Abstract:
This brief explores short-term solutions for stabilising the global gas market so that the world can continue to recover amidst the Russia–Ukraine geopolitical crisis. The proposed solutions consist of (i) across-the-board ramping up of natural gas and liquefied natural gas (LNG) production; (ii) supporting countries with idle capacities or delayed gas projects in regaining their capacity to produce and export gas, especially to the regions most in need; (iii) an emergency plan initiated by the G20 group to ‘reroute’ LNG cargoes to the world’s regions most in need with low purchasing power; (iv) optimising LNG cargo destinations by taking advantage of specific contractual agreements; (v) issuing statements that can help stabilise the short-term gas market; (vi) intensifying discussions on formulating potential short-term measures to mitigate excessive volatility in prices; and (vii) urgently establishing a universally accessible, real-time information platform on natural gas trade.

2. The Next Generation Automobile Industry as a Creative Industry

Abstract:
The aim of this paper is to describe the recent transformation of the automobile industry from a manufacturing industry to include aspects of the service and creative industries. Firstly, it reviews the recent trend of the automobile industry as a service industry. Secondly, it discusses the automobile industry’s move toward the creative industries. It examines these two trends, mostly based on the next-generation automobile industry in Japan. Finally, it discusses the implications of the above transformation of the automobile industry on academic studies of the creative industries, and argues for what it calls a strong programme in creative industries studies. It also provides a provisional note on government policies in the era of the next-generation automobile industry.

As mega free trade agreements (FTAs) are reshaping the rules of global governance, there is urgency for member states of the Association of Southeast Asian Nations (ASEAN) to take proper actions in response to the changing world economic order. On one hand, they should closely observe the progress of negotiations and follow up the issues that are under discussion in mega FTAs. On the other hand, they have to accelerate the pace in concluding the negotiations of the Regional Comprehensive Economic Partnership (RCEP).

Abstract:
Intellectual property rights (IPR) protection is essential for economic growth, innovation, and competitiveness. As the global economy is increasingly organised within global value chains, disciplining and enforcing IPR in a coherent manner internationally has become a critical issue in the 21st century trade system. The Trans-Pacific Partnership (TPP) agreement flags America's achievement in setting new standards on international IPR enforcement under a plurilateral framework that involves countries from Asia-Pacific. Yet such standards run the risk of becoming the new norm at the international level. Reaching agreement on the text of the TPP signals emerging Asian economies' heightened commitment to IPR enforcement. Some factors that policymakers may want to consider include the following: Efficient IPR protection at the domestic level is integral to efforts that facilitate technology adoption and stimulate incremental innovations. It is crucial to increase public awareness of intellectual property (IP) in general and its associated rights in particular. IP laws and regulations must at least meet the requirements of the Agreement on Trade-related Aspects of Intellectual Property Rights (TRIPS) and always aim for higher-level standards. IPR disciplines must be binding and practically enforceable. Asian countries should actively participate in global IPR rule-making.
