The March 26 clash between elements of the Israel Defense Forces (IDF) Golani Brigade and Palestinian operatives near the Gaza border was the most serious since the end of Operation Cast Lead in January 2009. The incident has exacerbated tensions -- already on the rise due to increased rocket attacks on southern Israel -- and added to concerns that another Gaza war is looming. Neither Hamas nor Israel has a clear interest in renewing large-scale hostilities, but the dynamics of the border conflict point toward escalation. The two sides did not necessarily want a war in December 2008 either, but it came anyway.

Four years ago this week, Israel launched a military campaign in Lebanon in retaliation for a brazen Hizballah attack on its soldiers. The goal, according to an Israeli official, was "to put Hizballah out of business." But neither war nor subsequent U.S. diplomatic efforts aimed at weakening the group have succeeded, and some in the Obama administration now appear to view direct engagement as an option worth exploring. Reaching out to Hizballah, however, at a time when it is politically and military emboldened, would be an exercise in futility that could prove counterproductive.

4. Putting Iraq's Security Agreement to the Vote: Risks and Opportunities

On August 17, Iraq's Council of Ministers approved a draft legislation that would require the ratification of the U.S.-Iraq Security Agreement, also known as the Status of Forces Agreement (SOFA), in a national referendum coinciding with the national elections on January 16, 2010. Out of the 275 Iraqi parliamentarians, a simple majority is needed to authorize the draft law when the National Assembly reconvenes on September 8, 2009. If a referendum takes place, and the Iraqis reject the security agreement, U.S. forces would be required to leave Iraq by January 16, 2011, instead of December 31, 2011. The referendum could also change the nature of the upcoming national elections, focusing attention on nationalistic posturing at the expense of the U.S.-Iraqi relationship, and distracting Iraqi politicians and voters from the many serious issues facing the country.

Although recognized as a political flashpoint, the Iraqi province of Kirkuk is suffering from a largely overlooked security crisis that has improved little since the beginning of the 2007 U.S. military "surge." The decline in reported insurgent attacks in Kirkuk has been relatively small, dropping from a monthly average of 169 violent incidents in 2007 to 122 in 2008. This 28 percent decline compares with 91 percent in Baghdad during the same period, and the per capita number of attacks in Kirkuk city is actually twice that of Baghdad. Considering these statistics, providing security support for the political process in the tense months and years to come has become a critical priority.

When Barack Obama assumes office on January 20, 2009, the president-elect will face many pressing issues. The strategic case for careful and active management of Iraq policy, however, remains strong. Iraq has at least 115 billion barrels of proven oil reserves (9.3 percent of the world total) and borders Iran, Syria, Saudi Arabia, and Turkey. This vital Middle Eastern country could become a terrorist thoroughfare and the scene of future regional wars or it could become a stable and prosperous U.S. ally. What matters now is not how U.S. presence in Iraq started, but how it will change in the next four years. It may be far more economical to finish stabilizing Iraq under the relatively favorable present conditions compared to the unknown and potentially unfavorable situation of the future. Iraq retains the potential to contribute to U.S. policy objectives in the Persian Gulf region and the broader Islamic world. It could yet emerge as a strong democratic state at the center of the Middle East.

On February 21, Turkish ground forces crossed the Iraqi border in an attempt to dismantle Kurdistan Workers Party (PKK) terrorist camps, following weeks of periodic aerial bombardment that began in mid-December. The incursion was partly the product of a November 5 agreement between Turkey and the United States to share intelligence in fighting the PKK, a group that the U.S. State Department has designated a foreign terrorist organization. On February 22, the White House backed the operation: "The United States agrees with Turkey that the PKK is a terrorist organization, and . . . an enemy of Turkey, Iraq, and the United States."

Israel's current Gaza operation represents the strongest attack on Hamas since summer 2006, and the Israel Defense Forces (IDF) are creating the conditions for broader military action. Although it is unclear how far the IDF will take the current operation, its attacks are already posing a significant challenge to Hamas. The Palestinian group has no means of defending against Israel's air raids and can take measures only to reduce the effects. Similarly, Hamas's offensive options, while potentially painful for Israel, cannot prevent the destructive air attacks. Although Operation Cast Lead may not aim directly at toppling Hamas, it will certain weaken the organization's military and police capability and hence its capacity to enforce its rule in Gaza.

