401. Systemic Operational Design – a study in failed concept

Abstract:: One of the many reasons for the failure of the Israel Defence Forces’ (IDF) in the Second Lebanon War was the concept of Systemic Operational Design (SOD), translated into de facto military doctrine. The story of the rise and fall of the SOD idea is a warning sign for all militaries faced with “modern” and “fashionable” ideas. The purpose of this paper is therefore to describe and evaluate the Systemic Operational Design created and introduced into the IDF by Brigadier General Shimon Naveh and the Operational Theory Research Institute (OTRI). The study is based on the literature created by the State of Israel, the IDF, and its main proponent Shimon Naveh, as well as other militaries (mainly the US Army). This theoretical background is confronted with the IDF’s operations during the Second Lebanon War of 2006 and their effects on the war’s outcome. The over intellectualised, ambiguous, and not properly structured concept of the SOD, introduced as the IDF’s doctrine and approach to operations, led to military failure (which also had more root causes) in Lebanon. A study of the SOD failure should lead to a careful approach being taken to all new military concepts and ideas. Both change and continuation need to be properly balanced and evaluated, while enhanced military effectiveness could be of great value. At the same time, the impact of concepts which are not well anchored in military science/history and untested, like the SOD, could be devastating for militaries.

402. Unknown gunmen and insecurity in Nigeria: Dancing on the brink of state fragility

Abstract:: There is a compelling need to address the protracted and recurring multidimensional insecurity in Nigeria. The prevalence of insecurity in the country is multipronged and caught in a cyclic web. Insecurity in Nigeria comprises insurgency, killer herdsmen, extrajudicial killings, ethnoreligious conflict, armed robbery, militancy, banditry, cybercrime and attacks by unknown gunmen, among other things. The incidence of attacks by unknown gunmen is pervasive and symptomatic of a fragile state where the government’s monopoly of force is challenged and where marginalisation, crises and contested spaces are ubiquitous. The thrust of this paper is that the menace of unknown gunmen is pervasive and threatens to plunge Nigeria into a cesspit of fragility. The argument is predicated on the conceptual and theoretical suppositions of a fragile state. To this end, the paper adopts the documentary method of data collection and uses qualitative descriptive analysis to expound on the phenomenon. The findings reveal that the words unknown gunmen – terminology that is used to describe the spate of insecurity in the country – are a bane to peaceful coexistence. The paper also shows that the insecurity caused by these armed attacks and other forms of threat is emblematic of a fragile state. Consequently, policy recommendations – state-building and peace-building – are proffered.

403. Trojan spoofing: A threat to critical infrastructure

Abstract:: This article explores the phenomenon of location spoofing—where the spoofer is able to “teleport” systems in and out of defined locations, either for the purpose of infiltration into no-go zones or for the “teleportation” out of real, defined zones in the physical world. The research relied on a qualitative methodology, utilising academic research findings, media reports, hacker demonstrations, and secondary data from these sources, to situate the spoofing threat in the context of international security. This conceptual, argumentative essay finds that signal spoofing, the methods of which can be followed via online scripts, allows users the ability to overcome geographically defined territorial restrictions. This, as this article finds, allows violent actors to weaponise systems, such as unmanned aerial systems, potentially leading to the escalation of political tensions in extreme but unfortunately ever-frequent episodes. The article concludes that, while Trojan spoofing (in particular) poses a real and an existential threat to international security, it is only a sum-of-all parts in considering other threats to critical functions in society. If geofences are used as a single point of security to protect assets against hostile actors, managers need to be aware of the vulnerability of intrusion and the resulting geopolitical consequences.

404. Leadership in police work applied to critical contexts: An integrative review and scientific mapping using VOSviewer and Google Trends tools

Abstract:: The aim of this study is to identify cutting-edge studies on the phenomenon of leadership applied to police work, especially in critical contexts, based on an integrative literature review. The integrative review made it possible to survey publications on the subject in the Scopus, Web of Science, Ebsco Host, ScienceDirect, Core, and SciELO databases. Scientific mapping is complemented with the use of VOSviewer and Google Trends tools. The integrative review resulted in 15 studies that fit the research strategy, bringing different leadership approaches, such as instrumental, transformational, charismatic, consultative, ethical, authentic, military, destructive, and laissez-faire, through qualitative and/or quantitative studies. For bibliometric analysis using VOSviewer, the research corpus was expanded to 63 articles, admitting documents that studied leadership with firefighters, military personnel, and police officers. The analysis showed almost no co-authorship link between the 129 authors. The co-occurrence analysis of keywords reveals that leadership strongly links with law enforcement, police, management, crisis management, emergency management, and decision-making, establishing a close relationship between these concepts and a semantic map that underlies the field of study. The analysis of trends by Google Trends in the science category indicates the stability of interest in the topic of leadership in the world. However, the theme of police leadership produced results close to zero. The findings reveal that few studies address leadership in police organisations, and even fewer if critical, dangerous contexts are examined. The trends analysed indicate that worldwide scientific interest in the subject remains low and the theme must be further explored.

405. Logistics outsourcing for armed forces: The mobilisation of civilian transportation vehicles

Abstract:: One aspect of the total defence concept involves the temporary requisition of civilian transportation vehicles to meet the increased logistical demands of a wartime army. These vehicles are selected and managed in peacetime, mobilised at the onset of the war, used by military units throughout the war, and returned to their original owners afterwards. This paper presents a model for the reception process of such civilian vehicles during mobilisation. In practice, however, reception processes are not without challenges. Under the time constraints of mobilisation, issues may arise, including inappropriate reception, missed deadlines, and compromised operational readiness. To investigate these issues, the study employs conceptual modelling, supplemented by insights from professional experience. The main contributions of this paper include a conceptual model of the mobilisation process, a framework for maintaining records of mobilised assets, and a focus on previously underexplored mobilisation issues. Proper reception of mobilised vehicles significantly affects the transportation capability and operational readiness of military units as well as the accuracy of the post-conflict return process. Implementation of the proposed solutions requires careful consideration due to interdependencies with other aspects of the mobilisation process, such as doctrinal arrangements, administrative systems, mobilisation procedures as well as the quality and regularity of both professional and reservist military training.

406. Implications of the war in Ukraine for the strategic communication system of the Polish Ministry of National Defence

Abstract:: The paper explores the evolving role of strategic communication at the operations centre of the Minister of National Defence in Poland, particularly in the period leading up to and during the Russian Federation’s military aggression against Ukraine. The study investigates both proactive communication initiatives and reactive communication in response to citizens’ needs. Our research methodology primarily involved analysing official Polish national defence documents and comparing findings from studies conducted before and during the war in Ukraine. The results show that the conflict had a profound influence on the MOD’s strategic communication, emphasising the pivotal role of the Operations Centre of the Minister of National Defence. Furthermore, the analysis highlights the need for a comprehensive communication approach that encompasses both domestic and international audiences, spanning traditional and social media.

407. Integrating Earth observation IMINT with OSINT data to create added-value multisource intelligence information: A case study of the Ukraine–Russia war

Abstract:: The Russian invasion of Ukraine on 24 February 2022 heralded a new “social media war” era. This “hybrid warfare” extends beyond the military landscape and includes attacks in cyberspace and fake news with the aim of destabilising governments. The goal of this paper is to present a high-level of architecture based on imagery intelligence (IMINT) and geospatial intelligence (GEOINT) using geographic datasets and state-of-the-art methods. Integration with intelligence information (like Open-Source Intelligence [OSINT]) produces multiintelligent knowledge for security and defence decision-making end users. The results depict a harmonious and creative collaboration between IMINT, OSINT, and GEOINT. OSINT data helps to identify and describe the meteorological conditions that are present, contributing to the procedure’s responsiveness. Weather and dense cloud cover above Ukraine poses a challenge for optical imaging satellites, but synthetic aperture radar (SAR) sensor satellites can operate at night and overcome the problem. We carried out OSINT and IMINT analysis, monitoring the situation shortly after the invasion. OSINT data helped in the choice of an appropriate area of interest. Using the right Earth observation satellite system and artificial intelligence/machine learning algorithms is the best way to keep an eye on many different sites over long periods, send out alerts about unusual activity, and find new places where incoherent changes might be happening.

408. Measuring economic resilience for the CEE and Black Sea countries in the framework of comprehensive defense

Abstract:: The main research objective of this paper is to identify key factors influencing economic resilience from the perspective of comprehensive defence. This involves developing a composite economic resilience index (Ericda) that outlines the relative economic resilience of countries in Central and Eastern Europe and the Black Sea regions, within the comprehensive defence framework. The paper employs qualitative research methods, focusing on an analysis of specialist literature pertaining to economic resilience. Quantitative methods are also used for developing the Economic Resilience Index from the Comprehensive Approach to Defence (Ericda) perspective. This includes using data on selected resilience indicators in Central and the Eastern European and Black Sea region countries to generate rankings. The results of the study reveal strong positive correlations between the economic resilience index and various factors, such as logistics and infrastructure, economic complexity, foreign trade vulnerabilities and dependence, economic stability and development, governance effectiveness, military, and human capital. Additionally, a negative correlation was observed with the resilience index. The research findings suggest that to ensure effective comprehensive defence, isolated measures targeting individual pillars are inadequate. Economic resilience requires a collaborative approach, extending beyond the purview of the finance ministry and involving a broader range of stakeholders.

409. NATO's Strategic Concept: Implications for Greece and Türkiye

Abstract:: This article analyses the impact of North Atlantic Treaty Organization’s (NATO) new strategic concept on its involvement in the Eastern Mediterranean and its implications for Greek-Turkish relations. We analyse the application of NATO’s new strategic concept in the Eastern Mediterranean by focusing on the case study of Greek-Turkish tensions and NATO’s role in de-escalation efforts. The case study of Greek-Turkish relations is vital for two reasons. Firstly, because of NATO’s renewed interest in the Eastern Mediterranean region, and secondly, because the complicated relationship between the two countries has the potential to disrupt NATO’s unity. The findings of this article suggest that while NATO’s intention is to adapt to evolving security challenges, its new strategic concept has done little to de-escalate the tensions between Greece and Türkiye. Despite the Alliance’s commitment to collective defence and conflict resolution, the longstanding disputes in the Eastern Mediterranean have persisted, often with increased intensity. In conclusion, NATO’s new strategic concept acknowledges the burgeoning complexities in the Eastern Mediterranean, yet falls markedly short of introducing effective measures to de-escalate the longstanding tensions between Greece and Türkiye. While the document perceptively addresses the need for heightened engagement in the Eastern Mediterranean and highlights the myriad security challenges, including territorial disputes, migration issues, and the competition for energy resources, it lacks a clear actionable framework for mitigating the discord between these two member states.

410. Net spills among NATO allies: Theory and empirical evidence from dynamic quantile connectedness

Abstract:: The paper draws on the economic theory of alliances to stress the importance of considering both benefits and costs arising from the 0interaction between member states of a military alliance in terms of defence expenditure on equipment. We expand the theory of alliances to incorporate the spills that stem from the obligations of each ally by introducing the notion of spill-outs and net spills, the latter measured as the difference between spill-in and spill-out effects. To assess the net spills contribution of each of the members to the alliance, we test for empirical evidence of net spills among a group of North Atlantic Treaty Organization (NATO) allies, applying time-varying Dynamic Quantile Connectedness analysis. The results that stem from our model considering the cost of spill-outs suggest that there are strong incentives among the allies for free-riding behaviour. In line with our theoretical model, our empirical analysis shows that it is only during crisis period that NATO member-states contribute actively to the alliance, something that has become increasingly clear since the recent Russian invasion of Ukraine.

