301. Can the Kurdish Left Contribute to Turkey's Democratization?

Abstract:: The current peace process regarding Turkey's Kurdish question could pave the way for the normalization of politics and democratization in Turkey if the existing opportunities are not missed. The major actors that represent the Kurdish left in Turkey, the PKK and the HDP (formerly BDP), are all equally significant parts of the peace process. The HDP in particular has the potential to turn into a constructive actor for Turkey's democratization in the near future. This article argues that the Kurdish left of the democratic, parliamentary stage, lately the HDP, could contribute to Turkey's democratization if it can fulfill the libertarian left policy space in Turkish politics, which has long been abandoned by all existing political parties.

Abstract:: While during the last few decades developed countries were the main buyers of Iranian export items, in the last couple of years, the developing countries have become the primary destination of Iranian exports. It can be argued that a strategic shift has occurred in the Iranian export orientation. Exploration of the reasons for such a reorientation is of importance. The aim of this research is study of the impacts of international trends on the Iranian export orientation with the emphasis placed on non-oil exports. The primary question of this study is: what factors have contributed to the change in Iran's export orientation? The hypothesis posed in response to the question is that: the trend of power transition in the international political economy and intensification of the West's sanctions against Iran constitute key factors in the change. Analyzing Iran's export data, the authors have reasoned that a turn has occurred in the orientation of Iranian export. They have discussed the rise of emerging powers in the international political economy as well as the escalating tension between Iran and the West (manifested in international sanctions) as the two main factors that have contributed to this reorientation. In their point of view, the change in Iran's export orientation is probably permanent which will leave an important imprint on the geopolitical and geo-economic status of Iran.

Abstract:: Undertaking research on the political economy of sanctions in Iran covers a wide area of study. In a research project, relevant data and key questions can be collected in order to organize them methodologically and write a book on this issue. In this article, within the conceptual framework of political economy, interactions of a few variables involved in the sanctions on Iran are studied. First, the article explores the immoral aspect and consequently illegal aspect of sanctions as an American policy tool to coerce Iran's behavior regarding its legal right of nuclear enrichment. Then the article sheds light on economic impacts of the sanctions through examples. It also discusses political impacts of the sanctions and practical experience of how Iranians tackle these restrictions. It finally proposes an alternative way to change this hostility dominated environment of the Iran-US relations. This article concludes that As sanctions remain over a prolonged period they tend to become even less effective in achieving their political objectives; the sanctioning countries consequently tend to impose additional, more extensive sanctions, which only promotes further radicalization in both the sanctioned and sanctioning countries. The only way to stop this vicious cycle is for both sides to negotiate in good faith and with open minds.

Its purpose is to elucidate the importance and method of thinking in principles. I hope you enjoy these early pages. —CB Introduction Your basic tool for making your life the best it can be is your mind. Your basic skill toward that end is your ability to think—to identify and integrate facts, to understand the world and your needs, to choose life-serving values and goals, to plan your days and years for maximum happiness, and to execute your plans effectively. The quality of every aspect of your life—from your career to romance to friendships to recreation to leisure time—depends on how well you think. How can you maximize your thinking skills? What are the principles of good thinking? How can you embrace and apply those principles to fill your life with values, projects, and people you love? The answers to these and related questions are the subject of this book. Whereas my first book, Loving Life: The Morality of Self-Interest and the Facts that Support It, demonstrates that being moral consists in being selfish, Thinking in Principles: The Science of Selfishness shows what being selfish means in the realm of cognition. It is about how most effectively to use your mind in service of your life, liberty, and pursuit of happiness. You need not have read Loving Life in order to profit from reading this book, but reading either Loving Life or Ayn Rand's The Virtue of Selfishness before reading this book will better equip you to understand and integrate the ideas discussed herein. This book, of necessity, assumes a certain level of agreement about what is true and false, moral and immoral, right and wrong. For instance, it assumes recognition of the fact that reason (i.e., observation and logic) is your only means of knowledge, that neither feelings nor revelation nor faith is a means of knowledge. It assumes some understanding of the propriety of pursuing your own life-serving values and of the impropriety of sacrificing for others, society, or “God.” And it assumes some understanding of the morality of a social system that protects each individual's rights to live by the judgment of his own mind and to keep the product of his effort—and of the immorality of social systems that violate these rights. A reader with no knowledge of such truths will have trouble focusing on the subject at hand—the principles of thinking in principles—because he will constantly be challenged by the content and evaluations of various principles being used as concretes for discussion. We couldn't begin to discuss a science of good thinking for good living without assuming a basic understanding of what good thinking and good living consist of, and these ideas are part of such an understanding. If they are foreign to you, I suggest reading one of the above-mentioned books before proceeding. The purpose of this book is to examine the nature and need of principles; to identify and elucidate the principles of the method of thinking in terms of principles; and to integrate those principles into a systematic, scientific approach to living and loving life. Chapter 1, “What Principles Are and Why You Need Them,” discusses the nature of principles, surveys various kinds of principles, draws crucial definitions of “principle” from the survey, and shows the vital role of principles in thinking. The next six chapters identify and elucidate the principles of thinking in principles and examine various errors and fallacies that are violations of these principles. Chapter 2, “Axioms, Corollaries, and Proximate Fundamentals,” examines the principles at the very base of all thinking; shows their relationship to other principles that underlie and govern various areas of life (e.g., romance, business, recreation, parenting); considers some major aspects of the process of forming and validating principles; and briefly addresses the crusade against principles (i.e., anti-foundationalism and pragmatism). Chapter 3, “The Excluded Middle and Matters of Degree,” zeros in on the crucial role of the law of excluded middle in identifying and applying principles; addresses misconceptions of and objections to the law; clarifies the proper use of the law with respect to mixed ideas, mixed situations, and “slippery slopes”; and demonstrates the binary, either-or nature of principled thinking. Chapter 4, “Proper Classification and Definition,” surveys the basic principles of Ayn Rand's theory of concepts; shows the proper formation and use of concepts to be at once governed by principles and essential to principled thinking; examines several kinds of violations of the principles presented, including package deals, anti-concepts, and frozen abstractions; and shows why you must form and use concepts in certain ways and not others if they are to serve your life and happiness. Chapter 5, “Hierarchies of Knowledge and Values,” examines the hierarchical structures and interrelationships of conceptual knowledge, moral principles, and personal values; examines the fallacy of the stolen concept, further demonstrating why you must use concepts properly if they are to serve your life; and shows how to organize your values hierarchically and use the “math of egoism” to dramatically improve your thinking, decision making, and all-around effectiveness in pursuing and achieving your goals. Chapter 6, “Context, Knowledge, and Values,” expands on the principles of hierarchy, examining the broader relational nature of concepts, principles, and values; shows why and how these three elements properly fit together to form an integrated, noncontradictory whole in service of your life, liberty, and pursuit of happiness; and examines the fallacies of context dropping, omission of volition, and the argument from intimidation. Chapter 7, “Evidence, Knowledge, and Happiness,” examines the nature of evidence (both perceptual and conceptual); demonstrates the crucial role evidence plays in thinking, forming principles, applying them, and choosing and pursuing values; and shows the highly destructive nature of arbitrary (evidence-free) assertions, which throttle and thwart thinking in myriad nonobvious ways. If I believe in anything, I believe in rules of thumb,” boasts an outspoken college professor. “Therefore, as I say quite often (and it's true) my forward time span is generally two hours. By that I mean I tend not to think about or worry about anything more in the future than two hours hence.”3 If this professor's claim were true, he would not be able to function as a human being. Granted, if he didn't think about anything more in the future than two hours hence he wouldn't need principles or have any to speak of. But, then, he wouldn't have a life to speak of either. Abstract:: On substantive grounds, Jesse H. Rhodes's An Education in Politics is yet another detailed account of the history and politics of No Child Left Behind (NCLB), the watershed federal legislation adopted in 2001 that sought to bring accountability to the nation's schools. Rhodes's approach, however, is explicitly theoretical—a very good thing—and his aim is to contribute to the "institutional theory of change." Claiming that other scholars of political institutions have tended to focus either on the "agency of political entrepreneurs" or the "institutional constraints" that limit them, he argues for a unified approach that brings the two together into proper balance. His solution is a theory of "institutionally bounded entrepreneurship," which he formulates early in the book and then employs to structure the historical analysis that follows.

