Abstract:: The economic situation in North Korea is worsening. If an economic crisis occurs in North Korea, the first thing that will be pursued is humanitarian aid from the international community. North Korea's problems should not spread beyond North Korea, and above all, the international community should help ensure that the residents of North Korea can live at a minimum level of respect as human beings. This article aims to examine international humanitarian aid to North Korea and multilateral cooperation. We will examine how international humanitarian aid to North Korea has been carried out so far, what North Korea's position is on international support, and what the achievements of multilateral cooperation have been.

2. Russia’s Yes Vote on Syria Aid Will Come With a Price

Abstract:: Moscow’s willingness to approve another UN extension has more to do with advancing normalization between Turkey and the Assad regime than helping Syrian civilians, who will remain hostage to Russian demands if nothing is done before the next vote this summer. On January 9, the UN Security Council unanimously approved Resolution 2672 extending the provision of cross-border humanitarian aid into northwest Syria for another six months. In the immediate term, the vote is good news for Syrian civilians suffering through one of their worst energy crises since the beginning of the civil war in 2011. But the main problem persists—absent an alternative mechanism outside the Security Council, cross-border aid will remain bound to Russia’s increasing political and security demands in Syria, which are ultimately tied to the situation in Ukraine as well. Many were surprised by Moscow’s decision to approve the new resolution. Over the years, Russia has repeatedly threatened to veto previous resolutions, and the West has largely given in to its demands by steadily diluting the aid mechanism. From that perspective, this month’s vote appeared to be a welcome sign of the Biden administration’s willingness to stand its ground on Syria despite dealing with a complex Russian challenge in Ukraine. Moscow did not even resort to its frequent tactic of abstaining from the final vote in order to signal its displeasure with the mechanism.

3. Security professionals are changing how humanitarian organisations operate

Abstract:: The International Committee of the Red Cross (ICRC) created the first position solely dedicated to security in 1991, but for the next decade it was rare for humanitarian organisations to embed security professionals. After the 2003 Canal Hotel bombing in Baghdad in which the UN’s special representative in Iraq was killed, the United Nations Department of Safety and Security (UNDSS) was established. However, attacks on aid workers increased throughout the 2000s in countries such as Afghanistan, Iraq and Somalia. Humanitarian organisations invested more in their security in response to these threats, as well as changing norms around humanitarian liability. In 2015, in a landmark ruling, an aid worker successfully sued the Norwegian Refugee Council (NRC) for gross negligence. In response, donors implemented increasingly stringent insurance protocols, and the demand for humanitarian security professionals continued to grow. Today, virtually every international humanitarian organisation operating in an insecure region employs an international security professional, typically from a western military, police or private security background. Insights from long-term fieldwork with security contractors and aid workers in Sub-Saharan Africa (including Somalia, Kenya, South Sudan and Tanzania) shows that this has resulted in friction between the two groups, especially in relation to access and liability. In recent years, several developments have streng- thened the authority of security professionals over humanitarian staff. First, digital technologies have been increasingly used for information gathering, monitoring of staff and remote management. Second, as humanitarian security has become more structured and coordinated, new international organisations have emerged whose sole purpose is to provide security services to humanitarian clients. Whilst sometimes registered as non-profits, their function is not dissimilar to commercial private security companies, raising important questions about how the information they gather may be used beyond humanitarian purposes.

4. Sahel: Why stabilization efforts should address internal displacement

Abstract:: The conflict situation in the Sahel has created one of the fastest growing displacement crises in the world with more than 2.5 million people displaced over the past decade. International donors have largely dealt with the crises by supporting humanitarian efforts to provide emergency aid to IDPs. This policy brief argues that this response is important but ultimately inadequate; donors should start viewing IDPs as a key element to enable (regional) stability. Moving IDPs from the exclusive realm of humanitarians to stabilization, brings to the fore a policy tension that carries the promise a policy reconciliation. National governments in the Sahel push for the return of IDPs to their regions of origin in an effort to secure, re-populate and ‘stabilize’ abandoned territories (a effort that remains complex in a dire security context). But those international donors who do ‘stabilization’ leave IDPs completely off the radar and miss their constructive potential. This brief calls for international partners to pay greater attention to the crisis of internal displacement in the Sahel. Such policies have to make IDPs themselves one of the actors that can help bring ‘stability’ to conflict affected settings and, in that way, also speak to their (humanitarian) needs by providing long-term prospects of rebuilding their lives and livelihoods.

5. Post-Disaster Aid in “Politically Estranged” Settings: Findings from Ten Years of Post-Nargis Social Research in Myanmar

