The Israeli-Palestinian ceasefire announced on February 8 in Sharm al-Sheikh created a window of opportunity that will slam shut quickly if terrorists resume attacks against Israel. After four-and-half years of incessant terrorist activity, Israeli tolerance for negotiating peace in the face of ongoing attacks is nil. The entire project, therefore, is premised on the assumption that the ceasefire will hold. But will it? Hamas and Palestinian Islamic Jihad (PIJ) have so far dismissed it, and previously negotiated ceasefires have all failed. Moreover, Iran and Hizballah are more proactively involved in recruiting, training, and financing Palestinian suicide bombers than ever before.

If new Palestinian Authority president Mahmoud Abbas is to succeed, he must deal with the issue of violence. Over the past year, positive changes have emerged in all areas of Palestinian public opinion except one: the role of violence. In the eyes of the public, violence pays. Three-fourths of Palestinians perceive the disengagement as a victory for violence. To be sure, more than two-thirds of Palestinians believe that Abbas should negotiate with Israeli prime minister Ariel Sharon. Yet, the public views Israel's unilateral moves as a threat, not an asset. They see only settlements, closures, checkpoints, and humiliation. These perceptions are responsible for their anger. Abbas must help remove dynamics that encourage the public to believe in the utility of violence; otherwise, the issue will continue to impede his ability to govern effectively.

On August 18, 2004, three staff members from the 9-11 Commission—Christopher Kojm, C. Michael Hurley, and Thomas Dowling—addressed The Washington Institute's Special Policy Forum. Mr. Kojm was the commission's deputy executive director. From 1998 until February 2003, he served as deputy assistant secretary for intelligence policy and coordination in the State Department's Bureau of Intelligence and Research. Mr. Dowling was a professional staff member with the commission. He retired from the U.S. Foreign Service in 2002 after a thirty-year career in which he served in several Middle Eastern countries. In his last assignment, he was the deputy director and acting director of the Office of Near East and South Asian Analysis in the State Department's Bureau of Intelligence and Research. Mr. Hurley was senior counsel on the commission and head of its counterterrorism team. A career CIA officer, he served as National Security Council director for the Balkans from 1998 to 1999. The 2004 Republican Party platform, "A Safer World and a More Hopeful America," devotes a third of its ninety pages to foreign policy under the heading "Winning the War on Terror." The platform represents a comprehensive summary of the Bush administration's accomplishments and details the philosophy and principles behind the party's foreign policy. Explaining why "the American people are safer" now than they were three years ago, the platform points to gains in combating terrorists and tyrants, curbing the proliferation of weapons of mass destruction (WMD), promoting democracy, improving homeland security, and strengthening relationships with key allies via counterterrorism efforts. According to the platform, the administration's approach is "marked by a determination to challenge new threats, not ignore them, or simply wait for future tragedy -- and by a renewed commitment to building a hopeful future in hopeless places, instead of allowing troubled regions to remain in despair and explode in violence."

On June 1, 2004, the Kurdistan Workers Party (PKK) -- an organization that appears on the State Department's list of Foreign Terrorist Organizations and whose attacks caused more than 30,000 deaths in Turkey during the 1980s and 1990s -- declared that it had rescinded its unilateral "ceasefire" of February 2000. This declaration was quickly followed by an escalation of violence in southeastern Turkey. This development poses a threat to Turkey's internal security and to the European Union reform process that began after Ankara apprehended PKK leader Abdullah Ocalan in February 1999. Ocalan's capture led to a drop in PKK violence and a relaxation in the country's political environment, catalyzing reforms on the Kurdish issue that had previously been deemed impossible (see PolicyWatch no. 786).

Muqtada al-Sadr represents a serious long-term political and military challenge to the coalition and the new Iraqi government. Open warfare between Sadr and the coalition first emerged on April 4, 2004, with "uprisings" by his militia, the so-called Mahdi Army, in Baghdad and across southern Iraq. Although Sadr has not achieved his objective of a broad-based Shi'i rebellion, coalition forces have not been able to bring him to justice or dissolve his militia. Both sides are now playing a high-stakes game. The coalition is betting that it can eliminate or reduce Sadr as a political force without causing a serious breach with the larger Shi'i community. Sadr is gambling that he can persist, even prosper, in the face of the coalition. Indeed, he has long-term political goals and is positioning himself for the upcoming elections. The prospects that the coalition can bring him under control at acceptable cost and risk remain uncertain.

