The International Monetary Fund (IMF) is doling out billions of dollars, influencing economies around the world through its finance, and through the policies it expects governments to implement in return for the funds. But who has a say in those decisions? This paper presents case study research from Pakistan, Tunisia, Egypt, Ecuador, Argentina, Zambia and Ghana to assess the extent and meaningfulness of IMF engagement with civil society. With findings on power, motivations, impact and the importance of civic space considerations, the paper makes the case for significantly improved engagement, and recommends how to do so systematically, meaningfully and safely.

Reducing the impacts of disasters on poor people is absolutely vital. Climate/disaster risk financing could play a useful role if it is part of an approach that includes risk reduction, if it strengthens social protection, and if it has real participation from civil society. Insurance, as one component of risk financing, could play a supportive role if carefully designed – keeping in mind the limitations, including the risk of worsening income and gender inequality. The InsuResilience Global Partnership should build more evidence of what works for poor people, invest in pro-poor business models, and ensure the insurance schemes developed are part of a broader approach to reduce risks and the inequalities that make people vulnerable to disasters.

In every humanitarian crisis, humanitarian agencies, donors , and governments should seek to prevent and respond to violence against women and girls (VAWG ) and gender-based violence (GBV) in emergencies, by: Reducing the risk s of GBV/ VAW G for beneficiaries of humanitarian programmes; Supporting long-term efforts to tackle the causes of GBV/VAWG in recovery and transition strategies; Supporting survivors' access to safe, confidential services ; and Placing all of the above in the context of efforts to tackle the broader gendered impacts of crises , in order to meet the needs of women, men, girls and boys , and to find opportunities to promote women's rights and gender equality in the long term . As well as encouraging other actors to undertake these actions, Oxfam is committed to promoting gender equality and preventing GBV/VAWG, through the implementation of its Minimum Standards for G ender in Emergencies. In addition, and particularly in conflict and transition contexts , donors, governments, UN agencies, civil society, armed forces , and peacekeepers, should advance women's rights, and undertake special measures to ensure their protection from GBV/VAWG.

Security and development are deeply interlinked. Conflict-affected states require progress on both to achieve sustainable peace and broader human security. Over the past fifteen years, security sector reform (SSR) has received increasing prominence, as one element in building that peace and security, as well as democratic governance, in post-conflict transitions. SSR includes the reform of security forces (military, police, and intelligence), and civilian institutions to better uphold human rights and justice, and to ensure effective civilian oversight by parliaments and legislative bodies, and by communities themselves.

Climate-related shocks are negatively affecting the lives of millions of poor women and men with increasing frequency and severity. The non- binding pledges made in Copenhagen put the world on track for a catastrophic temperature rise of 3-4°C. If developed countries fail to set much more ambitious emissions targets, the cost of damages will increase dramatically. There is an urgent need to set up a proper system of finance for adaptation to help developing countries avoid the worst impacts.
