  • Abstract: The world is facing unprecedented health and economic crises that require a global solution. Governments have locked down their economies to contain the mounting death toll from the COVID-19 pandemic. With this response well underway, now is the time to move into a recovery effort. This will require a coordinated response to the health emergency and a global growth plan that is based on synchronized monetary, fiscal, and debt relief policies. Failure to act will risk a substantial shock to the postwar order established by the United States and its allies more than seventy years ago. The most effective global forum for coordinating this recovery effort is the Group of 20 (G20), which led the way out of the global financial crisis (GFC) in 2009, the closest parallel we have to the current catastrophe. Eleven years ago, world leaders used the G20 meeting in London as the forum to deliver a unified response and a massive fiscal stimulus that helped stem economic free fall and prevented the recession from becoming a second Great Depression. A decade on, it is clear that the G20 is the only body with the clout to save the global economy. This does not mean that the G20 should be the only forum for actions for its member states. The United States, for example, should also work closely with like-minded states that support a rules-based world order, and there are many other fora where it can and must be active with partners and allies. But no others share the G20’s depth and breadth in the key focus areas for recovery. The other multilateral organizations that could take up the challenge lack either the substance or membership. The United Nations may count all countries as members but is too unwieldly to coordinate a response. The International Monetary Fund (IMF) has the resources but requires direction from its 189 members. The Group of Seven (G7), which once oversaw financial and economic management, does not include the fast-growing emerging economies. The G20 represents both the world’s richest and fastest-growing countries, making it the forum for international collaboration. It combines that representation with agility.

  • Abstract: Reported Iranian intrusions against Israeli critical infrastructure networks and alleged Israeli actions against Iranian proliferation-associated targets pose substantial new challenges to understanding ongoing competition and conflict in the Middle East. These cyber exchanges may be interpreted through two distinct lenses: as the struggle to achieve deterrence using the instrument of cyber operations, or as the contest for initiative in order to establish conditions for relative security advantage in a cyber-persistent environment. Either way, these ongoing incidents are best understood not as “bolt out of the blue” attacks, but rather fleeting glimpses of continuing cyber campaigns leveraging previously disclosed and newly developed capabilities as each side grapples to anticipate cyber vulnerability and shape the conditions of exploitation. The opaque nature of these interactions is further complicated by potential bureaucratic politics and interservice rivalries, as well as unknown dynamics of a counter-proliferation campaign to slow, disrupt and potentially destroy Iranian nuclear capacity. In the end, observed cyber actions may not represent reflections of accurate strategic calculation, and even if aligned to the operational environment they may not lead to intended outcomes. Continuous failure to deter, or inability to manage persistent interactions, may lead to greater dangers.

  • Abstract: The COVID-19 pandemic is a strategic shock, and its almost immediate, damaging effects on the global economy constitute a secondary disruption to global order. Additional secondary strategic shocks (e.g., in the developing world) are looming. Together, these developments pose arguably the greatest threat to the global order since World War II. In the aftermath of that conflict, the United States and its allies established a rules-based international system that has guaranteed freedom, peace, and prosperity for decades. If the United States and its allies do not act effectively, the pandemic could upend this order. This issue brief considers the current state of the pandemic and how it has strained the global rules-based order over the past few months. First, it considers the origins of the novel coronavirus and how it spread around the world. Next, it examines how COVID-19 has exacerbated or created pressure points in the global order, highlights uncertainties ahead, and provides recommendations to the United States and its partners for shaping the post-COVID-19 world.

  • Abstract: Two years ago, US President Donald J. Trump walked into the White House Diplomatic Reception Room and announced his intention to withdraw the United States from the Joint Comprehensive Plan of Action (JCPOA). The Trump administration reimposed sanctions on Iran and has adopted a policy of “maximum pressure” to compel Iran to change its behavior and to deny the Iranian regime the resources to engage in its destabilizing activities. However, he also promised he was ready, willing, and able to make a new and lasting deal with Iran. In “Trump’s JCPOA Withdrawal Two Years On – Maximum Pressure, Minimum Outcomes” author David Mortlock, Senior Fellow at the Atlantic Council, evaluates the policy outcomes of President Trump’s withdrawal from the JCPOA. The author walks readers through the timeline of President Trump’s decision to withdraw from the JCPOA, the subsequent implementation of the maximum pressure campaign on Iran, and the policy outcomes relative to stated objectives. In sum, Mortlock concludes that although the maximum pressure campaign has been effective in inflicting economic harm on Iran, it has had minimum effect in other areas. Therefore, Mortlock believes the Trump administration should seize the opportunity to pivot from maximum pressure to an approach focused more on policy outcomes.

