The Second Lebanon War, between Israel and Lebanese Hezbollah, ended August 14, 2006. Since that summer, populations on both sides of the Israel-Lebanon border have enjoyed the longest calm in their troubled history, thirteen years and counting. Mandated by United Nations Security Council Resolution 1701, the UN Interim Force in Lebanon (UNIFIL), an entity first established in the late 1970s, was expanded, and its 10,500 peacekeepers are busy and visible. UN reports over the past thirteen years emphasize the general calm. But calm does not mean safe and secure. During the war, Hezbollah launched approximately four thousand rockets out of its arsenal of twelve thousand toward Israel. Since the war, Iran has invested billions of dollars in building its Lebanese proxy military force throughout Lebanon, including in the south.

404. Defeating al-Qaeda's Shadow Government in Yemen: The Need for Local Governance Reform

Recent U.S. attention in Yemen has focused largely on the war against the Iranian-backed Houthis, but another threat endures: al-Qaeda in the Arabian Peninsula. U.S. efforts to confront AQAP have historically relied on counterterrorism approaches such as air and drone strikes, direct-action raids, and partnerships with indigenous and coalition security forces. But the Yemeni branch of al-Qaeda has shown impressive resiliency by adopting a "hearts and minds" and local governing strategy to secure support, making it difficult to defeat. Its continuing strength requires a rethinking of the U.S. approach, one that confronts the terrorist group’s political strategy as much as its military strategy. In this Policy Focus, Daniel Green, a former defense fellow at The Washington Institute, draws on extensive research and interviews with Yemeni officials and civil society leaders to propose a new framework for defeating AQAP. His recommendations call for a U.S. strategy that extends beyond using strictly counterterrorism approaches and encompasses governance reform, capacity building, and enlisting locals in their own defense. Only through the active participation of communities in their security and governing can AQAP truly be defeated.

Port projects and other outreach may help President Sisi check off some of his policy goals, but giving China such a foothold could threaten a number of U.S. interests in the region. On August 5, Egypt signed a memorandum of understanding with the Chinese company Hutchison Ports to establish a Mediterranean container terminal in Abu Qir. President Abdul Fattah al-Sisi himself attended the signing ceremony, where he praised the company’s global reputation in the field and emphasized the importance of executing the project in accordance with the highest international standards. The project is in line with Sisi’s track record of seeking Chinese help to fulfill his ambitious domestic and foreign agenda. Hutchison is one of the world’s leading port networks, operating terminals in twenty-seven countries; in Egypt, it operates the country’s two main commercial ports, Alexandria and El Dekheila. The company’s representatives commended the opportunity for direct investment in Abu Qir and announced that they will be training more than 1,500 Egyptian engineers and other workers for jobs at the terminal. According to them, the facility will be able to handle up to 1 million containers annually once completed.

406. Kurdish Reactions to Their Abandonment in Syria

The U.S. withdrawal of troops from northeast Syria has placed Kurdish fighters in a near-impossible situation, while alarming Kurdish communities in other countries, but Washington can still take steps to mitigate the damage. On October 21, footage of Kurdish civilians heckling withdrawing U.S. troops in both Iraq and Syria offered a rare and disturbing sight. This scene was facilitated by President Trump’s October 6 decision to unilaterally withdraw U.S. forces from Syria, in effect paving the way for the Turkish military to cross the Syrian border three days later and attack the Kurdish-led Syrian Democratic Forces (SDF). Thereafter, a safe haven quickly became a war zone. According to the UN Office for the Coordination of Humanitarian Affairs, 180,000 people have now been forced from their homes. James Jeffrey, the U.S. administration’s envoy to Syria, told Congress on October 22 that the fighting has resulted in hundreds of SDF deaths, a likely war crime by a pro-Turkish militia, and the escape from prison of more than a hundred Islamic State (IS) fighters. The U.S. action has unsurprisingly left the Syrian Kurds feeling abandoned and exposed against the militarily superior Turkish army and its Arab militias. On a deeper level, America appears to have entirely lost Kurdish sympathy and trust, while at the same time failing to either deter or appease Turkey. Rather than ameliorate matters, President Trump has poured salt on the wound. He responded to backlash against his policy by claiming the Kurds were “no angels” and that they had failed to contribute to the Allied cause in World War II, while characterizing their Syrian military campaign as a fight over “long-bloodstained sand.”

Abstract:
As demonstrators rail against economic problems, corruption, and sectarianism, the group’s role in undermining the public’s financial and physical security is coming under greater scrutiny. Lebanese citizens took to the streets this weekend to protest the country’s acute financial crisis, which has been marked by one of the highest debt ratios in the world, a new currency crisis, and fears that a strike will close gas stations indefinitely. Many believe that deep-rooted corruption and sectarianism got them into this mess, and may now complicate efforts to get them out. Against this backdrop, more criticism is being directed at Hezbollah, the widely designated terrorist organization that is simultaneously the most powerful party in Lebanon’s government and an aggressively sectarian movement that keeps its activities and weapons outside the government’s control. As the Treasury Department recently noted, developments over the past few weeks have underscored the extent to which the group’s actions “prioritize its interests, and those of its chief sponsor, Iran, over the welfare of Lebanese citizens and Lebanon’s economy.”

The items being moved from Egypt through Salah al-Din Gate underline the contradictions and long-term unsustainability of the current stalemate regarding Gaza assistance. The Gaza Strip has been blockaded for more than a decade now, owing primarily to the violent takeover and continued militant rejectionism of the territory’s Hamas rulers. Even after certain restrictions were eased after the 2014 Gaza war, Israel and Egypt maintained tight limits on the entry of goods into the coastal enclave. This policy began to fray in early 2018 as conditions inside Gaza further deteriorated, culminating in the “Great March of Return” border demonstrations and short-lived rounds of escalation between Israel and Hamas. Indirect negotiations over a long-term truce have since provided some relief, yet the impact of one of the most noteworthy concessions has been under-examined—namely, the opening in 2018 of Salah al-Din Gate, a commercial border crossing between Gaza and Egypt. This crossing puts the lie to the narrative of a “besieged” Gaza, yet also raises questions about Israel’s continuing blockade policy and Hamas’s pretensions to be a responsible ruling entity.

The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader's departure make a difference? The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. This essay, seventh in the series, discusses Kuwait, a small, oil-rich country surrounded by big neighbors with which relations have often been uneasy. Its leader, Emir Sabah al-Ahmad al-Sabah, is ninety years old and apparently in fragile health. His immediate heir, half-brother Nawaf, is not much younger at eighty-two. More important, perhaps, Nawaf lacks the current emir's adeptness as a diplomat. In a Gulf region experiencing sharp tensions, Sabah's exit will remove a much-needed node of stability. Whoever ultimately takes the helm will have a substantial legacy to uphold.

The art of war has changed considerably since the end of the Second World War. In the last 15 years, the centre of gravity has slowly shifted from the Atlantic to the Pacific. The West is increasingly being destabilized. Hybrid warfare and cyber-attacks have become increasingly effective alternatives to both hard and soft power. Russia is a major player in this domain; so is Iran. Other players are joining the fray, most of them hostile to the West, such as Iran and Russia’s client states. The barriers between civilian and military are fading quickly. All-out war now happens in a space that’s invisible to the naked eye. Not only is such warfare threatening us, but it also has consequences we have barely begun to assess. The divide between good and bad is blurring. Marshall McLuhan said the medium is the message. Today, the medium and the message are an undecipherable continuum where evil and lies coexist with truth and goodwill. Technological prowess increases vulnerability, but technology is also at the heart of corresponding systems of security. Thus, we have fully entered a new arms race where deterrence comes from the other side knowing what you don’t want him to discover, but what you want him to fear. Voltaire said: “If you wish to speak to me, let us start by defining the meaning of our words.” In this day and age, this mantra is particularly applicable to the definition of contemporary threats as well as of the targets, or even who is in the sights of Russian and Middle Eastern leaders. “Cyberspace is a domain characterized by the use of electronics and the electromagnetic spectrum to store, modify, and exchange data via networked systems and associated physical infrastructures. In effect, cyberspace can be thought of as the interconnection of human beings through computers and telecommunication, without regard to physical geography.” Consequently, “(c)ybersecurity is the practice of protecting systems, networks, and programs from digital attacks. These cyberattacks are usually aimed at accessing, changing, or destroying sensitive information; extorting money from users; or interrupting normal business processes. Implementing effective cybersecurity measures is particularly challenging today because there are more devices than people, and attackers are becoming more innovative.” Discussions focus on whether Russia or China is the heavyweight in terms of threat. Some argue that China is more subtle while Russia is more of a rogue. But it is undeniable that China’s attempt to change the fundamental paradigm of international relations, while using and hopefully subduing the existing international order’s mechanisms to its advantage, represents a holistic approach and is thus more threatening to the world if it even partly succeeds. Indeed, the planet’s centre of gravity is moving from the Atlantic to the Pacific and that means the global threat comes from China. If we needed a reminder, in 2014 Chinese hackers stole the personal information of more than 22 million people connected to U.S. security clearance processes. Not bad for five years ago!

