Abstract:
Robert Zubrin, prolific author and president of Pioneer Astronautics and the Mars Society, most recently wrote Merchants of Despair: Radical Environmentalists, Criminal Pseudo-Scientists, and the Fatal Cult of Antihumanism (Encounter Books, 2012). I recently interviewed Mr. Zubrin about his latest book and his other projects. Although I disagree with some of Mr. Zubrin's conclusions, I greatly appreciate his exposé of the antihumanist movement and his work toward the exploration and development of space.

Abstract:
The study of the history of the discipline of International Relations (IR) has come a long way since Stanley Hoffmann's 1977 seminal article 'An American Social Science: International Relations'. With its focus on the development of IR in the United States, Hoffman's analysis sparked an incendiary debate that still goes on today about the discipline's origins, nature, goals, and assumptions. His insights hinged on fundamental questions about our work as IR scholars, ranging from the kind of valid scientific inquiries IR scholarship represents and/or requires (scientific dimension) to the aims of IR scholarship (normative dimensions), as well as the intellectual and social milieux in which IR scholars evolve and the practices they use and enact (sociological dimensions).

Abstract:
The Kremlin recently revealed that Moscow has pledged $640 billion in an effort to bring 80 percent of the Russian military establishment up to modern standards by 2020. Consequently, Vladimir Popovkin, Deputy Defense Minister in charge of arms procurement, recently suggested to the media that the Russian Defense Ministry plans to buy around 600 airplanes and 1000 helicopters. He further stated that the Ministry was planning to fund the development of a “new liquid fuel heavy intercontinental ballistic missile to replace aging RS-18 Stilleto and RS-20 Satan”. These missiles would be able to carry up to 10 warheads with solid fuel missiles each carrying a maximum of three warheads. It was further revealed that the Russian government plans to lend $24 billion to defense companies to help prepare for bigger contracts after 2015.

Abstract:
The thing I most admire about Objectivism is its uncompromising affirmation of life. No other philosophy I have encountered consistently holds thriving human existence as its chief value. I was therefore disappointed to read Diana Hsieh and Ari Armstrong's argument for an alleged right to terminate the life of the unborn (“The Assault on Abortion Rights Undermines All Our Liberties,” TOS, Winter 2011–2012).

Abstract:
Support for regional economic integration in Africa runs high amongst the continent's international development partners and African elites. However, its expression in European forms of economic integration is not appropriate to regional capacities and in some cases may do more harm than good. This lacuna is exacerbated by technical and theoretical analyses rooted either in economics or international relations literature. This article sets out to reconceptualise the foundations of African economic integration by reviewing key debates within each literature and comparing the results across disciplinary boundaries. Overall, it is concluded that a much more limited approach is required, one that prioritises trade facilitation and regulatory cooperation in areas related primarily to the conduct of business; underpinned by a security regime emphasizing the good governance agenda at the domestic level. Care should be taken to design the ensuing schemes in such a way as to avoid contributing to major implementation and capacity challenges in establishing viable and legitimate states. In doing so, the presence of regional leaders with relatively deep pockets - South Africa in the Southern African case - points to the imperative of building such limited regional economic arrangements around key states.

297. Regionalism in Asia as Disguised Multilateralism: A Critical Analysis of the East Asia Summit and the Trans-Pacific Partnership

Abstract:
Revolving around the concept of 'Community' or 'community', debate on an Asian region has ostensibly pitted those who proposed an entity limited to East Asia (China, Japan, South Korea and the ten countries of the Association of South East Asian Nations, ASEAN) against those who proposed a much wider region embracing India, North (and, perhaps, South) America, as well as Australasia. Previously these two conceptualisations possessed their eponymous translation in the East Asian Economic Caucus (reincarnated as ASEANþ3) and the Asia Pacific Economic Cooperation forum. However, with the creation in 2005 of the East Asian Summit to include India, Australia and New Zealand and, above all, its 2011 enlargement to include the United States and Russia, the contrast between the two conceptualisations of an Asian region has become confused. In order to explain this development, this article suggests that the language of 'region' or 'community' is a discursive smokescreen disguising changes in approaches to multilateralism. An examination of the East Asia Summit, contrasting it with another recent regional project, the Trans Pacific Partnership, suggests that the actors involved are seeking to ensure the primacy of individual nation states in intergovernmental multilateral relations.

In the aftermath of the visit of the Iranian President to the Island of Abu Musa on 11 April 2012 and the uproar that followed, a fresh look at the issue is warranted. The concern of this paper is not to discuss the three Islands of Abu Musa and the Tunbs, but to briefly review the context which gave rise to the issue of the three islands in the first place and influenced its development to date. The paper tries to place the current controversy surrounding the three islands in its historic perspective, explaining how it grew out of antagonism that marked the relationship between the prevailing global power, Great Britain, and the major regional power, Iran, for 170 years. It aims to address the general policy of Britain during its presence in the Persian Gulf, which aimed in part to control all islands of this waterway. It explains how for 170 years, Britain tried to erode Iranian influence in the Persian Gulf, both directly by asserting its colonial rule over Iranian islands and port districts, and indirectly by claiming Iranian islands for its protégés on the Arab littoral. It shows that this tactic applied to almost all other Iranian islands in one way or another and was not limited to the three islands of Abu Musa and the Tunbs.

300. Global Poverty and the Limits of Academic Expertise

Academics are not a natural kind. They have varied expertise and aims, and most have no expertise that is particularly relevant to problems of poverty and development. This presumably is why the essay in this issue by Thomas Pogge and Louis Cabrera-a virtual "manifesto" of the newly formed Academics Stand Against Poverty (ASAP)-shifts to and fro between addressing "academics" and addressing "poverty-focused academics." Even those academics whose work touches on poverty and development-a quite small minority-are mostly expert in some but not in other aspects of these topics. Some are expert in international law, but not in economics; others know about international trade, but not about aid; some study corruption, but know nothing about nutrition-and so on. A few know a lot about normative argument, but their credentials are sketchy when it comes to empirical evidence. Many more are interested in empirical evidence, usually of a specific sort, but are uncritical of or confused about normative argument. (I suspect that many suffer from a lingering positivist hangover, which suggests that there is no intellectually respectable way to support normative claims, and indeed that this fear may lie behind the appeals to the importance of academic neutrality that Pogge and Cabrera discuss.)
