201. Building on Digital ID for Inclusive Services: Lessons from India

Abstract:
India has emerged as a leader in building on its biometric digital ID (Aadhaar) to reform service and program delivery. It moved quickly to consolidate the rollout of Aadhaar, and then to embed the unique Aadhaar number into program databases. A range of applications, including digital signature and payments, was then constructed on top of the Aadhaar foundation (the India Stack). Together with partners, the Center for Global Development is analyzing the effects of Aadhaar-based reforms. India offers lessons for many other countries as their focus evolves from rolling out an ID system towards using it to improve the efficiency and inclusivity of service delivery. Some programs using Aadhaar are federally administered but others are implemented at state level. It is already clear that some states and sectors are reforming better than others, generally because of better design of the digital reforms or stronger capacity to implement them. The three programs we discuss below high- light achievements as well as challenges that need to be overcome for greater efficiency and inclusion.

Abstract:
Bangladesh provides a significant global public good by hosting over one million Rohingya refugees. Most are living in camps in Cox’s Bazar district, where resources and livelihoods are strained. The refugee situation is likely to be protracted, and medium-term planning is critical. CGD has been working with local and international partners to understand what that medium-term response could look like. This is one of five publications where we outline steps for developing a medium-term plan for Bangladesh, to benefit refugees and their host community alike. The other four cover forest and landscape restoration, trade, private sector investment, and labor mobility.

203. When Does “What Works” Work? And What Does that Mean for UK Aid R&D Spend?

Abstract:
The UK’s Secretary of State for International Development[1] oversees an aid-financed R&D[2] budget that is larger than that of the next 15 biggest donors combined. [3] At the moment, a considerable proportion of that UK R&D spend goes towards solving global technological challenges related to neglected tropical diseases including malaria, and a considerable proportion again towards local evaluation of aid-financed development interventions. Much of the rest is somewhat opaquely distributed to British universities for research supposedly related to development. As well as reform of this last category, the range of more legitimate activities benefiting from ODA “research and development” calls for innovation in approaches to deliver outcomes. This paper will argue there is a (fuzzy) spectrum of development procedures, for some of which global innovation, evaluation, or “best practice” can be informative, for some of which local evaluation or experimentation can be useful, and for some of which perhaps only practical experience and local wisdom can help. That there is a spectrum of intervention types and research opportunities, and that local evidence is often required, has implications for the kind of research that UK aid can usefully support as part of its R&D program and where that research should happen. In turn, that suggests a reform agenda for the way UK ODA for R&D is currently spent.

206. Automation and AI: Implications for African Development Prospects?

Abstract:
Now that computers are capable of taking the jobs that require brain as well as brawn, it may appear there is little left for humans to do. There are many scary forecasts of the capacity of automation and AI to replace a lot of workers very fast. Self-driving vehicles may wipe out opportunities for taxi driv- ers and truckers, for example. Brynjolfsson, Rock, and Syverson note there are 3.5 million people em- ployed driving vehicles in the US. If automation reduced that to 1.5 million, that alone would increase total US labor productivity by 1.7 percent,1 but it would also leave two million drivers looking for work. In 2013, Oxford economists Carl Frey and Michael Osborne made waves by predicting that 47 percent of US employment was automatable over the next two decades, with a higher estimate for developing countries.2 Erin Winick of Technology Review subsequently produced a summary table of job losses and gains estimations on automation.3 Some of the worldwide figures are in Table 1. There are clearly two sides to the ledger, but some of the predicted job loss numbers at the global level are considerable. The forecasts suggest bad news for Africa in particular, given concentration in types of low-skill jobs that might be easy to automate, rising working age populations, and already far too few good jobs to occupy the existing population. Arntz et al. suggest the share of workers at high risk of automation is 40 percent amongst those with a lower secondary education and above 50 percent for those with primary or less education.4 Advanced manufacturing and AI applications including automated call centers might even reverse the trend towards manufacturing and low-skilled services moving to developing countries. That would imperil a recent run of global income convergence. And there have been cases of impact al- ready: Foxconn replacing 30 percent of its workforce when it introduced robots, and 1,000 lost jobs in Vietnam when Adidas shuttered a factory and moved production to “speed factories” in Germany and the US. If this is the beginning of a trend, it would be harmful to African development prospects.

207. A Smoother Trade Transition for Graduating LDCs

Abstract:
For nearly 50 years, the world’s “least developed countries” have received extra financial support and preferential trade treatment to help them grow and develop. In the first three decades after the Unit- ed Nations (UN) created the LDC category in 1971, only one country—diamond-rich Botswana—out- grew that status. Since then, four more countries have graduated, and the pace is set to accelerate over the coming decade. Moreover, the countries approaching graduation in the next decade will pose different adjustment challenges than those that preceded them. When a country successfully graduates, it loses access to the special finance and trade programs that come with LDC status. In the case of trade, that can mean the graduating country’s exporters sudden- ly face the higher tariffs that their more advanced competitors face, so-called most-favored nation (MFN) tariffs. Even if these countries remain eligible for the Generalized System of Preferences (GSP) that is available to developing countries, those programs are typically much less generous than the duty-free, quota-free market access that most advanced economies provide for LDCs.1 Moreover, out- side the European Union (EU), few countries provide transition measures for graduating LDCs (see Annex A). Nor does there appear to be much planning to prepare for the coming wave of graduations. The United Kingdom has already committed to provide barrier-free market access for LDCs, similar to the EU’s Everything But Arms (EBA) program.2 But British policymakers have a unique opportunity to improve on that model as part of post-Brexit trade and development planning, including to ad- dress the coming wave of graduations. And if the UK remains in the customs union, it can work with EU policymakers to improve the graduation process as part of the review of the GSP regulation that expires in 2023.

209. Emerging Political Reforms and the Future of Ethiopian Federalism: Policy Options for Stability, Peace, and Development

This policy brief explores the prospects of deploying federalism as an instrument of peacebuilding in the context of emerging political reforms in Ethiopia. The ap- pointment of Abiy Ahmed as prime minister in April 2018 by the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) marks a watershed moment in Ethiopia’s political history. The agenda of political reform adopted by EPRDF was largely due to two interrelated factors. First, the need to overcome the ap- parent fissures and constant power struggles within the party, especially since the death of Prime Minister Meles Zenawi in 2012. Second, as a response to the youth-led mass anti-government protests which started in 2015, primarily in the two most populous regions of the country, Oromia and Amhara. While the ongoing reforms are generating some optimism, there are also wor- risome developments in parts of the country. More than 1.4 million people have been displaced from their homes. The causes of their displacement are inter- ethnic tensions and identity-based communal conflicts over issues such as the ownership of natural resources linked to people’s livelihoods and the location of territorial borders. Those hit hardest by internal displacement are communities living in Gedeo and West Guji in southern Ethiopia and in the border areas of the Oromia and Somali regions. There are also tensions between the Amhara and Tigray regions over the identity of Wolqait and Raya communities.1 Similarly, the Sidama ethnic group’s demand for regional status in southern Ethiopia has cre- ated tension in the area. Moreover, there are reports of a breakdown of law and order in parts of the Amhara and Oromia regions.