411. Iran Has a Slow Motion Banking Crisis

Suffering under Western sanctions and security challenges, Iran faces problems as well from its fragile banking system, which has been languishing for decades. Liquidity and solvency weaknesses pose a growing risk to the country’s financial stability. The sanctions reimposed by the United States in 2018 have heightened these vulnerabilities, but the problems also result from the heavy-handed role of the state, corruption, and the Central Bank of Iran’s failure to regulate and supervise the system. Iran’s ability to avoid a run on its banks is aided by their reliance on liquidity assistance, deposit insurance, and regulatory forbearance from the central bank. Depositors are forced to be patient because they have limited options to invest elsewhere. Iran has thus avoided a full-blown banking crisis. But the situation is not sustainable. Banks remain susceptible to external shocks, which could come from a complete halt to oil exports or war.

Faced with fluctuating oil prices and other uncertainties, the oil-rich countries of the Middle East and North Africa have made efforts—some for decades—to diversify their exports, in order to reduce their dependence on oil revenue and generate much-needed jobs. The results of these diversification efforts have been disappointing overall, raising concerns about the region's stability and potential risk to the global economy. Transparent public debates and dialogue are needed, especially with the private sector, about policies that have worked and those that have not, the costs and benefits of various diversification strategies, and improving governance of public resources being used for diversification.

The broad definition of the term ‘foreign fighter’ causes operational problems for risk assessments. It is therefore important for security officials to identify significant variations by classifying actors into major categories. RECOMMENDATIONS ■When assessing the risk of continued security threats from foreign fighters, it is crucial to distinguish strategically between foreign fighters who join local rebel groups and those who join globalist groups. ■Ways should be provided for foreign fighters who have joined local rebel groups to ‘opt out’ and return home after the end of fighting in order to discourage them from becoming globalist foreign fighters and to stem potential flows of foreign fighters to new theatres of conflict.

The Eagles of the Whirlwind are one of the many militias that have fought on the part of President Assad’s forces in the Syrian civil war. The regime allowed it to defend and police Syrian territory and, in some cases, to fight alongside the Syrian Arab Army on the frontlines. The group proved to be a capable and effective paramilitary auxiliary. What makes the Eagles of interest is that its parent political party - the Syrian Social Nationalist Party (SSNP) – was able to increase the space for its political activities in exchange for the battlefield services of its militia. This is not a mean feat under the authoritarian system of decades of Assad-rule that brooked no political diversity whatsoever. It is all the more remarkable because the SSNP has historically been a political rival to the Syrian Ba’ath party. This policy brief analyses the main interests and dynamics by which the SSNP managed to translate the battlefield support and achievements of the Eagles into ministerial positions and open recruitment rallies for party members across regime-held territory. It also examines the SSNP as a novel form of support to the Assad regime that traded greater political auton¬omy for paramilitary mobilization in support of the regime - without, so far, resulting in a more permanent role for the Eagles in the Syrian security architecture. While accepting greater political autonomy for the SSNP was a price the Assad regime was willing to pay for extra auxiliary fighting capacity, it remains to be seen how durable the SSNP’s hard-won autonomy will be.

416. Turkey in northwestern Syria: Rebuilding empire at the margins

This policy brief analyses the official discourse and actual practices of Turkish control and reconstruction in northwestern Syria. It finds that Turkey pursues a strategy that seeks to achieve control and influence through a mix of military occupation and fullscale reconstruction based on the logic of Turkification and the deployment abroad of the domestic apparatus of the Turkish state. The main objective of this strategy is to contain and undo the politico-territorial gains of the Syrian Kurds. In the process, Turkey largely bypasses the Syrian National Coalition. While this ‘reconstruct-the-buffer-zone’ strategy has been comparatively successful in the Al-Bab-Azaz-Jarablus area, it is running into trouble in the Kurdish-dominated Afrin area due to heavy-handed Turkish tactics of repression and the insurgency campaign that was launched by the Syrian Kurds. Yet, the nature of Turkish reconstruction engagement suggest it is there to stay, which in turn is likely to prolong the Syrian conflict. It will also create several problems from an EU policy perspective, including repression of Syria’s Kurds, an uncertain future of Syrian refugees in Turkey and violation of international law.

The age of globalization has brought about interdependency between the nation-states in all aspects of life while uncovering challenges for the sovereignty of the nations. Therefore, how an integrated world system involving multiple actors can efficiently be governed remain a subject of serious discussions. This study briefly explains the historical background of G7/8 along with its evolution to G20 and discusses their effectiveness and legitimacy in the context of global governance. It is worthy to discuss the issue since these global forums’ legitimacy and effectiveness subject to both critics and praises. Although the lessons from the global financial crisis consolidates the idea of global coherence, integrity and compliance, diverging political and economic conflict of interest of nations still make the international forums’ existence and future position in global governance open to discussions. Additionally, the last part of the study draws conclusion about Turkey and its place in global governance.

As the most divisive issue of the British politics since 2016, the Brexit phenomenon continues to shake the two biggest mainstream parties, Conservatives and Labour. The Conservative Party is affected by the tension between the Soft and Hard Brexiters, but the divisiveness Brexit brings about hits Labour even worse. A No Deal or Hard Brexit is likely to strengthen Scotland’s bid for independence. Scotland’s probable departure from the UK will surely be encouraging for other secessionist movements in Europe, however it should be noted that the window of opportunity Brexit opens for Scottish nationalists constitutes a rather exceptional case in Europe. One could argue that the “Norway model” for post-Brexit UK could be valid for Turkey too, but that model aims to bring about a deeper integration than what the proponents of “EU-Turkey exclusive partnership” prescribe for Turkey.

Abstract:
China has significantly increased its economic, political, and – to a lesser extent – security footprint in the Middle East in the past decade, becoming the biggest trade partner and external investor for many countries in the region. China still has a limited appetite for challenging the US-led security architecture in the Middle East or playing a significant role in regional politics. Yet the country’s growing economic presence is likely to pull it into wider engagement with the region in ways that could significantly affect European interests. Europeans should monitor China’s growing influence on regional stability and political dynamics, especially in relation to sensitive issues such as surveillance technology and arms sales. Europeans should increase their engagement with China in the Middle East, aiming to refocus its economic role on constructive initiatives.

Abstract:
As Syria transitions into a post-conflict phase, its government is trying to survive in much the same way it has over the last eight years. This involves a series of short-term fixes, heavy reliance on foreign allies, and a process of endurance it calls the “long breath”. Damascus wants to create a functional system that serves its ambitions, particularly its desire to re-establish strong central control rather than succumb to external demands. Crippling Western sanctions have led to increasingly drastic shortages of fuel and electricity, disrupting the supply – and increasing the price – of essential goods such as food. As a result, the state is increasingly relying on an array of racketeers, oligarchs and war profiteers to circumvent the sanctions, further entrenching Syria’s corruption networks. The West’s expectation that an economic war will eventually force the regime to acquiesce to its demands is short-sighted and counterproductive.

