  • Abstract: The clergy’s ambitions for global Shia revolution made the city of Qom uniquely vulnerable to the disease, and their resistance to modern medical science weakened the state’s ability to combat its spread. On February 19, two days before the Iranian government officially announced the arrival of coronavirus, an infected businessman who had recently returned from China to Qom passed away. The location and timing of his death illustrate how the Shia holy city and the religious leaders and institutions who call it home have played an outsize role in the disease’s disproportionately rapid spread inside Iran compared to other countries. How did this situation come to pass, and what does it say about the current state of the clerical establishment, its relationship with the regime, and its alienation from large swaths of Iranian society? (Part 2 of this PolicyWatch discusses the regime's role in the outbreak and its resiliency to such crises.)

  • Abstract: Port projects and other outreach may help President Sisi check off some of his policy goals, but giving China such a foothold could threaten a number of U.S. interests in the region. On August 5, Egypt signed a memorandum of understanding with the Chinese company Hutchison Ports to establish a Mediterranean container terminal in Abu Qir. President Abdul Fattah al-Sisi himself attended the signing ceremony, where he praised the company’s global reputation in the field and emphasized the importance of executing the project in accordance with the highest international standards. The project is in line with Sisi’s track record of seeking Chinese help to fulfill his ambitious domestic and foreign agenda. Hutchison is one of the world’s leading port networks, operating terminals in twenty-seven countries; in Egypt, it operates the country’s two main commercial ports, Alexandria and El Dekheila. The company’s representatives commended the opportunity for direct investment in Abu Qir and announced that they will be training more than 1,500 Egyptian engineers and other workers for jobs at the terminal. According to them, the facility will be able to handle up to 1 million containers annually once completed.

  • Abstract: The new European Union (EU) strategy on India marks a major moment of departure in EU-India relations. It reflects three critical shifts: firstly, the EU no longer views India from a “trade lens” only, recognizing its important geopolitical role in maintaining a multipolar Asia. Second, the strategy frames EU-India relations in the context of broader geopolitical developments, primarily the rise of China. Recognition of the China challenge and its impact not only in Europe, but also on the balance of power in Asia, has pushed the EU to change the nature of its partnerships in the region, particularly with India. Finally, the strategy links European security and prosperity to developments in Asia, broadening the scope of EU foreign policy substantially. This paper analyses the new EU strategy on India and highlights areas, which represent a departure from previous strategies. The paper looks specifically at proposals for greater foreign and security cooperation, for securing a rules-based order, increasing regional connectivity, improving trade and investment, and building better coordination on and with India. These proposals are commendable and respond to a long laundry list suggested by experts from both sides over a long time. They also fit well with India’s priorities, namely responding to increasing Chinese political, economic and military presence in South Asia, security in the Indian Ocean, as well as more proactive engagement in regional and global institutions. Finally, the paper suggests ways of taking this forward and ensuring the strategy does not remain a paper tiger in the long arsenal of EU-India declarations. While more dialogues on global and strategic issues is a great idea and will help change perceptions in New Delhi that the EU is not a strategic actor, the EU will have to ensure this is not hindered by the Indian Ministry of External Affairs’ already overstretched capacities and the 30 existing EU-India dialogues. Focusing on ongoing debates in India and Europe in these dialogues, particularly connectivity projects, maritime security in the Indian Ocean, 5G networks and infrastructure might also open up new avenues of cooperation. Overall the EU-India relationship has witnessed remarkable momentum over the last four years – aided by political will from both sides, the China challenge, friction in transatlantic ties, and common challenges within Europe and India. The new strategy is a good first step to build on this momentum. However, it needs to be translated into action fast.

