After the fall of Saddam Hussein’s dictatorship in 2003, Iraqi political parties proliferated in a show of enthusiasm for the country’s emerging democracy. In recent years, however, a handful of personalities and families have consumed all of the country’s political oxygen, dashing hopes for a truly pluralistic ecosystem. Especially discouraging has been the authoritarian shift in Kurdistan, once viewed as a democratic beacon in the Middle East. At the federal level, feuding between the Sadr and Maliki camps now dominates Shia politics, and Mohammed al-Halbousi has crowded out other Sunni players. Meanwhile, corruption touches every surface, and the rare official who holds to ethical standards risks being rendered entirely ineffectual. In this wide-ranging Policy Note, experts Sardar Aziz and Bilal Wahab outline the dispiriting state of Iraqi politics and how the United States can respond. To achieve the scaled-down goals of maintaining sovereignty and accountability, they argue, American officials must be creative, working with Iraqi institutional actors while simultaneously engaging with less central figures such as apolitical military commanders and the business community.

In March 2020, Lebanon opted for a “hard default” on $32 billion in sovereign debt, allowing the government to avoid negotiating with its Eurobond holders and investors. Beirut thereafter showed little interest in addressing the consequences of default, and the country’s economic meltdown worsened. As usual, the Lebanese people were the casualties, suffering amid what the World Bank has called a “deliberate depression.” This official negligence has cleared the way for a proliferating cash economy—which in turn has spawned a currency exchange scheme involving the central bank, foreign exchange agents, and Lebanese politicians. Hezbollah specifically has profited in areas ranging from real estate to solar energy, pharmaceuticals, and the illicit Captagon trade. In this Policy Note, authors Samara Azzi and Hanin Ghaddar—a venture capitalist and a former Lebanese journalist—skillfully diagram the corrupt status quo and explain why entrenched actors want to avoid systemic change. But as the study makes clear, the future health of the Lebanese economy requires an overhaul, and the international community must now press for deep reforms and personal accountability.

President Erdogan’s challenger, Republican People’s Party head Kemal Kilicdaroglu, has assembled an ideologically diverse coalition united in its determination to oust the ruling bloc. Guiding the opposition, known popularly as the “Table of Six,” is a message focused on restoring competence amid sky-high inflation and a faltering response to the devastating February earthquakes. But Erdogan’s challengers still face headwinds created in part by his near-complete control of the media. In this Policy Note compilation, Turkey expert Soner Cagaptay and his fellow contributors concur that Erdogan will use polarizing tactics to keep power, whatever the results of the May 14 balloting or a possible May 28 presidential runoff. As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

Abstract:
Although the country currently lacks the unity and rule of law needed to safely pursue a process as fraught as amending the constitution, there are several alternatives that could get it on the path to systemic reform. Spurred by dysfunctional governance and political gridlock, Iraqis have increasingly been calling to amend the country’s constitution, with many arguing that the post-Saddam sectarian system failed to engender stability or prosperity and has therefore run its course. Even among more-hopeful observers, the democratic norms and minority rights put forth in the constitution remain aspirational at best. Accordingly, some political leaders are publicly signaling that they will heed such calls. Yet attempting to amend the constitution in the current political circumstances is not viable. Apart from the existing charter’s problematic technical deficiencies, Iraq remains mired in a profound lack of constitutionalism and respect for rule of law.

When he eventually exits the scene, Abbas will leave many leadership roles to be filled—including in the PLO, Fatah movement, and national security agencies. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader's departure make a difference? The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. This essay, eleventh in the series, looks at the Palestinian Authority, led by Mahmoud Abbas since 2005. It is possible to conflate the development of an autonomous region of northern Iraq with one in northeastern Syria; as a colleague on this forum noted recently, the Kurds in northeastern Syria have suffered, and continue to suffer, greatly. But while they are allies who “by, with, and through” have helped to bring ISIS down to a regional crumb in an ever-growing platter of fractured groups, what the United States owes or can offer the Syrian Kurds is much different than what was secured in the early days of the 1990s in Iraq, in the midst Saddam's massacres of Kurds.