Abstract:: The paper aims to analytically present the existing data and information regarding notable aspects of the ongoing war in Ukraine, notably through lessons identified in the political-military field, both conventionally and hybrid. The article hypothesis starts from the consideration that even the war is not over, there are some lessons identified that should be considered for the future security of Europe and the international environment. The author uses the analytical method of research to explain the cause-effect relationship between the war itself and its future influence for the European security and world order, going down to European nations living at the edge of this conflict. It will also theoretically test those implications to determine whether they fit the specified hypothesis. The conflict itself has deepened the international consequences of almost two years of the COVID-19 pandemic. It magnified the disastrous security situation not only in Europe, but all around the world, by creating additional energy (gas) and food (cereal) crises. Therefore, the Russian – Ukrainian War has significantly modified regional and international security environment and there are tendencies to challenge the current World order. What happened in Ukraine in the past year has and will continue to have direct implications for the European and Euro-Atlantic security, going down to European nations living at the edge of this conflict. Therefore, this paper is significant for advising the political-military decision-makers on better understanding the modern operational environment and addapting future defence capabilities to face 21st Century Warfare.

Abstract:: As the international security environment undergoes significant changes, North Atlantic Treaty Organization’s (NATO) capacity to adapt shows how alliances can evolve from focusing on military defence to encompassing a wider spectrum of regional security challenges in an integrated manner. Russia’s violation of international law in 2014, followed by the war in Ukraine, has drawn the attention of NATO to the fact that apart from diplomatic measures, there might be a need to resort to more dynamic means in order to safeguard its members’ interests, especially when the security of the alliance’s eastern flank is threatened. NATO’s evolving role in the international security landscape reflects the alliance’s strategic adaptation to contemporary geopolitical challenges. The 2022 Strategic Concept embodies this change, emphasising NATO’s primary purpose of ensuring collective defence through a comprehensive approach focused on deterrence and defence, crisis prevention and management, and cooperative security (Calmels, 2020; North Atlantic Treaty Organization [NATO], 2022). This change occurs within a complex geopolitical context, further complicated by evolving public opinion. For example, recent trends in the United States, particularly among younger Republican congressional representatives, reveal evolving attitudes towards the support for Ukraine. With growing disapproval of President Biden’s management of the Ukraine crisis, and varying opinions on the level and duration of support for Ukraine, it is evident that public sentiment is divided and evolving (Cerda, 2023; Langer, 2023). These findings reveal the complexity of the US involvement in the Russia–Ukraine conflict and the need for policymakers to consider these diverse viewpoints when shaping the future foreign policy decisions. The shifts in public opinion can also have significant implications for the ongoing conflict (Fisher, 2020), which is expected to continue for an extended period. This dynamic international security situation and shift in public opinion have set the stage for the ongoing challenges that NATO member states face in addressing the war in Ukraine. Consequently, there has been a significant surge in literature exploring these issues, examining them in terms of geopolitics, economics, and even psychology. Thoroughly investigating complex conflicts, such as the war in Ukraine, requires an integrative research approach, drawing on multiple research sources, including scholarly journal articles, government information resources from multiple democratic countries and international organisations, datasets, public policy research institute materials, multiple social media platforms, and public opinion polls. Researchers must navigate the strengths and weaknesses inherent in these resources while adopting an interdisciplinary methodology to comprehensively analyse these events.

413. An Impact Analysis of California’s State-County Assessors’ Partnership Agreement Program

Abstract:: California’s State-County Assessors’ Partnership Agreement Program (SCAPAP) provided select counties with a dollar-for-dollar matching grant from the state for assessment administration over a three-year period from fiscal year 2015 through 2017. One of the policy goals for the grant was to finance administrative activities that would lead to an increase in the property tax base, thereby increasing property tax revenue. This study evaluates how well the grant accomplished this goal. Using the synthetic control method on data from 2007 through 2018, I find little evidence SCAPAP funds increased participating counties’ property tax base. Since the purpose of the program is based on sound economic theory, I caution interpreting this conclusion as a reason to discontinue policy experimentation.

Abstract:: In response to the COVID-19 pandemic, within a year’s time span, the federal government enacted unprecedented fiscal response bills totaling over $5 trillion. This response amount equates to about 25% of U.S. GDP in 2020. These massive allocations funded direct pandemic public health responses, along with vast fiscal support for households, firms, and state and local governments. This enormous response supported state and local government budgets both indirectly and directly, resulting in a marked budgetary shift from anticipated shortfalls to significant revenue growth and inflationary budget pressures.

Abstract:: In 2021, the State of Alaska faced substantial challenges due to the public health and economic impacts of COVID-19. COVID damaged Alaska’s state revenues by driving down global oil prices. COVID also harmed the state’s economy more broadly, with substantial impacts on some extractive industries and tourism. However, Alaska’s budgetary problems—high expenditures and low revenues—long predate COVID and are related to Alaska’s historical dependence on fossil fuel extraction for state revenue. Alaska’s budget situation has improved somewhat through 2021 as oil prices have risen globally, though this may also complicate budgetary debates in Spring 2022.

Abstract:: Amidst a global pandemic, a gubernatorial recall election, and a shaky economy, California had one of its best budget years in recent memory. Flush with cash, the state was able to make unprecedented investments in education, health, and social welfare programs, provide direct stimulus payments to many California residents, and still set aside money in its rainy-day fund. Governor Newsom handily defeated the recall effort, and the budget outlook for 2022 looks bright. 2021 was a tumultuous year, but California is proving that it’s once again the “Golden State”.

417. Colorado’s Political Climate, Economy, and Budget during COVID-19

Abstract:: The COVID-19 pandemic was a monumental exogeneous shock to the Colorado economy. Prior to the pandemic’s onset the state reported historically low unemployment alongside robust growth in personal income levels and state revenue. While the negative economic effects of the pandemic were sharp, the state’s economic recovery is outpacing what many economists previously projected. The General Assembly was compelled to impose major cuts to last year’s budget, many of which were restored with the enactment of the budget for the 2021–2022 fiscal year. The General Fund budget of $13.6 billion proposed by Democratic Governor Jared Polis represented a substantial spending increase of 20 percent from the prior year. The enacted $13.1 billion General Fund budget received nearly unanimous approval among Democrats and modest Republican support. Policymakers ultimately sought to balance competing priorities across many issue areas, while also preparing for the future with a major investment of $1.5 billion to the state’s reserve fund.

Abstract:: Hawai‘i’s economy was devastated by the COVID-19 pandemic. The effective closure of the tourism industry created an unemployment crisis and led to a dramatic decline in tax revenues. Nevertheless, Hawai‘i managed to avoid mass layoffs of public employees and draconian cuts in public services because of federal relief funds. The $15.9 billion budget for FY2022 restored funding to most departments, but the state’s dependence on the visitor industry has left it particularly vulnerable to future pandemic travel restrictions.

Abstract:: This paper presents an overview of the State of Idaho’s FY 2022 budget recommendations and appropriations in the context of demographic changes, economic conditions, and politics. The Executive Budget for FY 2022 notes Governor Little’s historical support of education, job growth, economic opportunity, and fostering an environment for Idaho to avoid citizen migration to other states. However, this policy, along with the COVID-19 exodus, has resulted in a large influx of people from other states with the commensurate housing and infrastructure demands. As most Idaho budgets tend to move incrementally in support of education and infrastructure in the context of very healthy revenues, the state is likely to weather, though with some ambivalence, economic fluctuations. However, partisan tensions threaten education and safety net programming.

420. Montana’s Hard Right Turn

Abstract:: Budgets, combined with tax policy, provide rich evidence of the applied values of legislative bodies and executives. This paper evaluates budget and tax legislation in Montana that resulted from the 67th legislative session in 2021 that set policy for the 2023 biennium. Montana, whose political complexation has long been purple, moved unambiguously red in the elections of November 2020. This paper speaks to how this changed things in Montana's public policy, in the areas of budget and tax, and a series of other policy areas. One of the more notable findings is that while budget and tax certainly shifted right with the dominance of the Republican Party that itself has moved further right than where it was as recently as 2019, it did not move as far right as many observers had anticipated. The explanation provided here is that this was largely a result of the large infusion of federal COVID relief funds.

421. New Mexico’s Box of Pandoras

Abstract:: In the spring of 2020, the global coronavirus pandemic brought deadly disease to New Mexico, a state already struggling with inadequate health care, vulnerable populations and an unreliable state revenue base. A strong executive and mostly willing legislature met multiple times in multiple special sessions to reduce budgets, allocate federal funds, and shore up public finances. They also had to deal with social and cultural fights aggravated by strict public health orders and plunging revenues. By the close of 2020, the state was slowly regaining its fiscal footing and physical health, though the underlying problems of inadequate health care, educational and economic inequality, and a budget overly reliant on extractive industries remain. As a result of the 2020 general election, the public officials chosen to resolve these issues are more likely to be progressive Democrats, more likely to be women, and more demographically reflective of the majority-minority state they call home.

422. Oregon 2020-21: Budgeting During COVID

Abstract:: Oregon in 2020 and 2021 resembled other Western states: crisis on crisis. COVID, the COVID recession, forest fires and ice storms, and polarized politics dominated the news. Despite these challenges, the state’s fiscal situation turned out very positively. President Biden’s American Rescue Plan and the bipartisan Infrastructure Investment and Jobs Act signed in November 2021 provided many billions to the state for 2021 and will cover diverse infrastructure needs over the next five years. This paper analyzes the surprisingly strong general fund and federal fund situations created by the COVID era and considers the political implications of the state’s fiscal situation.

Abstract:: Threatening economic impacts from the COVID-19 pandemic on Utah’s economy proved to be short-lived, due in part to early budget cuts, federal economic relief, and an expanding economy that out-performed expectations. Subsequently, FY22 provided the Utah Legislature opportunities to invest in education, infrastructure, and social services. Legislators also used this opportunity to cut taxes for veterans, the elderly population, and families. As the state’s population continues to grow at record rates, Utah decisionmakers must grapple with rising housing prices and record-high rental rates. This report highlights specific challenges and opportunities Utah faced through negotiating a record-high budget of $25.6 billion and provides an overview of Utah’s economy and changing demographic makeup.

Abstract:: The citizens of State of Washington have, like individuals throughout the country, had to navigate unprecedented personal and economic hardship. The supplemental budget passed by the legislature during the 2021 legislative session represents an attempt to address some of the issues that presented as an outgrowth of the pandemic. However, the legislature also considered significant policy changes with respect to, among other items, the environment, taxation, and education. These policy debates were, at times, rather contentious and are indicative of the partisan fault lines existing throughout the state.

425. Time for a Significant Reimagining of Government in Wyoming?

Abstract:: Despite $430 million in spending reductions and the loss of 324 state positions, Wyoming’s 2021 supplemental budget reflected an improved pandemic-driven economic climate. Recent budgetary optimism was attributed to increased performance in energy production and pricing, pent up demand for tourism and travel, and higher than expected sales tax revenues. Continued reliance on Wyoming’s Permanent Mineral Trust Fund, and the state’s attachment to the remainder of its boom-and-bust revenue structure, left surprisingly little appetite for discussions of revenue diversificatioan. Instead, “right-sizing” state government to fit the current revenue stream seems more consistent with the spirit of the times.