Abstract:
The size of the shadow economy has been declining at a slow rate over the past 16 years in Swaziland. The size of the shadow economy was found to be 37.4 % in 2016. This was equivalent to E20.5 billion of the Gross Domestic Product (GDP) in 2016. The key drives of the shadow economy in Swaziland were found to be the tax burden (direct and indirect taxation), self-employment, the importance of the agricultural sector and the institutional quality of governance institutions. For the country to fast tract its developmental agenda (Vision 2022), it is important for the country to enact policies that will harness and transition the shadow economy into the mainstream economy by targeting the drivers of the shadow economy locally.

Abstract:
Governments are constantly under pressure to improve public sector performance and at the same time restrain expenditure growth. Public sector organisations are responsible for providing the necessary public goods and services to the citizens, hence the administration of the public service is traditionally grounded in the achievement of efficiency in the work of its departments in pursuance of goals related to service provision (Manzoor 2014). Some scholars argue that the efficiency of the public sector is key to delivering a ‘smarter state’ capable not only of delivering more for less, but better public services, which requires an evidence-based understanding of what the public service has been able to deliver so far, the drivers of these outcomes and the different options available (Hawkins et al. 2016). Swaziland’s private sector, non-governmental organisations, and the public feel that while the country’s public service is evolving, it is still grappling with finding an ideal management style that will ensure better service provision, but in the process of evolution, service delivery of public goods remains compromised, hence customer satisfaction is low. So what can be done to improve the efficiency and performance of the public service? Analysts argue that implementing e-governance has brought unprecedented efficiencies in the work of government to serve citizens (Manzoor 2014). To achieve this and more, governments are widening their base of development partners who can assist in capacity building for civil servants, and funding for the implementation of its programmes.

Abstract:
For many years, data on Science, Technology, and Research and Development (R&D) indicators in Swaziland have been missing. Not surprisingly, the country has been unable to monitor its progress and performance on scientific and technological development. This is notwithstanding that the Kingdom of Swaziland’s revised National Development Strategy (NDS) (2016) commits the country to drive social and economic development by intensifying efforts and investment into research, innovation, science, and technology. The ultimate goal is to use R&D to inspire large gains in productivity, especially in the agricultural and manufacturing sector (GoS, 2016). The importance attached to R&D in Swaziland is demonstrated in the country’s investment into a science and technology park, which houses both a biotechnology and an innovation park. Around the world, science, technology, and innovation (STI) is acknowledged as a driver of social and economic development and more recently, as a means to attain the sustainable development goals (SDGs). STI indicators are important as a starting point for monitoring progress on scientific and technological development and for formulating responsive STI policies.

213. Water Security and Growth: The case of the Middle East and North Africa Countries

Today, the challenge of water security is global, and growing. Achieving and sustaining water security, in both developed and developing countries, is likely to increase in complexity and priority—not only as climate change intensifies, but also as the demands of economic growth increase. While most developed countries invested heavily in water security, often starting early on their path to growth, most of the world’s developing countries remain relatively water insecure. The dominant threats to water security vary geographically and over time. Relative risks to populations vary globally: South Asia has the largest global concentration of population at risk of all water-related hazards; the Middle East and North Africa (MNA)2 stands out as having the highest percentage of the population facing scarcity and the only region where risks are still growing; and Sub-Saharan Africa has the highest percentage of population without access to water and sanitation. What is clear is that water security is not a stagnant goal, it is a dynamic process affected by changing climate, political set up, growing economies, and resource degradation. Moreover, as social, cultural, political, economic priorities and values evolve, water security will evolve with them. This note argues that in the MNA countries, instead of water security becoming an impediment to growth and factor in conflicts, water for growth and water security can be a factor of prosperity and peace.

Sub-Saharan African countries are experiencing rapid urban growth challenging policy makers to provide infrastructure and services under tight fiscal constraints. Urbanization has the potential to boost economic growth, attract capital, create jobs, and fight poverty; but cities in Africa are failing to reap these benefits. More than half of SSA population lives in urban areas, but 55% of these citizens are established in informal settlements underserved by public services and threatened by natural disasters. GDP in Africa is mainly concentrated around urban areas proving that national economic growth depends on the productivity of the cities. Urban development should be a national priority sustained by policy reforms, strategic investments in infrastructure, decentralization, and stronger inter-governmental systems and institutions.

218. Advancing Sustainable Development between Conflict and Peace in Myanmar

Over the last five years Myanmar has gone through fundamental changes as it transitions toward peace and democracy. This transformation provides Myanmar with a unique opportunity to build a peaceful and inclusive society and advance on the path to sustainable development and sustaining peace. Yet at the same time, Myanmar remains submerged in conflict and lacks national consensus on the future of the state. Achieving the 2030 Agenda in Myanmar will therefore require an inclusive and conflict-sensitive approach that takes into account the views not only of the central government but also of ethnic-minority groups. Based on an eighteen-day field study in Myanmar in 2017, this paper examines the country’s progress toward sustainable development and sustaining peace from these divergent perspectives. This paper, co-funded by the Fafo Research Foundation, is part of the International Peace Institute’s (IPI) SDGs4Peace project, which seeks to understand how the 2030 Agenda is being rooted at the national and local levels and to support the implementation of the Sustainable Development Goals. The project focuses on five case studies: the Gambia, Greece, Guatemala, Lebanon, and Myanmar. Implementation of the 2030 Agenda provides each of these countries an opportunity not only to buttress existing aspirations but also to build new partnerships that transcend traditional approaches.

219. A Poisoned Well: Lessons in Mediation from South Sudan’s Troubled Peace Process

In 2013, the world’s newest nation—the Republic of South Sudan—descended into civil war. External actors moved quickly to convene peace talks under the auspices of the Intergovernmental Authority on Development (IGAD), leading to a comprehensive peace deal in August 2015. But the agreement unraveled just a year later, before it could be implemented, and the war metastasized. This paper examines the IGAD-led peace process for South Sudan from 2013 to 2015. Viewed through a prism of mediation best practice, it is a critical assessment of the attempt to negotiate a settlement of the conflict and a distillation of lessons learned. While singular conclusions are hard to draw, the paper concludes that the process may have helped to slow South Sudan’s civil war and provided a platform to confront the fundamental changes required to transform state and society. But inherent flaws meant the peace deal lacked the political will, broad national ownership, and implementing authorities necessary to make it stick. As IGAD member states and international partners now attempt to “revitalize” the peace process, they would be wise to evaluate, and build upon, its lessons.

The Danish Peace and Stabilisation Fund is a prime example of how to combine civilian and military instruments to address conflicts in fragile states. However, there is still room for stepping up synergies of the military-civilian balance in Denmark’s comprehensive conflict management. Recommendations ■ Increase the frequency of formal feedback between the field and the strategic level of the PSF to avoid loss of knowledge. ■ Synergies between civilian and military instruments should take place through complimentary-but-separate interventions. ■ Take PSF instruments into account when planning Denmark’s broader engagement in conflicts to ensure a more comprehensive security policy effort.

