Climate change constitutes a critical challenge for subsistence rain-fed agriculture in the Global South. Increasing temperatures, irregular rainfall, and dry spells have negative, sometimes devastating, consequences for rural communities. Harvest yields diminish or fail, the planting season becomes unpredictable, and the dry season may be prolonged. While subsistence farming has always been demanding in such areas, climate change amplifies these challenges. As a result, local communities draw on a range of alternative farming methods and livelihood strategies, ranging from employing different crops to seasonal or long-term migration. Migration as an adaptation strategy, however, is widely rejected by international donors, national governments and sometimes local authorities. Rather, these actors often aim to enhance and promote local agriculture or other locally based livelihoods through in-situ adaptation projects, or adapting in place. This can be through providing (or selling) inputs to increase yields, e.g. drought resistant seeds, fertilizers or pest control; promoting new farming techniques, e.g. climate smart or conservation agriculture; or improving access to key resources, for instance water access through irrigation. Affected communities are supposed to stay where they are – in other words, deal with the challenges on the ground.

The urgency of climate action and the complexity of the energy transition mean it has never been more important to be able to understand the deals made between companies and governments for oil, gas and minerals. For this reason, since 2021, implementing countries of the Extractive Industries Transparency Initiative (EITI) have been required to disclose the contracts between governments and extractive companies. This briefing by the Natural Resource Governance Institute (NRGI), Oxfam and Publish What You Pay (PWYP) surveys the contract disclosure practice of the 57 EITI-implementing countries to understand the extent of their contract disclosure practice. Armed conflicts cause immense immediate harm to the people affected by them. Therefore, it seems only natural to focus exclusively on the human consequences, downplaying the environmental harm caused by armed conflicts. And although, in some cases, degraded environment and depleted resources like water or fertile soil can be at the root of armed conflict, the environment is frequently a ’silent victim’. However, conflicts can and do cause long-term damage to the environment, whether directly or incidentally, harming people’s health and livelihoods. Attacks and explosive remnants can cause water and soil contamination, or release pollutants into the air. The war in Ukraine, for example, has caused damage to internationally protected wetlands, national parks, and biospheres, and threatens to damage nuclear power plants. During recent fighting in Gaza, incendiary artillery shells set fire to hundreds of tons of toxic pesticides, fertilizers, chemicals, and other farming materials, causing groundwater contamination. Armed conflict can also result in further indirect environmental degradation. When people flee to camps or cities, the need for food and traditional cooking fuels such as firewood and charcoal can contribute to deforestation and resource depletion. Furthermore, armed conflict occupies government capacities. Environmental protection is not always high on states’ agendas, and they may themselves be involved in the unregulated exploitation of natural resources to sustain armed conflict. But all things being equal, armed conflict risks reducing states’ capacity for protecting the environment, controlling the exploitation of natural resources, and managing forcibly displaced populations during and after conflict. A case in point is Libya, a country affected by long-term armed conflict, where oil spills from ill-maintained power plants, oil fields and offshore installations have resulted in widespread pollution.

Oil, gas, and mining projects can be profoundly disruptive to lives and livelihoods and damaging to air, water, soil, and vegetation. Evidence of this abounds across the world, from the Niger Delta and the Gulf of Mexico to Brumadinho, Brazil, and Porgera, Papua New Guinea. Understanding and addressing the social and environmental repercussions of EI development projects is crucial for avoiding or effectively managing such negative outcomes and fostering sustainable development. To date, environmental impact assessment (EIA) processes have been the cornerstone of efforts to identify and address social and environmental impacts of proposed development projects, including extractive industry projects and associated infrastructure. In practice, however, crucial aspects of these processes — the production of EIAs, consultations around the findings and implications of reports, and the actual use of the content of reports to inform key project decisions — are at times considerably distorted by power and incentive dynamics rooted in the political economy of a given context. The result is too often watered-down “box-ticking” exercises in which the impact of the EIA process on actual social and environmental protection can be greatly reduced. Technocratic approaches that emphasize best practices and capacity will not improve the performance of EIA processes on their own. Politically savvy approaches are needed to address the political challenges associated with EIAs, as even the most technically sound and capacitated EIA processes can be derailed by political factors. This brief is based on a longer chapter on the topic produced for a United Nations Environment Programme (UNEP) publication on development corridors.1 It aims to present the gaps between various aspects of the theory and practice of EIAs, explore some of the ways in which political factors may be contributing to these gaps, and suggest how future work on social and environmental protection and management might better account for political context in hopes of achieving greater impact.

