It was created for the loftiest of economic purposes—to provide a stable monetary foundation to facilitate free trade and international capital flows—and to provide hope to a world beset by vicious and destructive war. Its architects, Harry Dexter White and John Maynard Keynes, surmounted personality clashes and political strains to carry out the mission that garnered their mutual respect: to establish optimal conditions for achieving world prosperity and world peace.

Abstract:: When it comes to “saving capitalism,” dealing with the “too big to fail” doctrine is a top priority. This doctrine has increasingly become the government policy on this issue, and it is probably the most dangerous policy for capitalism we can imagine. It under- mines capitalism in many ways: not only does it make the system less stable, but it also undermines the moral basis of capitalism. If you have a sector or a set of institutions where losses are socialized but where gains are privatized, then you destroy the economic and moral supremacy of capitalism. Either we deal with the perverse incentives created by this doctrine or we undermine the long-term sustainability of capitalism. So it is really important to think what we can do against this too-big-to-fail policy.

Abstract:: Since April of this year, I have had the honor of representing President Obama and the American people as Ambassador to the Republic of the Philippines, a major ally with whom the United States has an enduring partnership based on respect, shared values, and a desire for stability and prosperity. The Philippines is at a pivotal moment in its history. The election of Benigno S. “Noynoy” Aquino III, son of slain Senator Benigno “Ninoy” Aquino and his late widow, President Corazon C. Aquino, has brought fresh hope to the country for a better future, even in the face of enormous challenges. The United States strongly supports President Aquino's goals of peace, prosperity, and stability. To those ends, as Ambassador to the Philippines, my top priorities are raising awareness of the scourge of human trafficking in the Philippines, promoting business opportunity and investment, and deepening mutual understanding between the United States and my host country. I have also promoted investment in “green” sources of energy, not only to stimulate economic and job growth but also to protect the environment of this beautiful country and the world we share. My Embassy team and I are working vigorously to enhance our people-to-people ties through cultural and professional exchanges, the Peace Corps, and other programs that build mutual understanding so that we may expand our partnership in the spirit of mutual respect in the years ahead.

Abstract:: In his State of the Union address, President Obama noted his intention to double US exports to grow our economy out of this recession. As a businessman and former US Ambassador, I could not agree more. This speech must be a clarion call. Millions of Americans are jobless, many thousands have lost homes, and we all— Democrats and Republicans—see the future with great concern and anxiety. Wall Street is shaky and Main Street is miles from revival. Can we rise to the challenge posed by new major competitors like China, India, Russia, etc.? Yes we can, but we clearly need a major shift in our economic strategy and foreign commercial trade policy.

Abstract:: Investing in the potential of women and girl s is one of the smartest investments that any country can make. Women are critical to driving economic growth and they are vital to creating stable societies. There is an abundance of data demonstrating the dynamic impact that economically empowered women have. The World Economic Forum (WEF) publishes an annual Gender Gap Report. Why would WEF particularly focus on gender gaps ? This report clearly illustrate s that countries with three key indicators—providing access to education for women and girls, access to healthcare, and having women's full politic al and economic participation— are the same countries that are far more prosperous and have made greater economic progress.

607. Will Climate Change Alter the NPT Political Balance? New Challenges for the Non-proliferation Regime

Abstract:: This article focuses on the possibilities of implementing a valid multilateral system for uranium enrichment and nuclear fuel-recycling activities. The contribution to the literature is twofold. First, I identify the economic, political, and legal tensions which should be overcome in order to establish such a multilateral system: enterprises' interests in keeping their economic advantages; mistrust among states as well as mistrust in the current non-proliferation verification system; the necessity of redefining the content of the states' right to use nuclear energy for peaceful purposes. And, last but not least, the willingness to cooperate of the states currently developing those activities of enrichment and recycling. Based on that analysis, the second contribution is the definition of those formulae for cooperation which would be the most appropriate for tackling the problems detected, as they could pave the way to the transition towards a multilateral system of worldwide reach.

Abstract:: Currently prevailing notions of the state have been considerably shaped by Max Weber's definition which distinguished the state from other socio-political communities through its monopoly on the use of legitimate violence to enforce its administrative decisions. In order to make this normative claim effective, the state needs to have the necessary coercive instruments (military, police, penitentiaries, etc.) at its disposal. At least in the industrialized nations there has therefore been a linear increase in the strength and reach of the state. This seemingly perennial increase in the ability of the state to engineer social outcomes, if necessary through the use of coercive means, was fuelled by a steady increase in economic production and a corresponding enlargement of the relative share of public spending. The lasting recessions in the aftermath of 1973, however, dramatically altered this overall picture. The end of full employment, seemingly unlimited economic growth, and attendant tax revenue exposed fundamental structural limits of statehood. This set in motion an ongoing academic and public discourse on the appropriate functional scope of a weakening state in an increasingly globalizing world which appeared far less amenable to deliberate political control, given pressures towards greater efficiency, competitiveness, and rationalization.

Abstract:: Since its establishment in 1957, the European Union or, to be more precise, the European Economic Community was motivated by the vision of a single market, where the peoples of Europe would be able to conduct economic transactions without suffering from barriers to trade. EU law, EU legislation, and its interpretation by the European Court of Justice (ECJ) are aimed at promoting the single market vision, based on the four freedoms, one of which is the free movement of persons. These legally-established freedoms aim at removing obstacles to trade. Obstacles to the free movement of persons may include direct or indirect discrimination of employees at work. Discrimination may be based on grounds of religion, race, or sex. This book concentrates on the last.

