In May 2022, we published our Egmont Paper 116 entitled The Russian Soldiers’ Question Revisited, in which we suggested, “The current spring recruitment cycle (1 April-15 July 2022) may be considered a more accurate indication of popular support for Putin’s war in Ukraine than the results of public opinion research as we know it. Therefore, the 2022 spring recruitment cycle may be regarded as a referendum on Russia’s war in Ukraine with the voenkomati as its voting stations.” Near the end of this recruitment period, it is time to return to this statement. How did the spring recruitment cycle go, and which conclusion can we draw from it? A critical review.

Abstract:
From fighting climate change to limiting dependencies on systemic rivals – radically shifting towards a green economy has become a strategic imperative to secure European autonomy, prosperity, and security. The catch: the EU’s dependence on minerals and metals at the heart of green technologies foreshadows looming geoeconomic and geopolitical crises. In the long-term, recycling and technological advances will scale and become key measures for decreasing supply vulnerabilities. But preventing a looming crisis also requires a bold foreign policy agenda to boost global mineral capacities, ease bottlenecks, and ensure sustainability standards. The Global Gateway can offer an important blueprint for strategic upgrading of hard and soft infrastructure along the green mineral supply chain and, especially in tandem with American partners, can be a real gamechanger to shift towards green economies.

Abstract:
War is an instrument of policy. Those who lose sight of the policy objectives, or keep shifting them, rarely do well in war. The European Union and its Member States (and NATO) are not directly involved in Russia’s war against Ukraine, but they have unleashed a major geoeconomic offensive in response to Putin’s geopolitical gambit. They too, therefore, have to define precise objectives, and prepare for the new geoeconomic and geopolitical world that will inevitably result from this war. First, rerouted supply chains will create new challenges and dependencies for the EU. Second, instability in other states, as a consequence of the disruptions in the global economy, may indirectly also affect the EU. Finally, long-term relations with Russia obviously have to be reassessed, but relations with China and the alliance with the US are evolving too.

By launching a war against Ukraine, right on the borders of the European Union, Russia has unleashed the strongest push to strengthen Europe’s defence since the end of the Cold War. Only its initial, 2014 invasion of Ukraine came close to having such effect. NATO has activated its defence plans and deployed forces on the borders with Russia. Just about every state in Europe has announced increased defence spending. And the EU finalised its Strategic Compass, its first ever defence strategy, with a much increased sense of urgency and purpose. The role of the EU in linking up national announcements and NATO targets is crucial, in fact, by providing a framework to align the efforts of the EU Member States, and by ensuring that the EU’s own indispensable targets are incorporated.

Abstract:
What is valuable, is vulnerable. So it is for peace, democracy, and the ability to lead the good life. They are never permanently gained, but remain a permanent aspiration. Throughout history, it has always been thus. At this very moment, Europe is once again witnessing a war on the continent. How did we act after the Second World War to ensure that Europe would no longer be a continent constantly plagued by war? We aspired to an “ever closer European Union”. Panta rhei – everything flows. Today once more we see an acceleration of history; perhaps we are even reaching a tipping point. To be fit for purpose in this new geopolitical context, we must accelerate the construction of the EU as well. More than ever, we must not just react, but act, with foresight. European management must give way to European leadership. That does require, among other steps, a revision of the European Treaties – that is for the medium term. What follows, was originally conceived before the Russian invasion of Ukraine. It is a plea for a Brussels Declaration, subscribed by all EU Member States, to achieve an “ever closer Union”. What might, before 24 February, have been seen as revolutionary, may now be seen as an evident next step, which is revolutionary only in its simplicity. A step to complement the 11 March 2022 Versailles Declaration.

Abstract:
Up until the Russian invasion of Ukraine, Russia’s and China’s worsening relations with the European Union and the United States meant that the world order was at risk of falling apart into two rival blocs, as during the Cold War: Europeans and Americans against Russians and Chinese. Since 24 February 2022, that is not so clear anymore. The more Russia escalates the violence in Ukraine, but also the strategic anxiety (by putting its nuclear forces on alert), the more difficult it becomes for other powers to stay completely aloof, let alone to simply align with Russia. The more EU and US sanctions reverberate throughout the global economy, the more it becomes impossible for other powers to avoid going at least partially along. China in particular has in fact already made a defining choice.

As the US and China balance between the pursuit of strategic security interests and ambitions to attain economic growth, novel sources of risk are emerging for globally active businesses, ranging from sanctions to export controls. The Biden presidency will offer only moderate respite from the escalation of this geoeconomic rivalry, even as US-China trade recovers in the aftermath of the pandemic. In the face of US-China rivalry, the EU and its member states have opted for the third way of “open strategic autonomy”, including a range of trade instruments that will allow the EU to support the competitiveness of its companies more effectively. European companies need to closely monitor their risk exposure in various transmission channels and stay attuned to unexpected opportunities that can materialise in the form of market entry possibilities and the development of new niches.

