Abstract:: Since the start of Russia’s all-out invasion of Ukraine, the EU has sought to rapidly reduce its dependence on Russian gas and oil. Many alternative major suppliers to Europe stepped up as ‘friends in need’ in the first year of the war, helping the EU plug the gap. The EU’s climate goals direct it to encourage the development of renewable energy sources – meaning it must also cultivate ‘friends indeed,’ which can supply clean energy as well as gas and oil. The countries best able to fulfil both short-term needs and long-term ambitions are Norway and the US, which have stable supplies of gas and are making progress in clean energy. The EU and member states have the instruments and investment resources to advance the potential of other supplier countries as well – to help them too transform from ‘friends in need’ to ‘friends indeed.’

Abstract:: Russia’s invasion of Ukraine has revealed Europeans’ profound dependence on the US for their security, despite EU efforts at achieving “strategic autonomy.” Over the last decade, the EU has grown relatively less powerful than America – economically, technologically, and militarily. Europeans also still lack agreement on crucial strategic questions for themselves and look to Washington for leadership. In the cold war, Europe was a central front of superpower competition. Now, the US expects the EU and the UK to fall in line behind its China strategy and will use its leadership position to ensure this outcome. Europe becoming an American vassal is unwise for both sides. Europeans can become a stronger and more independent part of the Atlantic alliance by developing independent capacity to support Ukraine and acquiring greater military capabilities.

Abstract:: A recent multi-country poll for ECFR suggests that Europeans have come closer together in their support for Ukraine. Europeans now agree that Russia is their adversary or rival. Three factors have supported this remarkable coming together: Ukrainian successes in the first year of the war; the way the war has united the political left and right; and the perceived return of a strong West led by the US. But these factors are fragile and European leaders should be careful in their optimism. European policymakers should take advantage of this unity to equip Ukraine, while doing everything they can to mitigate divisions caused by changing circumstances at home and abroad.

Abstract:: The EU is concerned at rising tensions in the north of Kosovo and the prospect of Russian interference in disputes between Kosovo and Serbia. To address this, the EU drew up a new proposal for engagement between Kosovo and Serbia, which the two sides have agreed to. The agreement makes some progress on the unresolved question of mutual recognition but is not yet a roadmap to full normalisation. Tepid EU efforts to enable Western Balkans states to advance Euro-Atlantic ambitions are part of the reason for the unresolved issues in northern Kosovo. The EU can transform this dynamic by setting out clearer prospects for accession for both Kosovo and Serbia.

105. Tricks of the trade: Strengthening EU-African cooperation on trade in services

Abstract:: Services are increasingly important for international trade, accounting for about half of global trade flows. Trade in services is growing more rapidly than trade in goods. Trade in services is critical for improving the competitiveness of African economies, increasing their participation in regional and global value chains, and promoting inclusive growth. Improved trade in services with African countries could help the EU diversify its supply chains, strengthening resilience and reducing dependencies on China and other Asian countries. The cooperation on domestic regulatory frameworks required for trade in services can promote a shared understanding of regulatory goals and standards between the EU and Africa across many sectors. None of the trade agreements between the EU and African countries currently covers services, and only one African country is part of the WTO Joint Initiative on Domestic Services Regulation. There is therefore no dedicated platform for cooperation on services regulations. The African Continental Free Trade Area agreement provides an unprecedented opportunity for African countries to improve domestic services regulations and could be a new basis for cooperation with the EU.

Abstract:: A new poll suggests that Russia’s war on Ukraine has consolidated ‘the West;’ European and American citizens hold many views in common about major global questions. Europeans and Americans agree they should help Ukraine to win, that Russia is their avowed adversary, and that the coming global order will most likely be defined by two blocs led respectively by the US and China. In contrast, citizens in China, India, and Turkiye prefer a quick end to the war even if Ukraine has to concede territory. People in these non-Western countries, and in Russia, also consider the emergence of a multipolar world order to be more probable than a bipolar arrangement. Western decision-makers should take into account that the consolidation of the West is taking place in an increasingly divided post-Western world; and that emerging powers such as India and Turkiye will act on their own terms and resist being caught in a battle between America and China.

Abstract:: The number of Syrian refugees attempting to enter Europe has doubled in the last two years. This shift is driven by growing hostility towards Syrian refugees in host states Turkey, Lebanon, and Jordan. Governments in these countries are ratcheting up the political rhetoric and deploying new ways to force Syrians to return. Home-grown economic and social pressures, and problems caused by the pandemic and Russia’s war on Ukraine, contribute to these tensions. Europeans’ support for Syrian refugees remains humanitarian-led and short-termist. The EU and its member states should switch to a longer-term ‘inclusion’ approach that helps Syrians live in dignity in their host countries. This new approach would also benefit local communities, as well as discourage Syrians from making the dangerous journey to Europe.

Abstract:: The EU has already provided unprecedented support to Ukraine as it fights its existential war against Russia. But this war will not end any time soon. The EU and member states urgently need to ramp up and accelerate their military assistance for the long war and make stronger commitments to Ukraine’s long-term security. This will require them to develop their military-industrial capabilities. In addition, they should develop bilateral security arrangements with Ukraine and work towards bringing the country into NATO once the war is over. Ukraine’s EU accession, however, will ultimately be more transformative for the country. The EU therefore needs to ensure it is truly fit for enlargement to up to 36 states and take concrete steps towards making Ukraine a member state. The EU should view this support for Ukraine as an opportunity to enhance its military production facilities, raise its geopolitical profile, secure its neighbourhood, and stabilise the contour and modus operandi of a larger European Union.