Abstract:: In the wake of terrorist attacks carried out by radical Islamist groups such as Al Qaida, Bocco Haram and ISIS, there has been a growing tendency in the western societies to dub Muslims as illiberal and intolerant of religious minorities and Islam as a religion of terror. Muslims are presented as people oppressing cultures which they disapprove of. In this article, this negative portrayal of Muslims as intolerant, non-accommodative and discriminative is questioned in the context of Khyber Pakhtunkhwa (KP), Pakistan. The paper, firstly, surveys the liberal theories of multiculturalism and secondly, evaluates the attitudes of religious groups in KP towards religious differences by collecting 2977 questionnaires and conducting 80 personal interviews from four religious groups. The paper shows that as a Muslim majority entity, KP society is tolerant, accommodative and non-discriminative with majority of the respondents supporting state neutrality in term of religion.

Abstract:: During the War on Terrorism, the Taliban destroyed girls’ schools and discourage their education. At this time Malala Yousafzai, a teenage girl, stood up to them and fought for girls’ education rights. Though she went through a physical and psychological ordeal after the Taliban shot her in the head she persisted in her initiative. Soon she was much praised in the Western media and also landed a Nobel Prize for her efforts. However, in her hometown, she became somewhat controversial. By engaging the ethnographic method, we bring to light different perspectives on Malala’s initiative in the valley of Swat. This article also contributes to the study of the growingly complex social and political figure of Malala Yousafzai.

Abstract:: It appears that the growing religious diversity in the developing and developed worlds will pose a serious challenge in the near future. However, religious minorities are surprisingly understudied in the literature on the politics of accommodation. Similarly, far less emphasis has been placed on non-territorial autonomy, which has the potential to deal with territorially dispersed religious minorities. It is argued that the Ottoman millet system based on Islamic values was the first non-territorial arrangement that successfully accommodated religious differences for centuries. Therefore, this paper reviews the Islamic doctrine and traditions pertaining to religious accommodation in general and the Ottoman millet system, in particular, to examine if the case offers any valuable insights into the scheme of religious autonomy in modern times.

Abstract:: Focusing on Mahmoud Darwish’s poetry, this article aims to present his resistance poetry as aesthetic embodiment of oral dissemination rather than purely an art form. We can deduce three roles of Darwish’s take on resistance against the backdrop of Palestinian struggle; first is the attempt to subvert patriarchal/colonial ascendency by subjecting traditional affirmations to critical, postcolonial inquiry; second is the attempt to raise the self-esteem of the people by conferring upon them a ‘national sublime’ that emerges from their relentless struggle and sacrifice, and; third the presentation of poetic diction that evolves into a self-reflexive domain galvanizing the people into waging the struggle for their rights.

430. Proposing a Relative Enforcement Mechanism for the Treaty on Business and Human Rights

Abstract:: An Intergovernmental Working Group is established by the Human Rights Council to adopt a treaty on Business and Human Rights. According to the draft treaty the enforcement mechanism relies on a treaty body working through a reporting-based mechanism. In this article the enforcement mechanism of the treaty is analysed through the progressive model of accountability presented by Gupta and Van Asselt. It also takes further the analysis based on the progressive model by Nadia Bernaz of the enforceability measures adopted within the treaty. The enforceability of the treaty is further discussed in this article and a relative enforcement mechanism is proposed. The proposal includes structural changes within the treaty body and inclusion of the role of non-state entities for more efficient enforcement.

Abstract:: This article offers how the concept of the event is approached by two opposing post-Marxist thinkers - Alain Badiou, Michael Hardt & Antonio Negri. Since the beginning of the modern era, many events, which could be significant or not, have occurred, such as the French Revolution, the Paris Commune, the Chinese Cultural Revolution, the Zapatista movements, the Arab Spring, anti-globalisation movements, indigenous movements, agricultural movements and the contemporary global protests that have emerged in many parts of the world over the past few decades. They all have affected world politics in some ways. Hence, there are many ways to think about these events or conceptualise these events in distinctive ways. This article compares the approaches of Badiou, who has still been known for his commitment to Maoism, and Hardt & Negri, who established a postmodern relationship between biopolitics, capitalism and empire. The paper emphasises that although both Badiou and Hard & Negri believe that events bring up new possibilities, the event rarely occurs throughout history for the former. For the latter, global capitalism gives rise to the events. The paper stands with Hardt and Negri’s formulation as their perceptions enable us to perceive the novelties, potentialities, and creativeness of social uprisings that have become prevalent in the contemporary world.

434. Return and Recuperation Strategies on Returnees to Nigeria: The Libya Episode

Abstract:: The paper examined the strategies put in place by the governmental agencies for the reintegration of returnees. Primary and secondary data were utilized for the study. Preliminary data were collected through the administration of questionnaires and interviews. The study population (10,369) comprised the National Emergency Management Agency (NEMA, 34), National Agency against Trafficking in Persons and other related crime (NAPTIP, 108), International Organisation for Migration (IOM, 34), Nigeria in Diaspora Commission (NiDCOM, 15) and Nigeria returnees (10,180) from Libya. The sample for the study was made up of 399 respondents. The distribution is as follows: NEMA (17), NAPTIP (54), IOM (16), NiDCOM (15), and returnees (297). Secondary data will be obtained from decision extracts of the agencies on matters relating to the subject matter, conciliation meetings, and internet sources. Data collected were analyzed using frequency, distribution, percentage, and Chi-square. The study showed the effect of strategies put in place by governmental agencies, which have enhanced the economic development of the returnees; reduced irregular or illegal migration to Europe through the Libya route; returnees’ psychological rehabilitation of returnees in Nigeria. Furthermore, the Chisquare analysis showed that the x2 cal (9.2) is greater than x2 tab (5.99); hence, the rejection of the null hypothesis and it founds a significant relationship between government agencies and the returnees’ reintegration. The study concluded that governmental agencies' strategies have an effect on the reintegration of the returnees.

435. Politico Legal Dynamics of Seaborne Piracy in the Pelagic Waters of South East Asia

Abstract:: Geopolitical location places the seaborne piracy infested pelagic waters of South East Asia (SEA) astride a very different façade of international relations and maritime legal regime of the littoral states disturbing the commercial route and the energy lifelines. The littoral states of the SEA are the immediate stake holders who have a primary role to play in addressing the challenges arising out of this seaborne menace. The present study specifically includes three littoral states of the SEA as representative references, for examination against the backdrop of UNCLOS regime and they are Malaysia, Indonesia, and Thailand. The present work offers a comparative analysis of anti-piracy legal regime of the above selected maritime states who are also the ASEAN states. They all belong to the group of high-income and middle-income developing economies, as categorised by the International Bank for Reconstruction and Development (World Bank). These nation states have maritime, economic and strategic interests in the oceans and seas adjacent to them. Another striking commonality is that, most of them are poised to industrialise their economies, can be observed from the relatively high-average annual growth rate in the industrial sectors vis-a-vis the agricultural sectors of their respective economies, since the 1990s. Hitherto, the issues raised are, what are the stake holds of the concerned states? Is the prevailing legal regime adequate enough to maintain the maritime stake holds? Are the littoral states triggered to ‘use of force’ law by post-9/11 developments related? It also addresses how regional and national actors are functioning differently within the scope of a discourse of international law and agencies like UN, ASEAN, etc.

Abstract:: As a new but uncertain international system has been operating for decades that can be regarded as a transition from unipolarity to something resembling multipolarity. Therefore, established and possible future great powers have been determining their foreign policies according to their future projections of the regional conflicts. This paper investigates Turkey and Russia’s stances in the Syrian and Ukrainian Crises. It might sound odd that Russia and Turkey are comparable in a struggle for the sphere of influence that intercepts each other. However, their good bilateral relations and different, even conflictual, approaches to regional and international issues provide a suitable ground to claim that a new international system is about to emerge. It will continue until the positions of established and newly emerged great powers are embedded. In practice, Russia's stance in the Ukrainian crisis and Turkey's stance in the Syrian crisis represent ontological threads to the vision of their own countries. However, they can still work together at a certain level because of third-party involvement in the issues

Abstract:: Since the turn of the century, we have seen conflicts emerge, stabilize, and deteriorate as the world has shifted towards a period of post-colonization and globalization. In the past two decades, we have seen the rise, fall, and resurgence of the Taliban in Afghanistan. We have seen the near-century-old conflict in Palestine-Israel and Jammu-Kashmir heighten with civilian lives at stake. Myanmar marched forward with a democratically elected leader yet fell victim to a military coup d’état. The COVID-19 pandemic brought a multitude of conflicts, impacting individual countries and the global world on three levels: political, economic, and social. This global health crisis brought to the forefront a new type of diplomacy: health diplomacy. The current status of these conflicts, amongst others, pushes us to question the traditional nature of diplomacy and understand what must be done to reconfigure diplomacy for the next era. This year’s issue seeks to serve as a discourse on the failures and the future of diplomacy processes. The twenty-third volume of the Journal contains seven articles on a variety of different conflicts and current diplomacy processes, serving either as case studies or recommendations. The first four articles focus on traditional diplomacy processes and the last four focus on health diplomacy. Richard M. O’Meara analyzes the cases of wars in Afghanistan and Ukraine, arguing that not only is it crucial for practitioners and scholars to understand the beginning and end of war, but that we they must also understand as well as the conduct of battle. Examining the historical and legal definition of preventative diplomacy, Sylvia Paola evaluates the contemporary approaches and non-traditional security threats to preventative diplomacy, focusing on Mexico’s strategy for preventive diplomacy during its time as a United Nations Security Council member. Alluding to the possibility of peace in the South Asian subcontinent, Claude Rakisits outlines a three-step grand plan to carve the path to a free and demilitarized Jammu and Kashmir. Utilizing a 1½ track dialogue, focusing on the rights of self-determination, Rakisits posits that the resolution of the issue of Jammu and Kashmir, as a result, lead to peace between Pakistan and India. William Maley explores why “regional solutions” to refugee crises, especially in the case of Australia, may not be the answer to solving the refugee problem because of the influence of a state’s domestic politics favoring itself over the good of the people. When these traditional modes of diplomacy fail, what comes next? As Stephen F. Sener and Matthew J. Martin explore this same question, their answer is: health diplomacy. Focusing on past efforts of health diplomacy, Sener and Martin offer solutions to contribute to global health diplomacy and expand on how this will become a lifeline for state relations. As vaccination continues to be a key driver in the discourse of health diplomacy, Ivelaw Lloyd Griffith studies the gap in vaccine diplomacy dynamics in relation to the power players and the nature of their investment in a combination of humanitarianism and geopolitics. With the diplomatic arena expanding beyond nation-states, it is key to take into consideration the influence of non-state actors such as pharmaceutical companies and multi-lateral organizations. Ilan Kelman examines the potential for health diplomacy during the COVID-19 pandemic from a disaster diplomacy perspective, analyzing its impact on peace, cooperation, and diplomacy between countries. His analysis suggests that while pandemic-related actions may complement existing peace and cooperation efforts, COVID-19 alone is unlikely to lead to new and sustainable diplomatic initiatives for a more peaceful future. As the world continues to grapple with conflicts, traditional modes of diplomacy are being challenged, and health diplomacy is emerging as a critical element in state relations. Abstract:: Article “Public and cultural diplomacy in cities’ branding” is a try to set ideas of city diplomacy and idea of branding into theory of international relations. Also, analysis of two West-European and two East-European cities is a chance to analyze chances and threats that both states and cities can encounter during a process of brand building. The main questions that article is answering are “Can cities use their resources and connections to make public and cultural diplomacy?” and “What influence on that process has factor of being a city in post-soviet country or former Soviet Satellite state?” It can be said that cities are able to brand and rebrand itself and they are more flexible than states that cannot run away from some aspects of its identity. In case of difference between western and post-soviet states, the difference is none. In research, numerous rankings, articles and analyses were used as a primary sources in order to characterize how different are images of Italy, Germany, Hungary and Ukraine. Also, paper tries to determine, what is relation between states brand and branding of its cities.

