks.

On October 4, 2004, Commissioner-General of the UN Relief and Works Agency (UNRWA) Peter Hansen unapologetically admitted to the Canadian Broadcasting Corporation (CBC) that the UN employs members of Hamas. "Oh, I am sure that there are Hamas members on the UNRWA payroll," Hansen stated, "and I don't see that as a crime." The fact that Palestinian terrorist groups have increasingly used civilian cover to facilitate their activities remains undisputed (notwithstanding the recent spat between Israel and the UN over drone reconnaissance pictures depicting what Israeli officials claimed were Hamas operatives transporting Qassam missiles in a UN ambulance, but which now appear to have been merely stretchers). One of the most serious implications of four years of incessant violence and terrorism is the fragmentation of Palestinian society. Notwithstanding the debate over the impact of the Israeli presence in the territories, Palestinian quality of life cannot improve without radical reform in the structure of the Palestinian Authority (PA), its leadership, and its methods of governance. Indeed, PA Prime Minister Ahmed Qurei cited chaos as the reason for his recent resignation (which he subsequently rescinded). Similarly, on July 21, PA minister in charge of municipal governance Saeb Erekat, stated, "If we can't restore public order and law . . . this will bring the greatest damage to the Palestinian people and their cause. . . . It's the whole social fabric that is collapsing now." Palestinian Authority (PA) chairman Yasir Arafat is facing a serious challenge to his authority, perhaps the most serious since he arrived in the territories from Tunis a decade ago this month. Yesterday, the Palestinian Legislative Council (PLC) voted by a 43-4 margin to accept the resignation of Prime Minister Ahmed Qurei (a.k.a. Abu Ala), who earlier this week warned he would quit due to the lack of reform in the PA and the lack of authority granted him to halt chaos in the West Bank and Gaza. In doing so, the PLC called for the formation of a new reform-oriented government, a move that could actually serve to strengthen Qurei's position in a power struggle with Arafat. The resignation marks the second time in ten months that a Palestinian prime minister has resigned due to complaints about lack of authority.

When the IDF withdrew from southern Lebanon in May 2000, Hizballah realized that it had to change direction somewhat, primarily because it had lost its avowed justification (and any hint of international legitimacy) for carrying out attacks from Lebanon. Accordingly, Shaykh Hassan Nasrallah, the group's secretary-general, instantly changed his rhetoric, focusing less on Lebanon and more on Palestinians in the West Bank and Gaza. In one speech, for example, he told Palestinians that it took Hizballah eighteen years to force Israel out of Lebanon, and that they could accomplish the same feat in even less time through armed struggle and suicide bombings.

On the eve of the vote, Sharon fired two ministers from the National Union Party (NU) for opposing the plan. That move led the staunchly pro-settler NU to withdraw entirely from Sharon's government, decreasing his coalition's 68-seat Knesset majority by 7 seats. Following the cabinet vote, a minister and a deputy minister from the pro-settler National Religious Party (NRP) resigned, and both have stated that they would individually leave Sharon's coalition as well. If they do so, Sharon would for the first time preside over a minority coalition of 59 in the 120-member Knesset.