Abstract:: The context of and the meaning conferred upon the local elections led it to be fought in a referandum-like atmosphere. Prior to the March 30 local elections, various scenarios put forward both for the governing AK Party and the opposition parties, which largely remained unfulfilled on the elections day. As the local elections is over, a sound analysis of the election's context, results, and possible implications is warranted. Despite the rapid and dramatic transformation that Turkey has undergone over the last decade, particularly since 2007, no such dramatic shift in the voters' behaviors has occurred. This article argues that this is because of the dominance of the identity-politics, over all other issues, that shaped the content and context of the elections. It further claims insofar as this dominance continues to prevail over other concerns in the elections, no major change should be expected in the voters' inclinations and behaviors.

Abstract:: In this book, Erdağ Göknar, the award-winning translator of Orhan Pamuk's novel, My Name Is Red, has set himself the task of explaining why Pamuk's novels have received comparatively little critical attention both in his native Turkey and elsewhere. According to Göknar, most of the educated reading public in Turkey disdains Pamuk because they believe he has betrayed Kemalism (the combination of French-style secularism and nationalism that has become a sort of state “religion” in the Turkish Republic) in order to curry favor with foreign readers. This is the “blasphemy” to which the book's title refers. At the same time, foreign readers have generally misunderstood Pamuk's work because they are unfamiliar with Turkish literary and the political context from which it emerged. Göknar's burden is therefore the dual one of clarifying Pamuk's real political views for Turkish readers and educating foreign readers about his indebtedness to earlier Turkish writers.

Abstract:: Fathers and Sons: The Rise and Fall of Political Dynasty in the Middle East A decade after 9/11, the Arab revolts gave a second impetus to scholarly interest in the Middle East. A plethora of books and other academic and popular pieces have been published in the last few years. McMillan's book, Fathers and Sons, gives the reader a fine, bird's eye view account of the Arab world's journey in particular and the Muslim world in general from the time of the Prophet. McMillan's work is a historical narrative of how and why the Arab world inherited a system of dynastic succession that is blatantly un-Islamic and how that path culminated in the Arab revolts. The book, more popular than academic, is unbiased in its perspective towards Muslims/Arabs and is especially easy to read and follow. McMillan starts his narrative with the method of succession from one Guided Caliph to another. The convening of shura to decide the Caliph in the early period of “Rightly Guided Caliphs” contrasts starkly with the later period, when the method of consultation is abandoned for patrimonial rule. The consequence was that “the caliphate would no longer be a community of the faithful but a kingdom like any other” (p. 23). McMillan traces the history of militaries as the backbone of regimes in the modern Arab world to the period of Umayyad rule as well. It was “army officers wedding themselves to their rulers” that created the authoritarian stability in the region after the 1960s. The author reminds us that “this welding of a loyal army to an elite ruling family [during Muawiya's rule during the Umayyad] became the bedrock of a political model” (p. 26).

311. Revolution and Reform in Russia and Iran: Modernisation and Politics in Revolutionary States Ghoncheh Tazmini

Abstract:: Revolution and Reform in Russia and Iran: Modernisation and Politics in Revolutionary States In her comparative study, Ghoncheh Tazmini investigates the Russian revolution of 1917 and the 1979 Iranian revolution to identify patterns of continuity and change, including attempts at reform. At first, both revolutions might appear entirely different. In Russia, the Tsarist monarchy was replaced by socialism, whereas in Iran political Islam prevailed. However, Tazmini convincingly shows that both revolutions had related roots: the people's opposition to Western-inspired, autocratically enforced modernization that was endorsed by the Russian Tsars and Iranian Shahs. Moreover, in Vladimir Putin and Mohammad Khatami, she argues, both countries saw reformers with a similar outlook. By adopting beneficial Western practices without 'Westernizing' their countries, Putin and Khatami overcame the “antinomies of the past.” After the introduction, chapters two, three, and four discuss the experiences of modernization in Russia and Iran under the Romanov tsars and Pahlavi shahs. Both Peter the Great (in the 18th century) and Reza Shah (in the 20th century) sought to catch-up with developed European countries. To this end, they embarked on ambitious modernization programs, which were continued by their successors. In this context, Tazmini shows that the Russian and Iranian modernization programs only partially followed the European example. While embracing outward signs of modernity such as modern industries, state-society relations remained traditionally autocratic. Tazmini rightly grasps this as “modernization without modernity” in an attempt of “modernization from above.” Modernization from above is described as a “double helix” of economic modernization on the one hand and authoritarian political stagnation on the other hand. She notes, “Whilst both countries aspired to converge with the West by meeting its material and technological achievements, they ended up diverging by retaining the autocratic foundations of the ancient régimes.”