Abstract:: The world is changing – and European governments are struggling to decide how to position themselves within it. Middle powers outside Europe are preparing for a fragmented, not a bipolar world, and approaching the emerging order with some confidence. The EU can learn a great deal from their strategies. The EU has a myriad of interdependencies with other powers and will never be totally self-sufficient. To protect its interests and values, it needs a foreign policy strategy that acknowledges this: strategic interdependence. The EU should anchor this approach in an understanding of where it needs partnerships – and the potential power it wields within them. It should prepare for political coexistence and competition, privilege de-risking over decoupling, and invest in key relationships rather than in defending the old order.

Abstract:: The EU is facing a make-or-break moment in terms of whether it is willing to pay the costs – both financial and political – of moving forward with decarbonisation at the speed and according to the model it has set out in the European Green Deal. Ahead of the European Parliament elections and several national elections in 2024, European policymakers need to convince voters that keeping the green transition on course is in their interests at a time when many are concerned about the rising cost of living. Policymakers should focus on energy sovereignty; how the green industrial transformation can help their country’s economic competitiveness; and the role that EU-level financial support can play in a just transition, alongside the risks of climate change, as persuasive reasons to advance the European Green Deal. These arguments resonate to different degrees in different capitals. Significant green funding in the next EU budget and a stronger Strategic Technologies for Europe Platform would help maintain the consensus on climate action. The EU stands to benefit from being a global green leader, but it needs to rapidly adapt its policy instruments to the changed geopolitical circumstances.

Abstract:: Poland’s economy, including its energy sector, is still heavily dependent on fossil fuels, including coal. In recent years Poland has significantly developed its renewable energy potential, reduced carbon dioxide emissions, and rolled out energy efficiency measures. Yet challenges remain, attributable to the government’s failure to devise a coherent national energy strategy and its insistence on picking fights with the EU over “sovereignty”; together, these weaken Poland’s influence over European energy policy. Poland has the potential to carry out an ambitious energy transition, considering its renewable energy potential, plans for nuclear power, and public support for change. Whatever the results of the 2023 parliamentary election, the government should aim to forge a cross-party consensus in favour of the energy transition and give it a strategic weight comparable to Poland’s accession to the EU and NATO.

Abstract:: Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Abstract:: Over the last decade, China has gradually expanded its presence in the Indian Ocean, combining its military modernisation and cooperation with partners with active diplomacy towards the island and coastal states of the region. China’s presence and capabilities threaten the freedom and influence of other actors in the area, including India and the EU. Europe’s key maritime trade routes to Asia run through the Indian Ocean, making the security of the region and freedom of navigation crucial for European interests. Abstract:: Algeria’s president Abdelmadjid Tebboune is seeking to reinvigorate the country’s role as a regional power, deal with instability in its neighbourhood, and boost its economy ahead of the presidential election in 2024. Russia’s full-scale invasion of Ukraine has bolstered Algeria’s standing as a key energy provider for Europe while complicating its security relationship with Russia, pushing Algiers to look for new security partners. Europe shares Algeria’s concerns about instability in the region, where Russian influence is growing, and security and economic problems loom large. The range of overlapping interests between Europe and Algeria form the basis for a broad partnership that extends beyond energy cooperation to economic partnerships and foreign policy coordination. Such a partnership would not only help Europe meet its energy needs, it would also improve regional prosperity, weaken Russia’s foreign influence, and make both parties more effective at stabilising the southern neighbourhood.

116. Democratic defence: How Italy can lead the fight against Russian disinformation

Abstract:: New research for ECFR suggests pro-Russia and pro-China narratives are present in online and traditional forms of discourse in Italy. It finds that forms of anomalous activity spiked just ahead of the country’s 2022 general election. Despite the shock to Italian foreign policy caused by Russia’s war on Ukraine, economic ties between the countries remain. Moreover, the political environment in Italy remains conducive to Russian influence, with the leaders of four of the five largest parties in parliament prone to echoing talking points favourable to Moscow or advocating for “peace” while suggesting the withdrawal of military support to Ukraine. Italy has been slow to put in place the structures needed to combat foreign influence. The new governing coalition appeared to place little value on tackling the problem, but it has now started to build on the more considerable progress made under former prime minister Mario Draghi. Italy should seize opportunities to strengthen the battle against disinformation, such as: encouraging the next European Commission to incorporate this task into its mandate; and placing the topic in Rome’s forthcoming G7 presidency programme.

Abstract:: Russia’s war on Ukraine prompted a frenzy of energy deals between EU member states and countries in the Middle East and North Africa, but their implementation is slow. The EU needs a new approach to energy cooperation with states in the Middle East and North Africa that serves both its energy security imperative and its climate goals. The Gulf monarchies represent a good test case for such an approach, due to their green ambitions, abundant resources, and significance to the fight against climate change. Political and ideological differences are currently the greatest obstacle to long-term, strategic energy cooperation between the regions. But this year’s COP28 in Dubai is an opportunity for both sides to focus on practical ways to accelerate the green transition. Europeans should emphasise four promising areas of energy cooperation with the GCC states: energy efficiency and electrification, renewable energy, and the circular carbon economy.

Abstract:: Russia’s war on Ukraine has shown European citizens that they live in a world of non-cooperation. But their cooperative foreign policy instincts are only slowly adapting to this new reality. Europeans want to remain neutral in a potential US-China conflict and are reluctant to de-risk from China – even if they recognise the dangers of its economic presence in Europe. However, if China decided to deliver weapons to Russia, that would be a red line for much of the European public. Europeans remain united on their current approach to Russia – though they disagree about Europe’s future Russia policy. They have embraced Europe’s closer relationship with the US, but they want to rely less on American security guarantees. European leaders have an opportunity to build public consensus around Europe’s approach to China, the US, and Russia. But they need to understand what motivates the public and communicate clearly about the future.