On May 17, 2004, Israeli justice minister Yosef (Tommy) Lapid addressed The Washington Institute's Special Policy Forum. Mr. Lapid became head of the Shinui Party in 2000. Under his leadership, Shinui has rapidly grown in popularity and is now the third-largest faction in the 120-member Knesset and the second-largest in Prime Minister Ariel Sharon's coalition. The following is a rapporteur's summary of his remarks. Recent polls show that 70 to 80 percent of Israelis support Sharon's Gaza withdrawal initiative. Therefore, they are unlikely to accept the Likud Party referendum of May 2, 2004, rejecting this initiative. At the same time, Israel cannot afford to allow a post-withdrawal vacuum to emerge in the territories, which the Iranians could potentially fill (Tehran supports Hizballah, which in turn supplies Hamas and Palestinian Islamic Jihad [PIJ]). Therefore, the withdrawal initiative must be altered somewhat from its original concept. Such a change would allow Sharon to say that he is accepting the ruling of his party while nevertheless moving forward with disengagement. His Gaza plan may turn out to be a three-stage process that is acceptable to Shinui. In any case, if an alternative formula is not proposed soon, Shinui will be forced to reconsider its participation in the government. We cannot sit idly and hope that Washington holds out on Israel's behalf against the interventionist tendencies—or so-called "goodwill"—of the Quartet. Shinui's formula for conflict management differs from that of both Sharon and the Israeli left, coming as it does from the center of the Israeli political spectrum. Shinui is well aware of the Roadmap's stipulation that measures must be taken against terrorism. Although Israel should indeed resume the reciprocal processes outlined in the Roadmap, it must also recognize that Palestinian Authority (PA) prime minister Abu Ala cannot dismantle Hamas and PIJ under the current circumstances without causing a civil war. Yasir Arafat does not want to make peace. Hence, Abu Ala must unite the PA's sixteen security organizations under one entity, which he should then head rather than allowing these forces to remain under Arafat's leadership. In the past, Shinui opposed talking to Abu Ala until he put a stop to terrorism, but the party has changed its stance for the time being. When Likud rejected Sharon's initiative, Shinui realized that the right was attempting to create a stalemate. Shinui cannot subscribe to any such policy. If these delay tactics continue, international parties may attempt to enter the arena both politically and physically. Israelis must therefore take the initiative to speak with Abu Ala based on the acknowledgment that he is unable to wage a comprehensive fight against terrorist organizations. If Likud does manage to move forward with disengagement in the near term, however, Shinui will rethink its policy toward Abu Ala.

From an economic point of view, such a development would seem highly unlikely; Turkey ranks thirteenth on Israel's list of trading partners, while Israel ranks ninth among Turkey's trading partners. Yet, the question remains: do the deep economic ties between Turkey and Israel (which also share close political and military relations) provide a reason for optimism that economic initiatives can help improve political relations elsewhere in the region?

Apart from brief references to the arrest in May 2003 of suspected members of Jemaah Islamiyah in Phnom Penh and the later revelation that Hambali (Riduan Isamuddin) had spent six months in Cambodia before being captured in Thailand, the international media have paid little attention to Cambodia's 'indigenous' Islamic community, the Khmer Islam (Islamic Cambodians), numbering around 500,000 in a total population of 12-13 million. Generally described as 'Chams', the majority are the descendants of immigrants from the once-powerful kingdom of Champa located on the central coast of modern Vietnam. But Cambodia's Islamic community also includes the descendants of Malay settlers, perhaps 15% of the total. Members of this latter group are known as Chvea. For the most part living apart from the ethnic Cambodian population both during colonial times (1863-1953) and following independence, the Khmer Islam community played little part in politics. During the Pol Pot regime (1975-79) members of the community suffered grievously, with an estimated 90,000 dying from executions, overwork and hunger and disease out of a total of250,000. Following the fall of Pol Pot the position of the Cambodian Islamic community has attracted the interest of co-religionists in the Middle East and Southeast Asia who have contributed substantial funds for the construction of mosques, the support of Koranic schools and financing of participation in the haj. At the same time there has been a substantial growth in the interchange between members of the Khmer Islam community and fellow Muslims in southem Thailand and Malaysia. Overall, the community remains generally poor and disadvantaged and so potentially unlnerable to external influences.