  • Abstract: Today’s uncertainty in cross-Strait relations is not without consequence for third parties that maintain ties with both China and Taiwan. To what extent does (and should) the situation also impact on EU’s trade diplomacy with both sides? This policy brief argues that under today’s circumstances, the cold peace in cross-Strait relations is reason to tread carefully — and to stay on course. The May 2016 inauguration of the Taiwanese government led by Democratic Progressive Party (DPP) leader Tsai Ing-wen placed a big question mark over the future of cross-Strait relations. Within weeks, Beijing had unilaterally imposed a freeze on (semi-)official talks until the new Taiwanese President acknowledges the so-called 1992 Consensus. While confirming its ‘one China’ policy, the EU may contribute to the stability of cross-Strait relations by being a partner in China’s economic reform and by negotiating EU–China and EU–Taiwan investment agreements in parallel. In this policy brief author Maaike Okano-Heijmans builds on discussions during the 13th Symposium on ‘Sino–EU Relations and the Taiwan Question’, which was held in Shanghai from 9–11 October 2016 and in Taipei from 12–14 October 2016. These second-track dialogues were supported by the Friedrich Ebert Stiftung, the Shanghai Institute of International Studies and the Taiwanese Ministry of Foreign Affairs.

  • Abstract: China is challenging the regional balance of power in East Asia through a military buildup and an increasingly assertive foreign policy. The US is forced to find the right balance between cooperating with China while benefiting from its economic rise, and countering China's regional reach by carrying out its self-declared "pivot" to Asia in spite of domestic and budgetary constraints. With just over one year in office, Japan's Prime Minister Shinzo Abe has received wide domestic support for his ambitious plans to revive Japan's economy through his threefold policy of Abenomics. At the same time, however, he has implemented a number of significant policies in the defence and security sphere. In response to China's military rise, the Abe administration increased and recalibrated the defence budget. Furthermore, in order to reinforce the alliance with the US, the government approved the creation of a US-style National Security Council, passed a Secrecy Bill, and aims to reverse Japan's self-imposed ban on exercising the right to collective self-defence. Under the banner of "proactive pacifism", the Abe cabinet is seizing the momentum caused by the changing regional power dynamics in order to edge closer towards "breaking away from the postwar regime". A proposed revision of Japan's constitution, unchanged since 1947, symbolizes the ruling Liberal Democratic Party's (LDP) objective to bring about a more autonomous role for Japan both in the security alliance with the US and as an international actor.

  • Abstract: New data published in the American Enterprise Institute-Heritage Foundation China Global Investment Tracker show that China continues to invest heavily around the world. Outward investment excluding bonds stood at $85 billion in 2013 and is likely to reach $100 billion annually by 2015. Energy, metals, and real estate are the prime targets. The United States in particular received a record of more than $14 billion in Chinese investment in 2013. Although China has shown a pattern of focusing on one region for a time then moving on to the next, the United States could prove to be a viable long-term investment location. The economic benefits of this investment flow are notable, but US policymakers (and those in other countries) should consider national security, the treatment of state-owned enterprises, and reciprocity when deciding to encourage or limit future Chinese investment.

  • Abstract: The UK needs a safe world in which to trade and invest, and to be free from the security threats caused by conflicts or fragile states. Yet spiralling inequality and climate change, among many other factors, threaten to create a more dangerous, unequal world. As the continuing tragedy in Syria shows, the world's old and new powers have not yet found a way to unite to end conflicts. The age of interventions, such as those in Iraq and Afghanistan, is over. But a new rule-based world in which China, India, and others unite with Western powers to protect civilians and end conflicts has not yet come into being. Whoever wins the 2015 UK general election, the greatest test for UK foreign policy will be how much it can do to help build that world.

  • Abstract: Assessments of the official Chinese reaction to the crisis in Ukraine have focused primarily on China's abstention in the vote on a UN Security Council resolution condemning Russian actions and, to a lesser degree, on the three-pronged Chinese proposal for addressing the crisis. However, by examining an array of Chinese sources, including media reports, editorials, and research think-tank publications, a number of viewpoints are presented that provide a better sense of the scope of Chinese thinking on the subject. These concentrate on the notion of Chinese neutrality, Western interference, the domestic sources of the Ukrainian crisis, and possible policy options available to Chinese decision-makers. Understanding these provides a more nuanced understanding of Chinese reactions to the Ukrainian crisis and its possible significance for China.