Abstract:
Turkey’s long-term search for strategic autonomy, shifting global power relations, and Central Asian governments’ desire to foster multi-vector foreign policies have prompted Turkey to successfully intensify its activities in Central Asia. From the 1990s onwards, Turkey’s activism in Central Asia has strengthened cultural, trade, and diplomatic relations. Its multilateral coordinating body, the Cooperation Council of Turkic Speaking States, is being further institutionalized into the Organization of Turkic States. Turkey’s potential for acquiring a greater role in the region is limited. Its economic engagement remains modest, and Central Asian states’ responses to the Taliban takeover in Afghanistan indicate that Russia and China remain the region’s preferred security partners. Although Turkey, China, Russia, and other external actors compete in Central Asia, no full-fledged confrontation has taken place in the region so far. Turkey’s new initiatives are unlikely to change this dynamic, as long as they are conducted in the spirit of inclusive multipolarity.

Since the start of Putin’s third presidential term in 2012, geopolitical competition has also become rooted in the Nordic region, and small states’ room for manoeuvre in security policy has shrunk. In Russia’s view, maintaining ‘good neighbourly relations’ is primarily the responsibility of small states that always need to negotiate the limits of their sovereignty with great powers, such as Russia. From the Nordic point of view, the relations may require walking on eggshells. Prior to 2014, Norway was often mentioned among Russia’s ‘good neighbours’, but now Russia regularly calls off its policy of ‘reassurance and deterrence’. There are increasing signs that, in Russia’s view, a ‘good neighbour’ should refrain from extensive security collaboration and training with NATO and the US. Hence, Finland and Sweden cannot wholly avoid political tension with Russia merely by staying outside of the Alliance.

210. Schengen reform and the instrumentalisation of asylum-seekers: New Commission proposals legitimate states’ existing practices

Abstract:
The European Union lacks a consistent asylum and migration policy, which makes it vulnerable to the instrumentalisation of asylum-seekers, most recently visible in the Belarusian actions at its borders with EU countries. In December 2021, the European Commission published proposals on tackling the instrumentalisation of migrants and reforming Schengen rules, but they appear to miss their targets. Instead of addressing the hostile third country, the instrumentalisation proposal weakens the rights of asylum-seekers at the border. Schengen reform proposes the possibility of an indeterminate period of reintroduced internal border controls, legitimating the years-long border controls in six Schengen countries (France, Germany, Denmark, Austria, Sweden and Norway). Asylum and migration policy is also progressing, as the 18-month-old proposal for the New Pact on Migration and Asylum is expected to move forward, contributing to the badly needed harmonisation of policies.

211. The EU´s quest for geoeconomic power: Pursuing open strategic autonomy

The EU is adapting its policy toolkit under the heading of ‘open strategic autonomy’, which combines the Union’s market-liberal preferences with more assertive economic policies. While the EU is largely deploying defensive measures to protect itself from unfair trade practices and economic coercion, it is also increasingly moving towards a more strategic use of economic tools. The EU’s economic defence capabilities include initiatives to improve competitiveness in key strategic sectors (such as cloud computing, semi-conductors, and pharmaceuticals) as well as instruments to deter, block or retaliate against distortive or coercive measures by other powers. The strategic policies of the EU include trade and investment instruments for economic ‘binding’, such as the new ‘Global Gateway’ initiative, as well as means for leveraging the attractiveness of access to the single market to promote the EU’s norms and interests. The EU’s recent sanctions against Russia demonstrates the Union’s coercive capabilities in the economic domain, and its potential as a geoeconomic power.

212. Germany’s shifting policy towards Russia: The sudden end of Ostpolitik

Abstract:
A reassessment of Germany’s relations with Russia started after the annexation of Crimea in 2014, and was catalyzed by several offensive actions taken by Moscow, including hacking attacks against the national parliament, disinformation campaigns, as well as an attempt on the life of Russian opposition politician Alexei Navalny. The new German government, formed following the September 2021 Bundestag election, is different from its predecessors in all important respects regarding foreign policymaking towards Russia. The Chancellor, the governing coalition, as well as the composition of the parliament have all changed. These changes have been pushing Germany towards a gradual reconsideration of its traditional Ostpolitik, which perceived mutually beneficial economic cooperation with Moscow as a guarantee of stability and predictability in Europe. Russia’s full-scale war against Ukraine, launched on 24 February, marks the point of no return. The war made Berlin cross several important red lines of German foreign policy, such as agreeing to very heavy sanctions against Russia, halting the Nord Stream 2 pipeline, and delivering weapons to Ukraine. This de facto marks the end of Ostpolitik.

The global rivalry between the US and China, as well as geopolitical competition and instability in the EU’s southern neighbourhood, are perceived by France as urgent matters requiring stronger EU foreign policy, conceptualized as European sovereignty. The French foreign policy elite are still largely committed to the idea of France’s exceptional role in the world, and to the extent that the EU as a whole fails to live up to the tasks presumed by France, continue their attempts at forging coalitions of the willing. France has in recent years built a web of strategic partnerships, for example with Greece, the Republic of Cyprus, the United Arab Emirates, and Egypt, through which it aims to govern the instability in the EU’s southern neighbourhood. The aim is also to deter regional adversaries such as Turkey, a strategy that needs to be re-evaluated due to the Russian invasion of Ukraine. France often equates its national interests with those of the EU. While this can be seen to enhance European sovereignty, it also risks increasing the perception that the EU would be a participant in various Middle Eastern conflicts. This undermines the EU’s ability to function as an objective broker and anchor of norms.