Abstract:: This paper aims to inform post-disaster relief and recovery efforts in situations where relations between major development donors and national authorities are estranged. It reflects on the “what” and the “how” of aid as well as on the challenges encountered, and created, by aid providers following the 2008 Cyclone Nargis in Myanmar. It thereby demonstrates the importance of giving agency to communities for both aid delivery and oversight in these settings. Longitudinal social impacts monitoring (SIM) in a panel of 40 villages following the 2008 Cyclone Nargis identified three interrelated, yet often neglected principles that help to determine the effectiveness of post-disaster aid: empowerment—communities not only participate in, but own decision-making throughout the project cycle; transparency—communities know what aid a provider intends to deliver, and how; and accountability—communities can seek redress for aid that risks harming them in some way. Had these principles been applied consistently during the post-Nargis period, the aid effort could have identified critical challenges and opportunities more easily, such as: the fact that communities are readily able to identify what they need, and to prioritize the types of assistance they wish to receive (particularly regarding livelihood recovery); the importance of anticipating longer-term, direct and indirect economic, social, and mental health impacts; the value of building flexibility into the aid effort as needs change throughout the recovery process; the need to differentiate between livelihood groups, consider their interdependence, and target aid accordingly and consistent with village social norms; the importance of including local formal and informal leaders in the decision-making process from the outset; the imperative of providing aid irrespective of identity markers such as ethnicity or religion; and the need to avoid overburdening or harming communities through the way aid is administered. The post-Nargis aid effort faced numerous political and logistical complexities of operating in a country that was facing international sanctions. These challenges notwithstanding, several aid providers demonstrated that adherence to the three principles was possible. The SIM series thus confirmed that, for aid in “politically estranged” post- disaster settings, community-driven approaches can be an effective delivery modality and community-based, participatory social research can be a powerful oversight mechanism.

6. From aid to inclusion: A better way to help Syrian refugees in Turkey, Lebanon, and Jordan

Abstract:: The number of Syrian refugees attempting to enter Europe has doubled in the last two years. This shift is driven by growing hostility towards Syrian refugees in host states Turkey, Lebanon, and Jordan. Governments in these countries are ratcheting up the political rhetoric and deploying new ways to force Syrians to return. Home-grown economic and social pressures, and problems caused by the pandemic and Russia’s war on Ukraine, contribute to these tensions. Europeans’ support for Syrian refugees remains humanitarian-led and short-termist. The EU and its member states should switch to a longer-term ‘inclusion’ approach that helps Syrians live in dignity in their host countries. This new approach would also benefit local communities, as well as discourage Syrians from making the dangerous journey to Europe.

Abstract:: By mid-April 2022, more than 7.1 million Ukrainians had been forced to move within their country. More than 4.6 million people have had to flee Ukraine since 24 February when the Russian invasion began (Figure 1). In total, more than a quarter of the population has been forced to leave their homes as a result of Russia's aggression. For Europe, this is the largest movement of a population since the Second World War, and the challenges for neighbouring countries - Moldova[1], Romania, Poland, Hungary and Slovakia - hosting the largest numbers of refugees are significant, from securing temporary accommodation and immediate access to health care, to ensuring children's education and access to labour markets.

9. Strengthening Data to Protect Healthcare in Conflict Zones

Abstract:: Attacks on healthcare in situations of armed conflict have been reported at alarming levels over the past two decades. In response to this problem, the UN Security Council unanimously passed Resolution 2286, which urges states to collect data on attacks on medical personnel, transport, and facilities. This data is essential to understand the scale and scope of the problem, protect health services and workers, prioritize resources to those most impacted, prevent future attacks, and hold perpetrators accountable. This paper examines why data on threats to and attacks on healthcare in conflict is important to protection, advocacy, and investigation and how it can be improved and harmonized. It provides an overview of existing data-collection efforts—namely, the Surveillance System for Attacks on Health Care (SSA) and the database produced by the Safeguarding Health in Conflict Coalition (SHCC) in partnership with Insecurity Insight—and identifies challenges and gaps at both the policy and technical levels. This paper concludes with the following recommendations for the World Health Organization (WHO), other UN entities, UN member states, and NGOs: The World Health Assembly should adopt a resolution calling on WHO to address the major concerns in the structure and operation of the SSA; WHO should make technical improvements to the quality and presentation of data in the SSA and be open to a range of data-collection methodologies; Other UN agencies, governments, and civil society organizations should take steps to improve the collection and sharing of data on attacks on healthcare to improve protection, prevention, and accountability; and Governments, NGOs, and other actors should increase the funding and capacity of existing data-collection initiatives.

Abstract:: Since February 2022, the Russian invasion of Ukraine has triggered the largest war-related displacement of population in Europe since the aftermath of World War Two. Setting up an effective humanitarian response to support internally displaced persons in Ukraine is a task of major political importance. Since the beginning of the war, local volunteers have played a key role in providing assistance to internally displaced persons in Ukraine. They are often unable to comply with the standards set by international humanitarian institutions, which refuse to fund them, despite their being in urgent need of support. There would seem to be a need to relax the common standards that apply to humanitarian assistance in order to allow local actors, including volunteers, to collaborate with international humanitarian organisations. Helping informal groups of volunteers to organise themselves into non-profit organisations or NGOs could encourage international humanitarian organisations to support them.

Abstract:: Scarcely familiar with sanctions as a policy tool, much of the European public has followed the headlines about international sanctions with some puzzlement. After the UN lifted sanctions on Iran following the conclusion of the Joint Comprehensive Plan of Action (JCPOA), why was it necessary to create a channel for bilateral trade, the Instrument in Support of Trade Exchanges (INSTEX), following the US withdrawal from the deal in 2018? Why is Iran insisting that the US lift sanctions ‘in practice, not verbally or on paper’? How did the US Senate approval of new legislation targeting Nord Stream 2, a pipeline under construction between Russia and Germany, bring work to an immediate standstill in late 2019? Why do European banks and private companies fear the US Department of the Treasury’s sanctions enforcement agency, the Office of Foreign Assets Control (OFAC)? If sanctions regimes are endowed with humanitarian exemptions, why do humanitarian agencies report difficulties in getting aid to places like Syria ? As it turns out, these are ramifications of the same phenomenon: the extraterritorial effects of US sanctions. The present Brief examines these effects, describing why they pose a challenge to the EU. It then outlines the responses that have been activated or are being contemplated to counter them, explaining why an effective remedy remains elusive. 14. EU-China Engagement in Humanitarian Aid: Different Approaches, Shared Interests?

