Abstract:
Recently, there has been a growing body of literature on the multifaceted relationship between religion, politics and security in both national and global contexts, with a special emphasis on church-state relations and/or secularism. Various aspects and influences of religion on a variety of thematic issues occupy columns, journals and books. However, one might argue that the same does not apply for the study of religious freedom. The violation of religious freedom is a phenomenon that has been observed not only under authoritarian regimes or Third World countries, but also in democratic and so-called civilized nations. Authoritarian regimes, restrictive state policies, intolerant and hostile societies as well as security-oriented (inter)national political legitimations have tried to control, restrict or suppress the rights of religious groups and minorities and religion per se in the public sphere. In The Future of Religious Freedom, the different reasons for controlling religion through restrictive laws and policies are elaborated from a variety of perspectives.

Abstract:
Egypt's democratization efforts require domestic and international considerations: Domestically, the country must focus on the economy at the expense of the military's political role: While military involvement in politics is crucial to democratization, improvements in this area represents an outcome, not the cause, of the process. Discussions should concentrate on protecting lower- and middle classes, generate prosperity and create common ground between democracy and class interests. At the international level, Egypt requires countries to support democratization efforts and condemn extra-democratic actions. Meanwhile, the prominence of Islamists causes concerns for Western governments with regard to the Peace Treaty and Israel's security.

Abstract:
Interest in Turkey and its foreign and security policies has grown significantly in the political and scholarly circles in the world, especially since the Justice and Development Party (Adalet ve Kalkınma Partisi – AKP) came to power with the November 2002 elections. The AKP's electoral success continued in the subsequent elections in 2007 and 2011 with an increasing percentage of votes, which was unprecedented in the history of the Turkish Republic. One particular reason why Turkey attracted much attention in the world was because, in its first years in power, the AKP was easily categorized, both in the media and in academia, mainly in the West, as an “Islamic” party with a hidden agenda that aimed at drifting Turkey away from its mainstream foreign and security policies that have long been anchored in the Western alliance, thereby turning Turkey's face toward the Middle East and the Islamic world beyond it.

Abstract:
Critical geopolitics, which is a relatively new field of study for scholars of international relations, seeks to understand and analyze how politics is imagined spatially. To this end, it makes a distinction between three types of geopolitical reasoning: formal, practical, and popular geopolitics. Ahmet Davutoğlu is a very significant figure in terms of exploring the close relationship between formal and practical geopolitics in the context of Turkey due to his dual identities as an international relations professor and a foreign minister. Employing a critical geopolitical approach, this paper aims to discuss Davutoğlu's geopolitical ideas toward the Middle East by analyzing his writings and speeches to reveal the main images and narratives that shape his geopolitical understanding of this region.

Abstract:
This paper examines the position of the United Nations Security Council (UNSC) during the Arab revolutions of 2010-2013. In the early 1990s, the UNSC devised the doctrine of 'humanitarian intervention' which was premised on the view that systematic and comprehensive human rights violations within a state could pose a “threat to international peace and security.” Nevertheless, the Security Council consistently failed to act during the course of Arab uprisings due to a number of structural and procedural problems, including the primacy of national interests, permanent members' disagreement about the meaning of 'collective security,' and the isolated nature of decision-making whereby the substance of major resolutions is negotiated behind closed doors.

Abstract:
In May 2010, Turkey and Brazil surprised the world when they succeeded in getting Iran's acceptance for a nuclear swap deal. To Turkey and Brazil's surprise, their diplomatic victory was rejected by the Barack Obama administration. Washington miscalculated the diplomatic skills of Brazil and Turkey and their ability to take on diplomatic challenges usually reserved for the great powers. Fast forward three years, and suddenly diplomacy with Iran was embraced by Washington. Why did the same American administration that rejected the Turkish brokered deal in 2010, shift in favor of diplomacy in 2013? This essay sheds light on some of the factors that rendered the nuclear standoff with Iran ripe for a diplomatic solution.

Abstract:
The EU has been involved in democracy promotion in the Mediterranean for many years. However, it is facing criticism from its members and partners for prioritizing security and stability over democracy. Particularly following the Arab uprisings, the effectiveness of the EU's efforts have increasingly been called into question and demands for a new approach towards democratization in the Mediterranean are growing. Ann-Kristin Jonasson's book, The EU's Democracy Promotion and the Mediterranean Neighbors: Orientation, Ownership and Dialogue in Jordan and Turkey, systematically evaluates the EU's democratization efforts by focusing on democracy promotion in two Mediterranean countries, Jordan and Turkey, and effectively addresses the major pitfalls in the EU's strategy. Therefore, it is a timely contribution as the Arab revolutions have forced us to reconsider the prospects for democratization in the region.

