  • Abstract: Australian diplomacy could ease rising tensions across the Taiwan Strait, if Australian policymakers rediscovered an appetite for involvement in the flashpoint. Tensions between Taiwan and China are rising, driven in part by an increasingly assertive government in Beijing, growing Taiwanese estrangement from the Chinese mainland, and deteriorating US–China relations. If key regional governments fail to help de-escalate tensions, the consequences are likely to be serious. Rather than continue the debate about Australia’s position on its ANZUS obligations should the United States invoke the treaty in a Taiwan conflict, Australia should work with other regional powers to advocate for more robust risk avoidance and crisis management mechanisms.

  • Abstract: The Trump administration’s Africa strategy is rooted in three misconceptions about China’s African footprint—and a fourth about US-Africa economic relations—that are either factually incorrect or overstated in terms of the broader strategic challenges they pose to US interests: (1) Chinese engagement in Africa crowds out opportunities for trade and investment with and from the United States; (2) Chinese engagement in Africa is resource-seeking—to the detriment of US interests; (3) Chinese engagement in Africa is designed to foster debt-based coercive diplomacy; and (4) US-Africa economic linkages are all one-way and concessionary (i.e., aid-based). Hendrix finds little evidence to suggest Chinese trade and investment ties crowd out US trade and investment opportunities. China’s resource-seeking bent is evident in investment patterns, but it is more a function of Africa’s having comparatively large, undercapitalized resource endowments than China’s attempt to corner commodity markets. Chinese infrastructural development—particularly large projects associated with the Belt and Road Initiative—may result in increased African indebtedness to the Chinese, but there is little reason to think debt per se will vastly expand Chinese military capacity in the region. And finally, US-Africa economic relations are much less one-sided and concessionary (i.e., aid-based) than conventional wisdom suggests.

  • Abstract: By refusing to fill vacancies in the World Trade Organization’s (WTO) Appellate Body—the top body that hears appeals and rules on trade disputes—the Trump administration has paralyzed the key component of the dispute settlement system. No nation or group of nations has more at stake in salvaging this system than the world’s big emerging-market economies: Brazil, China, India, Indonesia, Korea, Mexico, and Thailand, among others. These countries have actively and successfully used the dispute settlement system to defend their commercial interests abroad and resolve inevitable trade conflicts. The authors suggest that even though the developing countries did not create the Appellate Body crisis, they may hold a key to unlock it. The Trump administration has also focused its ire on a longstanding WTO practice of giving these economies latitude to seek “special and differential treatment” in trade negotiations because of their developing-country status. The largest developing economies, which have a significant stake in preserving a two-step, rules-based mechanism for resolving trade disputes, could play a role in driving a potential bargain to save the appeals mechanism. They could unite to give up that special status in return for a US commitment to end its boycott of the nomination of Appellate Body members.

  • Abstract: The clergy’s ambitions for global Shia revolution made the city of Qom uniquely vulnerable to the disease, and their resistance to modern medical science weakened the state’s ability to combat its spread. On February 19, two days before the Iranian government officially announced the arrival of coronavirus, an infected businessman who had recently returned from China to Qom passed away. The location and timing of his death illustrate how the Shia holy city and the religious leaders and institutions who call it home have played an outsize role in the disease’s disproportionately rapid spread inside Iran compared to other countries. How did this situation come to pass, and what does it say about the current state of the clerical establishment, its relationship with the regime, and its alienation from large swaths of Iranian society?   • Abstract: China plays a significant role in Africa, particularly in Ethiopia, where the current Director-General of the WHO was Minister of Health and then Minister of Foreign Affairs. This opaque influence and the support given by Beijing to Dr. Tedros seems to have weighed on the positions taken by the WHO in the face of the Covid 19 crisis. The consequences of these decisions are now being felt worldwide and contribute to undermining the credibility of a fragile multilateral system.