5. Building downstream capacity for critical minerals in Africa: Challenges and opportunities

Demand for critical minerals—bauxite, cobalt, copper, lithium, nickel, and other minerals that underpin solar, wind, geothermal, and other forms of renewable energy and electric vehicles—is already booming and is projected to continue to grow at a rapid pace. Africa’s mineral-rich developing economies could benefit greatly from this increase in demand. Many African economies have vast critical mineral reserves, and their nascent industrial sectors imply vast export potential. These countries could increase the benefits they reap from these minerals by building downstream capacity in processing—the steps that turn mined ore (bauxite, iron ore) into refined intermediate goods (aluminum, steel). To do so, however, they need to improve their infrastructure, investment climate, and governance and learn to navigate an increasingly complicated geopolitical environment. Hendrix assesses the challenges facing four critical mineral–rich developing African economies: Guinea (bauxite); the Democratic Republic of Congo (cobalt); Madagascar (graphite and nickel); and Mozambique (graphite). The solutions he offers include (a) embracing hydropower potential—which is vast in these countries—while paying attention to social costs and distributive impacts, (b) exempting refinery-related capital goods and industrial inputs from import duties, (c) locating downstream capacity in areas of relative stability, and (d) leveraging external policy anchors to provide policy stability and transparency.

6. Measuring Extractives Dependency: Why it Matters and New Approaches

When countries depend too heavily on extractive industries (extraction of nonrenewable natural resources) it can pose problems for their economies. These include: The volatility of natural resource commodity prices, which can cause shocks that are difficult for the country to manage The exhaustibility of natural resources and the challenges of replacing them as a source of income when they run out The political economy of governments relying on natural resources, which seems to make governments less effective (e.g., if they rely on resource wealth to fund themselves rather than developing other sectors of the economy) To address resource dependency, we need to be able to measure it. With this in mind, NRGI has produced a new dataset that builds on existing literature to provide a broad range of indicators of dependency on the extractive industries. This dataset is primarily for internal use by NRGI colleagues, but is also freely available to interested researchers. The aim of this dataset is to support a more multidimensional approach to understanding resource dependency, its causes and consequences. The related briefing explains the rationale behind the dataset and its various indicators, and some includes some initial insights based on analysis of the data.

This brief explores short-term solutions for stabilising the global gas market so that the world can continue to recover amidst the Russia–Ukraine geopolitical crisis. The proposed solutions consist of (i) across-the-board ramping up of natural gas and liquefied natural gas (LNG) production; (ii) supporting countries with idle capacities or delayed gas projects in regaining their capacity to produce and export gas, especially to the regions most in need; (iii) an emergency plan initiated by the G20 group to ‘reroute’ LNG cargoes to the world’s regions most in need with low purchasing power; (iv) optimising LNG cargo destinations by taking advantage of specific contractual agreements; (v) issuing statements that can help stabilise the short-term gas market; (vi) intensifying discussions on formulating potential short-term measures to mitigate excessive volatility in prices; and (vii) urgently establishing a universally accessible, real-time information platform on natural gas trade.

The transition from energy systems dominated by fossil fuels1 to ones based on renewable electricity and carbon-free molecules will significantly impact existing value chains2 and forge new pathways and transformation steps from production to consumption. This transition will bring not only substantial cost challenges but also promises to dramatically alter stakeholders’ interactions along value chains. Technological innovation is driving dynamics not seen in the energy sector since the Industrial Revolution, and it will be key to accelerating the transition to a low-carbon economy while sustaining growth and achieving prosperity for all. 9. Sustainable Mobility: Renewable Hydrogen in the Transport Sector