In recent years, through the Forum on China-Africa Cooperation, the Tokyo International Conference of African Development, the Russia-Africa Summit, and many others, the world’s largest economies have sought to make headway in what are seen as fast-growing and lucrative new markets. In this environment, effective United States (US)-Africa policy requires greater focus on areas of American competitiveness and concerted efforts to educate, mobilize, and support US commercial success in African markets. Trump’s administration has found it challenging to maintain a consistent position with respect to Russian President Vladimir Putin’s repression at home and aggression abroad. It may again fall to Congress to attempt to counter Russia’s election interference, already ongoing in the form of disinformation; back Ukraine as its government seeks to deal with a Russian invasion; and contend with other forms of Kremlin aggression. In “Pushing Back against Russian Aggression – Legislative Options” authors Daniel Fried, the Weiser Family Distinguished Fellow at the Atlantic Council, and Brian O’Toole, a senior fellow at the Atlantic Council, evaluate two Russia sanctions bills, the Defending Elections from Threats by Establishing Redlines (DETER) and the Defending American Security Against Kremlin Aggression Act (DASKA), as tools to forestall new Russian interference in US elections. The authors walk readers through a set of sanctions escalatory measures—covering finance, energy, and the cyber sector – that both sanctions bills draw from. In sum, Fried and O’Toole conclude that DASKA’s sanctions are more measured and thus more implementable. By contrast, the authors deem DETER’s sanctions on financial institutions as simply too harsh with excessive spillover risk to US and Western financial markets to be implementable.

  • Abstract: In 2018, Russian President Vladimir Putin announced five new nuclear-capable, strategic weapons systems. These systems include a nuclear-powered, nuclear-armed cruise missile and a nuclear-powered, nuclear-armed submarine drone. What does Russia have to gain from developing these novel and exotic nuclear weapons? And what should the United States and NATO do about it? This new Atlantic Council issue brief, Russia’s Exotic Nuclear Weapons and Implications for the United States and NATO, answers these questions. Informed by a workshop convened by the Scowcroft Center for Strategy and Security and Los Alamos National Laboratory, authors Matthew Kroenig, Mark Massa, and Christian Trotti evaluate the potential utility, motivations, and consequences of these new systems. Among other conclusions, the most significant may be that great-power competition has returned, and with it, the importance of nuclear weapons in international politics.

  • Abstract: The countries of Central and Eastern Europe (CEE) possess fundamental strengths that uniquely position the region to capitalize on the next wave of digitalization – solid education systems, a large talent pool of “STEM” graduates, widely adopted digitally enabled services, and fewer technology legacies. But, these advantages alone do not mean that Central and Eastern Europe will automatically succeed in this digital transition.   • Abstract: It is critically important for global safety standards, nonproliferation agreements, and geopolitics that the United States play a leading role in the export of nuclear energy technologies. However, the domestic reactor fleet has struggled due to the deregulated US electricity market, inexpensive gas, and subsidies for renewables, which—in turn—has hampered US nuclear exports, since it is challenging to export a product that lacks a domestic market. However, building new reactors and bringing first-of-a-kind reactors to demonstration involve high capital costs and financial risk, for the purchasing party as well as the vendor. If the United States is to play a role at all in building new nuclear plants, it must address the challenges inherent in financing new nuclear builds; one mechanism to do this is through partnering with close US allies to co-finance new nuclear projects. If the United States and its allies fail to make their nuclear exports competitive, they will likely cede the mantle of global leadership in that area to Russia and China, where nuclear companies are state owned, easily able to finance nuclear exports, and already exploring emerging markets for nuclear exports.