Abstract:
The war in Ukraine and the long-term consequences of the Covid-19 pandemic have put the spotlight on important political developments in the three largest EU members, Germany, France and Italy. In Germany, the new coalition government led by Olaf Scholz is trying to adapt the country’s foreign, energy and fiscal policies to the new international scenario, relinquishing some of its long-term tenets. France has just re-elected Emmanuel Macron as President, who is likely to advocate more flexibility in EU fiscal rules and strategic autonomy in foreign, defence and energy policy. Mario Draghi’s government has attempted to steer Italy out of the economic and health crisis and has sought closer cooperation with France. Italy will hold a general election by June 2023, with four parties vying for pre-eminence. In the wake of Brexit, Berlin, Paris and Rome have tried to revive the integration process. In the near future, it is expected that they will continue to drive EU politics, even if sometimes with different priorities, in close consultation with European partners.

215. Russia’s connectivity strategies in Eurasia: Politics over economy

Russia has been attempting to strengthen connectivity within Eurasia since the early 2000s as a part of its policy to “pivot to the East”. Yet due to limited resources and political will, the tangible effects of its connectivity strategy have remained limited. The Russian Far East would greatly benefit from an improved connectivity infrastructure, given its proximity to Asian markets and the abundance of natural resources in the region. However, the attempts to accelerate regional socio-economic development by strengthening the region’s connectivity have failed to make a difference. In post-Soviet Central Asia, Russia adopted a passive approach to connectivity in the 1990s and 2000s, which meant focusing on maintaining and protecting the links inherited from the Soviet Union. It was only the pressure of external actors – both China and the West – that prompted Moscow to take a more active stance in the region in the 2010s. The launch of China’s Belt and Road Initiative pushed Russia to promote its own grand vision of trans-continental connectivity, the Greater Eurasian Partnership, designed to reaffirm Moscow’s great-power status and its equal standing with China. While it lacks economic and administrative foundations and its implementation is highly implausible, it has fulfilled a symbolic role as Russia’s grand connectivity project for Eurasia.

216. A policy agenda for Finland’s entry into NATO: From ‘one for one’ to ‘one for all’

Abstract:
At the NATO Madrid Summit in June 2022, Allies invited Finland and Sweden to join the NATO Alliance. In preparing for its membership, Finland will need to go through a reflection process on how it intends to contribute to NATO’s core tasks and make the most of its membership. Finland should consider making substantial contributions to the deterrence and defence posture in the Baltic Sea region, including in the Baltic states, and elsewhere on the Eastern Flank. In parallel, Finland should also ensure it contributes to the Southern Flank. Finland should aim to hit the ground running into the next cycle of the NATO Defence Planning Process (NDPP) and fulfil all relevant capability targets. Finland should also aim to “start strong to stay strong” on all existing NATO Pledges, notably those on defence investment, cyber-defence, and resilience. It is typical for individual NATO Allies to seek a salient role when it comes to certain specific topics. For Finland, the Arctic (Northern Flank) and resilience seem most promising.

217. The EU’s strategic multilateralism: Global engagement in an era of great-power competition

The crises of previous years and the rise of strategic competition have put the EU’s traditional approach to multilateralism under pressure. The EU’s pledge for “a more stringent and strategic approach to multilateralism” has become even more relevant with Russia’s war of aggression against Ukraine. Three adjustments to the EU’s approach to multilateralism signify a more strategic approach. In a move towards a more instrumental engagement, the EU is using international cooperation as an avenue to protect its interests in the global competition. The EU is displaying more willingness than before to leverage its power bilaterally and through its work in international organisations. It is also more willing to focus on ad hoc frameworks in order to preserve the effectiveness of global cooperation and extend it to new areas of governance. Strategic multilateralism comes with certain risks attached. It can undermine the legitimacy of the formal multilateral system and the global protection of fundamental rights. The EU needs to weigh the benefits of a more strategic approach against the risks of global fragmentation.

With the signing of the trilateral Memorandum of Understanding (MoU), Turkey dropped its initial objection to Finland’s and Sweden’s NATO membership, but has since argued that the conditions agreed in the MoU have not yet been fulfilled. In addition to requiring Sweden and Finland to take a more vigorous stance regarding the Kurdistan Workers’ Party (PKK) and its extension in Syria, Turkey has used Nordic NATO applications as a tool to raise these issues on NATO’s agenda, pressuring the US in particular for a change in its Syria policy. Turkey’s reservations need to be conceptualized within its determined search for strategic autonomy, increased room for manoeuvre, and an ideological decoupling from the West. Turkey’s strategic interests have increasingly diverged from the rest of the alliance, likely leading to a more permanent intra-alliance opposition position in the coming years, part of which are the ongoing trilateral talks between Turkey, Finland and Sweden.

