The general’s peerless domestic stature would have served a crucial mediatory role during the eventual transition to Khamenei’s successor, so his death brings significant uncertainty to that process. Following the assassination of Qasem Soleimani, much attention has been focused on the foreign operations conducted by the Islamic Revolutionary Guards Corps-Qods Force. Yet his organization also played a major role at home, one whose future is now unclear. In particular, Soleimani himself was well positioned to be a unifying, steadying figure once Iran faced the challenge of determining a successor to Supreme Leader Ali Khamenei.

Khamenei and other regime officials have been quick to swear revenge, but for now they may focus more on stoking patriotic and militaristic sentiment at home. A few hours after Iran confirmed that Islamic Revolutionary Guard Corps-Qods Force commander Qasem Soleimani had been killed in Iraq, Supreme Leader Ali Khamenei issued a statement describing those who shed his blood as “the most wretched of humankind.” Calling Soleimani the international symbol of “resistance,” he then announced three days of public mourning in Iran. He also declared that “severe revenge awaits the criminals” who killed Soleimani—an act that the United States had claimed credit for by the time he spoke. Other highranking officials echoed this sentiment, including President Hassan Rouhani, Speaker of Parliament Ali Larijani, and Defense Minister Amir Hatami, who explicitly promised “revenge” on “all those” involved in the assassination. Despite this rhetoric, however, and despite Soleimani’s unmatched role in carrying out Iran’s regional policy of adventurism and asymmetric warfare, the regime may avoid major, immediate retaliation if it sees such a move as too costly or as a potential trigger for serious military conflict with the United States. On January 1, amid escalating tensions in Iraq but before Soleimani’s assassination, Khamenei stated, “We would not take the country to war...but if others want to impose something on this country, we will stand before them forcefully.” In response to President Trump’s assertion that Iran played a role in the December 31 riot at the U.S. embassy in Baghdad, Khamenei told listeners he had two messages for Washington: “First, how dare you! This has nothing to do with Iran. Second, you should be reasonable and understand what is the main cause for these problems. But of course they are not [reasonable].”

Instead of focusing on Iran's missile retaliation or future threats, the Supreme Leader used his latest speech to extoll the virtues of public unity behind the regime’s revolutionary goals. On January 8, Supreme Leader Ali Khamenei delivered his first public speech since the U.S. assassination of Qasem Soleimani and the subsequent Iranian missile strike on Iraqi bases housing American forces. As part of an address that touched on regional solidarity against the United States and other notable subjects, he spent considerable time claiming that Soleimani symbolized the Iranian people’s continued commitment to the revolution. In doing so, he indicated that popular support for the regime remains a crucial objective for Iran’s leaders, perhaps more so than issuing or acting on further military threats.

A week after Donald Trump was elected president in November 2016, Iran’s Supreme Leader Ali Khamenei played coy, remarking, “I have no judgment on the American election...[Both parties have been] naughty toward us.” Of course, his true reaction was far more complex. On one hand, he saw in the president-elect—who had spoken much of disentangling U.S. forces from the Middle East—a prospect of decreased military pressure on his country. On the other, he heard Trump’s raw vitriol directed at Iran’s leadership and the nuclear deal crafted by President Obama. The eventual U.S. withdrawal from the JCPOA demonstrated that the new president could back up his talk with punishing action. In this close analysis of statements by Khamenei and other Iranian leaders, former seminarian Mehdi Khalaji lays out the regime’s current views on President Trump and the United States. He shows that even after the American assassination of Qods Force chief Qasem Soleimani, Iranian leaders could be open to negotiating with Washington if they believe the regime’s existence depends on it.

The means for assessing political fissures in Iran are by nature very limited and have become even more so since the June 12, 2009, election. Independent studies and data on the Iranian public, such as opinion polling, are sparse and not useful, and the Iranian press follows very strict red lines in discussing politics. Western diplomats in Iran are also restrained from understanding the political environment due to the oppressively formal nature of relations with Iranian officials, who rarely discuss sensitive issues with their Western counterparts. The latter are thus forced to gather information anecdotally, in private meetings with business leaders, cultural elites, and journalists -- hardly a sufficient sample of Iranian society.