Abstract:: Filistin Politikamız: Camp David'den Mavi Marmara'ya The Israeli-Palestinian conflict is presumably the most problematic and persistent theme in Middle Eastern politics. Thus, the conflict is one of the most studied topics in academic literature on the region. In this light, it is all the more surprising that the current study of Erkan Ertosun is the first book-length work on Turkey's Palestinian policy. It is also a very timely contribution as Palestine becomes an ever more central topic in Turkish foreign policy. The author claims that he has attempted a holistic analysis in which domestic, regional and international factors are integrated. However, despite this claim, the real emphasis of the book is on international affairs and rightfully so.

Abstract:: The adoption of the Geneva Accord between Iran and the P5+1 (the US, UK, France, Russia, China plus Germany) to resolve issues related to Iran's nuclear program on November 24, 2013, brought about a series of debates in political circles. In many ways, it could be considered a historic event with international and regional implications and also ushered in a new chapter in Iran-U.S. relations. At the international level, it could have a great impact on the ways in which world affairs are managed. In fact, it was a victory for diplomacy, multilateralism and a thrust towards a multi-polar international system after more than a decade of unilateralism and military interventionist policies with all its catastrophic consequences. At the regional level, by fostering new alignments, it may have a positive impact on current problems; be it elimination of weapons of mass destruction or countering terrorism and extremism that is now expanding beyond the region. The Accord in Geneva also fosters hope for solid and productive relations between Iran and the U.S. after more than three decades of estrangement. Considering that a new geostrategic situation is unfolding in the region, this article tries to answer the questions related to its international and regional implications, as well as its impact on the very delicate issue of Iran-U.S. relations. At the end, some of the major challenges that lay ahead in the implementation of the Accord are examined.

Abstract:: What impact has the Syrian crisis had on Iran-Turkey political relations? Some analysts argue that divergence in Iranian and Turkish outlooks and roles played in the Syrian crisis have adversely affected their bilateral relationship. But the authors believe that in spite of the conflict in Iran's interests and Turkish policies towards Syria, their broader relations in other areas–security and economy-have prevented the rupture of political relations. In this regards, after the nature of the Syrian crisis is briefly described, Turkish foreign policy strategy in the Middle East will be explained. Then, Turkish-Syrian relations prior to the outbreak of the crisis will be analyzed followed by a discussion of Iranian and Turkish foreign policies towards the Syrian crisis and their impact on their mutual relations. The authors will conclude that although the Syrian political crisis has given rise to certain tensions and adverse consequences in their political relations, their bilateral ties have persisted as manifested in high-ranking diplomatic meetings between their political authorities and in ongoing deliberations on important regional issues.

Abstract:: One of the most important tools utilized by states to maximize their impact in foreign affairs is public diplomacy and to this extent, public diplomacy is considered a source of soft power. The robust use of public diplomacy can enhance and reinforce the soft power of countries. Central Asia is among the regions that have an ever increasing relevance to regional and international affairs in the aftermath of the collapse of the Soviet Union, and is currently considered a critical subsystem for our country. The foreign policy of the Islamic Republic of Iran towards this region is, on one hand, built on the foundation of converging factors in political, economic, and cultural arenas and looking towards opportunities for influence and cooperation. On the other hand, considering the divergent components, it also faces challenges and threats, the sum of which continues to effect the orientation of Iranian foreign policy towards the region. This article will study Iranian public diplomacy in this region and examine the opportunities and challenges, as well as, provide and proper model for a successful public diplomacy in the region of Central Asia, while taking into account the Islamic Republic of Iran's tools and potential.

Abstract:: Diplomatic relationship between Iran and the United Kingdom is one of the most heated debates in the foreign policy of the Islamic Republic. The pros and cons of these relations have always been subject to argument and controversy among politicians and academics. This article seeks to analyze diplomatic ties between the Islamic Republic of Iran and the United Kingdom, applying the cost-benefit analysis method. In this relationship, the costs and benefits are discussed in three situations including the maintenance, downgrading, and rupture of diplomatic relations. The main question answered by the authors is how diplomatic relations between the Islamic Republic of Iran and the United Kingdom can be analyzed according to the cost-benefit analysis method, and what costs and benefits can be brought about for Iran in case of the rupture, downgrading or maintenance of diplomatic relations with Britain. The final conclusion of this research suggests that under the current circumstances, downgrading diplomatic relations with the United Kingdom can lead to fewer costs and further benefits for the Islamic Republic of Iran in comparison to the other two options.

318. The good, the bad, and the ugly: Comparing the notions of 'rogue' and 'evil' in international politics

Abstract:: The identification and naming of an 'enemy' is an age-old element within foreign policy and (domestic) security policy discourses. It serves to stabilize speakers' benign conceptions of the self, to structure threat perceptions of 'the world outside' and to legitimate ultimately violent policy options. This article compares the notions of 'rogue' and 'evil' in order to analyse the political implications of such a use of derogative actor categories. The notion of 'rogue states' has played an important role in the security strategies of the US presidents Clinton and in particular George W. Bush and alludes to criminal law. 'Evil' has been a much older, religiously loaded concept and has been invoked in politics for describing the inconceivable, monstrous violence and destruction. While many liberal critics argue that one should abandon the metaphysical category of evil and dispose of the stigmatizing category of the 'rogue', this article concludes with the suggestion that a self-reflexive use of these categories can be instructive: It can make 'us' – the very modern secular liberals – think about ourselves, about responsibility and moral standards as well as about the fundamental ambivalence of our actions.

Abstract:: Liberal discourse should have a hard time looking for 'evil' in international relations. Standing on the pillar of rationalism and humanitarianism, there seems to be little space for the morally and emotionally charged notion of evil to enter considerations. Yet, the liberal belief in the freedom of will implies that humans are capable of turning against the advice of reason and opt for evil behavior and underlying principles. This possibility is epitomized by Kant's construction of the 'evil enemy'. Since 'evil' appears sporadically in international relations, with Hitler's Germany as prototype, its existence in the real world of international relations cannot be ruled out a priori. Designating an 'other' as evil is thus a discursive possibility. The practice to turn this possibility into reality is conceptualized here as 'evilization' in analogy to 'securitization'. There is strong variance among liberal democracies in applying this practice, ranging from 'pacifism' to 'militancy', which often leads to dire consequences. Deriving the principles of fallibility and prudence from liberal reasoning, this article concludes with the proposition that 'liberal pacifism' is the preferable option in most conceivable circumstances, but that the possibility of confronting political evil is rare, but existing.