Abstract:
Migration policies have divided the world in two groups: the walled world of Western countries and the rest. The EU system of migration control is the most extensive, given that Europe is surrounded by a series of regions with high migration potential. Migration restrictions do not enhance and may serve to reduce the opportunities of the worse-off and, as such, are at odds with international fairness. Negative externalities from richer to poorer countries, triggered by migration policies themselves or monetary or climate policies, make migration restrictions even more unfair. The growth of the migration control system ends up threatening human rights within Western countries. It is necessary to explore all possible ways to reverse migration restrictions and promote more open migration policies.

Abstract:
The Russian attack on Ukraine has activated a series of tropes about the international balance of power in Europe. Most mainstream opinion outlets have published criticisms of Germany for supposedly being dependent on Russia and threatening the European security system by hesitating when decisive action is required. The following points serve to reintroduce some facts into the conversation. The current war in Ukraine is primarily the result of German-Russian rivalry. The war is a case of an established power, Russia, miscalculating in its efforts to prevent a rising power, Germany, from absorbing a nation within its sphere of cooperation: Ukraine. Germany’s strategy has been subtle, seeking to manage through economic interdependence an international conflict predicated upon balance of power considerations. Since circa 1900, Turkey has also played a key role in the German security system in the Black Sea region. With the benefit of hindsight, Germany’s strategy has been the most appropriate to the situation, given that Russia has been completely isolated while Germany is surrounded by allies. Germany’s problems today are not in its Russian policy, but rather in self-defeating ideologies which include the “Green” movement and economic statism.

Turkey is extremely polarized along party lines. Religion and education significantly shape perceptions in both Turkey and Greece. COVID-19 has underscored the importance of digital health: the digitalisation of healthcare would improve health systems’ resilience and service delivery, empower citizens, and bolster research and innovation. However, despite the many benefits of introducing technologies like artificial intelligence (AI) into the European healthcare sector, it also raises questions on its impact on the healthcare workers, the potential for new inequalities, privacy issues and public trust. Not to mention, broader questions on the ethics and social implications of AI. The EU’s Proposal for a Regulation Laying Down Harmonised Rules on Artificial Intelligence and the European Health Data Space address many of these concerns, but cannot combat them all alone. Without public trust, acceptance and understanding, AI’s full potential in healthcare will not be realised. Attention must be given to the communication of the benefits of AI in healthcare to the public, Europeans’ digital literacy, the upskilling of the EU health workforce, and the investment in AI technologies. Clear and convincing explanations regarding AI use in healthcare are required so that citizens understand their benefit and trust that their personal data will be handled safely. If the EU and its member states fail to build trust in the deployment of AI in healthcare, Europe will miss a chance to reap all the benefits that AI offers to its citizens and their health.

To battle Europe’s second-largest killer, the von der Leyen Commission proposed on World Cancer Day 2020 to create the Europe’s Beating Cancer Plan (EBCP). With a committed budget of €4 billion, it was the largest regional initiative on cancer undertaken by the EU institutions to date. Then COVID-19 threw a spanner in the works. Cancer services – from screening programmes to treatment centres and survivorship programmes – were temporarily stopped or heavily disrupted, creating disastrous effects. The EBCP was adapted to deal with the new situation, but on closer examination of the issues caused by the pandemic, clearly more needs to be done to better support patients living with cancer and their families. This Policy Brief argues that to mitigate the effect of the COVID-19 curveball in cancer care, the EU must not lose any time in implementing the EBCP. It should also urgently harness member states’ concerns to commit, beyond the newly invested EU4Health programme, to a deeper European Health Union. This should be empowered through 4 EU policy options to provide sustainable and effective protection for current and future cancer patients: protect and support the cancer care workforce by investing in training, remuneration and staff retention, and ensuring cross-border recognition of qualifications; design telemedicine in a way that works for everyone; rebuild public trust in healthcare providers; treat health as a long-term investment. Through strong investment in both primary prevention and early detection, the EBCP has the potential to reduce the number of people developing cancer in the EU. Improving access to quality cancer care and cancer survivorship will improve treatment outcomes and the quality of life of people living with or who have survived cancer.

COVID-19 has highlighted the importance of a well-functioning intensive care medicine (ICM) workforce and exposed staff shortages across Europe. It has also placed a spotlight on the barriers to the free movement of ICM specialists between EU member states due to a lack of mutual recognition under the Directive on the recognition of professional qualifications. The European Commission and its member states must remove the roadblocks to the freedom of movement of ICM specialists and include the profession in the Directive on the recognition of professional qualifications. This would better prepare the EU and its member states for future crises and ensure quality ICM for all citizens. Minimum EU training requirements and competences should be established and incorporated into the existing ICM training programmes across the member states – many of which already require at least two years. A common framework could establish minimum requirements for intensivists to practice in ICUs across the EU. A common minimum training period and the core competencies required as an ICM specialist should be defined. The continuing stress on ICUs across Europe exposes the need for the EU to tackle these barriers. Building a stronger European Health Union with freely moving ICM specialists will help prevent the return of the darkest days of the pandemic and improve the resilience of Europe’s healthcare systems.