Two months after nationwide elections, Iraq's government formation process is still on hold. The final voting results have yet to be announced as disputes over recounts and candidate disqualifications linger. On August 19, Iranian president Mahmoud Ahmadinezhad submitted his list of cabinet nominees to the Majlis (Iran's parliament). The president's choice of individuals clearly shows his preference for loyalty over efficiency, as he fired every minister who, while strongly supportive of him on most issues, opposed him recently on his controversial decision to appoint a family relative as first vice president. Ahmadinezhad's drive to install loyalists involves placing members of the military and intelligence community in the cabinet, as well as in other important government positions. Despite the president's positioning, Iran's top leader, Ayatollah Ali Khamenei, remains in firm control of the country's vital ministries.

Reports that Ayatollah Ali Meshkini has either died or is on the brink of death shed light on the nature of power in Iran. Meshkini is speaker of the Assembly of Experts -- a body that, despite its traditionally minor role in Iranian politics, is constitutionally empowered to not only elect a new Supreme Leader if the post becomes vacant, but also to dismiss a sitting leader. Current Supreme Leader Ali Khamenei cannot be pleased that this body may now be headed by deputy speaker Ali Akbar Rafsanjani, a former president known to be a wily comeback artist. Although Khamenei has taken full advantage of the constitution to make the Supreme Leader the ultimate arbiter of Iranian politics, that could change depending on his health and Rafsanjani's scheming.

Westerners believe Iranian president Mahmoud Ahmadinezhad to be popular in Iran, in no small part because of his strong support for Iran's nuclear program. However, there is much evidence to the contrary. There is limited information available with which to form a judgment about the popularity of any politician or political program in Iran. The government forbids any independent opinion polling on matters as ordinary as the raging problem of drug addiction, let alone sensitive issues like negotiations with the United States or the nuclear program. The main sources of information for Western media are the statements and photographs that come from Iranian state media, or other Western journalists who go to Iran but cannot work freely in the face of government controls. The Western newsmedia has taken the massive turnouts at demonstrations in support of Ahmadinezhad and his nuclear policy as evidence of popular support for both. But the size of such demonstrations has no meaning beyond illustrating the efficiency of the regime's propaganda machine. Unfortunately, Western media take this propaganda for the truth. The Iranian regime has nearly succeeded in fashioning its own image and imposing it on its critics. Official results show Ahmadinezhad was elected by only 35 percent of eligible voters—in an election that was not free and fair, according to many top Iranian officials. Most of Ahmadinezhad's support came from rural regions and the poorer classes of Iranian society; these voters hoped that Ahmadinezhad's election would reduce corruption and raise their standard of living. Today there are clear signs of dissatisfaction within these constituencies. The evidence comes from independent journalists, blogs, and independent Iranian news websites which have reported increasing discontent with Ahmadinezhad's domestic policies.

Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. Third, the visit is a telltale sign of the AKP's policy of “strategic depth” toward the Middle East, a policy that Washington needs to understand given U.S. objectives in Iraq, Syria, and Iran.

Iranians will head back to the polls on June 24 to decide an unprecedented presidential runoff pitting Mahmoud Ahmadinejad against Ali Akbar Hashemi Rafsanjani. Ahmadinejad, mayor of Tehran, defied pre-election forecasts by reportedly finishing with 5,710,354 (19.5 percent) of the 29,317,042 ballots cast in the original election on June 17. Rafsanjani, president from 1989 to 1997 and current chairman of the Expediency Council, reportedly received 6,159,452 votes (21 percent). In recent weeks, a simmering debate between the two major power centers in domestic Lebanese politics has spilled into public view. This debate pits newly installed Prime Minister Rafiq Hariri, who represents those who want Lebanon to take advantage of Israel's withdrawal from southern Lebanon to focus on internal stability, economic reconstruction and securing foreign investment, against Hizballah leader Shaykh Hassan Nasrallah, who — with the support of Syria and Iran — champions maintaining Lebanon's role on the front line of the ongoing revolutionary resistance against Israel. This tension was described in the Lebanese newspaper an-Nahar as the choice between "Hanoi" (Nasrallah) and "Hong Kong" (Hariri). As with most Middle East crises, the development of this delicate and flammable dispute carries both risks and opportunities for Lebanon and other players on the Middle East scene.
