More than half of Central African Republic’s population is in need of urgent humanitarian aid – amidst chronic underfunding, persisting violence across the country and unsuccessful peace agreements. This briefing calls for a huge and concerted effort by the government, donors and all stakeholders to consolidate progress, to support peace and reconciliation and to ensure that CAR does not revert back into a deeper crisis. It presents a fair share analysis and urges donors to step up their commitments and meet their funding responsibility to stabilize the fragile situation in the country.

International humanitarian agencies and donors have made a series of global commitments to local actors as part of the localization agenda, including to increase their access to greater direct funding by 2020. This briefing paper reviews 2015 national financial data for Bangladesh and Uganda to better understand how to target international investments in localization. It presents key findings from Oxfam-commissioned research on which factors affect local actors’ ability to access international humanitarian funding. It concludes that in order for global commitments to translate into practice, investments should look at changing the terms of the funding relationship, as well as be based on a context-specific, national analysis of the financial environment.

Jordan and Lebanon collectively make up less than one percent of the world’s economy, but host around 20 percent of the world’s refugees. Donors have recognized the scale of the challenges that this presents and acknowledged that humanitarian assistance must be supplemented with multi-year development support. This briefing note presents a preview of key findings from Oxfam-commissioned research in Lebanon and Jordan and concludes that for assistance to succeed in its aim of helping both refugees and poor host communities there is a need for increased democratic ownership, transparency and accountability in donor and government aid policies.

In 2015, the EU and its member states set up the ‘EU Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa’ to promote stability and economic opportunities and to strengthen resilience. An Oxfam analysis of all the projects approved under the instrument shows that its flexible nature has generated both opportunities and risks. This briefing argues that the Fund lacks sufficient checks and balances to ensure that European interests do not take precedence over the needs of the people that aid is intended to help.

The numbers of people in need as a result of the conflict in Syria continues to rise, but the international humanitarian response has not kept pace. The donor conference in Kuwait on 31 March 2015 is an opportunity to reverse that trend and put Syrian civilians first. Oxfam has developed indicators to help guide the fair level of commitment that each wealthy country should make in 2015 to alleviate the suffering of those affected by the Syria crisis: The level of funding each country makes available for the humanitarian response, relative to the size of their economy (based on gross national income); The number of Syrian refugees each country has helped to find safety through offers of resettlement or other forms of humanitarian protection, again based on the size of the economy.

Oxfam believes that the increasing involvement of the private sector in humanitarian relief can add to overall humanitarian capacity . The private sector brings skills and competencies, and is likely to also bring new practices and perspectives to the humanitarian aid community. Any private sector involvement in humanitarian relief must conform with the humanitarian principles embodied in the Red Cross/Crescent and NGO Code of Conduct, including impartial aid based on assessed need, accountability to beneficiaries as well as donors, reduction of future vulnerability as well as immediate relief, and coordination. Oxfam recommends that humanitarian agencies pursue long-term partnerships with private sector entities, so that the private sector's engagement in humanitarian work is strategic, and not just reactive. Partnerships can be bilateral or through consortia, via a variety of modalities. Oxfam has adopted processes for its own engagement with the private sector that it recommends to other humanitarian NGOs. These include screening potential private sector partners to address ethical concerns, potential conflicts with Oxfam's mission and humanitarian principles, and conflicts of interest for the company. Pilot projects can test the working relationship and suitability/appropriateness of contributions before projects are scaled up. These principles apply to private sector humanitarian engagement, including response to natural disasters, conflicts, and complex emergencies, as well as in post-disaster recovery and reconstruction.

The Yemeni people are facing a worsening humanitarian crisis with more than ten million–44 per cent of the population–facing food insecurity. With the onset of the hunger season, many families have exhausted their coping strategies and are being driven deeper into poverty. Donors remain deeply divided over their approaches to the region's poorest country, thus delaying responses and hindering funding. As the crisis builds, donors must take steps to address immediate humanitarian needs as well as making long term commitments to promote development. The Friends of Yemen ministerial meeting in Riyadh offers a critical opportunity for donors to be decisive, creative and generous if they are to break the cycle of hunger and poverty in Yemen. Yemen's future depends upon reducing people's vulnerability and building resilience for the long term, breaking the hunger cycle and empowering people to realize their potential. Failure to act now will put more lives at risk and further entrench poverty in the country.

However, decades of misguided policies by developing country governments on agriculture, trade, and domestic markets - often promoted by international financial institutions and supported by donor countries - have prevented poor farmers and rural workers from reaping the benefits of higher commodity prices. As a result, the crisis is hurting poor producers and consumers alike, threatening to reverse recent progress on poverty reduction in many countries. To help farmers get out of poverty while protecting poor consumers, developing country governments, with the support of donors, should invest now into smallholder agriculture and social protection.

Despite new peace agreements, continued conflict among and between armed militias and government forces in the Democratic Republic of Congo (DRC) in the last year has seen thousands of new internally displaced persons (IDPs) in the east of the country, many of whom have poured into camps seeking shelter and safety. This is a new development in DRC. Unlike Darfur and Uganda, IDPs in DRC have usually stayed with host families, returning intermittently to their homes, rather than fleeing to refugee-like camps. Around 70 per cent of DRC's IDPs are still living with host families, but the unprecedented upsurge in the number of those heading towards camps raises difficult questions. Have humanitarian organisations done enough to help IDPs in host families, and the host families themselves? If they have not, have they in fact encouraged the drive to the camps? Most importantly, how can IDPs with host families (as well as those in camps) be adequately assisted?

The 8 October 2005 earthquake–Pakistan's biggest ever natural disaster–generated sympathy and support from people around the world. The Government of Pakistan reacted swiftly and with remarkable energy. However, major and immediate challenges remain. Six weeks after the earthquake, the response is not yet being organised in a manner that ensures that peoples' rights and needs are being met, according to international humanitarian principles.Donor countries need to provide their fair share of the resources and help required.The international response needs to be co-ordinated and led through a properly resourced, empowered, and staffed UN presence.The continuing relief and reconstruction effort requires civil authority management and civil society participation, and an early handover, where practical, by the military.All those involved in the response have an obligation to ensure not merely the restoration of bearable poverty, but 'reconstruction plus'– to build back better than before. The accountable management of funds and adherence to proper building standards are key to the reconstruction effort.The international community needs to fulfil its obligations not only in the relief phase but in longer-term reconstruction too, through a package of measures on aid and debt.

Every year the lives of millions of people are devastated by natural disasters, conflict and other humanitarian emergencies. 2005 has seen particularly extreme humanitarian emergencies including the tsunami, the Sahel food crisis, and hurricanes Katrina and Stan. Tackling these crises requires a range of actions including immediate humanitarian assistance and long-term development. This short paper focuses on one concrete way in which the global humanitarian response could be improved to help prevent avoidable suffering and death — the upgrading of the existing UN Central Emergency Revolving Fund (CERF) to a new Central Emergency Response Fund.
