Abstract:: In the first three decades after China initiated reform and opening-up policies in 1978, its relations with the United States (U.S.) improved steadily. However, in the post-2007/2008 global financial crisis period, both countries’ attitudes toward each other began to change. Particularly since the Trump administration, as the U.S. started to define China as its main competitor, their bilateral relations deteriorated further. As a result, scholars, diplomats, and politicians worldwide began to talk about the emergence of a new Cold War between China and the U.S., encompassing economic, ideological, military, and political aspects. The ideological aspect of this emerging “new Cold War” revolves around the discourse of democracy.

Abstract:: Recent years have witnessed a significant inner transformation among political parties in both developed and developing democracies of the world. Different factors, such as changes in the structure of the media environment owing to the technological boom in the last two decades and changes in voting behavior, led to the transformation of the political parties in different democracies worldwide. Therefore, studying the patterns of this transformation has become an integral part of the current political science research. Early studies have demonstrated the indexes based on professionalization. However, limited studies have tried to examine the process of transformation relating to professionalization and are almost missing from the studies based on non-western democracies like India. Therefore, against this backdrop, this study tries to expand the literature by providing a theoretical framework consisting of causal mechanisms which would explain the process of professionalization of campaigns with special reference to Indian elections through the theory testing method of process tracing. The framework has been provided in a series of causal mechanisms to answer how the considered individual variables react when they come in contact. This paper concludes by justifying the conceptual framework of professionalization.

4. ELECTORAL BONDS: A PERIL TO DEMOCRACY AND TRANSPARENT ELECTIONS IN INDIA

Abstract:: A democracy is built on free and fair elections. India is one of the world's most populous democratic countries. In 2018, the Indian government launched a new electoral bonds scheme to fund elections. Electoral bonds influence election funding and make it easier for corporate entities to conceal political donations by concealing the bond’s buyer and beneficiary details. The new electoral bonds scheme lures companies and facilitates money laundering. The present article critically evaluates the electoral bonds scheme by analyzing the various acts and statutes. However, the Indian judiciary evaded its role as guardian of the constitution and final interpreter of the constitution by not deciding the cases pending in court. The scheme provides an unfair advantage to the ruling party. Anonymity and secrecy harm accountability in a democracy. The new election funding scheme undermines transparency and fair elections. This new election funding scheme has exacerbated the situation in Indian democracy. This new mechanism of election funding keeps voters in the dark about whether the governing party favors corporate donations.

Abstract:: La militarización y el combate como herramienta casi exclusiva contra la violencia y la inseguridad ha sido el paradigma de profundo calado en Honduras y la mayor parte de la región, lo que implica la solución a los problemas de inseguridad en clave de guerra. Este conflicto asimétrico entre los grupos criminales y los Estados se recrudeció a raíz de la Guerra contra las Drogas iniciada por el presidente mexicano Calderón, y no es sino la continuación de las diversas guerras contra ya ensayadas en Centroamérica bajo inspiración de los EEUU. Con la llegada al poder de la presidenta hondureña, Xiomara Castro, se advertía un cambio en relación a las políticas de seguridad que no se enfocaran exclusivamente en la mano dura, sino que abordara la reforma integral del Estado priorizando la lucha contra la corrupción y la impunidad, así como la mejora de la calidad de la democracia. Una ola de populismo punitivo recorre la región, pero la mejora en los niveles de inseguridad en Honduras no será sostenible mediante el uso exclusivo de la fuerza ni estados de excepción.

Abstract:: Political communication is important in the development of political, social and historical processes of a country. Communication is perhaps a powerful tool that politicians have in their hands. They use it to fight political opponents, and to persuade the masses. This article will address the importance of political communication in post-conflict societies, with a focus on Kosovo society. Political communication and media are crucial for peacebuilding, democracy, and conflict resolution, especially in Kosovo, where emotional and harsh nationalist communication hinders socio-political transformation of deep-rooted conflicts. In this article, authors try to examine the correlation of hatespeech and violence in Kosovo. The results conclude that there is a positive correlation between hatespeech and violence. Without free and independent media, political communication will not be able to free itself from the past that has plagued it for decades.

7. Ten Years of Democratizing Data: Privileging Facts, Refuting Misconceptions and Examining Missed Opportunities

Abstract:: The Center for Migration Studies of New York (CMS) initiated its “Democratizing Data” project in 2013 to make detailed demographic information widely available on the US undocumented, eligible to naturalize, and other non-citizen populations. The paper begins by outlining top-line findings and themes from the more than 30 CMS studies under this project. It then examines and refutes four persistent misconceptions that have inhibited public understanding and needed policy change: (1) migrants never leave the United States; (2) most undocumented migrants arrive by illegally crossing the US-Mexico border; (3) each Border Patrol apprehension translates into a new undocumented resident; and (4) immigrants are less skilled than US-born workers. The paper then offers new analyses in support of select policy recommendations drawn from a decade of democratizing data. It concludes with a short reflection and a case study on the failure of data, evidence-based policy ideas, and national ideals to translate into necessary reform.