  • Abstract: With exciting economic opportunities and serious environmental challenges, the Arctic is transforming and re-emerging as a geopolitically important region. Major global players within and without the Arctic are paying greater attention to the region. While Russia is a traditional Arctic state with significant economic and security interests in the region, China, the US and the EU have also expressed their Arctic interests more explicitly. They are keen to tap into the economic potential and have a say in the way the region becomes accessed, exploited and governed. As a result, the Arctic is no longer a spatially or administratively confined region, but is instead taking its new form in the midst of contemporary global politics. The globalization and economization of the Arctic will most likely downplay environmentalism and reduce the relative influence of the indigenous people and small Arctic states in Arctic affairs. Arctic governance is also likely to turn more complex and complicated as the economic and political stakes are raised.

  • Abstract: Like many other Western states, following the Cold War, Australia cut its defense budget, resulting in significant shortfalls in key military capabilities. Since the mid-1990s, successive Australian governments have outlined plans intended to boost the capabilities of Australia's armed forces. However, these strategic ambitions have in recent years been undercut by changes in government spending priorities and shortfalls in the national budget, jeopardizing the long-standing technological advantage Australian forces have enjoyed over other states in the region. As major Asian states such as China continue to grow their economies and modernize their armed forces, Australia must commit sufficient resources to its modernization agenda or risk losing its ability to help shape the Asia-Pacific ­security environment and risk fulfilling its role as a key US partner in America's pivot to Asia.

  • Abstract: The presence of Indonesian President Susilo Bambang Yudhoyono at the G20 Summit in St Petersburg in early September went virtually unnoticed by the European media. That his attendance was overlooked can be explained by immediate factors, namely the overriding importance of the Syrian conflict in the discussions among leaders, and the fact that SBY (as President Yudhoyono is commonly known) is a lame-duck president with less than a year to go before the end of his two-term limit. Lacking BRIC status (for now at least), Indonesia – unlike China, India or even Brazil – barely registers on the radar screen of public awareness in Europe. Symptomatic of this neglect is the fact that, almost four years after its signing in November 2009, two EU member state parliaments (and the European Parliament itself) have yet to ratify the EU-Indonesia Partnership and Cooperation Agreement.

  • Abstract: The destinations of China's new leaders' foreign trips show that the PRC's foreign policy domain remains its neighbourhood. China is trying in particular to enhance cooperation with its Central and Southeast Asia border states in what is called "new silk road" diplomacy. Behind this approach are mostly domestic rationales: a need to preserve stability on its borders and in the western part of China, secure export markets and energy supplies, develop inland transport routes as an alternative to unstable sea lines, and to narrow the development gap between the eastern and western parts of China. The PRC's "opening to the West" and reinvigoration of its Western Development Policy is a window of opportunity for Poland. The establishment in Gansu province of the Lanzhou New Area-the first state-level development zone in northwest China-could become a bridgehead for a Polish economic presence in this part of China, or even a springboard for Poland's "Go West China" strategy.

  • Abstract: US President Barack Obama used his 2012 State of the Union speech to explain that evolving geopolitical realities continue to make the United States indispensable in global politics. In the Asia-Pacific this indispensability emanates, in part, from the waves caused by the rise of China. Consequently, demands for an increased US presence echo around the region. In response, the United States has renewed its commitments to Japan, South Korea and Australia, stepped up its relations with Southeast Asia, and reasserted itself as an important player in multilateral institutions including the East Asia Summit, APEC, and ASEAN. Clearly, in the 21st century, US strategic focus has shifted from the Atlantic Ocean to the Pacific and Indian Oceans.

  • Abstract: As North Korea's latest rocket-missile launch approaches, there is speculation whether Beijing can halt Pyongyang's missile ambitions. In my view, Beijing will turn a blind eye towards North Korea's latest provocation, while simultaneously calling for restraint by all parties.   • Abstract: China's joint veto along with Russia of the UN Security Council Resolution (UNSCR) on Syria has provoked fierce international criticism. Labeled as “responsible for Syria's genocide,” Beijing's international image has struck a new low. China's decision to cast the unpopular vote was apparently well thought-out, as evidenced by its consistent diplomatic rhetoric and actions, both before and after the veto. However, in analyzing China's motivation, many analysts seemed to have missed an important point. That is, China's experience concerning Libya in 2011 had a direct impact on its actions regarding Syria this time around.