Professor Allison was the CEO of BB for twenty years, during which time the company's assets grew from $4.5 billion to $152 billion. He now teaches at Wake Forest University. —Craig Biddle Craig Biddle: Hello, John, and thank you for joining me. John Allison: It is a pleasure to be with you. Photo courtesy Wake Forest University CB: Let me begin with a couple of questions about your work at Wake Forest. I understand that you joined the faculty in March 2009 as a Distinguished Professor of Practice—a fitting title given your decades of applying philosophy to business. What has your work at the university entailed so far? And how have your ideas been received? JA: I've primarily been involved in teaching leadership both to students and to some of the administrators in the university. I taught a course on leadership last fall, and I've been participating in various courses taught by other professors on finance, mergers and acquisitions, and organizational development. But my focus is on leadership. My ideas have been well received. The students take great interest in talking to someone who has been in the real world and been successful in business. I think they appreciate that perspective. CB: Through the BB Charitable Foundation, you've established programs for the study of capitalism at a number of American universities. How many of these programs are there now? What unifies them? And what generally do they entail? JA: BB has sponsored sixty-five programs to date, and they're all focused on the moral foundations of capitalism. While many people recognize that capitalism produces a higher standard of living, most people also believe that capitalism is either amoral or immoral. Our academic question is: How can an immoral system produce a better outcome? We believe that capitalism is moral and that this is why it is so successful. We think it is critically important that we not only win the battle over economic efficiency, but that we engage in and win the debate over ethics as well.

612. How an Economy Grows and Why It Crashes

Abstract:: Very few economists predicted an economic catastrophe in 2007. Even following the crash, many continued to claim that our present economic course was fine. As for today? “Three years into the mess, economists now offer remedies that strike most people as frankly ridiculous. We are told that we must go deeper into debt to fix our debt crisis, and that we must spend in order [to] prosper” (pp. xi–xii). The source of such seeming obliviousness, according to Peter and Andrew Schiff, is the early-20th-century economist John Maynard Keynes. According to the Schiffs, Keynes taught that governments could smooth market volatility, increase employment, boost growth, and raise living standards simply by going into more debt and printing more money. Although they grant that Keynes was smart, the Schiffs say he developed some very stupid economic ideas—ideas that are false, dangerous, and causing the collapse of America's economy. The Schiffs set out to counter these harmful ideas in How an Economy Grows and Why It Crashes. The book is an extended allegory of U.S. economic history, with supplementary discussions and illustrations. It begins with three men living on a tropical island, each subsisting on one fish per day, which he catches with his bare hands. One of the men, Able, devises a better way to catch fish: a net. Thus equipped, he hopes to catch more fish, and faster, leaving himself spare time to make new clothes.

Abstract:: Redeploying the State is a book about statehood, which can also be called state strength, capacity, or effectiveness. In order to address this topic, it takes as its subject a comparative study of Egypt and Mexico, particularly in the arenas of privatization and labor disputes. Hishaam Aidi asks why the Egyptian state was much less effective than the Mexican state in economic reforms, especially in regard to Mexico's ability to overcome the labor movement's opposition, despite the fact that Egypt was much more authoritarian and therefore had a more repressed labor movement than Mexico. While explaining this puzzle, Aidi implicitly refutes essentialism, which refers to certain “essences” of Islam, while explaining Muslim socio-political life

614. Prospects for Democratization in Iran: Policy Implications

Abstract:: The breakdown or modification of the Islamic Republic, though not imminent, is increasingly conceivable. However, in the event that the regime were to fall, Iran is bereft of many of the social and economic requisites for a stable democracy to emerge. About 80% of the Iranian economy is in the hands of the state, the private sector is dependent and feeble, and the 70% of the Iranians that are under the age of 30 are neither propertied nor middle class. This has implications for US policy, made all the more urgent by the timeline imposed by the looming nuclear issue. Rather than experiment with ineffectual and counter-productive attempts at democracy promotion, this study suggests that a policy of long-term international diplomatic and economic engagement is the best available tool for transforming Iranian society and politics in such a way that a transition to a sustained and stable democracy and, by implication, a resolution of Iran's nuclear issue, becomes more likely.

Abstract:: Through a series of open-question interviews carried out with those responsible for the UfM file between late 2008 and early 2009, some undeniable and unanimously accepted merits were voiced. However, views from the southern shores of the Mediterranean appear to be multifaceted and not uniform with only one dominant common trait echoing in all interviews and shaping negative perceptions, namely, the weight the Arab-Israeli conflict exerts in hampering the initiative. While a Union of projects could "address the architectural deficit that has prevented the Mediterranean from becoming a coherently functional economic regional space", high politics emerge, yet again, as an inescapable reality that demands prioritisation.

Abstract:: The ongoing global financial and economic crisis, which initially emerged in North America and Europe, has increasingly spread to emerging and developing countries, including the Southern Mediterranean. The global economic crisis could pose, and is posing, a number of challenges to Euro-Mediterranean relations. On the political front, it has contributed to further undermining the political reform agenda included in the Barcelona Process and the European Neighbourhood Policy. On the economic front, the crisis is jeopardising trade integration in the Euro-Mediterranean area and could slow down the pace of economic reforms supported by the European Union in Southern Mediterranean countries.

Abstract:: Italy and Libya have always enjoyed a special relationship based on reciprocal economic interests. The 2008 Friendship Treaty and the formal apologies for the colonial past have paved the road for more stable cooperation between the two countries in other sectors as well. Libya has started a gradual and prudent reform that, minimising the risks of destabilisation, is meant to attract foreign investments outside of the hydrocarbon sector in an attempt to diversify the economy. As its major political and economic partner, Italy is playing an important role in the Libyan transformation process.