8. Türkiye’s First 100 Years

Abstract:: Modern Türkiye (the official spelling of Turkey since 2021) sprang like a phoenix from the ashes in 1923, overcoming daunting odds. Its predecessor, the Ottoman Empire, had foolishly joined the war with the Central Powers in 1914 and naively thought its Arab subjects would remain loyal, only to have been utterly defeated and then dismembered. A rebellion led by the empire’s most famous war hero and leader, Kemal Ataturk, overthrew the last sultan, rejected an unjust treaty to divide up the country and repelled the occupying Allies. He established a contemporary republic based on popular will and modern law to begin a new history for the Turkish people. Born from the wreckage of war and national chaos, Türkiye now, one hundred years on, has become a formidable player on the global stage. World War One witnessed four empires – the German, Austro-Hungarian, Russian, and Ottoman – disappear from history. Of the four, the Turks were the most severely treated by the European victors. Little of Germany and none of the Austro-Hungarian states were occupied. Türkiye was. The country also was originally forecast to become a League of Nations mandate, losing its sovereignty, a punishment not assessed against any other Central Power. Türkiye’s victory at the negotiating table in the early 1920’s over the European Allied Powers and on the battlefield principally against the Greeks, who were encouraged by the British to invade Türkiye to recover territories, was a singular achievement. The final agreement – the Treaty of Lausanne – gave Türkiye its complete independence on October 29, 1923, with Mustafa Kemal as its first president. It was the only such treaty negotiated by a WWI Central Power state with the Allies.

Abstract:: Populism is a political phenomenon that has gained significant attention in recent times due to its ability to appeal to the masses for common good and to bring about changes in established political systems. It has become a significant political force in many parts of the world, including Pakistan. Pakistan is a country that has experienced political instability and economic challenges since its inception. While populism has provided a platform for addressing the grievances of marginalized communities, it has also posed significant challenges to democratic governance and economic stability. Mixed method research approach is utilized in the study to examine the role of populism in the political history of Pakistan. To study political dynamics of Pakistan, the works of scholars such as Ernesto Laclau, Chantal Mouffe, Guillermo O'Donnell and Philippe Schmitter are used in the research paper. To gather empirical data, a questionnaire has been employed as a research tool. This enables a deeper understanding of recent developments in populism within Pakistan. By examining the historical and social context of Pakistan and identifying the factors that have contributed to the rise of populist movements in the country, the research paper aims to analyze the developments of populism in Pakistan offering insights into its potential benefits and pitfalls. The findings of the study will have significant implications for policymakers, scholars, and practitioners in Pakistan and beyond.

10. Perceptions of Public Accountability and its Impacts on Democratic Stability in Nigeria: Observations from Akwa Ibom State

Abstract:: The manner at which public officials manipulates and won elections in Nigeria deeply depreciates the political value of the electorate and embolden such officials to refuse to be accountable to the masses. Thus, democracy in Nigeria has been profoundly endangered since Nigeria returned to democratic system of government in 1999 as a result of undemocratic practices, chiefly, the aspects that relates to elections and public accountability. At the center of these democratic misdemeanors in Nigeria is inherent lack of transparency and accountability of public leaders. This study therefore investigates perceptions of public accountability and its impacts on democratic stability in Nigeria with observations from Akwa Ibom State. The study articulated four objectives which translated into four research questions and four hypotheses. The Social Contract Theory was adopted for this study. The study also adopted descriptive research design and chi-square statistical technique to analyze the data collected. Research questionnaire was distributed to sample of 200 participants randomly selected from each of the three senatorial districts of Akwa Ibom State, totaling 600, which the researcher only retrieved 570 of it. The findings revealed among others that citizens’ views about the electoral processes influence their perceptions of democratic stability. The study recommended among others that the electoral processes should be very transparent to all citizens to enlist their trust and confidence in the political system.

Abstract:: The article studies the dynamics of ethnic conflict in Balochistan and its relation to the paradigm of democracy in Pakistan during the first elected government in the Bhutto Era. Like many third-world countries, the language controversies in Pakistan have provoked ethnic and political conflicts. Due to disagreements over the national language, the government was unable to develop a constitution for nearly 9 years after independence. Though the dispute was theoretically resolved in 1956, it continues to haunt the state. Although Bhutto was an elected leader, his rule was not immune to ethnic conflicts. Ethnic sentiments garnered attention in Balochistan, triggering confrontations and secessionist tendencies. An insurgency began in Balochistan, causing harm to both the Baloch and the state, and it still exists. The article affirms that in this context, ethnic conflicts have political objectives; the main causes of such conflicts are political, such as under-representation in state institutions, unequal distribution of resources, economic disparities, and, in many cases, the state elite's reluctance to recognise the identity of a particular ethnic minority.

Abstract:: All colonies got independence in the twentieth century through fighting or political movements against the colonizers or got independence without any struggle. mostly in these (post-colonial) states, military is dominant where political institutions are weak. Pakistan is one of these states, where army waged war against the democracy successfully and ruled directly half of the independence period. It indirect ruled the country through installing or dissolution of civilian governments. Now, they run the state from behind through giving instructions to the civilians, legalized its power using rivalry with India (Shah, 2020). Coincidently, during the military rule, Pakistan got economic well-being and remained stable (Burkey, 2010). It is now ray of hope that the military will disassociate itself from politics and become neutral. This paper will discuss the reasons behind the military dominance and provide a solution how to get rid from this dominance without hurting people confidence in the military and without wrong labeling it.

