Abstract:
Northern Nigeria has been the locus of an upsurge in youth radicalization and virulent militant Islamist groups in Nigeria since 2009. Nigeria's ranking on the Global Terrorism Index rose from 16 th out of 158 countries in 2008 to 6 th (tied with Somalia) by the end of 2011. There were 168 officially recorded terrorist attacks in 2011 alone. Bombings across the northeast prompted President Goodluck Jonathan in May 2013 to declare a state of emergency in Adamawa, Borno, and Yobe States. Many Nigerians have come to question whether the country is on the brink of a civil war.

In most developing countries, maternal and child health issues have received considerable attention in public health policies and pose formidable challenges. Several studies provide evidence of a strong relationship between socioeconomic factors such as economic growth, poverty, water and sanitation, education and gender and health outcomes. A good number of researchers have shown that a mother’s use of child health care is influenced by the risk of child mortality. It is thus been emphasized in the literature that the decision to obtain health inputs is confronted with the potential issue of self-selection and hence endogeneity.

This commitment is manifested in the way prenatal and postnatal health care services are being made accessible to women of reproductive age. Prenatal care refers to the medical and nursing care recommended for women before and during pregnancy. Postnatal care is an essential part of safe motherhood. The access to and use of prenatal and postnatal health care services are crucial for improved maternal-child survival. Ill health of women and children can arise due to the under utilization of prenatal and postnatal health care services.

In April 2012, the Economic Community of West African States (ECOWAS) declared its readiness to deploy 3,000 troops to northern Mali in response to seizures of territory by Tuareg separatists and Islamist militias. Left unanswered was the question of how ECOWAS would transport these troops and their equipment to Mali. Only airlift resources would be able to deliver personnel and heavy equipment into the area of operations (AO) in a timely manner, provide operational mobility within the AO against dispersed and heavily armed irregular forces, monitor a geographic area larger than France, and sustain operations for months or years. The inability to respond to these challenges to territorial control, in turn, further emboldens such separatists and other spoilers.

The government of the Democratic Republic of the Congo (DRC) led by President Joseph Kabila faces the prospect of collapse. Popular disaffection has grown as a consequence of endemic corruption and a failure to provide broad and sustained economic growth. The possibility of widespread violence around national elections scheduled for November 2011 as well as the emergence of antigovernment movements in the Kivus, Bas Congo, Katanga, or Equateur provinces could precipitate a major political and humanitarian crisis with destabilizing consequences for the region. Having provided billions in foreign assistance and UN peacekeeping support to the DRC and eager to avoid another violent catastrophe in central Africa, the United States faces a looming foreign policy challenge.

The 48 least-developed countries (LDCs), most of them in sub-Saharan Africa and a few in Asia, need foreign direct investment (FDI) to help meet their development targets. The FDI they now receive, although inadequate, is enough to demonstrate that investors see potential in them. It is therefore realistic for LDCs to seek more FDI, but they need to enhance their investment environments to attract it in the much greater quantities required. Donors can help by targeting official development assistance (ODA) on investment in human capital and supporting governance improvements. Meanwhile, LDCs should establish effective investment promotion agencies (IPAs).

Since its launch in 2004, the ENP has succeeded in bringing about a strengthening of economic relations, especially trade, between the EU and its neighbours. However, the political record of the seven-year implementation of this policy is relatively poor. The violent, unprecedented socio-political changes in North Africa and the Middle East, which started in January 2011, revealed weaknesses and problems in the European policy towards its southern neighbours as developed in the framework of the Barcelona Process and the Union for the Mediterranean. Arab spring has shown that the EU support to introduce political reforms and to build and consolidate democracy in the southern neighbouring countries has yielded very limited results. The Eastern Partnership seems to be one of the few positive manifestations of the European Neighbourhood Policy's evolution in recent years but is not free from problems. The most tell-tale sign of the Eastern Partnership's deficiencies is a palpable relapse in democratisation.