320. Challenging 'evil': Continuity and change in the drug prohibition regime

Abstract:: The 1961 Single Convention on Narcotic Drugs is unique among UN conventions for the appearance of the term 'evil' in the document. Among all the possible wrongdoing and bad things that exist in the world, it is slightly counterintuitive that drugs are the only one to be labelled as 'evil' in international law. Adopting a 'conceptual politics' approach, the article will examine how drugs came to be identified in this manner, with a specific focus on the drafting of the 1961 Single Convention. The latter part of the article focuses on the contemporary relevance of this framing, considering how it contributes towards a much more restrictive environment in which serious change to the drug prohibition regime has proven to be a very difficult task. For those seeking reform it is not enough to demonstrate that the system does not work, they also must successfully challenge the idea of drugs as something evil and a threat to humanity. In concluding it is suggested that by returning to the Single Convention, one finds not only the language of 'evil', but also a more flexible position that allowed for revising the way drugs are dealt with. To bring about change in drugs prohibition regime, reformers will need to recover this more open and balanced approach to understanding drugs.

Abstract:: Iran's imminent rise to nuclear power status raises reasonable fears about the Middle East stability. Having examined the discursive exchange of Mutual Assured Evilness (MAE) by Iran and Israel, some political commentators and decision makers express doubts over the workability of nuclear stability. That is because they question whether these countries can overcome their mutual hatred and find the requisite instrumental rationality for nuclear stability. Their fears are exacerbated when they regard Iran as a religious country and hence supposedly incapable of rational behavior. However, the discourse of evil is not only indicative of hatred. Evil it seems is a conceptual relic encased in religious metaphysics. It is a datum that enables us to expose the religious layers that exist alongside secularism. Israel's hyperbolic use of the term evil resonates as strongly as it does because of the religious metaphysics that coexists with Israel's supposedly secular belief system. Therefore, in some ways, Israeli society may be closer to Iranian society than Israelis generally allow themselves to believe and all the while the two societies are locked in a dance of hatred and fear, fueled, among other things, by MAE.

Abstract:: Shortages of food, water and non-renewable energy sources can trigger nefarious activities involving organized criminal networks, transnational corporations and governments at varying political levels. Illegal and excessive fishing, sidestep - ping of regulations on disposal of hazardous waste, water and land theft, fraudulent manipulation of alternative energy subsidies and policies, and transference of toxicity and contaminated products across national borders are driven by a variety of motivations and involve a wide range of actors. The consequences of such activities contribute to even more ruthless exploitation of rapidly vanishing natural resources, as well as the further diminution of air, soil and water quality, thereby exacerbating the competition among individuals, groups and nations for what is left.

Abstract:: A spectre is haunting the world: 1914. The approaching centenary of the outbreak of the First World War is a reminder of how the instability produced by changes in the relative balance of power in an integrated or globalized world may produce cataclysmic events. Jean-Claude Juncker, the veteran Prime Minister of Luxem-bourg and chair of the Eurogroup of finance ministers, started 2013 by warning journalists that they should take note of the parallels with 1913, the last year of European peace. He was referring explicitly to new national animosities fanned by the European economic crisis, with a growing polarization between North and South. Historically, the aftermath and the consequences of such cataclysms have been extreme. George Kennan strikingly termed the 1914–18 conflict 'the great seminal catastrophe of this century'. Without it, fascism, communism, the Great Depression and the Second World War are all almost impossible to imagine.

Abstract:: On September 27, 2013, the security council of the United Nations unanimously adopted resolution 2118 in support of the decision of the organization for the Prohibition of chemical Weapons (oPcW) made on the same day in The Hague to place Syrian chemical weapons under international control and dismantle them. This was the culmination of the Ministerial Week at the 68th session of the un general assembly in New York, an event which was expected by all, but not all believed that it would happen. All, however, eventually acknowledged that it came about largely through to the efforts of Russian diplomats who, led by Foreign Minister Sergey Lavrov, negotiated day after day with the U.S.. partners, seeking a solution which not only would avert the threat of a military strike against Syria, but would also open the way for politically resolving the most complicated crisis in the SAR.

Abstract:: Is Russia a Partner of the West? This question has been repeatedly asked throughout centuries both in Russia and in the West. In the 13th century, German crusaders, with the Pope’s blessing, invaded the Baltics and pushed further on to Russia, seeking political and spiritual domination. In Russia, this created a rift between those who wanted to draw closer to the West and those who saw it as a deadly threat to the unique east Slavic Orthodox civilization. The crusaders were pushed back, while Russia throughout three more centuries was learning, first unwillingly and later much more consciously, to associate itself with the Tatar-Mongol khans, the conquerors who came from the east.

Abstract:: In Ukraine, the West demonstrated once more the efficiency of its organizational weapon and its skill in pushing states into military operations of low intensity. there is still hope that unlike Serbia, Iraq, Libya, etc. Ukraine will not degenerate into another textbook study-case and a tick in the appropriate box in the list of successes of Western political technologists and experts in political coups and “protection of democracy.” While watching what is going on in Ukraine we should demonstrate the strength of spirit and a morally healthy social atmosphere so that to stand opposed to Western ideological attacks and to develop our state, rationally and consistently. Without this, it is impossible to survive in the world where certain countries have mastered the skills of disguising their destructive foreign policy aims with high-sounding phrases about common good and “human values and freedoms” which they distort beyond recognition.

328. Political Identity Building in the EU: A Constructivist Approach

Abstract:: The EU is an important economic and political figure in global politics and its sui generis presence has been analyzed both from a rationalist approach and by integration theorists. Despite the rationalist material ontology, when we examine the social constructivist reading, the EU has achieved many gradual improvements that foster and strengthen its position as an actor; in particular, the Treaty of Lisbon has emphasized the political identity of the EU. These developmental steps have mostly been constructed on civilian concepts rather than traditional material oriented approaches. This civilian ground has been reinforced by EU treaties and other forms of legislation, giving flesh and bones to the political identity. As a consequence, these efforts have formulated the political identity of the EU; moreover, the EU has begun to export these political identity components, which are fundamental freedoms and the rule of law and democracy, towards other countries. The addressee states generally have some historical or cultural bonds to the EU. Therefore, this research will try to examine which integration theory best answers the EU’s political identity setting and its representation. This paper argues that first the Copenhagen Council in 1993 and then the Treaty of Lisbon have acted as starting points for EU’s self-image; in legal terms, these political steps have given the EU a stable political identity. This consensus in political identity has consolidated the actor profile on the international stage. When considering this progress from a theoretical perspective, traditional integration theories fail to comprehend and clarify this formative process, as they are immersed in the early economic integration process. Interestingly, although this shaped political identity became a robust and constant part of the EU, in recent years the EU has come face to face with the Eurozone economic crisis. In this context, a social constructivist approach, which makes use of social relations as a tool and references social ontology, seems the best approach to intervene the EU political identity and its presence, particularly after the EU gained legal status.

