Abstract:
Young people constitute the biggest proportion of the African population, and are the most affected demographic group in any country’s socio-economic and political developments. By 2019, almost 60% of Africa’s population was estimated to be under the age of 25 years, making Africa the world’s youngest continent.1 According to United Nations (UN) demographic projections, the median age in Africa in 2020 is 19.8 years.2 Almost 16 million young Africans – around 13.4% of the total labour force of 15–24-year-olds – are unemployed, more than 40% of young Africans consider their current living situation to be very bad or fairly bad, and 60% of Africans (especially youth) think that their governments are doing a very bad or fairly bad job at addressing the needs of young people.3 Young people are not represented well and are marginalised and excluded from development processes in many African countries. This pushes them to participate in demonstrations as they try to change political systems that are perceived to be incompetent and responsible for the daily suffering of people. These demonstrations have challenged institutions of power, but their influence has failed to go beyond post-protest governments and development. This article provides an overview of some of the causes and achievements of youth-led demonstrations in many parts of Africa since the Arab Spring in 2010. It also highlights several lessons from the recent developments that occurred in Sudan in 2019, where protests gave rise to a coalition government with the military and a roadmap to a civilian government through elections in three years.

Abstract:
Some developments in Africa during the first decade of this century ushered in a shared viewpoint within the African Union’s (AU) institutional space that one of the ways to propel sustainable peace within the African continent is through the forceful implementation of post-conflict reconstruction and development projects. This was a period when it became evident, both regionally and globally, that Africa would not achieve its desired prosperity and development unless sustainable stability was restored in a number of post-conflict states. In activating a coordinated effort to pursue a conflict-free Africa,2 AU policymakers placed priority on post-conflict peacebuilding activities.3 The first prominent action carried in this regard was the development of the AU’s Post-conflict Reconstruction and Development (PCRD) policy in 2006. Six years later, it became apparent to African regional actors that the visionary ideas embedded in the PCRD framework were utopian and unrealistic unless there was a clear demonstration of African self-reliance, leadership and ownership in the area of resource mobilisation for such a complex enterprise. This consensual acknowledgement invariably culminated in the launch of the African Solidarity Initiative (ASI) in 2012 as a flagship continental mechanism for mobilising resources within the African continent to build the institutional capacity of African states that were, and are, emerging from conflict.

Abstract:
The end of the Cold War has given way to an impressive tranformation of the security concept, which has experienced an incredible expansion over the last few decades. This expansion has also gone hand by hand with the emergence of new concepts which might allow better analysis in this realm. The human security concept stands out among such new concepts as a result of its analytical value, in spite of all the criticism it has received. One of the questions which has become securitized in the context of the mentioned expansion of the security concept is migration. However, even if migrations have been approached too frequently from a traditional security concept based on the state and its sovereignty, the human seecurity concepts seems a much better tool for the analysis of this reality and its causes. In this sense, we cannot forget that people become migrants or refugees because they see questioned their personal security. Likewise, we have to pay attention to the extent to which, the host states and, particularly, their societies, may see their political, economic and societal security in danger. Therefore, the analysis should pay attention to the security challenges of both, host societies and migrants and refugees. Besides, only an analysis on the basis of the human security concept will allow us to come up with an accurate response to the question of migratory and refugee flows, this is a response which pays attention to some key aspects such as conflict prevention and management an growth and development promotion in the countries of origin of migrants and refugees, always in cooperation with those countries themselves. Such un analysis will show the indivisible nature of security and the fact that the security of host societies and that of migrants and refugees, far from being incompatible, go hand by hand.