Before the current global recession, many resource-rich African countries were recording unprecedented levels of growth due to a raw material price boom. However, the collapse in raw material prices and the ensuing severe economic difficulties have again exposed the vulnerability of these countries' natural resource export-focussed economic structures. In this research brief, we describe how Africa's abundance of natural resources attracted disruptive and predatory foreign forces that have hindered innovation-based growth and economic diversification by delaying the accumulation of sufficient stocks of human capital. We suggest that for their long-term prosperity, resource-rich African countries shift their strategic emphasis from natural to human resources and technological capabilities needed to transform those natural resources into valuable goods and services to compete in the global market.

Why has the private sector failed to thrive in much of sub-Saharan Africa? Drawing on a unique set of enterprise surveys, we identify inadequate infrastructure (especially unreliable electricity and poor quality roads) and burdensome regulations as the biggest obstacles to doing business. We find as well that the private sector in many countries is dominated by ethnic minorities, which inhibits competition and lowers demand for a better business environment. Solutions include investing in infrastructure, providing risk guarantees, and reforming regulations to lower the cost of doing business, as well as increasing access to education for would-be entrepreneurs.

The cocoa tree is an important source of income for millions of farming families in equatorial regions. Cocoa originates in the river valleys of the Amazon and the Orinoco in South America. Its discoverers, the Maya people, gave it the name 'cocoa' (or 'God's food'). Cocoa was introduced to Europe in the fifteenth century. Cocoa imports were heavily taxed, and as a result it was consumed as a drink only by the wealthy. Investment from Great Britain and The Netherlands, combined with the launch of the chocolate bar in 1842 by Cadbury, resulted in a greater demand for chocolate. This led to the gradual expansion of cocoa production, spreading to Africa in 1870.

Drawing on a diverse array of opinions from Africa, Asia, Europe, and North America, the EastWest Institute's Fifth Worldwide Security Conference brought together specialists from the spheres of policy, academia, and civil society. Participants addressed a variety of issues on the contemporary global security landscape. These ranged from specific security threats (whether illicit trade, the targeting of critical infrastructure or cyber crime) to the role of interested actors (such as business, NGOs, and media), as well as a focus on potential strategies to counter terrorism and extremism (either in terms of constructing global cooperative architectures or, more controversially, the possibility of opening dialogue with the terrorists). A variety of policy recommendations emerged from each session—detailed in the main body of the report—but there were several recurring themes binding the debate together and animating the core arguments of proceedings as a whole. These policy recommendations were not necessarily consensus recommendations but reflected a wide range of debated policy prescriptions.

In the pursuit of security and development in Africa, more and more reference is being made to the concept of fragile states. This paper explores the meaning of this concept and considers the attention that is being paid to it as a consequence of integrating security and development into the policy of the major donor countries. In an African context state fragility is a cause of numerous conflicts, but also a major focal point of peace processes and donor interventions. This paper is intended to be a warning against a too narrow focus on security in the process of combating fragility. It pleads for an integrated policy, based on the pursuit of sustainable development and emphasises the strengthening of the authority and power of the state and the promotion of local economic and social development.

The success of Africa's exports, as well as its spatial development, depends on lowering transport costs. In this Policy Brief, we address a number of pertinent questions on transport costs in Africa, such as 'what are transport costs?', 'do transport costs matter for trade?', 'how important are transport costs in practice?', and 'why are Africa's transport costs so high?' We present a case study of the firm location decisions of exporters in South Africa to illustrate the significance in particular of domestic transport costs for manufactured exports. The message from this Policy Brief is that Africa's international transport costs are significantly higher than that of other regions, and its domestic transport costs could be just as significant. Moreover we show how domestic transport costs influence the location, the quantity, and the diversity of manufactured exports. Various policy options to reduce transport costs in Africa are discussed.

An effective state is able to mobilize revenue and spend it on infrastructure, services, and public goods that both enhance human capital and the well-being of communities (especially the poor), as well as stimulating investment and employment creation by the private sector. An effective state also manages public finance to ensure that macroeconomic balance is maintained—with policy neither too restrictive to discourage private investment and growth, nor too accommodative to create high inflation and crowd out private investment. Fiscal issues are therefore at the heart of the state's role in the development process and failure in this policy area—whether it is in taxation, public expenditures, or in managing the fiscal deficit and public debt—can quickly undermine growth and poverty reduction. Fiscal weakness can also be fatal to social peace when one or more ethnic, religious, or regional groups are taxed unfairly—or receives too little in the allocation of public spending.