Abstract:: Protracted crises and frequent natural disasters have generated an unprecedented number of people in need of humanitarian assistance. The international community faces a great challenge in supporting these populations, as the gap between needs and available funding is growing. To close this resource gap, the European Union (EU) aims to step up its engagement with emerging donors, particularly China, to increase their level of funding. Although China has previously been reluctant to engage in the international humanitarian system, its response to the COVID-19 pandemic indicates a change in attitude. Over the past year, China has delivered hundreds of tonnes of personal protective equipment (PPE) to over 150 countries and dispatched medical teams abroad. It has also donated $100 million to the World Health Organization (WHO) and the United Nations (UN) and pledged to establish a global humanitarian response depot and hub in China in cooperation with the UN. Amidst increasing geopolitical tensions between China and the EU, China’s growing humanitarian engagement opens an opportunity for the EU to engage with China in the humanitarian sector. However, rather than framing China’s increased engagement in solely financial terms, the EU should develop a long-term strategy as to how to engage with China on humanitarian matters. A dialogue that takes both parties’ different approaches towards humanitarian aid into account and searches for common ground could open the door towards possible cooperation. This would not only help in narrowing the funding gap but carry the potential for greater coordination and consequently more effective assistance provision. China conceptualises humanitarian aid as a subcategory of development aid and provides the majority of its assistance bilaterally. Beijing’s state-centric approach to humanitarian assistance means in practice that it engages mostly in the aftermath of natural disasters rather than conflict settings. The EU, on the other hand, has a separate humanitarian aid policy that guides the allocation of funds and provides its humanitarian assistance through non-governmental organisations (NGOs), UN agencies and the International Committee of the Red Cross (ICRC). This Briefing Paper maps out the characteristics of Chinese humanitarian aid and outlines two areas on which the EU’s tentative steps towards a dialogue with China could focus. • Food security sector: Food insecurity is a key component in existing humanitarian needs, only exacerbated by the COVID-19 pandemic. Food assistance and nutrition are already a key area of engagement for the EU and China. The EU should advocate for China to scale up its contributions to global food security through the World Food Programme (WFP), with whom China has a good working relationship. This could be combined with a political dialogue on how to foster cooperation on food security assistance. • Anticipatory humanitarian aid: Disaster risk reduction, preparedness and response play an increasingly important role in global humanitarian aid. China has built up its most significant expertise in response to natural disasters. Enhancement of disaster risk reduction is one of the strategic priorities of the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) for 2020–2024. In light of both parties’ interest in anticipatory humanitarian aid, knowledge exchange in this area has the potential to open the door for future cooperation.

Abstract:: Following the 2018 peace agreement between Ethiopia and Eritrea more than 60,000 Eritrean refugees arrived in Ethiopia. Thousands continue to arrive every month. They live under harsh conditions that call for humanitarian action. 16. Five Takeaways on the Future of Humanitarian Reform

Abstract:: The world’s humanitarian aid architecture is growing outdated. Relief programs are most effective when they are integrated, locally owned, and demand driven. But humanitarian action in the 21st century remains constrained by a 20th-century aid model: siloed, supply driven, and centered on the individual mandates and sectors of major international aid agencies. This makes aid both less effective and less responsive than it could be. In a world where displacement is at the highest levels in generations, climate disasters are increasing, and humanitarian funding is beginning to level off, this disconnect is no longer tenable. But fixing it is not a simple matter—multiple rounds of humanitarian reform over the past 15 years have made progress but fallen short of fundamental change. Earlier this summer in Geneva, CGD convened two high-level private roundtables, one with leaders from humanitarian donor institutions and another with senior executives from major humanitarian aid agencies (both multilaterals and NGOs), to discuss how to make humanitarian aid more cohesive and user-centered. The meetings were part of a multiyear research initiative exploring how modernizing the humanitarian business model and humanitarian governance are integral to improving field-level humanitarian impact. CGD teed up the conversation with three emerging ideas from our research (you can see the presentation slides here). 17. A Decisive Vote for Humanitarian Support in Syria

Abstract:: Renewing the UN cross-border mechanism is crucial to helping millions of needy Syrian civilians, preventing Russia and Assad from weaponizing aid deliveries, and safeguarding future international assistance efforts. On December 19, the UN Security Council is expected to vote on the renewal of Resolution 2449, which authorizes the delivery of cross-border humanitarian aid to Syrians without the Assad regime’s permission. The outcome will determine whether the regime is allowed to approve and entirely control who receives UN aid, and in what areas of the country it is available. If the resolution is not renewed, aid delivery will become yet another tool for shifting the war’s trajectory in President Bashar al-Assad’s favor, with dire implications for civilians living in areas not under regime control. The recent Security Council debate over the resolution reflects broader developments inside Syria. Russia has coordinated with China to argue that current battlefield trends are in the regime’s favor, attempting to use the aid debate as a means of coercing political recognition of Assad. Others have proposed adding a fifth crossing along the northern border at Tal Abyad to address the increased needs of Syrian civilians trapped in the latest Turkish military operation. UN Security-General Antonio Guterres has recalled how essential the mechanism is to reaching people in need.