  • Abstract: Governments across South Asia face many challenges as they seek to improve the lives of the more than 1.8 billion people that live in the region. Increasing geopolitical competition—especially between and among China, Russia, and the United States—is one factor that is affecting progress. This “great power competition,” including over the South China Sea, is intertwined with regional rivalries (e.g., India and Pakistan, India and China, and the United States and Iran) and has important economic, military, technological, and environmental consequences. This issue brief considers the transformation of the electricity sector in Bangladesh. This issue brief applies to Bangladesh the analytical framework developed in the first report in the series, which presents general challenges and strategic priorities for developing countries in the context of their implementation of electric power policies and reforms following the 2015 Paris Agreement on climate change.

Because the conversations took place under the Chatham House Rule, the information will not be attributed to any specific individual.   • Abstract: uring the Cold War, the Soviet Union posed a challenge to the United States throughout the entire world, including in the Middle East. Soviet activity in the Middle East, though, was also a challenge for many US allies in the region, and beyond. Soviet influence in the Middle East expanded during the 1950s and 1960s, in particular, as many in the Arab world became angry about US support for Israel, and as several pro-Western Arab governments were overthrown and replaced by anti-Western ones that actively sought Soviet support. Due to several factors, however, many of the gains made by the Soviets in the Middle East ended up being lost. These included: the defection of Gamal Abdel Nasser’s successor in Egypt, Anwar Sadat, from the Soviet to the US camp; Washington’s successful 1970s-era diplomacy in bringing about an Israeli-Egyptian peace agreement; genuine fear of the Soviet threat on the part of Saudi Arabia and other Arab monarchies; the 1979 Iranian Revolution, in which the downfall of a pro-Western regime did not lead to the rise of a pro-Soviet one, but to the rise of one that was both anti-American and anti-Soviet; and, finally, the collapse of both communism and the Soviet Union itself from 1989 to 1991

  • Abstract: In this analysis, the Atlantic Council has set out to estimate the value that the civilian nuclear power sector contributes to the United States’ national security apparatus. Based on a series of inputs, this analysis and conservative estimation found that the nuclear power complex contributes an equivalent of more than $42.4 billion to US national security, as broadly defined. In other words, the lack of a civilian nuclear sector would present an immediate and significant economic shock (and impact on the labor force)—which, in turn, would have immediate and longer-term budgetary implications for the US government. The definition of national security can be viewed narrowly or more broadly, in terms of both the scope of the institutional assets and providers of national security services and the types of functions or services they undertake. This analysis includes both nuclear utilities and nuclear generators, as well as US military and defense facilities, as providing critical national security functions. The utilities and generators provide secure and reliable electricity, accounting for 19.3 percent of total US electricity generation in 2018, and they contribute significantly to the diversified energy-generation mix that the United States enjoys. There are three main reasons for public support of the civilian nuclear industry for national security purposes, which are identified in the analysis that follows. The reasons are 1. the civilian nuclear industry generates a vast investment in human capital, which is a necessary condition for all applications of nuclear energy in the national security apparatus; 2. the civilian nuclear industry and its associated supply chain provide critical risk mitigation and procurement safety to the national security apparatus; and 3. the civilian nuclear industry’s value to national security priorities related to climate change.

  • Abstract: The post-2008 financial regulatory reform has strengthened the banking system, bringing the bank-generated liquidity expansion under control. However, central-bank liquidity has been growing significantly for more than a decade, and financial mediation has moved from banks to non-bank financial institutions, and from lending to capital-market transactions. This new system has created new financial imbalances and distortions and pose new areas of vulnerability that require appropriate policy responses. In “New Risks to Global Financial Stability” author Hung Tran, a nonresident senior fellow at the Atlantic Council’s Global Business & Economics program, assesses the global financial system weaknesses and outlines steps to promote financial stability. Tran updates a framework, first developed by the Committee on the Global Financial System, to recommend policy responses along three lines of defense: prevention of excess liquidity; strengthening domestic policy measures; and cooperative provision of central-bank liquidity.