It is widely accepted that achieving sustainable economic growth and development for resource-based economies must be based on economic diversifi cation. An economy is said to be diversifi ed if it has reached a level of industrial and economic development in which “no sector of the economy may be singled out as a major engine of economic growth.” For many resource-based economies, such as those based on minerals or agriculture, this economic diversifi cation appears to have been elusive, prompting some analysts of resource-based development to argue that resource-based economies are hard to industrialize and diversify. This policy brief agues this the “resource curse”, although widespread, is not inevitable, because abundant resource endowment also provides advantages that can enhance the potential for economic diversifi cation when appropriate policy choices are made. This policy brief discusses the reasons for pessimism in resource-based economic development, resulting in failure to achieve economic diversifi cation and sustainable economic growth. It then looks at why resource abundance can support successful economic diversifi cation. Finally, the policy brief outlines the policies that result from the two scenarios and concludes that there is reason for successful economic diversifi cation in resource-based economies provided appropriate policies are chosen and implemented.

It is widely recognized that economies endowed with natural resources and highly dependent on one or two primary commodities for exports are susceptible to exogenous shocks that can lead to fl uctuations in export earnings. The unpredictable nature of export earnings from primary products, especially when a narrow range of such products is exported, makes it diffi cult for countries to plan and allocate their resources effi ciently, thereby hindering sustainable economic growth and development. This is particularly evident in countries where backward and forward linkages are limited or non-existent within and between resource-based sectors and the rest of the economy. The uncertainty over the stability of future output growth that often characterizes resource-abundant economies can be countered to some extent by economic diversi fi cation, which calls for the broadening of the range of products and services produced for export. This may include broadening the range of primary products exported, so as to reduce dependence on a narrow range of primary export products and avoid the associated vulnerabilities. Diversi fi cation may include increasing the degree of processing of primary products prior to export, which can lead to additional local value added and reduced dependence on primary product markets. More generally, diversi fi cation is usually understood to include the production of a range of industrial and service exports. Depending on the nature of the products, this can be a skilled labourintensive and technology-driven process that transfers growth-enhancing spillover bene fi ts to the rest of the economy and promotes sustainable economic growth. It is generally accepted that the private sector, de fi ned as all economic activities not produced by the public sector, is the most powerful tool for achieving economic diversi fi cation. It induces a spiral effect on foreign and domestic investment, growth, employment, productivity and poverty alleviation. Stimulating economic diversi fi cation through broadening the range of export products requires new investment in a range of activities, which is itself dependent upon the nature of the enabling environment for both domestic and foreign investment. Botswana’s enabling environment for investment was assessed in a Report prepared by BIDPA and World Bank entitled “Diversifying Botswana’s Exports: An Overview” (2005). This Policy Brief presents the main fi ndings of that assessment. It focuses on the achievements, challenges and the way forward for Botswana in providing a business environment conducive for economic diversifi cation. To this end, the Policy Brief also provides a critical overview of what has been achieved so far, and identifi es what remains to be done.

Lowering interest rates and, thus, the cost of borrowing in the rand zone (Lesotho, Namibia, Swaziland and South Africa) is a priority to promote investment and economic growth. Local-currency interest rates in these countries are driven by those on rand-denominated transactions. Reducing the level and volatility of the rand premium would help reduce financing costs in the region. Policies should promote: enhancing financial-market liquidity; easier access to South African financial markets for African entities; domestic saving capacity; and the improvement of international perception of the rand. Johannesburg could become a financial "hub" for the region, channelling cheap resources to its neighbours.

Shortly before he became President of the 'new South Africa' in May 1994, Nelson Mandela stressed that his country's relations with the region's poorer and weaker neighbours would be characterized by 'sensitivity and restraint'. This declaration of intent was welcome given South Africa's traditional dominance as the hegemonic power during the apartheid era and the resulting crude and at times violent exploitation of its neighbours' dependence, in varying degree, on the Republic's economy for a wide range of goods and services, for transport links and a market for employment. Indeed, South Africa's accession to the Southern African Development Community (SADC) in 1994 offered the promise of a new deal in regional relations, with the new member acting as an 'engine of growth' and as a cooperative and enthusiastic supporter of purposeful and sustained regional integration.