  • Abstract: South China Sea’s territorial disputes gained the spotlight yet again with the April 18, 2020 announcement1 by China’s State Council, through which, it approved setting up ‘two new’ municipal districts (dependencies of the southernmost Sansha city, in the Hainan province) covering the South China Sea – namely the ‘Xisha District’ and ‘Nansha District’. Home to an estimated 11 billion barrels of untapped oil, and 190 trillion cubic feet of natural gas, the Spratly Islands in the South China Sea possess rich natural resources and fishing areas. The Fiery Cross Reef will be in charge of the administration of the islands, reefs, and sea areas of the Spratly Islands.2 The Fiery Cross Reef used to be an underwater reef that was converted into an artificial island following massive land reclamation undertaken by China. This reef was virtually untouched by manmade structures until March 2014 and was transformed into an artificial island in the span of one year by March 2015. Furthermore, the Woody Island will be in charge of the administration of the islands, reef, and sea areas of the Paracel Islands.3 China’s Ministry of Civil Affairs and the Ministry of Natural Resources has released the longitudes, latitudes, and standardized names of 25 islands and reefs and 55 undersea geographic entities in the disputed South China Sea. The listed islands include Sanzhizai – an islet north of the Woody Island in Sansha city in South China’s Hainan Province.

  • Abstract: The spread of the novel Corona Virus COVID-19 from the Chinese province of Hebei across the world has resulted in a global pandemic of catastrophic proportions. Certain countries have been affected more severely than others, and there have been glaring disparities in how national governments have responded to the outbreak. In addition to the global death toll of 400,000 (and counting), the industrial and financial disruption has been severe, with the Asian Development Bank estimating the loss to the global economy at between USD$ 5.8-8.8 trillion.1 To overcome the current crisis, and work toward a vaccine, global solidarity, including cooperation through multilateral organizations like the World Heath Organization (WHO), is desperately needed.

  • Abstract: On 14 January 2020 the United States, the European Union, and Japan (hereinafter referred to as “US-EU-Japan”) issued a trilateral joint statement, proposing a set of new rules to strengthen WTO regulation on industrial subsidies. While a total of seven joint announcements have been made so far, this is the first time that three WTO Members have presented specific ideas on how to amend existing subsidy rules. Many of the proposed amendments seem to primarily target China’s trade policy and practices. Among the six amendment items proposed in the Joint Statement, it seems that the United States is paying particular attention to the sixth item, i.e. in making explicit the possibility of using the out-of-country benchmark and on introducing necessary requirements to do so in measuring the benefit conferred and, ultimately, in calculating the amount of the countervailing duties (CVDs). Against this backdrop, in this Brief the author analyzes the relevant WTO provisions and GATT/WTO jurisprudence, and discusses various scenarios on future negotiations on WTO Reform on industrial subsidies.

  • Abstract: The multilateral trading system under the World Trade Organization (WTO) has been of the utmost importance for Japan's trade policy. In particular, Japan strongly supports the WTO’s rule-based dispute settlement mechanism, and frequently uses it. At the same time, in recent years, the adoption and implementation of regional and mega-regional trade agreements have become critical in Japan’s trade policy, with the stalling of the Doha Round negotiations in the WTO. Although the core of its trade policy remains the same today, Japan has been forced to rethink and modify it in response to the aggressive and unilateral trade policy of the Trump administration.

  • Abstract: From emerging technological fields such as 5G, artificial intelligence (AI), the Internet of Things (IoT) and smart cities to traditional sectors including energy, health care, railways and agriculture, China is increasingly proactive in nearly every domain where technical standards remain to be developed and set. Technical standards are the definition of processes or technical specifications designed to improve the quality, security and compatibility of various goods and services, for instance GSM for telecommunications or WiFi for wireless Internet. They can be thought of as basic specifications or technologies on which other technologies or methods will evolve – creating lock-in effects and path-dependency for future products and technological trajectories. Defining standards can provide significant benefits for society at large, but can also carry significant implications for which technologies will dominate future markets and provide substantial advantages to those who master standardized technologies. Chinese policymakers have become keenly aware of the relationship between technical standard-setting and economic power. Indeed, a popular saying in China posits that third-tier companies make products, second-tier companies make technology, first-tier companies make standards. In 2015, the State Council highlighted China’s deficiencies in the field and set out to transform the country’s standardization system, seeking to harness the capacity of standard setting not only to improve the daily lives of its citizens, but to drive innovation, boost China’s economic transformation toward the industries of the future, and turn China into a premier purveyor of international technical standards.

