Abstract:
The International Monetary Fund (IMF) is doling out billions of dollars, influencing economies around the world through its finance, and through the policies it expects governments to implement in return for the funds. But who has a say in those decisions? This paper presents case study research from Pakistan, Tunisia, Egypt, Ecuador, Argentina, Zambia and Ghana to assess the extent and meaningfulness of IMF engagement with civil society. With findings on power, motivations, impact and the importance of civic space considerations, the paper makes the case for significantly improved engagement, and recommends how to do so systematically, meaningfully and safely.

2. Unaccountable Accounting: The World Bank’s unreliable climate finance reporting

Despite being the largest multilateral provider of climate finance, the World Bank supplies very little evidence to support its claims about the amount of climate finance it provides. Oxfam has attempted to recreate the Bank’s reported climate finance figures using public information for projects in the Bank’s FY2020. Oxfam found that the Bank’s current climate finance reporting processes are such that its claimed levels of climate finance cannot be independently verified and could be off by as much as $7bn, or 40%. Without better disclosure practices, the World Bank is asking us to take much on faith. Climate finance funding is too important for us to do that. The World Bank must be more transparent in its reporting so that it can be held to account.

Abstract:
The war in Ukraine has displaced millions of people to neighbouring countries – but some groups who already face poverty and discrimination in society, including Roma people, are facing particular challenges accessing the safety they need. This paper outlines the results of Oxfam’s rapid assessment of Roma refugees in Moldova in July 2022, highlighting the challenges that Roma refugees face when trying to access assistance, and some key humanitarian needs of these refugees. It aims to help amplify the voice of Roma refugees and to inform a humanitarian response – from the Moldovan government, United Nations (UN) agencies, and non-government organizations (NGOs) – that is more inclusive of Roma refugees, and more responsive to their particular needs.

Climate finance efforts by developed countries are at a critical juncture. There are only two years before the deadline by which developed countries have committed to jointly mobilize $100bn per year to support climate action in developing countries. This $100bn commitment has a pivotal role to play in supporting developing countries to reduce their emissions and adapt to the impacts of climate change. This year will also see governments at the 24th Conference of Parties (COP24) in Katowice agree new rules to govern how climate finance is accounted under the Paris Agreement – rules that will shape the quality and transparency of climate finance provision for many years to come. This briefing paper offers an assessment of progress towards the $100bn goal. The second in a series, it looks at the latest donor figures for 2015-16, with a strong focus on public finance. It considers how close we are to the $100bn goal; where the money is coming from; where it is going; what it is being spent on; and how donors are counting the money they report.

5. On the Brink: As Famine Looms, World Leaders Must Say Up and Deliver Political Solutions to Save Lives

As famine takes hold in South Sudan and threatens to spread to northeastern Nigeria, Somalia, and Yemen, world leaders must immediately step up to fully fund the United Nations’ appeal for $6.3 billion. Of this amount, $4.9 billion is urgently needed by July for critical assistance, including health, food, nutrition, and water. If lives are to be saved, humanitarian agencies must be able to rapidly scale up and access people in need. World leaders must not walk away from key meetings, such as the Group of Seven Taormina Summit in Italy and the Group of Twenty Hamburg Summit in Germany, without taking action to increase funding, improve access, resolve conflict and insecurity, and ensure that emergency relief is coupled with long-term approaches to building resilience in affected countries.

Big business is able to take advantage of loopholes in global tax laws and avoid tax on a massive scale. This deprives governments around the world of the money they need to tackle poverty and inequality. It means there is less for them to invest in healthcare, education and jobs. This report examines the failings of the global tax system that facilitate mass tax avoidance. It looks at one example of a multinational company (MNC) that Oxfam thinks is not paying its fair share. It calls on governments and business to implement the reforms that are needed to stop MNCs from avoiding paying their fair share of tax in the future.

On 14 September 14 2016, the UN Secretary-General’s High-Level Panel on Access to Medicines publicly released its final report entitled ‘Promoting innovation and access to health technologies’. One year after the release of the landmark report and building upon Oxfam’s September 2016 assessment, this paper provides an update on where the HLP report and its recommendations stand. It assesses the level of implementation by countries and institutions – especially the UN and the World Health Organization – and recommends ways to use the report to improve both innovation and access to medicines.

In recent years, the International Monetary Fund has become a global leader in highlighting the inequality crisis; consistently identifying it as a major threat to human progress and prosperity. This is a significant shift from its previously held position that rising inequality was a necessary trade-off for achieving greater economic growth. What is the IMF doing in practice to operationalize its agenda for tackling inequality? The IMF’s main initiative has been a series of pilots that integrate inequality analysis into its economic surveillance of countries. This paper outlines Oxfam’s evaluation of these pilots and finds that they are not promoting policies that reduce inequality. It gives recommendations for the IMF to systematically incorporate the fight against inequality into its research and its actions on the ground

The Queen 'Mamohato Memorial Hospital, which opened in October 2011, was built to replace Lesotho's old main public hospital, the Queen Elizabeth II (QE II) Hospital, in the capital, Maseru. It is the first of its kind in Africa – and in any low-income country – because all the facilities were designed, built, financed, and operated under a public – private partnership (PPP) that includes delivery of all clinical services. The PPP was developed under the advice of the International Finance Corporation (IFC), the private sector investment arm of the World Bank Group. The promise was that the PPP would provide vastly improved, high-quality healthcare services for the same annual cost as the old public hospital.

10. The BRICS Development Bank: Why the world's newest global bank must adopt a pro-poor agenda

Abstract:
In July 2014, a new multilateral and Southern-led development bank is expected to be launched by the leaders of Brazil, Russia, India, China and South Africa – better known as the BRICS. The BRICS Development Bank will provide a fresh source of finance for developing and emerging economies to meet their development needs. Little has been made public regarding the proposed Bank's core mandate or activities but while governments negotiate the technicalities of the Bank, it is critical that they also provide a solid vision of the principles, priorities and objectives on which the Bank's activities and operations will be premised. This policy brief recommends that these include commitments to: ending extreme poverty and inequality, with a special focus on gender equity and women's rights; aligning with environmental and social safeguards and establishing mechanisms for information sharing, accountability and redress; leadership on the sustainable development agenda; the creation of mechanisms for public consultation and debate; and the adoption a truly democratic governance structure.