  • Abstract: Despite the sectarian barbs traded between Saudi Arabia and Iran, Iran's unique ability to meet the kingdom's fast growing demand for electricity may help spur a reconciliation, according to the Atlantic Council's Jean-François Seznec. In his report Crude Oil for Natural Gas: Prospects for Iran-Saudi Reconciliation, Seznec argues that the two dominant energy producers do not necessarily need to see their energy production as competition. Saudi Arabia's currently fuels its stunning 8 percent annual rise in demand for electricity with precious crude oil due to little low cost domestic natural dry gas reserves. Iran's vast gas reserves could be used to meet the kingdom's growing needs, but after decades of punishing sanctions its dilapidated gas fields need an estimated $250 billion in repairs. If Saudi Arabia used its investment power or buying power to help revitalize Iran's gas industry, it would both secure the energy it needs to meet its citizens' demands and free up its crude oil for export. While the sectarian rhetoric hurled back and forth may seem unstoppable and the timeline for reconciliation may be long, Seznec contends that both sides are rational at heart and highlights that that the benefit of economic cooperation on energy issues could open up better relations on a range of issues.

In a new Atlantic Council Issue Brief, "Tunisia: The Last Arab Spring Country," Atlantic Council Rafik Hariri Center for the Middle East Senior Fellows Mohsin Khan and Karim Mezran survey the successes of Tunisia's consensus-based transition and the challenges that lie ahead. "The decision to award this year's Nobel Peace Prize to Tunisia's National Dialogue Quartet is an extremely important recognition of the efforts made by Tunisian civil society and Tunisia's political elite to reach a consensus on keeping the country firmly on the path to democratization and transition to a pluralist system," says Mezran. With the overthrow of the authoritarian regime of President Zine El Abedine Ben Ali in 2011, Tunisia embarked on a process of democratization widely regarded as an example for transitions in the region. The National Dialogue Conference facilitated by the Quartet helped Tunisia avert the risk of plunging into civil war and paved the way for a consensus agreement on Tunisia's new constitution, adopted in January 2014. In the brief, the authors warn that despite political successes, Tunisia is hampered by the absence of economic reforms. Facing the loss of tourism and investment following two terror attacks, Tunisia's economy risks collapse, endangering all of the painstaking political progress gained thus far. Unless the Tunisian government moves rapidly to turn the economy around, Tunisia risks unraveling its fragile transition.

  • Abstract: President Barack Obama's summit meeting with Gulf leaders at Camp David on May 14 will end in failure if the administration does not propose a substantial upgrade in US-Gulf security relations that is as bold and strategically significant as the nuclear agreement–and likely formal deal–with Iran. While the summit will not suddenly eliminate mistrust and resolve all differences, it presents an historic opportunity to put back on track a decades-old US-Gulf partnership that has served both sides and the region well, yet lately has experienced deep turbulence. Failure to strengthen these ties will have consequences, the most dramatic of which could be the acceleration of the regional order's collapse. In a March 2015 Atlantic Council report entitled Artful Balance: Future US Defense Strategy and Force Posture in the Gulf, we made the case for a mutual defense treaty between the United States and willing Arab Gulf partners. In this issue in focus, we offer a more comprehensive and detailed assessment of the risks, concerns, benefits, and opportunities that would be inherent in such a treaty. We recommend a gradualist approach for significantly upgrading US-Gulf security relations that effectively reduces the risks and maximizes the benefits of more formal US security commitments to willing Arab Gulf states.

  • Abstract: Since the Maidan revolution, the Ukrainian government has embarked on a comprehensive reform agenda. But almost two years since the revolution, reforms are still lacking in core areas. The most prominent achievements are the establishment of the National Anti-Corruption Bureau to fight high-level corruption, the introduction of a new police force in the cities of Kyiv, Odesa, and Lviv, the reform of the banking system, and the restructuring of the natural gas sector. However, there were few attempts to reform the civil service and businesses continue to claim that middle-and low-level employees at tax and customs agencies remain corrupt. The authors of "Ukraine: From Evolutionary to Revolutionary Reforms" warn that, if the Ukrainian government does not follow through with an ambitious reform agenda, public support for reforms will wane while dissatisfaction will increase, threatening political stability and the country's successful future. There is no time for slow evolutionary changes. Radical and revolutionary reforms are the only way to success.