Abstract:: With a population of over 500 million, the European Union (EU) is Canada's second-largest trading partner. In 2006, two-way merchandise trade between Canada and the EU was approximately $78 billion and two-way investment reached $263 billion. While these figures are far from marginal, they pale in comparison to the $626 billion in two-way merchandise trade and $497 billion in two-way investment with the United States. In light of these numbers, analysts have argued that there is room for improvement in the economic relationship between Canada and the EU. They believe that the relationship has been significantly under-traded and under-valued. In an attempt to bolster this claim, a Canada-EU Joint Trade Study commissioned by the European Commission and the Government of Canada (GoC) recently noted that Canada is the EU's 11th-largest merchandise trading partner, with only 1.8 percent of external EU trade in this category (GoC, 2008). In light of the financial crisis in the United States, discussions to revive talks of a Canada-EU Free Trade Agreement (FTA) have begun to garner attention.

Abstract:: The on going financial crisis has exposed the weaknesses of the risk management practices pervasive in the financial industry and the limitations of a domestic regulatory structure that fails to provide any federal regulator with the responsibility and authority to comprehensively oversee the financial system. Of course these problems have not been limited to the United States, as banks based abroad, like UBS, and economies around the world have also been shaken by the crisis. The crisis has also exposed the shortcomings of the international regime for economic and financial policy coordination.

Abstract:: President Obama's first-ever trip to China was the main attraction of the fourth quarter. In addition to meeting Chinese leaders, Obama held a town hall-style assembly with Chinese students in Shanghai. The two sides signed a joint statement, the first in 12 years, which highlighted the depth and breadth of the relationship and promised greater cooperation. Nevertheless, the US media mostly faulted the president for not making sufficiently concrete progress on a number of problems. The Copenhagen climate talks garnered much attention in December. As the two largest emitters of CO2, negotiations between China and the US not only occupied the meeting's spotlight, but also ultimately decided its outcome. Trade friction continued to intensify with both countries launching new investigations and imposing duties on several products. The bilateral military relationship took a step forward with the visit to the US by Xu Caihou, vice chairman of China's powerful Central Military Commission.

Abstract:: The last quarter of 2009 featured high-level Chinese leadership diplomacy with individual Southeast Asian countries, ASEAN, and Asian regional multilateral groups. Salient meetings involved the ASEAN Plus 1 and Asian leadership summits in Thailand in October, a presidential visit to Malaysia and Singapore, including the APEC leaders meeting in Singapore in November, and high-level visits to Australia in late October, and Myanmar and Cambodia in December. Chinese official media commentary showed some concern over recently heightened US and Japanese diplomatic activism in the region. The South China Sea disputes and military tensions along the China-Myanmar border were much less prominent than earlier in the year.

Abstract:: Taipei and Beijing resumed progress on economic issues by completing the Memorandums of Understanding (MOUs) on cooperation in regulating the financial sector and signing three technical agreements at the fourth round of SEF-ARATS talks. Informal talks concerning an Economic Cooperation Framework Agreement (ECFA) continued but no date for starting formal negotiation has been announced. While the pace of progress is now slow largely because reaching compromises on substantive economic issues has proven to be time-consuming, these agreements further integrate the two economies. Taipei has continued to resist pressure from Beijing to address political issues about which opinion in Taiwan remains deeply divided. Cross-Strait trade has recovered quickly from the precipitous drop a year ago and should surpass its pre-recession peak in December. Slow progress is likely to continue in the coming months.

Abstract:: The last quarter of 2009 raised hopes for developments in China's relations with both Koreas. Chinese Vice President Xi Jinping received head-of-state treatment during his mid-December visit to South Korea. In Seoul, Xi presented a series of proposals to further the China-ROK strategic cooperative partnership, including pressing for a free trade agreement. President Lee Myung-bak and Premier Wen Jiabao held bilateral talks on Oct. 10 in Beijing on the sidelines of the China-ROK-Japan trilateral summit, which Lee used to promote his “grand bargain” on North Korean denuclearization. There were also several exchanges between China and the DPRK. In early October, Premier Wen led a large delegation to Pyongyang and proposed a comprehensive set of deals with North Korea. As the first Chinese premier to visit Pyongyang in 18 years, Wen was warmly hosted by Kim Jong-il. Following Wen's visit, the director of the United Front Department of the Workers' Party of Korea (WPK) and Pyongyang's official in charge of inter-Korean relations, Kim Yang-gon, made a five-day trip to China. President Hu Jintao reportedly extended a formal invitation to Kim Jong-il to visit China “at a convenient time” at his meeting with Choe Thae-bok, secretary of the WPK Central Committee and one of Kim's closest aides, who led a WPK delegation to Beijing in late October.

Abstract:: The last month of 2009 was significant for petro-politics on the Eurasian continent. In mid-December, the 1,800 km Turkmenistan-Uzbekistan-Kazakhstan-China natural gas pipeline went into operation. It connects with the 4,500 km West-East trunk line inside China and has an annual capacity of 40 billion cubic meters. Two weeks later, Prime Minister Putin officially commissioned the first section (about 2,700 km from Taishet in eastern Siberia to Skovorodino in the Amur region) of the nearly 5,000 km Eastern Siberia-Pacific-Ocean (ESPO) oil pipeline to the newly built Kozmino oil port near Vladivostok, where the first batch of Siberian crude was being loaded on the 100,000-ton oil tanker Moscow University bound for Hong Kong. Thus, Moscow and Beijing significantly elevated their postures in the global game of energy diversification for both buyers and sellers. Both pipelines were built during the tenure of President-turned-Prime-Minister Putin. His October visit to China resulted in a dozen high-value commercial deals, but also reflected his 10-year legacy in shaping Russian-Chinese relations and their mutual perceptions.