The November 10th, 2020, trilateral agreement signed by Azerbaijani President Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan, and Russian President Vladimir Putin could become the most significant geopolitical development in the South Caucasus since the collapse of the Soviet Union—perhaps even more than the establishment of the Baku-Tbilisi-Ceyhan oil and Baku-TbilisiErzurum natural gas pipelines. But it is not yet clear that key actors in the Transatlantic community appreciate this opportunity, especially Washington and Paris, who along with Moscow, comprise the Co-chairs of the OSCE Minsk Group, the supposedly impartial mediating body of the Nagorno-Karabakh conflict. The trilateral agreement defines a peace settlement in line with the framework unofficially agreed by the leaders of Armenia and Azerbaijan over a decade ago, and thus stands a good chance to hold. The so-called “Basic Principles” or “Madrid Principles” were originally tabled by the American Russian, and French Co-chairs of the Minsk Group in November 2007 at a meeting of OSCE foreign ministers in Madrid.

ires a well-documented understanding of the existing institutional research environment, based on observable evidence. In particular, this article is aimed at Agostinho Neto University (ANU), to evaluate doctoral training processes at three faculties or organic units (OUs). In doing so, this paper recognizes the crucial connection between the University and the spheres of market productivity. It also recognizes that different countries have different trajectories, patterns and models of development in the Higher Education Subsystem (HES) which can sometimes undermine or make this connection possible. Although this topic is of great importance because of its potential to empirically hinder relevant studies, this article follows a different path, as it aims to explain how context and process influence the production of scientific work at ANU.

Abstract:
The government of Mozambique has been developing various actions aimed at poverty reduction and the consequent shift towards development. One of the actions taken has been the permission of foreign investment in the country, which, in turn, contributes to gathering foreign currencies which, if used correctly, can contribute to the increase of development. It is in this context that, in 2007, the government signed a contract with Vale Moçambique to start the extraction of coal in the coal basin of Moatize district. Due to the fact that the object in question is located underground in several villages in the aforementioned district, it was essential to move the population from its usual place of residence and consequent resettlement in other locations, including the village of Cateme. However, during and after the resettlement process, there have been several conflicts between the affected population and the mining company Vale Moçambique, in which there is a resistance to leave the places where they previously lived, the reluctance to receive houses built by the company Vale Moçambique, by the potential resettled people, and later the occurrence of demonstrations that culminated in the blockade by the resettled population of access routes frequently used by the company. These issues gravitate to the following starting question: What are the reasons behind the resettlement conflicts in Cateme?

In the present work, from the case study of the A-Darter missile, a technology transfer project between Brazil and South Africa for its development, will seek to understand how this specific case of cooperation in the military technological development sector occurred and others, understanding their dynamics and consequences for international relations, especially for south-south cooperation. This study is considered relevant, since the technological growth of developing countries is important in unleashing the historical ties of dependence on developed countries, opening the door to independence in other technical areas, as well as the creation of common spaces for the debate of their interests and the discussion of their agendas, because technological knowledge has always been one of the factors that most influenced the international hierarchy, from the steam engine to nuclear technology.

This paper is inspired by the joint vision of the Vice Chancellor of the Universities of the West Indies, Professor Sir Hilary Beckles, and former Vice-Chancellor and Principal of the University of Johannesburg, Prof Ihron Rensburg, who challenged some of us in, 2016 and 2017, to brave, re-appraise and contest some of the Pan-African epistemologies, and go beyond old fashioned ideas of Africa and the Diaspora, review the concepts of epistemological ruptures in Pan-African and global contexts, and begin to re-interrogate and re-engage the ideas of Pan-Africanism in order to re-imagine Global Africa. There is need for self-examination as Africans and people of African descent. We come at the idea of a Global Africa re-engaged and re-imagined through the works and views of Thabo Mbeki, South Africa’s second democratically elected president, and arguably the most influential global Pan-African leader of his time, the man who Adekeye Adebajo depicted as Africa’s “Philosopher King” (Sunday Independent 2016). Called a ruthless Machiavellian by some, an AIDS-denialist by others, and thin-skinned by more others (Adebajo 2016), he was, no doubt, and continues to be, a global Pan-Africanist who pursued, and continues to pursue, a global African Renaissance vision.