Abstract:
Filistin Politikamız: Camp David'den Mavi Marmara'ya The Israeli-Palestinian conflict is presumably the most problematic and persistent theme in Middle Eastern politics. Thus, the conflict is one of the most studied topics in academic literature on the region. In this light, it is all the more surprising that the current study of Erkan Ertosun is the first book-length work on Turkey's Palestinian policy. It is also a very timely contribution as Palestine becomes an ever more central topic in Turkish foreign policy. The author claims that he has attempted a holistic analysis in which domestic, regional and international factors are integrated. However, despite this claim, the real emphasis of the book is on international affairs and rightfully so.

The Assad regime has been playing all the diplomatic, political, and security cards it has accumulated over the past several decades. While keeping the violence under a certain threshold on a daily basis so as not to provoke immediate international action, the regime has benefited from the entangled and often conflicted international interests in Syria. The opposition has been unable to deal a serious blow to the regime and international pressure has so far yielded no major results. Though calls for international and regional action have recently intensified, there exists no clear international leadership or consensus on how to handle Syria. The Arab League and Turkey, along with other countries, have created the “Friends of Syria” group after the failure of the UN Security Council resolution on Syria, but Russian and Iranian backing for the Assad regime is seriously limiting options. Given its support for the people against authoritarian regimes during the Arab Spring and its anti Assad stance, expectations for Turkey to “do something” are increasingly more pronounced. So, what's holding Turkey back?

Abstract:
The debate on the future of the Turkish-American partnership has puzzled scholars in recent years due to its constant fluctuations. In the first year of the Obama administration, the parties tried to heal relations with high level exchanges and a new conceptual framework to define the relationship. However, in 2010 the discord between the US and Turkey on major policy issues, including Iran and relations with Israel, once again strained bilateral relations. With the Arab Spring, the pendulum swung once again. Since the eruption of the people's movement in different parts of the Middle East, Turkey and the US have acted in coordination, and taken similar positions in debates in international forums. The Obama administration announced a new Asia- Pacific strategy, which will entail the concentration of its diplomatic, military, and economic resources to build partnerships and curb emerging threats in this region. This new doctrine may have a major impact on US relations with Turkey by opening up new opportunities for cooperation and new necessities to deepen the partnership.

Abstract:
The United States has to deal with a very different Turkey today than the Turkey during the Cold War. The disappearance of the Soviet threat has reduced Turkey's dependence on the United States for its security and deprived the U.S.-Turkish security partnership of a clear unifying purpose. At the same time, Turkey's geographic role and interests have expanded. Turkey now has interests and stakes in various regions it did not have two decades ago. It is thus less willing to automatically follow the U.S.'s lead on many issues, especially when U.S. policy conflicts with Turkey's own interests. This does not mean that Turkey is turning its back on the West or the United States. Turkey still wants—and needs—strong ties with the United States. But the terms of engagement have changed. Ankara is a rising regional power and is no longer content to play the role of junior partner.

Abstract:
The historical solution to the security problem in the Persian/ Arabian Gulf, that is, the active military protection of a super power, is no longer sustainable as the unipolar world gives way to a multipolar one and the credibility of the United States to provide military security is being increasingly questioned. This paper addresses a question neglected by both international and regional analysts: can Turkey play any role in the future Gulf security architecture? The paper argues that Turkey can help the GCC states develop effective state institutions and build regional institutional mechanisms to solve potential crises and alleviate the security dilemma in the Gulf. It can deliver this public good to the region precisely because Turkey has strong economic and political interests to have good relations with all sides concerned with the Gulf security.

Abstract:
The European Union (EU) has been devising new methods to manage irregular migration and border control. In the last few decades, a clear link has been established between migration, borders and security in Europe. The paper critically examines this link and the EU's response to the problem through the implementation of two methods: the externalization of border control and increased surveillance. Both these instrument mainly aim at eradicating risk with the help of surveillance tools such as databases and profiling people travelling from third countries, preventing irregular migrants from reaching the EU through pre- emptive measures, and dealing with them outside of the Union as much as possible. However, these methods create other forms of insecurities while claiming to attain a more secure Europe, such as empowering states at the expense of individual liberties and making individuals part of a total surveillance system where their daily actions and preferences are recorded.