Saudi Arabia is embracing a new nationalism that is transforming domestic politics and the country’s foreign policy. The state is actively nurturing this nationalism, and has radically reduced the influence of the long-dominant religious establishment. A core purpose of the new nationalism is to speed the rise of the crown prince, Mohammed bin Salman, and back his reform agenda. Social media and traditional outlets have swung forcefully in behind this, spreading ‘lines to take’ and exalting the state and its leadership above all else. But the leadership may have created a Trojan horse: already nationalists appear to be training their ferocity back on the state that created them.

One of the most significant barriers to female participation in political processes is the threat of violence, in all of its forms and manifestations. There has been in Afghanistan a history of violent reactions to the promotion of women’s rights and their involvement in public politics. In response to this continued challenge, AREU and UN Women partnered to conduct research that would identify various forms and patterns of violence against women in elections (VAWE) and how that violence undermines their capacity to participate in the electoral process in an equal manner. The study aims to better understand VAWE, in order to provide concrete recommendations to respond to and limit such violence in the future.

An issue largely ignored in the current debates on peace and reconciliation is that of illegal drugs production. Drawing on the authors long term research in Afghanistan the paper analyses the role that illicit drugs and the monies they generate play in the conflict. It should not be forgotten that illicit drugs production and trade is currently the largest single economic sector in Afghanistan. Opium poppy is the country’s most valuable cash crop worth US$863 million4 and employs more people than any other industry in Afghanistan, over 500,000 Full Time Equivalent. The crop occupied an estimated 263,000 hectares of land in 2018; three times more land than it did in 2000 when the Taliban imposed an outright ban. Conservative estimates suggest that opiates alone made up more than 10 percent of Gross Domestic Product in 2018 and that over US$ 40 million in taxes were earned by different armed groups along the value-chain. Given the economic and political importance of the illicit drugs economy in Afghanistan it is unwise to assume the problem away or look to resolve it with wishful and simplistic policy responses - or as the Afghan proverb says the sun cannot be hidden by two fingers.

But the entire sub-regional idea remained confined to the declaratory level. In contrast, the Joint Comprehensive Plan of Action (JCPOA or greement/accord) – endangered as it currently is – struck between the E3/EU+3 and Iran exceeds some of the concerns of the earlier initiative, yet misses others. We conclude that new – and ultimately sustainable – regional forums as communication mechanisms are needed to tackle these issues without touching on the JCPOA. The challenges go beyond Iran and include the nuclear activities of the United Arab Emirates (UAE) and even more so of Saudi Arabia. Our Cooperative Idea emphasises that moving beyond the purely declaratory policy of the GWMDFZ initiative could also help to overcome the current stalemate regarding a zonal disarmament arrangement for the whole Middle East/Gulf region.

Attempts to achieve a zone free of weapons of mass destruction (WMD-Free Zone) in the Middle East have become even more complicated than in the past. This Policy Forum issue provides a fresh look at the topic in order to offer common ground for positive discussions on Middle East disarmament. Its main novelty is to look at the security threat as perceived by Israel in the context of an Israeli-Egyptian-Iranian triangle that complements the old paradigm of an Israeli-Egyptian dyad. The Joint Comprehensive Plan of Action (JCPOA or agreement/accord) with Iran is a challenge for some regional actors but at the same time could form a basis for bridging the disarmament gap, especially with its unprecedented robust verification regime. From a purely strategic angle, the JCPOA is beneficial to Israel’s national security interests. It is therefore to be hoped that this multilateral agreement will withstand the Donald Trump administration’s attempts to dismantle it.

It starts by highlighting the basic gap in the different conceptions of such a zone by the Egyptian-led Arab states, in addition to Iran, on the one hand, and Israel, on the other. Arguing from a comprehensive security perspective in the region, this Policy Forum issue presents a new Track II Cooperative Idea by viewing the establishment of the WMD/DVs-Free Zone as an incremental, multi-stage, long-term process that should take place on different tracks and should combine the traditionally incompatible calls for “Disarmament First!” and “Peace/Recognition First!” of the respective negotiating parties. While emphasizing how important it is to keep (in-)formal talks going – and to be patient – a Preparatory Commission for a WMD/DVs Treaty is proposed whose mandate would include special assignments for Track II actors.

The highly controversial missile problem in the Middle East should – and can – be constructively tackled by not singling out Iran and by avoiding onesided maximalist and unrealistic demands towards Tehran. The authors aim at providing incentives for Iran to start discussion on its missile arsenal in three ways: they propose (a) applying vital elements that led to the successful conclusion of the JCPOA; (b) regionalising future talks in a triangle that includes from the beginning the missiles of Saudi Arabia and Israel; and (c) starting with modest confidence-building steps among the three major powers. In a stalemated situation resembling efforts to negotiate a zonal arrangement, the JCPOA after more than 12 years of negotiations succeeded in striking a multilateral deal among adversaries with diverging capabilities and agendas who doubted each other’s intentions and were reluctant to make concessions.By establishing an incentive-based mechanism that encouraged and facilitated cooperation, the JCPOA succeeded in trading various issues to reach common ground in an incremental step-by-step approach of carefully sequenced quid pro quos. Framed as an agreement among equals and safeguarded by multiple compliance mechanisms, the JCPOA (or aspects of it) could serve as a toolbox for zonal negotiations on disarmament, help to link hardened actors, and break up entrenched interest structures and dogmatic policy positions.

The dangerous spiralling of the rivalry between the Kingdom of Saudi Arabia and the Islamic Republic of Iran for hegemony/supremacy in the Middle East/Gulf is the factor that has the most negative impact on the entire region. The authors make the case for using the specific features and successful negotiations of the historic Joint Comprehensive Plan of Action (JCPOA) as a way to downgrade this bilateral rivalry. This agreement was the focal point of (pre-)negotiations especially between the United States and Iran that de-escalated the tensions between the two enemies and turned them – at least during the administration of President Barack Obama – into adversaries with an interest in selective cooperation. The agreement is living proof that formerly incompatible interests can be overcome. It is true, however, that, despite its complexity, the JCPOA can only have a limited influence on developments in the region. This is why the authors identify the roots of the intensifying Saudi Iranian rivalry at the domestic, regional and international levels – with corresponding recommended steps to de-escalate this struggle. The prospects for such a positive scenario appear to be particularly promising if elites in both Riyadh and Tehran – especially since they are facing increasing domestic challenges to regime/government stability – opt to slow down or even reverse their countries’ current course. A more assertive population, especially among women and the youth, has become a new factor for serious change. This may incentivise these elites to pursue less costly foreign policy approaches – including finding appropriate forums for serious dialogue, with de-escalating the mutually demonising rhetoric as the first step.

Today, the challenge of water security is global, and growing. Achieving and sustaining water security, in both developed and developing countries, is likely to increase in complexity and priority—not only as climate change intensifies, but also as the demands of economic growth increase. While most developed countries invested heavily in water security, often starting early on their path to growth, most of the world’s developing countries remain relatively water insecure. The dominant threats to water security vary geographically and over time. Relative risks to populations vary globally: South Asia has the largest global concentration of population at risk of all water-related hazards; the Middle East and North Africa (MNA)2 stands out as having the highest percentage of the population facing scarcity and the only region where risks are still growing; and Sub-Saharan Africa has the highest percentage of population without access to water and sanitation. What is clear is that water security is not a stagnant goal, it is a dynamic process affected by changing climate, political set up, growing economies, and resource degradation. Moreover, as social, cultural, political, economic priorities and values evolve, water security will evolve with them. This note argues that in the MNA countries, instead of water security becoming an impediment to growth and factor in conflicts, water for growth and water security can be a factor of prosperity and peace.

We are at a time when old definitions are being shaken up. Here I will track these splits and try to see what traces are shaping in their place. Let’s start with the city and the rural area. There is a credo of a definition in urban sociology. Despite changes in the social reality and notwithstanding those sociological approaches with a critical perspective, this definition does not change and is repeated through generations. The definition says: “City is the place where nonagricultural economic activities take place.” It is difficult to assert the validity of this definition in any particular time in history, and one does not know where to begin to explain that it does not stand today either. If you live in a medium-sized city like Mersin it is especially difficult to tell apart the city and rural areas, which one violates the other, what exactly is a rural area and which way it falls.