Abstract:
The Policy Brief presents the findings and recommendations from a new study of social mobilisation activities in Nepal. The study suggests that the new local government bodies can make a significant difference in bringing better and more inclusive public services and in enabling stronger local economic development. Increased government budgets, better human resources and not least new local elections have changed the conditions for the population. But locally elected representatives need to engage more with citizens and citizens need to engage more with local government. The study suggests that recent experiences with social mobilisation and local governance in Nepal offer important lessons for leaving no one behind in the new context. This policy brief presents the case made by the study, its core findings and the recommendations these give rise to.

Abstract:
China will take measures to further open up to the outside world, Xi said in his highly-anticipated keynote address at the Boao Forum for Asia. But amid the escalating China-US trade conflict, some people have wrongly assumed Xi made the remarks with the Trump administration's accusations in mind. But a review of China's policies shows the country will deepen reform and opening-up because of its practical development needs, not because of any other country's demand or coercion. And more importantly, if the US insists on starting a trade war, China's further opening-up policies will not apply to any US enterprises. To people concerned about China's development, Xi's speech must have sounded inspiring, but not surprising, as opening-up has been a development theme for China for the past 40 years.

Abstract:
Climate finance efforts by developed countries are at a critical juncture. There are only two years before the deadline by which developed countries have committed to jointly mobilize $100bn per year to support climate action in developing countries. This $100bn commitment has a pivotal role to play in supporting developing countries to reduce their emissions and adapt to the impacts of climate change. This year will also see governments at the 24th Conference of Parties (COP24) in Katowice agree new rules to govern how climate finance is accounted under the Paris Agreement – rules that will shape the quality and transparency of climate finance provision for many years to come. This briefing paper offers an assessment of progress towards the $100bn goal. The second in a series, it looks at the latest donor figures for 2015-16, with a strong focus on public finance. It considers how close we are to the $100bn goal; where the money is coming from; where it is going; what it is being spent on; and how donors are counting the money they report.

Faced with the disappointing performance of centralized systems, many African states opted for decentralization in the 1990s in a bid to ensure that their citizens receive quality services (Anago, 2009). In theory, decentralization involves withdrawing some powers from the central state and transferring them to elected bodies at the local level. This introduced the concept of local governance, whose practical implementation supposes that all actors understand the institutional framework within which they function as well as their roles, responsibilities, and room for maneuver. In Benin, since the installation of the first communal and municipal councils in February 2003, decentralization has become one of the pillars of development, making better governance in local matters a fundamental element of the process. Municipal councils have taken on a number of responsibilities once left to the central state, such as maintaining local marketplaces and community hygiene, issuing bicycle licenses, and collecting some taxes. In order to manage and monitor financial resources allocated to local bodies, the central state established the Communal Development Support Fund (Fond d'Appui au Développement des Communes) in 2008. Despite good intentions and political decisions in favor of the decentralization process, good governance in our communities faces significant hurdles. Local populations express dissatisfaction with local councillors, and the transfer of powers and financial resources from the central state to local bodies is still not completely effective. Fifteen years after the first steps toward local governance in our municipalities, what lessons should be learned? How do Beninese citizens assess this governance process, and what roles do they play in its implementation? Has decentralization impacted the most vulnerable, i.e. the poorest? What are the interactions between local councillors and their constituents? Afrobarometer data from Benin make it possible to examine citizen perceptions of local governance. Our analyses reveal that popular assessments of local government performance are largely negative and haver worsened over time. We find a link between the level of popular trust in the municipal council and the perceived quality of local governance, as well as between communal development and perceptions of the local authority's activities.

Swaziland, in the National Development Strategy (NDS), aspires to achieve development through investments in science, technology, and innovation (STI). However, using innovation to uplift the country from poverty and tackle economic growth requires investment in research and experimental development (R&D), human capital development, and the establishment of relevant institutions and governing bodies to direct scientific and technological development which are currently missing. Due to low investments in innovation and R&D, the lack of funding sources, absence of a national STI strategy and R&D agenda, and low collaboration between institutions, the country is struggling to propel STI-driven development. As a result, Swaziland is largely a consumption-based economy, with high imports and low exports, and the domestic industry is underdeveloped. The implication is that as economies grow and become more competitive, Swaziland will continue to remain behind. Hence, to use STI to drive social and economic development the country needs to affirm this concession by developing a national STI strategy. Establishing a Ministry of Science, Technology, and Innovation would enhance the coordination of STI activities and manage the funding and implementation of STI policies.

As part of the “Rethinking Yemen’s Economy” initiative, more than 20 of the leading socioeconomic experts on Yemen converged for the second Development Champions Forum on January 14-16 in Amman, Jordan. Among the urgent topics of discussion was the deterioration of the value of the Yemeni rial (YR), the magnifying impact this is having on the humanitarian crisis, and the need to re-empower the Central Bank of Yemen (CBY) as the steward of the rial and the economy generally. This policy brief is an outcome of those discussions, and the recommendations it includes collectively underline the need for the CBY to function in a more coherent, assertive manner – whereby its various branches operate as a united entity that is able to draft and implement monetary policies for Yemen as a whole. This paper includes further input from the Development Champions following the announcement by Saudi Arabia on January 17 of a $2 billion deposit to the CBY. Decades of political instability and cyclical armed conflict have curtailed Yemen’s economic growth, job creation and labor productivity. Before the current conflict, much of the country’s working population was engaged in unskilled labor, working in rural agriculture or informally employed in small businesses. More recently, the ongoing conflict has destroyed normal commerce and left millions of Yemenis without a means of supporting themselves or their families. Even those not directly affected by the fighting now face brutal economic hardship. The economic crisis has become the primary driver of what the United Nations has called the world’s largest humanitarian catastrophe. In the midst of this crisis, the need for job creation is paramount. As part of the “Rethinking Yemen’s Economy” initiative, 22 of Yemen’s leading socioeconomic experts convened in Amman, Jordan on July 14–16, 2018 for the third Development Champions Forum. Sharing a collective sense of urgency to address Yemen’s worsening economic and humanitarian crises, the Champions discussed job creation in Yemen and developed potential strategies to combat increasing levels of unemployment and economic hardship. This policy brief presents the outcome of their discussions. The Development Champions recommend that policy makers seek to create jobs immediately by investing in sectors that have historically been neglected in favor of oil and gas activities. This includes investing in agriculture, developing the fishing industry, expanding mining operations, and linking reconstruction efforts to the local construction sector. In the medium term, policy makers should look to new initiatives, such as constructing a free zone on the Yemen-Saudi border. By providing these livelihood opportunities in the immediate and medium term, policy makers will also help limit the number of Yemenis who feel forced to join an armed party to conflict because of economic necessity.

Many African countries fail to achieve their development targets partly as a result of underdeveloped and underused science and technology as well as limited invention and innovation by both the private and the public sectors. For most African countries, the major proportion of domestic contribution to research and development (R&D) activities is provided by the government, with little from the private sector. This policy brief is based on The Africa Capacity Report 2017 (ACR 2017). It describes the importance and contribution of the private sector to advancing science, technology and innovation development in Africa. The paper also highlights the capacity imperatives needed to increase private sector participation in STI development and formulates key policy recommendations.