Abstract:: Terrorism has been used as a form of combat for centuries. Over the years, the tools used by terrorists have evolved. While attacks with cold weapons still take place, nowadays terrorists also use explosives, machine guns, guided missiles and increasingly often drones. The present growth of the arms market has led to terrorist groups being heavily militarized, as they can successfully acquire modern weapons and subsequently use them in their attacks. This state of affairs has directly affected the security of states and societies, and subsequently became a principal subject of discussion on international security forums. Contemporary global terrorist threats also harness artificial intelligence that supports weaponized robots, missiles, as well as clusters of killer drones. This narrative arose a few years ago, indicating that terrorists may have a vastly greater array of options at their disposal because they may cooperate with some states that would back them up. The chance for terrorist organisations to gain access to artificial intelligence technologies only increased due to the global competition surrounding it. Due to this potential spreading, terrorists will have a chance to operate weapons supported by AI. These events then merge into a deeply concerning scenario which conceivably may have to be confronted. The threat of terrorist organisations possessing and using swarms of drones does not seem to be very distant.

Abstract:: Poland is a key element of the Belt and Road Initiative (BRI). It is also an active container shipping participant in the Baltic Sea Region (BSR). The aim of the article is to determine whether further development of the BRI is a threat for the Polish BSR container shipping, and vice versa. The main tools used to achieve the objectives mentioned above include a literature review, logical reasoning and statistical analysis. The results of a survey on the importance of chosen factors for the further development of the BRI in Poland, as well as the SWOT analysis of these factors are also part of the proposed study. The performed research shows that such factors as expansion of deep water infrastructure, the increase of seaport transhipment potential or competitiveness of the BSR are among biggest threats to the future of the BRI in Poland. At the same time, it seems that in the near future, the further development of the BRI will not significantly affect the container shipping in the BSR.

Abstract:: The article presents Systemic Geopolitical Analysis, which as a scientific method can be an important tool for studying the distribution of power in Eastern Europe, supporting the assumptions of structural realism with an element of quantitative research. This region, as a place where spheres of influence and the ensuing economic and potentially military conflicts meet, is an area where the knowledge of the most precise distribution of power may be a crucial element in the analysis of the genesis of conflicts, the shifts in power distribution during their course, as well as in the prediction of future flashpoints. Being the first attempt to correlate Systemic Geopolitical Analysis with the issue of conflicts in Eastern Europe, the paper contains a hypothesis that Systemic Geopolitical Analysis is a research method that enables an effective analysis of the geopolitical reality in the region because of: 1) the conflicts occurring in the system due to differences in power distribution; 2) the nature of the components of power, measurable by the means of Systemic Geopolitical Analysis. Confirming the above hypothesis, the article points to the economic aspect, linked to the Russian natural gas exports, and the military aspect, by taking into account the characteristics of contemporary tensions in the region, which reduce the role of supra-systemic reserves.

Abstract:: The article attempts to analyse and define the specific features of the iGeneration (Z) and Generation Alpha in Ukraine in the context of the political processes and the war taking place in Ukrainian society. The article discusses the generation issues, taking into account the characteristics of the iGeneration (Z) and Generation Alpha. Assuming that a generation is an identifiable group of people who share a similar time of birth and significant events at critical stages of development, the article presents an original approach to determining the specific features of the iGeneration (Z) and Generation Alpha in Ukraine. The Orange Revolution (2004), the Revolution of Dignity (2014) and the hybrid war (2014-2022) and Russian-Ukrainian war (from 24.02.2022) had a significant impact on the formation of the iGeneration (Z) and Generation Alpha in Ukraine.

Abstract:: In this article, the author wants to test the impact of economic nationalism on the change in Russia’s foreign policy. The author will refer to neoclassical realism, which shows how to combine the issues of power distribution in international relations with the influence of the domestic level of the state on the process of creation of the foreign policy. In terms of neoclassical realism, economic nationalism is a variable that shapes the perception of the economic challenges facing Russia. The author also points out that economic nationalism is also related to the protectionist policy of the Russian Federation. Thus, it influences the shaping of processes within and outside the country. The author recognizes that in the process of creating the Russian foreign policy decisions, economic nationalism should be linked to other factors, especially security issues and Russia’s general strategic culture, in order to obtain the final set of premises that will determine Russia’s shifts in foreign policy. The tensions related to the role of the EU and NATO in the countries of Eastern Europe clearly influenced the level of cooperation between Russia and the West. Nevertheless, economic issues in this regard were also extremely important. Russia’s power position was based on the economic potential.

Abstract:: A number of international sanctions have been placed on Russia since it launched an attack on Ukraine on February 24, 2022, in order to persuade the country to de-escalate the conflict. The sanctions imposed on Russia, while designed to harm the Russian economy, had unintended consequences on the world economy, primarily through the disruption of global supply chains. Energy supply shocks, commodities and trade supply shocks were all caused by the conflict. In many nations, this resulted in an increase in worldwide inflation. Despite the fact that Israel and Turkey were instrumental in mediating a peaceful end of the conflict between Russia and Ukraine, the economic fallout from the crisis continued to reverberate throughout Europe and beyond.

445. The American Multi-Domain Operation as a response to the Russian concept of New Generation Warfare

Abstract:: America’s unipolar balance of power created after the end of the Cold War is inevitably coming to an end. The dynamic economic growth of the People’s Republic of China, lasting uninterruptedly since the 1980s, the reconstruction of spheres of influence by the Russian Federation, the world war on terrorism with the accompanying costly wars in Iraq and Afghanistan, economic crises systematically weakening the economies of Western countries in 2001, 2007 and 2020, and the COVID-19 pandemic – these are just some of the many causes of geopolitical changes. Parallel to the weakening position of the United States, countries such as the Russian Federation are increasingly boldly challenging the current balance of power, provoking armed conflicts and destabilizing countries located in Central and Eastern Europe. The purpose of this article is to present the American Multi-Domain Operation concept as a response to the Russian concept of new generation warfare by which the country successfully led to the annexation of Crimea, the war in Donbas, and the political destabilization of Ukraine. The main research problem resulting from the assumed goal was to answer the following question: what is a Multi-Domain Operation and how do the United States intend to compete and win in the armed conflict taking place in Central and Eastern Europe with the Russian Federation? The following research methods were used to solve the research problems: the method of cause-effect and institutional-legal analysis, method of examining documents, and the method of analysis and criticism of literature. The monographic and comparative methods were also used. However, the main role was played by deductive reasoning which enables the identification of facts based on an in-depth analysis of source data. Taking into account the preliminary research, the author proposed the following research hypothesis: a Multi-Domain Operation is another American operational concept describing the security environment, and the Russian and American way of war. The USA will achieve victory in a possible armed conflict by locating and neutralizing the enemy’s anti-access – area denial capabilities, and then destroying its forces in the disputed area.

Abstract:: Cyber security is a growing problem associated with everything a citizen or organisation does in cyberspace. The problem thus outlined fits into a multifaceted programme that can be addressed through cyber security management. The analysis in the article compares the level of cyber security awareness among the staff of public institutions and the private sector in four Central European countries, namely Poland, the Czech Republic, Slovakia and Hungary. Public institutions are by nature open, decentralised and rich in a wide range of data about the state, society, economy, economics and research and innovation. For this reason, they are often exposed to serious cyber threats. This study examines the relationship between cyber security culture and the urgent need for preventive action against possible cyber threats. The main thesis of the study is that an adequate understanding of cyber security culture and improved awareness among employees about digital threats is key to achieving cyber security growth. The research illustrates breaches in so-called digital hygiene, which are caused by a lack of knowledge, skills and errors in employee behaviour. Following a survey of staff employed in both public and private organisations, an identification of key cyber security risk factors is made. Increasing staff competencies can help improve cyber resilience.

Abstract:: With the Russian invasion of Ukraine in February 2022, Moscow’s foreign policy towards the post-Soviet space has become an even greater area of concern. In order to better understand Russia’s behaviour in the post-Soviet space, it is worth analysing what led to Moscow’s renewed interest in this area. There are numerous accounts explaining Russia’s policies towards its neighbourhood, but they often focus on material factors or Russian imperial complexes. To address the existing gap and examine changes in Moscow’s attitude towards the region, this paper will use role theory and analyse shifts in Russia’s national role conceptions. It argues that the combination of important external and internal factors led to changes in perception of Russia’s international duties and responsibilities between Putin’s rise to power and his return to the presidency in 2012. Consequently, these changes resulted in different understanding of Russia’s role in the post-Soviet space, which had implications for Russia’s increasingly aggressive actions in the region afterwards.

448. Trade Flows Between the European Union and the Eastern Partnership Countries: Dynamics and Prospects

Abstract:: The Eastern Partnership is a part of the European Neighbourhood Policy focusing on the EU’s Eastern neighbours. Its main objective is to deepen the political and economic integration of the EU with six countries in Eastern Europe and the South Caucasus: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The aim of this paper is to assess the development of EU trade relations with Eastern Partnership Countries from 2002 to 2021 and to indicate its prospects. The results show that the EU is in a group of main trading partners of the Eastern Partnership countries. The EU noticed both: a trade surplus with Belarus, Georgia, Moldova, Ukraine and Armenia (except in 2005); and a trade deficit with Azerbaijan. The volumes of imports and exports had increased over the years which also led to better economic integration with the EU. However, the future EU-Eastern Partnership trade characteristics and dynamics remain unknown due to the Russian invasion on Ukraine that caused troubles in trade flows in Ukraine and economic sanctions on Russia and Belarus.

449. The impact of COVID-19 pandemic on Turkish foreign policy towards the Western Balkans

Abstract:: The scientific aim of this paper is to analyse and evaluate actions taken by Turkey’s leading politicians with regard to the Western Balkan states (i.e. Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia) during the COVID-19 pandemic. Since the Justice and Development Party came to power in 2002, Turkey has attempted to increase its international influence through diplomatic, economic and cultural measures. Western Balkans region, with which Turks have historical and ethnic ties, is one of the key areas in AKP’s doctrine. Adopting image theory in international relations as the theoretical foundation, this research examines implementation of Turkish foreign policy in the Western Balkans in times of SARS-CoV-2 coronavirus pandemic. By employing available original Turkish sources (academic publications, public reports, press releases), the main objectives of Turkey’s political strategy towards the region have been determined. Detailed analysis of official statements and speeches of Turkish policy-makers was also fundamental for this study. In this context, the values and symbols to which the AKP government refers in its activities in the Western Balkans have been identified. Based on content analysis, comparative analysis and political discourse analysis, this research seeks to explain the rationale of Turkish actions in recent months. As a conclusion, future prospects for Turkey’s involvement in the Western Balkans have been presented and discussed.

Abstract:: The concept of Eurasia is one of the most important elements of geopolitics, dating back to the beginning of the last century, and whose development owes much to the works of geographers and political thinkers alike. Nevertheless, although comprising a big portion of the planet’s political space, this region suffers from a relative ‘organizational gap’, especially if compared with neighboring regions such as Western Europe and Southeast Asia for instance. This paper contends that the lack of an overarching political arrangement in Eurasia owes much to particular aspects of the Russia-China relationship, which encompasses Great Power aspirations and competing organizational schemesin the region. Different views about Eurasia itself, associated with a quest for leadership in regional institution-building, put both Russia and China on competitive tracks, essentially obstructing the formation of a broad political design in the broader continent. To substantiate our point, the present work applies certain concepts from historical institutionalism, whose mechanisms enabled a thorough evaluation of patterns of inception, continuation, and change of political institutions, alliances and principles affecting the Sino-Russian relationship over time, as well as its effects on Eurasia’s ‘organizational gap’ per se.