The transportation sector is the second-largest source of CO2 emissions, after electricity and heat generation, accounting for about 25 percent of global emissions.1 However, it is also one of the most challenging to decarbonize due to its distributed nature and the advantages of fossil fuels in terms of high energy densities, ease of transportation, and storage. Moreover, the degree of difficulty in decarbonizing varies significantly across the sector, making the challenge even more daunting. So far, emissions reduction strategies have focused on improving vehicle and system-wide efficiencies, mode switching, and electrification. The latter is proving relatively easy for smaller vehicles that travel shorter distances and carry lighter loads. However, sector-wide decarbonization pathways will require a transition to low-carbon fuels and the deployment of enabling infrastructure to support innovation at scale. Renewable hydrogen holds promise in sustainable mobility applications, whether by powering fuel-cell electric vehicles (FCEVs) like cars, trucks, and trains or as a feedstock for synthetic fuels for ships and airplanes. Fuel cells convert hydrogen-rich fuels into electricity through a chemical reaction. FCEVs use a fuel cell, rather than a battery, to power electric motors, and operate near-silently and produce no tailpipe emissions. Hydrogen-powered vehicles offer key advantages, including shorter refueling times, longer ranges, and a lower material footprint compared to lithium battery-powered alternatives. However, high costs of ownership and a lack of enabling infrastructure are key challenges that must be addressed through policy support, technological innovation, and financial investment. Hydrogen can complement existing efforts to electrify road and rail transportation and provide a scalable option for decarbonizing shipping and aviation. Figure 1 summarizes the mobility segments for which battery electric vehicles (BEVs), FCEVs, and vehicles running on bio- or hydrogen-based synthetic fuels are most applicable.

On October 18, 2021, Columbia University’s Center on Global Energy Policy (CGEP) hosted a special session of the Natural Gas Forum on the global nature of the current unexpected gas crisis, which has sparked chaos in many parts of the world. A number of factors have been put forward to explain the crisis, including a faster-than-expected pandemic recovery in economic demand that has precipitated global supply chain issues, extreme weather conditions around the world, and liquified natural gas (LNG) facility outages. The forum was an opportunity for participants to discuss the underlying causes of the global gas crisis and its long-term market, policy, and political implications. The discussion started with outlooks for the winter across the European Union, Russia, the United States, and East Asia before turning to a debate over any longer-term implications of the natural gas crisis on the energy transition. The forum’s participants included policy makers and senior leaders from major international agencies, energy companies, financial institutions, civil society organizations, academia, and nongovernmental organizations. This summary of the proceeding begins with the broad takeaways of the discussion, which occurred on a non-attribution basis under the Chatham House Rule, and then delves into regional issues and the future of natural gas.

A rainbow of colors currently dominates almost every conversation on the transition to a low-carbon economy: green, grey, blue, turquoise, pink, yellow[1] - an ever-increasing palette to describe the same colorless, odorless, and highly combustible molecule, hydrogen. The only difference is the chemical process used to produce it. The colors of hydrogen are crucial for the energy transition because each production pathway generates different amounts of greenhouse gas emissions. For example, while grey hydrogen, produced from fossil fuels, yields up to 20 tons of carbon dioxide per ton of hydrogen, green hydrogen, produced from renewable energy sources like solar and wind, yields no emissions. Furthermore, although these colors all refer to the same molecule, production costs differ: green hydrogen remains substantially more costly today. With aggressive development and deployment of electrolyzers and other hydrogen technologies at scale, green hydrogen could become cost-competitive with blue hydrogen, produced from natural gas with carbon capture, by 2030 in many countries.[2] Overall, the rate at which green hydrogen costs decrease will also depend on government policies and incentives, such as carbon pricing and tax credits. Therein lies a critical challenge for the successful transition to a low-carbon economy. As energy systems increasingly evolve from centralized to decentralized, from “grey” to “green,” stakeholders will need to efficiently account for and track emissions and green molecules in a transparent, secure, and standardized way, and must be able to do so along value chains from production to consumption.