  • Abstract: Since August 2014, the US-led air campaign against the Islamic State of Iraq and al-Sham (ISIS) has successfully inflicted casualties on ISIS and weakened its oil revenues. However, the same efforts have also accelerated the rise of the Nusra Front, an al-Qaeda affiliate, and the near-collapse of nationalist rebel forces. In "Defeating the Jihadists in Syria: Competition before Confrontation," Faysal Itani of the Atlantic Council's Rafik Hariri Center for the Middle East details the unintended consequences of the coalition air campaign and proposes a revised US strategy. He argues that the United States can effectively assist nationalist insurgents to defeat ISIS and the Nusra Front by enabling them to compete with and contain these groups before ultimately confronting them. Itani writes that the US-led campaign thus far and the train-and-equip initiative set to begin next month undermine and weaken nationalist rebel forces. He criticizes these efforts for failing to provide sufficient support to the rebel forces, while directing them to target ISIS instead of the regime. Meanwhile, the Nusra Front and other jihadist organizations have greater resources and have been effective in targeting the Assad regime. As such, nationalist rebel forces and local populations have increasingly aligned with the Nusra Front and even tolerate ISIS in order to protect themselves against regime violence, criminality, and chaos. Itani's proposed US strategy offers a practical and workable response to the rise of jihadists groups in Syria; this revised strategy seeks to support rebel forces to compete with the Nusra Front for popular support and to take control of the insurgency, contain ISIS, and build capacity for an eventual offensive against the jihadists. This approach will build on positive results in southern Syria by significantly increasing direct financial and material support and training for vetted nationalist groups that have already shown significant success. Simultaneously, in the north the campaign can provide sufficient material support to nationalist forces while expanding coalition air strikes to target ISIS's frontlines, allowing the nationalist insurgency to defend and govern territory. Only once nationalist insurgent forces have successfully competed with the Nusra Front and contained ISIS can they confront and ultimately defeat the jihadist groups in Syria.

  • Abstract: September 2015 marked the one-year anniversary of President Barack Obama's speech outlining the administration's strategy to "degrade and ultimately destroy" the Islamic State of Iraq and al-Sham (ISIS). Yet, ISIS celebrated in June its own first-year anniversary of setting up a state by conducting three nearly simultaneous terrorist operations in three different countries—France, Tunisia, and Kuwait. Just this past month, ISIS also shocked the world with its attacks in Paris and Beirut and its downing of a Russian airliner in Egypt, killing more than 400 people combined and injuring hundreds more. While nobody expected the destruction of a resilient and agile foe such as ISIS within a couple of years, it is deeply troubling that the coalition is having such a hard time even disrupting its activities.

  • Abstract: Cyber has become the new conflict arena. It ranks as one of the greatest national security challenges facing the United States for three reasons. First, as the revelations about the National Security Agency's (NSA's) activities suggest, cyber offense has far outpaced cyber defense. Second, cyber capabilities are prevalent worldwide and increasingly are being used to achieve the strategic goals of nations and actors adverse to the United States. Third, it is highly unlikely that cyber espionage and other cyber intrusions will soon cease. While the promise of democracy in the Arab transition countries was seen as the driving force in the uprisings, economic issues were an equally important factor. The explosive combination of undemocratic regimes, corruption, high unemployment, and widening income and wealth inequalities all created the conditions for the uprisings. The citizens of these countries thus expected governments to simultaneously address their political and economic demands.

  • Abstract: Among the many problems facing Libya's troubled transition to democracy is the challenge of constructing a state in a country with a legacy of weak institutions. Muammar al-Qaddafi's brutal forty-two-year dictatorship employed a policy of de-institutionalization, leaving the presence of the state feeble throughout the country. Those organs that were powerful, including the secret security apparatus, lost their leader with Qaddafi's fall in 2011, leaving a power vacuum that nonstate actors have scrambled to fill. Some of the most influential political groups in Libya today are militias formed during and after the revolution. Although some are loosely affiliated with the ministries of interior or defense, most, if not all, do not demonstrate any particular loyalty to the government. Militias have kidnapped the prime minister (the militia responsible called it an “arrest”), assassinated judges and police officers, physically occupied the office of the justice minister, and engaged in an urban battle in Tripoli. They also seek to advance their political interests—which vary, but include influence over officials, rent seeking, and some Islamist agendas—with threats against ministries or officials. And yet the state relies on militias to provide essential security services such as running checkpoints and protecting the airport because no ministry force is up to the task. The ascendancy of these militias points to two troubling realities: the state lacks a monopoly over the use of force and the country faces an ongoing deterioration of the rule of law.

