- Syrian refugees and Palestine refugees from Syria have fled their homes in search of safety. But Oxfam’s 2017 research revealed that most people interviewed do not consider that they have found complete safety and protection in Lebanon. Refugees’ views on what constitutes ‘safety’ are individual and subjective. This paper argues that the international community and host governments should not make decisions for refugees about what or where is ‘safe’, but instead should support refugees to find safety in the present, and determine their futures for themselves.

- It is essential that opportunities for job growth are supported both for refugees in Jordan and the vulnerable communities hosting them. Micro, small and medium-sized enterprises (MSMEs) can be a key driver of job growth. Promoting MSMEs could also help to address gender inequality and protection issues for refugees in Jordan. This joint agency paper was written by the LEADERS Consortium of NGOs, which aims to contribute to the economic self-reliance, resilience and stability of Syrian refugees and vulnerable host communities in Jordan. It presents research conducted among women and men small business owners in central and northern Jordan on the challenges they face. It makes recommendations on how the Government of Jordan, businesses, the financial sector and NGOs can support women, refugees and Jordanian host communities to start and grow small businesses.

- The numbers of people in need as a result of the conflict in Syria continues to rise, but the international humanitarian response has not kept pace. The donor conference in Kuwait on 31 March 2015 is an opportunity to reverse that trend and put Syrian civilians first. Oxfam has developed indicators to help guide the fair level of commitment that each wealthy country should make in 2015 to alleviate the suffering of those affected by the Syria crisis: The level of funding each country makes available for the humanitarian response, relative to the size of their economy (based on gross national income); The number of Syrian refugees each country has helped to find safety through offers of resettlement or other forms of humanitarian protection, again based on the size of the economy.

- The unanimous adoption of UN Security Council Resolution 2139 (UNSCR 2139) at the end of February 2014 brought with it much needed hope for people in Syria and across the Middle East. In the resolution, the UN Security Council (UNSC) – the body responsible for international peace and security – called for an urgent increase in access to humanitarian aid in Syria and demanded that all parties immediately cease attacks against civilians, end arbitrary detention, kidnapping and torture, and lift sieges of populated areas.

- The UK needs a safe world in which to trade and invest, and to be free from the security threats caused by conflicts or fragile states. Yet spiralling inequality and climate change, among many other factors, threaten to create a more dangerous, unequal world. As the continuing tragedy in Syria shows, the world's old and new powers have not yet found a way to unite to end conflicts. The age of interventions, such as those in Iraq and Afghanistan, is over. But a new rule-based world in which China, India, and others unite with Western powers to protect civilians and end conflicts has not yet come into being. Whoever wins the 2015 UK general election, the greatest test for UK foreign policy will be how much it can do to help build that world.

- While the world's attention is on crises in Gaza, Ukraine and elsewhere, the humanitarian crisis in Syria continues to deteriorate beyond anything that could have been envisaged when protests broke out over three years ago. A staggering 190,000 people have been killed and 6.5 million displaced inside the country, and the conflict shows little sign of abating. There are three million registered refugees from Syria in neighbouring countries and an unknown number who have not registered. Jordan's planning minister has highlighted the fact that the presence of Syrian refugees in Jordan is akin to 'the United States absorbing the entire population of Canada'.

Up to eight million people are now in need of emergency assistance. This figure includes: four million people who are 'food-insecure and in dire need of different types of humanitarian assistance' more than two million displaced people inside Iraq over two million Iraqis in neighbouring countries, mainly Syria and Jordan, making this the fastest-growing refugee crisis in the world.