Abstract:: In the 20 years since the US-led invasion, Iraq’s political order and elite have proven surprisingly resilient in the face of numerous challenges, including terrorism, civil war, threats of secession, and mass protests. The informal consociational system, party politics, patronage networks, and competing paramilitaries are enduring features of Iraqi governance that have maintained stability even as they present many long-term problems. Despite the system’s resilience, Iraq remains deeply challenged by corruption, a lack of economic diversity and development, climate vulnerability, and some persistent security deficits. Europeans should acknowledge the realities of Iraqi governance and work within them to achieve shared European-Iraqi interests rather than seeking to impose their own ideals or solutions. Europeans could, for example, help Iraqis to manage their youth bulge problem, digitise the economy, and prepare for and adapt to climate change.

Abstract:: Russia’s war on Ukraine is a test of Europe’s values of openness, freedom, solidarity, and individual responsibility. According to ECFR’s research, European sentiment is strong in the EU today; the public holds positive attitudes towards the EU and Europe; and most governments are dedicated to European cooperation. European citizens and governments have shown unprecedented support for Ukraine, but European leaders face various dilemmas about how to handle Russian culture, disinformation, and people in the context of the war – and their responses to these challenges have consequences for European sentiment. Their approach can either reassert European values, helping to sustain European unity and support for Ukraine. Or it can undermine these values, presenting the EU as weak and hypocritical, and eroding Europeans’ confidence in the EU and solidarity with Ukraine. Rather than follow their protective instincts, European governments should display confidence in liberalism and in the European civil society which, over the past year, has demonstrated its resilience.

Abstract:: The EU’s decision to quickly decouple from Russian energy in response to the war in Ukraine and the US Inflation Reduction Act have shifted the dynamics around how the EU engages on climate action in its external relations. The EU and its member states need a new approach to climate diplomacy to respond to this reality. They should frame this approach around an understanding that decarbonisation is central to their economic security. In its relations with Africa, the EU should ensure that all relevant policy tools – including trade, industrial development, and energy deals – reflect the fact that economic security through decarbonisation brings mutual benefits. The EU needs to strengthen its climate diplomacy by rapidly putting together an offer for the global south that includes financing and innovation cooperation to counter negative reactions to its current regulation- and carbon pricing-led approach. The new European Commission and European Parliament from 2024 provide an opportunity to build the structures for greater coordination of investments and planning through Brussels. The EU will also need to increase its capacity and resources if it is to remain a global leader on climate action.

Abstract:: Criticism of realism is based on a largely superficial understanding of the paradigm. Critics treat realism as a one-dimensional approach. Realism is a paradigm that encompasses different and sometimes mutually contradictory approaches. Realist scholars strongly opposed U.S. military interventions, such as Iraq, which have proved disastrous. Offensive realism’s rationale is unconvincing in the case of Ukraine. However, the international community’s response falls well within the realist paradigm. Deterrence remains a vital policy recommendation of realism, as evidenced by the U.S. response to the Taiwan debacle.

124. The European Political Community from Paris to Chisinau: an idea taking shape?

Abstract:: The European Political Community (EPC), an idea put forward by President Macron of France, echoing a similar proposal made by former Italian PM Enrico Letta, was launched and gained traction in response to the challenge posed by Russia’s war against Ukraine. The imperative of focusing on security and forming a common front against Russian aggression served as a key rationale for expanding the EPC beyond a value-based community of like-minded democratic states. The first EPC Summit was held in Prague in October 2022. A successful gathering of 44 states, including countries with still-strong ties to Russia, it gave the sense that a common pan-European front was gradually forming against Moscow. Seven priority areas were identified: energy security, critical infrastructure, cybersecurity, youth, migration, regional cooperation in the Caucasus and Black Sea area, and resilience funding. The second Summit took place on 1st June 2023 near Chisinau, the capital of the Republic of Moldova, a small landlocked state in Eastern Europe which only recently achieved candidate status for EU accession. The Summit was a strong signal of support for Moldova’s efforts to consolidate its escape from Russia’s stranglehold, but also for its neighbour, embattled Ukraine. Discussions in Chisinau addressed energy security, transport networks and connectivity, cybersecurity and the integrity of critical infrastructure. Strategic cooperation was another prominent topic. Leaders reiterated the importance of restoring peace by providing increased military support to Ukraine, but also combating hybrid threats in Moldova through the recently launched EU Partnership Mission (EUPAM). At present, the EPC format seems to be pursuing two separate agendas: structuring the EU’s relations with its neighbours, and rallying the European family against Russia. Articulating and balancing these objectives properly will not be easy, and would seem to require the removal of stumbling blocks and a clarification of the level of institutionalisation at which the EPC would be required to operate. Thus, as the EPC Summit moves next to Spain and then to the United Kingdom, there is still no comprehensive consensus as to what the overall purpose of the EPC is, and whether and to what extent it should be institutionalised, which is to say endowed with a secretariat, separate funding and a certain degree of functional autonomy. A number of influential countries, including France and the U.K., see the EPC’s greatest advantage as residing in its informality and lack of institutionalisation. However, it could be argued that for the EPC’s strategic engagement in security, energy and connectivity to be successful, some level of institutionalisation and greater involvement by the EU will be required. At the same time, for the EPC to maintain its added value, it will need to preserve significant pockets of informality and flexibility of process.

Abstract:: Tunisia is the main departure point to Italy in 2023 for West Africans and sub-Saharan Africans. Socio-economic conditions, food shortages, and poor governance are key factors in Tunisian migration. The absence of an asylum and migration system is a critical factor in the transit of asylum seekers to Europe. Comparisons with the 2011 crisis reveal lessons learnt, with Italy taking a more proactive stance. Europe is divided but also united: divided in its member states’ initial reactions; united in its persistent deployment of a toolbox that has yielded only limited results to date.