The global transition from fossil fuel-powered vehicles to electric vehicles (EVs) will require the production of hundreds of millions of batteries. The need for such a massive deployment raises questions from the general public and critics alike about the sustainability of the battery supply chain, from mining impacts to vehicle carbon emissions. Growing demand for the mineral inputs for battery production can provide an opportunity for mineral-rich countries to generate fiscal revenues and other economic opportunities. But where extraction takes place in countries with weak governance, the benefits expected by citizens and leaders may not materialize; in some cases extraction might even exacerbate corruption, human rights abuses and environmental risks. Many EV proponents and suppliers are aware that supply chain governance problems pose a challenge to the evolution of the EV industry, but outstanding questions remain about how these challenges materialize. This brief, jointly published by UC Berkeley School of Law’s Center for Law, Energy & the Environment (CLEE) and the Natural Resource Governance Institute (NRGI) provides basic information on the EV battery supply chain and key battery minerals, such as cobalt and lithium, and addresses the following questions: What does the supply chain for EV batteries comprise? 15. A Race to the Bottom and Back to the Top: Taxing Oil and Gas During and After the Pandemic

Earlier this year as people around the world responded to the coronavirus pandemic, their demand for oil tumbled. At the same time, OPEC and Russia initially failed to agree to coordinate supply cuts. Consequently, the price of a barrel of Brent crude oil fell from $60 in December 2019 to $20 in April 2020. As of this publication, the price is $43. If the price stays low, and if oil executives expect the price to remain low, companies may lobby governments to reduce taxes and other costly regulations. Payments to governments are often larger than costs for a company, so there is pressure on governments to reduce taxes to keep projects viable. This briefing considers the following key questions: Where will the oil price go next? What is the impact on currently operating projects, undeveloped projects, and those that are yet to be discovered? How should governments respond in changing oil and gas taxes? Will governments try to “race to the bottom,” but then lose a race back to the top? Key messages: There’s no certainty over future prices. Some rise is likely in the next few years, even if an energy transition results in a structural decline in the oil price in the longer-term. Governments must consider this uncertainty and probable rise when taxing oil and gas. Tax breaks on most currently operating projects are likely a waste of public money. Some governments may be pressured into reducing tax on projects awaiting development. But they must identify which projects would become viable with lower taxes, and which do not need a tax break. If in doubt, governments should consider whether a project that needs a tax incentive really will provide value for the country. For most countries, relative to total oil and gas produced, the production from projects that could be delayed or cancelled is small. But not so for the “new producer” countries like Senegal and Guyana. Changing taxes to make a country more attractive has the most impact before companies have invested – e.g., in attracting investment in licensing rounds. But setting low taxes now could force a government to raise taxes later if prices rise again. If a tax break is unavoidable, governments could use a “sunset clause” to limit the duration of the tax break. Ideally, governments should set progressive tax regimes that respond to changes in profit. But as many taxing authorities struggle to measure profit, governments could set simpler tax regimes based on sales revenue or prices – but must prepare to change tax rates in the future, and be prepared for the repercussion for a government’s credibility with investors. Governments should disclose contract terms detailing tax changes, tax exemptions, incentives and estimated break-even prices of projects to help government auditors, local think tanks, and the public check and support tax policy decisions.

2020 marks the 100th anniversary of the publication of economist Arthur Cecil Pigou’s The Economics of Welfare. This book is widely recognized as introducing the concept of Pigouvian welfare economics, that is, of using the basic tools of neoclassical economics to study how to improve the functioning of the economy and people’s lives. While Pigou’s analysis touched on many topics in the economy, the part of Pigouvian welfare economics most remembered today by environmental economists (and perhaps by anyone who has taken an introductory microeconomics course) is his theory of externalities. Pigou argued that externalities, like pollution or congestion, create market failures, but that they can be cost-effectively remedied using taxes or subsidies. These price policies have come to be known as Pigouvian pricing, or Pigouvian taxes or subsidies. If there is one common lesson argued by most environmental economists today regarding the design of environmental policy, it is: the best way to correct the market failure caused by pollution is Pigouvian pricing. According to this argument, a price should be levied on pollution equal to the value of the damages it causes to society. The price can be directly applied via a pollution tax, or indirectly via a cap-and-trade system where the permit price becomes the Pigouvian price on pollution. If the price is correct, then the most efficient outcome will be realized, and it will be achieved at the lowest possible cost to society. A corollary is that environmental policies other than price policies, for example technology mandates or performance standards (what economists often call “command-and-control” policies), are inferior and should not be used.