13. China's Contribution to the Stabilization of 'Democratic' Afghanistan

Abstract:: The People’s Republic of China and Afghanistan established diplomatic relations in 1955. In the following decades of the Cold War, however, relations between the countries were limited, which was due to the main directions of the foreign policies of both countries. Afghanistan focused on balancing the influence of the USSR and the US on its territory. China, in turn, adopted a rotational stance towards superpowers, and in the region, it strengthened political, economic and military cooperation with Pakistan (Zaborowski 2012, 142). In the 1970s, China supported the pro-communist Shu’lai Javid (Eternal Flame) party operating in Afghanistan. Members of Parcham, the pro-Moscow wing of the People’s Democratic Party of Afghanistan (PDPA), contemptuously described its members as Maoists (Levi-Sanchez 2017, 46). During the Soviet occupation of Afghanistan, Beijing allowed Xinjiang Uyghur Muslim fighters to pass through the Wakhan Corridor into Afghanistan to support the mujahideen insurgency there. At that time, political relations between states were maintained only at the consular level.By February 1989, the Soviets withdrew their troops from Afghanistan, and in September 1992 the last communist president - Mohammad Najibullah (09.1987-09.1992) was overthrown. However, this did not end the civil war, as individual mujahideen groups fought for influence in the country. The war destabilized not only Afghanistan, but also the border areas of neighboring countries, including the Western border of the PRC. In 1992, the President of Afghanistan - Burhanuddin Rabbani (06.1992-09.1996) tried to normalize relations with Beijing, but due to increasing military operations in 1993 China withdrew its diplomatic representation from Kabul. When the Taliban took power in Afghanistan in 1996, the country fell into international isolation in which China participated. During the Taliban regime, Afghanistan hosted al-Qaeda, which trained around 1,000 Uyghur fighters in the camps there. In Beijing, this caused serious concern and encouraged the Chinese authorities to intensify security cooperation with Pakistan. According to leaders of the Chinese Communist Party (CCP), most of the security problems in the Muslim-dominated Xinjiang province were to be caused by neighboring Afghanistan. For example, the 1997 incidents in the province, known as the Yining riots, were considered to be Taliban-inspired (Cheema 2002, 308)

15. Fighting Gangs to Dismantle Democracy: How Anti-Crime Policies Have Contributed to the Authoritarian Drift in Central America

Abstract:: For several years, the northern countries of Central America—El Salvador, Guatemala, and Honduras—have seen some of the highest levels of criminal violence globally. 5ey are also ground zero for two of the most brutal street gangs in the Western Hemisphere: the Mara Salvatrucha (MS-13) and the 18th Street Gang (Barrio 18). Di6erent government administrations have imple- mented various policies to address gangs and criminal violence; however, no policy has been more controversial or frequently used than the zero-tolerance, or mano dura (iron fist), crackdowns. Zero-tolerance crackdowns were introduced at different moments in all three countries but have been a dominant feature of state response to crime in Central America in the last two decades. In this essay, I examine the latest installment of hard-on-crime policies in El Salvador and how they contributed to the democratic erosion of the country. This case exemplifies how Central American governments have repeatedly used the fight against crime as a justification to strengthen security forces without oversight, ignore human rights standards, and leverage the justice system to serve corrupt government officials.

Abstract:: En este trabajo examinamos el impacto que la introducción de las tecnologías digitales y la inteligencia artificial está teniendo en materia de igualdad y discriminación. El análisis de la arquitectura global de gobernanza existente, y de las propuestas para su remodelación, demuestra que existen numerosos aspectos que aún no se encuentran lo suficientemente desarrollados, lo que produce el riesgo de exacerbar las desigualdades y perpetuar las discriminaciones. La regulación de las actividades de las empresas multinacionales para anticipar y mitigar los impactos negativos sobre los derechos humanos que se derivan de las mismas y para que rindan cuentas por posibles daños, se presenta como elemento esencial en este contexto. Igualmente se precisa la adopción de acuerdos internacionales que se apliquen con carácter general a aquellas tecnologías que, por su propia naturaleza, tienen el potencial de poner en riesgo la paz y la seguridad internacionales. Abstract:: Democratic governance has to do with the majority's will, respecting the rights of communities and all citizens' well-being. In Kosovo, the rights of communities are regulated by the constitution and legislation, which guarantee the special rights of minority communities. One of the fundamental policies of governmental institutions was about decentralizing local self-government, designed to facilitate the creation of new municipalities of communities and their integration into the local institutions. Our purpose was to search and analyze the level of representation of communities in the local institutions, legal mechanisms that guarantee their rights, challenges in putting the rights of communities into practice, and the political steps that must be taken to achieve so. The methodology is based on quantitative research with 500 (five hundred) respondents in three municipalities: Pristina, Gracanica, and Dragash, where 59% of respondents are male and 41% are female. The results show that about 55% of the communities are somewhat satisfied with the constitutional guarantees, and 38% are represented in the institutional life of Kosovo. Implementing legal mechanisms has allowed the communities to have higher representation at institutional levels and be part of Kosovo society’s integrative processes.