For the past five years, U.S. Army and Marine Corps officers have been operating in highly complex combat environments in both Afghanistan and Iraq. Uniformed decisionmakers realized early on that these wars required a wide array of skill sets and areas of expertise beyond those traditionally taught to junior officers. Army chief of staff Gen. Peter Schoomaker has stressed the need for a new kind of Army leader skilled in governance, statesmanship, and diplomacy and able to understand and work within different cultural contexts. The question, then, is to what extent the education given to future ground component officers at the U.S. Military Academy at West Point and the U.S. Naval Academy at Annapolis is working to produce such leaders. In the context of debate surrounding U.S. military strategy in Iraq, Prussian military philosopher Carl von Clausewitz offers this classic directive: it is essential to understand the nature of the war you are fighting. To this end, the U.S. military in Iraq no longer faces a traditional insurgency conflict -- as those the French fought in Algeria or the United States fought in Vietnam -- in which one faction seeks to undermine and supplant the national government. Instead, the strategic landscape of Iraq today bears far more resemblance to the Lebanese civil war of the 1970s and 1980s, in which various sectarian militias battled each other for control of specific parts of the country. The Iraq war has indeed become a militia war.

Foreign aid is an important and effective tool for buttressing allies, alleviating poverty and suffering, supporting key foreign policy objectives, and promoting the image and ideals of the United States abroad. Indeed, as its own website attests, the U.S. Agency for International Development (USAID) "plays a vital role in promoting U.S. national security, foreign policy, and the War on Terrorism." Toward these goals -- and considering that several agency-approved aid recipients have been linked to terrorist groups in recent years -- USAID's proposed new partner-vetting system (PVS) is a welcome and overdue development.

On August 7, Iraqi prime minister Nouri al-Maliki and Turkish prime minister Recep Tayyip Erdogan signed a memorandum of understanding (MOU) in Ankara against the Kurdistan Workers Party (PKK). Although the PKK, based in northern Iraq, is on the U.S. State Department's list of Foreign Terrorist Organizations, lack of action against the group by Washington and Baghdad is poisoning Turkey's relations with both. Moreover, because the group operates from an area of Iraq controlled by the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), the PKK issue affects Turkey's ties with Iraqi Kurds as well. On August 14, 2007, in a speech marking the first anniversary of the ceasefire ending the 2006 summer war, Hizballah secretary-general Hassan Nasrallah warned Israel of the consequences of further conflict. Addressing a mass rally in Beirut via a video link, he said: "Zionists, if you think of launching a war on Lebanon . . . I promise you a big surprise that could change the fate of war and the fate of the region." Israel is still trying to secure the release of two soldiers kidnapped from its territory by Hizballah in July 2006 -- the incident, along with the killing of three other soldiers, that provoked the war. Meanwhile, the United Nations Interim Force in Lebanon (UNIFIL) -- comprising approximately 14,000 soldiers from thirty countries -- endeavors to maintain a tenuous peace.

Abstract:
Hamas's success caps a forty-year evolution of the Palestinian role in the larger Arab-Israeli conflict. In 1967, Israel's military victories rocked the armies and regimes of neighboring Arab states, energizing the previously marginal Palestinian nationalist movement and, especially, Fatah. That term, "Fatah," is a reverse Arabic acronym for "Harakat Tahrir al-Watani al-Filastini," the Palestinian National Liberation Movement.

The historical record has made it increasingly clear that in the May-June 1967 Middle East conflict, public assurances from world powers -- or the lack thereof -- greatly influenced the decisionmaking of regional leaders. Specifically, Soviet encouragement of Egypt -- both public and private -- played a large role in influencing Egyptian chief of staff and military commander Abdul Hakim Amer as he brought President Gamal Abdul Nasser to the brink of war with Israel. At the same time, however, the U.S. government under President Lyndon Johnson extended no parallel public assurances to Israel. This absence of commitment from a major foreign power or the UN in a moment of crisis affected the mindset of Israel's policymakers whenever they faced national security dilemmas thereafter, leading them to take many unilateral actions in subsequent years.

Later, the AP corrected this, reporting that only a few hundred Turkish troops were involved in the incursion. Meanwhile, the White House, the Turkish Ministry of Foreign Affairs, and Iraqi foreign minister Hoshyar Zebari issued statements that no Turkish troop incursion had taken place in Iraqi territory.