Abstract:: National integration has remained an evolving pursue in all the post-colonial divided societies. Although various approaches and strategies of national integration have been opted , but the situation remained complex. The state of Pakistan is also facing problems in the creation of national integration. These problems are due to conflicting socio-political fibre of Pakistani Society which was not handled properly. The diverse fibre of Pakistani Society was based on its ethnic composition. The state adopted an authoritarian policy to expand and consolidate its power and position. While responding authoritarian policy, ethnic groups provoked ethnic politics and started movements for the preservation of their identity. With due course of time, these ethnic movements become a challenge to the national integration. The study has its focus on various approaches to national integration. The research has also highlighted that although federalism is the best suited system for plural societies but effective working of federal institutions is required. For the creation of national integration, assimilationist strategy should be avoided and a pluralistic approach must be incorporated. Central government’s role as facilitator can diffuse the tension and brighten the process of national integration.

Abstract:: The prodigious campaign of Taliban has emerged as the gravest threat to political stability, social harmony, and economic growth of Pakistan while weakening the contemporary political, social and economic structure of the country. In this way, the combination of religious orthodox and Islamic militancy has emerged as one of the potential challenges for Islamabad. The growing Islamic vigilance in the form of Taliban has forced the Nawaz administration of Pakistan to overcome the threatening Taliban campaign which has reached into its zenith, and caused social, political, religious and sectarian intolerance in the country. Therefore, the leading decision makers of Islamabad decided to arrange a peace talk with Taliban. The optimistic behaviour of Nawaz government prefers to adopt an irrational policy instead of calculating the hard-core realities associated to the Taliban, which is an ideological phenomenon rather than a force of clerically devoted combatants. In order to accelerate a dialogue based peace process with Taliban, it is essential to comprehend the combination of cleric and political creeds inherited in Talibanization. Abandoned fighting force of Taliban is seeking adequate and persistently dispassionate approach rather than a counterfeit talk policy. Therefore, the central theme of the research tries to define the level of incompatibility between estimated expectations and ground realities while forecasting the applicable and implementable way forward.

In the intervening months before publication, editors in Princeton from relevant policy areas worked with the authors to fact-check their work and fine-tune their arguments. While their geographic foci and policy subjects are multifarious, all the authors in this edition share a passion for changing the world through better policy. Abstract:: The articles in this special issue on linguistic approaches to analysing policies and the political share the goal of taking language seriously, achieved through detailed attention to linguistic usage in its respective contexts. They reflect a stance common to both cognitive linguistic and interpretive/constructivist approaches, namely a view of language as integrally constituting the world it presents, reflecting, at least in part, its users' experiences of that world. One key form of language use discussed is that of metaphor. Rather than being seen as merely a poetic device, metaphor is viewed in several of the articles as playing a pivotal role in the framing of policy or political issues, which it does by casting one idea in terms of the imagery of another. For example, talking about a political entity, such as a country, in terms of it being a kind of container can invite certain inferences about how political states function - in this case, reasoning about inclusion of members within the state 'container' vs. exclusion from it. The research shows that metaphors often have important ties with categorisation, the categories used being determined in part by the words we use to name concepts. In addition to metaphor, metonymy also plays a significant role. The articles show the intimate relationship between political language and political acts.

Abstract:: Metaphor theorists often state that metaphors are constitutive of thought and action. This article asks how language constructions are constitutive of policy, using the example of immigration policies in the United States. First, the claims of some metaphor analysts are scrutinised. Then a different approach is proposed, one that focuses on formulaic, oft-repeated schemas, or conventional discourses. Conventional discourses are not the same as Foucauldian discursive frameworks. Instead, they are stock rhetorical-interpretive frameworks. For policymakers they serve as mental shortcuts and political identity signals. Political speeches are constructed from multiple conventional discourses; 18 conventional discourses about immigration were drawn upon in just one Congressional debate. Their variety and numbers indicate the possibilities for differing policy emphases. Such constructions, including the formulaic metaphors that are typical of a particular conventional discourse, are constitutive in only a limited sense; they are suggestive without being determinative. Skilful politicians can creatively combine conventional discourses with rhetorical strategies of concession, springboarding, and co-optation to align with multiple constituencies, including ones on opposing sides of an issue. These points are illustrated with the example of U.S. Congressional debate about HR 4437, the Border Protection, Antiterrorism, and Illegal Immigration Control Act of 2005.

Abstract:: The articles in this special issue all seek to highlight the ways in which concepts from linguistics can enlighten analyses of policies and the political. In this commentary, I seek to situate some of the central concepts that have been employed in terms of their treatment in cognitive linguistics. The first part of this commentary focuses on metaphor - a construct that receives explicit analysis in these works as it is a fundamental tool we use for thinking about and expressing abstract concepts. The discussion then turns to a topic underpinning all of these studies, even while remaining implicit in them, namely metonymy: the mention of a part to stand for a whole, a whole for a part, and other relations of association. This section considers the important role of metonymy in providing a compact means for politicians, policy-makers, and/or average citizens to make reference to, and reason about, complex topics. At the same time, metonymy also carries the risk of reflecting, or inducing, unwarranted logical inferences. The third topic taken up here is categories; key issues considered are the variety of structures that categories can manifest and how these structures are pertinent in different ways in differing contexts, including classical categories that metaphorically function like containers, vs prototype categories with fuzzy boundaries. Employing these approaches in the analysis of policies and the political therefore involves not only a linguistic turn, but also a cognitive one.

337. The importance of the Eurasian steppe to the study of international relations

Abstract:: This article is a call for making the Eurasian steppe an object of study within International Relations. The first section argues that the neglect of the steppe is due to 19th-century prejudice against non-sedentary polities as being barbarian. This is hardly a scholarly reason to neglect them. The second section is a nutshell overview of literature on the steppe from other fields. On the strength of these literatures, we postulate the existence of what we call an almost three thousand year long steppe tradition of ordering politics. The third section of the article suggests that the steppe tradition has hybridised sundry polity-building projects, from early polity-building in the European the Middle Ages via the Ottoman and Russian empires to contemporary Central Asian state-building. We conclude this exploratory piece by speculating whether a focus on the steppe tradition may have the potential to change our accounts of the emergence of European international relations at large.