18. Watching the Words: A Situational Analysis of Selfcensorship in Bhutanese Media

Abstract:: Self-censorship in journalism is a global phenomenon. Against the rapidly changing media landscape, experts have posed selfcensorship as a severe threat to the future of journalism. Bhutan is no exception. There are no empirical studies conducted in the country on self-censorship in Bhutanese media. Therefore, the paper attempts to examine the perceptions and practices of self-censorship and its characteristics in the media society, especially after the country transitioned to a constitutional democratic monarchy. It also tries to understand the situation for policy interventions to empower the media in fostering a healthy democratic society. For the study, the paper views self-censorship as the act of journalists limiting or ignoring a story or parts of a story for various reasons and not limited to external threats or the fear of negative repercussions. Sixty-one journalists, including freelancers, were interviewed online during the study. Based on their accounts, there is a common consensus that selfcensorship is an issue in Bhutan. But it is not a result of an oppressive media environment as journalists generally enjoy professional freedom in covering various topics. Instead, it is exercised more like a coping mechanism to professional demands and consequences such as protecting sources and avoiding prosecutions. Moreover, journalists also self-censor as an ethically guided judgement. At the same time, the results suggest that agencies concerned could reduce the instances of self-censorship in the Bhutanese media fraternity through specific interventions.

In the coming months, the series will examine the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The two feature analysis articles focus on the foreign fighter problem set in Ukraine and the evolving linkages to far-right extremism of actors on both sides of the conflict. Kacper Rekawek finds that unlike in 2014, “the 2022 conflict has, for the most part, not energized Western right-wing extremists, nor persuaded them to travel. In what is for Ukrainians a war for national survival and a fight to secure a Western democratic future for the country, the allure of the far-right in Ukraine has dimmed. Ukrainian units with far-right histories are now deeply integrated into Ukraine’s armed forces and eschew foreign recruitment, and one of those units, the Azov Regiment, was decimated during the siege of Mariupol. Very few foreign right-wing extremists have been recruited into Ukraine’s International Legion. In fact, anecdotal evidence suggests most of the foreign fighters who have traveled this year to fight on the Ukrainian side are fighting to safeguard Ukraine’s future as a Western democracy.” Don Rassler examines key concerns and questions about the war in Ukraine that are relevant to counterterrorism practitioners. Continuing this month’s focus on the impact of nefarious Russian actions, Christopher Faulkner examines the activities in Africa of the Wagner Group, a Russian private military company closely tied to the Kremlin. He writes: “Wagner’s role in Africa poses a severe threat to the security and stability of African states as well as the strategic interests of the United States and allied nations.” Finally, Tara Candland, Ryan O’Farrell, Laren Poole, and Caleb Weiss assess the rising threat to Central Africa posed by the 2021 transformation of the Islamic State’s Congolese branch.

Abstract:: When in the course of reading the two most authoritative accounts that together chronicle the war of the Spartans and the Athenians and how they waged it against each other—i.e., the Peloponnesian War by Thucydides and the Hellenica by Xenophon—we come across the word attikizo and its cognates on at least seven different occasions: five in the former work and twice in the latter, by our count (see Thuc. III.62.2, III.64.5, IV.133.1, VIII.38.3, and VIII.87.1; Xen. Hell. I.6.13 and VI.3.14). A straightforward definition of this Thucydidean neologism is “to become like or join or side with the Athenians; to work for the interests of Athens.” However, as Victor Davis Hansonpoints out in A War Like No Other (2005), attikizo also has a normative connotation: it a “special word of sorts for Athenian expansionism.” We can thus allow ourselves to take the noun ‘Atticism’ to mean, figuratively, “alignment to a stronger power by a subordinate one acting under constraint at a time of crisis.” We may note, besides, that the classical Greek understanding of crisis connotes not just a meaning of momentous decisionand thus uncertain outcome, resulting in the need to exercise prudential judgment; it is also a key Hippocratic term used to refer to a sudden change in the health of a body towards either recovery or a turn for the worst. Crisis thus understood does not perforce imply predetermined reason or directionality. It is with this in mind that we can begin with preparations to conduct a little thought experiment on the strategic implications of the Summit for Democracy, which the Biden Administration staged online in December 2021 with much fanfare. In so doing, we can do worse than to call to mind a slight modification of something Barack Obama once said to Mitt Romney: “the 2000s called, and they want their foreign policy back” because, in many ways, the Summit for Democracy is reminiscent of various proposals put forward by Washington insiders in the first years of the third millennium for the establishment of some sort of U.S.‑led global coalition of democratic states. As we shall see, the speeches and deeds of the Biden Administration have provided enough evidence to suggest it may embrace some of the more dangerous elements of said proposals in the time ahead. This, in turn, may leave it open to the charge of advocating or suborning Atticism in the pursuit of its “America is Back” foreign policy posture. To get a sense of the possible effects thereof on U.S. national interests hereafter, we shall proceed with an inquiry into the scale, scope, and prudence of what we understand to be the Biden Administration’s essential ambition. We shall at times proceed in a contemporaneously unconventional approach on the grounds that operating in this manner can shed light on such matters in ways that conventional ones cannot, or at least cannot do as well. Genealogy of Morals Before coming to the various proposals made in the 2000s for the establishment of some sort of U.S.‑led global coalition of democratic states—an examination of which should prepare us to conduct our little thought experiment per se—we observe that “America is Back” represents most obviously a political aspiration to repudiate the foreign policy posture of the antecedent administration, which had conducted its external affairs according to the “America First” slogan that may be said to have been encapsulated by words spoken by Donald Trump in September 2019 during an address to the UN General Assembly: “The future does not belong to globalists. The future belongs to patriots. The future belongs to sovereign and independent nations who protect their citizens, respect their neighbors, and honor the differences that make each country special and unique.” But we suggest that “America is Back” may also be understood to be a reference to the spirit of an earlier moment in world politics in which it could be said that America had in fact recuperated or perpetuated its standing and come back (or out) on top.