Russia’s invasion of Ukraine is the culmination of its increasingly militarized foreign policy centered around a small cast of decision-makers primarily in the military and security services close to the president. Its approach is aggressive, risk-tolerant, and deeply revisionist, spanning domains and leaning heavily on brutal tactics to achieve victory. NATO is now forced to return to its original mission—to defend Europe against an aggressive and highly militarized Russian foreign policy. NATO-Russia relations relatively normalized in the immediate post-Cold War context, resulting in waning European investments in defense capabilities. NATO only began reversing this trajectory in 2014, when Russia first invaded Ukraine, and must now significantly speed up its efforts. Popular dissatisfaction with “the system” should not be seen as caused by particular policy failures. It may signal the early stages of complex system failure, where policy and political challenges acting in concert threaten the resilience of democratic infrastructure. Policy thinkers tend to look for solutions in their own expertise. This tends to address systemic challenges through short-term policy fixes, which risks distracting from the depths of the problem and could do more damage than good in the long run. Beyond individual policies, the issue is that democratic processes of decision-making are no longer fit for purpose. Rethinking decision-making fora and processes through the lens of process design can help deliver higher ownership of policy solutions, stronger political consensus over divisive issues, and more transparent, innovative policymaking. A well-designed policy process can greatly improve policy outcomes and address pervasive distrust in political institutions. Three case studies explore how very simple process-design fixes could help improve policy and political outcomes of multilateral climate action, cross-border dialogue in Europe and citizen-led debates on the future of Europe.

The year 2022 marks thirty years since the creation of the Commandement des operations spéciales (COS, Special Operations Command). Those three decades have been dominated by missions carried out in volatile environments, most often against irregular adversaries, primarily terrorist groups. Special operations are distinguished from clandestine and conventional operations by the specific nature of their mission, more than by the means used to carry it out. Built according to an indirect approach and under political-military control, French special operations can complement as well as support conventional operations or offer an alternative. While counter-network operations continue to be an important part of special forces’ activities, the return of major engagement assumptions requires a return to their original practices and the integration of gray zone requirements. Increasing stealth and developing partnerships and the piloting capabilities of relay-actors are all avenues that will enable French special forces to adapt to the new constraints they face.

The year 2021 marked the 30th anniversary of the establishment of diplomatic relations between China and Lithuania. Instead of commemorative events and customary lofty rhetoric, the bilateral relationship rapidly plunged to a level rarely seen in either country’s foreign policies since the end of the Cold War. Sino-Lithuanian relations remain de facto downgraded to the level of chargé d’affaires, Lithuania’s physical embassy in Beijing is empty, while the southernmost Baltic state continues to withstand China’s multidimensional campaign of diplomatic, discursive and, most importantly, economic pressure. The principal cause behind this diplomatic crisis was the opening of the Taiwanese Representative Office in the Lithuanian capital of Vilnius in mid-November 2021. This Briefing will argue, however, that there were other important reasons behind the current state of affairs that had been accumulating over the course of two years. The opening of the Taiwanese Representative Office in the Lithuanian capital of Vilnius in mid-November 2021 triggered an unprecedented diplomatic crisis between the People’s Republic of China and Lithuania. China resorted to massive economic coercion measures to pressure Vilnius, such as the freezing of bilateral trade. European multinational companies also reported that Beijing blocked their exports because of Lithuanian components in their products. In late January 2022, the European Union (EU) launched a case at the World Trade Organization against China over discriminatory trade practices against Lithuania. The current crisis must be understood in the broader context of the degradation of the relations between China and Lithuania, but also the EU, since 2019. As such, this crisis is symptomatic of the developing trend in the relationship between the EU and China.

The Carbon Border Adjustment Mechanism (CBAM) is a first step toward reconciling the European Union (EU)’s climate and trade interests. However, a complementary set of domestic and external policies will be needed to drive the decarbonization of European and global energy-intensive industries. • By 2035, the EU must have fully replaced its unsustainable free allocation regime by an effective CBAM. Yet, rushing implementation may bring little climate benefit and additional strains on industrial competitiveness, in a context of soaring energy prices. • Even with the CBAM as a complement, the EU Emission Trading Scheme (ETS) is no silver bullet. Triggering large-scale investment in deep-decarbonization projects across the EU requires a package of well-coordinated policies, including those enabling crucial access to affordable low-carbon electricity. • Climate clubs are not a credible alternative to the EU’s CBAM, nor desirable amid the geopolitical crisis. Instead, the EU should convince all large industrial countries that the race for clean manufacturing requires guiding principles, to avoid undue distortion of trade and ensure a fair industrial transition globally. • Setting expectations about CBAM at the right level – both internally and externally – is the best way to support the EU’s green industrial policy while containing diplomatic tensions.