Why is water important in the MNA region? • It matters for people. MNA countries cover 10 percent of the world’s area and home to 6% of the world’s population but receive less than 2% of the world’s renewable water supply. With rapid population growth since the mid 1970s, this has caused dramatic contraction in per capita renewable water resources. The MNA region is now the world’s driest region in the World. • It matters for the economy. Over 60 percent of the population of MNA lives in area of high-water stress compared to some 35% for the rest of the World. Water stress in MNA will be severe in the next 20 years as freshwater per resources per capita is estimated to keep on declining steadily unless fundamental shift occurs. The MNA region has the greatest expected economic losses from climate-related water scarcity, estimated at 6–14 percent of GDP by 2050. The MNA region will have to learn to do more with less – no matter what. • It matters for the environment. wastewater, 82% of which is not being recycled in the region, compared to just 30% in highincome countries. This presents a major threat to human and environmental health but also a massive opportunity to better satisfy water demand. Wastewater is the only natural resource that increases, as cities and populations grow. • It matters for equality. Equality between men and women; between urban and rural and between nations. MNA countries need to comprehend water as a political, economic and security issue in the region that plays a profound role in the future of the region and its growth and development, and take more concerted actions now.

Complacency about the threat of nuclear terrorism—the belief that nuclear and radiological terrorism threats are minimal and existing security measures are sufficient to address them—is the fundamental barrier to strengthening nuclear security. Many factors can lead to complacency, but the most significant contributors are lack of knowledge about: events related to nuclear terrorism; weaknesses of nuclear security systems; and the capabilities demonstrated by thieves around the world. People will be more likely to take action to strengthen nuclear security if they believe that nuclear terrorism poses a real threat to their own country’s interests and their actions can significantly reduce the threat. There have been many incidents in recent years that demonstrate the need for strong and sustainable security at both military and civilian nuclear facilities.

Guyana is on the verge of becoming an oil-rich country. In absolute terms, Guyana’s petroleum wealth is modest, representing approximately 0.2 percent of global reserves, which places the country 26th globally. However, it possesses the world’s seventh-largest oil reserves per capita, second-largest in Latin America behind Venezuela. If revenue estimates from the Liza field prove to be accurate, Guyana could become one of the world’s largest per capita oil producers over the course of several years in the mid-2020s. According to independent projections, fiscal revenues from the petroleum sector could range between USD 7 and 27 billion over the next 30 years. Between 2025 and 2028, revenues could peak at between USD 800 million and 2.5 billion in a given year, at least doubling Guyana’s national budget in some years. That said, delays on these types of megaprojects are common and some revenue estimates may be optimistic.

How can strategic partnerships shape the lives and economic opportunities of communities surrounding large-scale mining operations? The Inter-American Development Bank (IDB), Anglo American PLC, and TechnoServe have pioneered a pilot partnership to implement a regional development plan that leverages the resources and skills of each contributing partner. The project, Beyond Extraction: Economic Opportunities in Communities Hosting Mining Operations, develops a flexible multifaceted program based on three pillars – local procurement, workforce development, and local government capacity building. From this systemic approach, onthe-ground operations will be tailored to the needs of local municipalities surrounding select Anglo American mining operations in each participating country. Each initiative builds on nearly a decade of program conceptualization and implementation through a pre-existing partnership between Anglo American and TechnoServe, combining lessons learned and resources from four enterprise development programs that have been executed collaboratively since 2006. Overall this new strategic partnership serves to elevate and expand Anglo American’s core business practices with the goal of developing local mining communities in ways that ensure sustainability and productivity beyond the lifespan of their mining operations in the region. In this case study we discuss the development of this strategic partnership as well as the challenges it has faced prior to its approval by the IDB in the summer of 2016. Within the context of global mining operations and the subnational regions in which it plans to operate, we analyze how the program goes beyond corporate social responsibility (CSR) as a public private partnership for development (PPPD). As the IDB develops an agenda for work within the extractives sector, this pilot builds on major corporate-bank partnerships surrounding large scale mining operations with a regional focus. The project serves as a precedent and key learning exercise from a multinational perspective for all partners involved as to the challenges and opportunities of strategic partnerships in the extractive sector.