Agenda 2063 and the Common African Position on Agenda 2030 identify STI as a key enabler to achieving inclusive and sustainable development in Africa. The ACBF’s STI Survey (2016) confirms the importance of STI strategies and capacity development in African countries. The survey findings point to African institutions of higher learning as having a crucial role in building Africa’s STI capacity. Thus, it is imperative that these institutions create appropriate systems that produce well-trained human capital in STI and other sector-specific critical technical skills. This entails refocusing investment priorities towards accumulating STI infrastructure, creating and strengthening partnerships, and redesigning curricula to meet Africa’s needs.

At a glance, China and Zambia – just like China and Africa – are strikingly different in many ways. They followed markedly different paths to development. The objective of this policy brief is to discuss issues affecting sustainable infrastructure development in Sub-Saharan Africa (SSA)2 countries including challenges, opportunities, and investment options facing SSA countries. Sustainable infrastructure refers to the designing, building, and operating of infrastructure 3 projects taking into account social, economic, financial, ecological and environmental considerations. Sustainable infrastructure enhances quality of life for citizens, helps protect vital natural resources and environment, and promotes a more effective and efficient use of financial resources.4 Infrastructure development and financing are an indispensable component of growth for any economy, and are an essential building block for SSA countries to get on the path of sustainable development. However, at present, SSA countries lack adequate and sustainable infrastructure to support increased economic growth. Overall and by all indicators, SSA is the least endowed region of the world in terms of infrastructure, even when compared too low- and middle-income countries in other developing regions. Moreover, private sector investments in SSA infrastructure remain among the lowest in the world. This is due to a number of contributing factors, including small country size that affects economies of scale and service delivery costs; low incomes that constrain affordability; weak institutions; underdeveloped domestic capital markets resulting in lack of locally-denominated long term capital; and relatively poor business environments. Closing SSA’s infrastructure gap would thus require a multi-track approach to increase all forms of public and private investments and leverage a variety of financial instruments, including guarantees.

India’s transition from being a recipient of aid to a donor makes for a feel-good story. The policy brief questions this rose-tinted rhetoric and argues that there is an urgent need to map and systematise the diversity of India’s engagement as an actor in this evolving space. What sort of normative choices and tensions are these likely to present for Indian diplomacy? At the end of the day, many of these issues will be fundamentally linked to how India perceives its role in the region and the world at large and how it chooses to engage with questions of benefit sharing, trade-offs and the allocation of risks and burdens. In the wake of the devastating destruction in Gaza in 2014, the Gaza Reconstruction Mechanism (GRM) was established as a temporary measure to facilitate the entry of construction materials and a range of items classified and treated as ‘dual use’ by Israel. Two and a half years on, vital water sector recovery and development remains hampered and fully controlled by the Government of Israel, demonstrating the extent to which Israeli government policies continue to undermine humanitarian response, cause de-development and exacerbate the separation of the Gaza Strip from the rest of the Occupied Palestinian Territory and the world. This paper analyses the effectiveness of the GRM in improving access to water, health and sanitation services, assesses the roles and responsibilities of a range of actors and identifies urgent steps in relation to the GRM that should be taken to contribute to the development of a just, effective and sustainable water sector in Gaza.

In Mali, French aid aims to build the technical capacity of Malian administrations to collect tax by fighting against fraud and tax evasion. However, collecting more domestic resources alone will not be sufficient to reduce poverty. France must support watch-dog organizations to ensure greater transparency and accountability on the use of these resources for the benefit of the poorest.

Access to justice for all citizens has long been recognized as a cornerstone of democracy, good governance, and effective and equitable development. Its centrality has recently been highlighted in the United Nations’ Sustainable Development Goal 16 (SDG16), which calls for all societies to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels” (United Nations, 2016). The United Nations Development Programme (2004) has even described access to justice as a basic human right. Access to justice is described broadly as the ability of citizens to “seek and obtain remedies” (American Bar Association, 2012, i) and to “prevent the abuse of their rights and obtain remedies when such rights are abused” (United States Agency for International Development, 2010, 12). Providing access to justice requires meeting several conditions. It requires a legal framework that protects citizens’ rights and that is known and comprehensible to ordinary people. It requires that court costs are reasonable and that legal counsel is both available and affordable. And it requires that citizens are confident that laws will be fairly and effectively applied. In short, it requires the existence of a remedy, citizens with the legal empowerment and capacity to seek a remedy, and a court system with the capacity and will to provide an effective remedy (International Commission of Jurists, 2009). These conditions are often evaluated through expert assessments. However, the perspectives of ordinary citizens – including both the public at large and actual users of the legal system – can shed critical light on the extent to which people enjoy access to justice. Do ordinary citizens use the legal system to resolve disputes, or do they avoid it? Do they have confidence in court decisions, and in their own ability to secure just outcomes? Can they obtain the legal advice they need, and afford to pursue a case? And when they do go to court, what are their experiences? Are women, the poor, or marginalized groups treated differently than men or wealthy elites?

The world community already lives in a climate changed world. However, the need to adapt to its increasing impact is extremely urgent for the particularly vulnerable countries, such as the least developed countries (LDCs), small island developing states (SIDS) and Africa. Of all these countries, Bangladesh stands unique in terms of climate impacts on a huge population of 160 million living in a small territory sandwitched between the Himalayas in the North and Bay of Bengal in the South. Obviously, Bangladesh has a huge groundswell of experiential learning from living with climate disasters for ages. This experience has been reinforced during the last decade and a half when Bangladesh started anticipatory adaptation planning, first in the form of developing the National Adaptation Programme of Action (NAPA) under the mandate of the UN Framework Convention on Climate Change (UNFCCC). Since then Bangladesh has accepted adaptation to climate change impacts as a national priority, with gradual integration of adaptation needs into national development planning. This Policy Brief is a stock-taking of what Bangladesh has done so far and how she can proceed with future adaptation planning.

Across Sub-Saharan Africa (SSA) agriculture is a dominant sector in the economies of most countries accounting for between 30 to 40 percent of gross domestic product, and the sector is a leading source of jobs for over two-thirds of Africa’s population. And yet, though it has the potential to be an agricultural power, a combination of low productivity and an inadequate policy framework make SSA the world’s most food-insecure region. Over the last 40 years it has also been steadily losing its share of the global agricultural market. With less than 10% of SSA’s population, Thailand exports more food products than all SSA countries combined, and Brazil’s food exports are now 150% higher than those of SSA, although levels were similar in the 1980s. The “Green Revolution” that transformed tropical agriculture in Asia and Latin America largely bypassed Africa, with total factor productivity growth in agriculture lagging behind that of other regions in the world (Evenson and Gollin 2003) 1 . Two main factors are responsible. First, little land on the continent is irrigated. Only two percent of Africa’s renewable water resources are used, compared to a global average of five percent. Of the 183 million hectares of cultivated land in SSA, 95 percent is rain-fed and less than 5 percent benefits from some sort of agricultural water management practice—by far the lowest irrigation development rate of any region in the world. Moreover, of the 7.1 million hectares equipped with irrigation equipment, only 5.3 million are currently operational. Second, modern inputs and technological processes are grossly underutilized. Africa has, by far, the lowest rate of improved seed and fertilizer use of any region— a rate that has remained virtually constant for the last 40 years—and the lowest level of mechanization in the world. In consequence, African farmers have the lowest farm productivity; their grain yields only one-half of those achieved by Asian or Latin American farmers.