Recent developments related to the war in Lebanon—a warning from Damascus that Israeli forces in Lebanon should keep away from the Syrian border, the placement of Syrian forces on a heightened state of alert, the explosion of a crude improvised explosive device (IED) on the Syrian side of the Golan, President Bashar al-Asad's bellicose August 1 Army Day speech, Syrian facilitation of Iranian efforts to resupply Hizballah, and Israeli attempts to interdict these supply lines through air strikes along the Lebanon-Syria border—have prompted concerns that the fighting in Lebanon could escalate to involve Syria. In a July 17 article in Kayhan, a newspaper sponsored by Iran's supreme leader, editor Hossein Shariatmadari wrote, “The Muslim nations should not let the engagement [with Israel] remain in its limited regional boundaries. The Zionists are scatted in many parts of the world and their identification is not that difficult. . . . Everywhere in the world must be made insecure for the Zionists.” Even without this exhortation from Iran, there is a real possibility that the conflict could expand beyond the borders of Lebanon and Israel. History has shown that Iran and Hizballah together have significant capabilities to conduct violent terrorist attacks anywhere in the world.

The August 3 bloodless military coup in Mauritania that removed president Maaouiya Ould Taya from power took place in one of the world's most impoverished nations, situated on Africa's northwest coast between Arab North Africa and black sub-Saharan Africa. The coup had all the familiar trappings of an African military overthrow of a corrupt and detested civilian regime. Mauritania has supported the American-led war on terror and actively supports Washington's counterterrorist and training operations in the trans-Sahara region. It is also among only three Arab League members (along with Egypt and Jordan) that maintain full diplomatic relations with Israel. As Mauritania's new leaders seek to stabilize their authority, they are likely to come under considerable pressure from local opposition forces opposed to existing pro-American policies and its links with Israel.

President George W. Bush will enter his second term leading a country that is at war on five fronts at once. Four are clear: in Iraq and Afghanistan, against al-Qaeda and its global affiliates, and within the homeland. The fifth front, however, is the poor stepsister to the other four. Ramadan starts on October 15 or 16, depending on the sighting of the moon. Last year on the first day of Ramadan, five car bombs went off in Baghdad within an hour, including one in front of the International Committee of the Red Cross (ICRC) offices. There is a disturbing prospect that the insurgents could try in Ramadan this year to mount a more significant offensive than any attacks to date. Such an offensive would underline the insurgents' claim to act in the cause of Islam; it could significantly complicate plans for elections in Iraq; and it might aim to influence the U.S. elections.

Surprise in war is inevitable. It is impossible to anticipate all enemy actions or the impact of the social and political forces unleashed by war. To succeed, one must be able to rapidly adjust one's plans when their underlying assumptions are proven wrong. In this regard, the U.S. performance in Iraq has been found wanting. The war brought surprises in four areas: The insurgency. The Sunni insurgency resulted from the way the war was fought by both sides: U.S. forces brought about the rapid collapse of the regime without instilling a sense of defeat among its members, while many members of the regime's security forces survived the war because, whenever possible, they relied on paramilitary forces drawn from the dregs of Iraqi society to do the fighting for them. Moreover, the U.S. failure to realize that the fall of Baghdad did not end the war enabled the resistance to organize itself and stay one step ahead of coalition forces. The United States must prevent further entrenchment of the resistance and stamp out the miniature "republics of fear" that have emerged in the Sunni Triangle and deterred many residents from embracing the Iraqi Interim Government. It must be remembered, however, that successful counterinsurgency campaigns often take years to bear results. The question is whether the U.S. presence will become politically untenable before Iraqi political and security structures are in place.

The 2004 Democratic Party platform, "Strong at Home, Respected in the World," which will be formally adopted today at the party's convention in Boston, reflects the prominence of foreign policy in this year's election. Indeed, nearly half the document is devoted to strengthening American security policy after September 11 and U.S. Middle East policy writ large, including terrorism, weapons of mass destruction (WMD), democracy promotion, Arab-Israeli peace, U.S. military readiness, homeland security, and energy independence. By comparison, only ten of the fifty pages in the 2000 platform were devoted to foreign policy, and the Middle East did not stand out as a region of particular concern.