The world’s oceans are crucial to human life. They cover 71 percent of the earth’s surface and contain 97 percent of the earth’s water (Oceanic Institute 2016); provide vital ecosystem services; serve as a growing source of renewable energy and make crucial contributions to global food production and food security, through the provision of food, minerals and nutrients. Fish provide 4.3 billion people with about 15 percent of their intake of animal protein (UN Food and Agriculture Organization [FAO] 2014b). Over 3.1 billion people live within 100 km of the ocean or sea in about 150 coastal and island nations (FAO 2014a), and global ocean economic activity is estimated to be US$3–5 trillion (FAO 2014b). Oceans and seas serve as waterways for global trade, with more than 90 percent of global trade carried by sea (International Maritime Organization 2012). Some 880 million people depend on the fisheries and aquaculture sector for their livelihoods (ibid.). Recognition of the services and resources provided by oceans has accelerated in recent years, spurred by the opportunities and challenges posed by a rapidly growing global population, increasing global demand for food and energy, advances in technology, and changes in patterns of global trade and human consumption. Developed countries have expanded fisheries, tourism and other oceanic and maritime industries; extended mineral exploration and extraction; and scaled up ocean-related scientific, technological and industrial research. Using increased knowledge of marine biodiversity, they have developed new value chains in pharmaceuticals, health care and aquaculture; and many have established integrated national ocean economy strategies, bringing together the regulatory, environmental, spatial, policy, institutional, industrial and other factors influencing their ability to exploit maritime resources.

To promote climate change risk mitigation in financial markets, the Financial Stability Board (FSB) recently proposed the creation of a Climate Disclosure Task Force, coordinated through the G20, to develop standards for companies to disclose their exposure to climate change risks. With more than 400 existing disclosure schemes that employ a range of different standards to measure climate change risks and corporate sustainability, this task will be challenging. But the diversity of schemes also represents an opportunity to assess which practices are effective at improving corporate accountability for sustainability performance, as well as efficient at producing comparable reports that do not unfairly burden reporting organizations. This brief identifies the key categories of governance practices that must be addressed, how these divergent practices challenge end-users, and how the establishment of criteria that define effective and efficient reporting is a critical first step for the FSB and its Climate Disclosure Task Force.

As the world approaches the middle of this century, the narratives of natural resources’ management are being newly defined, aiming to converge into new, “smarter” means of prosperity, which recognizes and integrates climate change related risks. The impacts of climate change are easily seen by the naked eye, as the ice sheets are melting ever faster, acidification of the oceans is increasing, sea level rises and extreme weather events brings casualties and economic loss around the globe. However, the means of how countries and markets have been willing or reluctant to cooperate on climate change in the context of making changes to sovereign resource management is significant. The transition to low-carbon, cleaner economies is driven by two rationales: the first objective is not to increase the world temperature by more than 2 ⁰C by the end of the century, upgrading to 1,5 ⁰C; and the second is to plan how to do so smoothly through world-wide de-carbonization. The uncertainties and fears surrounding “transformation” determine, to a certain extent, the voluntary nature of some new aspects of the current climate change regime.

Indigenous peoples within Canada and worldwide have the right to provide, withhold and/or withdraw consent to developments on their territories. The authors of this brief argue that with free, prior and informed consent (FPIC) becoming the new business standard when negotiating access to land and resources, industry leaders must adapt their practices to better accommodate indigenous rights. The authors recommend that the extractive industry should implement FPIC to the new business environment established by international rights frameworks and Canadian case law; negotiators should be trained in indigenous rights to FPIC, emphasizing the unique world views and concepts of land and resource stewardship; and the government should create policies that harmonize the duty to consult with the principles of FPIC to ensure good governance and stable business environments.