  • Abstract: The release of the second installment of the Intergovernmental Panel on Climate Change's Fifth Assessment Report on March 31, 2014, provoked the usual calls for urgent and immediate action in response to climate change, including in particular at the international level in the form of a new climate treaty built upon domestic regulatory regimes. Irrespective of whether these calls for action are overly strident or carefully measured, the law plays a central role. In almost any discussion, the breadth and stringency of national and sub-national regulations and the extent to which a treaty can make them “legally binding” assumes paramount importance. But this emphasis on law is misplaced, because it runs headlong into the hard reality that would confront any international climate agreement in the US Senate. And given the soaring use of coal around the world, it also draws attention and resources away from far more achievable opportunities to develop and deploy advanced coal technologies that would allow the world's most abundant, accessible, and affordable energy resource to meet critical energy needs in balance with each country's environmental, economic, and security priorities.

  • Abstract: The recent events in Ukraine have revived the question of European dependence on Russian natural gas. The security of Europe's natural gas supply has been a consistently important issue in Russian-European Union (EU) relations. Russia provided 34 percent of EU gas in 2012, and Russian policies can have a direct impact on EU supplies. After the West-Russian confrontation over Ukraine, a lot has been said about the 'US shale gas revolution' and the possibilities of the United States becoming an energy exporter for future European energy needs. Although US energy independence seems to promise new perspectives for future European energy security, as well as for the balance of power in the Middle East, this is not for this decade. We cannot expect that the European Union would be able to cut off all of its energy relations with Russia, but we can foresee–or at least agree–that the European Union should diversify its natural gas supplies.

While the focus in Washington is centered on jihadist extremists in Iraq and Syria at present, the threat from al-Qaeda in the Arabian Peninsula (AQAP) against the United States continues. Top al-Qaeda leadership in Yemen is hailing the territorial gains of ISIS in Iraq, and some al-Qaeda operatives are imitating ISIS' techniques such as public slaughters of those deemed infidels, prompting fears of cooperation between two of the most active Islamist militant networks. Recent aggression by the Houthi movement, a Zaydi Shia rebel militia, against state institutions and tribal opponents has opened a new front of instability and security vacuum that AQAP is all too ready to exploit. Inattention to the interconnected nature of tribal conflict, terrorist activity, poor governance, economic grievances and citizen discontent is proving to be a dangerous combination for both Yemen and the United States. The Yemeni context may seem far from the current focus on Baghdad and Damascus, but getting the US strategy right in Yemen will have consequences for regional stability and core US interests throughout the Arabian Peninsula and beyond.

  • Abstract: The December 2010 self-immolation of twenty-six-year-old itinerant fruit vendor Mohamed Bouazizi sparked popular protests in Tunisia that rippled throughout the Arab world. Like so many of Tunisia's youth, Bouazizi felt disenfranchised by the Zine El-Abidine Ben Ali regime. For over twenty-three years, a corrupt security apparatus allowed Ben Ali to rule the country with an iron fist. The public avoided criticizing the regime or even mentioning Ben Ali's name for fear of reprisal. During the Tunisian revolution, protesters demonstrated their anger at the security institutions that perpetuated the regime's hold on power by attacking police stations. With the fall of the regime, Tunisians began to publicly voice their opinions on previously forbidden issues such as politics, corruption, and police abuse.

  • Abstract: In a May 2013 speech outlining his counterterrorism policy and addressing the use of drone strikes, President Barack Obama insisted that the United States uses the "highest standard" of criteria when selecting targets. The United States, the president said, only strikes "terrorists who pose a continuing and imminent threat to the American people...and before any strike is taken, there must be near-certainty that no civilians will be killed or injured." More than a year later, the administration seems to continue brazenly violating its own standards while also failing to fulfill its pledge to increase transparency and oversight with respect to the use of drone strikes. The administration has yet to explain how strikes such as the December 2013 attack on a wedding convoy in Yemen, which resulted in fourteen deaths and twenty-two injuries, could possibly fall within the guidelines laid out in the president's speech.   • Abstract: US President Barack Obama has called the international dispute over Iran's advanced nuclear program "one of the leading security challenges of our time." Fitting for a problem of this magnitude, analysts have thoroughly examined the major policy options for addressing the challenge, including most notably, diplomacy, containment, and military strikes. Lost in this focus on the broad policy options to prevent or deal with a nuclear-armed Iran, however, is the acknowledgement that Iran already possesses a latent nuclear weapons capability and that this capability poses several threats to international peace and security at present. Moreover, it is almost certain that Iran will retain such a capability in the short to medium term regardless of how the nuclear diplomacy progresses-and even if the international community and Iran agree to a "comprehensive" nuclear deal. Rather than an exclusive focus on broad strategies for preventing a nuclear-armed Iran, therefore, it would also be prudent to identify and mitigate against the challenges posed by Iran's extant latent nuclear capability, a capability that will likely remain in place even if Washington's policy of prevention is successful.