18. Making Sanctions Smarter: Safeguarding Humanitarian Action

Abstract:: In recent decades, sanctions have increasingly been used as a foreign policy tool. The UN Security Council has imposed a total of fourteen sanctions regimes alongside those imposed autonomously by the EU, the US, and other countries. Despite efforts to institute more targeted sanctions regimes, these regimes continue to impede or prevent the provision of humanitarian assistance and protection. This policy paper focuses on the impact of sanctions regimes in four countries: the Democratic People’s Republic of Korea, Syria, Afghanistan, and Somalia. It aims to assist the Security Council, relevant UN organs, UN member states, humanitarian actors, and other stakeholders in ensuring that humanitarian activities are safeguarded in contexts in which sanctions regimes apply. While there are no straightforward solutions, the paper offers several ways forward: Including language that safeguards humanitarian activities in sanctions regimes; Raising awareness and promoting multi-stakeholder dialogue; Conducting better, more systematic monitoring of and reporting on the impact of sanctions on humanitarian activities; Developing more and improved guidance on the scope of sanctions regimes; and Improving risk management and risk sharing. This paper is accompanied by an issue brief that provides further detail on the types of impact sanctions can have on humanitarian action.

Abstract:: The humanitarian situation in Nigeria’s northeast is deteriorating, with more than 5 million people in need of healthcare and over 800,000 out of the reach of humanitarian actors. Given this level of need and the poor state of the healthcare system in northeastern Nigeria, humanitarian and other nongovernmental health actors play an important role. This issue brief maps the challenges these health actors face and assesses their response. It accompanies a policy paper published in 2018 entitled “Hard to Reach: Providing Healthcare in Armed Conflict,” as well as another case study on provision of healthcare in Mali. These papers aim to assist UN agencies, NGOs, member states, and donor agencies in providing and supporting the provision of adequate health services to conflict-affected populations. This issue brief concludes with recommendations for how health actors can improve delivery of health services in northeastern Nigeria: Humanitarian health actors should improve coordination both with each other and with global health actors working in northeastern Nigeria. Relevant UN agencies, local and international health NGOs, donors, and the Ministry of Health should scale up the response to under-prioritized health services. Humanitarian and development NGOs, donors, and the Ministry of Health should focus efforts to implement the humanitarian-development nexus for health services on areas where it is relevant and feasible. Humanitarian health actors should improve their accountability for the health services they provide. Humanitarian donors need to ensure that counterterrorism clauses in their funding contracts are not overbroad and do not impede neutral, independent, and impartial aid.

Abstract:: There are currently fourteen UN sanctions regimes, which member states are legally required to implement. Many of these are implemented in the context of armed conflict, where international humanitarian law outlines obligations to protect the provision of and access to principled humanitarian action. But despite efforts to make sanctions regimes more targeted, they continue to have unintended consequences, including impeding or preventing the provision of humanitarian assistance and protection—particularly when they coexist with counterterrorism measures. This issue brief explains the various ways in which sanctions regimes can impact humanitarian action. Acknowledging that this is not a new issue—though one that may be of increasing concern—it identifies several factors that make it challenging to resolve. Finally, it lays out some avenues for progress, pointing to existing efforts and highlighting where more could be done. Given that sanctions regimes are mostly targeted and that member states are bound to uphold the principles in the UN Charter and international humanitarian law (where it applies), sanctions should protect and not inhibit humanitarian action. Where sanctions hinder aid, the impact on civilian populations is immediate, and efforts to backtrack will always come too late. Going forward, member states, the UN, financial institutions, and humanitarian actors should proactively and preventively tackle this problem. While the most effective courses of action will require political will, stakeholders at all levels can take incremental steps to help mitigate the impact.

Abstract:: European policymakers have developed a strong interest in tackling the root causes of migration through development aid cooperation. Yet there is no evidence to support their premise that tackling poverty abroad will reduce the incentive to migrate. By increasing people’s skills and aspirations, development aid is likely to encourage migration. European donors can have a greater impact by using aid to shape migration for the mutual benefit of Europe and countries of origin and transit. The root causes approach has helped maintain relatively high levels of European development aid. But this approach may prompt governments to use reduced migration rather than poverty alleviation as an indicator of success. Europe should not confuse development aid’s role in reducing forced migration with that of reducing migration more broadly. European development aid should support migration as a choice, not a necessity.

Abstract:: The second Development Champions Forum of the “Rethinking Yemen’s Economy” initiative recently brought together more than 20 of the leading socio-economic experts on Yemen to discuss the most critical challenges facing the country. Among the key topics included were the need to increase the coverage and efficiency of the campaign international humanitarian organizations and United Nations agencies are undertaking to address Yemen’s humanitarian crisis. Among the major issues the Development Champions identified during discussions were: The need for international humanitarian actors to increase their coordination with local authorities, civil society actors, and the Yemeni private sector; The importance of decentralizing the humanitarian response and the many benefits of prioritising cash transfers to beneficiaries over the direct provision of food stuffs; and The importance of prioritising assistance to the most vulnerable populations, in particular internally displaced peoples. The Development Champions also proposed various policy recommendations for international humanitarian actors, the Government of Yemen, the de facto authorities in various parts of the country, as well as Saudi-led military coalition member states and the international community; these recommendations are discussed below.