On October 4, 2004, Commissioner-General of the UN Relief and Works Agency (UNRWA) Peter Hansen unapologetically admitted to the Canadian Broadcasting Corporation (CBC) that the UN employs members of Hamas. "Oh, I am sure that there are Hamas members on the UNRWA payroll," Hansen stated, "and I don't see that as a crime." The fact that Palestinian terrorist groups have increasingly used civilian cover to facilitate their activities remains undisputed (notwithstanding the recent spat between Israel and the UN over drone reconnaissance pictures depicting what Israeli officials claimed were Hamas operatives transporting Qassam missiles in a UN ambulance, but which now appear to have been merely stretchers). In several documented cases, Palestinian terrorists have exploited employment with UN and other agencies to support their groups' activities.

Despite being rebuffed again by the Likud Party two weeks ago, Israeli prime minister Ariel Sharon has been undeterred in pursuing disengagement. In publicly broadcast remarks, he informed his fractious parliamentary faction that he was planning to accelerate the timing of his plan for withdrawal from Gaza and four West Bank settlements by holding a cabinet vote not in March 2005, as had been expected, but on October 24 of this year. The actual removal of settlements would follow once the measure passed the Knesset. Having just returned from Israel and the West Bank, I came away with a distinct set of impressions regarding Sharon's motivations, the political levers he believes he has at his disposal in dealing with opponents inside and outside Likud, and the coalition configurations that he is weighing as he pursues his strategy to make disengagement a reality.

With Palestinian Authority (PA) Prime Minister Ahmed Qurei (a.k.a. Abu Ala) rescinding his recent resignation without gaining any meaningful control over disparate security forces, PA Chairman Yasir Arafat can claim to have won the latest round in the power struggle taking place inside the West Bank and Gaza. Arafat's success is partly attributable to his ability to use a variety of methods to outmaneuver his opponents, as he has done in the past. In addition to intimidating foes and mollifying allies, Arafat has skillfully used his iconic status as a symbol of Palestinian nationalism to retain unquestioned political preeminence. Yet, the more Palestinians are able to distinguish between Arafat the symbol and Arafat the leader, the harder it will be for him to divert criticism.

One of the most serious implications of four years of incessant violence and terrorism is the fragmentation of Palestinian society. Notwithstanding the debate over the impact of the Israeli presence in the territories, Palestinian quality of life cannot improve without radical reform in the structure of the Palestinian Authority (PA), its leadership, and its methods of governance. Indeed, PA Prime Minister Ahmed Qurei cited chaos as the reason for his recent resignation (which he subsequently rescinded). Similarly, on July 21, PA minister in charge of municipal governance Saeb Erekat, stated, "If we can't restore public order and law . . . this will bring the greatest damage to the Palestinian people and their cause. . . . It's the whole social fabric that is collapsing now." According to a June 2004 poll conducted by the Jerusalem Media and Communication Centre, 88.6 percent of Palestinians believe that their government is corrupt, with most respondents stating that this corruption is widespread.

Palestinian Authority (PA) chairman Yasir Arafat is facing a serious challenge to his authority, perhaps the most serious since he arrived in the territories from Tunis a decade ago this month. Yesterday, the Palestinian Legislative Council (PLC) voted by a 43-4 margin to accept the resignation of Prime Minister Ahmed Qurei (a.k.a. Abu Ala), who earlier this week warned he would quit due to the lack of reform in the PA and the lack of authority granted him to halt chaos in the West Bank and Gaza. In doing so, the PLC called for the formation of a new reform-oriented government, a move that could actually serve to strengthen Qurei's position in a power struggle with Arafat. The resignation marks the second time in ten months that a Palestinian prime minister has resigned due to complaints about lack of authority.

Following the cabinet vote, a minister and a deputy minister from the pro-settler National Religious Party (NRP) resigned, and both have stated that they would individually leave Sharon's coalition as well. If they do so, Sharon would for the first time preside over a minority coalition of 59 in the 120-member Knesset.