  • Abstract: International interest in Antarctica is rising. Major powers such as China and Russia have voiced their interest in the continent's resource potential, strongly suggesting the current prohibition of resource exploitation will be revisited after 2048. These developments pose a potential threat to the longevity of the Antarctic Treaty System as well as Australia's dormant claim to 42 per cent of the continent. Australia has limited Antarctic presence and capability, and posits its policy in terms of science and environmental management rather than national security. This raises questions about its ability to preserve its sovereignty claim.

  • Abstract: If, metaphorically, Australia rode to prosperity on the back of a sheep in the last century, our skill in riding the Chinese dragon will determine our prosperity in this century.   • Abstract: Many observers view China's overseas Confucius Institutes as the most visible symbols of China's growing soft power, and a tool for the country to expand its international influence and advance its public diplomacy agenda. The institutes were first established in 2004, with the first institute opening in Seoul. The primary goal of these institutions is to promote Mandarin Chinese language learning. Other functions include promoting Chinese culture and developing positive opinions of China within a global setting. Modeled along the lines of Germany's Goethe-Institut and France's Alliance Française, there are currently 320 Confucius Institutes in 96 countries with over 230,000 registered students. Apart from language classes, the institutes organize a wide variety of cultural activities ranging from music, calligraphy, cooking, and traditional Chinese medicine to hosting talks on China's economy, history, culture and society. China aims to open one thousand Confucius Institutes by 2020.

However, in 1971, though being reluctant for the expulsion of Taiwan from the United Nations, Turkey recognized People's Republic of China as the sole legal representative of China and pursued the "One China" policy in that respect. Thus, in the post-1971 period, Turkey's relations with Taiwan have continued only in terms of economy, trade and culture without recognizing it as an independent political unit. Beginning from early 1990s, Turkey began to take initiatives to increase its trade cooperation with Taiwan.

  • Abstract: Western debates and discussions surrounding China's soft power are more widely known than the discourse within China itself. While the broad parameters of Chinese discussions are fundamentally similar to those of their western counterparts, there are some variations as to how the Chinese perceive soft power. Soft power is after all a largely western concept that has only in recent years made inroads and found widespread acceptance within Chinese policy-making circles. However, broadly speaking, Chinese scholars and analysts agree with the definition of soft power as espoused by Joseph Nye, which is the use of attraction and persuasion in foreign policy, and the appeal of a country based on its culture, values, beliefs, policies, and way of life.

  • Abstract: The United States and the other members of the P5+1 are struggling to launch the first in-depth negotiations with Iran over its nuclear program in which the United States has participated. The United States comes to the table with few good options. Sanctions have failed to change Iran's decisions about its nuclear program, and no feasible set of sanctions (given the limits of what China, Russia, and others will agree to) is likely to convince Iran to give up its enrichment program. Military strikes against Iran would probably not set back Iran's program for longer than a brief period and would greatly increase Iran's incentive to go straight to the bomb at covert sites (as Iraq did after Israel destroyed its facilities at Osiraq).

Since 1978, when Deng Xiaoping began to send students and scholars to study abroad in large numbers as part of his broad modernization efforts, some 800,000 Chinese students and scholars have studied outside their home country. These numbers make China the overall largest supplier of international students to countries around the world over the past decade. The liberalization of the education sector, which accompanied China's entry into the World Trade Organization in 2001, has also permitted more students from outside China to enter the Chinese educational system. The number of Americans studying abroad in China increased by over 500% in the past ten years, making China one of the top 10 study abroad destination countries for U.S. students, and one of the top 10 host countries for all internationally mobile students.

The rise of Russia and China as international actors – with India close behind – and the growing confidence of some leading regional powers, such as Iran, are creating a serious threat to the EU's ambition to apply external policies that reflect European values. Against this background, the employment of the democracy – promotion agenda developed during the 1990s is unlikely to be effective and may even serve to weaken the position of the EU in key regions.   • Abstract: With China's declaration of an anti-secession law, Washington has received a timely if unwelcome reminder of the depth of Beijing's determination to retake Taiwan and the reality of geopolitical rivalry in East Asia.