Abstract:: In the past decade, counterterrorism measures have had an increasingly adverse impact on the provision of medical care and the conduct of principled humanitarian action in armed conflict settings. Whether inadvertently or not, they have impeded, and at times prevented, the provision of essential and lifesaving aid, often in violation of international humanitarian law (IHL). This paper aims to assist the Security Council, relevant UN organs, UN member states, and other stakeholders in upholding their obligations under IHL. It maps the UN counterterrorism framework and looks into the extent to which it guides states in complying with these obligations. In doing so, it offers several recommendations for the way forward: All UN resolutions and other UN and national policies that pertain to counterterrorism should contain an exemption for humanitarian activities. Every relevant UN counterterrorism measure should continue to reiterate that counterterrorism efforts need to comply with international law. Humanitarian actors should engage with UN counterterrorism structures more actively, strategically, and systematically. UN bodies that engage in counterterrorism should systematically include humanitarian actors in relevant conversations. The UN Counter-Terrorism Committee’s Executive Directorate and Office of Counter-Terrorism should better integrate IHL considerations into their work. Member states, UN entities, humanitarian actors, counterterrorism and sanctions experts, and other stakeholders should step up efforts to start a wide political discussion on tensions between counterterrorism and humanitarian action.

24. Hard to Reach: Providing Healthcare in Armed Conflict

Abstract:: Armed conflict is a global health issue. Long-lasting and protracted conflicts in particular have consequences not only for the war-wounded but also for the health of entire communities. Over the years, global health actors and humanitarian health actors have developed health policies, guidelines, frameworks, and structures to improve delivery of health services in emergencies or humanitarian crises. Despite these advancements, however, the international health response in conflict-affected settings still faces gaps and challenges. Some policies and frameworks need to be rethought or redesigned, while others need to be better implemented. This paper explores challenges to healthcare provision in conflict-affected settings. These challenges are broadly broken down into three categories: constraints related to the health system and damaged health infrastructure, difficulty for health workers to access populations in need, and restrictions to healthcare provision intentionally or accidentally placed by donors or states engaged on humanitarian and health issues (e.g., through the securitization of healthcare). Tackling these challenges will have a direct impact on the lives of people in conflict-affected settings. However, doing so requires a radical shift in mindsets and the incentives that guide the actions of international health actors. Even so, more incremental changes can also be beneficial. To that end, this report puts forth the following recommendations: Improve coordination between and among humanitarian, development, and global health actors; Respond to context-specific needs; Hold health actors accountable to affected populations for their performance, and; Make responses sustainable. This work is based on a combination of desk research, interviews with more than seventy key informants, and an expert meeting bringing together key stakeholders and experts on global and humanitarian health.

The conflict is now firmly entrenched in a military stalemate. While "stalemate" conveys a sense of stasis, the impasse translates into the deepening deterioration of conditions on the ground. Après plusieurs mois de passivité et à la suite de tueries, la communauté internationale a pris conscience des conséquences de la faillite de la RCA. Malheureusement, la détérioration de la situation est bien plus rapide que la mobilisation internationale et Bangui est au bord de l'explosion. Dans l'immédiat, le Conseil de sécurité devrait fournir un mandat sous chapitre 7 à la Mission internationale de soutien à la Centrafrique sous conduite africaine (Misca) épaulée par les forces françaises pour rétablir l'ordre dans Bangui dans un premier temps puis se déployer dans d'autres villes. Par la suite, la réconciliation religieuse devrait être privilégiée et des mesures de stabilisation devraient être appliquées.

Abstract:: Last March the UN Security Council authorised the so-called Intervention Brigade to undertake 'targeted offensive operations' against illegal armed groups operating in the Eastern part of the Democratic Republic of the Congo (DRC). The Brigade, which undertook its first operations in August, differs from traditional UN peacekeeping in terms of its robust mandate and mobility. The UN has simultaneously adopted a new technology, unmanned aerial vehicles (UAVs), in the DRC, which represents the first-ever use of UAVs as a part of UN peacekeeping. UAVs will be deployed in the DRC at the end of November, and start operating in early December The Intervention Brigade and UAVs have been hailed as a turning point in UN peacekeeping. However, they should not be perceived as completely new or standalone instruments of UN conflict management. They could instead be best understood as a continuum and extension of the long held state building doctrine applied by the UN. These new instruments enable the UN to perform one of its key functions of state building and protection of civilians, namely controlling and policing the whole territory of a state where an intervention has been undertaken more effectively than before. The lessons learned from the UN peace operation in the DRC indicate that the UN state building doctrine remains self-contradictory on account of the tendency of UN state building missions to spill over into wars and the mismatch between the ambitious goals set for state building and the chronic lack of resources. The Intervention Brigade and UAVs can potentially help the UN to resolve that mismatch by enhancing the UN's state building and protection capacities. However, they cannot resolve the other major disadvantage of state building, namely collateral damage inflicted in state building wars, and may even aggravate that problem.

Abstract:: Oxfam believes that the increasing involvement of the private sector in humanitarian relief can add to overall humanitarian capacity . The private sector brings skills and competencies, and is likely to also bring new practices and perspectives to the humanitarian aid community. Any private sector involvement in humanitarian relief must conform with the humanitarian principles embodied in the Red Cross/Crescent and NGO Code of Conduct, including impartial aid based on assessed need, accountability to beneficiaries as well as donors, reduction of future vulnerability as well as immediate relief, and coordination. Oxfam recommends that humanitarian agencies pursue long-term partnerships with private sector entities, so that the private sector's engagement in humanitarian work is strategic, and not just reactive. Partnerships can be bilateral or through consortia, via a variety of modalities. Oxfam has adopted processes for its own engagement with the private sector that it recommends to other humanitarian NGOs. These include screening potential private sector partners to address ethical concerns, potential conflicts with Oxfam's mission and humanitarian principles, and conflicts of interest for the company. Pilot projects can test the working relationship and suitability/appropriateness of contributions before projects are scaled up. These principles apply to private sector humanitarian engagement, including response to natural disasters, conflicts, and complex emergencies, as well as in post-disaster recovery and reconstruction.