Abstract:: International Relations (IR) are an interdisciplinary field of study; however, mainstream IR possesses a Western and North-centric focus that neglects or unequivocally reflects Global South perspectives and realities. Global events, including those related to transboundary water relations, are told from a Western and North perspective. That does not provide enough knowledge to understand developments occurring in the Global South, understood here as less economically developed countries, comprising a variety of states with diverse levels of economic, cultural, and political influence in the international order. In this sense, the article exposes some Latin American IR thinking, to offer new contributions to the process of theorizing transboundary water relations and broaden the field of view within IR and transboundary water. Following a qualitative methodology, based on the bibliographic revision of authors from the Global South in IR and hydropolitics, the paper argues that it is necessary to incorporate non-Western and non-Northern actors and thinking to explore how different actors challenge, support, and shape global and regional hydropolitics. The paper calls for more attention to how the analytical framework on transboundary water interactions can include Global South perspectives. The paper concludes with some suggestions for future research and policy discussions.

Abstract:: The Indian state has been adopting controversial policies for countering the Maoist insurgency. Even worse, this behaviour seems to mirror British colonial attitudes against India’s population at some level. Consequently, this article attempts to understand this probable ‘paradoxical’ conduct. With the support of the post-structuralist theory, I discuss state and outsourced terrorist practices of the Indian state apparatus against this insurgency. To reach this goal, first, I try to explicate the concept of state terrorism and its application in India. Then, I analyse the historical development of the Maoist movement and India’s concrete policies of state and outsourced terrorism against this counter-hegemonic movement. I believe the British Raj’s colonial practices have had a deep dialectical influence on India’s state apparatus and major political parties to date. So, this inquiry may clarify the persistence of colonial practices within India.

Abstract:: In the context of Brazil-Paraguay historical relations, the construction of the Itaipu hydroelectric dam on the Paraná River – on the border between the two countries – was one of the most important initiatives (in political, economic and energy terms). The events between Brazil and Paraguay involving the Itaipu project are part of South America's geopolitics. In this sense, the present article will focus on the negotiations that preceded and continued throughout the construction of the plant and the treaties and main events and agreements that established the criteria for the operation of the hydroelectric power plant. The Itaipu Treaty, signed in 1973, provides for the revision of financial clauses by 2023. Thus, the present work aims to examine the relations between Brazil and Paraguay throughout history and analyze the impacts of the Itaipu Dam on this relationship. This article is qualitative research, from the perspective of International Relations and Political Geography, enriched with cartography created by the authors with Arc GIS software.

Abstract:: According to the current literature, since the redemocratization, Brazilian foreign policy has been marked by a process of increasing politicization. This article’s main objective is to verify the relation between administrative shifts and Brazilian nuclear diplomacy. Accordingly, the question dealt with in the article is: since Brazil joined the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), have administration variations interfered with the formulation of Brazilian nuclear diplomacy? This article argues that Brazilian nuclear diplomacy has been an exception to this trend. No matter how innovative some administrations have been in foreign policy, nuclear diplomacy has been insulated from governmental changes, having consolidated a coherent and stable rhetoric internationally. The research was carried out by analyzing the Brazilian rhetoric between 1998 and 2019 in the NPT Review Conferences and Preparatory Committees, vis-à-vis different administrations, through the method of substantive content analysis. The result consisted in the verification that the majority of the rhetorical issues used were present in all studied administrations, indicating the absence of correlation between administration shifts and the Brazilian stance in the Global Nonproliferation Regime.

Abstract:: This research paper identifies the instrumental role of the integrative perspective in international procurement negotiations and evaluates how, in the specific case of BPN’s purchase by BIC, the long-term relationship approach provided the maximization of opportunities in international relations. The research applied a qualitative method that explored the case of BIC internationalization project within the CPSC (Community of Portuguese Speaking Countries) space and resorted to techniques of documentary observation, collected through interviews, official statements and communications. The study demonstrates that BIC strategy gave rise to subsequent negotiations with the same international partner, under conditions of a more cooperative perspective. Findings validate the relevance of an integrative perspective, but suggest that it is instrumental to competitive purposes and demonstrates that the entry into action of business economic actors is not unrelated to a strong involvement of States, through their governments

Abstract:: The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

Abstract:: In this study, I criticize the use of Portuguese as the sole official language of the Community of Portuguese Language Countries (CPLP). I address the question: Portuguese as the sole official language of the CPLP: what insight is gained for the post-colonial discourse analysis of the CPLP? I employ the theoretical framework of existential sociolinguistics and engage in the method of philosophical reflection – an analysis of arguments – the case of the relationship between Portuguese and indigenous languages within the CPLP as stated in the organization’s objective. I found that Portuguese as the sole official language of the CPLP fosters hegemonic linguistic power, perpetuates social injustice and anti-intercultural value, and undermines linguistic and cultural rights and dignity. In conclusion, I propose a multilingual language policy with the representation of indigenous languages to solve this problem and demonstrate an equitable, dignified, and decolonized treatment of languages other than Portuguese in the CPLP.

Abstract:: Three trends will characterise the evolving global terror threat landscape in 2022. First, the cascading implications of the return of the Taliban-al Qaeda alliance to Afghanistan on August 15, 2021. Second, the diffusion of the Islamic State threat from the Levant, notably from Iraqi-Syrian theatre. Third, the online surge of extremist and violent content especially of Islamist and Far Right entities on servers in North America and Europe mobilising and radicalizing especially youth. With lockdowns, partial lockdowns and other pandemic restrictions, the challenges facing government security forces - military, law enforcement and intelligence surged and both in resource allocation for training and mobility for operations hampered their performance and efficacy. The focus on humanitarian challenges by governments during the pandemic was ably exploited by threat groups to expand their support bases or capture territory. On the other hand, a range of ideological and material threats manifested in 2021. Some will institutionalise both in the physical and digital spaces in 2022. With radicalisation and reciprocal radicalisation of Islamists and Far Right threat groups, their networks, cells and personalities will stage attacks.

Abstract:: Timor-Leste during and after the process of disarmament, demobilization, and reintegration (DDR) in the years 2000-2004 did not achieve an acceptable level of security. This article, using a DDR maximalist perspective and a liberal perspective in security studies, examines the UN limitations in providing a solid problem-solving process and its implications for DDR. The qualitative data collected from several personal interviews to different stakeholders is analyzed using thematic analysis. Based on these interviews and observations this research finds that the UN had several limitations to carry out DDR in Timor-Leste, being the most salient, the weak legitimacy and the lack of professionalism in human resources.

Abstract:: Free trade is considered to make a positive contribution to both domestic and international economy because of the removal of trade barriers. The importance of free trade can be seen from the increasing free trade agreements between developed and developing countries. The involvement of developing countries in free trade agreements enables them to make efficiency and maximize the benefits of implementing free trade agreements. Developing countries however often do not get results that are as expected in the Free Trade Agreement (FTA). For example, Indonesia has not yet obtained the outcomes that were expected in the implementation of the Indonesia-Japan Economic Partnership Agreement (IJEPA). The results highlight that one fundamental factor for obtaining optimal benefits from a trade agreement is internal coordination prior to the negotiation process.

Abstract:: This article analyzes the Indonesia's interest in winning in a series of biodiesel disputes against the EU. These disputes formally entered the Dispute Settlement Body (DSB) of the World Trade Organization in 2014 (DS480) and in 2019 (DS593). This article explores how Indonesia could defend its political-economic interest by providing the necessary evidence to the Panel. The logic of the neoliberal institutionalist framework, which does not believe in the harmony of interests, allows for an in-depth analysis of why Indonesia pursues institutional mechanisms within its litigation approach. This research argues that the WTO is perceived as the enabling factor to defend Indonesia's interest, where resource nationalism justifies the state's ability to play an increasingly complex and pervasive role that the private sectors could not otherwise have done. The legal procedures provided for in the WTO system are in line with Indonesia's interest in cooperation and conflict management.

Abstract:: Indonesia and Australia have always been helpful partners since Indonesian Independence in 1945. However, the relationship was worsened after Bali Bombings in 2002 and 2005 as well as Australian embassy bombing in 2004 that killed many Australians. Thus, using Australian perspective, this article attempts to examine the response of Australian government in dealing with terrorism problems in Indonesia as well as the feedback from Indonesia. The research reveals that given the fact that Australia has many interests in Indonesia added with the geographical proximity, it is naturally urged to resolve the terrorism issues in Indonesia. The study found out that Australia proposed some programs to Indonesia due to its domestic interest and international factors. At the same time, Indonesia was also the main beneficiary of Australian counter terrorism policy.

Abstract:: This article tries to examine what terrorists think about their actions. Why did they do the violent action? What are inside their mind? How did they justify their violence? This article tries to answer the question by focusing on three main perpetrators of the Bali bombers 2002, i.e. Imam Samudra, Ali Ghufron and Ali Imron. Except Imron who was sentenced to life imprisonment, Samudra and Ghufron has been sentenced to death by Indonesian authority. The authors analyze their mind by reading the texts written by these three bombers and trying to understand and explain its context. This research reveals that the bombers had different understanding of the religious teachings. Samudra and Ghufron believe that their action is based on the true understanding and true depiction of implementation of jihad in Islam. Ali Imron, who previously had the similar believe, was repentant and believed that their action was based on unjustified interpretations of jihad teaching in Islam.

Abstract:: During the administration of the former Yugoslavia, the Albanian population of Kosovo was denied the basic right to education. Albanian students, although they were numerically in the majority at the University of Pristina, did not even enjoy the basic rights to education in the Albanian language, despite the fact that this university was Albanian and was founded by Albanians more than 20 years ago. This situation pushed Albanians to organise themselves to defend their freedoms and rights, especially in the field of education. The student protests of October 1997, organised in a spirit of cooperation between students, civil society and teachers, became one of the many factors that brought the treatment of the Albanian people under Slobodan Milosevic's regime to the attention of the world.

Abstract:: Algeria and Morocco have for centuries kept an uneasy relationship of conflict and doubt which shaped the Maghreb region history. In fact, both states shared the same borders but never shared same policies. This caused the relational gap at both governmental level and social grounds. As a result, the hostility and continuing tension has remained at top in their foreign policies for most of their mutual history. Abstract:: The article tries to present a theoretical-legal and international-practical analysis of the migration crisis as a tool for hybrid warfare, analysing the features of such a war and the peculiarities of using the flow of migrants and refugees as "living" weapons in a military conflict. The authors try to prove that a migration crisis can be provoked by an aggressor country using the hybrid warfare methodology attempting to destabilize the political situation, avoiding the resistance of the civil society of the target country without engaging in open hostilities. The authors stress the uncertainty surrounding the term "hybrid warfare" and propose their own classification of the modern hybrid warfare´ features. Based on the analysis of the use of migration crisis in Syria, Venezuela and Belarus, the article singles out the stages of employment of such a tool for warfare.