This paper hypothesizes that analyzing the geo-economic and energy security characteristics of gas supplies to Europe may help in understanding the features of regional and international relations with regard to selected countries. The paper highlights the significance of natural gas in the New Energy Order, and points to the importance of supply security for the EU. It looks at Russia, Azerbaijan, Turkmenistan, Kazakhstan, Iran, Iraq, Egypt, Libya and Algeria as suppliers and Turkey as a transit country in an emerging gas corridor to Europe. It examines supply-side opportunities, which promote new fields of international cooperation based on gas trade, and addresses certain restraints that may reduce the likelihood of further regional cooperation. Economic and geographic factors create new opportunities for regional trade and international relations. This geoeconomic aspect, however, takes place with international security issues varying from case to case.

The United Nations Security Council (UNSC) passed the fourth round of sanctions on the Islamic Republic of Iran on June 9, 2010. Turkey, along with Brazil, voted in opposition to sanctions while Lebanon abstained from the vote. Turkey and Brazil's votes were particularly critical because they demonstrated a lack of unity within the international community. The rationale behind Brazil and Turkey's votes derived from the fact that the nuclear swap deal signed by Iran is, so far, the only concrete deal. It represents the only legal basis that the international community can build upon and hold Iran accountable. Although both countries' “no” votes were consistent with their diplomatic efforts, many analysts are criticizing Turkey in particular for not voting with its traditionally strong allies such as the US. Turkey's vote against the new round of sanctions represents an important milestone not because Turkey is abandoning its long-time allies but because Turkey is learning to make its own foreign policy calculations and decisions.

Tectonic changes are not occurring only in the world financial system, trading and investment, geopolitics, and technology; a fundamental transformation is also underway in the global energy system. Myriad trends indicate that the current system is far from being sustainable. It will be shaped by rising demand over the long term, dominance of fossil fuels, inaccessible supplies, price volatility, inadequate investment, geopolitical tensions, and climate change. Abstract:
Energy security has become an important international issue amid concerns about supply and transportation security from the Caspian region to Europe. An assessment of Turkmenistan's natural gas and the transit county of Azerbaijan indicates that the risks of disruption on supply and transportation could be minimized. With a growing significance of global gas demand and trade, gas security is becoming an increasingly important and there is a need to arrange cooperation between the Caspian Sea neighbor countries. The article examines Turkmenistan as a natural gas supplier and Azerbaijan as a transit country and also clarifies the role of Turkey as an energy hub country in the Eurasian energy environment. The authors suggest that the key question of the Caspian region is not the gas extraction itself but its transportation to markets. Therefore, it examines the diversification of Turkmenistan's transport options, especially with China. The research also provides an energy profile of Turkmenistan and possible scenarios for Caspian natural gas export through Azerbaijan, Russia and Turkey.

Exerting influence in the wider Black and Caspian Seas region is becoming a crucial element in Russia's current geopolitical strategy. Energy and security are two of Moscow's primary concerns relating to the region. Turkey, the EU, and the United States, as well as international energy companies will have to be aware of the operational instruments which Moscow has been deploying as part of its geopolitical strategy in the region, which include: 1) inserting itself into the domestic political affairs of its post-Soviet neighbors; 2) simultaneously acting as a crisis mediator/peacekeeper and fostering regional tension to provoke further crisis; 3) behaving as the regional “strong man” in the name of protecting Russian minorities; 4) strengthening energy ties with other former-Soviet Republics in the region; and 5) striking bilateral commercial deals with select Western corporate partners and governments. The deployment of such instruments will ensure that Moscow's approach to regional geopolitics will remain purposefully unpredictable and full of intrigue, and will invariably continue to take other regional actors by surprise.

Abstract:
Today, energy security is an important domestic and foreign policy matter and states are looking for alternative energy sources more vigorously than ever before. Using the “Heartland Theory” of British geographer Halford Mackinder to evaluate the theoretical claims that the convergence of foreign policy and energy security is driving competition for influence in the world, we examine the “competition” among the powerful political actors in the Caspian. Our findings suggest that the need for a continued source of energy has shifted national energy security policies from purely military affairs to prioritizing stable oil markets and has created potential roles, especially for powerful regional actors. After our review of the historical and present competition over Caspian energy sources, we analyze the effects of growing internationalization and securitization of global energy issues for Turkey and the possible implications of different foreign policy options Turkey is likely to pursue in the region.