There has rarely been as large a commodity boom, with such resounding effects, as the one that has recently ended. Policy makers and commentators saw the boom as an opportunity to pull hundreds of millions of people out of poverty. But, after the crash of commodity prices, one might ask whether this opportunity been largely missed. Policymakers and citizens of resource-rich countries should draw lessons from the experience and ascertain what risks and opportunities they now face in a period of depressed prices. To contribute to this thinking, NRGI gathered more than 180 experts for two days of discussion at St. Catherine’s College, Oxford, in June 2015. Key questions addressed in this conference summary paper include: Were countries prepared for the bust? Was a lack of accountability and transparency really to blame for countries’ poor resource governance efforts? How can transparency be more useful? Commodity trading and the activities of trading companies influence economic and governance outcomes in developing countries. Typically privately owned with flexible business models, many trading companies work extensively in “high-risk” environments – including countries with weak institutions, conflicts or other challenges that scare away more risk-averse companies. Given the size of this footprint, and its prevalence in countries with high levels of corruption or poverty (or both), the quality of trading companies’ business practices is of serious concern. Trading companies play several roles through which they influence public institutions and public revenues, and they frequently build close relationships with top officials and political elites. They are major buyers of raw materials sold by governments and state-owned companies worldwide, and these transactions generate significant public revenues. Traders also provide large loans to governments, sell refined products, and enter into joint ventures with state-owned entities. They are expanding their upstream and downstream operations in developing countries as well.

Global interest in ownership transparency is growing, with the G8 adopting principles on beneficial ownership; a dozen EITI countries participating in a beneficial ownership pilot; and the US, UK and EU taking steps toward making more beneficial ownership information available. The aim of such initiatives is to shed light on secret ownership structures that enable some extractive companies to evade tax payments or hide improper relationships with government officials. While a complex and opaque ownership structure is no sure sign that an extractives company is engaging in financial misconduct, the publication of beneficial ownership information can help to deter improper practices and enable detection. This briefing explores options open to countries for collecting, publishing and using information on the beneficial owners of oil, gas and mining companies. It provides background on how beneficial ownership works in the extractive industries and why it matters. The briefing also offers governments, companies and civil society members a framework for deciding what information to publish, and considers the critical question of what more disclosure could realistically achieve.

Under the EITI Standard, implementing countries are required to produce far more comprehensive reports than before; these go beyond revenue payments to include disclosures across the entire extractive industries decision chain. However, the objective of the Standard is not merely to generate more data, but rather that stakeholders will use the information to impact the governance of the sector. This EITI briefing note explores how countries are faring at meeting the EITI’s more ambitious requirements and what implementing countries can do to begin moving “from reporting to reform.” This briefing note is based on a review of the first 22 reports produced under the Standard; the review assesses both the quality of reporting, as well as the content. We found that in many respects countries have risen to the challenge and become more ambitious and comprehensive in their reporting. This has included highlighting critical deficiencies in license allocation processes, revealing politically affiliated owners of companies, and identifying significant local revenues that were never disbursed. However, a number of significant gaps remain and these are holding countries back from seeing meaningful impacts from their EITI processes. For instance, these reports have missed opportunities to inform major tax code revisions, ignored hotly debated issues of sector employment, and left stakeholders in the dark about individual extractive projects.

The Natural Resource Charter is a set of principles to guide governments' and societies' use of natural resources so these economic opportunities result in maximum and sustained returns for a country's citizens. It outlines tools and policy options designed to avoid the mismanagement of diminishing natural riches, and ensure their ongoing benefits. The charter is organized around 12 core precepts offering guidance on key decisions governments face, beginning with whether to extract resources and ending with how generated revenue can produce maximum good for citizens. First launched in 2010 at the annual meetings of the International Monetary Fund and the World Bank, the charter was written by an independent group of practitioners and academics, under the governance of an oversight board composed of distinguished international figures with first-hand experience of the challenges faced by resource-rich countries. It relaunched at the 2014 Natural Resource Charter Conference in Oxford, England.

Resource-rich regions usually expect and strive for local economies to benefit from oil, gas and mineral projects. Unfortunately, that is not always the case. These regions do not always know how to take advantage of extractive activities to create sustainable economic development, be it creating jobs and developing local businesses or building skills and improving technologies. Local content is the processes of building such economic capital at the national and subnational level, and meeting set public policy objectives. This paper offers guidance on designing and implementing local content initiatives in the oil, gas and mining sectors to ensure economic sustainability within producing regions. It aims to answer the question of how national and subnational governments, industry and civil society can maximize local benefits through partnerships among governments, companies and civil society organizations (CSOs). Governments should set clear targets based on which companies should make commitments and publish transparent reports on results. CSOs can then analyze the results and monitor progress of local content initiatives.
