1. Improving Gender Training in UN Peacekeeping Operations

Abstract:
United Nations Security Council Resolution (UNSCR) 1325 expressed a global commitment to the Women, Peace, and Security (WPS) agenda. Many policy statements and guidance on gender mainstreaming have followed in the 17 years since UNSCR 1325’s passage, yet peace operations on the ground appear little affected. They continue to overlook the many roles women play in conflict and conflict resolution, fail to engage fully with women’s organizations, and fail to include women fighters in reintegration and security sector reform programs. They even perpetrate exploitation: Sexual exploitation and abuse (SEA) continues to be widespread within peace missions themselves, despite increased SEA and conflict-related sexual violence (CRSV) training for operation forces. Further, peace operations have failed to address the more inclusive Gender, Peace and Security (GPS) agenda and the broader role gender plays in conflict dynamics. For example, while missions may seek to address the effects of conflict-related sexual violence on women and girls, they may miss similar impacts for male victims and their families. Improved gender training could help ameliorate this mismatch between policy rhetoric and practice. This policy brief outlines current gender training practice, identifies gaps, and recommends ways to strengthen training in order to help peace operations personnel better understand how to apply a gender lens to their missions.

Abstract:
Import restrictions of dual-use goods and materials led to lower output and wages paid in sectors using those materials more intensively as production inputs. Local labor market conditions worsened in areas where employment is concentrated in these sectors. Episodes of political violence were more likely to occur in those same localities as a consequence. Security-motivated trade restrictions have a negative effect on industrial output and local labor markets. Economic integration could bring possibly high returns in terms of political stabilization.

Abstract:
With Africa having steadily begun the litany of elections billed for 2017, the orderly manner in which Somalia’s elections took place restored a glimmer of hope in those who think only the worst for Africa’s democratic and electoral maturity. With over 20 elections scheduled to take place before December 2017, the African Union Commission (AUC) has identified potential fault lines across Kenya’s election processes, and those in Liberia, as sites for election-related violence. Accordingly, among other things, the AUC has trained approximately 50 long-term election observers to be deployed to Kenya, Liberia and other states – based on empirical evidence that these particular cases could be cause for concern. This Policy and Practice Brief (PPB) examines the prospect for a peaceful election in Kenya, and offers insights on what can be done to mitigate any possible election-related violence. With respect to the state of readiness of election management bodies (EMB), the Supreme Court and the government to deliver credible elections, this PPB examines and brings to light challenges that could potentially trigger election-related violence, with the view to make recommendations on how to mobilise key stakeholders to invest in supporting local and under utilised institutions or existing processes and practices capable of mitigating election-related violence. Some of these stakeholders are critical in ensuring the identification of conflict triggers, forewarning about them and preventing their escalation to national crises and conflict. Civil society organisations (CSOs), regional and international organisations should, in the build-up to the 8 August election, effectively co-ordinate their pre-assessment field visits to Kenya so as to identify potential options to avert the likelihood of election-related violence in the country.

Abstract:
The years 2015 and 2016 were crucial for the Economic Community of West African States (ECOWAS) from the perspective of its efforts to ensure sustainable peace and stability in the region, through supporting the conduct of peaceful elections and the orderly transfer of power. A total of 10 of its 15 member states held elections in 2015 and 2016. ECOWAS has a rich history of managing political transitions and elections in the past 18 years, following the adoption of the 1999 Protocol Relating to the Mechanism for Conflict Prevention, Management, Resolution, Peace-keeping and Security (referred to as “the mechanism”), as well as the 2001 Supplementary Protocol on Democracy and Good Governance. This Policy and Practice Brief (PPB) examines ECOWAS’ interventions around the electoral processes of its member states, with particular focus on its management of the 2016 post-election impasse in The Gambia. This highlights how effective a mediation process can be when mandates are grounded within institutions’ normative and legal instruments, and when international actors work in partnership with regional organisations with respect to the principles of subsidiarity, complementarity and comparative advantages. The lessons from this intervention might therefore be relevant to other regional economic communities (RECs), the African Union (AU) and the United Nations (UN) in avoiding the pitfalls of working in silos or engaging in a multiplicity of interventions, which are often at cross-purposes.

The engagement of Egyptian and Tunisian youth in political violence shows that depending only on classical counter-terrorism strategies will not only fail to prevent violent radicalisation, but it might actually increase it. West Papua is the most violent area of Indonesia. Indonesian security forces battle the country's last active separatist insurgency there. The majority of Indonesia's political prisoners are Papuans, and support for independence is widespread. But military repression and indigenous resistance are only one part of a complex topography of insecurity in Papua: vigilantism, clan conflict, and other forms of horizontal violence produce more casualties than the vertical conflict that is often the exclusive focus of international accounts of contemporary Papua. Similarly, Papua's coerced incorporation into Indonesia in 1969 is not unique; it mirrors a pattern of long-term annexation found in other remote and highland areas of South and Southeast Asia. What distinguishes Papua is the near-total absence of the state in indigenous areas. This is the consequence of a morass of policy dysfunction over time that compounds the insecurity that ordinary Papuans face. The author illuminates the diverse and local sources of insecurity that indicate too little state as opposed to too much, challenges common perceptions of insecurity in Papua, and offers a prescription of policy initiatives. These include the reform of a violent and unaccountable security sector as a part of a broader reconciliation process and the urgent need for a comprehensive indigenous-centered development policy.