Large scale urban renewal projects, or ‘urban regeneration’ projects as commonly known in Turkey, are one of the most important political tools for the transition of cities from industry into service-heavy economic structures. Since 1970s regeneration projects have triggered substantial changes in urban economic geographies and caused extensive demographic shifts in the idle industrial, coastal and low socioeconomic residential areas of cities in late-capitalist countries. Yet, in Turkey they have started being implemented much later, with the first comprehensive regeneration policy devised in 2005 when the Justice and Development Party (AKP) came to power. Until 2000’s there existed significant financial and legal barriers to urban renewal. Struggling with budget deficits and high interest rates throughout the 90s, the state was not financially capable of urban renewal, which requires significant resources. On the other hand, Turkey’s local governance policies and financing did not allow municipalities to implement such projects by themselves. Finally, private sector actors (real estate investment trusts, major contractors, finance companies) lacked either any interest or the resources for urban renewal projects in the pre-2002 period characterised by high interest rates and inflation. When all these factors combined, despite serious need for regeneration and renewal in Turkey’s cities, unfortunately regeneration projects almost never came to life.

Not surprising, given that the issue of sustainability originated out of concerns for the environmental crisis and the green economy was proposed as a vision of an environmentally sustainable economy. Today it is widely acknowledged that an additional challenge to sustainability has to do with inequalities in the economic and social sphere. Gender is an important crosscutting dimension of multi-layered inequalities. Hence I would like to propose another color to associate with the concept of sustainable cities and sustainable economies, complementing the green: Purple, the symbolic color of the women’s movement in Turkey and in many countries around the world. The purple economy entails the vision of a gender egalitarian and hence a socially sustainable economy. It starts from the premise that the root cause of obstacles to women’s equal economic participation lies within the gender imbalances in the distribution of caring labor. Caring labor entails provisioning of goods and services to caredependent groups such as children, elderly, ill and people with disabilities as well as healthy adults necessary for their physical, social, mental and emotional wellbeing.

Among the urgent topics of discussion was the deterioration of the value of the Yemeni rial (YR), the magnifying impact this is having on the humanitarian crisis, and the need to re-empower the Central Bank of Yemen (CBY) as the steward of the rial and the economy generally. This policy brief is an outcome of those discussions, and the recommendations it includes collectively underline the need for the CBY to function in a more coherent, assertive manner – whereby its various branches operate as a united entity that is able to draft and implement monetary policies for Yemen as a whole. The current humanitarian crisis in Yemen has been precipitated by almost three years of civil war and regional military intervention, with the United Nations declaring the country the world’s largest humanitarian emergency in January 2017. At the end of last year the UN Office for the Coordination of Humanitarian Affairs (OCHA) released its 2018 Humanitarian Needs Overview (HNO) in which it reported that roughly 22.2 million Yemenis were in need of some kind of humanitarian protection or assistance, of which 11.3 million were in acute need. This included 17.8 million Yemenis who were food insecure, of which 8.4 million were severely food insecure and at risk of starvation. Some 16 million people were without access to safe water and sanitation; 16.4 million had limited or no access to healthcare, with almost half of the country’s hospitals and clinics essentially out of operation. Both the lack of clean water and limited health care have in turn helped catapult the number of suspected cholera cases in Yemen to more than 1 million. As of December 2017, more than 1,800 schools were damaged or destroyed, which, compounded by three quarters of public school teachers going unpaid for more than a year, had left roughly 2 million children out of school. The humanitarian crisis in Yemen is immense and complex, involving a vast array of interrelated and overlapping factors. What is clear, however, is that while international humanitarian actors have been dramatically scaling up operations to address this crisis since 2015, it is overwhelmingly the Yemeni private sector that has stopped the dire situation from being unfathomably worse. Yemeni business owners – in facilitating everything from imports, to transportation logistics and cash aid distributions – have prevented the country from sliding into mass famine. Private sector businesses have similarly offered a measure of relief from state collapse, which has been precipitated by the evaporation of government revenues and suspension of most public sector operating expenditures, such as salaries for most of Yemen’s 1.2 million civil servants.

The second Development Champions Forum of the “Rethinking Yemen’s Economy” initiative recently brought together more than 20 of the leading socio-economic experts on Yemen to discuss the most critical challenges facing the country. Among the key topics included were the need to increase the coverage and efficiency of the campaign international humanitarian organizations and United Nations agencies are undertaking to address Yemen’s humanitarian crisis. Among the major issues the Development Champions identified during discussions were: The need for international humanitarian actors to increase their coordination with local authorities, civil society actors, and the Yemeni private sector; The importance of decentralizing the humanitarian response and the many benefits of prioritising cash transfers to beneficiaries over the direct provision of food stuffs; and The importance of prioritising assistance to the most vulnerable populations, in particular internally displaced peoples. The Development Champions also proposed various policy recommendations for international humanitarian actors, the Government of Yemen, the de facto authorities in various parts of the country, as well as Saudi-led military coalition member states and the international community; these recommendations are discussed below.

Previous reconstruction efforts in Yemen following conflict or natural disaster have suffered from lack of coordination with and unrealistic expectations from international donors, as well as the Yemeni government’s limited capacity for aid absorption and project implementation; as a result, there was little tangible long-term impact. In light of lessons learned from similar post-conflict contexts and Yemen’s own history of reconstruction efforts, this policy brief proposes an institutional structure for a future reconstruction process in Yemen: a permanent, independent, public reconstruction authority that empowers and coordinates the work of local reconstruction offices, established at the local level in areas affected by conflict or natural disasters. This proposal does not arise only from these lessons learned, but also from the immediate need for such an institution to begin planning and implementing reconstruction work to the greatest extent possible. This reconstruction authority should have a clear mandate to manage all tasks required in reconstruction following the current conflict, but also future crises. Its board of directors should include a range of stakeholders and should be chaired by a deputy prime minister for reconstruction to ensure it has the highest level of support. It should take an inclusive, multi-level, mixed institutional approach, have a clear long-term plan for building state capacity, and establish its own monitoring and evaluation unit to demonstrate a commitment to transparency. Most importantly, it should establish a clear framework for working closely with all stakeholders.

Local councils are among Yemen’s most important state institutions. Responsible for providing basic public services to millions of Yemenis, local councils represent official governance and the Yemeni state for much of the population. The intensification of the conflict between the internationally recognized government, its regional backers and the Houthi group since March 2015, however, has heavily impacted funding and security for local councils, undermining their ability to provide services effectively in most areas of the country. In many areas, this absence of effective official governance has created fertile ground for non-state actors to exert their influence. In the areas under Houthi control, Houthi supporters closely monitor local council activity. In the southern coastal city of Aden, local councils are caught among competing armed militias that form part of a broader power struggle between southern secessionists and the internationally recognized Yemeni government. Despite the challenges they face, local councils remain important instruments for coordinating humanitarian relief efforts and local-level conflict mediation. In the absence of central state authority, a number of effective local, self-governance models have emerged, notably in Marib and Hadramawt governorates. At some stage a new system of governance will need to be drawn up to reflect the new realities on the ground; these models may indicate a way forward. Local councils are among the best-equipped and best-established institutions to support a shift away from the previous centralized model. The currently reduced capacity of local councils is cause for much concern as the conflict rages on and Yemen’s economic and humanitarian crises deepen. Irrespective of how the conflict progresses, it is imperative that local, regional and international actors seek not merely to keep local governance structures from collapse but to enhance the capacities of local councils in post-conflict scenarios.