Abstract:: The constitutionally groundless intervention of Indonesian government towards remittances-the financial outputs categorized as private transaction generated from Indonesian Migrant Workers (IMWs) abroad-has occurred since 1983 until the enactment of Law No. 18 Year 2017 on the protection of IMWs. This Law imposes obligations for local and central governments to conduct financial protection through remittance management by involving domestic and IMW`s placement state`s banks or non-bank financial institution. Given to the limited constitutional basis, private nature of remittances and conditional impact of IWM`s state of origin, this article discusses the limits of Indonesian government intervention in the management of migrants' remittances. This doctrinal legal research found that due to natural and technical restrictions, the government intervention is extremely limited.

Abstract:: Indonesia, the Philippines, and Vietnam have many diasporas, but they implement different diaspora policies. The Philippines and Vietnam implemented dual nationality and established specific institutions for the diaspora. Meanwhile, Indonesia implements a single citizenship policy, and the MOFA established only a particular unit for the diaspora. This study explains those countries’ diaspora policies by analyzing their interpretation of diaspora and the influence of the state identity. By adopting the constructivism theory of International Relations, this study shows that the Philippines includes its diaspora as part of its global nation identity, and Vietnam includes its diaspora as a broader pan-Vietnamese family member. At the same time, Indonesia perceives its diaspora as a partner for development. The home countries’ perception and identity concerning the diaspora affect their interest and diaspora policy. Besides, the institutionalization of diaspora plays a critical role in the diaspora policy process.

Abstract:: A hostage crisis is one of the hardest and most dangerous situations in the field of negotiation. For example, it happened in the Mindanao hostage crisis on May 2016 when 10 Indonesian sailors were captured by the Abu Sayyaf militia. The crisis was solved successfully because of a small team of non-government personnel from the Sukma Bangsa Foundation. One of the main factors behind their success was the trust-building process in which the negotiators symbolically showed that they have commonalities instead of differences with the perpetrators especially the religion (Islam), cultural background (Malay) and so forth. This article explains the trust-building process in the first phase of the hostage negotiations between the Sukma Bangsa Foundation and the Abu Sayyaf militia. The article takes a qualitative approach using primary data from an interview with one of the negotiators. Furthermore, this article uses the concept of "relatedness" in the trust-building process to analyze the effect of cultural and religious background in bridging the dialogue.

Abstract:: Chinese fishing vessels and maritime militias were found in Philippine waters on April 12, 2021. Diplomatic protests raised by the Philippines have been ignored by China, which still claims most of the South China Sea, although in 2016 The Permanent Court of Arbitration at The Hague under Annex VII of the United Nations (UN) Convention on the Law of the Sea (UNCLOS), ruled that such a claim is inconsistent with international law. In the article, the authors use a normative research method and a comprehensive literature review in which sources are obtained from secondary data. The results show that China violates the tribunal ruling by infringing the sovereign rights of the Philippines’ Exclusive Economic Zone (EEZ). For the avoidance and prevention of further issues between the two states, the establishment of a Provisional Measures Zone (PMZ) may be used as a settlement.

Abstract:: This article examines how ASEAN has reacted to the military coup in Myanmar. The February 1, 2021 coup was appalling because Myanmar was progressing toward democracy especially since Suu Kyi’s National League for Democracy (NLD) won a landslide victory in the 2015 general election. This article shows that although ASEAN tries to adopt ‘constructive engagement’ towards Myanmar, its approaches remain ineffective because it basically still maintains the principle of non-interference in the internal affairs of its member states. ASEAN must recognize that regional stability depends on respect for democracy, human rights, and rule of law within each member states. This article argues that ASEAN needs to transform its ineffective approaches toward more active response by gradually internalizing the new concept of ‘Responsibility to Protect’ (R2P) and actively put pressures on the military to restore democracy in the country.

Abstract:: In the 20th century and in contemporary Hong Kong, different identities of inhabitants of the region overlap. In that article, through the prism of the attitudes manifested by Hong Kongers during football matches between HK and the PRC teams, two local identities and their evolution are distinguished. The matches until the 1980s aroused tensions on slightly different grounds when compared to the conflicts in the 21st century, which also correlates with the differently built local identity in the 1970s and 1980s and the present one. The article argues that the football rivalry between HK and mainland China reflects the evolution of HK’s local identity based on proud of local achievements toward more nativist form of identity mixed with evident hostility toward mainland China. This article can make a contribution to the studies on sociology of football and shows how identity can be studied through sport events.

Abstract:: The Indo-Pacific concept is imprecise and designates more a geopolitical reality than a geographical space, but it is not, as is often suggested, a recent creation of the US, nor of the Trump administration. On the contrary, several actors have used it before the United States itself. And the US will not be the last actor to adopt it, either. On the contrary, it has gradually been adopted by other actors, including ASEAN, which tries to turn the concept in its favor in a way that reaffirms the importance of the group in the region as a whole and does not put in question neither “its centrality or its unity”, something that is far from being achieved.

Abstract:: El interés de América Latina por África se renovó a comienzos del presente siglo. Las transformaciones globales, el liderazgo de Brasil y la emergencia del regionalismo impulsaron una asociación basada en el diálogo político y la cooperación cuyo objetivo era alcanzar una mayor incidencia sobre el sistema internacional. Sin embargo, el déficit de interdependencia, la debilidad de la institucionalización interregional y la vulnerabilidad de los actores involucrados limitaron el alcance de esta estrategia sin alcanzar su verdadero potencial. En un escenario de incertidumbre que anuncia cambios en el orden mundial y consolida una gobernanza fragmentada, la posibilidad de restablecer esta relación encuentra nuevos incentivos. El artículo analiza los factores catalizadores de este proceso concluyendo que, pese a la oportunidad, su materialización sigue sin contar con las condiciones ni capacidades necesarias para competir geopolíticamente por África.

La llegada del Presidente Macron al Elíseo estuvo marcada por una reafirmación del compromiso con África (2017-2022) que ha tenido resultados limitados. El artículo examina la posición de Francia hacia África en el marco de las relaciones de cooperación establecidas a través de diversos instrumentos bilaterales y multilaterales. Primero, el artículo estudia el carácter unilateral de la política francesa en África y su relevancia como actor con capacidad de influencia sobre las dinámicas regionales. Segundo, se analiza la posición de Francia en el marco Vecindad Europea y su postura en relación a la reconfiguración de la política regional. Abstract:: La región del Sahel se ha convertido en una prioridad estratégica para la Unión Europea (UE). Bruselas ha desplegado en la última década diversas misiones en el marco de su llamada Política Común de Seguridad y Defensa en países como Mali o Níger, a la vez que ha ofrecido un respaldo directo y masivo a nuevos actores regionales como el G5 Sahel, contribuyendo así a la proliferación de iniciativas militares impulsadas por diferentes actores globales que han convertido esta región en un espacio cada vez más militarizado y securitizado. El artículo analiza el contexto y las características de esta estrategia, considerando que escenifican un giro sustancial del papel tradicionalmente más normativo de la UE en el continente africano a una estrategia mucho más “pragmática”. Se argumenta que este cambio no responde a una única lógica sino a factores de diferente naturaleza y, a su vez, que presenta múltiples problemas, implicaciones y dilemas para la agenda europea en África en el corto, medio y largo plazo.

Abstract:: El artículo explora la importancia antigua y nueva que para estos países de Oriente Medio tiene el continente africano a principios del siglo XXI. Para algunos de ellos es un interés histórico arraigado como es el caso de Egipto y su presencia en Sudán y las fuentes del Nilo, el de Turquía ligado al Imperio otomano o el de Omán, cuya vieja relación se remonta al comercio de esclavos y al control de Zanzíbar desde finales del siglo XVII, mientras que para Arabia Saudí o Irán esa relación data de los años 70 y para Emiratos Árabes Unidos y Catar este interés es mucho más reciente y arranca en el siglo XXI. Intereses que tienen múltiples vectores, entre los que destacan la competencia por la hegemonía regional de Oriente Medio, el prestigio, la intermediación y, en menor medida, pero también la compra de tierras cultivables en suelo africano. Por su parte, Israel, aunque es un actor que tratamos secundariamente, persigue también desde hace poco una agenda propia que resulta claramente distinguible del resto.

Abstract:: Hace menos de una década, el continente africano era prácticamente la última prioridad de la política exterior de Rusia. Atrás quedaron las décadas doradas en las que el peso de la URSS se hacía notar en niveles como la ideología, las infraestructuras, la economía, la política o el sector educativo. Ahora bien, ante el creciente aislamiento internacional, Rusia vuelve a apostar por el apoyo del continente mientras Occidente mira con preocupación tales esfuerzos. En 2019 tuvo lugar en Sochi (Rusia) el primer foro económico entre la potencia dirigida por Putin y África, un foro en el que se definieron las líneas maestras en política exterior del Kremlin. Era un claro anuncio: Rusia estaba de vuelta en el continente africano después de una larga ausencia, en concreto desde la disolución de la Unión Soviética en 1991. El artículo analiza si su presencia en África es una presencia tan alarmista como se presenta por la Unión Europea o la Casa Blanca.

Abstract:: With a truce in Yemen that had lasted six months elapsing in early October, there is concern that Yemen will once again be plunged into civil war and that the Tehran-allied Houthi militants will once again threaten Saudi Arabia and the United Arab Emirates with drones and ballistic missiles. In this month’s feature article, Michael Knights, Adnan al-Gabarni, and Casey Coombs provide a “fuller understanding of the Houthi political-military leadership, its core motivations, and the nature and extent of Iranian and Lebanese Hezbollah influence within the movement.” Their study argues that “the Houthi movement is now more centralized and cohesive than ever, in part due to close mentoring from Lebanese Hezbollah and the Islamic Revolutionary Guard Corps.” They conclude that “the Houthi Jihad Council is emerging as a remarkable partner for Iran and the Houthi-Iran relationship and should no longer be viewed as a relationship of necessity, but rather a strong, deep-rooted alliance that is underpinned by tight ideological affinity and geopolitical alignment. The emergence of a ‘southern Hezbollah’ is arguably now a fact on the ground.” In this month’s feature commentary, Brian Michael Jenkins thinks through what elements are necessary for a pragmatic and non-partisan strategy to counter domestic political violence. He writes that “Americans appear to reside in separate cultural and political camps. Increasing threats against public officials and displays of public hostility have prompted growing apprehension of future political violence. It is in this fragile and fraught environment that any efforts to contain politically motivated violence will have to operate.” He stresses that it is important to recognize “the limits of what law enforcement can do while addressing the greater challenge of national reconciliation.” Our interview is with Air Vice-Marshal Sean Corbett, the founder and CEO of IntSight Global, a management consultancy within the intelligence and security sector with a focus on open-source intelligence. During his 30-year service in the Royal Air Force, Air Vice-Marshal Corbett worked in key leadership roles, including as Chief of U.K. Intelligence in Afghanistan and was the first non-U.S. Deputy Director of a major U.S. intelligence agency in serving in Washington, D.C., at the Defense Intelligence Agency (DIA).