On May 17, 2004, Israeli justice minister Yosef (Tommy) Lapid addressed The Washington Institute's Special Policy Forum. Mr. Lapid became head of the Shinui Party in 2000. Under his leadership, Shinui has rapidly grown in popularity and is now the third-largest faction in the 120-member Knesset and the second-largest in Prime Minister Ariel Sharon's coalition. The following is a rapporteur's summary of his remarks. Recent polls show that 70 to 80 percent of Israelis support Sharon's Gaza withdrawal initiative. Therefore, they are unlikely to accept the Likud Party referendum of May 2, 2004, rejecting this initiative. At the same time, Israel cannot afford to allow a post-withdrawal vacuum to emerge in the territories, which the Iranians could potentially fill (Tehran supports Hizballah, which in turn supplies Hamas and Palestinian Islamic Jihad [PIJ]). Therefore, the withdrawal initiative must be altered somewhat from its original concept. Such a change would allow Sharon to say that he is accepting the ruling of his party while nevertheless moving forward with disengagement. His Gaza plan may turn out to be a three-stage process that is acceptable to Shinui. In any case, if an alternative formula is not proposed soon, Shinui will be forced to reconsider its participation in the government. We cannot sit idly and hope that Washington holds out on Israel's behalf against the interventionist tendencies—or so-called "goodwill"—of the Quartet. Shinui's formula for conflict management differs from that of both Sharon and the Israeli left, coming as it does from the center of the Israeli political spectrum. Shinui is well aware of the Roadmap's stipulation that measures must be taken against terrorism. Although Israel should indeed resume the reciprocal processes outlined in the Roadmap, it must also recognize that Palestinian Authority (PA) prime minister Abu Ala cannot dismantle Hamas and PIJ under the current circumstances without causing a civil war. Yasir Arafat does not want to make peace. Hence, Abu Ala must unite the PA's sixteen security organizations under one entity, which he should then head rather than allowing these forces to remain under Arafat's leadership. In the past, Shinui opposed talking to Abu Ala until he put a stop to terrorism, but the party has changed its stance for the time being. When Likud rejected Sharon's initiative, Shinui realized that the right was attempting to create a stalemate. Shinui cannot subscribe to any such policy. If these delay tactics continue, international parties may attempt to enter the arena both politically and physically. Israelis must therefore take the initiative to speak with Abu Ala based on the acknowledgment that he is unable to wage a comprehensive fight against terrorist organizations. If Likud does manage to move forward with disengagement in the near term, however, Shinui will rethink its policy toward Abu Ala.

On August 8, 2003, the seventh European Union (EU) reform package went into effect in Turkey, significantly curbing the role of the military in politics. This legislation, passed by the Justice and Development Party (AKP) government on August 4, follows six previous packages adopted since February 2002. Collectively, these reform measures have vastly liberalized the country's political system, facilitating Kurdish broadcasting and education, abolishing the death penalty, and subjecting Turkish courts to the European Court of Human Rights. Turkey now has laws guaranteeing freedom of speech, and the military is no longer the kingmaker in Ankara. As a result, AKP -- a self-styled "conservative democratic" party with an identifiable "Islamist pedigree" -- anticipates that Turkey will pass muster when Brussels reviews its candidacy for EU membership in June 2004. Ankara hopes that the EU will establish an accession calendar, opening the way for Turkey's eventual entry into the union, perhaps within the next decade. Although military operations have passed the "tipping point" in Iraq, U.S. Central Command spokesmen continue to stress that their primary focus remains the completion of high-intensity operations against remaining pockets of resistance. Moreover, in contrast to previous statements that advocated allowing looting to burn itself out, recent statements suggest that the coalition will quickly reconstitute the Iraqi police force, actively preventing looting and imposing curfews on its own in the meantime. These are positive steps because accomplishing the mission -- that is, neutralizing or apprehending leadership elements, uncovering weapons of mass destruction (WMD), and facilitating the humanitarian and economic recovery of Iraq -- depends on closer engagement with the civilian population and robust policing activity. The coalition cannot afford to choose between fighting the high-intensity war or engaging in low-intensity civil affairs; both endeavors must be undertaken simultaneously, which will be a strain on both the limited numbers of coalition forces and relations with Iraqi civilians.