Abstract:: Despite several attempts for decades to reach at a political solution between Israel and Palestine, Netanyahu and his supporters offer nothing but permanent oppression while Hamas has resorted to terror. Each party refers to their rights: The right to defend versus the right to self-determination. This attitude has resulted in an escalation of tensions over time that led to a massive loss of life since October 7, 2023, when Hamas killed 1,200 Israelis and Israeli forces have so far killed 11,000 mostly civilians in Gaza. If there is a solution, it can be none other than a political one agreed between the two parties and be supported by an evenhanded approach by the international community within the confines of international law.

127. Climate adaptation: The race to cool down Europe’s cities

Abstract:: Europe’s cities are heating up at a record-breaking pace. Cooling them down will require further anchoring of nature-based solutions into urban development. The EU can help cities adapt to the effects of the climate crisis, but this will require ambitious and urgent actions. As the number of heatwaves increases across Europe, urban citizens’ life and well-being are particularly at risk. The Union has promoted concrete measures to increase green spaces in cities, but there is more the EU can do, both as a facilitator and coordinator of urban adaptation, including: Mainstream green urban planning across the EU. Launch an EU-wide assessment of environmental equality in urban settings. Link EU funds to environmental equality. Make private adaptation financing transparent. Make urban climate adaptation a strategic foresight priority. Bring the green urban agenda forward on a global scale. The record-breaking summers of tomorrow require more ambitious urban solutions. While Europe’s cities are still relatively cool today, a long adaptation path is necessary to make them liveable and resilient for the future.

128. Advancing military mobility in Europe: An uphill battle

Abstract:: Russia’s full-scale invasion of Ukraine has put military mobility on top of the EU and NATO agendas. The return of traditional military threats and a renewed interest in territorial defence call for greater attempts to eliminate obstacles preventing armed forces from swiftly moving across EU borders. This Policy Brief maps the actions taken at the EU level to develop military mobility over the past years, with emphasis on the EU Action Plan 2.0. It identifies and analyses current EU objectives, outlines key challenges, and provides recommendations to enhance military mobility in Europe. Several challenges are analysed by the author, which should be urgently addressed by the EU and the member states, especially in relation to the Action Plan 2.0. These include limited funding for dual-use transport infrastructure projects at the EU level, administrative and regulatory barriers, and the lack of political will in the member states to enhance military mobility. Furthermore, the paper provides a SWOT Analysis of military mobility in Europe and the following recommendations are put forward: The commitment to advancing military mobility needs to be long-term. Military mobility needs to be complemented by a civilian dimension. EU member states should urgently prioritise developing military mobility plans. Undergo a lessons-learned process from the movement of military equipment in the context of EU and allies’ support to Ukraine. Regions and cities’ network of exchanges at the European level should include discussions on funding and dual-use infrastructure. Consider setting up an EU-NATO Centre of Excellence dedicated to military mobility in Europe.

129. How the EU and US can advance the green transition along with energy and resource security

Abstract:: The benefits of enhanced transatlantic cooperation on the green agenda are immense — and waiting to be seized. At the Ministerial Meeting in Sweden in May, the EU and US reiterated their commitment for collaboration. While progress on the EU-US Trade & Technology Council’s (TTC) green agenda has been slow, it is now time to implement this commitment. This Policy Brief provides recommendations for the TTC for turning shared principles into joint action, with a focus on the following three areas: 1. Aligning climate and sustainability ambitions with security and geoeconomic goals; 2. Building on the power of technologies and developing common standards for the green transition and energy and resource security; 3. Ensuring access to resources needed for the green transition. In conclusion, the Paper calls for the TTC to assist the EU and the US in stepping up their joint efforts in addressing environmental challenges as well as enhancing climate action, resource and energy security through trade and technology solutions. It recognises the role the platform should play in opening the transatlantic market for products and services needed to accelerate the green transition.

130. Reflections on Victim-Centered Accountability in Ukraine

Abstract:: Since Russian invaded Ukraine in late February 2022, the world has witnessed innumerable war crimes and other human rights violations, including indiscriminate attacks against civilians, summary executions, torture and ill-treatment, sexual and gender-based violence (SGBV), unlawful detentions, and forced deportation. In response, officials in Ukraine and members of the international community have launched multiple—and unprecedently expansive—efforts to investigate and prosecute these atrocities. Most, however, narrowly focus on criminal prosecution and often overlook the immediate needs and perspectives of victims. This paper examines the various actions that have been taken or are under consideration to investigate and prosecute war crimes and other human rights violations in Ukraine. It explores the myriad challenges they face and how tools from the field of transitional justice can be applied in tandem to deliver justice and reparation to victims and lay the foundation for a more inclusive and democratic Ukraine. The paper makes the case that criminal accountability is but one dimension of justice. For Ukrainians most acutely affected by the war, such as victims of torture and SGBV, as well as broad sectors of the civilian population whose lives have been upended and who now find themselves in desperate need, justice in fact entails a number of remedies including humanitarian assistance based on acknowledgment and repair. The authors further argue that the ongoing initiatives to investigate crimes committed in the war offer an opportunity. Specifically, the vast amount of documentation that government, civil society, and international actors have been gathering for use as evidence in criminal proceedings can be harnessed to advance other justice-related objectives. For instance, this information could serve a truth-seeking process that aims to establish a victim-centered historical record of the war and could inform the design of a more coordinated and forward-looking assistance program, including a much-needed reparations program.