162. Saudi Arabia's Dubious Denials of Involvement in International Terrorism

Saudi Arabia's past involvement in international terrorism is indisputable. While the Bush administration decided to redact 28 sensitive pages of the Joint Intelligence Report of the U.S. Congress, nonetheless, Saudi involvement in terrorist financing can be documented through materials captured by Israel in Palestinian headquarters in 2002-3. In light of this evidence, Saudi denials about terrorist funding don't hold water. Israel retrieved a document of the International Islamic Relief Organization (IIRO) which detailed the allocation of $280,000 to 14 Hamas charities. IIRO and other suspected global Saudi charities are not NGOs, since their boards of directors are headed by Saudi cabinet members. Prince Salman, a full brother of King Fahd, controls IIRO distributions "with an iron hand," according to former CIA operative Robert Baer. Mahmoud Abbas, in fact, complained, in a handwritten December 2000 letter to Salman, about Saudi funding of Hamas. Defense Minister Prince Sultan has been cited as a major IIRO contributor. It was hoped, after the May 12 triple bombing attack in Riyadh, that Saudi Arabia might halt its support for terrorism. Internally, the Saudi security forces moved against al-Qaeda cells all over the kingdom. But externally, the Saudis were still engaged in terrorist financing, underwriting 60-70 percent of the Hamas budget, in violation of their "roadmap" commitments to President Bush. Additionally, the Saudis back the civilian infrastructure of Hamas with extremist textbooks glorifying jihad and martyrdom that are used by schools and Islamic societies throughout the West Bank and Gaza Strip. Ideological infiltration of Palestinian society by the Saudis in this way is reminiscent of their involvement in the madrassa system of Pakistan during the 1980s, that gave birth to the Taliban and other pro bin-Laden groups.

Israel and the PLO have been confronting each other according to completely different paradigms of conflict. Since the late 1960s, the PLO has adopted a "people's war" paradigm that continued to guide its policies even after the signing of the 1993 Oslo Accords. According to the "people's war" paradigm, borrowed from Marxist-Leninist traditions in China and Vietnam, conflict is waged on both the political and military levels, but for militarily weaker guerilla groups, political conflict is more important, especially the delegitimization of an adversary and the division of his society. Prior to 1993, Israel largely responded to the PLO militarily as a terrorist threat, but not politically. After 1993, with the PLO "renouncing" terrorism, Israel embraced the PLO leadership and ignored the signs that the PLO was still engaged in political warfare against it (incitement, reluctance to alter PLO Covenant, UN votes, textbooks). Israeli governments later complained about these symptoms of political warfare, without identifying the cause. Established Israeli traditions place undue emphasis on the narrowly-framed military approach to the detriment of the political, which leaves Israel particularly vulnerable to broad-based strategic deception. Israeli policy-makers must reexamine the assumptions upon which they have based political and military policy over the last decade.

164. Unilateral Separation as Roadmap Insurance

The record of formal efforts to negotiate peace in protracted ethno-national conflicts (Balkans, N. Ireland, Sri Lanka, etc.) is not encouraging. Israel needs a serious insurance policy, in the form of unilateral separation, to minimize vulnerability to another and potentially more deadly terror campaign, should the "roadmap" fail. The construction of a separation barrier is supported by over 70 percent of the Israeli public, representing a broad consensus from across the political spectrum that favors a physical barrier blocking access to Israeli cities in order to prevent a resumption of the Palestinian terror campaign of the past three years. Political separation will also promote a two-state solution, allowing Israel to remain a culturally Jewish and democratic society while fostering Palestinian sovereignty. Key policy issues concern the pace of construction and the route to be taken for the remaining sections. While options range from a minimalist 300 km line to a 600 km alternative that would include most Israeli settlements, a pragmatic middle route including settlement blocs like Ariel and Gush Etzion may provide the optimum mix under present circumstances. If the Palestinian security framework proves its capabilities in preventing terror, and political negotiations on borders progress, the barrier can be relocated.

The roadmap has significant roots in the UN, an organization long understood as biased against Israeli interests and Jewish well-being in general. Examples include the work of the UN "Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories," established in 1968, and the UN "Committee on the Exercise of the Inalienable Rights of the Palestinian People," created in 1975. There is a pressing need to clarify with the American administration what attributes of sovereignty will not be accorded a Palestinian state with provisional borders prior to final status negotiations. Israel must reassert that its consent is necessary for any decision affecting its essential interests. An American commitment to object to any unilateral declaration of independence should be immediately forthcoming and clearly understood by the parties. The UN and the European Union must be kept out of any monitoring and assessment function. Recognition of a fundamental breach, and the ability to apply the necessary consequences, require that precise and public monitoring by Israel start now.