Decades of political instability and cyclical armed conflict have curtailed Yemen’s economic growth, job creation and labor productivity. Before the current conflict, much of the country’s working population was engaged in unskilled labor, working in rural agriculture or informally employed in small businesses. More recently, the ongoing conflict has destroyed normal commerce and left millions of Yemenis without a means of supporting themselves or their families. Even those not directly affected by the fighting now face brutal economic hardship. The economic crisis has become the primary driver of what the United Nations has called the world’s largest humanitarian catastrophe. In the midst of this crisis, the need for job creation is paramount. As part of the “Rethinking Yemen’s Economy” initiative, 22 of Yemen’s leading socioeconomic experts convened in Amman, Jordan on July 14–16, 2018 for the third Development Champions Forum. Sharing a collective sense of urgency to address Yemen’s worsening economic and humanitarian crises, the Champions discussed job creation in Yemen and developed potential strategies to combat increasing levels of unemployment and economic hardship. This policy brief presents the outcome of their discussions. The Development Champions recommend that policy makers seek to create jobs immediately by investing in sectors that have historically been neglected in favor of oil and gas activities. This includes investing in agriculture, developing the fishing industry, expanding mining operations, and linking reconstruction efforts to the local construction sector. In the medium term, policy makers should look to new initiatives, such as constructing a free zone on the Yemen-Saudi border. By providing these livelihood opportunities in the immediate and medium term, policy makers will also help limit the number of Yemenis who feel forced to join an armed party to conflict because of economic necessity.

The July 2016 failed coup against President Recep Tayyip Erdoğan’s government not only resulted in a dramatic upheaval in Turkey, it also had a significant impact on the structure of its international relations and its networks of influence abroad. The way this coup affected the political actors who shaped Turkish policy in Africa highlights the extent to which Fethullah Gülen’s movement – accused by Recep Tayyip Erdoğan of having organised the coup- shaped those relations up to 2016. Today, Turkish diplomacy in Africa is undergoing a process of reconstruction, as it dismantles functional networks, and supports the new actors championed by Ankara. The destruction of what has been patiently established for 20 years and the creation of new channels of influence is a challenging task for Turkish diplomats and politicians who multiply their visits to Africa. In some countries, Turkish diplomacy sometimes faces difficulties in removing the Gülenist networks, as some are closely linked to high-ranking local leaders.

The 2030 Agenda calls for inclusiveness, which can contribute to stability and peace as well as development in Lebanon. However, while Lebanon’s power-sharing model was instrumental in ending fifteen years of civil war, it is outdated as the country embarks on a process to achieve the 2030 Agenda and advance the seventeen Sustainable Development Goals (SDGs). Although sectarianism is impeding political processes and development in Lebanon, the SDGs can provide an opportunity for the country to address some of the political model’s limitations. Based on two weeks of field research, this paper explores how Lebanon is confronting challenges related to the environment, education, economic growth, poverty, and gender, all while hosting more than a million Syrian refugees. This paper is part of the International Peace Institute’s (IPI) SDGs4Peace project, which seeks to understand how the 2030 Agenda is being rooted at the national and local levels and to support the implementation of the Sustainable Development Goals. The project focuses on five case studies: the Gambia, Greece, Guatemala, Lebanon, and Myanmar. Implementation of the 2030 Agenda provides each of these countries an opportunity not only to buttress existing aspirations but also to build new partnerships that transcend traditional approaches.

With the liberation of Mosul from so-called Islamic State (IS) in November 2017, Iraq entered – once again – a post-conflict period. In his Policy Brief Tobias von Lossow analyses how shrinking water quantities and acutely declining water quality pose tremendous challenges in the process of rebuilding the country: Dam building in Turkey and Iran has contributed to a remarkably reduced water inflow of the Euphrates and Tigris; Iraqi water installations had been in very poor condition before IS used water as a weapon and further damaged infrastructure; Tigris River’s waterflow upstream of Baghdad requires careful coordination between the Kurdistan Regional Government (KRG) and central government; extremely salinised water resources and environmental degradation in the Marshes risk the extinction of agricultural activities and livelihoods in that area. To address these challenges, technical measures will be important, and necessary – for instance, investment in water infrastructure. But that will not be nearly enough, as the water issue has the potential to accelerate re-emerging social divisions and political fragmentation and thus undermine Iraq’s stability and security. The political implications of water policies must be carefully taken into account in Iraq’s postconflict process and should complement technical efforts in this crucial sector. The basin-wide protection of the supply infrastructure could serve as a technical as well as a political entry point for water cooperation in the region.

Syrian society is more socially, politically and geographically fragmented than ever before. None of the social problems that caused the 2011 protests have been resolved. Nevertheless, during recent months the Syrian regime has been trying to foster the image that Syria is entering a post-war phase in which a unified and stable Syria can flourish under President Bashar al-Assad. The fact that more than half of the country’s pre-war population is living in exile and has no part in this new social contract of sorts is conveniently omitted from the image presented of this ‘new’ Syria. These refugees will likely continue to live in precarious conditions, with few prospects for safe and voluntary return. In this policy brief authors Samar Batrawi and Ana Uzelac identify four tools the Syrian regime has at its disposal to control the return of refugees and Internally Displaced Persons (IDPs). It is the second in a series that explores practical considerations of potential European involvement in specific areas of reconstruction in Assad-ruled Syria (the first policy brief on urban reconstruction can be found here.) The brief puts these tools in the perspective of the broader conflict dynamics affecting refugees and IDPs and identifies implications for Western European policy. It concludes that rather than resigning to the limited possibilities for structural political engagement in Syria, Western European policymakers should invest in ways to mitigate the material and political dispossession of more than half of Syria’s pre-war population.

It has become clear since Iraq’s May 2018 elections that many of the armed groups that make up the country’s Al-Hashd al-Sha’abi (aka Popular Mobilization Forces) intend to fully integrate into the Iraqi Security Forces and/or disband at some point now that the fight against the Islamic State (IS) has reached a much lower level of intensity. Several groups are less likely to do so, however, including those linked with Iran. Although all 50+ Hashd groups have been brought under the legal purview of the Iraqi state, in practice a number continue to operate autonomously. The fragmented nature of both the Iraqi state’s coercive capabilities and the country’s political landscape will make it difficult, in the short term, to compel reluctant groups to integrate into state security forces or disband. Pushing for enforcement of such compliance risks violence and is best avoided. At the same time, using a broad set of indicators to monitor Hashd-related events and incidents based on open, online sources, this policy brief provides substantial evidence that some Hashd groups are using their autonomy to strengthen their power base in ways that will complicate achieving greater integration in the future. Our research suggests that policy makers in Baghdad and Western capitals should support four initiatives that can help limit this risk without triggering large-scale violence: Gradually establish a direct, incentive-based relationship between Hashd fighters and the state to shift the loyalties of fighters over time. Tighten local command, control and coordination mechanisms of all state security actors to compartmentalise the way in which Hashd groups operate, especially locally. Ensure that (international) reconstruction funds have strong in-built safeguards and standards that reduce corruption and do not contribute to the growing penetration of the Iraqi economy by armed actors, e.g. by contracting them. Address the root causes of the emergence of IS to remove the rationale for some Hashd groups to retain arms (and to make Iraq safer).

Oxfam initiated the Lel-Haya (For Life) project in Za’atari to build the capacities of Syrian refugee women, both in vocational training and soft skills. A small number of women involved in the project were subsequently employed by a garment factory in northern Jordan. This briefing note highlights these women’s experiences, the challenges they have faced and how they have overcome them.

Disputes over water constitute a major area of disagreement between Israel and Palestine. The uncoordinated and irresponsible environmental actions on both sides have created serious ecological and humanitarian hazards that require rapid, yet sustainable action. Those who argue that the water problem can be resolved only as part of a comprehensive peace deal between the Israelis and Palestinians fail to recognise both the urgency and the potential of cross-border water cooperation. The bottom line of this Flanking Cooperative Idea is that because water- and sanitation-related issues extend both horizontally across national borders and vertically across various sectors, environmental cooperation can be used to create positive linkages with and spill-overs into other policy fields with the potential to initiate new forms of collaboration in currently deadlocked areas, including the field of disarmament and non-proliferation.

In view of the failure of efforts to convene a conference on a zone free of weapons of mass destruction (WMD) and their delivery vehicles (DVs) in the Middle East (WMD/DVs-free zone), the Arab countries and the Russian Federation proposed that the United Nations (UN) Secretary-General appoint a special representative to lead the preparatory process for the conference. A process facilitated by such a UN envoy would be compatible with consultations among regional states, including Israel, as advocated by the United States (US). Also, it would allow for broad discussions on both the regional security context and disarmament issues. Such a process would also be an opportunity for submitting contributions from nuclear-weapon states, relevant international organisations, and providers of ideas at the Track II level.