  • Abstract: The present paper has three main objectives: first, to show that, over the first decade of existence of the group, between 2009 and 2018, the BRICS have manifested an increasing interest in expanding their cooperation beyond the traditional areas of economy and development to the field of global security; second, to present the content of their common security agenda and how it has developed throughout this period; third, to identify the main factors influencing the agenda-setting process of the group as well as the main challenges to further advancement. The research will conclude that the high levels of informality in the group’s cooperation and heterogeneity in the interests of its members have enabled BRICS to formulate common positions and to establish cooperation mechanisms on a broad range of issues of international security.

  • Abstract: In early 2019, several important members of the World Trade Organization (WTO) submitted noteworthy proposals in a realm of international commerce that has evolved faster than rules to govern it: e-commerce or digital trade. While countries agree on less controversial subjects like banning unsolicited commercial electronic messages, the three leading WTO members—China, the European Union, and the United States—have big differences in their approaches to more challenging issues: data flows, data localization, privacy invasions by data collectors, transfer of source code, imposition of customs duties and internet taxes, and internet censorship. Their differing viewpoints lead Hufbauer and Lu to conclude that the prospect of reaching a high-level WTO e-commerce agreement is not promising. To reach an agreement, either most of the contentious issues must be dropped or the number of participating countries must be sharply reduced. A WTO accord, even of low ambition, would have value if only to establish basic digital norms on matters such as banning unsolicited commercial messages and protecting online consumers from fraudulent practices. A more ambitious accord covering the controversial issues should be negotiated in bilateral and/or plurilateral/regional pacts rather than in the WTO.

  • Abstract: The terms of the US-China trade war change often, but the tariff escalations have inflicted documented economic damage on both countries. Expanding the conflict will only increase the damage and reverberate across the world economy. This Policy Brief uses a computable general equilibrium model of the global economy to analyze three scenarios that could unfold in coming months. The first scenario is the current situation (as of June 2019). Two additional scenarios assume implementation of proposed US tariffs and Chinese responses. The models project the situation after the two countries and the rest of the world adjust across a time horizon of three to five years. For the United States, higher tariffs raise prices and reduce demand for consumers and producers. For China, the tariffs raise the prices of consumer goods but have less direct impact on producers, because the Chinese have exempted some intermediate inputs. US exports and imports decline under all three scenarios. But China can successfully divert its exports away from the United States and escape maximum economic damage.

  • Abstract: For more than three decades the goal of becoming “the factory of the world” has been at the core of China’s development strategy. This strategy, in combination with high rates of domestic investment and low rates of consumption, made Chinese production the most manufacturing intensive in the world. But as its wages have risen, China’s competitiveness in the most labor-intensive manufacturing industries has eroded. Its ability to assemble products remains a major source of its exports, but it has also tried to shift toward more sophisticated value-added production domestically. Chinese domestic spending has shifted away from investment toward more consumption as citizens’ incomes have grown. Like Americans, Chinese people are also spending more on services than on manufactured goods. All these changes are fundamentally altering the structure of China’s production, reducing the role of manufacturing, and increasing the skill levels of workers in manufacturing. This Policy Brief reviews the challenges posed by these developments for China’s long-term goal of achieving more inclusive growth. It presents evidence that commonly held perceptions that Chinese manufacturing employment growth is robust are wrong. In fact, such growth has peaked and China is now following the pattern of structural change that is typical of a more mature emerging economy, in which the share of employment in manufacturing declines as workers are increasingly employed in services.

  • Abstract: For years China has been one of the world’s most rapidly growing sources of outward foreign direct investment. Since peaking in 2016, however, Chinese outward investments, primarily to the United States but also the European Union, have declined dramatically, especially in response to changes in China’s domestic rules on capital outflows and in the face of rising nationalism in the United States. Concerns about growing Chinese influence in other economies, the ascendant role of an authoritarian government in Beijing, and the possible security implications of Chinese dominance in the high-technology sector have put Chinese outward investments under intense international scrutiny. This Policy Brief analyzes the most recent trends in Chinese investments in the United States and the European Union and reviews recent political and regulatory changes both have adopted toward Chinese inward investments. It also explores the emerging transatlantic difference in the regulatory response to the Chinese information technology firm Huawei. Concerned about national security and as part of the ongoing broader trade friction with China, the United States has cracked down far harder on the company than the European Union.

