- Will the next Middle East conflagration involve Israelis and Palestinians? After the serious escalation of the past week in which eight Gazans, including children, were killed in a single day, and the 23 March 2011 bombing in Jerusalem, that took the life of one and wounded dozens, there is real reason to worry. The sharp deterioration on this front is not directly related, nor is it in any way similar to the events that have engulfed the Middle East and North Africa. But the overall context of instability and uncertainty undoubtedly has made a volatile situation even more so. Israelis' anxiety is rising and with it the fear that outside parties might seek to provoke hostilities to divert attention from domestic problems and shift the focus back to Israel. Hamas has been emboldened by regional events and is therefore less likely to back down from a challenge. The combination, as recent days have shown, has proven combustible.

- The popular uprisings in Egypt and Tunisia have been triggered by a combination of deteriorating living standards and growing inequality (an economic deficit), a lack of political freedoms and public accountability (a political deficit), and the alienation of the demographically dominant age cohorts from the political order (a dignity deficit). While similar conditions exist in a number of Arab countries, socio-economic indicators suggest that the intensity of these deficits varies considerably across the Arab world. As a result, the nature and shape of protests across the region might differ. However, protests across the region have also been driven by a powerful “contagion effect” working on an ideational and emotional level. This contagion has been facilitated by satellite broadcasters, mobile phones, the internet, and new social media tools that elude government control and helped create new cleavages and loyalties. The outcome of the mass protests is likely to vary in accordance with the nature and level of cohesion of the incumbent regimes and their ability to maintain their monopoly on the use of force. While in some cases this might lead to a democratic transition from the bottom up, in other cases the outcome may be more gradual top-down reforms, a government crackdown on protestors or even a disintegration of the state. On a systemic level, the Arab uprising will create a new political and economic reality in the Middle East and transform the regional balance of power. While Western influence in the region will inevitably decline as a result, the Arab revolutions also have an undeniable potential to enhance regional cooperation, reduce the appeal of terrorism and help break the current deadlock in the peace process.

- Countries emerging from authoritarianism frequently face constitutional challenges, among them sequencing constitutional reform with a transition to democracy, designing a constitutional review process that is seen as legitimate, and addressing substantive constitutional concerns. Sequencing constitutional reform and elections begs the questions who should lead the constitutional reform and when should it be conducted. Constitutional reform prior to elections can leave stewardship over the constitution-making process to unelected and perhaps not wholly trusted transitional governments. Elections prior to constitutional reform may be tantamount to simply handing the machinery of authoritarianism to a new set of actors. Egypt and Tunisia offer different paths to transition and each face criticism. In the end, a less “democratic” solution might be the best one. Whatever the chosen process for constitutional reform, legitimacy must remain the sine non qua of a successful constitution-making moment. Adherence to guiding principles of inclusivity, participation, transparency, consensus and national ownership can legitimize the constitution-making process and the final document itself. Just as the history, society, culture, and preferences of every country is unique, so too is every constitution. Certain common issues, however, are likely to be front and center for countries transitioning from authoritarian rule to democracy. This Peace Brief offers a brief examination of many of these commonly recurring issues.

- In his February 2 testimony before the Senate Intelligence Committee, Director of National Intelligence Dennis Blair highlighted the growing danger posed by Pakistani militant organization Lashkar-e-Taiba (LeT). Calling the group a "special case," he asserted that it is "becoming more of a direct threat and is placing Western targets in Europe in its sights." He also expressed concern that it could "actively embrace" a more anti-Western agenda. Given its global capabilities with regard to fundraising, logistics, support, and operations, LeT could pose a serious threat to U.S. interests. Consequently, weakening it should be a high priority for Washington.

- Public opinion polls and the media tell us that Arabs disliked the George W. Bush administration and have high hopes for President Barack Obama. Indeed, the new administration enjoyed majority Arab approval ratings throughout 2009 (up to 50 percentage points higher than his predecessor), while the overall U.S. image in Arab countries also recovered significantly. Yet the question remains: what is the record of actual Arab behavior toward the United States? This question was the starting point of the forthcoming study, which presents a new model for understanding U.S.-Arab relations since the Clinton administration -- one that emphasizes actions much more than attitudes.