131. Assessing the Risk of Foreign Influence in UK Search Results

Abstract:: As the de facto gateway to the vast troves of information available online, search services play a critical role in the modern information ecosystem. They are often the starting points for people’s questions about the world around them, from the innocuous to the deeply consequential. The results generated by search algorithms can therefore influence everything from consumer behavior to people’s political and social preferences, often in ways that are imperceptible to users of those systems. Given this significant power, search services are also targets of those who seek to manipulate information to advance a particular, and at times malign, agenda. This includes those working for or on behalf of autocratic foreign governments, who can attempt to leverage search results to whitewash human rights abuses, attack opponents, or interfere in the internal affairs of other countries. The threat is particularly acute with well-resourced states that operate global state-backed media outlets, troll farms, and other state-aligned information outlets that allow them to exploit search services through strategic content production, search engine optimization, or intentional manipulation. DOWNLOAD PDF To evaluate this potential risk, we analyzed data over a 30-day period across six search products on four search services (Google Search, Google News, Microsoft Bing, Bing News, Yandex Search, and Baidu Search) to assess the prominence of foreign state-linked websites, or those that reproduce content from those websites, in search returns for queries related to topics of national importance to the United Kingdom. Importantly, we could not assess, nor was it our intention to assess, whether the prominence of any state-linked sources in search results was the result of deliberate manipulation by those states or merely the product of search algorithms determining that the content produced by those sites was relevant to a given query. We also did not assess the relative quality of any individual state media outlets. We recognize that state-backed information sources exist on a broad spectrum in terms of their authoritativeness and journalistic standards, and that a connection to a foreign state is not necessarily problematic and should not be viewed by search services as an inherent risk. In short, our efforts to understand the prominence of state-linked sources in search results should not be viewed as an attempt to document wrongdoing, either by the sources themselves or by the search services that surfaced those sources. In addition, although we attempted to select topics that were important to UK interests instead of those that favored the interests of any one foreign government, some of the chosen queries—notably those related to the war against Ukraine—were more likely to be the focus of messaging from certain countries. Results from this study should therefore not be used as comparative data points to suggest that any one state is more influential in UK search results than any other. Instead, the goal of this research was simply to gain a better understanding of how and how often content from websites with direct or indirect links to foreign states—primarily state-backed media outlets but also websites directly or indirectly linked to foreign governments or foreign intelligence services—surfaced in search results in the four constituent countries of the UK. Though we offer several illustrative examples highlighting specific vulnerabilities uncovered by our research, the bulk of this report is focused on assessing a potential risk of foreign interference by identifying the types of variables—from the topic searched for to the language used—that regularly generated search results from state-linked websites, without assessing whether the content of those search results is potentially illegal under the UK’s newly created Foreign Interference Offense included in the National Security Act 2023. We did, however, pay particular attention to the presence of content produced by media outlets currently sanctioned by the UK government, namely Russian state media outlets that were sanctioned after Russia’s full-scale invasion of Ukraine in 2022.

This presents the EU with an opportunity to project its values, interests and power, though hampered at present by political infighting and the mushrooming of conflicts in and around Europe. 133. What should the EU do about violent extremism?

Abstract:: Despite a recent spike in concern about a resurgence in great power conflict, addressing terrorism and violent extremism has driven the foreign policy debate in the collective West for the better part of two decades since 9/11. In the European Union, these concerns most prominently emerged in the 2003 European Security Strategy (ESS) that identified terrorism and “violent religious extremism” originating in the EU’s neighbourhood and caused by weak institutions, conflict, and state failure as a primary concern. The crux of the matter, however, is how this increased attention translates in policy terms. In other words, is the EU’s chosen CT-P/CVE policy mix balanced and fit for purpose? First, the EU’s CT-P/CVE action can hardly be framed according to a binary security versus democracy logic because of the significant emphasis placed by the EU on socio-economic development to address the structural causes of violent extremism. Second, despite the EU’s developmental focus, the language of good governance and peacebuilding, as well as funding for these areas, are key elements missing from the EU’s engagement. In order to remedy the many upstream and downstream diplomatic trade-offs that EU policymakers face in tackling violent extremism, the EU must begin to frame CT-P/CVE as part of its wider endeavour to support sustainable peace. It can do this by formulating an EU Agenda for Peace that once again underlines the EU’s commitment to promoting inclusive governance, community resilience, and social justice.

Abstract:: In the South China Sea (SCS), as indeed the wider Indo-Pacific, the EU is facing a deepening strategic rivalry between China and the US. In the SCS, China has been able to create physical realities in defiance of international law by constructing artificial islands in the attempt to sustain its claims to the disputed Spratly and Paracel archipelagos as well as expand its military projection deep into international waters. The US is still the predominant security player in the Indo-Pacific, but its military presence has an increasingly hard time shoring up American power in the SCS. The security dilemma between the great powers is threatening rules-based multilateralism, which runs deep in the veins of the EU and to a great extent defines its international posture.

135. Patchwork procurement? How to bridge parallel initiatives in EU joint defence procurement

Abstract:: The EU’s defence-industrial base was conceived during peacetime and, because of the ensuing market fragmentation, does not seem fit for purpose to deal with wartime. In an attempt to remedy this, the EU launched several parallel joint defence procurement initiatives (EDIRPA, EDIP, the three-track approach under the European Peace Facility). Between these initiatives, it is easy to lose sight of the forest in the trees of joint procurement. How do these parallel tracks of procurement tie in together? Are they not fragmenting collaborative procurement efforts even further? This CEPS Policy Brief sheds clarity on the interplay between these initiatives and suggests four pragmatic paths towards an overarching joint defence procurement framework while playing into the most salient deadlocks in joint defence procurement today.