338. Imagining ourselves then and now: nostalgia and Canadian multiculturalism

Abstract:: International relations has begun to take seriously the study of emotions, just as it has long acknowledged the role of collective memory in shaping politics. But the role of nostalgia as a potential driver of progressive political change has been little considered. This article engages the possibility of an ironic nostalgia for shoring up the multicultural project. Through examining the ironic potential in two contemporary popular Canadian cultural artefacts - Molson Canadian's 'I am Canadian' commercial and Douglas Coupland's Souvenir of Canada - the article suggests that assimilationist and separationist impulses may actually bolster the integrationist goals of multiculturalism. Contra nostalgia's critics, the article suggests that dominant groups in society may need emotional space to mourn a cognitively simpler past in order to embrace a more complex present.

Abstract:: Economic science has been overwhelmingly perceived as a 'positive' science, both among economists and many scholars in other social sciences. As a result, there has been an estrangement between the 'scientific' study of economics and the study of 'fuzzier' matters of normative nature. Crucially, it is often assumed that economists — whether academics or practitioners — have little to say about democracy, a concept that is famously normative and contested in nature. This article argues that this perception is mistaken and misleading. When several key figures in economic science are examined in detail, we can see that their economic theories are, in fact, deeply intertwined with certain normative visions of democracy, even if implicitly. Recognising the role of hidden normative theories of democracy within economic science perspectives is important theoretically, in re-reading the nature and scope of economic science discourses. It is also, however, important in understanding some key world political trends. It is argued here that we are in a better position to understand the curious 'dabbling' of global financial organisations in matters of 'political nature' when we remain attuned to the role of hidden democratic assumptions. Also, the complex role of these organisations in 'democracy promotion', and the nature of democracy promotion itself, can thus be better appreciated.

Abstract:: This commentary tries to study the current socio-economic crisis in Spain and the end of the political era which began with transition to democracy in the second half of the 1970s. Following pages deal with the intense rise of the unemployment rate and the social drama caused by the increase of material inequalities in Spain. It also analyzes the political crisis that threatens to destroy the institutional model which was crafted after 40 years of harsh dictatorship. All these factors are provoking political suspicion and social despair among some sectors of Spanish society. But there are not only feelings of disappointment and defeat in Spain. Abstract:: The article analyses the use of Ottoman past as a central theme in Turkish politics since the 1960s. It discusses how the revivalist discourse treats the question of westernization and shapes the perception of young activists towards the Ottomans. As confrontational themes with the West surfaced more frequently, the search for a new “order” became more tangible. Furthermore, the negative outlook of the Republican historiography towards the Ottoman heritage was dismissed, especially among young and educated followers of the MHP and MSP-RP. This orientation gained more widespread acceptance among the mass during the AK Party years as a result of the government's revisionist foreign policy and increasing frequency of the references to the Ottoman history in the party leadership's discourse.

Abstract:: STARTING FROM 1980s different religions “went public” all around the world and reclaimed their agency in the public sphere. However, while in this process of 'deprivatization' certain religious traditions such as Catholicism became the focus of many research initiatives, the Eastern Orthodox tradition attracted little scholarly attention. The book Religion, Identity and Politics in Poland and Russia, which is based on Sevinç Alkan Özcan's Ph.D. thesis submitted to the Marmara University in Istanbul in 2010, does justice to these two traditions with its focus on the role and stance of the Polish Catholic Church and Russian Orthodox Church within the context of church-state relations, public space, civil society and democratization in two post-communist countries: Poland and Russia. In these two countries, Catholicism and Orthodox Christianity, despite interruptions during the communist rule, play a determining role in church-state relations, political patterns, national identity and social sphere. The book offers a well-structured comparative analysis and valuable insights into the experiences of these two major representatives of Catholicism and Orthodox Christianity in Eurasia during the pre-communist, communist, and post-communist era.

Abstract:: ALTHOUGH written from a variety of perspectives at different points in history, all three books reviewed here offer penetrating insights into Turkish politics past and present, as well as commenting on how they are interpreted both inside and outside the country. Written in English, while he was guest professor at the University of Marburg, Germany (having quit his post at Boğaziçi University in protest at the law curtailing academic freedom), Gündüz Vassaf's Prisoners of Ourselves comprises a series of meditations mostly written between October 1986 and March 1987. His basic thesis is straightforward enough: although human beings consider themselves members of the free world, they are actually subject to totalitarian rule. He surveys some familiar binaries—for example, madness and sanity—and shows how they are used to curtail individual liberties. Western historians have conventionally accepted that the Nazi period in Germany was one of collective madness. However the validity of that judgment can be called into question in the light of Adorno and Horkheimer's research, which discovered that anti-semitism in the United States was much higher than it had been in Germany after Hitler came to power. Vassaf concludes that everyone is part of that “collective madness,” in which one nation is willfully prioritized over another as a means of sustaining power (p. 35). Anyone questioning that notion is abruptly silenced.

Abstract:: The furore that greeted news that negotiations were to start on a transatlantic free trade agreement revealed not only the potential importance of any putative deal, but also the tendency of Europeans to view international politics almost uniquely in economic terms. This neglect of security and broader geostrategic issues is short-sighted and dangerous. It is precisely the liberal world order in place since the Second World War that has allowed Europeans to develop their economic potential. Leaving it to the United States to preserve that order is an increasingly problematic strategy, with the US ever more reluctant to police the world in the way it once did. The US has, for many years, asked its partners to contribute more to the preservation of common security interests. Given the failure of these attempts to date, it might be time for Washington to resort to tougher tactics in an attempt to entice Europeans out of their geostrategic retirement.

Maybe not so good for them in the long run, but John Maynard Keynes told us what happens in the long run. This, in miniature, is the choice the United States faces on energy and climate change. Fossil fuels are convenient, cheap, plentiful and, in the long run, deadly. Renewable energy-from the sun and the soil, the wind and the waves-is comparatively expensive, hard to produce and healthy. Mankind has chosen the cheap and plentiful path for the past two hundred years, burning coal, oil and gas and spewing the trash into the atmosphere. In May, the level of carbon dioxide in the atmosphere surpassed four hundred parts per million, the highest level in three million years. The planet teeters on the cusp of calamity. Science says it's time to switch to salads.