Abstract:
The China-Pakistan Economic Corridor (CPEC), the central component of China’s Belt and Road Initiative (BRI) in South Asia, has been a source of significant attention and controversy (China Brief, January 12, 2018; China Brief, February 15). Parts of South Asia, the Middle East, Central Asia, and Europe, however, are also host to another ambitious infrastructure program: the “International North-South Transport Corridor” (INSTC), a transportation development plan first established in 2000 by Iran, Russia and India. The INSTC envisions a network to connect Indian Ocean and Persian Gulf ports and rail centers to the Caspian Sea, and then onwards through the Russian Federation to St. Petersburg and northern Europe.

Abstract:
South Asian governments are becoming increasingly discontent with Belt and Road Initiative projects. In August, Pakistan’s new government expressed interest in reviewing the CPEC contracts that they perceive to be over-priced, unnecessary, or excessively in the favor of PRC companies (Dawn, September 11). Similar sentiments have been expressed by the new Maldivian government, which is reviewing BRI contracts signed during the rule of former President Abdulla Yameen (Economic Times, November 26). Such actions raise questions as to whether South Asian states might scale down or even cancel BRI projects.

Abstract:
South Asia means one-fourth population of the world, comprises 7 countries, and the most backward region of the world, educationally, economically and in human development index. On the other hand, it is historically was a rich region with most ancient and educated civilization of the world before colonial rule. The aim of the study was to examine professional attitude of teachers and their psychological satisfaction level towards work culture after adopting teaching profession at university level in the region of South Asia. The researchers explored three major components of attitude called ABC model, A for Affective, B for Behavior and C for Cognitive to explore teaching attitude. The researchers investigate psychological satisfaction level in teachers specify with three factors called intrinsic, extrinsic and altruistic. The study was nonexperimental in its nature with descriptive study design. All teachers of public universities of the South Asian region were the population of the study. Out of three hundred sample teachers, 233 teachers participated in the research from 8 universities. After reviewing the literature two questionnaires were constructed by the researchers for discovering attitude towards teaching ten statements and satisfaction level of teachers towards teaching after adopting teaching profession eight statements at point Likert scale. Pilot testing of the instruments was also conducted. Overall reliability of instruments on Cronbach's Alpha is (α = .91), while attitude (α = .77) and satisfaction was (α = .80) accordingly. Each questionnaire was on five point Likert scale. On the basis of the information it was decided to apply a parametric test One Sample T Test and to check relationship a Pearson Correlation Test were applied. Results of the study show that teachers have positive attitude towards teaching and teachers were low satisfied after adopting teaching profession. Abstract:
The objective of the present study is to explore the levels of health literacy among the rural and urban population of Pakistan and its connection with their subjective wellbeing because promoting health and wellbeing for all have been declared as a sustainable development goal by United Nations. The present study used qualitative methods conducting in-depth interviews with male and female population from two districts of the Punjab to achieve study goals. Findings indicated that a low levels of health literacy prevails in rural areas while the case is little different in Urban areas. Health literacy increases the wellbeing of the people while there are some factors like religious and cultural beliefs of the local community about health which affect the wellbeing of the people even in presence of the good health information. Comprehensive and tailored programs for community mobilization and advancing health literacy are recommended to promote health and wellbeing.

Economic development tends to bring stability in conflict ridden areas and mostly acts as a prescription for political stability and sustainability. In this context, Balochistan is one such study which implicates that deprivation and economic backwardness have been key players in intensifying conflict within and between the federal and provincial governments. Relative economic deprivation in Balochistan has become one of the root causes of conflict in the area. This study would focuses on developmental projects introduced by President General Pervez Musharraf in 2005 to pacify the intensity of insurgency in Balochistan.