  • Abstract: Port projects and other outreach may help President Sisi check off some of his policy goals, but giving China such a foothold could threaten a number of U.S. interests in the region. On August 5, Egypt signed a memorandum of understanding with the Chinese company Hutchison Ports to establish a Mediterranean container terminal in Abu Qir. President Abdul Fattah al-Sisi himself attended the signing ceremony, where he praised the company’s global reputation in the field and emphasized the importance of executing the project in accordance with the highest international standards. The project is in line with Sisi’s track record of seeking Chinese help to fulfill his ambitious domestic and foreign agenda. Hutchison is one of the world’s leading port networks, operating terminals in twenty-seven countries; in Egypt, it operates the country’s two main commercial ports, Alexandria and El Dekheila. The company’s representatives commended the opportunity for direct investment in Abu Qir and announced that they will be training more than 1,500 Egyptian engineers and other workers for jobs at the terminal. According to them, the facility will be able to handle up to 1 million containers annually once completed.

  • Abstract: The sub-regional multilateral format of China and 16 post-communist states (16+1) proved that it could last seven years and that it has the potential to absorb new members. Consequently, the European Union is increasingly concerned about its potentially divisive effects on the EU’s unity. The expected economic benefits of 16+1 for the European partners have been scarcely relevant; still, the European states exploit the 16+1 format for strengthening their bilateral agendas with China. Amidst the trade war with China, the US regards China’s rising influence in Central Europe as a political issue. Beijing’s priority in Europe is to calm down the tension with the EU, Germany, and France over the 16+1 platform. However, the accession of Greece to the enlarged format of 17+1 in the recent 16+1 summit in Dubrovnik and the gaining of support for the Belt and Road Initiative in Italy enable China to establish its foothold on the European South’s doorstep in connection with the 17+1 regional platform.

  • Abstract: The treatment of Uighurs and other Turkic Muslim minorities in the Xinjiang Uighur Autonomous Region has increased concerns over the risk of widespread and systematic human rights abuses and violations in China. The government’s approach to combatting religious extremism has resulted in the arbitrary detention of up to one million Uighurs, severe restrictions on religious practice, and pervasive surveillance and control of the entire Muslim population of Xinjiang. A new joint policy brief by the Asia-Pacific Centre for the Responsibility to Protect and the Global Centre for the Responsibility to Protect asserts that these policies may constitute crimes against humanity under international law. The policy brief provides an overview of China’s response to growing international pressure to halt the persecution of Uighurs and other Turkic Muslims in the Xinjiang region and offers recommendations on how to comprehensively address these issues.

  • Abstract: Following his arrival and getting adjusted in Lhasa in March 1901, Japanese Buddhist explorer, Ekai Kawaguchi began familiarizing himself with the life and times of 20th century Tibet. Kawaguchi embarked upon his destination, Tibet, in June 1897 when he left Japan. We analyse their interactions in terms of four areas: oil and gas trading, electricity exchanges, energy technology exports and energy investments. We discuss five key hypotheses that describe the likely developments in these four areas in the next decade and their potential impact on Europe: 1. There is no direct competition between the EU and China for Russian oil and gas 2. China and the EU both have an interest in curbing excessive Russian energy rents 3. The EU, Russia and China compete on the global energy technology market, but specialise in different technologies 4. Intercontinental electricity exchange is unlikely 5. Russia seems more worried about Chinese energy investments with strategic/political goals, than about EU investments We find no evidence of a negative spillover for the EU from the developing Russia-China energy relationship. But, eventually, if these risks – and in particular the risk of structural financial disintermediation – do materialise, central banks would have various instruments to counter them.

  • Abstract: China's Social Credit System remains a poorly understood combination of rating schemes and blacklists, but the consequences for individuals and businesses are very real. Since the State Council published a “Planning Outline for the Construction of a Social Credit System (2014-2020)”, all administrations and localities in China have been busy figuring out ways to develop social credit systems relevant to their own jurisdiction, while a few corporations have also been experimenting with private social credit ratings, more akin to loyalty schemes, in conjunction with the policy. From this hotchpotch of experimentation, two distinct instruments are taking shape in the so-called public system: first, personal credit ratings managed by localities, and secondly, blacklists of individuals and companies managed by sectorial administrations (the Supreme People’s Court, the Tax Department, Department of Agriculture, etc). Arrangements across administrations and corporate partners enable the implementation of rewards and punishments attached to the blacklists, while personal ratings carry only perks.