Abstract:: In this month’s feature article, Raphael Marcus, a supervisory intelligence research specialist at the NYPD Intelligence Bureau, examines the nature of the crime-terror nexus in the United States based on a dataset of 237 U.S. Islamic State defendants and perpetrators. He writes that although seemingly less prounounced than for racially and ethnically motivated violent extremists, “the crime-terror nexus in the United States is observable in about one-third of Islamic State cases and had an impact on defendants’ pathway to terrorism.” He notes that “the prevalence of prior violent crime in 20 percent of U.S. Islamic State defendants may provide indicators to law enforcement related to the propensity for violence of a subject exhibiting signs of extremism” and that “in the United States, there appears to be little organizational overlap between gangs and Islamic State extremists despite some similarities related to recruitment patterns and underlying mechanisms that draw individuals to such groups.” He adds that “in prison, relationships formed by U.S. Islamic State inmates only occasionally had plot relevance, but exposure to charismatic or high-profile terrorist inmates was a key factor in the cases of prison radicalization.” Our interview is with Robert Hannigan who served as Director of GCHQ, the United Kingdom’s largest intelligence and security agency and NSA equivalent, between 2014 and 2017. Prior to that, Hannigan’s service also included working as the Prime Minister’s Security Adviser from 2007-2010, giving advice on counterterrorism and intelligence matters. Michael Duffin, a senior advisor on countering violent extremism at the U.S. Department of State’s Bureau of Counterterrorism, examines the evolution of the violent far-right in Poland. He writes: “Along with Hungary and Serbia, Poland has become a point of interest for white supremacists globally for being a predominantly homogeneous country of white Christians led by a socially conservative government. One of the biggest draws for international violent far-right groups is the Independence Day march organized by Polish far-right groups in Warsaw every November 11. Since the early 1990s, Poland has also been a popular destination for a range of violent far-right activities, including neo-Nazi concerts, ‘whites only’ mixed martial arts (MMA) tournaments, and paramilitary training. The hate these groups direct toward racial and ethnic minorities, immigrants, members of the LGBTQI+ community, and other perceived enemies such as anti-fascists and liberal politicians is part of a growing trend of polarization across Poland.”

Abstract:: One year ago, the Taliban returned to power in Afghanistan, raising concerns that they would again provide al-Qa`ida with a safe haven. Soberingly, in the months before his death in a U.S. airstrike at the end of July, al-Qa`ida leader Ayman al-Zawahiri was releasing videos encouraging global terror, while living in a salubrious neighborhood of Kabul under the apparent protection of the Haqqani Taliban. This special issue of CTC Sentinel focuses on evolving dynamics relevant to the terrorism threat landscape one year into Taliban rule. In the feature article, Andrew Watkins takes a deep look at the Taliban’s first year in power. He writes: “Until the subtle, almost imperceptible attempts to nudge the needle on controversial issues within the movement gain more momentum, the Taliban’s emphasis on policing public life—and most critically, keeping women out of it—is likely to continue. And given this dynamic, al-Zawahiri’s killing under sanctuary in Kabul may confront the Taliban with a greater obligation to shore up their legitimacy among jihadi circles than to fall in line with international expectations on counterterrorism.” Our interview is with Edmund Fitton-Brown, the outgoing coordinator of the ISIL/Al-Qaida/Taliban Monitoring Team at the United Nations, who argues that a key determinant of the future international terror threat will be the degree to which the Taliban inhibit al-Qa`ida from launching attacks with fingerprints that lead directly back to Afghanistan. Don Rassler and Muhammad al-`Ubaydi evaluate who may be next in line to lead al-Qa`ida. They write: “The decision that al-Qa`ida makes could end up strengthening the group and al-Qa`ida’s status as a global brand. It could also, like someone pulling a loose thread, facilitate a greater unraveling of al-Qa`ida and its network of formally aligned regional affiliate partners.” Tore Hamming and Abdul Sayed assess the evolving threat posed by al-Qa`ida in the Indian Subcontinent (AQIS), writing, “it appears that with Taliban-run Afghanistan offering it a platform for regional expansion, AQIS is pivoting its focus to other parts of the South Asia region. Having set its eyes particularly on India and the contested Kashmir region, AQIS is currently pushing out targeted propaganda to recruit new operatives and to instigate new insurgencies in the region.” Nishank Motwani looks at the lessons learned for countering violent extremism in Afghanistan based on a survey of how former governing elites saw the violent extremism problem set in Afghanistan before the Taliban takeover.

Abstract:: In this month’s feature article, Amarnath Amarasingam, Marc-André Argentino, and Graham Macklin examine the May 2022 extreme far-right live-streamed terrorist attack at a grocery store in Buffalo, New York, in which 10 Black Americans were murdered “in one of the deadliest racist massacres in recent American history.” Their article examines the perpetrator, his pathway to violence, how he plotted the attack, and his writings. They argue that “the Buffalo massacre was not an isolated phenomenon. Indeed, one can only fully comprehend it when considered within a continuum of self-referential extreme-right terrorism inspired by the March 2019 terrorist attack on two mosques in Christchurch, New Zealand,” that had “a catalytic effect upon extreme-right actors, sparking a chain reaction of mass shootings.” Our interview is with Nitzan Nuriel, the former director of the Counter-Terrorism Bureau in the Prime Minister’s Office of Israel. It is the second in a series of articles and interviews examining the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The series is a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. Rodger Shanahan “uses data from Australian terrorism trials in the Islamic State era to examine the degree to which mental health issues exist among terrorism offenders and whether there is any causal link.” His findings “support the view that Islamist terrorists’ mental health is largely the same as the general population and finds that there is little evidence to support any causal link between mental health and terrorism.” Matteo Pugliese profiles convicted Islamic State terror planner Muaz al-Fizani, whose jihadi career “spanned two decades and three continents” taking the hardline Tunisian extremist from Italy to Bosnia and Afghanistan and from Tunisia to Libya, from where he helped plan a wave of terror in Tunisia in 2015 that resulted in the deaths of many Western tourists.

Abstract:: In this month’s feature article, Boaz Ganor looks at the lessons that should be learned from the spring 2022 terror wave in Israel. His analysis kicks off the “CTC-ICT Focus on Israel” series, a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. In the coming months, the series will examine the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The two feature analysis articles focus on the foreign fighter problem set in Ukraine and the evolving linkages to far-right extremism of actors on both sides of the conflict. Kacper Rekawek finds that unlike in 2014, “the 2022 conflict has, for the most part, not energized Western right-wing extremists, nor persuaded them to travel. In what is for Ukrainians a war for national survival and a fight to secure a Western democratic future for the country, the allure of the far-right in Ukraine has dimmed. Ukrainian units with far-right histories are now deeply integrated into Ukraine’s armed forces and eschew foreign recruitment, and one of those units, the Azov Regiment, was decimated during the siege of Mariupol. Very few foreign right-wing extremists have been recruited into Ukraine’s International Legion. In fact, anecdotal evidence suggests most of the foreign fighters who have traveled this year to fight on the Ukrainian side are fighting to safeguard Ukraine’s future as a Western democracy.” Don Rassler examines key concerns and questions about the war in Ukraine that are relevant to counterterrorism practitioners. Continuing this month’s focus on the impact of nefarious Russian actions, Christopher Faulkner examines the activities in Africa of the Wagner Group, a Russian private military company closely tied to the Kremlin. He writes: “Wagner’s role in Africa poses a severe threat to the security and stability of African states as well as the strategic interests of the United States and allied nations.” Finally, Tara Candland, Ryan O’Farrell, Laren Poole, and Caleb Weiss assess the rising threat to Central Africa posed by the 2021 transformation of the Islamic State’s Congolese branch.

Abstract:: With more than a million Americans dead from COVID-19 and the pandemic associated directly or indirectly with around 15 million deaths globally by the end of 2021 according to World Health Organization estimates, it is essential to reassess the global biological threat landscape, including the possibility that bioterrorists or other bad actors might seek to exploit advances in biotechnology to engineer a future pandemic. In a joint effort, the Combating Terrorism Center and the Department of Chemistry and Life Science at West Point have assembled some of the best and brightest thinkers in the counterterrorism, policy, and scientific communities around the world for their perspectives and analysis on the evolution of the biological threat picture. The result is a two-volume set of special issues, with the second volume being published this month. In the feature article, Gary Ackerman, Zachary Kallenborn, and Philipp Bleek present a bioterrorism classification schema to evaluate the pandemic’s impact on bioterrorism. They assess that “when it comes to bioterrorism, the pandemic probably has not moved the needle much. Although COVID-19 might encourage apocalyptic cults, some radical environmentalists, some extreme right-wing groups, and some Islamist extremist groups toward biological weapons, most other terrorist groups are more likely to be discouraged. The pandemic has bolstered some terrorists’ bio-related capabilities but in at most modest ways. At the same time, lessons from the COVID-19 experience may both help reduce the consequences of a future attack and heighten perceptions of bioterrorism risk.” Our interview is with Shmuel Shapira, who served as Director General of the Israel Institute for Biological Research between 2013 and 2021. Audrey Kurth Cronin argues that “the most significant new risks of [biological] attacks come largely from insider threats by knowledgeable scientists with questionable motives, proxy actors backed by adversarial states, or even those experimenting with new biotechnologies irresponsibly.” She writes that “the old threats of bioterrorism remain, but they are joined by new ones that are falling between the seams of biology and other disciplines, especially engineering, data science, and computer science, and especially at the intersection between molecular biology and artificial intelligence.” Jaime Yassif argues it is vital to “take action to safeguard the life sciences to prevent biotechnology catastrophe, in addition to bolstering law enforcement and intelligence capabilities to more effectively anticipate and prevent bioterrorism and other biological threats.” She writes: “In biosecurity, there is no single solution or intervention that can eliminate all risk. That is why a layered defense is needed, in which multiple interventions in aggregate add up to substantial risk reduction.”

Abstract:: The COVID-19 pandemic has claimed nearly one million American lives. It has upended many more and produced disastrous consequences around the world. But it could have been even more catastrophic had Western nations and companies not developed highly effective vaccines. As the world hopefully begins to emerge from the pandemic, it is important to reassess the global biological threat landscape, including the possibility that bioterrorists or other bad actors might seek to exploit advances in biotechnology to engineer a future pandemic. In a joint effort, the Combating Terrorism Center and the Department of Chemistry and Life Science at West Point have assembled some of the best and brightest thinkers in the counterterrorism, policy, and scientific communities around the world for their perspectives and analysis on the evolution of the biological threat picture. The result is a two-volume set of special issues, with the second volume being published next month. The feature article of this volume anticipates how bioterrorists may exploit tunable viral agents in a new age of bioterrorism. The article is authored by Major Stephen Hummel and Colonel F. John Burpo with Lieutenant Colonel Jeremy Hershfield, Lieutenant Colonel Andrew Kick, Kevin O’Donovan, and Colonel Jason Barnhill. They write: “Components of a disease such as transmissibility, lethality, and the infectious window can potentially be modified for desired tactical, operational, or strategic effects. While this capability is currently beyond the skills and knowledge of the biology enthusiast, a trained individual would possess such skills and knowledge, though they may lack the necessary material and infrastructure support. Hence, it is necessary to develop and maintain capabilities that can respond to a variety of pathogens and possible effects.” This issue features an interview with Lawrence Kerr, who until his retirement from government service earlier this year was the Director of the Office of Pandemics and Emerging Threats in the Office of Global Affairs at the U.S. Department of Health and Human Services. We also interview Brad Ringeisen, the Executive Director of the Innovative Genomics Institute. Before his retirement from government service in July 2020, Dr. Ringeisen served as the Director of the Biological Technologies Office at the Defense Advanced Research Projects Agency (DARPA). Filippa Lentzos, Gregory Koblentz, and Joseph Rodgers argue “the biological risk landscape is rapidly evolving and presents significant new challenges to preventing the accidental, reckless, or malicious misuse of biology. At the same time, oversight systems to ensure that life sciences research is conducted safely, securely, and responsibly are falling behind. An urgent overhaul to realign biorisk management with contemporary risks is needed.”