One month before the French presidential election, this briefing assesses the actions undertaken during Macron's term as well as the presidential candidates' proposals concerning France's digital sovereignty. Emmanuel Macron’s five-year term has been characterized by notable efforts to reinforce French digital sovereignty through regulation, securing industries and infrastructures, and supporting strategic sectors. The candidates running for the 2022 presidential election tend to also adopt a maximalist view of sovereignty, which in the digital domain is not limited to data protection, but also includes an industrial component. While all the candidates denounce the current government’s policy on cloud computing, their other proposals in the digital domain are generally in line with the action taken since 2017. However, the weakness of the candidates’ proposals on the international dimension of technology is problematic, at a time when partners and rivals are articulating their foreign policies around these issues, with significant effects on Europe’s efforts toward digital sovereignty.

Facing Russia’s aggression on Ukraine, European countries have enacted economic and financial sanctions against Russia. • However, heavily dependent on Russian gas, European countries fear possible countersanctions. • On the other hand, Russia is heavily dependent, first and foremost, on oil exports, but also, yet to a lesser extent, on gas exports to Europe. Oil and gas represent more than half its total export revenues. • European countries should distinguish two policy needs: reducing their dependence on Russian gas to mitigate the impacts of possible countersanctions; reducing the demand for Russian oil to increase the economic pressure on Russia. • Reducing demand for Russian oil can be much easier for European countries to endure and can be done immediately with an active involvement of the civil society, from companies to citizens. It would ease the cost impacts on European citizens and give them ways to express their solidarity with Ukraine.

The climate and geopolitical crises call for speeding up the implementation of the European Green Deal around two main pillars: reducing energy consumption and investing in low-carbon alternatives. The swift and massive deployment of renewable energies (REN) is a major industrial challenge for the European electricity system. • Scaling up renewable energy (REN) is paramount for climate protection and energy security, but it is also a major industrial challenge for the European Union (EU). The REPowerEU plan requires multiplying the installed capacity for solar photovoltaic (PV) power by a factor of 3 and raising wind capacity by a factor of 2.5 in less than 8 years from now. • To achieve such ambitious targets, permit-granting and administrative processes need to be streamlined, while greater consistency between environmental and climate legislation is required for both REN and related infrastructure. • The precondition for massive REN deployment is an efficient and flexible energy system. The latter needs to be enforced throughout the Fit for 55 Package, and through European and national energy “system” development plans. • The EU’s REN ambitions – those related to offshore wind in particular – are disruptive in terms of technology needs, investments, as well as governance. Interim steps as well as regional and national strategies must be developed accordingly.

In recent years, France and the European Union (EU) have published their respective Indo-Pacific strategies and a Ministerial Forum was held in Paris on February 22, 2022, bringing together over 60 foreign affairs ministers from European and Pacific Island countries. France and the EU are re-engaging in this strategic region, which is an economic and political center of gravity whose stability is threatened by transnational risks (climate change, epidemics, pressure on natural resources) and by inter-state tensions exacerbated by US-China rivalry. However, the area spanning the 22 member countries and territories of the Pacific Community (SPC) has received less attention and can even be described as a blind spot in these Indo-Pacific discussions. Yet, although they have a population of only 13 million, these Pacific Island states and territories have a combined Exclusive Economic Zone (EEZ) of almost 40 million square kilometers (km2) and are strategically located close to East Asia. These territories and their natural resources have attracted and still attract keen interest and sometimes very violent competition between powers. Today, the Pacific Islands are on the front line of the global existential challenges of climate change, biodiversity protection and sustainable development, but also geostrategic rivalries. Due to the geographical distance and Europe's still limited knowledge of this region, political, economic and media interest is often lacking. For this reason, Ifri and the Pacific Community (SPC) have decided to organize a research program on the strategic importance of the Pacific Islands. This Briefing is based on discussions that took place at the program’s opening conference on March 10, 2022; contributions from panelists will therefore be highlighted. This report provides an overview of current regional issues in the Pacific Islands and argues for greater European engagement in the region. This rapprochement is justified firstly because European and Pacific Island countries share similar values and face similar challenges, and secondly because new European interest and facilities make Europe a partner of choice to support sustainable development in the Pacific Islands. Since this engagement will come with various challenges, recommendations for European decision-makers are outlined in the conclusions.

The "metaverse", at the heart of the strategy of large digital companies such as Facebook (Meta), does not yet exist and it will take decades to build it. This briefing provides an overview of the issues. The metaverse is a persistent online world with a developed economy, that can be experienced in virtual reality (VR) by unlimited numbers of people. Current talk of the metaverse is primarily a narrative about the growth potential of the video gaming and enterprise software sectors, in the context of advances in VR technology and changes to everyday life brought about by the COVID-19 pandemic. Major technological and governance breakthroughs will be required before the metaverse can be built. Efforts to realize the metaverse are more likely to be led by incumbent American and Chinese big tech companies than European challengers.