  • Abstract: India’s space program has grown and evolved significantly in the last five decades. The program originally focused on developing space assets that provided direct developmental benefits, for example telecommunications and remote sensing satellites that helped both in improving communication facilities and giving direct assistance to India’s farmers. But over time, India has shifted a part of its focus towards space exploration and other high-profile missions that do not have as clear a developmental purpose as earlier. This includes, for example, India’s Mars and Moon exploratory missions. Overall, India has been fairly successful in these efforts and its space program has become a comprehensive one that includes not only a robust launch capacity and very large remote sensing satellite systems, but also a very well rounded scientific and deep space exploratory program.

  • Abstract: The new European Union (EU) strategy on India marks a major moment of departure in EU-India relations. It reflects three critical shifts: firstly, the EU no longer views India from a “trade lens” only, recognizing its important geopolitical role in maintaining a multipolar Asia. Second, the strategy frames EU-India relations in the context of broader geopolitical developments, primarily the rise of China. Recognition of the China challenge and its impact not only in Europe, but also on the balance of power in Asia, has pushed the EU to change the nature of its partnerships in the region, particularly with India. Finally, the strategy links European security and prosperity to developments in Asia, broadening the scope of EU foreign policy substantially. This paper analyses the new EU strategy on India and highlights areas, which represent a departure from previous strategies. The paper looks specifically at proposals for greater foreign and security cooperation, for securing a rules-based order, increasing regional connectivity, improving trade and investment, and building better coordination on and with India. These proposals are commendable and respond to a long laundry list suggested by experts from both sides over a long time. They also fit well with India’s priorities, namely responding to increasing Chinese political, economic and military presence in South Asia, security in the Indian Ocean, as well as more proactive engagement in regional and global institutions. Finally, the paper suggests ways of taking this forward and ensuring the strategy does not remain a paper tiger in the long arsenal of EU-India declarations. While more dialogues on global and strategic issues is a great idea and will help change perceptions in New Delhi that the EU is not a strategic actor, the EU will have to ensure this is not hindered by the Indian Ministry of External Affairs’ already overstretched capacities and the 30 existing EU-India dialogues. Focusing on ongoing debates in India and Europe in these dialogues, particularly connectivity projects, maritime security in the Indian Ocean, 5G networks and infrastructure might also open up new avenues of cooperation. Overall the EU-India relationship has witnessed remarkable momentum over the last four years – aided by political will from both sides, the China challenge, friction in transatlantic ties, and common challenges within Europe and India. The new strategy is a good first step to build on this momentum. However, it needs to be translated into action fast.

  • Abstract: Chinese investment is flowing fast into Uganda, and spreading into the agriculture and forestry sectors. The government needs to keep pace with these developments so the benefits can be shared by Ugandans. A new analysis shows that, while the jobs and new businesses created are well received, the working conditions and environmental practices of Chinese companies are often poor. Many people evicted from their land to make way for new projects have not been compensated. To hold Chinese companies to account, government agencies, with support from NGOs, must share information about these investments and introduce stronger regulation — in particular to uphold community rights. In turn, Chinese companies must be more transparent, responsible and legally compliant. With a proactive and accountable strategy for Chinese investment management, Uganda could make major gains for sustainable development.

The United States has raised taxes on Chinese imports to levels not seen since the Smoot–Hawley tariffs of the Great Depression. Over the course of this year, Chinese imports of American goods have decreased by 26.4 percent, while China’s exports to the United States are down 10.7 percent. Washington has embargoed exports to China of a constantly expanding list of high-tech manufactures. It seeks to block Chinese telecommunications companies from third-country markets. The United States has mounted a vigorous campaign to persuade other countries to reject Chinese investments in their infrastructure, notably in the case of 5G telecommunications networks.