136. Germany and the UK: Perspectives for Deepening the Bilateral Dialogue on Development Policy

Abstract:: Germany and the United Kingdom of Great Britain and Northern Ireland (UK) are the second- and fourth-largest providers of official development assistance (ODA) worldwide and are key actors in driving international policy discussions on global development in the Organisation for Economic Co-operation and Development (OECD), the G7, the G20 and other key groupings and platforms. The development policies of both countries witnessed important convergence and detailed cooperation during the first decade of this millennium – a period when Western countries understood development cooperation as a source of considerable soft power, which was demonstrated in rising budgets and like-minded policy directions. The austerity policies that followed the global economic and financial crisis, and the UK’s decision to leave the European Union (EU) in 2016, have challenged the bilateral relationship in the development policy area between Germany and the UK. The UK’s departure from the EU has reduced the number of joint interactions and corresponding opportunities for identifying cooperation initiatives. Halfway through the period envisaged for the completion of the 2030 Agenda, both countries are adjusting their development policies, seeking to determine their future European roles and global development ambitions, but they remain key partners in global development. Both the UK and Germany have recently revised or are in the process of preparing development policy strategies as part of their integrated foreign policies – a reflection process which in recent months has been challenged to adjust to the implications of the war in Ukraine. The case remains strong for regular exchanges and cooperation on development policy between both countries, including by intensifying dialogues and resuming formal secondments between the FCDO and the German Federal Ministry for Economic Cooperation and Development (BMZ). Two areas in particular offer good prospects. First of all, the UK and Germany should closely work together to deliver on the current G7 Presidency agenda – including the key focus on infrastructure investment, as initiated during last year’s UK Presidency. Other key opportunities for cooperation include gender and climate action, as well as the provision of global public goods. Secondly, Germany and the UK should seek to engage in and harness the role of the OECD as a provider of key standards for international development policy and as an important forum for peer learning. As key providers of global development finance, the legitimacy of its reporting system is essential to both countries’ influence and contribution to global development.

137. Europe’s Global Gateway: A New Geostrategic Framework for Development Policy?

Abstract:: The proposal by the European Union (EU) to build a “Global Gateway” to the world is potentially an important juncture in EU foreign relations. Since its official launch in December 2021, most attention has been put on the initiative’s geostrategic implications and whether the EU can compete with China. Less attention has been paid to the Global Gateway’s implications for EU development policy in terms of strategic objectives, decision-making, thematic focus and financing. Two aspects are important in this regard. The first is whether the Global Gateway is a serious proposal that can deliver on its headline promises to massively increase European infrastructure financing in developing countries, provide partners with an alternative economic and political model to that being offered by China, and make a meaningful contribution to their efforts to realise the 2030 Agenda. The EU’s announcement that the Global Gateway will generate up to EUR 300 billion in investment by 2027 grabbed headlines, many of them sceptical. There is, however, no reason to doubt that the initiative will be adequately financed. Although the planning for the EU’s international aid budget for 2021-2027 has mostly been completed, a significant proportion remains flexible and could be spent on Global Gateway projects. As for the EU’s implementing capacity, the Gateway’s financial toolbox draws on the EU’s recent experiences with the Juncker Investment Plan and the External Investment Plan, which have both been utilised by development banks and private investors. The second aspect is whether the Global Gateway heralds a change in the EU’s motivations, objectives and modalities for cooperation with developing countries and regions. On the surface, the Global Gateway does not seem to change much. There are many thematic overlaps with existing strategic frameworks for engaging with Africa and the EU’s Neighbourhood. There is even a sense that the Global Gateway turns back the clock to the days when the EU focussed aid spending on infrastructure and emphasised its “political neutrality”. The geopolitical context in which the EU finds itself is, however, being transformed by pandemic, wars and multipolarity. The impacts of epochal events such as the Covid-19 pandemic and Russia’s invasion of Ukraine are still playing out. The Global Gateway signals a major adjustment in the EU’s response to these transformations, particularly regarding its engagement with the “Global South”. This will create a new paradigm for EU development policy, defined by strategic interests. It is likely that the new geostrategic framework will weaken the EU’s commitment to, and observance of, core development policy principles, especially the focus on poverty, partner country ownership, open governance and the “do no harm” principle. The Global Gateway’s use of aid to catalyse commercial investment risks further instrumentalising EU development policy. Specific measures are therefore needed to safeguard and promote the principles that the EU and its member states have committed themselves to.

138. France at the head of the Council: positive results despite the war

Abstract:: The French Presidency of the Council of the European Union began on 1 January in a context of postCovid-19 recovery and the development of the dual climate and digital transition, and ends on 30 June in an environment shaken by the war in Ukraine. In the space of a few weeks, the EU-27 have imposed unprecedented sanctions on Russia, broken the taboo regarding financing the war, they decided to change their energy supplies and opened the door to further enlargement. They also are having to accommodate several million people fleeing war, deal with the highest inflation in decades and anticipate a global food crisis. Under the motto "recovery, power, belonging", the French presidency of the Council, commonly referred to as the FPEU[1], has had to take the new situation in its diplomatic, political and economic dimensions into consideration. Whilst, according to the institutional scheme of things, the main orientations of the European Union's response have been decided by the European Council, and the measures taken have been prepared by the Commission, the role of the FPEU has been to coordinate the adoption and implementation of these measures, and to maintain the unity of the Member States. This diplomatic and technical undertaking is what typifies a rotating Council Presidency. In the longterm work of European institutions, it organises the work of the Member States and the legislative process with the Parliament. Prepared in advance, it represents continuity in the projects that will be taken up by the next presidency, by following a programme prepared in coordination with its partners. In times of crisis such as those that Europe is currently experiencing, presiding over the Council means striking a balance between priorities defined in advance and the urgencies of the moment. An assessment of the FPEU must therefore be drawn on both levels, that of the processes and that of the events. The FPEU in its strict institutional sense, i.e. the temporary chairing of meetings of ministers and their preparatory bodies, establishes goals in terms of legislative texts to be concluded or taken forward. As part of the broader ambition of building a sovereign Europe that defends its model of society, these objectives have largely been achieved.