Global-local power dynamics are often framed with the phrase: “all geopolitics is local.” This adage references the convergence of global forces at the local level, presenting small communities with complex ranges of globalization-produced challenges. As more and more of these forces intersect and interact, local politics has gradually become more complex, with previously reliable patterns of demographics, environment, and economics fundamentally disrupted. From the elimination of traditional sources of livelihood to the introduction of revolutionary information technologies, local leaders everywhere have had to “sink or swim” – by either depending passively on the status quo, or taking an active, adaptive approach to confronting present and future challenges. The latter approach, while certainly requiring more investment from all actors involved, holds the key to a community’s empowerment, legitimacy, and ultimately, survival. It must be noted that communities do not always act benevolently, and their boundaries are not always clear – as Robert argues, “community is fundamentally contested ground” and exclusionary practices can be readily observed (Chaskin 2008, 73). Nevertheless, as a localized form of social organization, community governance systems are best-placed to uphold and adapt the principles of resilience to sustainably maintain the wellbeing of their populations. Resilience measures will remain at a significant disadvantage if they do not take into account input from the local communities they are addressed to. Community members know their area’s needs, offer unique streams of innovation, possess legitimacy in the discursive process, and can build and leverage beneficial social support systems intrinsic to their community. The end benefits are clear: countless studies have found flexible, nuanced, and locally-adapted resilience strategies to be most effective (cite sources here).

How can strategic partnerships shape the lives and economic opportunities of communities surrounding large-scale mining operations? The Inter-American Development Bank (IDB), Anglo American PLC, and TechnoServe have pioneered a pilot partnership to implement a regional development plan that leverages the resources and skills of each contributing partner. The project, Beyond Extraction: Economic Opportunities in Communities Hosting Mining Operations, develops a flexible multifaceted program based on three pillars – local procurement, workforce development, and local government capacity building. From this systemic approach, onthe-ground operations will be tailored to the needs of local municipalities surrounding select Anglo American mining operations in each participating country. Each initiative builds on nearly a decade of program conceptualization and implementation through a pre-existing partnership between Anglo American and TechnoServe, combining lessons learned and resources from four enterprise development programs that have been executed collaboratively since 2006. Overall this new strategic partnership serves to elevate and expand Anglo American’s core business practices with the goal of developing local mining communities in ways that ensure sustainability and productivity beyond the lifespan of their mining operations in the region. In this case study we discuss the development of this strategic partnership as well as the challenges it has faced prior to its approval by the IDB in the summer of 2016. Within the context of global mining operations and the subnational regions in which it plans to operate, we analyze how the program goes beyond corporate social responsibility (CSR) as a public private partnership for development (PPPD). As the IDB develops an agenda for work within the extractives sector, this pilot builds on major corporate-bank partnerships surrounding large scale mining operations with a regional focus. The project serves as a precedent and key learning exercise from a multinational perspective for all partners involved as to the challenges and opportunities of strategic partnerships in the extractive sector.

Launched in 2013, the “4e Camino al Progreso” program is an Inter-American Development Bank/Multilateral Investment Fund-sponsored social investment project led by SABMiller and implemented by the executing agency FUNDES in six Latin American countries. Capitalizing on the opportunities inherent in the brewer’s value chain, the initiative provides business and leadership consulting to small retailers, known as tenderos, in impoverished neighbourhoods. The project aims to improve the profitability and sustainability of the stores, or tiendas, allowing their proprietors to achieve a better quality of life and contribute more time and resources to improving their communities. Empowering these retailers to become better business operators ultimately strengthens SABMiller and other companies’ distribution network, creating benefits for the local and regional economy. The case presents a promising model for similar corporate-social partnerships and contains innovative examples of how the private sector can contribute to substantive development initiatives. Given the partnership’s variegated players and contacts, the case highlights stakeholder relations strategies and challenges. The project’s design also demonstrates scalability and sustainability potential, although the ultimate success of these ambitions will depend on strategic decision-making and managing SABMiller’s evolution as it merges with Anheuser Busch InBev, the world’s largest brewer. 1 While its ultimate results remain to be seen, this project raises three main lessons given its progress to date: first, sometimes even the most obvious solutions, such as using technology, do not come with an equally straightforward technique for adoption and implementation; second, reconceptualising the bottom of the pyramid as an engine of growth in the value chain, rather than simply a group of undervalued consumers; and third, understanding how productivity and efficiency contribute to sustainability, which may be undermined if this relationship is not recognized.

The number of people in need as a result of the conflict in Syria continues to rise, but the international aid response has failed to keep up. The donor conference in London on 4 February 2016 is another opportunity to reverse that trend and put Syrian civilians first. Oxfam is calling for rich states to commit to fully funding this year’s Syria crisis response appeal and to resettle 10 percent of all registered Syrian refugees by the end of 2016. Oxfam has developed indicators to determine the fair level of commitment that each wealthy country should make to the appeals in 2016 to alleviate the suffering of those affected by the Syria crisis.

Research on links between the level of a country’s public debt and its broader economic developments has been heatedly debated in the economic literature. Two strands of the research stand out — one linking the level of debt to a country’s GDP growth rate and the other examining the debt level as an EWI of economic crises. As a broad generalization, research at the moment favors the view that high levels of debt are not a cause, in and of themselves, of low growth nor are they particularly good predictors of impending economic or even debt crises. In principle, the empirical findings have obvious implications for policy makers confronting the question of how to fashion policies (and fiscal policy in particular) when a country has a high debt burden. The IMF, as both a contributor to the literature and an adviser concerned with preventing or dealing with debt crises, has a particularly important stake in navigating the findings. Whether in its surveillance (routine annual advice to all member countries) or the construction of its lending programs to support countries in or near crisis, the IMF must answer the question “how much does the level of debt matter?” Despite the empirical research that casts doubt on the importance of debt, the level of debt figures prominently in the algebra of debt sustainability and the IMF’s real world policy advice. This policy brief examines the nexus of the relatively strong conclusions coming from the academic research and the IMF’s policy advice. It addresses the following question: given that the broad conclusion from the academic literature is that the level of debt itself is not systematically bad for growth or stability, why does the debt level seem to figure rather prominently in the IMF’s policy advice and conditionality?

West Papua is the most violent area of Indonesia. Indonesian security forces battle the country's last active separatist insurgency there. The majority of Indonesia's political prisoners are Papuans, and support for independence is widespread. But military repression and indigenous resistance are only one part of a complex topography of insecurity in Papua: vigilantism, clan conflict, and other forms of horizontal violence produce more casualties than the vertical conflict that is often the exclusive focus of international accounts of contemporary Papua. Similarly, Papua's coerced incorporation into Indonesia in 1969 is not unique; it mirrors a pattern of long-term annexation found in other remote and highland areas of South and Southeast Asia. What distinguishes Papua is the near-total absence of the state in indigenous areas. This is the consequence of a morass of policy dysfunction over time that compounds the insecurity that ordinary Papuans face. The author illuminates the diverse and local sources of insecurity that indicate too little state as opposed to too much, challenges common perceptions of insecurity in Papua, and offers a prescription of policy initiatives. These include the reform of a violent and unaccountable security sector as a part of a broader reconciliation process and the urgent need for a comprehensive indigenous-centered development policy.