Ansar al-Islam, an al-Qaeda affiliate in northern Iraq, was rocked by U.S. missile and air strikes over the weekend, concluding an eight-day campaign against the organization. In a dramatic session yesterday, the Turkish parliament convened to consider a motion sent by the Justice and Development Party (AKP) government, which had requested that a large U.S. force be permitted to use Turkish soil as a staging ground for a possible campaign in Iraq. The legislature refused to authorize the motion, however, blocking the creation of a northern front in the looming war. Of the 533 deputies in session, 264 voted for the motion, 250 voted against it, and 19 abstained, bringing the motion only three votes shy of the majority required by the constitution. AKP assurances that only 30 to 40 of its delegates would object to the motion crashed to a halt over the course of the session, with 99 of the party's deputies voting nay. Although the democratic will of the Turkish parliament should be respected, the fact remains that the AKP government failed to pass its agenda through the legislature. Some analysts argue that this spells trouble for both Turkey and AKP, with others speculating that U.S.-Turkish relations are now at a historical threshold.

Senior defense officials have been addressing such issues frequently, and the White House held a press briefing yesterday on "Humanitarian Reconstruction" in Iraq. According to the Washington Post, the United States intends to conduct a "de-Baathification" program in Iraq similar in some ways to the "de-Nazification" program conducted in Germany in the wake of World War II. On January 27, Hans Blix, director of the UN Monitoring, Verification, and Inspection Commission (UNMOVIC), delivered a straightforward report to the Security Council regarding Iraqi compliance with arms resolutions. Twelve years after taking up the obligation to disarm under UN Security Council Resolution (UNSCR) 687, Baghdad still does not genuinely believe that it needs to disarm. Hence, asserting that inspections will work if given time is rather naive. Many in Europe have made this very argument, claiming that the Blix report is just the beginning of a long-term process. Yet, the mission of the inspectors under UNSCR 1441 (passed in November 2002) is to confirm that Iraq has made the decision to disarm and to verify that disarmament has in fact taken place; the Blix report shows that neither of these criteria has been met.

Addressed to Arab kings and presidents, the charter calls for more internal reforms and "categorically reject[s] any illegal external aggression against any Arab state."

This week, hundreds of U.S. soldiers will participate in Juniper Cobra, a joint exercise with the Israel Defense Forces (IDF) to test the interoperability of U.S. Patriot and Israeli Arrow antiballistic missile systems. Such bilateral cooperation, coupled with reports that the Bush administration is considering providing Israel an additional $4 billion in military assistance, suggests that Washington is relying mainly on carrots to discourage an Israeli military response in the event of an Iraqi attack. These moves may explain Prime Minister Ariel Sharon's recent declaration, "We never had such cooperation in everything as we have with the current administration." Yet, precisely what form would this "cooperation" take if Iraq used weapons of mass destruction against Israel or otherwise inflicted mass casualties? Would Washington attempt to shape Israel's retaliatory options as it did during Operation Desert Storm?

Abstract:
Dilemmas for U.S. Middle East policy will arise in the immediate post-Saddam aftermath. Foremost will be America's preoccupation with stabilizing Iraq and transforming its new government into a democracy. Vague at present is whether U.S.-led forces will focus on existing institutions (e.g., the Iraqi military) or build new ones to achieve these goals. Such decisions will affect the degree and nature of Iraq's transformation, and the new regime's composition could be significantly different if the United States were to depend on a reformed Iraqi military to promote stability. Moreover, Iraqi transformation corresponds directly to a region-wide transformation, because increased efforts to transform Iraq with a broad-based, representative government will send signals of political reform to Iraq's neighbors. U.S. policy must stand ready to assist other Middle Eastern regimes in their transition to more responsible governments that offer their people hope and the prospect for change.