- Prior to World War I, the federal government effectively provided no hospital or medical care to veterans other than extending domiciliary care to a few veterans disabled while in service. With American entry into World War I, however, it was decided to extend the treatment accorded members of the armed forces who were receiving hospital care after they had been mustered out. As a consequence the Veterans Bureau was created in 1921. In 1930 a new agency, the Veterans Administration (VA), took over responsibility for all veterans\' affairs. Following World War II and the passage of a comprehensive GI Bill that included generous medical and hospital care for returning soldiers, the VA rapidly expanded to the point whereby it established itself as the largest supplier of health care in the nation. For most of the period since the end of World War II these medical facilities were plagued by waste, poor management, and negligence. While it is true that conditions at VA facilities have improved since the late 1980s, they still lag behind those that obtain at the nation\'s voluntary hospitals. The shift from inpatient to ambulatory care, an increase in chronic care needs in an aging population, and increases in the demand for medical services as a result of the most recent Middle Eastern conflicts clearly undermines the reason originally put forward to operate a direct health care system. - Yemen has caught the eye of the international community above all because it has been portrayed as a hotbed of radicalisation and a training ground for al-Qaeda. As a state, Yemen is broadly considered to be both fragile and on the brink of failure. This Policy Brief argues that for a variety of reasons – largely relating to the political system and dynamics within the country – support from Europe and North America will have limited effect. There are limited, if any, technical solutions to the challenges that confront the country; only political ones. International actors from outside the regional context must therefore think twice before engaging and, above all, have a good understanding of the political system that they will be engaging with.

- Successful attacks on key government buildings underscore worries about whether Iraqis can manage their own security. They mask, however, something new in Iraqi society: an emerging vox populi that found potent expression in provincial elections last January, despite the odds. As national elections approach in March, political leaders are realizing that they ignore this growing voice at their peril. Aware that American attention is shifting towards other problems at home and abroad, Iraqis are nervously contemplating how much U.S. support they can expect going forward in their fragile experiment in democratic governance. The U.S. role in helping Iraqis prepare for national elections has been crucial and largely welcome—it should continue through the transition to a new government. Successful complete withdrawal by 2012 depends on an Iraqi government that is responsive to its people’s basic needs and capable of evolving peacefully via fair elections. Longer term, there are several critical areas on which a distracted and resource stretched America should focus. These include intensifying efforts to help Arabs and Kurds resolve disputes and forestall the need for an extended U.S. military presence in northern Iraq. Helping Iraq protect its borders – a vulnerability highlighted by Iran’s recent incursion—and nudging the Gulf Arab states to more actively engage Iraq as an emerging partner in regional security and economic structures will also be key to stability inside and beyond Iraq’s borders. If water is the “new oil” in terms of its resource value and potential to create conflict, that future is now playing out in Iraq. Shortages and poor quality are already causing serious health and economic problems, displacement and raising tensions with Iraq’s neighbors. The U.S. can help here on both the diplomatic and technical sides of the issue.

159. Renewed Violence against Egypt's Coptic Christians

- On January 6 -- Christmas Eve according to the Eastern Orthodox calendar -- six Coptic Christians and a policeman were killed in a drive-by shooting while exiting church in Naga Hammadi, Upper Egypt. The attack, which came in retaliation to an alleged rape of a twelve-year-old Muslim girl by a Christian man, was the largest assault on Copts in Egypt since a January 2000 massacre left twenty dead in Sohag. The days since the shooting have been marked by violent clashes and the burning of Christian and Muslim property. These developments have unfolded against the background of increased political pressure on Islamists -- evoking the 1990s, when the killing of Copts by Islamist militants was a routine occurrence and the Egyptian Muslim Brotherhood (MB) was banned from political participation. Thus, while Naga Hammadi might be an isolated incident, it could also presage the return of Egypt's Islamists to the bloody sectarian attacks of the 1990s.

- U.S. Middle East peace envoy George Mitchell will return to the region next week in a bid to restart talks that have been stalled since the beginning of the Obama administration. In a television interview earlier this month, Mitchell declared that he would like to complete peace talks between Israel and the Palestinians within two years, if not sooner. Senior U.S. officials, including President Obama, have called for an unconditional return to the negotiating table. The official position of Palestinian president Mahmoud Abbas is that talks cannot resume until Israel extends its settlement moratorium to east Jerusalem. He also wants the pre-1967 boundaries to serve as the baseline for negotiations. At the same time, he has made a statement indicating that he regrets how he reached his current position, hinting that the current impasse does not serve the Palestinian people's interests. Is there more convergence between the two sides than is readily apparent?