Abstract:: “The January 15, 2022, hostage crisis at a Jewish synagogue in Colleyville, Texas, resurfaced a longstanding jihadi cause when the armed hostage-taker demanded the release of Dr. Aafia Siddiqui, a Pakistani neuroscientist-turned-al-Qa`ida-operative currently serving an 86-year-sentence in an American prison for attempting to murder U.S. troops in Afghanistan,” writes Bennett Clifford in this month’s feature article, which looks at how her case continues to motivate jihadi terror plots in the United States. Clifford argues that “the factors that initially skyrocketed her case as a cause célèbre for jihadis have grown in importance. The jihadi movement, particularly in the West, has had a particularly intense focus on the plight of Western women jihadis behind bars during the past several years … [and] Siddiqui is the prototype for the ‘aseerat,’ the female prisoners of the jihadi movement who are constantly the subject of propaganda pushes, crowdfunding campaigns, and jihadi operational activities.” Our interview is with David Caulfield, who served as Chief of the Defense Combating Terrorism Center at the Defense Intelligence Agency before his retirement earlier this year. Daniel Heinke assesses that the Querdenken protest movement in Germany, which emerged in 2020 in opposition to government COVID-19 measures, is “apparently open to conspiracy theories and right-wing extremism” and has become “a serious threat to public security.” He notes that not only did Querdenken protestors attempt to storm Germany’s parliament building in August 2020, prefiguring the January 6 U.S. Capitol riot, but an alleged 2021 plot to assassinate Saxony’s premier was “reportedly fueled by corona-skeptic grievances and apparently had linkages to the broader Querdenken movement.” He writes: “The threat posed by the movement is that it can fuel anti-government sentiments and thus may form a gateway for the acceptance of more extremist views and ultimately for the belief that resorting to violence may be acceptable or even necessary to defend rights.” Audrey Alexander and Teddy MacDonald examine how jihadi terrorists in Syria move, hide, and access funds using digital currencies. They assess that “All in all, digital currencies are not replacing other methods of terror finance. Instead, terrorists in Syria often use digital currencies in conjunction with other money service businesses and transfer methods.”

Abstract:: Notwithstanding the possibility of a deal soon being reached to revive the JCPOA nuclear deal with Iran, nefarious activity by Iran continues to pose significant counterterrorism and security concerns. In this month’s feature article, Matthew Levitt examines trends in Iranian external assassination, surveillance, and abduction plots based on a dataset of 98 Iranian plots from 1979 through 2021. Levitt notes that “perhaps the most important finding to emerge from this study is the fact that Iran pursues international assassination, abduction, terror, and surveillance plots in a very aggressive fashion, even at times and in places that are particularly sensitive. With the exception of a period right after the 9/11 attacks … Iranian operatives and proxies have carried out operations even during periods of key negotiations—including current negotiations over a return to the JCPOA.” He adds: “Today, with the revolutionary leadership solidifying control over key elements of power in Iran, and with an eye toward protecting the revolution at a time when the revolutionary leadership sees increasing threat coming from elements both foreign and domestic, operations like these are likely to increase.” Our interview is with Randall Blake, who recently retired from U.S. government service after spending 35 years working in a variety of critical roles in the counterterrorism enterprise, including most recently as National Intelligence Officer for Transnational Threats at the National Intelligence Council. Charlie Winter and Abdullah Alrhmoun assess the trajectory in Syria of the Islamic State in the wake of its fluctuating fortunes so far this year. The group’s multi-day assault on Ghwayran prison in northeastern Syria was “by a significant margin, the highest impact and most complex operation launched by the Islamic State in Syria since its territorial defeat.” But just days later, the Islamic State’s leader, who had orchestrated the prison attack, was ‘removed from the battlefield’ during a U.S. raid. Winter and Alrhmoun’s analysis of Islamic State attack claims in Syria since the group’s territorial defeat in March 2019 “suggests Islamic State cadres in Syria may have been saving their energies to carry out a large strike, cutting through the notion that previous declines in operational activity were a sign of weakening or that the prison attack necessarily portends a resurgence.” They add: “In Syria, the Ghwayran prison attack was an example of the latent threat posed by the Islamic State exploding into view. Whatever the monthly ebb and flow of Islamic State operations in Syria, the group is likely to persist as a threat for the foreseeable future.”

Abstract:: Notwithstanding a night attack that killed 11 Iraqi soldiers on an army base in the Iraqi province of Diyala earlier this month, the Islamic State is at its lowest ebb in Iraq in many years, according to new data published by Michael Knights and Alex Almeida in this month’s feature article. They write that “a comprehensive analysis of attack metrics shows an insurgency that has deteriorated in both the quality of its operations and overall volume of attack activity, which has fallen to its lowest point since 2003. The Islamic State is increasingly isolated from the population, confined to remote rural backwaters controlled by Iraq’s less effective armed forces and militias, and lacks reach into urban centers.” They note that “the key analytical quandary that emerges from this picture is whether the downtrend marks the onset of an enduring decline for the group, or if the Islamic State is merely lying low while laying the groundwork for its survival as a generational insurgency.” In this month’s interview, Amy Zegart speaks to Brian Fishman and Don Rassler about her soon-to-be published book Spies, Lies, and Algorithms: The History and Future of American Intelligence. In the interview, she calls for the creation in the United States of a dedicated open-source intelligence agency because “OSINT will never get the priority or resources the nation needs without its own agency.” Amira Jadoon, Abdul Sayed, and Andrew Mines assess the threat trajectory of Islamic State Khorasan (ISK) in the wake of the Taliban takeover of Afghanistan. They assess that “given the absence of multilateral counterterrorism pressure, the Taliban’s limited capacity to govern, and a worsening humanitarian crisis in Afghanistan, ISK now finds itself perhaps in the most permissive environment yet to rebuild, rally, and expand.” Drawing on extensive fieldwork, including interviews with bandits and jihadi defectors, James Barnett, Murtala Ahmed Rufa’i, and Abdulaziz Abdulaziz examine the nexus between Nigeria’s bandits and jihadi organizations in northwestern Nigeria. They find that despite widespread fears bandits and jihadis would find common cause, there has been infrequent cooperation between them because they have conflicting approaches in their treatment of local inhabitants and because the more powerful bandits feel they have little to gain from working with the jihadis.

495. Performance and Accountability: A Case of Bhutanese Civil Service

Abstract:: There has been substantial research undertaken on the performance management system (PMS) and accountability. Despite a recent increase in the literature on PMS and accountability, far less research has been carried out on the impact of the PMS in strengthening accountability in Bhutanese civil service. As a result, critical gaps exist between PMS and actual practice in strengthening the accountability of Bhutanese civil servants in the field. To fill this gap, this study set out to examine the impact of the PMS in strengthening accountability in the Bhutanese civil service. This study uses interviews and content analysis of the annual reports to answer the research questions. Results showed that agencies introduced various systems to strengthen accountability, such as accountability initiatives, performance-based accountability, and effective disciplinary regime. However, interview data indicated that the current PMS failed to strengthen accountability in the Bhutanese civil service. A possible explanation for these results may be the lack of fair and reasonable measurement tools, the priority level of accountability, and supervisor accountability. Policy recommendations for strengthening accountability and suggestions for future research are provided.

496. The Impact on Early Bhutanese Coinage of Contentious Relations Between Bhutan and Cooch Behar from 1772 to 1774

Abstract:: Bhutan’s coinage has been thoroughly documented related to design and mintage variability. In addition, as noted for the first time in this paper, one of Bhutan’s late 18th to early 20th century core governmental missions is reflected through changes in Bhutan’s coinage. This is based on Bhutan’s conflict with Cooch Behar including interactions with the British East India Company and the legacy and aftermath of that conflict. While 18th to early 19th century versions of the symbols on Bhutanese coins reflected Hindu and national icons of Cooch Behar, the later versions to 1910 contained Cooch Behar symbols and definitive Buddhist symbols reflecting the sovereignty and a core mission to promote a Bhutanese Buddhist state where citizens became Enlightened.

497. A Critical Analysis of Degrowth Debates Through the Lens of Gross National Happiness (GNH): Refraining from the Conventional View of Plurality*

Abstract:: This study problematises degrowth’s goal of abandoning economic growth as a policy objective on the grounds that its advocates base their arguments on a binary growth/no-growth dichotomy and unwittingly activate the same economistic frame as the growth paradigm. To explore a remedy against this pitfall arising from the conventional view of plurality that segregates study materials into distinctive categories and prioritises one of them, Bhutan’s policy of Gross National Happiness (GNH) is taken up. The policy does not lapse into the growth/degrowth trap, refrains from rejecting economic growth of all kinds, and instead ascertains its potentially diverse connotations. GNH accordingly weighs growth-related indicators on equal terms with various others concerning social, cultural, spiritual and emotional contentment. The holistic approach of GNH helps rectify the prevailing hegemony of economic growth and thus provides a more effective pathway for attaining a postgrowth order.

498. So Old and Yet So New: Buddhist Education and the Monastic Curriculum in Contemporary Bhutan

Abstract:: The emergence of a modern secular educational system in Bhutan in the 1960s forced the monastic institutions in the country to adapt and change to the new social, political and educational landscape. This article explores the transformation and changes to monastic education in Bhutan during the second half of the 20th century and the early 21st century, with a particular focus on the introduction of a new monastic curriculum in the 1980s and the rise of the Shedra (Tib. bshad grwa) or monastic college as the central religious educational institution in contemporary Bhutan. The article is based on research that took place during the summers of 2018 and 2019, where the authors visited dozens of monasteries, collected various curricula, and talked to monks and officials all over the country. We argue that Bhutan is in the midst of a new transformational period in which Buddhist education and the monastic curriculum are being revitalized through a series of innovations and changes that have to do as much with a dialogue with secular education as with the impact of other factors: the influence of transnational Buddhist movements and ideas, the introduction of the commentarial curriculum from Tibetan monasteries in India, and the loss of political power after the introduction of the Bhutanese constitution in 2008, among others. The result is a monastic curriculum that asserts specific Bhutanese sectarian and national identity, and introduces a religious education that is transforming monastic life and education in ways that we are only beginning to see.

499. Violence as A Form of Political Conduct: The Case of the Islamic State

Abstract:: Following Hannah Arendt’s approach, which distinguishes power and violence and claims that violence appears when power is threatened or fails, this paper argues that the use of violence by Islamic State (IS) is a result of its inability to establish a stable power base in the Middle East. It argues, however, that violence has become a form of political conduct for this organisation, which challenges to Arendtian perspective rejecting any role violence plays in politics and has many repercussions in Middle Eastern societies and politics. This paper notes that local people feel hatred and rage against certain developments in the region, such as their countries’ colonial past, the Iraqi invasion and their failed administrations. Analysing how these reactions are directed in the form of violence by IS against some local groups, the paper examines further the regional consequences of the IS’ use of violence.

500. Inequality in Education Among Turkish Young Individuals, 1988-2020.

Abstract:: This paper studies the changes in education inequality in the youth population (15-29 age group) in Turkey using the Household Labour Force Survey data for the 1988-2020 period. The average year of schooling is calculated to investigate the changes in the level of educational attainment, and standard deviation in years of schooling and education Gini coefficient are calculated to examine how within-group education inequality changes over time. These statistics are calculated for young men and young women separately to also find out how gender inequality in educational attainment and education inequality changes over time. The findings of this study show that the average years of schooling increases for both young men and young women in Turkey while education inequality measured by the Gini coefficient decreases for both groups between 1988 and 2020. This seems to reflect the positive implications of the expansion in compulsory education for both average years of schooling and education inequality. Average years of schooling is higher for young men while education Gini is higher among young women despite the closing of the gender gap in both measures over time.
