The Papers will be rigorous yet provocative, continually pushing the boundaries of intellectual and policy debates. In this Marshall Paper, Michael J. Mazarr argues that amid escalating U.S.-China tensions, American policymakers are gravely underprepared to manage the episodic crises that form an inevitable part of great power rivalry. Effective crisis response can not only prevent escalation, but also strengthen U.S. strategic advantage within the larger rivalry. Drawing lessons from the Cold War, Mazarr distills six principles to guide crisis management among U.S. policymakers navigating an increasingly crisis-prone U.S.-China relationship.

In this Marshall Paper, Jessica Drun examines how political and identity trends within Taiwan are likely to affect cross-strait relations. Primarily a reaction to assertive actions and policies from Beijing, Drun argues, these trends are moving away from Beijing’s preferences and in Drun’s view are likely to fuel rising PRC belligerence through 2027 and beyond. With this in mind, she suggests the United States should proceed with a long-overdue review of its Taiwan policy, built on a more nuanced understanding of domestic political realities within Taiwan, changes in the cross-strait military balance, growing PRC influence in international organizations, and the broader geopolitical environment.

Abstract:
Many commentators and officials speculate about Beijing’s plans to compel “reunification” with Taiwan. Much of the existing commentary focuses on how or when a Chinese attack on Taiwan could occur, but there is little discussion of the nonmilitary consequences of such a scenario for China and the world. This brief explores the implications of a Chinese attack on Taiwan based on reasonable, albeit speculative, assumptions. When considered more holistically, the implications of an attack on Taiwan would be grim for Beijing, even if Chinese forces “successfully” capture the island. China would probably be diplomatically and economically isolated from key advanced economies, and Chinese leader Xi Jinping would have to tread a narrow path to avoid dire consequences for China and the Chinese Communist Party (CCP) as a whole. This analysis helps clarify what could be at stake for the world and reaffirms the importance of deterring Beijing from contemplating such an attack on Taiwan.

Abstract:
China, the United States, and the European Union (EU) are currently developing strategies for semiconductors aimed at financing R&D and the installation of new factories on their territories, in particular through subsidies. The EU Chips Act, announced in February 2022, represents a real break in Europe's industrial policy. Key Takeaways: Drawing lessons from the ongoing shortages in chip supply, the United States, China, and the European Union are adopting industrial policies in the semiconductor sector in search for supply chain security and economic and technological competitiveness. The EU Chips Act in particular represents a notable shift from a long-held opposition to industrial subsidies seen as detrimental to international competition. The proposal will support R&D in Europe, provide a legal basis for EU member states to use subsidize domestic semiconductor manufacturing, and facilitate trade measures to intervene in the supply chain in times of crisis. This new global subsidy race to build foundries carries the risks of channeling billions in public funds into unprofitable investments, due to the complexity of semiconductor production and risks of overcapacity in certain segments. To avoid that, cooperation with like-minded partners of the EU, especially the US, appears necessary but still needs to be worked out.

Dating back to the first test in 1964, the Chinese nuclear force modernization process is motivated by other nuclear powers’ modernization across the years, mostly from the United States and the Soviet Union, but also by domestic factors such as economic debates and tensions in the scientific community. China Nuclear Force Modernization and Doctrinal Change Download 0.63 Mo At first, technical difficulties and a greater investment in conventional forces prevented the development of a ‘lean and effective arsenal’. However, the end of the Cold War and better economic conditions allowed China to improve its weapons toward a greater duality and mobility, thus reflecting the first tensions between the Chinese no-first-use doctrine and its growing technical capabilities and ambitions. Nowadays, the Chinese nuclear arsenal is bigger than ever, ranking third in size amongst nuclear global powers and with an estimated 1,000 warheads in 2030. The weapons’ efficiency is also reportedly higher, aiming at a fully functioning triad. Furthermore, doctrinal debates are still ongoing, with potential consequences on arms control and risk management.