Abstract:: Last quarter we focused on remarks by US President Barack Obama and Secretary of State Hillary Clinton proclaiming that “America is back in Asia,” an obvious dig at real and perceived neglect of Asia by the previous administration. This quarter, both were forced to postpone planned trips to Asia although, in Secretary Clinton's case, not before giving a major Asia policy address in Honolulu. This quarter also ended the same as last, amid hints that Pyongyang really would, at some not too distant point (but not this past quarter), return to six-party deliberations. On a more positive note, it looks like arms control agreements are on the way back, following the announcement that the US and Russia had finally come to terms on a new strategic arms agreement, to be signed by both presidents in April. Speculation about the “changing balance of power” in Asia also continues as a result of China's economic resilience and apparent newfound confidence, although it still seems premature to announce that the Middle Kingdom is back, given the challenges highlighted at this year's National Peoples' Congress. Political normalcy also appears to be a long way from returning to Bangkok where the “red shirts” have once again taken to the street, prompting the government to declare a state of emergency.

Abstract:: Prime Minister Hatoyama Yukio moved to implement his domestic policy agenda with an eye toward the Upper House elections this summer but watched his approval rating fall as he and members of his ruling Democratic Party of Japan (DPJ) were beset by political fundraising scandals. The impasse over the relocation of Marine Air Station Futenma continued to dominate the bilateral agenda and alternative proposals put forth by the Hatoyama government failed to advance the discussion. Concerns about barriers to US exports and the restructuring of Japan Post emerged in commentary by the Obama administration and congressional leaders but a joint statement highlighting cooperation on the Asia-Pacific Economic Cooperation forum (APEC) reinforced the economic pillar of the relationship. The Toyota hearings in Congress were covered extensively by media in both countries but did not have an immediate impact on US-Japan relations. However, the recall issue and other developments point to potentially negative perceptions that could cloud official efforts to build a comprehensive framework for the alliance over the course of the year, the 50th anniversary of the 1960 US-Japan Security Treaty.

Abstract:: After a relatively smooth period in US-China relations through the first year of the Obama administration, the “honeymoon” ended in the first quarter of 2010. The new year brought new frictions and returned to the spotlight many problem areas. The quarter began with an unexpected announcement from an unlikely player in China-US relations: Google, the internet giant, reported extensive hacking of its networks traced back to China and then redirected Google.cn users to its Hong Kong site to evade Chinese censorship. Tensions were further stoked by the administration's notification to Congress of a major weapons sale to Taiwan and President Obama's meeting with the Dalai Lama. Throughout the quarter, economic frictions intensified, particularly over the valuation of China's currency. Despite these numerous difficulties, the quarter closed with the pendulum swinging back toward the center. At the end of March, President Obama and Deputy Secretary of State James Steinberg both reaffirmed the US commitment to a positive relationship with China; Beijing announced that President Hu would attend a major international nuclear security summit in the US in April 2010; and Obama and Hu, in a friendly phone call, renewed their determination to sustain healthy and stable ties.

Abstract:: The interaction between economic negotiations and Taiwan domestic politics will dominate cross-Strait relations this year. Formal negotiation of an Economic Cooperation Framework Agreement (ECFA) began in January and both sides now talk hopefully of completing the negotiations by June. On Taiwan, recent election losses make timely conclusion of the ECFA on terms welcomed by Taiwan voters important for President Ma Ying-jeou and the Kuomintang (KMT) party's political fortunes. The announcement of a US arms sales package in January was welcomed by Ma, but predictably created tensions in US-China relations – tensions that raise the stakes when the Obama administration considers Taiwan's request for F-16 C/D aircraft.

Abstract:: China reaffirmed its traditional friendship with a revamped leadership in Pyongyang that emerged from the historic Workers' Party of Korea (WPK) conference that re-elected Kim Jong-il as party and state leader. Kim Jong-il visited Northeast China, holding his second summit with President Hu Jintao this year. Immediately after Pyongyang's party conference, Secretary of the WPK Central Committee Choe Tae-bok led a senior party delegation to Beijing to brief President Hu and other officials. Meanwhile, China-ROK relations remain strained following the March 26 Cheonan incident, marking the lowest point in bilateral relations since diplomatic normalization in 1992. The third China-ROK high-level strategic dialogue was held in Beijing. China and South Korea also held their first preliminary round of free trade agreement talks. Beijing promoted resumption of the Six-Party Talks, sending Special Representative for Korean Peninsula Affairs Wu Dawei to meet counterparts in Pyongyang and Seoul.

Abstract:: The quarter started well. The Kan government, emphasizing efforts to strengthen economic ties with China, appointed Niwa Uchiro, former president of the trading giant Itochu Corp., as Japan‟s new ambassador to China. Talks to implement the June 2008 agreement on joint development of the East China Sea began in Tokyo in late July. Prime Minister Kan and all Cabinet members refrained from visiting Yasukuni Shrine on Aug. 15. In early September, Japan began the destruction of chemical weapons left behind in China by the Imperial Army at the end of the war. The quarter, however, ended in controversy. Sparked by the Sept. 7 incident in which a Chinese fishing boat operating near the Senkaku Islands collided with two Japanese Coast Guard ships, relations quickly spiraled downward. The Japanese Coast Guard detained the captain and crew setting off a diplomatic row that led to the Japanese ambassador being called in for a midnight demarche as well as the personal involvement of Premier Wen Jiabao before Japanese prosecutors released the ship's captain on Sept. 24. China's call for compensation and an apology went unanswered as of the end of the quarter.