Although Benny Gantz’s party lost the head-to-head battle, Avigdor Liberman’s favorable influence on the coalition math has left the general in a stronger position—and taken some diplomatic weight off the Trump administration’s shoulders. Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

Khamenei and other regime officials have been quick to swear revenge, but for now they may focus more on stoking patriotic and militaristic sentiment at home. A few hours after Iran confirmed that Islamic Revolutionary Guard Corps-Qods Force commander Qasem Soleimani had been killed in Iraq, Supreme Leader Ali Khamenei issued a statement describing those who shed his blood as “the most wretched of humankind.” Calling Soleimani the international symbol of “resistance,” he then announced three days of public mourning in Iran. He also declared that “severe revenge awaits the criminals” who killed Soleimani—an act that the United States had claimed credit for by the time he spoke. Other highranking officials echoed this sentiment, including President Hassan Rouhani, Speaker of Parliament Ali Larijani, and Defense Minister Amir Hatami, who explicitly promised “revenge” on “all those” involved in the assassination. Despite this rhetoric, however, and despite Soleimani’s unmatched role in carrying out Iran’s regional policy of adventurism and asymmetric warfare, the regime may avoid major, immediate retaliation if it sees such a move as too costly or as a potential trigger for serious military conflict with the United States. On January 1, amid escalating tensions in Iraq but before Soleimani’s assassination, Khamenei stated, “We would not take the country to war...but if others want to impose something on this country, we will stand before them forcefully.” In response to President Trump’s assertion that Iran played a role in the December 31 riot at the U.S. embassy in Baghdad, Khamenei told listeners he had two messages for Washington: “First, how dare you! This has nothing to do with Iran. Second, you should be reasonable and understand what is the main cause for these problems. But of course they are not [reasonable].”

12. Hezbollah Has a New Strategy to Survive Lebanon’s Financial Crisis

Unless Washington and its allies respond to the protestors’ legitimate demands for reform, the group will survive through measures such as expanding its smuggling activity, promoting its financial institutions, and selectively scapegoating corrupt politicians. When IMF officials visited Lebanon late last month amid its accelerating economic freefall, many wondered whether these developments might alter the behavior of Hezbollah, the designated terrorist group that has a deep financial stake in the country’s public and private sectors. During a previous funding crisis—the increase in U.S. sanctions against the group’s chief underwriter, Iran—the “Party of God” and its foreign sponsors formulated a new strategy to evade these measures and create alternative sources of funding. Such sources allowed Hezbollah to make further inroads into government agencies following the 2018 parliamentary elections. For example, the group’s leaders insisted on controlling the Health Ministry, which commands Lebanon’s fourth-largest budget at $338 million per year; they also gained more access to the Ministry of Public Works and Transport, the Agriculture Ministry, and the Ministry of Energy and Water, whose assistance was used to fund their affiliated projects and businesses. That worked until Lebanon’s own economy began its current nosedive. Unemployment has hit a record high of 40 percent, and the lira has slumped by about 60 percent on the parallel market, hiking inflation. Officially pegged to the dollar, the currency has plummeted 40 percent on the black market as local banks ration dollars necessary for imports of food, medicine, and other essential goods. Meanwhile, Lebanon has one of the highest debt-to-GDP ratios in the world (over 150 percent) and may not be able to pay $1.2 billion in Eurobonds this month. As with the Iran sanctions, however, Hezbollah has a strategy to survive this domestic pressure, at least in the near term.

Instead of focusing on Iran's missile retaliation or future threats, the Supreme Leader used his latest speech to extoll the virtues of public unity behind the regime’s revolutionary goals. On January 8, Supreme Leader Ali Khamenei delivered his first public speech since the U.S. assassination of Qasem Soleimani and the subsequent Iranian missile strike on Iraqi bases housing American forces. As part of an address that touched on regional solidarity against the United States and other notable subjects, he spent considerable time claiming that Soleimani symbolized the Iranian people’s continued commitment to the revolution. A week after Donald Trump was elected president in November 2016, Iran’s Supreme Leader Ali Khamenei played coy, remarking, “I have no judgment on the American election...[Both parties have been] naughty toward us.” Of course, his true reaction was far more complex. On one hand, he saw in the president-elect—who had spoken much of disentangling U.S. forces from the Middle East—a prospect of decreased military pressure on his country. On the other, he heard Trump’s raw vitriol directed at Iran’s leadership and the nuclear deal crafted by President Obama. The eventual U.S. withdrawal from the JCPOA demonstrated that the new president could back up his talk with punishing action. In this close analysis of statements by Khamenei and other Iranian leaders, former seminarian Mehdi Khalaji lays out the regime’s current views on President Trump and the United States. He shows that even after the American assassination of Qods Force chief Qasem Soleimani, Iranian leaders could be open to negotiating with Washington if they believe the regime’s existence depends on it.

To ensure that new protests, new sanctions, and new political leadership wind up helping rather than hindering Iraqi sovereignty, Washington must handle upcoming developments with great care. In the coming weeks, Iraq’s parliament may appoint a replacement for Prime Minister Adil Abdulmahdi. This is a very positive development, since the country’s sundry Iranian-backed militias would like nothing better than to keep the discredited leader under their thumb as an open-ended caretaker premier following his November resignation. In contrast, a new leader with a new mandate could get the government moving again, pass a budget, bring the criminals responsible for killing protestors to justice, and assuage angry protestors by making visible preparations for early, free, and fair elections—thereby remedying the results of the widely disparaged 2018 vote. Such is the political space that has opened up since the deaths of Iranian Qods Force commander Qasem Soleimani and Iraqi militia chief Abu Mahdi al-Muhandis earlier this month. For the United States, the challenge is how to support these changes without disrupting positive local dynamics.