However, the extent to which this can lead to a sustainable normalisation process and furthermore to a deepening of their relationship is highly questionable. This policy brief argues that the main problem lies with the fact that a win-win scenario of overlapping or complementary interests does not seem to be driving the leaderships’ actions. Instead, it is ad hoc developments external to their bilateral relationship that have a positive effect for the time being, such as the rapprochement between Russia and Turkey, and subsequently a concerted attempt between Russia, Turkey and Iran to stabilise the region.

Import restrictions of dual-use goods and materials led to lower output and wages paid in sectors using those materials more intensively as production inputs. Local labor market conditions worsened in areas where employment is concentrated in these sectors. Episodes of political violence were more likely to occur in those same localities as a consequence. Security-motivated trade restrictions have a negative effect on industrial output and local labor markets. Economic integration could bring possibly high returns in terms of political stabilization.

Many scholarly works on women in jihadi organizations emphasize women’s lack of agency. Authors of these works argue women have fallen victim to these male-dominated organizations and thus have lost control over their actions. However, certain groups of women in some jihadi organizations—for example, Islamic State (or IS), Jaish al-Fatah, and Jabhat Fateh al-Sham—enjoy a degree of agency within the scope of their duties. This policy brief examines the extent to which women in jihadi organizations have agency—that is, to which extent they are able to make independent decisions. Understanding the conditions under which women have agency, allows policymakers to recognize the diversity of roles and contributions of women within jihadi organizations and design appropriate policy responses.

On 5 June 2017, Bahrain, Saudi Arabia, the UAE, and Egypt, in marked succession, cut diplomatic relations with Qatar. Within a matter of hours, it became clear that this was not simply a move to sever ties, but a plan for a full embargo, an unprecedented step at a time of peace between these nations. Saudi Arabia, the UAE, and Bahrain blocked flights to Qatar, closed land and sea borders, and ordered Qatari citizens out of their countries while calling on their own nationals to leave Qatar. The same day, Maldives, Mauritius (though it later denied the news), the Libyan Tobruk-based government (which is not recognised internationally), and the Yemeni government based in Riyadh followed suit and cut ties with Qatar, unable to resist Saudi pressure. The next day, Jordan downgraded diplomatic relations with Qatar and revoked the licence of Al Jazeera’s bureau in Amman, while Mauritania severed diplomatic relations with Qatar. Mauritius, in an official statement, denied it had cut ties, raising questions of whether some party took the initiative on behalf of the Mauritian government. The actions taken at dawn on 5 June were the culmination of an unprecedented, anti-Qatar media blitz initiated by Emirati, Saudi, Bahraini and Egyptian media on the evening of 23 May. The campaign intensified until it assumed official imprimatur with the decision to cut ties and blockade Qatar. What, then, is happening to relations between countries of the Gulf Cooperation Council (GCC)? After Gulf leaders came together in a scene of friendship, cooperation and solidarity during US President Donald Trump’s visit to Saudi Arabia, why are relations between three GCC states and Qatar deteriorating so rapidly and in such unprecedented fashion? Was there an immediate cause that spurred Saudi Arabia and its partners to take this stance, or were these actions planned in advance? Is this simply a fleeting crisis in relations between GCC states, or could the break persist?

This paper reviews the importance of western Mosul to all parties in the conflict: the Iraqi forces and their allies, on the one hand, and the Islamic State’s forces, on the other, and the obstacles to any of these parties resolving the conflict. It also touches on the extent of their forces and the clear dominance of the offensive forces, and it discusses the military strategies for the battle and potential outcomes in addition to the available options for the Islamic State (IS). It anticipates an end to the fight in favour of the Iraqi forces within a few weeks if the battle and its results progress at a similar pace to that of its first week. This will depend on any unaccounted for variables during the battle that would change the equation on the ground. It concludes by discussing the available options for IS after the battle ends, with the expectation that IS will fight until the end; while its commanders will inevitability lose the battle, this will not eliminate threats to security and stability in Iraq in the foreseeable future.

Iraqi Kurdistan, previously known as a secure and stable region amidst the chaotic and shaken Middle East, was struck by a wave of attacks in 2016. Between September and December of that year, there were five recorded terrorist operations led by 249 Kurdish jihadists rallied by the Islamic State (ISIS) or Daesh, of which 47 were killed and 43 were arrested by the Kurdistan Regional Government (KRG). In fact, Iraqi Kurdistan, with a population of five million inhabitants, has supplied ISIS with 2,000 jihadists. Since the launch of the Mosul offensive on 17th October 2016, Kurdistan has been preparing itself, like many other countries in the region and a number of European countries, to face its worst nightmare: the Kurdish jihadists’ return to the country. Although a series of threats weigh upon the leaders of the KRG, such as social and economic crises, political division between rival parties; Masoud Barzani’s Kurdistan Democratic Party (KDP) and Jalal Talabani’s Patriotic Union of Kurdistan (PUK), the prospect of a new civil war, and the intervention of neighbouring countries – the return of the Kurds of Daesh is currently the most troublesome.

EU policy towards its Southern Neighbour- hood aims to ensure the security of Member States and is underpinned by an assumption of a shared interest in democracy, security, and prosperity through economic liberalisation. It sees the main way of achieving these aims as promoting Western-style liberal democracy as a political system capable of providing peace and stability. Evidence from public opinion survey research shows this ambition is supported by citizens of Arab countries, where public opinion polls for over a decade report strong support for democracy. However, these citizens do not share the EU’s procedural conception of democracy, a conception in which civil and political rights are decoupled from – and prioritised over – social and economic rights. The Arab Transformations survey carried out in 2014 in six Arab states (Morocco, Tunisia, Libya, Egypt, Jordan, Iraq) suggests few people demanded this brand of democracy. Furthermore, most people thought the EU has not done a good job of supporting transitions to democracy, nor did they have much appetite for EU involvement in the domestic politics of their countries.

Corruption is the antithesis of the Rule of Law and erodes the discourse of fairness and mutual consideration which is necessary for peace, prosperity and socioeconomic development. It increases the risk of state capture and resistance to change by the political elite. It results in poor public management and resource allocation and an inequitable distribution of resources and national wealth. It is a problem not just for individual countries but also for harmonious diplomatic and economic relations. The European Union’s Neighbourhood Policy is intended to help its near neighbours develop into a sustainable economic, social and political stability. At the same time the EU deploys normative leadership to promote a social and political security based on a respect for human rights, a dependence on the Rule of Law and a style of governance which can listen to its people and can face replacement, if need be, without the need for armed confrontation. Data from the Arab Transformations public opinion survey provides strong indications about the nature of population movements from Middle East and North African (MENA) countries. As such they are crucial in designing responsive, evidence-based policy. ArabTrans data shows those who have considered migrating tend to be young, male, and with higher levels of education (the notable exception being Libya). In all countries surveyed, young people are more likely to have considered migrating; in nearly all countries the economy is the main driver of migration; and although a substantial portion of those considering migration think of a permanent move, large proportions are considering only temporary migration. This underscores the importance of economic policies which actually deliver inclusive growth and social cohesion. Two major conclusions can be drawn from this data: first, that the economic causes and strong temporary dimension of migration provide EU Member states with opportunities to reap the benefits of migration, both to the economy as a whole and to welfare systems in particular; second, that MENA countries of origin present significant internal differentiation suggesting policy should reflect specific national circumstances. The single major obstacle to public discussion and designing evidence-based policies which maximise the benefits of migration to both host countries and countries of origin is a political context which conflates and securitizes refugees and migrants. Paradoxically, the tone of this debate and the way policy is designed and implemented may have much to do with any socio-political polarisation of migrants in host countries