  • Abstract: As China’s President Xi Jinping’s signature foreign policy programme, the Belt and Road Initiative (BRI) has become one of the world’s most active infrastructure development drivers. The BRI is helping to meet the increasing demand for infrastructure development in emerging markets across the world. This policy is unlikely to change due to the importance that the Chinese government attributes to the BRI, with it now being formally enshrined into the Chinese Communist Party (CCP) constitution. The goal is China’s national rejuvenation, which will break the global dominance of Western civilization. The revival must allegedly be led by a strong ideology guided by a strong and charismatic leader: Xi Jinping. Based on the ancient Chinese ideal of “great unity under Heaven”, Xi’s long-term goal for China is the creation of a “community of a common destiny for Mankind”. So far, this idea has no concrete manifestations on the global scale. Through the Belt and Road Initiative, China is building a regional community of common destiny in Central and Southeast Asia.   • Abstract: Xi Jinping took a bold stance at this year's Davos summit, claiming that China could be the leader and protector of global free trade. However, he fell short of pronouncing the same commitment to the international order. • While China finds little to criticise in globalisation, which has fuelled its rapid economic rise, it has an uneasy relationship with the international order, picking and choosing what parts of it to engage with. • China's governance model at home is fundamentally at odds with the liberal international order. Whether in climate talks, international arbitrations, or on the topic of open markets, China resists any parts of the order that infringe on its sovereignty. • Facing an increasingly interest-driven China, and a US in retreat from the international order, the EU must stand by its values if it wants to protect them. Faced with Donald Trump, Xi has sent a clear message about his country's commitment to internationalism. The EU should hold China to its word on this.

  • Abstract: Ethiopia seeks to replicate the experience of East Asian countries such as Taiwan, Malaysia, or China and to attract foreign direct investment (FDI) in order to accelerate the development of its manufacturing capacities (in particular through an ambitious industrial Park – IP - development program and the acceptance of foreign-owned Special Economic Zones - SEZs). On the other hand, China looks to export its development model (including SEZs), to delocalize its most labor-intensive activities, and to promote connectivity between Asia and the African continent. In this context, the Chinese government identified SEZ projects in 19 countries – including one in Ethiopia (the so-called Eastern Industry Zone - EIZ), located in Dukem some 30 kilometers southeast of Addis Ababa. Today, China is by far the leading foreign direct investor in the country. In addition to the Chinese-owned EIZ in Dukem, Chinese investors are also present in privately-run SEZs that are not part of the Chinese Ministry of Commerce (MOFCOM) strategy, as well as in government-led IPs and outside SEZs or IPs. Lastly Chinese firms are also extremely active in all kinds of infrastructure development thanks to Chinese funds.

  • Abstract: China actively seeks to expand its overseas investment in critical infrastructure. This involvement makes host countries uneasy especially in the West, even though financial benefits sometimes override broader national interests and security issues. China’s attempts to invest in overseas critical infra- structure, defined as infrastructure closely related to sovereignty and national security, has become a sensitive issue to host country governments parti- cularly in the West. They fear that Chinese investment in nuclear and telecommunications infrastructures entails consequences for nuclear security and safety and information security respectively. This policy brief provides an overview of how various countries have received Chinese interest in nuclear power and telecommunications.

  • Abstract: On the way to Washington, DC, for a September 2015 visit, Chinese President Xi Jinping stopped in Seattle, WA, to sign an agreement aimed at combatting climate change by increasing the business ties between Chinese and US clean technology companies (South China News 2015). Five US states signed the agreement on commerce between China and clean-tech businesses from California, Iowa, Michigan, Oregon and Washington. On the same day, Bill Gates’s energy company, TerraPower, signed an agreement with the China National Nuclear Corporation for joint cooperation on next-generation renewable and fusion nuclear power. In early 2015, Malaysia’s sovereign wealth fund invested in General Fusion, a Canadian company based in Vancouver, to advance its energy innovation.