Its leader, Emir Sabah al-Ahmad al-Sabah, is ninety years old and apparently in fragile health. His immediate heir, half-brother Nawaf, is not much younger at eighty-two. More important, perhaps, Nawaf lacks the current emir's adeptness as a diplomat. In a Gulf region experiencing sharp tensions, Sabah's exit will remove a much-needed node of stability. Whoever ultimately takes the helm will have a substantial legacy to uphold.

The six boats of the "Free Gaza Flotilla" departed Turkey on May 28, and Israeli naval vessels began shadowing them two days later, around 11:00 p.m. on May 30. At that time, Israel requested that the boats divert to Ashdod to allow inspection of their cargo for contraband, but they refused to comply.

With smiles, compliments, and a strong dose of hospitality, President Obama did his best to provide a dramatically improved backdrop for U.S.-Israeli relations during Binyamin Netanyahu's July 6 visit to the White House, compared to the climate that greeted the Israeli prime minister upon his strained April visit. This included strikingly specific commitments on key issues important to Israeli security. Netanyahu, in turn, responded with generous and deferential praise for U.S. leadership on the broad array of Middle East policy issues. Given the near-term political and policy imperatives of both leaders, the result was a meeting doomed to succeed. Lurking behind the warmth and banter, however, remain tactical obstacles on how to proceed in Israeli-Palestinian peace negotiations as well as strategic uncertainty about how each side views the other's regional priorities.

The means for assessing political fissures in Iran are by nature very limited and have become even more so since the June 12, 2009, election. Independent studies and data on the Iranian public, such as opinion polling, are sparse and not useful, and the Iranian press follows very strict red lines in discussing politics. Western diplomats in Iran are also restrained from understanding the political environment due to the oppressively formal nature of relations with Iranian officials, who rarely discuss sensitive issues with their Western counterparts. The latter are thus forced to gather information anecdotally, in private meetings with business leaders, cultural elites, and journalists -- hardly a sufficient sample of Iranian society.

In early September, three senior leaders of Jordan's Muslim Brotherhood (MB) resigned from the organization's executive bureau after it voted to dissolve the MB political department -- one of the few remaining components of the organization controlled by moderates. The resignations were a protest against not only the executive bureau's decision, but also the MB's increasingly close affiliation with Hamas. Today, the Jordanian MB is facing an unprecedented internal crisis, pitting the traditional moderate East Bank leadership -- Jordanians who are not originally Palestinian -- against the powerful pro-Hamas Palestinian-led element. Lately, these divisions have been aggravated by Hamas political bureau head Khaled Mashal's apparent efforts to exploit the shifting balance of power within the MB to further his own organization's agenda in Amman. Ironically, Jordanian authorities -- who have long prided themselves on managing the Islamist issue -- have done little to stem the tide.

Ahmadinezhad's drive to install loyalists involves placing members of the military and intelligence community in the cabinet, as well as in other important government positions. On July 25, Iraqi Kurds go to the polls to vote in a joint parliamentary and presidential election. Although a heated competition in January produced massive change at the provincial level throughout the rest of Iraq, the electoral system produced by the incumbent Iraqi Kurdistan parliament prevents such sweeping changes in the north. Both the current coalition governing the Kurdish Regional Government (KRG) and the current KRG president, Masoud Barzani, will most likely be reelected. Despite the lack of change, the postelection period will create an opportunity for Baghdad, Washington, and the KRG to resolve outstanding issues that cause increased tension between Arabs and Kurds. Resolution can occur only if all parties take advantage of new political openings, however narrow.

The failure comes after the parliament successfully passed the law on July 22, only to be vetoed by the Iraqi Presidency Council in less than thirty-six hours. The core dispute involves the oil-rich Kirkuk province, which is currently witnessing an alarming escalation of demonstrations and politically motivated attacks. This forced Iraqi prime minister Nouri al-Maliki to send his defense minister and an Iraqi brigade to the region in an attempt to deter further problems. As a result of Baghdad's political squabbling, the desperately needed provincial elections may seem unattainable.

Although March 14 still maintains a government majority, three years of hostility and self-inflicted wounds have left the ruling party dramatically weakened, making it unclear whether the coalition will be able to prevent Hizballah from consolidating further political gains.

In addition to the protestors and Sezer, the courts and the Turkish military have weighed in against the AKP. President Sezer could decide the fate of this package, but the political crisis will continue.