Abstract:: This research aimed to analyze the Albanian parliamentary elections held in 2013, 2017, and 2021 in order to evaluate the process of development of representative democracy in Albania, one of the post-communist countries of the Western Balkans. The analysis was based on assessing the dynamics of the Electoral Integrity Index (PEI) as a quantitative indicator that reflects the level of fulfillment of international standards for democratic elections. The PEI was evaluated using the average perception values for 11 indicators reflecting the election process. Based on the value of the PEI2013 (54.1 scores), PEI2017 (53.3 scores), and PEI2021 (57.7 scores), the parliamentary elections in Albania were considered as processes that do not exceed the ‘moderate’ level. The non-significant difference between 2013, 2017, and 2021 PEI (p>0.05) demonstrated low progress in developing democratic performances in Albanian society.

Abstract:: Promoting democracy has been a central pillar of U.S. foreign policy for decades. This has been true for the dozen U.S. missions in which I have served in Africa over the past half century. Unfortunately, my experiences have left me doubtful about the results achieved by the hundreds of millions of dollars the U.S. has invested to promote democracy in Africa. I arrived in 1970 as a U.S. Peace Corps Volunteer, West Africa. In my village, I learned that you obeyed the chief’s decisions no matter how illogical they might be. I also learned that it was considered impolite to criticize any of the chief’s decisions. Today it is still best to obey the chief, although he is now influenced by the central government. The overriding concern of the chief and his representative council of elders was to maintain a peaceful and stable environment, acknowledging that no progress could be achieved without stability. As central government influence increased, local leaders offered their support in return for new schools, water wells and health clinics. The goal of this tribute system of “patronage governance” was not democracy but justice, a concept embedded in the local culture while “democracy” was an imported notion.

Abstract:: The article analyses political opposition toward the date of presidential elections and conducting them in the correspondence form on May 10, 2020, in Poland. The study is embedded in the theories of quasi-militant democracy and the emergence of social movements. The method used in the study is the qualitative analysis of media messages of the main news websites in Poland. Mainly in terms of the activity and arguments of citizens against the elections in the form of correspondence. The presidential elections revealed the imperious relationship between the government and citizens in Poland’s becoming quasimilitant democracy. The emphasis was on the elements regarding the organisation of elections on May 10 that could impact a social movement’s emergence. The most significant role in stopping the May 10 elections was played by institutional opposition in the form of local self-governments’ civil disobedience and the Senate’s action, which efficiently blocked the party’s initiative. The article accounts for how election matters determined the social mobilisation and activity of the new social movement. This paper’s main finding is that institutional opposition may prevail over the social one in the pandemic.

Abstract:: Democracy promotion emerged as a US foreign policy priority during the late 20th century, especially after the Cold War. Scarce resources, however, require policymakers to make difficult choices about which countries should receive democracy aid and which ones should not. Previous studies indicate that a variety of factors shape democracy aid allocations, including donor strategic interests and democratic openings within potential recipient states. Research has also shown that media coverage plays a significant role in these decisions. We model the conditional effects of media attention and regime shifts on US democracy aid decisions, controlling for other recipient and donor variables. We argue that these factors are contingent on the salience, in terms of broad interest profiles, of a particular country for policymakers. The donor’s overall level of interest in a potential recipient systematically shapes the effects of media attention on democracy assistance. Broadly speaking, low-interest conditions elevate the agenda-setting impact of media attention and regime conditions/shifts while high-interest conditions reduce that effect. To assess these contingent relationships, we examine US democracy aid from 1975-2010. Our results support our argument and present a more nuanced explanation of the relationship between the media’s agenda-setting role, recipient characteristics and donor interests.

It is teemed with liberalism (a mixture of liberalism and realism) and liberacantilism (a mixture of liberalism and mercantilism). Misinterpretations of the West have made certain errors during the post 9/11 socalled war against terrorism. These errors cumulatively transform terrorism into 'errorism'. This 'errorism' is bringing home the world that inequality and imbalances are occurring horizontally and vertically making this world disorder. Industrialization is going on in the West and the population is increasing in the rest, breaking the "iron cage of liberalism." It demands a glocal system of governance that could sustain people's co-existence at home and abroad. Abstract:: The Joseph Biden Administration has rather famously committed to convene a Summit for Democracy, likely later in 2021 or early in 2022. The Summit has become, as some diplomats have suggested, “the talk of the town,” not only in Washington but also in multiple other national capitals. A cottage industry has sprung up debating the who, the what and the where. More focus is needed on the why — which, in turn, ought to shape the how. To my mind, albeit one preoccupied for over a quarter of a century with human rights and democracy, the why is rather straightforward. The alternatives — bending to the rise of authoritarians, or leaving unaddressed the weakened liberal international order that the United States originally helped create —are not in our or our allies’ national interest. Many democracies are experiencing intense challenges on multiple levels. Chief among these is the global pandemic, which revealed deep socioeconomic inequities in societies that have long been labeled “developed,” when in fact these democracies have not been delivering to many communities. Freedom House has now recorded 15 straight years of decline globally in democracy. The crises at home have been widely broadcast: the new Congress came under physical attack January 6 after a U.S. President attempted, as part of a protracted effort, to overturn the 2020 election and prohibit the peaceful transfer of power. How then the Summit for Democracy can help repair and revive democracy here and among our allies needs more consideration and detail. Numerous factors roll up to a once-in-a-generation opportunity to rethink and refresh exactly how we advance democracy at home and abroad. New approaches, themes and methods can help revitalize strategy and policy. Such new approaches need to connect and account for domestic shortcomings and link progress at home to efforts abroad. In doing so, post-pandemic democracy promotion needs to reflect a comprehensive focus on rights that includes socioeconomic issues and sustainable development (e.g., democracies must deliver dignity). The Biden Administration ought to consider labeling the Summit “Democracies Deliver Dignity and Development” or the 4Ds Summit. The Summit can provide the road map for these new approaches while being informed and shaped by extensive consultations at home and abroad. Finally, new methods should include data-driven, human-centered design shaping foreign assistance as well as elevating local voices. Internationally, that would be a significant change to the dominant modalities, largely Congress-driven, supporting specific types of institution building, such as central election commissions. Such work will undoubtedly continue, given support in Congress and among the U.S.-based NGOs that receive the funding (notwithstanding the damaged credibility of our democracy). At a minimum though, demonstrably demand-driven assistance ought to supplement this older business model in order to better deliver to populations, listening and responding to the multitude of needs.