As part of the “Rethinking Yemen’s Economy” initiative, the Development Champions Forum met in Amman, Jordan, between April 29 and May 1, 2017, to discuss practical interventions necessary to address the multiple and varied economic challenges facing Yemen. These challenges were identified within three main, if overlapping, categories; the food security crisis, the problems faced by the banking industry, and the collapse of basic service delivery. In regards to the food crisis, the Development Champions’ recommendations called on the international community to move quickly in fulfilling all aid pledges. The champions also emphasized that aid should be cash-based rather than in-kind assistance whenever possible. They called on all parties to the conflict to work towards removing the logistical and financial obstacles affecting the importation and distribution of food and medical supplies, and to urgently improve the management of major commercial entry points, such as the ports of Hudaydah and Aden. Regarding the banking sector, the Development Champions’ called on all parties to work towards a united and functioning Central Bank of Yemen (CBY), and stressed on depositing all public revenues in CBY accounts. The champions recommended that international aid funds should be directed to support Yemen’s foreign exchange holdings, in order to facilitate food and medicine imports. Regarding public service delivery, the champions recommended to focus support on empowering local authorities and building their capacity in service delivery, as well as engaging the Yemeni diaspora in supporting critical service sectors and encouraging international and local NGOs to provide keys services where required. The ongoing battle to retake Iraq from the Islamic State, or IS, also known as ISIS or ISIL, is one of the most dynamic foreign policy challenges that the Trump administration confronts as it takes office. A fierce fight is underway to recapture Iraq’s second-largest city, Mosul, with American soldiers operating near the frontlines of a bewilderingly complicated battle space. Major questions remain regarding how Mosul will be stabilized and governed once the city is liberated, and how a still-fractured Iraq can approach the enduring challenge of national reconciliation. President Donald Trump has issued a new executive order requesting an anti-IS strategy in 30 days.1 But the new president has already undercut America’s position in Iraq through his words and deeds. He has repeated his campaign calls for the United States to take Iraq’s oil as spoils of war, including in front of a memorial to fallen Central Intelligence Agency, or CIA, officers.2 And his first major action related to Iraq—an executive order restricting Iraqis’ travel to America—insults the nation’s Iraqi partners who have been at the frontline of the fight against IS and weakens U.S. influence in Iraq.3 The Trump administration’s reckless rhetoric on Iran, including Trump’s accusation that Iran is “taking over more and more of Iraq,” undercuts the anti-IS campaign and undermines broader efforts to counter Iran’s malign regional influence.4 The 2003 Iraq war ended a U.S. policy of dual containment of Iran and Iraq, and the fallout from the Iraq war contributed to Iran’s rising influence across the region. More than a decade later, however, Iraqi nationalism remains strong, and the recent enhanced U.S.-Iraqi cooperation in countering IS has helped reaffirm Iraq as an independent actor not beholden to any other regional forces, including Iran. Trump’s saber-rattling against Iran risks making Iraq a battleground for the United States and Iran. It heightens the chances of conflict between U.S. troops and Iranian-backed Iraqi Shia militants—an outcome that would set back the campaign against IS and quickly wear out America’s welcome in Iraq. The time is now for President Trump to change course and set a more responsible path for U.S.-Iraqi relations. His team will confront policy decisions in its first 100 days that will have consequences for years to come. The good news is that the new administration inherits an anti-IS campaign with considerable momentum. President Barack Obama left behind a global coalition on the cusp of a major military victory in Mosul.5 With U.S. and coalition support, Iraqis have already liberated most of their country and are now degrading remaining IS sanctuaries.6 Trump’s challenge will be to correct his early missteps, see the last administration’s effort through to its conclusion, and chart a stable course for post-IS Iraq. To this end, the Trump administration should take the following six steps.

President Donald Trump has pledged to address Iran’s destabilizing policies in the Middle East. His first national security adviser, Michael Flynn, infamously put Iran “on notice” in early February.1 But more than two months into his presidency, it has become clear that the Trump administration lacks a comprehensive strategy to deal effectively with Iran while moving forward in the fight against the Islamic State, or IS, and long-term efforts to stabilize the region. Already, the United States risks ramping up military operations in a way that could contribute to the fragmentation of the Middle East’s state system and open the space for the continued rise of nonstate actors. Without a broader regional strategy that links military approaches to diplomatic efforts in conflict resolution, tactical and operational shifts in U.S. military policy in the Middle East could make the region even more unstable.2 Congress, then, should adopt a look-before-you-leap approach when it comes to the idea of new sanctions against Iran.3 Such an approach would allow Congress to carefully hone any new measures to deal effectively with Iran’s policies. Congress also has an important role in asking tough questions about proposed increased military operations in places such as Yemen, Syria, and Iraq.4 Furthermore, Congress should carefully scrutinize Trump’s proposed budget cuts to funding for national security institutions central to the fight for stability in the Middle East. These cuts would prolong the fight against ISIS and weaken America’s hand in dealing with Iran using a multifaceted, integrated approach.

The 10th week of Donald Trump’s presidency began with his aides’ declaration that America no longer sought the departure of Syrian dictator Bashar al-Assad.1 It ended with missile strikes on Assad’s bases.2 The sharp shifts in Trump’s approach were a reminder that, even under the best of circumstances, the first 100 days of any presidency represent a work in progress—a moment of fluidity as campaign rhetoric gives way to governing realities; policy reviews give way to articulated strategy; and, if a president hopes to succeed, a vital window to reflect on early lessons learned.3 To date, President Trump’s actions in the Middle East have told a starkly different story from his bombastic rhetoric. While his process has been erratic, his initial policy approach to the region as president has been marked less by wholesale departures from former President Barack Obama’s policies than by shifts in emphasis that, unless corrected, risk longer-term damage to U.S. interests and regional stability.4 Trump’s limited strikes in Syria in early April are illustrative: While many cast the decision to launch limited strikes in Syria as a stark departure, Trump rushed to reassert his earlier hands-off policy regarding Syria’s civil war.5

Fifty years ago, a fierce war between Israel and its neighbours changed the map of the Middle East and transformed Israeli politics and its relations with the wider world. The effects of that Six-Day War are still being felt today. They created an enduring cycle of Israeli occupation, Palestinian resistance, terror, and Israeli repression. The Arab defeat of 1967 also led to the formation of a Palestinian national movement, at the time embodied by the Palestine Liberation Organization. The most immediate outcome of the war was Israel’s occupation of the Sinai Peninsula, the Gaza Strip, the West Bank, East Jerusalem, and the Golan Heights, all condemned in UN Security Council Resolution 242 of November 1967. Israel later handed Sinai back to Egypt and withdrew from Gaza and some of the West Bank, but still maintains an iron grip on both territories, which have also witnessed accelerated settlement construction under Prime Minister Benjamin Netanyahu. Israel has not only flouted countless UN Security Council resolutions, it has also committed widespread human rights violations and war crimes, notably during the war in Gaza in August 2014. David Ben-Gurion, the country’s founding prime minister, said a few months after the Six-Day War: "If I have to choose between a small Israel, without territories, but with peace, and a greater Israel without peace, I prefer a small Israel." In pursuing a hardline course, Israel’s leadership dismissed Ben-Gurion’s views as out-of-touch sentimentality. Ben-Gurion’s position was not an expression of human kindness: he was seeking to preserve Israel as a Jewish homeland, which would be impossible with a large share of Arabs on its territory. But he also understood that the permanent occupation of Gaza and the West Bank would undermine Israel’s security and its democratic institutions

Given China’s growing role in the complex security dynamics in the Middle East and North Africa, the EU should intensify its dialogue and, where interests coincide, joint action with Beijing. Last month’s Chinese Communist Party Congress, with its stress on President Xi Jinping’s strong leadership at home and abroad, has sparked much discussion on how the rest of the world, not least the EU, should deal with a new political behemoth in their backyards. There is nothing new, of course, about China’s economic prowess. For some time now, it has been a major, if not indeed the, prime investor and trader in numerous countries around the world. But with power vacuums appearing in the wake of the Trump administration’s neo-isolationism, and following China’s military-led expansion in the South China Sea, could it be that Beijing is about to become more of a global rule-maker, rather than a rule-taker in international security? The Middle East and North Africa (MENA) region is an interesting, and for Europeans, sensitive case in point. And there is some evidence that China is moving beyond its traditional interest in the stability of Gulf oil and gas supplies, and raising its profile in the region.