Abstract:
The European Union's proposed Digital Markets Act (DMA) contemplates extensive regulation of "gatekeeper" digital platforms—firms that perform a "core platform service" in the European Union (defined as online intermediation, online search, social networking, video sharing, electronic communication, cloud services, or online advertising), have a significant impact on the EU internal market, serve as an important gateway between business users and end-users, and enjoy an entrenched and durable position. Although at least one European firm could qualify as a gatekeeper, Hufbauer and Hogan say, the DMA discriminates against American technology firms by singling them out for the label of "gatekeepers." The European Commission’s proposed DMA targets both US tech giants such as Google, Amazon, Facebook, Apple, and Microsoft and smaller (albeit huge) US tech firms such as Airbnb and PayPal. The authors say the EU goal is to confer competitive advantage on European digital firms, breaching the EU commitment to national treatment of foreign firms, violating their intellectual property rights, and imposing high expenses on the "gatekeepers." At the same time, France is planning to enact its own steep barriers against US and other foreign cloud services.

Abstract:
The economic shock from the war in Ukraine is forcing Europe to face difficult policy choices, according to Olivier Blanchard and Jean Pisani-Ferry. Governments must decide how best to soften the blow of higher energy and food prices, and how much to rely on debt finance. The European Central Bank must decide how to balance the fight against inflation with the need to sustain aggregate demand, in the face of decreases in real income. The authors analyze the impact of the war on the European economy, discuss the pros and cons of policy options, and call for coherence in balancing sanctions, fiscal measures, and monetary policy. They argue for the use of transfers rather than across-the-board subsidies and point to the room for debt finance. They show the potential role of tripartite wage agreement and also argue that monetary policy can remain on its current trajectory but be ready to adjust.

245. Toward a Framework for Transatlantic Cooperation on Non-State Armed Groups

Non-state armed groups (NSAGs) pose a thorny policy dilemma for US and European officials trying to stabilize fragile states. NSAGs are far from homogenous in their motivations, tactics, and structure, resulting in highly varied roles in either perpetrating or mitigating violence, with many playing a part in both. On one side, NSAGs can create instability by using violence to advance a range of interests, from political influence and financial gain to challenging a central government’s legitimacy or territorial control. Many NSAGs are directly responsible for civilian harm, including perpetrating targeted violence, persecuting, killing and committing brutal abuses against citizens.2 There is no shortage of examples of NSAGs that fit this mold. From Boko Haram in Northeast Nigeria to Katibat Macina in Mali, armed groups have wreaked havoc on the lives of civilians as well as US and European security interests.

246. Attacks on Hospitals from Syria to Ukraine: Improving Prevention and Accountability Mechanisms

When Russia invaded Ukraine on February 24, 2022, it soon began implementing one of its frequent—and criminal—tactics that it had already been using in its military intervention in Syria: bombing healthcare and medical facilities. Syrian government forces first began targeting health workers in Syria in 2011 at the start of the Syria crisis, and Russia joined them in targeting the healthcare system upon its official entrance to the conflict in 2015. Over the course of the conflict, over 90 percent of 601 recorded attacks on medical facilities were attributable to either Syrian or Russian forces. In Ukraine, Russia has reportedly perpetrated more than 200 attacks on healthcare facilities and ambulances since the start of the invasion. The well-documented pattern of targeted attacks on healthcare in Syria and Ukraine undermines long-established and hard-won provisions under international humanitarian law intended to protect civilians during conflict. Despite the scale of the problem, which extends beyond Syria and Ukraine, there has been no prominent criminal prosecution of any alleged perpetrators of attacks on healthcare in any conflict, no establishment of a UN mandate dedicated to this issue, and no task force created by national governments specifically aimed at prevention of and accountability for these crimes. The international community’s failure to compel meaningful action to stop the criminal practice of targeting healthcare in conflict after conflict has resulted in continued deaths of health workers and civilian populations. In a new issue brief by the Atlantic Council Strategic Litigation Project‘s Elise Baker and Gissou Nia, the two propose recommendations to UN bodies, the World Health Organization, national governments and other institutions and decision makers for concrete actions to prevent future attacks and advance accountability for past ones.

247. Time for Fresh Thinking on Northern Ireland and Brexit

Abstract:
The Good Friday / Belfast Agreement became, with considerable efforts over several years from so many involved, a broadly accepted if never fully stable political framework for Northern Ireland. A year after implementation, the prospect of the Northern Ireland Protocol delivering similar results is diminishing. Instead, there is a risk it entrenches divisions in which all sides believe others, not themselves, must be the ones to compromise most. Such divisions around the Protocol have spread beyond the land and sea borders of Northern Ireland, increasingly overshadowing relationships between the UK and the EU, and the UK and the US. These are not in any of their wider interests. Talk of trade wars in Europe cannot strengthen any economy, while the UK’s diplomatic relationships with the US remain strained. Finding unity on huge questions like Russia-Ukraine becomes harder against this backdrop. To varying degrees, all of the parties involved in the Northern Ireland Protocol discussions were involved in reaching the 1998 Agreement that ended the 30-year period known as ‘the troubles’. Drawing on the lessons from that time and the arrangements they put in place, there is a need for a new political process, outside of technical discussions on trade matters within the Protocol. A new shared endeavour is needed to resolve what otherwise threatens to be a long and damaging Northern Ireland and Brexit stalemate.