Digital technology must be a focal point of the Summit. The future of democracy depends, in large part, on the ability of democracies to confront the digital transformation of society – to address the challenges and to capitalize on its opportunities. Over the past decade, democracies have struggled to meet this test, while authoritarians have used technology to deepen repression and extend global influence. Abstract:: With the restoration of democratic order in the Gambia in 2017, the West African region regained the attention of the world with renewed hope and optimism for democratic consolidation in Africa. The Economic Community of West African States’ (ECOWAS) rejection of the undemocratic retention of power by former President Yahya Jammeh and its threat to apply force, coupled with Gambians’ resistance, resulted in the restoration of democratic order in the country. Similarly, ECOWAS’ preventive diplomacy efforts following the recent military incursion in 2021 affirmed the regional body’s zero-tolerance stance for power acquired through unconstitutional means. The practice of accessing political power through credible elections under the watch of civil society and international actors is progressively taking firm root across the region. However, despite these democratic gains, the region is also witnessing setbacks in emerging political developments across Member States. According to the Freedom House ‘Freedom in the World Report 2021’, of the 12 countries with the most significant decline in democracy year-on-year, five are in West Africa.[1] The Economist Intelligence Unit’s Democracy Index (2020) showed that only Ghana and Cabo Verde still qualify as fully-fledged democracies in the region.[2] Recently, the region has also witnessed a resurgence in military interregna in Mali and Guinea. This democracy backsliding portends political instability, and its attendant economic consequences for the ECOWAS is concerning considering the developmental agenda of the region. Central to this negative democratic trend are concerns around political reforms that have undermined electoral integrity, inclusiveness and legitimacy in Member States. The application of some of these reforms has fuelled crises, which have led to the resurgence of coups d’état and threatened stability, peace and security in the region.

The colonial enterprise is important in the understanding of the postcolonial erosion of democratic institutions. Indeed, colonialism was not a democratic system, and its masters were not the mentors of democracy as they propagated. Rather, they took self-governance away from Africans while destroying indigenous democratic values and institutions without building stable replacements. Democracy need not be seen as the exclusive property of the West; it can be found in various African cultural contexts. Defining democracy can be difficult as its expression remains controversial in many African countries and other parts of the world. Does democracy necessarily mean Western ideas of democracy? Is there only a distinct model for every country, irrespective of its traditions and culture? These are some notable questions to address in dealing with democracy in its entirety. Africans must draw on features within their societies to give local relevance to democratic concepts, rather than run the risk of having democracy transplanted without adaptation, as they have done with technology. Although the idea of Africa’s openness to external ideas may not be strange, these external ideas would prove more useful if they were modified to harmonise with African values, ensuring proper understanding by the population at large. If democracy is to exist on the African continent, Africans will have to keep reinventing it. The constant reinvention of democracy based on African initiatives is what is needed in Africa. The Gadaa system among the Oromos highlights that Africans are not just students of democracy but actually owners of democratic ingredients themselves.

Abstract:: One of the world’s youngest nations, South Sudan, broke out into civil war in December 2013. The civil war was marked by persistent disregard for the sanctity of civilians, especially women and children. At the time of the conflict, both the ruling Sudan People’s Liberation Movement-in Government (SPLM-iG) and the Sudan People’s Liberation Movement-in Opposition (SPLM-iO) carried out massacres, which spread like wildfire across the country. Troops from both sides raped and slaughtered civilians, while government troops in Juba went door-to-door, seeking out opposition ethnic groups. After several failed regional mediation attempts, neighbouring states and international partners pressured President Salva Kiir, SPLM-iO leader, Riek Machar, and former detainees to sign the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS)[1] in August 2015 in Addis Ababa. The Agreement aimed to end the violent civil war and support comprehensive political reform during a three-year inclusive Transitional Government of National Unity (TGoNU). Additionally, the ARCSS provided a pathway to demilitarise many well-equipped militias and mechanisms for transitional justice and reparation, immediate measures to facilitate humanitarian access, and a programme to redress the economy. Nevertheless, just after the ARCSS was signed, Kiir, by presidential decree, ordered an increase in the number of states from 10 to 28.[2]