In the wake of the devastating destruction in Gaza in 2014, the Gaza Reconstruction Mechanism (GRM) was established as a temporary measure to facilitate the entry of construction materials and a range of items classified and treated as ‘dual use’ by Israel. Two and a half years on, vital water sector recovery and development remains hampered and fully controlled by the Government of Israel, demonstrating the extent to which Israeli government policies continue to undermine humanitarian response, cause de-development and exacerbate the separation of the Gaza Strip from the rest of the Occupied Palestinian Territory and the world. This paper analyses the effectiveness of the GRM in improving access to water, health and sanitation services, assesses the roles and responsibilities of a range of actors and identifies urgent steps in relation to the GRM that should be taken to contribute to the development of a just, effective and sustainable water sector in Gaza.

Jordan and Lebanon collectively make up less than one percent of the world’s economy, but host around 20 percent of the world’s refugees. Donors have recognized the scale of the challenges that this presents and acknowledged that humanitarian assistance must be supplemented with multi-year development support. This briefing note presents a preview of key findings from Oxfam-commissioned research in Lebanon and Jordan and concludes that for assistance to succeed in its aim of helping both refugees and poor host communities there is a need for increased democratic ownership, transparency and accountability in donor and government aid policies.

The number of people in need as a result of Yemen’s conflict continues to rise, but the international aid response has failed to keep up. International donors should immediately commit to fully funding the Yemen Humanitarian Response Plan. As the tables in this briefing show, some donor governments are pulling their weight, while others are not. Aid alone, however, cannot solve Yemen’s crisis or put the country back on its feet. All sides and their international backers should stop the de-facto blockade and the conflict that are pushing Yemen towards famine.

As famine takes hold in South Sudan and threatens to spread to northeastern Nigeria, Somalia, and Yemen, world leaders must immediately step up to fully fund the United Nations’ appeal for $6.3 billion. Of this amount, $4.9 billion is urgently needed by July for critical assistance, including health, food, nutrition, and water. If lives are to be saved, humanitarian agencies must be able to rapidly scale up and access people in need. World leaders must not walk away from key meetings, such as the Group of Seven Taormina Summit in Italy and the Group of Twenty Hamburg Summit in Germany, without taking action to increase funding, improve access, resolve conflict and insecurity, and ensure that emergency relief is coupled with long-term approaches to building resilience in affected countries.

Syrian refugees and Palestine refugees from Syria have fled their homes in search of safety. But Oxfam’s 2017 research revealed that most people interviewed do not consider that they have found complete safety and protection in Lebanon. Refugees’ views on what constitutes ‘safety’ are individual and subjective. This paper argues that the international community and host governments should not make decisions for refugees about what or where is ‘safe’, but instead should support refugees to find safety in the present, and determine their futures for themselves.

Abstract:
Oxfam analysis finds that governments and donors are failing to provide women farmers with relevant and adequate support for farming and adapting to climate change. Oxfam conducted research on government and donor investments in Ethiopia, Ghana, Nigeria, Pakistan, the Philippines and Tanzania. It found that funding in these countries is significantly lower than commitments that have been made, and there is little evidence of resources and technical assistance reaching women farmers. Resources are being diverted to priorities other than smallholder farmers, and for the most part governments lack the capacity to deliver funding to them. This paper presents the findings along with recommendations for governments.

It is essential that opportunities for job growth are supported both for refugees in Jordan and the vulnerable communities hosting them. Micro, small and medium-sized enterprises (MSMEs) can be a key driver of job growth. Promoting MSMEs could also help to address gender inequality and protection issues for refugees in Jordan. This joint agency paper was written by the LEADERS Consortium of NGOs, which aims to contribute to the economic self-reliance, resilience and stability of Syrian refugees and vulnerable host communities in Jordan. It presents research conducted among women and men small business owners in central and northern Jordan on the challenges they face. It makes recommendations on how the Government of Jordan, businesses, the financial sector and NGOs can support women, refugees and Jordanian host communities to start and grow small businesses.

The current high levels of food insecurity in Yemen and the threat of famine are the results of more than two-and-a-half years of war, and have added to the already high levels existing pre-war. The economic crisis and loss of livelihoods has left people without the means to purchase what is available in the market. The situation has been made dramatically worse by the closure of key entry points for commercial imports, which is also affecting the availability of fuel and clean water. This is a deadly combination, especially for the most vulnerable in society, including women and children. This briefing calls for action by all actors in the conflict and by the international community to protect the civilian population from the effects of the war and to alleviate the food crisis. It calls for renewed momentum towards a peace deal which is inclusive of women, civil society, youth and minorities, and which begins with an immediate, nationwide ceasefire.

As Donald Trump prepares to enter the presidency, many observers at home and abroad seek to anticipate the outlines of his foreign policy. This essay has a different purpose. Based on the rigorous definition of vital U.S. national interests that follows immediately below, [1] it proposes a prescriptive checklist of U.S. policy steps that would strengthen the domestic base of American external actions; reinforce the U.S. alliance systems in Asia and Europe; meet the Chinese and Russian challenges, while improving the quality of diplomatic exchanges with Beijing and Moscow; reshape U.S. trade policy; gradually pivot from the Middle East to Asia (but not from Europe); maintain the nuclear agreement with Iran; and confront international terrorism more aggressively, but with minimal U.S. boots on the ground in ungoverned areas and without nation building. This list attempts to take into account the President-elect’s public statements on foreign policy, but does not assume that all of them will be manifested after January 20. It rests squarely on the application of the Nixon/Kissinger national interest driven conceptual framework that refined American foreign policy five decades ago to current U.S. challenges and opportunities.

Bottom Lines: Creating unnecessary vulnerabilities. Making offensive cyber operations a national priority can increase instabilities in international relations and worsen national vulnerabilities to attack. But because the skills needed for offense and defense are similar, military offensive readiness can be maintained by focusing on defensive operations that make the world safer, rather than on offensive operations. Managing complexity. The ease of both offense and defense increases as organizational skills and capability in managing complex technology improve; it declines as the complexity of cyber operations rises. What appears to be offensive advantage is primarily a result of the offense’s relatively simple goals and the defense’s poor management. Assessing kinetic effects. It is often more expensive for the offense to achieve kinetic effects—for instance, sabotaging machinery—than for the defense to prevent them. An empirical analysis of the Stuxnet cyberattacks on Iran’s nuclear enrichment facilities shows that Stuxnet likely cost the offense more than the defense and was relatively ineffective.

Abstract:
Policymakers in the Gulf region recognize the importance of strengthening science and technology (S&T) to boost competitiveness and economic development. A number of efforts have been made in recent years to bolster higher education, establish technology parks, and invest in regional research and development (R&D). Collaboration between local universities and the private sector is instrumental to advancing S&T and the national innovation agenda, and countries in the Gulf have the opportunity to benefit from enhancing university-industry linkages (UILs). In order to target policies and identify strategies for increasing UILs, a better understanding about the state, nature, and output of existing linkages is necessary. To address this, our research team at the Harvard Kennedy School’s Belfer Center for Science and International Affairs conducted detailed surveys of faculty and administrative staff at seven leading universities in Kuwait and the UAE. The data of the surveys was analyzed in conjunction with a bibliometric analysis of publications from those seven universities. Additionally, the bibliometric data was collected for three S&T universities in Singapore and three S&T universities in Norway for comparative analysis were chosen as a comparison group to characterize UILs because of their population size, the richness of fossil fuel resources in Norway, and the relatively recent development of Singapore in building a strong innovation ecosystem compared to other OECD countries to characterize UILs. Analysis of the surveys and bibliometrics elucidated new insights about the current state of and future opportunities for strengthening university-industry collaboration in science and engineering. This report presents key findings and concludes with several policy recommendations.

The European Union with the Member States have been key donors for Afghanistan who have donated approximately EUR 8 billion for the period 2002-2010. With the collaboration of international partners, the EU took on a major role in the stabilisation and reconstruction efforts.1 After the overthrow of Taliban rule in 2001, the international community, along with various Afghan political elites, attended the UN conference in Bonn that resulted the Bonn Agreement to determine the establishment of the Afghan interim government and also the deployment of international military forces to aid the new administration in ensuring the security of Kabul and other provinces. The EU and its member states agreed to assist the government of Afghanistan in establishing a sturdy framework of the rule of law in the country