139. Conference on the Future of Europe: the complex implementation of high ambitions

Abstract:: On 9 May after a year's work the Conference on the future of Europe delivered its conclusions to chart the way for a "new, effective and more democratic Europe (...) sovereign and capable of acting", to quote one of its co-chairs, Guy Verhofstadt (BE, Renew). The Conference, which was an unprecedented exercise in participatory democracy at EU level, involving citizens, experts, representatives of the institutions and politicians, will only have achieved its objective if Europe, and in particular its Member States, follow and appropriate at least part of its recommendations. A first discussion is taking place at the European Council on 23 and 24 June, whilst the Parliament has already expressed its position and expectations. While a debate on the timeliness of revising the treaties was quickly launched around a few strong measures such as the abolition of unanimity when taking certain decisions, the questions raised by the Conference mainly concern the content and purpose of European policies and the participation of citizens in the definition and development of these policies. Initiated before the Covid-19 pandemic, launched and conducted between different phases of health restrictions, and concluded in the midst of the war in Ukraine, the Conference is both a review of the European project at a time of profound change as well as a call for its renewal. It is therefore fitting to examine its proposals and the possibilities of their implementation. The Conference on the Future of Europe was suggested in March 2019 by French President Emmanuel Macron in his letter to Europeans, to "to propose all the changes our political project needs, with an open mind, even to amending the treaties". The idea was taken up by the President of the European Commission, Ursula von der Leyen, with the support of the Parliament. Delayed by lengthy discussions between institutions on its functioning, and then by the pandemic, the Conference opened on 9 May 2021 under the joint presidency of the Parliament, the Commission and the Council. In a joint declaration, the presidents of the three institutions stressed that this was a "citizens-focused, bottom-up exercise" exercise and pledged to "listen to Europeans and follow up the recommendations made during the Conference". By including citizens in a broad institutional debate, the European Union has aimed to strengthen its democratic legitimacy and reinforce the link between the institutions and citizens. The Conference was based on the principles of inclusion, openness and transparency, and on the respect for European values. This complex mechanism was designed to cross perspectives by multiplying scales and actors. A total of 6,465 events were organised in the 27 Member States, with 652,532 participants. An online platform in all official languages registered five million visitors, with 52 346 active participants sharing 17,671 ideas and leaving 21,877 comments. National citizens' panels were held in six countries: Belgium, France, Germany, Italy, Lithuania and the Netherlands. Four thematic panels, comprising 200 randomly selected Europeans, were organised and produced 178 recommendations. These were assessed and synthesised by the Conference plenary assembly, which was made up equally of representatives of the three institutions and representatives of national parliaments, as well as citizens and representatives of the social partners and civil society. This final report was drafted by an Executive Board of nine representatives from the Parliament, the Commission and the Council, in collaboration with the Conference plenary. In total, the Conference conclusions contain more than 320 measures divided into 49 proposals on nine main topics.

However, it would seem that there are no more crises, only the acceleration of unforeseen events and profound changes. After the subprime crisis, Greek finances, Syrian refugees, the Covid pandemic, the spectre of war is back on the continent. All of these challenges are putting a strain on most EU policies and yet they confirm the relevance of the European project. In the face of these events, the European Union has made more progress in a few months than in thirty years. But it is paying for its delays and hesitations. It must revise many of its policies and resolutely project itself into a new and more brutal global world.

In these troubled times, with a war in Ukraine, we need strong European leaders like him, and I am delighted to see that the French have put their trust in him for the next five years.

143. The challenges of protecting Europe’s maritime areas of common interest, from the Atlantic to the Indo-Pacific

Abstract:: The geostrategic environment is currently replete with confrontations and "fait accompli" policies, set against a backdrop of national power reassertion and conflicting competitive interest[1]. Maritime spaces are also increasingly embroiled in this tension as economic, commercial and even strategic issues remain inextricably linked to the maintenance of good order at sea. Consequently the world faces two strategic paradoxes. The first of these is the tension between national and global interests. The interdependence of world economies and the pressing issue of climate change require a global approach to problem resolution. Indeed it is from this imperative that the notion of common spaces was born, initially in the maritime domain before being extended to the air, space and cyber domains. Freedom of navigation enabling the ability to trade in the maritime environment is therefore a fundamental element of collective wealth. The second paradox is the contradictory pressure between the maintenance of the international framework and the law of the strongest. Some States increasingly uses intimidation and coercion as the transactional mode of choice. This challenge to the role of the international community is contributing markedly to increased instability and regional tensions. Certain stakeholders are attempting to appropriate maritime areas over which they claim sovereignty. The European Union (EU) must take account of this evolving ominous change to the stability of geostrategic environment. While the extent of the EU maritime domain is synonymous with major opportunities, it also brings with it a corresponding level of challenges to be met, first and foremost that of the security of these maritime areas of common interest. Accordingly, to ensure continuity of the work undertaken within the framework of the Strategic Compass, the theme of "maritime issues" must be taken into account in the Member States' discussions. The French Presidency of the Council, which lasts until 30 June 2022, should also provide an opportunity to capitalise on the relative consensus of the collective opinion concerning the importance of the "maritime factor". This would allow us to further promote the EU to assume a broader remit, both as a security provider with a global vocation and as an actor that invests and innovates in this crucial strategic area.