Abstract:: As the world continues to recover from the devastating fallout of the COVID-19 pandemic, navigating the harms of misinformation and disinformation remain at the forefront of global conversations on paving the path forward. Preventing the dissemination of false information—particularly during a time where the ways in which we engage with information environments have fundamentally changed—is increasingly complex. Social media platforms have enabled users to not only engage with media but become distributors of it themselves. When coupled with bad actors, limited repercussions, and poor content regulation, social networks are easily weaponized. At all scales of governance misinformation and disinformation campaigns pose a multidimensional threat. In Myanmar and China, disinformation campaigns were leveraged to target minority groups, while in Central and Eastern Europe, they serve as the cornerstone of destabilizing operations between adversarial states. In yet another facet, countries like Turkey, China, Russia, and Iran have embraced digital authoritarianism and restrict policies on internet accessibility under the pretext of stemming the spread of “fake news.” This year’s issue seeks to shed light on the nature of these evolving threats from a variety of innovative and understudied perspectives. This issue explores the causes and effects of the spread of misinformation and disinformation throughout different parts of the world and will be timely for years to come given the ever-increasing role and breadth of new technologies infiltrating people’s everyday lives.

Abstract:: This article aims to indicate the sources of problems in the field of governance and politics in the African Great Lakes Region. The countries of this region play an essential role in the global socio-political and economic system. Their development is hampered by numerous external and internal conflicts resulting from both the historical and contemporary problems of the countries. Colonialism had a major impact on the development of African countries. It manifested itself, among other things, in the spread of political domination. Adopting state management patterns from European culture and attempt to transplant them on African ground without understanding local cultural conditions contributed too much post-colonial fresh and modern conflict. Examples of this are failures to establish liberal democracy and its crises in the African Great Lakes Region.

Abstract:: The COVID-19 pandemic occurred in Poland during the campaign before the presidential election scheduled for May 10. This non-military threat changed the election campaign’s dynamics, leading to an unprecedented failure to hold elections and postponing them. Around the changes in the election procedure, many constitutionalists and political scientists voiced their inconsistency with the law and the provisions of the Constitutional Tribunal. Both the proposed provisions and the manner of their organization raised objections. The article classifies these changes as manifestations of democratic backsliding, weakening democratic institutions and leading to a decline in the quality of democracy. The research goal is to analyze the records in the selected source material and relate them to the selected theoretical category (democratic backsliding). In the course of the research, the following hypothesis is verified: in the face of the COVID-19 epidemic in Poland, attempts by the ruling elite to change the provisions related to organizing the presidential elections scheduled for May 10 are an example of democratic backsliding, which, by weakening democratic institutions, has threatened the constitutional provisions and the essence of the democratic system.

42. Why Did Italian Democracy Become Vulnerable? Theorizing the Change from Neo- to Quasi-Militant Democracy

Abstract:: Embedded in scholarship on militant democracy, this research aims to explain how Italian legislation was positioned to militant democratic measures and how this changed over time. Drawing on the qualitative source analysis and the explanatory frameworks of democratic vulnerability tests two competing theory-grounded assumptions. While the first one assumes that Italian democracy became vulnerable when traditional militant democracy instruments were outmoded, the second considers the misuse or abandonment of those means with social consent as the source of vulnerability. The crisis-induced socioeconomic inequality and uncertainty weakened the Italian political nation. As a result, the latter supported populists in return for a promise of political change. The anti-democratic legal means employed to extend power competencies and prevent the exchange of ruling parties were the way to and the costs of the expected political change. At the same time, the political nation became unable to self-organize to strengthen democracy self-defense. As a result, Italians co-produced a quasi-militant democracy that turned vulnerable because militant democracy measures were misused or not used with the consent of Italians that relinquished their political subjectivity in favor of the Northern League and the Five Star Movement.

Abstract:: As Susilo Bambang Yudhoyono won the 2004 presidential election, it marked the end of Indonesia’s democratic transition era and experienced a dynamic change in foreign policy. The new international identity that viewed Islam as an asset was introduced by SBY, emphasizing the importance of moderate Islam as opposing extremism. The phenomenon of Islamic influence was not only the result of democratic consolidation domestically but also external factors such as the aftermath of 9/11 that portrayed Muslims as potential terrorists. For this reason, Indonesian foreign policy attempted to diminish such misconceptions and tried to be a peacemaker or a mediator in Muslim-related issues globally. To contextualize the analysis, the study focuses on the influence of Islam in Indonesian foreign policy towards the Palestinian-Israeli conflict and Pakistan. The mutual aspirations on the Palestinian statehood shared by both the government and the Muslim elements in society could be found, while religious sentiments were noticeable, as shown by the Muslim groups. In contrast, the influence of Islam in Indonesia-Pakistan relations, especially regarding the Kashmir dispute, was absent due to the difference in views of the government and the Muslim groups and constraining factors, including Indonesia’s national interest priority.