Although the United States had been engaged in a similar reconstruction effort in Iraq not more than twelve years before the recent war in that country, the Iraq of 2003 was fundamentally different from the Iraq of 1991, which meant that the reconstruction effort this time around would also be fundamentally different. First and foremost, the reconstruction effort of 1991 was directed more toward the rebuilding of Kuwait. Because Iraq had triggered the first conflict, the donor countries were inclined to allocate the majority of their funds to the aid effort in Kuwait. Second, both the political situations and the internal economies of the countries that contributed to reconstruction effort twelve years ago were vastly different. In addition, several other reconstruction efforts were -- and had been -- going on when plans for the current reconstruction of Iraq were being formulated. Those efforts were in the Balkans, East Timor, and U.S.-occupied Afghanistan. By mid-March of 2003, while both the Afghan project and the Iraq war were underway, plans were made to establish a coordination group to raise money for the reconstruction of Iraq. This group was called the senior Coalition Contribution Group (CCG).

As war with Iraq looms closer, postwar questions are receiving increasing attention. Senior defense officials have been addressing such issues frequently, and the White House held a press briefing yesterday on "Humanitarian Reconstruction" in Iraq. One of these issues concerns individuals who have been complicit in the crimes of Saddam Husayn's regime. According to the Washington Post, the United States intends to conduct a "de-Baathification" program in Iraq similar in some ways to the "de-Nazification" program conducted in Germany in the wake of World War II. Although the details of this program are still to be worked out, the Post indicated that complicity in "human rights and weapons abuses" would be key criteria in determining which Iraqi officials would be permitted to keep their jobs.

Initial suspicions, select intelligence reports, and growing evidence have indicated that al-Qaeda played a role in Thursday's attacks on an Israeli-owned hotel and airliner in Mombasa, Kenya. After almost a year of silence, Osama bin Laden (or someone speaking in his name) has resurfaced with a revised political agenda meant to mobilize the Arab and Muslim worlds against the United States. The U.S.-Turkish security relationship is becoming increasingly important to the stability of the Middle East. The two countries have long enjoyed a friendship based on mutual economic and military interests. Many perceive this to be an ideal relationship between the West and the Islamic world. Americans certainly have an interest in encouraging Muslim countries to develop more democratic societies. Yet, the secular structure of Muslim Turkey may not necessarily be the right model for the entire Muslim world. Any externally imposed model is a recipe for failure; individual countries must possess structures of their own that will allow them to develop secular institutions.

Abstract:
With its longstanding support for terrorism, Syria poses an exceptional challenge to U.S. antiterror policy. On September 20, 2001, President George W. Bush declared that "from this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime." This declaration implicitly offered state sponsors a virtual amnesty for previous actions if they would cease sponsoring terror, an offer that Syria has thus far rejected. In June 2002, the president directly called on Syria to "choose the right side in the war on terror by closing terrorist camps and expelling terrorist organizations."

Abstract:
The United States is viewed with suspicion by much of the rest of the world, and its motives are consistently questioned for several reasons. This reality can be addressed through actionable goals. First, the United States is perceived as being too big, a hyper power whose global reach is threatening. Second, dialogue with the Middle East is almost nonexistent, and when it does occur, the fundamental concepts underpinning American democracy, such as the rule of law, are often misunderstood and need to be explained. Third, American studies programs, which could be used to bridge the understanding and dialogue gap, are now nonexistent at Middle Eastern universities. Finally, the United States has a very small share in the kind of debate that takes place in the new global village, where communication is nearly instantaneous and a rumor sent via email can reach half the world's population by the end of a business day. In particular, the inaccurate perception that, post-September 11, the United States is waging a war against Islam both at home and abroad has been widespread.

Abstract:
Lebanon may well have come to the West Bank and Gaza. Over the past year and a half, Hamas has adopted traditional Hizballah guerilla tactics such as roadside bombings, short-range rocket and mortar launchings, using squads of terrorists from a variety of groups, and videotaping attacks and potential suicide bombers. In the proud words of Hizballah leader Hassan Nasrallah, "[Palestinians] are now operating against the Israeli occupation with Hizballah methods." More ominous, there are increasing signs that Hamas may follow Hizballah's example and broaden its operational objectives to include targeting Americans for attacks.

Abstract:
Palestinian officials have threatened an intensification of violence, should — as is expected — Ariel Sharon be elected prime minister of Israel tomorrow. The Palestinian leadership that "rewarded" Prime Minister Ehud Barak's diplomatic flexibility with the "al-Aqsa Intifada" thus seems poised to "punish" the Israeli public for electing Sharon with an escalation of the bloodletting. Its goal would be to force Israel to soften its negotiating position, and perhaps provoke a harsh response that would place world opinion — largely unsympathetic to Sharon to begin with — squarely on the Palestinian side.