166. Defensible Borders for Israel

The quest for defensible borders has been an axiom of Israeli governments since 1967 on the basis of UN Security Council Resolution 242. Defensible borders for Israel has been explicitly backed by Washington since the Reagan administration. In Rabin's last Knesset address he made clear that Israel "will not return to the 4 June 1967 lines." He insisted on a map including a united Jerusalem, the settlement blocs, and the Jordan Valley. In 2003, Israeli planners will have to operate under the assumption that the dismantling of the Palestinian terrorist infrastructure will be incomplete, and should a Palestinian state nonetheless be established, its complete demilitarization will not be reliable. During the Oslo years, the Palestinian leadership was in material breach of the military clauses of the Interim Agreement, seeking to import illegal weaponry like SA-7 shoulder-fired anti-aircraft missiles and manufacturing Qassam rockets. Many of the same security figures who breached Oslo now serve the government of Mahmud Abbas. Moreover, fundamentalist groups like Hamas that mentioned the Islamic term hudna, for cease-fire, understood that it means a truce that is maintained until the balance of power changes. This means they will seek rearmament; Israeli military intelligence was, in fact, reporting that Hamas had accelerated production of Qassam rockets in early July. In their pronouncements, Hamas and Islamic Jihad have even used a weaker term: ta'liq - a temporary cessation of hostilities. In the wake of the decline of the threat from Iraq, Israel will require defensible borders to meet the growing lethality of the Palestinian threat, backed by the assistance of Iran, Syria, and Saudi Arabia. The Bush administration should provide Israel with assurances concerning defensible borders as it seeks Israel's acquiescence to the creation of a Palestinian state.

167. The Global Epidemic of Illegal Building and Demolitions: Implications for Jerusalem

In recent decades, municipalities and governments in all parts of the world have struggled with illegal building. However, compared with the incessant denunciation of rather infrequent demolitions by the Jerusalem Municipality, there has been nearly a complete lack of publicity when other governments demolish illegal structures. Those who complain that many Arabs cannot afford housing in Jerusalem ought to recognize economic reality; Jewish residents of Jerusalem who also cannot afford the high cost of housing find it necessary to move to the periphery of the city where housing is more affordable. In New York, nobody would excuse or tolerate people building illegally in Central Park, whatever their attachment to Manhattan or however large their family. Even the Palestinian Authority has demolished houses constructed illegally. Particularly refreshing was PA leader Sari Nusseibeh's statement that the "gangs that build illegally on land that does not belong to them should be thrown into jail," and that "Nobody in their right mind is in favor of illegal building."

168. Should Israel Now Send a Message to the Arab World?

The impending renewal of Arab-Israeli contacts after the Aqaba summit is an appropriate occasion to reassess one of the weak points of Israel's information effort. At the 1991 Madrid Peace Conference, then Deputy Foreign Minister Binyamin Netanyahu "broke the ice" with scores of Arab reporters when he provided articulate explanations of Israel's positions. Eytan Bentsur, Director General of Israel's Foreign Ministry at the time of Madrid, saw Israel's "paternalistic" approach to the Palestinians at Oslo as contributing to the ultimate collapse of the peace process. The launch of Arab satellite television in 1994 provided Israel with direct access to millions of Arab and Muslim viewers throughout the Middle East. Prime Minister Sharon's foreign media advisor, Raanan Gissin, is regularly interviewed on the leading Arab channels. Despite the high standards of news programming on Israel's new Arabic-language Middle East Satellite Channel, it is not widely viewed in the Arab world because it is recognized as an Israeli government operation. ArabYnet, an Arabic translation of the popular Ynet news website of the Israeli Hebrew daily Yediot Ahronot, has become one of the most popular Arabic language websites on the Internet, with nearly a million unique monthly users. It is a commercial site that presents an Israeli point of view but with no particular political agenda.