Abstract:: Fundamental issues such as the conflict between Hamas and Israel and the rift between Hamas and Fatah, shaped the Palestinian politics in 2012 as in previous years. Israel opted for military intervention against Hamas once more with the Operation Pillar of Defense. The outcome of negotiations that took place throughout 2012 between Hamas and Fatah over the disagreements between the two sides was far from being satisfactory. The impact of Arab Spring, on the other hand, opened new avenues for a set of new developments in Palestinian politics. Egypt, Turkey and Qatar have formed a new alliance as supportive forces in both Palestinian domestic and foreign policy. In addition to all these, the Palestinian authority's international attempts through United Nations started with the UNESCO membership in 2011 and ended up with obtaining the UN observatory non-membership status in 2012. It was underlined that upgrade in Palestinian UN status would open new avenues for Israel-Palestine relations in the long run. Apart from all these, Palestinian prisoners held in Israeli jails protested the severe prison conditions by hunger strikes.

Abstract:: Thanksgiving 2010. No turkey. No gravy. No pumpkin pie. Instead: armed men in ski masks, hitchhiking through the mountains, and a Catholic church filled with incense and two thousand candles. I divided the holiday between two villages near San Cristobal de las Casas in Chiapas, Mexico. Both of these villages are notable for their distinct cultures. The first place I visited, Oventic, is operated by indigenous rebels who seized autonomy through the 1994 rebellion by the Zapatista Army for National Liberation (the Zapatistas) in protest of the North American Free Trade Agreement (NAFTA). The second place, San Juan de Chamula, is operated by local political bosses and village elders, who serve as the leaders of a distinct belief system that mixes Catholicism and indigenous spirituality into a literally intoxicating local religion.

Abstract:: This paper critically explores Carl Schmitt's theory of democracy. I present the emergence of the democratic principle of legitimacy as described by Schmitt, then elaborate on the people as sovereign qua constituent power and present its threefold relationship with the constitution. Abstract:: This article examines the trajectory of Islamism as a modern phenomenon. It demonstrates that, having evolved under the influence of myriad political, intellectual and historical developments of the past two hundred years, the concept is still surrounded by various debates, movements, acts of violence, ideologies, policies and positions. Islamism also continues to be a significant element in Turkey's political and intellectual life as well. The article then engages several critical questions. Has Islamism reached its end? Is a new type of Islamism emerging? Is post-Islamism on the horizon. In response, the article argues that Islamism's diversification–as opposed to its end–leads the movement to survive as pluralities that result from structural changes stemming from global and plural modernities' interaction with societies. Abstract:: The political and economic success of Turkey's Justice and Development Party (AKP) has generated extensive discussion about the extent to which Turkey provides a model for other Muslim, especially Arab, countries. The notion of a Turkish model has received intense focus since the uprisings in the Middle East and North Africa (MENA) region began in 2010. Amid the excitement, more cautious voices have highlighted fundamental differences in historical and political experiences and relations with Islam between Turkey and the Arab countries. Considering these factors, this article contends that rather than Turkey's AKP, a more accurate comparison and potentially viable model for the emerging Arab democracies can be found among the Islamic-oriented political parties of South East Asia, which advocate an approach to Islam based on the maqasid, or higher objectives. This article examines the appeal of the maqasid approach in respect to its utility for maintaining Islamic legitimacy and transitioning from ideology-oriented to policy-oriented parties and thereby responding to the needs and aspirations of broad constituencies. This article discusses the function of the maqasid for Islamic political parties in the MENA region as it undergoes political liberalization in the aftermath of the Arab uprisings.

Abstract:: Despite the substantial advances made in cross-Strait relations during Ma Ying-jeou's (Ma Yingjiu) first term, the ROC president's rhetoric varied considerably as he grappled with the difficult reality of implementing campaign and inauguration pledges to establish better relations with China while striving to maintain national respect and sovereignty. In this article, we put forward a framework for measuring, analysing and explaining this variation in President Ma's first-term discourse. Analysing a very large number of Ma's speeches, addresses, etc., we provide empirical assessments of how the content of Ma's public pronouncements has developed over time, how his rhetoric varies according to the strategic context and timing of a speech, and how his discourse compares to that of his predecessor, Chen Shui-bian (Chen Shuibian). In addressing these questions, the article contributes a quantitative perspective to existing work on political discourse in Taiwan and to the growing methodological and applied literature on how to systematically analyse Chinese political text.

Abstract:: In 2004, the single non-transferable vote (SNTV) was abolished in Taiwan. The SNTV had long been seen as a major factor in the sustenance of county-and township-level clientelist networks (“local factions”). It was also associated with phenomena such as extremism, candidate-centred politics, vote-buying, clientelism and organized crime involvement in politics. More recent scholarship, however, has led to doubts that a single formal institution like an electoral system could have such a powerful influence on electoral mobilization. This article puts these positions to an initial test. It examines the impact of the electoral reform on the mobilization capacity of a local faction in a rural county notorious for its factionalism. By illuminating its intricate mobilization structures, it provides support for the second position: These structures are too resilient to be affected by even a radical electoral reform.

Abstract:: The article analyzes the historical roots and the current nature of the constitutional crisis in Turkey. The Constitution of 1982 strongly reflects the authoritarian, statist, and tutelary mentality of its military founders. The Constitution established a number of tutelary institutions designed to check the powers of the elected agencies and to narrow down the space for civilian politics. Consequently, it has been the subject of strong criticisms since its adoption. There is also a general consensus that despite the 17 amendments it has gone through so far, it has not been possible to fully eliminate its authoritarian spirit. The article also deals with the constitutional crises of 2007 and 2008 over the election of the President of the Republic, and the annulment of the constitutional amendment of 2008 by the Constitutional Court. It concludes with an assessment of the constitutional amendments of 2010.

Abstract:: This article examines and critiques the engagement of liberal international law with liberal internationalism in international relations (IR), demonstrating that the results are not to the credit of either discipline. In particular, two key assumptions of the legal liberal international order are flawed. First, the attempt to establish a two-tiered international liberal order based on law and democracy results in intervention (both forceful and performative) that counterproductively embroils liberal states, generating resentment and counter-democratic movements. Second, the assumption that security in a globalising world can only be created by the total globalisation of the liberal order and the removal of 'outlaw' states creates a new version of the security dilemma in which the actions taken to secure the liberal world order create the very conditions of its insecurity. The article concludes with recommendations for a critical post-structuralist engagement with a post-liberal politics of virtù that paradoxically allows for the liberal identity to be better secured in its international relations with the other.

