Abstract:: The recently announced Judicial Reform Strategy was subject to public debate with a series of promises ranging from issuing green passports to lawyers as a privileged of visa exemptions to the introduction of an appeal process in criminal cases concerning the freedom of expression.1 The fundamental shortcoming of this new strategy and other reform efforts is the lack of a specific agenda on the representation of women professionals in the judiciary, especially in the leading positions including the apex courts. Policies on women’s representation in the judiciary remained “invisible” in recent reform efforts on judicial policies.

Abstract:: Turkey’s Law on Foreigners and International Protection (LFIP) was adopted on 4 April 2013 by the Turkish Grand National Assembly. In the five years that has passed since the coming into force of the LFIP in its entirety, it appears that the LFIP has been made to adapt to the conditions of Turkey, rather than the other way around, due to the sheer unexpected size of the phenomenon of immigration into Turkey, and the challenges encountered in establishing the institutional capacity and the inter- institutional cooperation necessary to deal with the inflows as required by the Law.

Abstract:: Popular uprisings throughout the Middle East and North Africa are demanding justice, security, and accountability— defining features of the rule of law. Constitutional reform is a priority, but it must be done by legitimate representatives of the people, not hangovers from the past. Principles of inclusivity, transparency, and participation must be at the heart of the process.

Abstract:: On August 13, President Barack Obama announced that his administration was reviewing the U.S. export control system to determine what reforms were needed to bring the regime up to date. Although the United States has stepped up its enforcement efforts in this area over the past several years -- particularly in terms of illegal exports of goods and services to Iran -- the system remains in need of further improvement. Strengthening the export control regime to prevent Iran from easily circumventing U.S. and international sanctions should be a key part of this important review.

Abstract:: Widespread reports suggest that Sadeq Larijani, a young and inexperienced cleric with close ties to Iran's military and intelligence agencies, will officially replace Mahmoud Hashemi Shahroudi as head of the Iranian judiciary on August 16. This appointment is particularly significant, since the judiciary in Iran wields considerable power -- albeit through the approval of Iran's top leader, Ayatollah Ali Khamenei -- and has a great deal of latitude to make decisions without reference to law or Islamic concepts, especially when "safeguarding the interests of the regime" is deemed necessary.

Abstract:: This week, Jordan's King Abdullah took two major decisions that will have significant implications for the kingdom's complicated and often troubled relations with its Palestinian and Islamist communities. Last Sunday, Abdullah approved a new election law; two days later, he issued a decree indefinitely postponing parliamentary elections. Taken together, these moves appear designed to bolster the stability of the kingdom, though it is still too early to assess whether the regime wins or loses from these parliamentary gambits.