169. The Psychological Framework of Suicide Terrorism

Since 1993, attempts have been made to portray Palestinian-Arab perpetrators of suicide bombings as desperate individuals understandably coping with a difficult situation, in effect, transforming the attackers into victims, and thus diminishing the impact of one's revulsion at such attacks. The use of the “bomber as victim” model has led others to similarly view, and incorrectly justify, the motivations behind Palestinian-Arab suicide bombers. Yet, in fact, individual psychopathology or personal feelings do not appear to play any significant role. Unlike other groups that have used suicide as a political or military tool, only in the case of Palestinian-Arab terror has there been an attempt to personalize the perpetrator as a victim of uncontrollable psychological and motivational forces that forced such extreme behavior. It is actually group dynamics that reinforces behavior within a Palestinian-Arab culture where suicide bombers are viewed as heroes whose faces are prominently displayed on public posters and where families of bombers are showered with both respect and financial reward.

International news organizations covering the Arab-Israeli conflict frequently refer to international agreements and resolutions in ways that are prejudiced against Israel's legal rights and claims. Frequent references to Israel's legal obligation to withdraw to the pre-1967 borders are inconsistent with UN Security Council Resolution 242 and the Oslo Accords. Neither the Oslo Declaration of Principles of September 1993 nor the Oslo II Interim Agreement of 1995 require either Palestinians or Israelis to refrain from the construction of settlements, neighborhoods, houses, roads, or any other similar building projects. References in the news media to “occupied Arab East Jerusalem” reflect an underlying assumption that eastern Jerusalem has always been an Arab city like Damascus or Baghdad, ignoring the fact that Jerusalem has had an overwhelmingly Jewish majority as far back as the mid-nineteenth century. Despite UN Secretary General Kofi Annan's announcement on 25 July 2000 that Israel had fully implemented UN Resolution 425 when it unilaterally withdrew from southern Lebanon, news organizations have continued to refer to the Shaaba Farms, located on Israel's side of the border with Lebanon, as “disputed.”

Abstract:
The Christian community in the areas administered by the Palestinian Authority (PA) is a small but symbolically important one. About 35,000 Christians live in the West Bank and 3,000 in Gaza, representing about 1.3 percent of Palestinians. In addition, 12,500 Christians reside in eastern Jerusalem. This population is rapidly dwindling, however, and not solely as a result of the difficult military and economic situation of the past two years. Rather, there are numerous indications that the Christian population is beleaguered due to its Christianity. Taken in context of the condition of Christians in other Middle Eastern countries, this picture is especially credible and troubling.

Abstract:
A U.S. government team is in Ankara today for talks with members of the Turkish military and intelligence services regarding the future of the Kurdistan Workers Party (PKK), an organization on the State Department's Foreign Terrorist Organization (FTO) list. On September 2, 2003, the PKK, whose past attacks have cost Turkey 35,000 lives, renounced a unilateral ceasefire it had declared in February 2000. This is a dangerous development for three reasons. First, PKK violence could throw Turkey back into the political maelstrom of the 1990s, and it is in Washington's best interests to help preserve democratic Turkey's stability. Second, if the PKK attacks Turkey from U.S.-controlled northern Iraq, where it has an estimated 4,000-5,000 terrorists, this could put Washington and Ankara at loggerheads. Third, Turkey considers joint action against the PKK a sine qua non for U.S.-Turkish cooperation in Iraq; it is unlikely that Ankara will send troops to Iraq unless the PKK issue is tackled. Given all of these reasons, the threat that the PKK poses to U.S. national interests is now at such a level that the organization is a legitimate target in the war on terror. Therefore, it is time to take action against the PKK.

Riots last week in Baghdad and Basra raised questions about Shi'i opposition to the Coalition Provisional Authority (CPA). While the Shi'i community has been relatively quiet compared to the Sunni population, elements of the Shi'i have adopted a consistent position against the CPA, occupation forces, and the appointed Governing Council. If they deem it necessary, those opposed to occupation have the means and motives to move to armed resistance, which would pose a substantial threat to the coalition.