Abstract:: This paper mainly focuses on the mobility of the 31 highest Chinese administrational governors from 1999 to 2007, which includes their promotions, remains and literal transfer and so on. Through collecting and analyzing the information of those governors' personal as well as the provincial economic and social development conditions by logit regression model. It shows that the popular theory by Professor Zhou that supports a connection between cadres' promotion and economic performance has its own limited. This paper therefore has given a more comprehensive analysis on the possible factors that influence the promotion of the highest Chinese provincial governors.

Abstract:: The goal of this paper is to propose principal-agent theory (PAT), a methodology adapted from economics to analyse the relations of a buyer and a seller, as a possible tool for an SSR practitioners' assessment toolbox. The added value of PAT is its capacity to analyse the relationships between actors of the security sector based on observable, measurable and tangible mechanisms that the actors utilise in controlling, resisting, and allying with other actors. Securitization of loans (e.g., credit card receivables, or subprime residential mortgages) is often portrayed, correctly, as having arisen in part as a means of “arbitraging” regulatory capital requirements by booking assets off the balance sheets of regulated banks. Originators of the loans were able to maintain lower equity capital against those loans than they otherwise would have needed to maintain if the loans had been placed on their balance sheet.

Abstract:: There is no denying that the current financial crisis has delivered a major seismic shock to the policy landscape. In country after country, we see governments panicked into knee-jerk responses and throwing their policy manuals overboard: bailouts and nationalizations on an unprecedented scale, fiscal prudence thrown to the winds, and the return of no-holds-barred Keynesianism. Lurid stories of the excesses of “free” competition—of greedy bankers walking away with hundreds of millions whilst taxpayers bail their institutions out, of competitive pressure to pay stratospheric bonuses and the like—are grist to the mill of those who tell us that “free markets have failed” and that what we need now is bigger government. To quote just one writer out of many others saying much the same, “the pendulum will swing—and should swing—towards an enhanced role for government in saving the market system from its excesses and inadequacies” (Summers 2008). Free markets have been tried and failed, so the argument goes, now we need more regulation and more active macroeconomic management.

Abstract:: We remain in an economic crisis and financial crisis, one that Gary Gorton has named “The Panic of 2007” (Gorton 2008). The thesis of this article is that monetary policy has played a pivotal role. Under Alan Greenspan and now Ben Bernanke, the Fed has conducted monetary policy so as to foster moral hazard among investors, notably in housing (O'Driscoll 2008a). More generally, the crisis is the product of a “perfect storm” of misguided policy. Policies to encourage affordable housing fostered the growth of subprime lending and complex financial products to finance that lending. Regardless of the desirability of the social goal, the financial super- structure depended on housing prices never falling. Housing prices do fall sometimes, and did so decisively beginning in 2007 (Gorton 2008: 50).

661. Interest-Rate Targeting during the Great Moderation: A Reappraisal

Abstract:: In the era that has come to be known as the “Great Moderation” (dating from the mid-1980s), the Federal Reserve's policy committee (the Federal Open Market Committee or FOMC) pursued what has to be called a “learning-by-doing” strategy. The data that counted as relevant feedback—the unemployment rate and the inflation rate—seemed all along to be suggesting that the Fed was doing the right things. Even when the Fed lowered the Fed funds target to 1 per- cent in June 2003 and held it there for nearly a year, the economy appeared to be on an even keel and U.S. interest rates were in line with those in other countries. The historically low interest rates were attributed not to excessive monetary ease in the United States but to a worldwide increase in savings.

Abstract:: Christopher Coyne's book seeks to contribute to an understanding of the “precise mechanisms and contexts that contribute to or prevent” successful efforts to “export liberal democracy” by means of “military occupation and reconstruction” (p. 7). Even if this were the only accomplishment of this fine book, it would represent one of the most important contributions to the field of political economy in recent decades. However, Coyne does more. He draws from economics to produce a full-fledged framework for analyzing the economic, political, and social effects of all reconstruction efforts. He also questions the long-standing view that reconstruction requires, or even benefits from, a suspension of the principles of liberty, free association, and free market.

With the collapse of Enron came the opportunity to resolve the conflict in favor of Austrian economics. Bradley chose to undertake the slow development that would produce a definitive study rather than an instant bestseller. He ultimately decided to produce a three-volume treatment. The first of these, the book under review here, deals with two overriding conceptual issues relevant to the Enron collapse and their implications to Enron and earlier debacles. The first is what is the essence of free-market economics and whether the Enron experience undermines the case for free markets. The other is the invalidity of resource pessimism. Later volumes will deal with similar problems such as the Insull holding-company collapse in the Great Depression and then a concluding volume on Enron itself.

Abstract:: Beneath the mantra about a coordinated global response to the economic crisis, a line of fracture starkly divides the two sides of the Atlantic about what to do in practice to revive the sinking economies. In Washington, the Obama administration is accepting an unprecedented amount of government debt in order to pump money into the hands of consumers who can spend it and revive business. An Obama aide says that Canada, France, Germany and are not matching the U.S. effort with stimulus spending of their own and should do more. No, answer Ms. Merkel and Mr. Sarkozy - firmly but politely, so far - this is the wrong approach, the wrong priority. The global financial rules need to be overhauled before more money is pumped into it, they say, because the real problem is the lack of confidence in a recent U.S. model of capitalism that has collapsed. And, they say privately, America is to blame for the problem, so America should pay to fix it.

Abstract:: In this age of globalization, nations rise and fall in the world markets day and night. Europe, Germany in particular, may at first have indulged in a certain amount of schadenfreude to observe the abrupt fall from grace of the U.S. financial system. But not for long. As of November 2008, the euro zone is officially in a recession that continues to deepen. Germany's government was compelled to enact a 50 billion euro fiscal stimulus package. The Japanese economy, though perhaps among the least susceptible to the vagaries of the European and U.S. economies, followed soon after, with analysts fearing that the downturn could prove deeper and longer than originally anticipated. The U.S.—Europe—Japan triad, representing the world's three largest economies, is in simultaneous recession for the first time in the post-World War II era. China, meanwhile, is suddenly seeing its 30-year economic dynamism lose steam, with its mighty export machine not just stalling but actually slipping into reverse.