Africa’s ability to deliver on the ambitious post-2015 Agenda (also called the 2030 Sustainable Development Goals) and the African Union Agenda 2063 largely depends on the availability of adequate financial resources. But the funding sources for development programs have been neither stable nor predictable, particularly after the global financial crisis in 2008. It has become clear that while donor financing remains important, overreliance on donor funding will not sustainably drive the success of the two continental agendas, hence the need to focus on other development finance options such as domestic resource mobilization.1 If new sources of financing are not in place, Africa’s growth and industrialization strategies are likely to suffer an early setback. Agenda 2063 recommends that countries strengthen domestic resource mobilization, build continental capital markets and financial institutions, and reverse illicit financial flows for Africa to be self-reliant and finance its own development.

Success in implementing Agenda 2063 and the Sustainable Development Goals depends largely on the availability and adequacy of resources. Africa realizes that industrialization is the way to go, as outlined in the two continental development plans, but it is inevitable that resources to fund these programs must be mobilized domestically. Domestic resource mobilization (DRM)1 was recognized as one of the six leading sources of finance for the Millennium Development Goals (MDGs), but many African countries did not fully achieve the MDGs due to overreliance on donor funding. One part of DRM is generating taxes and savings, which implies that governments and the private sector have key roles in this process. Specifically, the private sector should mobilize private savings, expand its productive investments, conduct responsible business by not engaging in tax avoidance and illicit financial flows, and ensuring corporate social responsibility. The 2015 Africa Capacity Report (ACR 2015) identifies the private sector as very important in partnering and cooperating with governments and other key stakeholders to maximize tax revenues and promote savings and investment. This policy brief puts forward possible interventions for the private sector to enhance domestic resource mobilization in Africa

Africa adopted an industrialization strategy, and committed to implement Agenda 2063 and Sustainable Development Goals (SDGs), all of which require adequate funding. On 30 September 2016, Botswana will mark its 50th year of independence from the United Kingdom, a significant occasion for both celebration and reflection. An important part of this reflection has focused on Botswana’s transition from National Vision 2016, the blueprint that has guided the country’s development for the past two decades, to National Vision 2036, in tandem with the global move from the United Nations’ Millennium Development Goals to Sustainable Development Goals (Ministry of Finance and Development Planning, 2016a). A presidential task force is leading national consultations on National Vision 2036, a first draft of which is due for presentation, debate, and approval during the 2016 parliamentary winter session (Botswana Press Agency, 2016)). A final document is expected to replace Vision 2016 in September. In monitoring progress toward Vision 2016’s four long-term goals (sustained development, rapid economic growth, economic independence, and social justice) and seven development “pillars,” the Vision 2016 Council has generally relied on a variety of regional and international indicators of objective data, such as per capita gross national income (GNI) or the Human Development Index (HDI) on the economic front and indicators of governance and democracy from the Mo Ibrahim Foundation and Freedom House on the political front (Vision 2016 Council, 2016). In addition, the council conducted a public opinion survey in 2010 to gain an understanding of ordinary citizens’ evaluations of the document itself and of the country’s progress on its development indicators. This paper aims to complement that study by providing updated analysis from the latest Afrobarometer survey (2014) in Botswana, in addition to longitudinal data and supplementary insights from the Afrobarometer questionnaire’s broader focus. What are Batswana’s evaluations of the progress made toward each of the National Vision 2016 development pillars? Which areas should the government prioritize moving forward into a post-2016 development agenda? The analysis applies the Vision 2016 Council survey’s benchmarks to Afrobarometer findings to evaluate success or failure on all seven pillars: an educated, informed nation; a prosperous, productive, and innovative nation; a compassionate and caring nation; a safe and secure nation; an open, democratic, and accountable nation; a moral and tolerant nation; and a united and proud nation. Positive evaluations by 67% or more of citizens constitute “good” performance, 50%-66% is “average,” 34%-49% is “poor,” and less than 33% is “critical” (Vision 2016 Council, 2010, p. 6.). Overall, the results show that the country has done fairly well in a number of areas, particularly in improving access to education and maintaining social cohesion, but continues to struggle to distribute national wealth among all of its citizens. Consequently, political leaders and ordinary Batswana will continue to face many of the same economic challenges identified in 1997 as the country moves into the next phase of national development.

Access to health care gained the spotlight on national and international development agendas when the 1978 Alma Ata Declaration outlined a strategy for achieving universal access to primary health care by the year 2000 (World Health Organization, 1978). The Millennium Development Goals (MDGs) set targets for improving health-care delivery by 2015, and the United Nations’ new Sustainable Development Goals (SDGs), which took effect in January 2016, extend and supplement those with ambitious targets aimed at ensuring healthy lives for all. Despite significant gains under these initiatives, Africans fully support health care’s continued prominence on development agendas: In Afrobarometer surveys across 36 African countries in 2014/2015, citizens rank health as the second-most-important problem (after unemployment) that their governments need to address, as well as the No. 2 priority (after education) requiring additional government investment. Botswana is Africa’s oldest continuous democracy, having enjoyed decades of peaceful multipartyism since independence in 1966. However, this success is tempered by growing concerns that the country’s remarkable stability has come at the cost of further political development. Significant weaknesses in Botswana’s democracy include low civic participation, relatively weak opposition and civil society sectors, and a lack of incumbent turnover in 11 consecutive free and fair elections. Despite these challenges, Botswana has maintained its reputation as an African success story due to the scale, pace, and endurance of its socioeconomic and political development, particularly given setbacks elsewhere in the region. Democracy is one of Botswana’s four founding principles and is a pillar of its National Vision 2016, which has driven development plans since 1997 (Presidential Task Group, 1997).1 The Vision 2016 Council’s evaluation of the country’s progress on this front is largely positive, citing high rankings on international benchmarks relative to other African countries (Botswana Vision 2016 Council, 2015). Transparency International’s Corruption Perceptions Index (CPI), for example, ranks Botswana as the least corrupt country in sub-Saharan Africa, while Freedom House has classified the country as “free” since 1973. In recent years, however, the country’s CPI score has declined (Transparency International, 2015), and in 2009, Freedom House downgraded Botswana’s political rights rating as a result of “decreased transparency and accountability in the executive branch under President Seretse Khama Ian Khama’s administration” (Freedom House, 2015a).

This policy brief addresses the opportunities for and impediments to green growth and energy security in Colombia. As a result of renewed international activity and high vulnerability to the effects of climate change, Colombia has embraced ambitious green growth objectives and climate change mitigation goals. Rapid economic growth and rising peak demand centres for energy may well go hand in hand with clean energy uptake. Most Colombian citizens are highly aware of the need for a low-carbon growth trajectory and the country has already invested substantially in renewable energy development. However, dominance of private sector interests within the state, resulting from a powerful transnational alliance of extractive industries, may hamper long-term green growth efforts to succeed. Greening the private sector in a post-conflict Colombia may prove to be one of the crucial steps in consolidating Colombia’s low-carbon growth trajectory.