In just under five years, the United Arab Emirates (UAE) has accelerated its rapprochement with Xi Jinping’s China, to the point of becoming the first Gulf country to find itself at the heart of the rivalry between Beijing and Washington. Although benefiting from a large US military presence, the UAE has made its partnership with the Chinese regime a new priority that goes beyond energy and trade. Over the past five years, the United Arab Emirates (UAE) has used its economic and strategic rapprochement with China as a tool to diversify its foreign policy. If this Chinese policy of the UAE - which has traditionally been Washington's partner in the region - mirrors the erosion of American influence in the Gulf, the sustainability of Abu Dhabi's strategy should be questioned. Despite its aspirations for strategic autonomy, the UAE remains heavily dependent on US security guarantees, meaning that tensions between Washington and Abu Dhabi over its growing partnership with Beijing in sensitive areas (5G network, defence cooperation) could undermine its security foundations. While the energy crisis ensuing from the war in Ukraine allows the Gulf oil-producing countries to be in a powerful position vis-à-vis Western consumers, Abu Dhabi now seems determined to maintain its balancing act between Washington and Beijing.

87. Time to Leave China’s “16+1” Influence Trap

Abstract:
Last week Estonia and Latvia followed Lithuania and quit what used to be known as 16+1, as the Czech Republic and other participating countries become increasingly vocal in their scepticism of the initiative. The 16+1 format, officially known as Cooperation between China and Central and Eastern European Countries (中国—中东欧 国家合作, Zhongguo-Zhong Dong Ou Guojia Hezuo), was launched in 2012 as a China-centric initiative incorporating 16 Central and Eastern European (CEE) countries. In 2019, Greece—which is heavily indebted to China—joined, and the platform was briefly renamed 17+1. While it is officially described as an economic cooperation platform, its real achievements and the PRC’s approach to it show that trade and investment were never its true focus. Rather, the PRC used it as a propaganda and influence tool, wasting CEE diplomatic capacity on activities that only benefited Beijing. The lack of benefits and abundance of risks have recently led several CEE countries to reassess their participation in the 16+1 format. The time has come for the rest of the participating countries to join their Baltic neighbours and ditch this PRC influence vehicle.

Abstract:
China’s role in foreign aid and, more broadly, in development cooperation on the global stage has grown significantly since it began seven decades ago. Particularly in recent years, through such platforms as the Belt and Road Initiative (BRI), China’s profile and engagement in global governance in foreign aid and related areas have been further enhanced. China’s ambition is to take a more proactive approach in foreign aid and move towards a model of international development cooperation by linking with the United Nations 2030 Agenda for Sustainable Development and by including the BRI as a major platform to achieve key development goals. This paper provides a timely analysis of the evolution of China’s foreign aid policy in the past seven decades with a particular focus on the developments since 2000. It discusses China’s development finance to Africa and the major sectors receiving Chinese aid. It also analyses recent trends of Chinese foreign aid and identifies some of the challenges that China faces as it becomes a major player in international development financing.

The 2,340 odd teacups have been rearranged in their cupboards, and sobriety has returned to the Great Hall of the People. What is the national and international impact of the 20th CCP Congress that was concluded on Saturday, 22 October 2022? Stability is the key word. When the People’s Republic of China (PRC) was founded in 1949, the country’s first and major concern was to be recognized as a nation state on an equal par with others in the post-World War II world order. As the Western world recognized the nationalist government of the Republic of China (Taiwan) as the legal government and representative of “China” in the United Nations, the PRC turned to the Soviet Union for support, despite earlier ill-fated cooperation between the Communist Parties of the two countries. On 14 February 1950, Mao Zedong and Joseph Stalin concluded the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance. The disastrous outcome of Mao’s “Great Leap Forward”, however, brought the “friendship” to a premature end.

Whether it is aggressive industrial subsidies, the militarization of the South China Sea, human rights violations in Xinjiang or political suppression in Hong Kong, there is a whole litany of foreign policy concerns which are attributed by media and China watchers to the People’s Republic of China. This policy brief will try to make some sense out of these worries by focusing on how current events might shape the outcome of the 20th Party Congress. It will start by assessing China’s track record and examining some of its main policy drivers. Consequently, it will explore what it means for the EU and its companies doing business with China, focusing on supply chains and strategic autonomy. Finally, the policy brief will come to the question whether we do not focus too much on the great power competition between the US and China.