Abstract:: How can we make sense of where the United States is in Afghanistan today? A poor country, wracked by 30 years of civil war, finds itself at the mercy of insurgents, terrorists, and narco-traffickers. NATO's economy-of-force operation there has attempted to help build a nation with very few resources. Yet, overall levels of violence remain relatively modest by comparison with other violent lands such as the Congo, Iraq, and even Mexico. Economic growth is significant and certain quality of life indicators are improving, though from a very low base. The United States is committed to Afghanistan and over the course of 2009 will roughly double its troop strength there. The international community is also seriously committed, with a number of key countries such as Canada, the Netherlands, and the United Kingdom fighting hard and applying solid principles of counterinsurgency.

Abstract:: Arguments are widely expressed that America is in decline, both at home and abroad. These admonitions extend not only to economic, diplomatic and geopolitical realms, but even to the cultural arena. The United States does face real and even serious problems, but there is an unmistakable echo of the past in current arguments. Antecedents of these views were evident in the 1970s, '80s and '90s, and on occasion even in identical language. Indeed, declinist proclamations have appeared on and off not only throughout the 20th Century, but also during the 18th and 19th Centuries. Moreover, periodic crises in US history have included challenges more daunting than those of today. It can thus be instructive to compare the arguments and prescriptions of the new declinism with those of earlier eras. The evidence suggests a pattern of over-reaction, a historicism, and a lack of appreciation for the robustness, adaptability and staying power of the United States.

Mr. Hoenig is also a columnist for Smartmoney.com and contributes economic commentary to WLS 890AM in Chicago. -Craig Biddle Craig Biddle: I must ask at the outset, why did you name your firm "Capitalistpig"? Is there a story behind that? Jonathan Hoenig: Yes, there is. From weeding yards as a young boy to working at Starbucks in high school, I have always been interested in money and actively hustling for dollars. Getting an "A" in school didn't mean much to me, but earning a few hundred dollars working in a local warehouse or passing out samples of Nutella (another summer job) always provided a tremendous sense of accomplishment and pride. One of my earliest memories is going with my dad to our local bank and opening my first passbook savings account. Even then, it was a real thrill to watch the balance slowly build. As a kid, while many of my contemporaries were either bullying (or being bullied), I was busy discovering the virtue of mutually beneficial exchange. My neighbor appreciated me cleaning out her basement, and, for a few bucks, I was more than happy to do an excellent job. Ever since I can remember, capitalism wasn't something I spurned, but embraced. Knowing I wanted to pursue a career in the financial markets, after college I traded futures at the Chicago Board of Trade for a few years before opening up my firm in 2000. The name Capitalistpig Asset Management was a punchy way of communicating the philosophy by which my operation is run. We also give all new clients a copy of [Ayn Rand's] Atlas Shrugged. The name Capitalistpig also helps to attract the right type of customer. I prefer to work with like-minded individuals who support capitalism and individual rights and are happy to be part of an operation that loudly promotes these ideals. CB: What exactly is a hedge fund? How is it different from a mutual fund? And what do you and other hedge fund managers do? JH: A hedge fund is simply a pool of money funded by profit-seeking investors and managed by a professional money manager. In that sense, it is similar to a mutual fund. But unlike a mutual fund, a hedge fund is not required to register with the Securities and Exchange Commission. This doesn't mean hedge funds are unregulated; far from it. The government places stringent restrictions on how hedge funds can operate. Most notably, we're prohibited from accepting investments from "nonaccredited" individuals-meaning, those who don't have a liquid net worth of at least $1 million or haven't earned an income of at least $200,000 for two consecutive years. This, incidentally, is the source of the notoriously "exclusive" and "elitist" nature of hedge funds: They're exclusive and elitist not by choice, but by government edict. While most people assume that hedge funds trade frequently and make big bets on financial esoterica, the truth is a hedge fund is a legal structure, not an investment technique. Some trade frequently and use leverage, others buy and hold stocks for months or years at a time. So while the media routinely characterize hedge funds as "risky" or "highly leveraged," the reality is that hedge-fund strategies, just like mutual-fund strategies, run the gamut from the ultraconservative to the highly volatile. Some managers employ complex spread trades, while others simply buy and sell stocks. Just knowing someone runs a hedge fund tells you absolutely nothing about how it's run. What matters are the strategies, positions, and discipline that the manager uses to maximize the money. My fund is focused on absolute return, ideally earning a profit regardless of the condition of the stock market or larger macroeconomic environment. To accomplish this, I use strategies such as selling short, trading options, commodities, currencies, and other instruments, some of which aren't directly correlated with the stock market. My fund functions as one part of an individual's portfolio, usually no more than 25 percent, and it has been profitable eight out of nine years, earning a total return of over 345 percent. The Dow Jones has lost 28 percent over the same period. CB: Hedge funds and their managers have been loudly and repeatedly condemned for having somehow caused or exacerbated the current financial crisis. Did hedge funds lead to or worsen the crisis? If so, how? If not, what do you make of such claims? JH: Such accusations are absurd. Hedge-fund managers have neither caused nor exacerbated the financial crisis, and they couldn't have done so even if they had tried. These managers simply invest money for their clients. If they make good investments, their clients make money; if they make bad investments, their clients lose money. Moreover, hedge funds-one of the few financial industries that has not asked for and will not receive a bailout-actually helped shoulder the burden of the credit collapse. In buying and selling risky mortgages, loans, and other instruments, hedge funds substantially mitigated the crisis by adding liquidity to the marketplace and facilitating trade. Wealth creation requires investment, and the savings needed in order to make loans, finance operations, start new companies, and invest in R come from investors, such as hedge-fund managers, who are seeking to profit. Far from fueling the financial crisis, hedge-fund managers reduced its severity, and continue to do so, by allocating capital in accordance with the principles of economics, long-range thinking, the profit motive, and market demand.