  • Abstract: As demand from global markets declines, slowing exports of manufactured goods from the People's Republic of China means the country must increasingly rely on domestic markets for growth. Unlike manufactured goods, services—those "intangible" products that include everything from transportation to scientific research to real estate services—are geared more toward domestic markets. Services, then, will be key to the rebalancing process. However, while the service sector has grown rapidly in the PRC, it continues to lag behind other countries at similar stages of development. In addition, the sector is dominated by traditional low-end types of services, rather than knowledge-intensive services. Heavy regulatory burdens, barriers to trade in services, and an unfavorable policy environment have been major obstacles to upgrading the sector and improving its competitiveness. Policy reform should focus on strengthening competition to raise productivity, with the goal of increasing not only the number of jobs and contribution to GDP, but also of positioning the service sector to compete internationally and spur export growth.

  • Abstract: The rise of a multiplicity of diverse bilateral free trade agreements (FTAs) has led countries to pursue mega-FTAs to manage the growing complexity of global trade arrangements. The US and China are promoting rival accords: the Trans-Pacific Partnership (TPP), which would encompass 800 million people and almost 40 percent of global GDP, is a centerpiece of the Obama Asia Pacific strategy. The Regional Comprehensive Economic Partnership (RCEP) would account for 30 percent of global GDP, with a population of over three billion people, creating the largest FTA in the world. TPP advocates assert that it will strengthen the US’ strategic role in the region, in part by countering China’s membership in the RCEP. These claims, made in response to growing skepticism in the United States about the value of liberalized trade, overemphasize the TPP’s strategic value. At the same time, projecting the economic impact of the TPP is thorny, given the deal’s scope and the diversity of countries involved.

  • Abstract: Today’s uncertainty in cross-Strait relations is not without consequence for third parties that maintain ties with both China and Taiwan. To what extent does (and should) the situation also impact on EU’s trade diplomacy with both sides? This policy brief argues that under today’s circumstances, the cold peace in cross-Strait relations is reason to tread carefully — and to stay on course. The May 2016 inauguration of the Taiwanese government led by Democratic Progressive Party (DPP) leader Tsai Ing-wen placed a big question mark over the future of cross-Strait relations. Within weeks, Beijing had unilaterally imposed a freeze on (semi-)official talks until the new Taiwanese President acknowledges the so-called 1992 Consensus. While confirming its ‘one China’ policy, the EU may contribute to the stability of cross-Strait relations by being a partner in China’s economic reform and by negotiating EU–China and EU–Taiwan investment agreements in parallel. In this policy brief author Maaike Okano-Heijmans builds on discussions during the 13th Symposium on ‘Sino–EU Relations and the Taiwan Question’, which was held in Shanghai from 9–11 October 2016 and in Taipei from 12–14 October 2016. These second-track dialogues were supported by the Friedrich Ebert Stiftung, the Shanghai Institute of International Studies and the Taiwanese Ministry of Foreign Affairs.

  • Abstract: In September 2016, Russia held joint naval manoeuvres in the South China Sea with China, bringing some of its best ships to the party. Two weeks later, China shied away from joining Russia in a veto of yet another Western resolution on Syria at the UN. The discrepancy sums up the extent and the limits of the strategic convergence between both countries. The “axis of convenience” between China and Russia has, without question, grown larger. And the positive dynamics pushing cooperation forward are largely economic. But there is also a negative dynamic, coming from the West. Both countries have a perception of regime insecurity that emerges from the international promotion of democracy, and the attractiveness of corruption-free and comparably safe Western societies for individuals, be they Chinese or Russian.

  • Abstract: International terrorism has emerged in recent years as a direct threat to Chinese nationals living overseas. As China's footprint becomes increasingly global its exposure to the risk of terror attacks has increased too. China’s approach to international terrorism is becoming militarised. This trend has the potential to accelerate if Chinese nationals are victims of new attacks overseas. Although China is an active and responsible player in the UN with clearly expressed priorities and an interest in protecting its citizens overseas, it is not taking a strong role in leading and shaping the UN’s counter-terrorism agenda. The EU should take stock of the ongoing transformation of China’s approach to explore a modest upgrade of its current policy of cautious engagement. When engaging with China the EU should make clear that an overly politicised approach will be an obstacle to cooperation, and be upfront in setting the conditions of cooperation. The EU should not underestimate what China has to offer but shouldn't make big compromises either.