Abstract:
The international community is worried about the security implications of Iran's nuclear activities. Although it has been argued that Iran is very close to make a nuclear bomb, the results of the latest official reports from the International Atomic Energy Agency (IAEA) and some American intelligence institutions demonstrate that Iran is not reluctant to consider the concerns of the international community in its decisions. One of the main policies of great powers is to cooperate with regional actors, like Turkey, to persuade Iran to be more flexible in its nuclear policy and particularly in its uranium enrichment activity. The historical mistrust between Iran and the great powers reinforces the necessity of having other regional actors act as mediators and countries like Turkey can play an important role in this context. The governing AKP's mediation policy in the regional level is a catalyst to Turkey's attempts to mediate between Iran and the 5+1 Group, although mediation can have its own difficulties.

Abstract:
The Kurdish question in Turkey has a long history which was viewed within the framework of nation building, integration and underdevelopment until it was perceived as a security issue with the emergence of the PKK in the 1980s. During the 1990s, dominated by the security perspective, the scope of the question was reduced to terrorist acts alone under a state of emergency rule. A number of changes transformed the nature of question, such as the Kurdish political movement since the 1990s, forced migration, the capture of PKK leader Abdullah Ocalan in 1999 and the emergence of autonomous Kurdish government in northern Iraq. A permanent settlement of the Kurdish question must be based on developing new and alternative strategies vis-a-vis existing policies. In this context, a comprehensive package of measures should include not only security measures, but more importantly democratic reforms and economic investments.

Abstract:
This paper aims at investigating the security environment of the Black Sea region. It firstly reviews regional organizations and their security agendas. The Black Sea Economic Cooperation (BSEC) is the most organized and largest regional organization in the region. Non-regional organization, namely NATO and the EU, both of which pursue their respective security agendas in the Black Sea region will be dealt with afterwards. NATO has its own policy of penetration toward the Black Sea region. The EU is the dominant economic and political organization which also aims to enlarge in the Black Sea region. Finally, the security environment of the Black Sea region will be examined in view of the BSEC, NATO and EU.

Abstract:
This article argues that Turkey's relations with the Western international community, namely the European Union and the United States, have been going through difficult times over the last couple of years mainly owing to the growing divergences between the security understandings of the parties concerned. Despite the fact that internal factors, such as the ongoing power struggle among domestic actors, have a good deal of explanatory power, the emerging security environment in Turkey's neighborhood, particularly in Iraq, and its impacts on Turkey's internal security have recently become more important in bringing into existence a skeptical Turkish attitude towards the West in general and the westernization process in particular. The changing Western security understanding in the post 9/11 era on the one hand and the growing Western demands that Turkey adopt this understanding should she aspire to become a legitimate part of the West on the other have growingly led the establishment elites in Turkey to challenge the legitimacy of the decades-long westernization/Europeanization process from a security perspective.

Abstract:
The results of the January 5 2008 presidential elections in Georgia will have a long-lasting effect on this emerging democracy, as well as its foreign policy orientation, and on overall stability in the Caucasus. The winner, Mikheil Saakashvili, widely seen as a pro-American and pro-Western politician very keen on the issues of joining NATO and the EU, has in fact done nothing during his first four years in power to secure his country's political independence from Russia or to weaken Moscow's position in the Caucasus. If Saakashvilis's deeds, rather than his words, are examined more carefully, he appears to be more pro-Russian in his foreign orientation rather than pro-Western. It is not entirely unlikely that President Putin of Russia and his Georgian counterpart Saakashvili are staging the hate game between themselves for the benefit of Western observers and their respective domestic audiences. Saakashvili has just managed to secure his second term in office on the anti-Russian ticket, with all the legal and illegal means at his disposal. This will keep his political opposition, whatever is left of the independent news media, and the majority of Georgians actively opposed to him for years to come. If pressured hard by the West, Saakashvili may be forced to make a turn in his foreign policy orientation, and openly choose Moscow as his political overlord. Such a turn of events would have long reaching consequences for the overall stability and security of the Caucasus, as well as for extra-regional links and energy cooperation.