144. Strategic dependencies, a question of sovereignty

Abstract:: The Russian aggression against Ukraine triggered a massive response from Europeans and their Western allies. Instead of direct military intervention, which would have carried the risk of an armed or even nuclear escalation with Russia, the EU's response has taken the shape of sanctions against the Russian regime in many sectors of the country's economy, with the stated aim of weakening the government's ability to finance the war. The five packages of European sanctions adopted since the end of February in coordination with the sanctions of the G7 countries, have "devastated the Russian economy", deems Commission President Ursula von der Leyen. The sanctions, in particular the exclusion of most Russian banks from the Swift financial messaging system, the ban on market transactions with the Russian Central Bank and the embargo on the sale of certain equipment, are having an impact because they rely on the economic and financial strength of the West and, conversely, on Russia's dependence on Western financial markets and foreign technology. Yet, after two months of war, the Russian regime continues its offensive despite numerous casualties, several tactical defeats and the impact of sanctions. Sanctions have so far failed to stop the fighting, or even to change the behaviour of the Russian President. And for the Europeans there is the question of the final stage of possible sanctions, an embargo on Russian oil and gas, which would deprive the regime of about €100 billion a year (€99 billion in 2021). In early April, EU High Representative Josep Borrell lamented that Europeans had bought €35 billion worth of gas from Russia since the war began. The reluctance of some member states, most notably Germany, to take the decisive step of an embargo highlights the fact that the other side of the EU's economic strength is its dependence on Russian hydrocarbons, which is hampering its decision-making capacity and leaves it at the mercy of supplies being cut off in retaliation for sanctions. While the Commission claims to be geopolitical and the President of the Council considers the European Union's strategic autonomy to be "the aim of our generation", recent events have raised the question of its capacity to act through economic power and sanctions and its dependence on the outside world. They are forcing Europeans to rethink their relationship with the economy and trade.

145. Reception of Ukrainian refugees. Between emergency responses and long-term solutions

Abstract:: By mid-April 2022, more than 7.1 million Ukrainians had been forced to move within their country. More than 4.6 million people have had to flee Ukraine since 24 February when the Russian invasion began (Figure 1). In total, more than a quarter of the population has been forced to leave their homes as a result of Russia's aggression. For Europe, this is the largest movement of a population since the Second World War, and the challenges for neighbouring countries - Moldova[1], Romania, Poland, Hungary and Slovakia - hosting the largest numbers of refugees are significant, from securing temporary accommodation and immediate access to health care, to ensuring children's education and access to labour markets.

146. From the Russian Pact to the Green Deal?

Abstract:: Russia's invasion of Ukraine has, among other things, caused an energy crisis comparable to the oil crisis of the 1970s, one that goes beyond oil however since Russia is also a major supplier of gas and coal. By 2021, it was the EU's largest supplier of all three fossil fuels. The military hostilities started in a context dominated by price pressures induced by global economic recovery and by an abnormally low level of storage sites in Europe. In this context a policy of diversification as part of RepowerEU was launched in view - as put forward by the European Commission - to do away with the supply of fossil fuels from Russia by 2030. Beyond the quest for new short-term suppliers, the question of a radical acceleration of the energy transition in Europe in favour of low-carbon energy sources and sobriety is now being asked. This paper highlights the opportunity for Europeans to break not only with their dependence on Russia but also, and above all, with fossil fuels. It outlines the challenges to be met by underlining the extent to which the current stage of energy decoupling from Russia marks a turning point and closes several decades of close interdependence between Russian deposits and the European economies.

Abstract:: How has the current energy crisis arisen? To understand current developments, we need to go back a little: first of all, the global economic context with a fairly strong post-Covid recovery has contributed to the increase in prices of raw materials and energy. And then there has been the crisis with Russia. Even prior to the start of the invasion of Ukraine on 24 February 2022, Moscow had begun to reduce the gas storage levels held by Russian operators in EU Member States, including Gazprom, which controls significant capacity, particularly in Germany. The war in Ukraine has only made the situation worse. The availability of natural gas in Europe has fallen and the price on the markets has risen to an unprecedented level, sometimes reaching a price five times higher than previously. It should also be noted that Europe is emerging from a period of more than ten years in which the price of gas and, more generally, of energy has been relatively low, which makes the shock all the greater, and this upward trend is spreading beyond the gas to the electricity market; at certain times, the price has increased fourfold, or even fivefold, compared with the usual rate.

Abstract:: You grew up in Rome and have lived in Paris for several years, you are Italian and resolutely proEuropean. How do you reconcile these different identities? My three identities, Roman because in my country you are first and foremost linked to your city, but also Italian and European, are completely complementary. They are the same roots, the same culture that I find everywhere. In Paris everything speaks to me of Rome and in Rome everything speaks to me of Athens; when I see the Madeleine church I think of the Parthenon and the temples that were later built in Italy. There are, of course, differences between us, but these differences are our wealth because they are based on a foundation of common values. It is the same civilisational movement that began with Plato and has been passed down to us; you cannot sing the praises of Rabelais without knowing Dante, you cannot sing the praises of Kant without knowing Plato. I have been fortunate enough to travel a lot in Europe and I have seen that what unites us is much more important than what divides us. It is up to us to carry the message of Simone Veil who, after having lived through the horror of the camps, made the choice of Franco-German reconciliation and of European hope. With Putin’s war, the ideal of the European Union - «never again war» - is in now jeopardy. We cannot remain indifferent: it is up to each of us to defend the values that that are ours. The twelve stars of the European Union must show us the way.

Abstract:: Because war is the ultimate negation of all autonomy, all freedom and, a fortiori, all democracy, maintaining peace is the first of political necessities. Post-war Europe[1] knew this only too well. In the industrial age, education for peace and tolerance has become the condition for the survival of humanity: according to Adorna, "all political education must have at its centre the demand that Auschwitz cannot be repeated[2]”, not only because horror is imprescriptible, but because, in the absence of consistent education, it is destined to reproduce itself and sweep away the entire civilisation in which it is rooted. With the return of war in Europe, the question of collective education cannot be eluded. The mental patterns that led - directly or indirectly - to the massacres in Ukraine will have to be questioned in depth, lest any future peace be obliterated in advance, since "no peace treaty can be considered as such, if it secretly reserves for itself some subject for starting war again[3]”