It is part of a two-year research project on energy security and green growth in middle income countries by means of political economy analysis. Other project outputs can be found here. Kenya has taken a leading role in the region on several fronts, including its ambitions to address climate change and boost green growth while improving the country’s energy security. Efforts have been underway to realise this goal. Most vividly illustrated by the execution of large-scale geothermal, hydro and wind power projects. Yet, not all is straightforward. Constitutional reform has led to a new institutional framework which presents both opportunities and obstacles to green growth implementation. Moreover, the presence of oil and coal reserves and the ambition to exploit these threaten efforts to build a low-carbon economy. Kenya is currently at crossroads, and decisions taken today may influence its green growth potential for the decades to come.

Over the past 20 years, Indonesia has witnessed substantial economic growth along with a process of democratisation and decentralisation. This has resulted in a rapidly rising energy demand, which is expected to triple by 2030. Responses so far have mostly focussed on tapping into the nation’s large fossil fuel reserves while also increasing energy imports. There are opportunities for Indonesia to couple energy security with green growth objectives. For instance by exploiting its enormous geothermal energy potential and by coupling financial and efficiency gains to green growth implementation. However, as this policy brief outlines, major challenges need to be overcome if Indonesia is to embark on a green growth trajectory. This policy brief is part of a two-year research project on energy security and green growth in middle income countries by means of political economy analysis. Asia needs a development model that leaves no one behind: not the workers and farmers, who act as the driving force behind Asia’s growth – and certainly not the women, who take on the lowest paying jobs in the region. This model must also consider constraints, particularly the earth’s finite natural resources which future generations need to survive. The annual CIGI Survey of Progress in International Economic Governance assesses progress in five areas of international economic governance: macroeconomic and financial cooperation; cooperation on financial regulation; cooperation on development; cooperation on trade; and cooperation on climate change. In this year’s survey, 31 CIGI experts conclude that international economic arrangements continue to show a level of “status quo,” averaging a score of 50% across all five areas. The 2015 survey indicates a slight improvement to the result of last year’s survey, which suggested a minimal regression overall. The experts’ assessment of progress was most promising in the area of climate change cooperation, with an average score of 57%, whereas the least promising area was macroeconomic and financial cooperation, with a score of 44%, indicating minimal regression. The remaining three areas polled all fell within the “status quo” range, with trade at 46%, development at 48% and international cooperation on financial regulation at 53%. Interestingly, in the area of cooperation on development, CIGI’s experts provided a relatively mixed assessment. Responses varied based on experts’ perception of the effectiveness of current rhetoric, from 70% (indicating some progress) to 10% (suggesting major regression). Compared to last year, climate change governance has made the greatest improvement, but the remaining three areas (with the exception of development, which was not included in the 2014 survey) have all, on average, regressed further or remained stagnant. This trend is cause for concern.

Since the Euromaidan revolution, Ukraine has seen an unprecedented boom in external assistance in support of reforms, which needs to be synchronised appropriately in order to be effective. Although most of the structures and mechanisms for aid coordination have been conceived, they still need to be set in motion, and this requires time. For the system to be functional, the donors should improve coordination at a planning stage (especially those large donors with strict development agendas), while the Ukrainian government has to enhance its capacities for implementation of the reform as a matter of urgency. The present set of 18 reform priorities also needs to be narrowed down further, to focus on the most urgent needs.

The post-2015 sustainable development discourse has emphasized the need for a more inclusive and participatory policy framework projecting the voices of the people in policy-making and implementation processes. Some commentators have argued that while the Millennium Development Goals (MDGs) have achieved some poverty reduction, the post-2015 Sustainable Development Goals (SDGs) should be better designed to enhance the living standards of the people. Yet not much has been done to create the necessary space for citizens’ voices to be heard. This paper argues for a more rigorous insistence on listening to citizens’ voices as part of the development policy process. It begins this listening through an analysis of the most urgent policy priorities of Africans, as expressed in Afrobarometer survey data from 34 African countries. Analyses of differences by region, income level, and human development level provide useful insights for the development discourse going forward.

Mainstream discourse on energy security is premised upon the assumption of infinite growth. It hence focuses upon the economic, political, and security aspects of energy security. China’s coal consumption fell marginally in 2014, the first such drop this century, in large part as a result of its policies to address its severe air pollution, develop renewable and alternative energy, and transition its economy away from heavy industry. China should take advantage of its current circumstances to adopt an aggressive national coal consumption cap target and policy to peak its coal consumption as soon as possible, no later than its next Five Year Plan (2016–2020), so that it can peak its CO2 emissions by 2025. It can achieve this target by building upon its existing achievements in developing clean energy such as wind and solar power, and by prioritizing renewable energy development over coal in its western expansion. China can help lead a transition to clean energy that will contribute greatly to global efforts to keep warming to no more than 2°C, and can serve as a model for other developing countries.

Japan is reemerging as the most important source of foreign direct investment (FDI) in the United States. In 2013 Japanese firms were the largest source of new inflows of FDI into the United States for the first time since 1992, injecting almost $45 billion of fresh investment into the US economy in that year alone. Moran and Oldenski show how Japanese investment in the United States differs from that of other countries along several dimensions. These differences not only make FDI by Japanese firms especially valuable but point to some important policy goals for attracting it. Although the automotive sector is the single largest industry for Japanese investment in the United States, the focus should not be on competing to attract the auto industry in particular nor should any active industrial policy of "picking winners" be pursued. Japanese investment is unique because of its research and development intensity, manifested across a number of industries in which Japanese multinationals invest other than automobiles. US policy should focus on reinforcing and expanding the factors that attract high-performing firms and high-value production stages to the United States, regardless of industry.

Public lending by the Brazilian Development Bank (BNDES) may have done more harm than good in Brazil, adversely affecting real interest rates and productivity growth. Specifically, BNDES's large amounts of subsidized lending are responsible for substantial credit market segmentation, choking off monetary policy transmission. As a result, to maintain price stability the Central Bank of Brazil is forced to raise interest rates more than it might do otherwise in the absence of BNDES lending. Restoring Brazil's capacity to grow in the medium term requires a thorough rethinking of the role of BNDES. In particular, the bank's lending rates should be aligned with market prices, term and risk premia, while taking into account that, with an adequate transparency framework, public development banks can increase private sector participation instead of crowding it out.

This briefing note is an effort to help frame the main tradeoffs and assess four potential funding models for the newly created national oil company of Uganda. It is based on NRGI’s international experience and understanding of the local context. Uganda’s national oil company will have a critical role. It is expected to professionally manage all aspects of state participation in the sector and act as a center of expertise for the government. It is also expected to play a strong role as a minority equity partner in the USD 4.3 billion Hoima refinery project and potentially in a USD 4 billion export pipeline. Under all possible funding options, strong audit and reporting processes should be required, as well as parliamentary oversight. The chosen funding model will also need to balance the needs of the national oil company with national development needs in Uganda. Funding model options can be adapted to meet Uganda’s unique situation. NRGI is at the disposal of Uganda’s government and parliament to discuss these models.