Abstract:: Formed in 2008, the Rural Development Initiative is a five-year, $10 million partnership between CARE, a prominent humanitarian organization, and Cargill, an international producer and marketer of food, agricultural, financial, and industrial products and services. CARE partners with Cargill employees in local communities and along the company's supply chains to improve crop yields, access to markets, and incomes for farmers; enhance the attendance and quality of education programs; and increase access to health care, nutritional programs, and safe drinking water in rural communities. With projects in Ghana, Côte d'Ivoire, Egypt, India, Honduras, Guatemala, and Brazil, the CARE-Cargill partnership seeks to help 100,000 people lift themselves out of poverty by 2013. Abstract:: The publication of the Palmer report written by the panel of inquiry established by the UN Secretary-General Ban Ki-Moon once again brought the 31 May 2010 Gaza Flotilla incident and the blockade of Gaza back to world's attention. On May 31, 2010, Israeli commandos stormed a passenger ship, the Mavi Marmara, the largest boat of a flotilla of six boats which were carrying 10000 tons of humanitarian aid to besieged Gaza, in international high waters. The operation left 9 activists dead and over 30 activists wounded. The Israeli military assault against the Mavi Marmara immediately ignited worldwide protests and condemnation. Turkey, whose citizens were attacked by Israeli soldiers in international high waters, 72 miles away from the Gazan coast, took the lead in protests and condemnation. Israel, however, claimed that the demonstrators on the Mavi Marmara were aiming to break the blockade of Gaza and the Israeli commandos were forced onboard to react in an act of self-defense.

Abstract:: The United States should take modest steps to create a legal channel for limited numbers of people fleeing natural disasters overseas to enter the United States. This would address two related problems: the lack of any systematic U.S. policy to help the growing numbers of people displaced across borders by natural disasters and the inability of U.S. humanitarian relief efforts to reduce systemic poverty or sustainably improve victims' livelihoods. The aftermath of the 2010 Haiti earthquake presents a compelling case study of the administrative and legislative ways the U.S. government could address both problems. Migration is already a proven and powerful force for reducing Haitians' poverty. A few modest changes in the U.S. approach could greatly aid Haiti's recovery.

Abstract:: Natural disasters such as earthquakes, floods, and hurricanes can devastate people's lives and a country's economy, particularly in the developing world. More than 200,000 people perished when a catastrophic earthquake struck Haiti in January 2010, and Americans responded with an outpouring of private and public assistance. Those relief efforts, as they nearly always do, focused primarily on delivering aid. The United States barely used another tool for disaster relief: migration policy. This policy brief explores the various legal channels through which the U.S. government could, after future overseas disasters, leverage the power of migration to help limited numbers of people. We describe what could have been done for Haiti, but the lessons apply to future scenarios.

Abstract:: Crisis mapping is a growing field that seeks to leverage mobile platforms, computational models, geospatial technologies, crowd sourced data, and visual analytics to power effective early warning for rapid response to complex humanitarian emergencies. The second International Conference on Crisis Mapping convened from October 1 to 3, 2010, to discuss lessons learned from past and present initiatives and strategies for moving the field forward. Over 250 participants from major international organizations, the technology community, universities, and NGOs attended. Some of the main themes from the conference included the need to design environment-appropriate technologies, improve analysis tools and systems, create standards for the emergent field, engage local populations, and gain a better understanding of the challenges of operating in complex political environments.

Abstract:: Mirroring an international trend, the new Danish development strategy has support to fragile states as one of its five priority areas. In line with this commitment, and as a relative novelty, the development strategy emphasizes the need to take risks and operate in risky environments. This is clearly important, not only for fragile state engagement and post-conflict reconstruction efforts, but for aid delivery more generally. Nonetheless, this also potentially creates a double-bind situation when risk-taking clashes with the consequences of risk-taking, particularly when tax payers' hard-earned revenue is at stake and politicians become nervous about negative media coverage and bureaucrats fear for their careers. In such a situation, risk-taking is politically and bureaucratically fraught. Development aid in general, and aid to fragile states in particular, is indeed a risky business, circumscribed by processes of rent-seeking, corruption, primitive accumulation and political favouritism; besides the more mundane – but no less risky – policy, planning and implementation failures where “white elephants” can easily be nurtured. Fragile states come in many shapes and supporting them requires considerable flexibility, independence, responsiveness, and local and political knowledge in order to seize the moment of golden opportunity.

Abstract:: Protection of people from oppressive governments, civil conflict and disasters has moved to the top of the international agenda. The United Nations Security Council authorized all measures necessary to protect civilians in Libya as the airstrikes began. Humanitarian agencies—working in more places and under more difficult conditions than ever before—are grappling with the aftermath of Japan's massive earthquake even as they are also working with displaced people in Haiti and Ivory Coast and responding to hundreds of thousands of people fleeing Libya. And increasingly these agencies are not only trying to assist people through provision of relief items, but also trying to protect them. But with so many global organizations mobilizing to protect civilians when disasters strike and conflicts break out, the concept of protection has begun to lose its distinctive meaning.