In 1996, an off-duty police officer working as a security guard at a cigarette wholesaler in North Carolina noticed young men entering the building with grocery bags full of cash. The men would queue up in the cashier's line with 299 cartons of cigarettes each, while one of them stood at the register and paid cash as the others came through. Next, they would load the cigarettes into minivans and head toward Michigan. At the time, it was against the law to transport more than 300 cartons of cigarettes into another state unless they were marked with the tax stamp of that state. Yet, the smugglers in question took advantage of the fact that neither North Carolina nor Michigan stamped cigarettes to show tax paid. Given the large disparity between North Carolina's cigarette tax (50 cents per carton) and Michigan's ($7.50 per carton), each minivan load had the potential to generate $13,000 worth of profit; indeed, at the height of the operation, three to four minivans were running to Michigan each week.

Abstract:
Ansar al-Islam, an al-Qaeda affiliate active in Iraqi Kurdistan since September 2001, is a prototype of America's enemies in the "war on terror." The group serves as a testament to the global spread of al-Qaeda affiliates, achieved through exploitation of weak central authorities and a utilitarian willingness to work with seemingly differing ideologies for a common cause. Lengthy reports on Ansar have appeared in the New York Times, Washington Post, and Los Angeles Times, and Kurdish leaders have given Washington a plethora of intelligence on the group. Nevertheless, Ansar has yet to appear on official U.S. terrorism lists. Meanwhile, political complexities would make military action against the group difficult, at best. Hence, this small force of 650 fighters is a textbook example of the ongoing challenges posed by the war on terror.

On December 11, 2002, the Canadian government banned Hizballah, labeling it a terrorist organization. Strangely, some in Canada are having second thoughts about this measure, likely under the assumption that Hizballah is not a terrorist group but a social and political organization engaged in armed struggle against Israel. Yet, evidence of Hizballah's international activity as a terrorist group of global reach is overwhelming.

U.S. policy on promoting democracy in Muslim-majority countries took two steps forward and one step back last week with Secretary of State Colin Powell's major address unveiling the new Middle East Partnership Initiative (MEPI). On the positive side was the simple fact that democratization merited such cabinet-level focus, along with the details of MEPI itself – a promising set of small-scale, big-bang-for-the-buck, incubator-style projects targeted at critical groups (women, youths, educators) that deserve attention and support. On the negative side were a series of political messages within the speech – both explicit and implicit – suggesting that the active promotion of democratic change in Muslim countries, especially U.S. allies in the Arab world, may not be such a priority after all.

In terms of public diplomacy (PD), the U.S. government's record since September 11 is poor. This failing grade is due to a combination of factors: faulty strategic direction from PD policymakers, who have put a premium on a well-intentioned but highly counterproductive effort "to be liked" at the expense of policy advocacy; flawed tactical decisions that have lent an aura of endorsement to some of the most virulent critics (and critiques) of U.S. interests and policy; a lack of speed and creativity in taking advantage of the post-September 11 window to develop and implement new PD projects and initiatives (some of which are actually resurrected old projects that were prematurely terminated); and over-reliance on the powers of broadcasting and a concomitant lack of attention and adequate funding to medium- and long-term aspects of the "hearts and minds" campaign. An assessment of the past year suggests that the heart of the problem lies in Washington, not in the field, where most PD professionals toil with woefully inadequate resources and poor policy direction. Even in the field, however, some are reluctant to press the case for U.S. policy, preferring instead to focus efforts on winning admiration for and sympathy with U.S. values.

Abstract:
Since it became an autonomous region in 1991, Kurdistan has taken advantage of its relative freedom from the tyranny of Baghdad. As a result, Kurdish culture has blossomed, media outlets have boomed, and the number of schools, physicians, and universities in the region has increased dramatically. In comparison to its pre-1991 status, Kurdistan is doing very well. Nevertheless, it has reached a dead end. The Kurdish people realize that in order to ensure further cultural revival, better education, and additional healthcare, a regime change in Baghdad is necessary. At the same time, the Iraqi people look with pride at what has been achieved in Kurdistan and wait for the day in which they can emulate it. They, too, have reached the conclusion that regime change is necessary and that they must accept differences within their society and government, as expressed through the ballot box. Iraqis feel that the day of liberation is near, and they hope that the international community will soon perceive their readiness for change and their willingness to pay the price for such change.