248. The EU Digital Markets Act: Assessing the Quality of Regulation

Abstract:
The proposed Digital Markets Act (DMA) is an opportunity to prevent and remedy anti-competitive conduct by large digital platforms. If the Act is designed in an adequate manner to target specific problems, it can improve the contestability of platform services markets and markets that rely substantially on digital services. However, the DMA takes a novel approach to regulation, and novelty in concepts and regulatory requirements can lead to outcomes that later have to be corrected. Fortunately, the EU is not alone in experimenting with new regulations that specifically target the market power of large digital platforms. There is a great scope for policymakers to learn from similar frameworks in Europe and the United States. In this study, we compare key parts of the DMA proposal with similar legislation implemented or proposed in Germany, the United Kingdom and the United States –– in light of established principles for good regulatory design. We analyse the structure and quality of these regulations, not if they go in a certain ideological, political or commercial direction. We find that there are some areas where the EU could learn from other proposals to make the DMA more fit for purpose, and avoid unintended consequences on Europe’s economy.

249. Mirror, Mirror on the Wall, Who Has the Fairest Clauses of Us All? Stress-testing the Application of Mirror Clauses to Pesticides

Abstract:
In less than six months, ‘mirror clauses’ have taken EU trade policy by storm. To inject ‘reciprocity’ in trading terms, the French Presidency of the Council is proposing that imported food and feed be produced under the exact same sanitary, phytosanitary, welfare and environmental standards as those imposed on domestic products within the European Union. The international trade rulebook is both complex and yet relatively straightforward in ensuring that process and production methods applied to imports respond to legitimate justifications and do not result in a disguised barrier to trade. The European Union may learn from the United States’ playbook to ensure that mirror clauses are negotiated with trading partners bilaterally, rather than imposed on them unilaterally. As part of its Farm to Fork strategy, the European Commission has announced two pesticides reduction targets to be attained by 2030, and it is in this framework that questions relating to plant health and international trade have been gaining traction. With pesticides targets set to raise costs for European farmers and productivity levels likely compromised, there are genuine concerns that domestic products will be competitively undercut by imports produced ‘less sustainably’. To grasp the complexity of mirror clauses applied to the phytosanitary sphere, understanding how the European Food Safety Agency authorises and bans active molecules and bio solutions is vital. Appreciating the daily efforts of national customs agents in checking imports for pesticides residues, and coordinating efforts of Member States on rejected food and feed imports that do not meet EU requirements, is also paramount. There are warranted societal justifications to impose measures to protect humans, animals, plants and ecosystems. To remain legitimate under international law however, mirror clauses should be ‘stress-tested’ to avoid being applied as a means to gain competitiveness. Countries are unequal when it comes to the risk of pests and climate change is already intensifying their distribution with potentially dramatic impact for global food security. When it comes to protecting plant health, regional conditions must be considered to not only avoid inconsistency with WTO rules but also to ensure that mirror clauses do not result in a practical ban on imports from developing countries impacting livelihoods worldwide.

250. Should the EU Pursue a Strategic Ginseng Policy? Trade Dependency in the Brave New World of Geopolitics

Abstract:
Political leaders all over the world are calling for strategic autonomy. The removal of critical trade dependencies has become a guiding principle in most policy proposals, including the EU’s new industrial strategy. In making these decisions, it is important for policymakers to understand the reasons behind why shortages of critical goods and technologies have emerged in the first place. The instruments that new policies cerate should respond to real problems, not invented ones. For instance, if shortages are due to temporary mismatches of supply and demand, most of them will be fixed without the need of any policy intervention. On the other hand, shortages can also be engineered by countries using their dominance in the production of certain goods to coerce other countries. As the EU experienced first-hand after the Russian war on Ukraine in 2022, the concentration of market power in the production of any product carries geopolitical risks. For that purpose, it is crucial to understand the nature of trade dependencies. This policy brief presents indicators and a conceptual framework to measure trade dependency. The framework consists of two indicators: the first measures the share of EU imports from outside the EU over EU production proxied as the sum of imports and exports, while the second indicator considers the market concentration using the Herfindahl-Hirschman index (HHI). It then applies this framework to EU trade with the rest of the world in 2020 and elaborates on the product categories and partner countries behind these dependencies. From a total of more than 9,000 product categories, there were only 233 products that could be classified as dependent within our framework. In terms of values, they represented 1.5% of EU total imports or €50 billion. The major suppliers of these products to the EU were China, United States, Russia, and the United Kingdom. Imports of hydrocarbons from Russia are part of this list of trade dependencies, but so are many other goods which are not of strategic importance. A policy intervention should be tailored to the specific product and the specific export country. Given the small size of the EU imports in which the EU can be considered dependent, it is not advisable to base Europe’s new industrial policy on a general fear of dependency and apply new policies in many sectors. Many of these products are easy to substitute and the economy can function without them. For the select few products where dependency is an economic concern, our paper explores different measures that the EU can put in place to lower trade dependency and how this dependency can be reduced through international trade.