The idea of support for vulnerable countries that experience loss and damage (L&D) from climate change is nothing new, and countries have been proposing such an arrangement from the beginning of the UN Framework Convention on Climate Change (UNFCCC) negotiations. Pressure to institutionalize a UNFCCC mechanism on L&D has increased in response to the shortcomings of mitigation policy and the inadequacy of adaptation support for nations and communities already experiencing the worst effects of climate change. At the 18th Conference of Parties (COP) in Doha, the UNFCCC officially invited “all parties… to enhance action on addressing loss and damage” associated with the impacts of climate change and agreed to establish institutional arrangements to address L&D at COP 19. At COP 19 in 2013, the UNFCCC was charged with creating the “institutional arrangements… to address L&D” it had promised a year earlier. This mechanism created, dubbed the “Warsaw International Mechanism for Loss and Damage” (WIM), was given the role of addressing L&D from extreme and slow onset events in developing countries “particularly vulnerable” to effects of climate change.

Considering the highly restrictive public resources at disposal and the huge cost requirements of road projects, cautious programme optimisation is essential. Projects must thus be prioritised according to their costs and net the benefit they are expected to provide. Our report presents an assessment of the relative importance of some road projects, most of them from the Link Zambia 8000 programme and the major trunk roads from Lusaka to major international destinations. In this brief we provide an alternative viewpoint project prioritisation based on transportation efficiency, accessibility and socio-economic factors. The result is a coherent projects evaluation framework that suggests the most feasible projects to invest our limited resources and thus making every kilometre count towards national development.

Increased capacity for self-governance presents one possibility for improving these outcomes, but its implementation is complicated by historically acrimonious relationships with federal governments and the larger context of attempting to rectify the complex harms done by colonialism. The solution involves finding the right balance between creating spaces for self-governance and providing the necessary federal assistance where appropriate. This paper discusses the structure of and approaches to Aboriginal self-determination and selfgovernance in New Zealand, Australia, and the United States, with a view toward assessing which approaches could prove effective in Canada. It does so through a variety of lens and by examining impact assessments in a number of key areas.

Abstract:
Ongoing negotiations to end the South Sudan crisis cannot simply return the country to the previous status quo. For lasting peace, the negotiating parties and mediators will need to reach beyond national political elites and those bearing arms and invite active involvement of the international community. South Sudan needs to build national cohesion and address fundamental issues of governance, democracy, and human rights. Restarting the stalled constitution-making process presents an opportunity to achieve these objectives. Following negotiations, a broad-based, inclusive, interim government that includes a degree of joint South Sudanese-international community administration and management should govern and ensure preparations for new elections.

Abstract:
The Gulf has become a flashpoint for cyber conflict. Cyberspace has become an arena for covert struggle, with the United States, Israel and other nations on one side, and Iran and Russia on the other. Iran has far outpaced the GCC states in developing its cyber capabilities, both for monitoring internal dissent and deploying hackers to disrupt or attack foreign targets. Several such attacks over the past two years were likely either directed or permitted by Iranian state authorities. Even if Iran holds back from offensive actions as nuclear talks progress, the growth in Iranian capabilities remains a potential security threat for other Gulf states. The GCC countries have begun to develop their defensive capabilities, but they will need to expand their defenses and collaborate more effectively to deter future threats.

Why don't foreign aid programs simply pay recipients for attaining agreed upon results? The idea has been around for decades, but it continues to meet resistance. Some donors worry that programs that pay for outputs or outcomes would not be able to control how funds are used and would thus be vulnerable to corruption. This brief explains why results-based payment systems are actually likely to be less vulnerable to corruption than traditional input-tracking approaches by making the effects of corruption-the failure of programs to deliver results-more visible.

While signs of democratization in a country may raise hopes of better natural resource governance, especially of forests, evidence from the Asia Pacific region in countries such as Indonesia and Cambodia demonstrates no significant relationship between a country's transition toward democracy and better forestry governance. Myanmar's transition to democracy is unlikely to counter this trend. Deeply vested interests operate within democratizing countries that outweigh the support inside governments or civil society for improving forestry conservation. Incumbents also stand to benefit directly from initiatives that promote free trade and further investment in the forestry sector at the expense of the environment and the most vulnerable in society. International organizations returning to Myanmar must fine-tune their policies to accommodate the local political economy of deforestation and should engage with elements on the periphery, dissenting voices inside the government, and a broad range of local civil society organizations. Failure to do so may exacerbate current trends and lead to future conflicts in the already volatile cease-fire areas.

India faces a fundamental puzzle. The country is a leading exporter of information-technology services, including knowledge-intensive chip design. Yet electronics manufacturing in India is struggling despite a huge and growing domestic market and pockets of world-class capabilities. To examine this puzzle the World Bank commissioned this study in May 2013 on behalf of the Chief Economic Advisor, Government of India, Raghuram Rajan (now the governor of the Reserve Bank of India). Drawing on extensive survey questionnaires and interviews with key industry players (both domestic and foreign) and relevant government agencies, this study identifies major challenges India-based companies face in engaging in electronics manufacturing. The analysis culminates in detailed policy suggestions for regulatory reform and support policies needed to unblock barriers to investment in this industry and to fast-track its upgrading through innovation.

The still unsigned Bilateral Security Agreement (BSA) between Afghanistan and the United States provides the legal basis for continuing U.S. military presence in Afghanistan. In addition to its substantive importance, the BSA is also a confidence-building mechanism. The delay in putting it in place is compounding uncertainty and further diminishing economic confidence during Afghanistan's already challenging and uncertain transition. Afghans' responses include, among others, hedging behavior (legal and illegal), personal decisions on whether to come back to or stay in Afghanistan, delays in investments, incipient job losses, declining demand for goods and services and real estate prices, and farmers planting more opium poppy.

The Afghan Taliban Movement has publicly rejected the legitimacy of the April 2014 elections. The Taliban's military leadership has issued instructions to officials and commanders to disrupt the elections but has left field commanders with wide discretion on how to go about doing so. Many in the Taliban follow the electoral contest closely and comment on developments in terms very similar to how they are described by the political and educated class in Kabul. However, the anti-election sentiment in the Taliban leaves no scope for any faction to cooperate with the process. The Taliban will likely be able to intensify violence approaching the election, but not sufficiently to derail the overall process.

300. More Inclusive Decision-making Processes in Foreign Land Leasing: Policy Insights from Kenya

Foreign land leases could help developing countries to acquire foreign direct investments (FDIs), including technical expertise and income necessary for economic transformation. A lack of local stakeholder consultation and involvement in the design of land leases leads to the rejection or disruption of such leases by local communities and wastes investors' resources due to disruptions. Local public stakeholders in Kenya are willing to accept and participate in leases, provided they include certain provisions: that leases do not exceed 15 years; are renewable subject to mutual negotiations; offer formal employment to landowners' household members; and provide adequate monetary compensation for the leased land. Effective and transparent management of land leases requires the formation of management committees comprising local stakeholders such as youth, women and land experts. To enhance lease transparency, regular consultative meetings should be held, negotiation records must be shared with local community members and landowners should receive direct payment, rather than being paid through intermediaries.