Abstract:: The theme of nihilism offers fertile avenues for exploring the antinomies of classical liberalism. In its instantiation as violence, nihilism challenges classical liberalism and its recognised political settlement, notably received arrangements harnessed to cultivate uncontrolled passions or religious fervour. In its affinity to Islam, nihilism defies the secular settlement through its appeals to transcendence. By seeking legitimacy in the sacred, nihilism disrupts established boundaries between the religious and the secular. Nihilism exposes the difficulty of forging worlds of transcendence on the modern register of immanence. Transcendence affords the possibility of escape, immanence closure. The two can be reversed in politics, as the experience in several Islamic Cultural Zones (ICZs) suggests. Appeals to transcendence seek to reorganise the social world in the name of escaping it. Immanence, on the other hand, can rework notions of redemption and salvation into secular stories of progress. This paper explores how the presumed nihilistic tendency appearing in the ICZs destabilises the liberal settlement, not in the conventional sense of presenting a religious counterpoint, but in reworking religious themes into secularity. Nihilism illustrates both the contradictory character of modernity and modernity's potential to generate varied societal projects, including those informed by the sacred. The recognition that modernity can spawn discordant impulses in reconciling religion and politics helps rethink post-secular lives under the long shadow of disenchantment.

Abstract:: We are one humanity, but seven billion humans. This is the essential challenge of global ethics: how to accommodate the tension between our universal and particular natures. This tension is, of course, age-old and runs through all moral and political philosophy. But in the world of the early twenty-first century it plays out in distinctive new ways. Ethics has always engaged twin capacities inherent in every human: the capacity to harm and the capacity to help. But the profound set of transformations commonly referred to as globalization-the increasing mobility of goods, labor, and capital; the increasing interconnectedness of political, economic, and financial systems; and the radical empowerment of groups and individuals through technology-have enabled us to harm and to help others in ways that our forebears could not have imagined. What we require from a global ethic is shaped by these transformative forces; and global ethics-the success or failure of that project-will substantially shape the course of the twenty-first century.

Abstract:: Recent work has identified new hierarchical relationships within international society. However, few scholars have provided a satisfactory account of what informs their formation, reproduction or constitutional effects for international society. We argue that underpinning the emergence of a more hierarchical international society is a new social logic of risk, which constructs illiberal and/or fragile states as potentially dangerous sites of instability and disorder that pose particular security risks for Western states. We proceed to argue that such risk-based hierarchies are transformative of both inter-state and intra-state relations, by stripping equal political agency from 'risky' actors within and without the state. We demonstrate these claims by drawing on examples of international state building in Southeast Asia and the Southwest Pacific.

Abstract:: Based upon an empirical analysis of Singaporean Chinese's intriguing and changing linkages with China over the past half century, this paper suggests that multi-layered interactions between the Chinese diaspora and the homeland have led to the formulation of an emerging transnational Chinese social sphere, which has three main characteristics: First, it is a space for communication by ethnic Chinese abroad with their hometown/ homeland through steady and extensive flows of people, ideas, goods and capital that transcend the nation-state borders, although states also play an important role in shaping the nature and characteristics of these flows. Second, this transnational social sphere constitutes a dynamic interface between economy, politics and culture, which has contributed to creating a collective diasporic identity as well as social and business networks. Third, the key institutional mechanism of the transnational social sphere is various types of Chinese organizations – ranging from hometown associations to professional organizations – which serve as integral components of Chinese social and business networks.

Abstract:: This paper seeks to explain democracies' military participation in the Iraq War. Prior studies have identified institutional and partisan differences as potential explanatory factors for the observed variance. The interaction of institutions and partisanship, however, has gone largely unobserved. I argue that these factors must be analysed in conjunction: institutional constraints presume actors that fulfil their role as veto players to the executive. Likewise, partisan politics is embedded in institutional frames that enable or constrain decision-making. Hence I suggest a comparative approach that combines these factors to explain why some democracies joined the ad hoc coalition against Iraq and others did not. To investigate the interaction between institutions, partisanship and war participation I apply fuzzy-set Qualitative Comparative Analysis. The analysis reveals that the conjunction of right-of-centre governments with an absence of both parliamentary veto rights and constitutional restrictions was sufficient for participation in the Iraq War. In turn, for countries where the constitution requires parliamentary approval of military deployments, the distribution of preferences within the legislature proved to be decisive for military participation or non-participation.

Abstract:: In the past two decades, many Western liberal democracies have undergone fundamental political transformations. Faced with the challenges of adapting to globalization and the world's increasingly interconnected financial system, many of these democracies have found it necessary to implement a technocratic form of governance. The distance between the political elite and the people was allowed to grow under these regimes in order to achieve the much-needed efficiency in policy formulation and international integration. This article utilizes the case study of the Netherlands to analyze the implications of this gap, perhaps the most significant of which being the rise of “contemporary populism.” It attempts to make sense of seemingly random and unrelated events that have recently shocked Dutch society and politics within a framework of structural change instead of treating these events as temporal occurrences. It demonstrates how such a framework is necessary in understanding the true reason behind these events and why a temporal argument might lead to superficial conclusions.

The 1972 constitution repeatedly stressed the achievement of “true socialism” as a goal and declared that the DPRK “exercises the dictatorship of the proletariat.”2 In the North Korean system, urban residents received monthly rations for household goods distributed at nominal prices, while workers on agricultural cooperatives and state farms received consumer goods in return for agricultural output sold to the state at an artificially low price. The government’s top-down central planning set production-based targets for factories and farms.

399. Ladakhi and Bhutanese Enclaves in Tibet

Abstract:: Until the 1950s both Ladakh and Bhutan governed small enclaves of territory in Western Tibet. Ladakh’s enclave consisted of the village of Minsar (Men ser), near lake Manasarovar (Ma pham), and its surrounding land, while Bhutan governed the Darchen (Dar chen) Labrang and several smaller monasteries and villages near Mount Kailas (Gangs rin po che, Ti se). These enclaves were entirely surrounded by the territory of the Dalai Lama, but Ladakh (superseded by the government of Jammu and Kashmir after 1846) and Bhutan continued to raise revenue there for some 300 years. The status of these enclaves was ambiguous. By the 20th century both Kashmir/India and Bhutan claimed to hold their lands in full sovereignty. By contrast the Lhasa government acknowledged that Ladakh/Kashmir and Bhutan held certain rights, but it nevertheless tried to exercise its own authority as though the enclaves were no more than foreign-owned estates in Tibetan territory. These disputes were never fully resolved but came to an abrupt end in the 1950s when the Chinese government took over both sets of enclaves, without paying compensation either to Ladakh/Kashmir or to Bhutan. This paper is a preliminary discussion of the ambiguities surrounding the enclaves. It begins with an analysis of their common origins in the 17th century, and then discusses the disputes surrounding them in the 20th century, making particular reference to British records.1 The paper concludes with a discussion of the enclaves’ standing in the wider context of traditional and contemporary Himalayan politics.