Abstract:: The agreement of the round table signed on April 5, 1989, resulted in the creation of the government of Tadeusz Mazowiecki (September 12, 1989) and the end of communist rule in Poland. However, it should be pointed out that the agreement of the round table is currently often criticized. It is claimed, among other things, that the agreement was a form of “unification of the elite” (the term Jack Kuroń) to obtain financial and political benefits. As a result, the mixed communist-solidarity elite has taken over power in the country, guided solely by their own interests. It is also stressed that the contract has enabled the Communists to retain enormous influence in the special services, state administration, various institutions, the economy, and finance. On the other hand, these irregularities have been attributed to the solidarity elites who consider the round table agreements to be persistent. Other parts of the solidarity elite treated the round table exclusively as tactical action to take power away from the Communists.

Abstract:: When I was the U.S. Embassy press officer in Kyiv, Ukraine in the late 1990s, the public affairs section sponsored programs showcasing and explaining American democracy in the post-Soviet republic. One major event I organized was a public symposium entitled “Holding Elections in a Free Society”. We featured American government and academic experts on topics such as how to maintain a level playing field among competing political parties, registering to vote, ensuring fairness in the counting of ballots, election monitoring, equal access to the media, and similar features of our electoral system. The implicit message, of course, is that our election system is worthy of emulation. But our experience in last November’s presidential election, and the groundless objections about its integrity and result raised by President Donald Trump, culminating in a pro-Trump mob’s attack on the U.S. Capitol on January 6, did not resemble the exemplary depiction in my symposium. How could American diplomats justify holding such programs today, after the president himself condemned our Federal elections as rigged and massively fraudulent, our national government as corrupt, federal bureaucrats as members in a disloyal or self-serving Deep State, and the federal and state courts as biased institutions? The world has noted the deterioration in America’s democratic culture. In the 2019 Index of Democracy published by the Economist Intelligence Unit, the rating of the U.S. on its democracy scale fell from 8.05 in 2015 to 7.96 in 2019 (with 10 as the top score), dropping it further into the “flawed democracy” from the “full democracy” category. The U.S. now ranks 25th of 167 countries rated. American diplomats might be shocked to learn that the Economist team now grades U.S. democracy lower than Mauritius, Chile, and Uruguay according to its measures of features such as the electoral process and pluralism, and the functioning of government.

46. Can the U.S. Still Be an Example to the World?

Abstract:: Between January 6 and January 20, disbelieving viewers in America and throughout the world watched two weeks of American history, unlike any before, cascade across their TV screens like a 33vinyl record played at 78 RPMs. Cameras recorded the dizzying transformation of the Capitol from take-for-granted placidity, to unimaginable desecration, and finally to a stage festooned to welcome the inauguration of a new president. Foreign Service friends and colleagues in Washington, DC and abroad wondered what the world would take away from these images. We had often encountered military and armed police patrolling cities in other countries—but never in OUR capital. A Department of Justice colleague worried that our work abroad, such as justice system reform in countries from Colombia to Afghanistan, might now be at risk. After witnessing the January 6 events on Capitol Hill, would our overseas partners embrace us with as much confidence? The Constitution and citizen participation in a democracy played a large role in my career abroad as a public diplomacy foreign service officer with the State Department. In the years after the Berlin Wall and Iron Curtain fell, supported by the FAS (Freedom Support Act) and SEED (Support for East European Democracy) Congressional appropriations, helping the people of Central Europe and the former Soviet Union construct, or reconstruct, democratic institutions and practice was an important focus for our embassies in East and Central Europe. These programs were broadly welcomed by our host countries.

Abstract:: This paper is focused on the Albanian electoral system, its total inclusion approach, protection and promotion of gender characteristics, historical and legal developments on the gender quotas necessity, the comparison in time and space, the barriers and opportunities to promote gender politics in public and social area in Albania. The methodology will consist of a comparative analysis of legislation, the international legal framework, recommendations of international institutions, policy papers on identifying the causes why higher gender representation in politics produces estimated results in the public area, social and economic development. Analysis of the circumstances, historical periods, social and economic impact in legal amendments would be another methodology component. Gender quotas provide a critical minority of women, from 20% to a gender balance of 50%, either as an education of the community to face with real gender balance in common life.

Abstract:: Globally, women leaders online face relentless abuse, threats, and gendered disinformation campaigns, enabled by the lack of regulation on social media platforms causing women to become discouraged from entering public leadership and allowing anti-democratic regimes to silence critics and undermine women’s political participation. In Turkey, proposed social media reform allowing government regulation based on poorly defined definitions of disinformation coupled with the backsliding of women’s rights movements are providing a breeding ground for gendered disinformation. A small window has opened to show the responsibility of platforms for not acting sooner to address the harms their products cause on women, and democracy. We must take advantage of this moment by highlighting what the evidence demonstrates, shaping the global conversation on online harms against women.

Abstract:: I am a man of Solidarity—Solidarność. That is the name of the mass social movement that began in Poland in 1980 and brought freedom and democracy to not only my country but to all of Central and Eastern Europe. 1989 marked the end of the Eastern Bloc, and 1991 brought the collapse of the Soviet Union. Back then, there was hope it would indeed be “the end of history” and that there would be no going back to the past. The fall of the communist empire seemed to be the ultimate proof for us in Poland and Central Eastern Europe, but also for the entire world, that there was no more place for authoritarian regimes and that oppressive governments would perish sooner or later. Such was the experi- ence of generations that lived through the twentieth century. Three decades prior, the air we breathed was full of democracy; we needed that air once more.