  • Abstract: Of all the free trade agreements (FTAs) concluded by Korea with its major trading partners since the turn of the century, the Korea-China FTA may be the largest in trade terms. It is, however, far from the best in terms of the depth of liberalization and the scope of obligations on trade and investment policies. Korea and China agreed to liberalize a large share of bilateral trade within 20 years, but both sides incorporated extensive exceptions to basic tariff reforms and deferred important market access negotiations on services and investment for several years. Political interests trumped economic objectives, and the negotiated outcome cut too many corners to achieve such a comprehensive result. The limited outcome in the Korea-China talks has two clear implications for economic integration among the northeast Asian countries. First, prospects for the ongoing China-Japan-Korea talks will be limited and unlikely to exceed the Korea-China outcome. Second, Korea and Japan need to strengthen their bilateral leg of the northeast Asian trilateral and the best way is by negotiating a deal in the context of the Trans-Pacific Partnership.

  • Abstract: The latest semiannual fundamental equilibrium exchange rate (FEER) estimates find that the US dollar is now overvalued by about 10 percent, comparable to levels in 2008 through early 2010 and again in 2011. Unlike then, the current strong dollar does not reflect a weak renminbi kept undervalued by major exchange rate intervention by China. Instead, China's current account surplus has fallen sharply relative to GDP, and its recent intervention has been to prevent excessive depreciation rather than to prevent appreciation. Additionally, declines in the real effective exchange rates (REERs) for major emerging-market economies and resource-based advanced economies, driven by falling commodity prices in recent months, have strengthened the dollar. Recent increases in the REERs for the euro area and Japan have removed their modest undervaluation identified in the last FEERs estimates in May, and the Chinese renminbi remains consistent with its FEER. The dollar's rise by nearly 15 percent in real effective terms over the past two years could impose a drag of nearly one-half percent annually on US demand growth over the next five years. As the Federal Reserve moves to normalize US monetary policy, it may need to consider a gentler rise in interest rates than it might otherwise have pursued, both to temper possible further strengthening of the dollar in response to higher interest rates and to help offset the demand compression from falling net export

  • Abstract: China’s coal consumption fell marginally in 2014, the first such drop this century, in large part as a result of its policies to address its severe air pollution, develop renewable and alternative energy, and transition its economy away from heavy industry. China should take advantage of its current circumstances to adopt an aggressive national coal consumption cap target and policy to peak its coal consumption as soon as possible, no later than its next Five Year Plan (2016–2020), so that it can peak its CO2 emissions by 2025. It can achieve this target by building upon its existing achievements in developing clean energy such as wind and solar power, and by prioritizing renewable energy development over coal in its western expansion. China can help lead a transition to clean energy that will contribute greatly to global efforts to keep warming to no more than 2°C, and can serve as a model for other developing countries.

  • Abstract: The global financial crisis of 2008-09 led to a policy consensus in China that its socioeconomic development model needed rebalancing. China's rapid development has been based on extensive growth reliant on exports, low wages, environmental exploitation, and the manufacturing of cheap products. China's current plans identify paths to economic rebalancing through intensive growth driven by rising investment in new technologies and manufacturing processes, improved wages and skills, and improved worker and environmental protections. Two industries, automotive and information technology, demonstrate the experience of and opportunities for rebalancing. Both offer improved employment conditions with better wages, but continue to incorporate large swaths of low-wage employment with little protection for workers' health and the environment. Economic rebalancing in China, therefore, has so far only appeared in pockets. Institutional safeguards for wages and labor standards remain constrained by powerful alliances among multinational corporations, Chinese state-owned/private enterprises, and the Chinese state.

  • Abstract: At the end of 2015 the Association of Southeast Asian Nations (ASEAN) will announce the establishment of the ASEAN Economic Community (AEC). In theory, this agreement should produce an association-wide economic integration. However, following the announcement, and for the foreseeable future, ASEAN member states will continue in significantly less than full regional economic integration. Why? Some observers believe that the AEC plans involve an "overly ambitious timeline and too many ill-thought-out initiatives." Others point to ASEAN's traditional aversion to legally binding agreements. While progress has been made in reducing or eliminating intra-ASEAN trade tariffs, substantial non-tariff barriers to trade persist. However, for most member states, the ASEAN market is relatively small while external markets, especially China, are growing rapidly. Given this outward-orientation for ASEAN trade, is the lack of an unhindered regional market really a problem?