Abstract:: During the Great Depression, the English economist John Maynard Keynes published The General Theory of Employment, Interest, and Money, in which he argued that governments could spur employment and reinvigorate an ailing economy by borrowing and spending money. The recent financial crisis has reinvigorated interest in Keynes's ideas. Articles in the Financial Times, the Christian Science Monitor, the New York Times, and Forbes have heralded the resurgence of interest in Keynesian theory. Commentators across the political spectrum, from Paul Krugman and Joseph Stiglitz to Bruce Bartlett and Greg Mankiw, have called for a return to Keynesian economics. Congress and President Obama have enacted a gargantuan "stimulus" bill and are pursuing massive spending programs the likes of which Keynes could only have dreamed. It seems that pundits and politicians are all Keynesians now. A new book, however, argues that Keynes's theory is much more profound than most people realize. In Animal Spirits: How Human Psychology Drives the Economy, and Why It Matters for Global Capitalism, George Akerlof and Robert Shiller present what they regard as the essence of Keynesianism-Keynes's view of man as an animal saddled with inherent, irrational drives. These "animal spirits" have historically been ignored, say the authors, which is why Keynesianism has, at times, given way to other theories. Those who want Keynesian political policies to rise back to dominance and endure need to understand and embrace this neglected aspect of the theory. The authors point out that, because Keynes published his work in the middle of the Great Depression, his followers wanted governments to adopt his policy recommendations as soon as possible. To make his prescriptions more palatable, Akerlof and Shiller tell us, Keynesians of the time deemphasized the more insightful yet more abstruse "fundamental message" in Keynes's work. Although the watered-down version of Keynesianism was more politically acceptable, it was, according to the authors, less politically potent and more vulnerable to attack. Yes, the Hoover and Roosevelt administrations engaged in deficit spending, but they "lacked the confidence to pursue those policies far enough" (p. viii). The Keynesian borrowing and spending of World War II was more robust, Akerlof and Shiller say; consequently, it ended unemployment, became all the rage in the 1940s, and remained a widely respected policy for some time. But even this broader and longer-lasting support for Keynesian deficit-spending was bound to fizzle because the "more fundamental message of The General Theory was cast aside" (p. viii). . . .

683. The Box: How the Shipping Container Made the World Smaller and the World Economy Bigger

Abstract:: Free marketeers reading the news these days cannot help but feel depressed. Media reports would lead us to believe that entrepreneurs are exploiters, that global trade hurts rather than helps people in America-in short, that capitalism has failed and that only the "change" offered us by central planners can alleviate our economic woes. In this climate, Marc Levinson's book The Box: How the Shipping Container Made the World Smaller and the World Economy Bigger provides a welcome respite and intellectual refueling for weary capitalists. It tells a suspenseful story of achievement-replete with many twists and turns and a swashbuckling American hero-that will leave you wanting to run to the nearest container port to admire with newfound appreciation the industrial machinery that impacts almost every part of our daily lives. The Box, published on the fiftieth anniversary of the first sailing of a containership christened The Ideal-X, tells the story of how a seemingly mundane thing-a metal box with a wooden floor-managed to fundamentally change the world we live in. Until the 1960s, shipping had not changed much in decades. Handling cargo was a labor-intensive activity, and transportation costs and times-whether by land or by sea-were huge obstacles to trade, often making transcontinental, let alone global, trade economically unfeasible. In the 1950s, moving goods by ship was "a hugely complicated project," involving "millions of people who drove, dragged, or pushed cargo through city streets to or from the piers" (p. 16). Docks were cluttered with every kind of good imaginable, "steel drums of cleaning compound and beef tallow alongside 440-pound bales of cotton and animal skins"-all of which needed to be loaded and unloaded manually by gangs of longshoremen (p. 17). The process of loading and unloading a single ship during a single visit to a port often took weeks and accounted for between 60 and 75 percent of shipping costs. And, given the difficulties inherent and time involved in moving goods housed in a variety of different containers, it was imperative that factories locate close to docks for fast access to raw materials. Transportation costs and long delivery times made long-distance trade challenging and expensive-even before factoring in the heavy regulation that plagued the shipping industry. Recognizing the great expense and wasted time inherent in shipping practices of the day, two companies-both outsiders to the maritime shipping industry-developed in parallel an alternative system. Malcom McLean, an entrepreneur who grew his trucking company from a single vehicle purchased on credit during the Great Depression to one of the largest in America, bought a marginal East Coast maritime shipping line using "an unprecedented piece of financial and legal engineering" to circumvent regulations that prevented trucking companies from owning ship lines (p. 45). McLean set out to design and build a new shipping system from scratch based on a novel approach to the business: Whereas most shipping executives at the time believed that their business was operating ships, "McLean's fundamental insight, commonplace today but quite radical in the 1950s, was that the shipping industry's business was moving cargo" (p. 53, emphasis added). Within less then two years, McLean and his company, Pan-Atlantic, bootstrapped the first viable container system, in which cargo was loaded into stackable metal and wooden boxes of uniform dimensions, eliminating much of the labor required for and many of the problems inherent in loading ships with goods housed in a variety of containers. Further, "McLean understood that reducing the cost of shipping goods required not just a metal box but an entire new way of handling freight. Every part of the system-ports, ships, cranes, storage facilities, trucks, trains and the operations of the shippers themselves-would have to change. In that understanding, he was years ahead of almost everyone else in the transportation industry" (p. 53). His team of entrepreneurial, fast-moving engineers, managers, and partners designed, among many other things, the 33-foot box (only small steel containers were previously available); developed a quick-release locking system that eliminated the need to chain containers to ships or trucks; built a new trailer chassis to guide containers automatically into place; and put in place large cranes equipped with spreader bars-devices stretching the entire length of a container that enabled crane operators to attach and release hooks at the container's corner with the flick of a switch, thereby eliminating the need for longshoremen to climb up to each container corner and attach chains manually. And they accomplished all of these things while dealing with skeptical regulators who doubted the safety of containers and were pressured by truck and rail competitors to prohibit the container shipping experiment. When the first containership sailed on April 24, 1956, McLean's detailed cost tracking system showed clearly the benefits of the new system: "Loading loose cargo on a medium-sized cargo ship cost $5.83 per ton in 1956. McLean's experts pegged the cost of loading the Ideal-X at 15.8 cents per ton. With numbers like that, the container seemed to have a future" (p. 52). . . .