Abstract:: On January 12, 2010, Haiti suffered a 7.0 magnitude earthquake that destroyed much of the capital city of Port-au-Prince and caused the death of perhaps as many as 200,000 Haitians. The quake—the greatest natural disaster in the country's history—occurred at a point when Haiti appeared to be on the path to stability and progress. U.S. military forces will provide security during the emergency response phase, but aid to United Nations peacekeepers and the Haitian National Police is required to ensure that criminal gangs will not take over once the Americans withdraw. Reconstruction must target unemployment and poverty. Removing rubble and rebuilding essential structures will provide jobs, but it will be important to improve conditions and provide employment in rural areas so people will not return to the overcrowded and slum-ridden cities. The massive inflow of financial aid must not exacerbate Haiti's reliance on foreign nongovernmental organizations to provide essential services. Foreign aid should help Haiti's government expand its ability to manage resources and programs by providing training and budget support. In providing for Haiti's recovery, the international community must look ahead to the long term consequences of its action and work to place Haiti back on the path to sustainable development.

Here, however, pundits are still scrambling to explain the dramatic difference in impact. Haiti's quake on January 12 came in at 7.0 on the Richter scale, leveled the capital city, and left more than 200,000 dead. Chile's earthquake on February 27 registered a magnitude of 8.8, which means it was 500 times more powerful than the Haiti shock. But fewer than 1,000 Chileans died, and the damage to buildings was considerably less.

With the arrival of hurricane season, the failure to provide adequate shelter and instill hope for a better future threatens stability. Donor pledges of more than $5 billion for assistance have not translated into visible progress, fueling discontent and raising growing concern among Haitians about their government's electiveness. Haiti's government has tried to exert leadership in recovery operations despite the destruction of government buildings, the death of nearly 25 percent of the civil service personnel and the massive dislocations caused by the earthquake. The Haitian government has also begun preparations for presidential and parliamentary elections in November 2010. The combination of faltering recovery at a time of national elections could provoke unrest.

The international community would do well to assist the Pakistani government in responding effectively to these challenges. Natural disasters are social as well as environmental events. The poor and marginalized members of society suffer the most. Marginalization is one of the root causes of violence and militancy in Pakistan. As the government of Pakistan responds to the suffering of its people and the damage to the environment and infrastructure, it should seek to provide relief and recovery assistance in ways that contribute to ameliorating marginalization. Disaster managers should ensure that urgent humanitarian demands do not miss the opportunity to achieve relief and recovery in ways that contribute to good governance, sustainable development and stable peace.

Abstract:: The monsoon floods in Pakistan have caused massive de- struction and turned a displacement crisis in the insecure western borderlands into a national disaster of mammoth proportions. When the floods hit, almost all those displaced from Malakand had returned hom e and were struggling to rebuild lives in a region where much of the infrastructure had been destroyed in fighting; 1.4 million more displaced from the Federally Administered Tribal Areas (FATA) were living in Khyber Pakhtunkhwa (KPK) province. The disaster would have proved challenging under any circum- stance. The fragile civilian government, already tackling an insurgency, and its institutions, neglected during nine years of military rule, lack the capacity and the means to provide sufficient food, shelter, health and sanitation without international assistance. The Pakistan govern- ment and international actors should ensure those in the flood-devastated conflict zones are urgently granted the assistance they need to surv ive and to rebuild lives and livelihoods. If military objectives dictate rehabilitation and reconstruction efforts, a population exhausted by con- flict could become a soft target for militants, making sta- bility in the northwest even more elusive.

Abstract:: Over the past decade, the world has witnessed several major natural disasters, from the boxing day tsunami in 2004, to the Haiti earthquake in January 2010 and the recent floods in Pakistan in August 2010. The 'World Disasters Report 2009' states that 3,605 natural disaster occurrences were recorded from 2000 to 2008. In many of these disasters, critics have repeatedly brought up the issue of the failure to provide adequate response, calling on states and international communities to shift from reactive to proactive approaches to disaster management. In fact, as the United Nations International Strategy for Disaster Reduction (UNISDR) acknowledges, policymakers have come to better understand how natural disasters exacerbate vulnerabilities of states and communities (UN, 2005). It should be noted that natural disasters have greater impact on poor countries and communities in particular as they tend to be more exposed to hazards and have less capacity and awareness to manage disaster risks (Concern Emergency Unit, 2005:2). This places greater importance on disaster risk reduction (DRR) as a means of reducing vulnerabilities of such states and communities and building their resilience to natural hazards.

Abstract:: Informal talks began in mid-2010 on renegotiating the FAC with a view to adopting a new agreement by June 2011. The FAC is an international agreement that sets out the rules and minimum commitments for member countries which donate international food aid to feed hungry people in developing countries. The existing Convention is dated and requires revision on a number of fronts (Clay 2010; Hoddinott, Cohen and Barrett 2008; Barrett and Maxwell 2006), particularly in the current context of high food insecurity and volatile world food markets (FAO 2009a; FAO 2010). The effectiveness of the FAC as a mechanism to provide appropriate and predictable minimum levels of food aid to those in need has been diminishing to the point of virtual invisibility in the midst of the recent food price crisis — a clear illustration of its fading legitimacy.