On August 8, 2003, the seventh European Union (EU) reform package went into effect in Turkey, significantly curbing the role of the military in politics. This legislation, passed by the Justice and Development Party (AKP) government on August 4, follows six previous packages adopted since February 2002. Collectively, these reform measures have vastly liberalized the country's political system, facilitating Kurdish broadcasting and education, abolishing the death penalty, and subjecting Turkish courts to the European Court of Human Rights. Turkey now has laws guaranteeing freedom of speech, and the military is no longer the kingmaker in Ankara. As a result, AKP -- a self-styled "conservative democratic" party with an identifiable "Islamist pedigree" -- anticipates that Turkey will pass muster when Brussels reviews its candidacy for EU membership in June 2004. Ankara hopes that the EU will establish an accession calendar, opening the way for Turkey's eventual entry into the union, perhaps within the next decade. These developments are crucial to Turkey's future. Which path will the country take now that the military is stripped of its role as a decisionmaking body? Will the EU open its doors to Turkey?

If Iraq is to rebuild its infrastructure and restore its economy at the pace forecast by the Coalition Provisional Authority (CPA), it will need to bridge a major near-term financing gap by increasing capital inflows from outside the country and simultaneously improving its ability to absorb aid and investment. Oil revenues projected by the CPA budget through 2004 are overly optimistic, and Iraq's capacity to meet the levels of expenditure outlined in the budget are questionable. Without multilateral funding and much improved security and investment environments, Iraqi economic recovery is likely to develop at a slower pace than anticipated.

A surprising summit meeting yesterday in Ankara involving members of the Justice and Development Party (AKP) government, the Turkish General Staff, the Turkish Foreign Ministry, and the Turkish National Intelligence Organization produced an agreement "in principle" to send Turkish "peacekeeping soldiers" to Iraq. From one perspective, if Turkish troops were deployed to Iraq, it could end the period of "strategic pause" between Washington and Ankara in place since March 1, when the Turkish parliament refused to open up a northern front for U.S. troops invading Iraq. There are still political obstacles to Turkish troop deployment -- such as a divided AKP and a fairly reluctant parliament. Moreover, Turkish law requires that parliament authorize sending troops abroad except in the case of international legislation (such as a UN resolution), or a call for help justifying such a deployment, and the Turkish parliament is in recess until October 1. But even before the AKP government determines its position on this issue, a major hurdle will have to be overcome: if American and Turkish troops are to work together in Iraq, they will first have to build mutual confidence, which -- once formidable -- seems to have quickly eroded over the past months. How can this be accomplished?

Recently, the bitterness between Ankara and Washington over Turkey's failure to extend full support to the Iraq campaign culminated in a much-feared quagmire. On July 4, U.S. Army forces detained eleven Turkish special operations troops in Sulaymaniyah, northern Iraq, possibly based on Iraqi Kurdish intelligence that they were planning to harm Kurdish officials in Kirkuk. Fortunately, no shots were fired and no one was hurt in the incident. Still, the fact remains that U.S. troops arrested soldiers from Turkey, a NATO ally viewed as one of America's staunchest friends until late 2002. Moreover, the Turks were allegedly conspiring against Kurds, America's best friends in Iraq. How to interpret this unpleasant episode? What can be done to prevent similar incidents in the future? Most important, can the United States and Turkey move forward in northern Iraq?

The normally sleepy shaykhdom of Ras al-Khaimah, part of the United Arab Emirates (UAE), was wracked by gunfire and street protests over the weekend after the aged and frail ruler, Shaykh Saqr bin Mohammed al-Qassimi, switched the title of crown prince from one of his seven sons to another. Sword-waving supporters of the deposed son, Shaykh Khalid, forced members of the emiri guard to retreat behind the high walls of the ruler's palace. A semblance of order was restored only after Abu Dhabi, the lead emirate of the UAE, sent armored vehicles to Ras al-Khaimah. Shaykh Khalid still contests the change, but troops have prevented supporters from reaching his palace. Although he is an outspoken critic of the United States, his removal flies in the face of certain U.S. policy objectives.