  • Abstract: In President Barack Obama's first term, his administration withdrew US forces from Iraq, ratcheted up pressure to thwart Iran's nuclear ambitions, began the adjustment to relations with post-authoritarian governments in Arab countries including Egypt, struggled with how best to handle an increasingly bloody rebellion in Syria, and attempted to restart diplomacy on the Israeli/Palestinian problem. At the beginning of his second term, US interests are at significant risk as the region continues to undergo profound changes, and Arab and European allies are asking for greater US engagement. The region also presents the United States with unanticipated opportunities, such as the development of Arab democracies and a reduction in Iranian influence. The challenge facing the United States is how to lead without dominating, and how to protect and promote US interests without absolving other actors of responsibility. Thus, the task for this administration is to develop a strategy: to match the president's positive rhetoric with meaningful follow-up in terms of diplomacy, assistance, and security cooperation.

  • Abstract: Egypt's judiciary has played a central role in the country's transition since the ouster of President Hosni Mubarak in February 2011. The political forces that led the uprising agreed on almost nothing except their profound rejection of dictatorship, corruption, and injustice. The military generals who took over from Mubarak lacked the imagination or the will to set out a clear roadmap to democracy. Ultimately, it fell to the judiciary to shape many aspects of the transition.   • Abstract: Iran has never had what the West would regard as free, fair, and competitive elections. Some would point to the brief periods following the 1906 Constitutional Revolution and between the end of World War II and 1953, when a CIA-backed coup re-installed Shah Mohammad Reza Pahlavi, as possible exceptions to this rule. The upcoming presidential elections this June will be no such exception, with candidates restricted to eight proven loyalists to the regime. Nevertheless, the vote will be an important barometer of the stability and durability of an embattled regime that is increasingly unpopular domestically and isolated internationally. The elections will also produce a new turn of the kaleidoscope within Iran's shrinking political elite, as existing factions break apart and regroup. The next president is likely to be more moderate in tone, if not in policy, and more competent and less divisive than the outgoing Mahmoud Ahmadinejad. This could have important implications not just for the country's domestic course but for Iran's confrontation with the United States and the international community over the nuclear question.

As the predominant locus of human settlement, cities already wield considerable power and will continue to increase their influence in the decades to come. Cities generate most of the world's wealth. They are the places where citizenship and political participation are defined, redefined, and contested. They are the sites where global challenges ranging from climate change and natural resource depletion to international security problems are felt. In other words, we have seen the future, and it is urban.   • Abstract: While Jordanians are focused on the conflict raging in neighboring Syria and the prospect of violence spilling over onto Jordanian soil, below the surface the same kind of political, economic, and social grievances that launched a wave of uprisings in the Arab world are present and intensifying in Jordan with each passing day. As calls for political change swept through Cairo, Tunis, Tripoli, and Sanaa in the spring of 2011, periodic protests emerged throughout Jordan as well, where a diverse mix of people came out in calls for greater freedoms and economic opportunity. Many of the anti-government demonstrations were led by youth, representing a broad spectrum from conservative East Bank tribes to the urban Palestinian-Jordanian elite, and the normally politically apathetic youth population seemed engaged in unprecedented ways. Young Jordanians struggle to land decent jobs, find affordable housing, and save enough money to get married; with 55 percent of the population under the age of twenty-five, and a 26 percent unemployment rate among males between fifteen and twenty-five years old, there is reason to be cognizant about youth discontent emerging in unexpected or critical moments of pressure.