Abstract:: The June 21st Supreme Court decision in Holder v. Humanitarian Law Project affirmed the constitutionality of the material support statue which makes it illegal for U.S. citizens and organizations to provide material support, including expert advice or assistance, service or personnel, to designated terrorist organizations regardless of whether the support is intended to promote nonviolence and peace. The material support law and the process of listing terrorist groups provides the U.S. government with an enhanced legal structure to arrest alleged terrorists and prevent terrorist acts. However, it is unclear that the process is effective in practice or that enhancing the government's legal power to prevent acts of terrorism outweighs the unintentional consequences of prohibiting nongovernmental organizations (NGOs) from working on the front lines of conflict zones to promote conflict resolution. Looking to the future, NGOs can work with the State Department and Congress to find ways to allow peacebuilding and humanitarian organizations to continue their operations legally, while also not threatening national security.

Abstract:: Chad hosts over 249,000 refugees from the Darfur conflict and 168,000 internally displaced persons who were relocated after instability caused by Chadian rebel groups. The U.N. Mission in the Central African Republic and Chad has been reduced to 1,900 as of October 15, 2010. It will withdraw completely by December 31, 2010. There are concerns about the capacity of the Chadian security forces to adequately protect the population.The government of Chad and the international community must work to ensure the security of the population and humanitarian workers.

96. Humanitarian Space Shrinking for Health Program Delivery in Afghanistan and Pakistan

Abstract:: In Afghanistan and Pakistan, humanitarian space has shrunk as the Taliban and other insurgent groups have stepped up attacks on civilians, especially international aid workers, contractors and local leaders. Health programs continue to operate, but the ability of nongovernmental organizations (NGOs) to recruit and retain staff and to travel outside Kabul has suffered. The United Nations, International Committee of the Red Cross (ICRC), and other groups have sought to persuade the Taliban and other armed groups not to impede or interfere with humanitarian aid activities. These efforts have had some success where the aid is administered by Afghans, but they have not limited attacks on international staff, who along with all foreigners, remain at high risk of attack. Many NGOs act as implementing partners in the government's strategy to implement a comprehensive primary care system in Afghanistan under the direction of the Ministry of Public Health. They have managed to maintain those services with local staff despite their association with the government of Afghanistan, so long as they operate with impartiality and community engagement. The vulnerability of their staff to attack appears to be a product of generalized insecurity or the presence of foreign aid workers, rather than a result of collaboration with the Ministry.NGOs report that military activities in Afghanistan and Pakistan, and military involvement in the medical sector, have contributed to the shrinkage of humanitarian space. The military's provision of health services through Provincial Reconstruction Teams and other mechanisms, though well-intended, sometimes sows confusion about the allegiances of U.S. and other Western aid workers and creates tensions with humanitarian principles the agencies rely on to operate in conflict environments. The conduct of the Afghanistan National Army and Police and the Pakistan military in entering facilities to gain access to arrest insurgents or gather information also leads to greater insecurity for NGO personnel.

97. Mental Health Services During and After Armed Conflict: The State of Knowledge and Practice

Abstract:: There is increasing recognition that the violence, displacement, disruption of communities and social networks, and deprivation stemming from war deeply impact the mental health of individuals and the social cohesion of communities. In response, donors and providers are creating programs for psychosocial or clinical services that seek to be culturally appropriate, attentive to the need to build local capacity, and sustainable. The quality and comprehensiveness of mental health programs offered in crises, however, generally remains mixed. Too often the programs do not sufficiently differentiate among widely varying individual needs or focus predominantly on either community-based interventions or the clinical needs of more severely affected people but not both. Services for people with more severe disabilities often replicate institutional models, and accompanying human rights violations, that existed in the pre-war period. The challenge of providing sound programs, moreover, is complicated by a relatively thin evidence base. In the face of these challenges, the “Guidelines on Mental Health and Psychosocial Support in Emergency Settings” adopted in 2007 by the Interagency Standing Committee (IASC) offer a promising approach. They stress understanding local context, programming that attends to psychosocial support needs of the entire community, meeting clinical needs of people with more severe conditions, and respecting human rights. Following the IASC and building the evidence base by assuring adequate evaluation of funded programs can help meet the tremendous mental health needs of suffering populations.

98. Think Long Term: How Global AIDS Donors Can Strengthen the Health Workforce in Africa

Abstract:: For the past decade, global AIDS donors—including the U.S. President's Emergency Plan for AIDS Relief (PEFPAR), the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund), and the World Bank's Multi-Country HIV/AIDS Program for Africa (the MAP)—have responded to HIV/AIDS in sub-Saharan Africa as an emergency. Financial and programmatic efforts have been quick, vertical, and HIV-specific. To achieve ambitious HIV/AIDS targets, AIDS donors mobilized health workers from weak and understaffed national health workforces. The shortages were the result of weak data for effective planning, inadequate capacity to train and pay health workers, and fragmentation and poor coordination across the health workforce life-cycle. Ten years and billions of dollars later, the problem still persists. The time has passed for short-term fixes to health workforce shortages. As the largest source of global health resources, AIDS donors must begin to address the long-term problems underlying the shortages and the effects of their efforts on the health workforce more broadly.

Nearly 500,000 severely malnourished children were taken into care between January and November 2010 in Niger, Chad, Mali and Burkina Faso. Most livestock in the Sahel was decimated. The images and the stories of hunger harked back to the food crisis of 2005 and the famines in 1973-1974 and 1984-1985.