Economic power is moving to developing countries (particularly in Asia), transnational security threats from nuclear proliferation to climate change are emerging, and influential malevolent as well as benign non-state actors compete with sovereign states for global influence. Despite these tectonic changes, the superstructure of global cooperation has barely moved. The world thus makes do with creaky institutions that reflect a world that no longer exists_with growing risks to global stability and prosperity.

Abstract:: The quality of statistical data covering the economic and social development of the People's Republic of China has been questioned by international and national data users for years. The reasons for this doubt lie mainly in the structure of the Chinese system of statistics. Two parallel systems exist which operate largely autonomously: the national system of statistics and the sectoral system of statistics. In the area of the national statistical system, the National Bureau of Statistics (NBS) has the authority to order and collect statistics. This competence lies with the ministries and authorities below the ministerial level. This article describes and analyses these structures, the resulting problems, and the reform measures taken to date. It also aims to provide a better understanding of the statistical data about the People's Republic of China and to enable an assessment of them within a changing structural context. In conclusion, approaches to further reforms will be provided based on the author's long-standing experience in cooperation projects with the official Chinese statistics agencies.

Abstract:: Focusing primarily on Israeli voter attitudes with respect to the Zionist-Palestinian conflict, this paper argues that the results of the 2009 elections highlight the structural entanglement of Israeli politics within a colonialist process of "creeping apartheid" not only in the West Bank but in Israel proper. The elections also demonstrated the continuing relevance of identity and class politics among Israeli voters and the trend among culturally and economically marginalized groups to support the colonialist agendas set mainly by the settlers, the military, and parts of the globalizing economic elites. In parallel, election results among Palestinians in Israel reflect their growing alienation from a political system that structurally excludes them from political influence. Oren Yiftachel is professor of political geography, urban planning, and public policy at Ben-Gurion University, Beersheba, and the author of a number of books, including Ethnocracy: Land and Identity Politics in Israel/Palestine (Penn Press, 2006).

One very striking fact is historical—the rapid acceleration in the rate of economic progress since the early 1800s. Another is geographical—the huge differences in levels of economic progress in different parts of the world today. The questions virtually ask themselves. Why did economic progress accelerate? Why is it not universal? On the whole, these two questions have been addressed by two different specialized fields within economics. Economic history has addressed the question of change over time, and development economics has addressed the question of contemporary differences across countries.

Abstract:: The surge in foreign direct investment (FDI) flows during the 1990s has motivated a host of recent studies into their determinants. Recently, the level of corruption in the host country has been introduced as one factor among the determinants of FDI location. From a theoretical viewpoint, corruption—that is, paying bribes to corrupt government bureaucrats to get “favors” such as permits, investment licenses, tax assessments, and police protection—is generally viewed as an additional cost of doing business or a tax on profits. As a result, corruption can be expected to decrease the expected profitability of investment projects. Investors will therefore take the level of corruption in a host country into account in making decisions to invest abroad.

Abstract:: Two decades after the predicted “end of ideology”, we are observing a re-emphasis on party ideology under Hu Jintao. The paper looks into the reasons for and the factors shaping the re-formulation of the Chinese Communist Party's (CCP) ideology since 2002 and assesses the progress and limits of this process. Based on the analysis of recent elite debates, it is argued that the re making of ideology has been the consequence of perceived challenges to the legitimacy of CCP rule. Contrary to many Western commentators, who see China's successful economic performance as the most important if not the only source of regime legitimacy, Chinese party theorists and scholars have come to regard Deng Xiaoping's formula of performance-based legitimacy as increasingly precarious. In order to tackle the perceived “performance dilemma” of party rule, the adaptation and innovation of party ideology is regarded as a crucial measure to relegitimize CCP rule.

Abstract:: China is undergoing modernization at a scale and speed the world has never witnessed. As climate change increasingly dominates the global agenda, China faces the challenge of shaping a new growth path in a climate-constrained world. The paper argues that China's current climate and energy policy is, at best, a “repackaging” of existing energy and environmental strategies with co-benefits for the mitigation of climate change. Nevertheless, even though policies are not climate-change driven, the quick (rhetorical) endorsement of low-carbon development and the strong momentum of green technologies indicate that political ambitions are in favour of finding a more sustainable development pathway. A new growth path would, how-ever, require a fundamental shift, with development and energy strategies being set within climate security constraints. The eventual success of this new path remains uncertain.