Abstract:
As Egypt’s ‘Year of Education’ begins, the government pushes much needed reform in pre-university education across the country. Supported by a $500 million World Bank loan, the government is accelerating efforts to train teachers, build schools, and implement tablet technology in primary and secondary education. The reforms include one ambitious project that is especially deserving of more attention: the expansion of a pilot program adapting Japanese educational techniques to the Egyptian context. At a meeting in Tokyo on February 29th, 2016, Japan’s Prime Minister Shinzo Abe and Egyptian President Abdel Fattah al-Sisi announced a joint partnership that sought to link Egypt to Japan through educational development, in part thanks to al Sisi’s personal admiration for Japan’s education system. As part of the joint partnership, Japanese and Egyptian administrators and policymakers set out to reshape Egyptian pedagogy. Modeled on Japan’s Tokkatsu education system, which refers to a program of “whole child development,” Egypt aims to build schools that place great emphasis on teaching students to be responsible, disciplined, and clean, as opposed to the more traditional model prioritizing higher standardized testing scores. A Tokkatsu-inspired curriculum is already being used at over forty schools that accepted more than 13,000 students in September 2018. While President al Sisi plans to personally monitor the new education system, other MENA states should also watch closely. If it successfully contributes to building Egypt’s human capital and improving students’ competitiveness, other states in the region might consider implementing similar educational policies.

The overwhelming majority of politically active Kosovo Albanians remain committed to a democratic vision of their country’s future, anchored by eventual membership in the EU and NATO. But many are losing faith in the EU’s institutional structure, which they view as having reneged on a promised to provide them visa-free entry and failing to provide a clear path toward membership. Kosovars retain a strong faith in the US, which they correctly see as primarily responsible for their liberation from Serbian oppression and as their only reliable ally in an increasingly dangerous Balkan environment.

The Trump Administration Middle East Plan appears to call for a Palestinian “Bantustan” (maybe two with Gaza) and legally enforced separation of communities based on ethnic grounds. It is difficult to believe that this resurrection from the discredited past could be acceptable to anyone but its authors, who appear to be completely oblivious to the history of South Africa. That includes Netanyahu, who has obviously been fully engaged in the plan’s development. However the plan will be unacceptable to everyone else, including Saudi Arabia and other Arab governments who have been flirting with Israel and the US in an informal anti-Iranian alliance. The plan would certainly exacerbate – if that is possible – the relationship between Israel and the Palestinians. The Kushner Plan would be like throwing oil on a fire; it will end badly for everyone concerned.

The Eastern Partnership’s tenth-anniversary celebration in May 2019 by the European Union and its Eastern neighbors was anything but grandiose and festive. Internal EU developments, the overall political dynamics in the region and the indeterminacies of the Eastern Partnership project were the main cause. As the EU’s flagship policy initiative towards its Eastern European neighborhood is currently undergoing auditing and revision, this article seeks to cast a look back at how the Eastern Partnership has functioned over the past decade – and to think forward to its future(s) with regard to design and deliverables in face of the enduring and imminent policy dilemmas in this highly contested region.

Abstract:
This paper interrogates to what extent the gender component of the Nationally Determined Contributions (NDC) Support Programme of the United Nations Development Programme (UNDP) reaffirms the post-political condition of climate change. By analysing the incorporation of gender in the NDC Support Programme and its articulation in Colombia’s Low-Carbon Development Strategy, the study exposes the strategic, epistemological, and normative risks of advancing feminist ideas within mainstream institutional frameworks. Thus, this paper shows the opportunities and challenges of dislocating the political and epistemological boundaries of climate change policies by promoting feminist ideas.

Abstract:
The existing multilateral trade regime is often beleaguered for unfairly privileging its Western guarantors. Since not all countries command the same opportunity sets to compete in global markets, world trade rules sanction über-rich markets to extend autonomous trade concessions to capital-poor countries without demanding any reciprocal treatment. Given the entanglements of trade in the thorny issues of international development and distributive justice, this paper joins a crowded trade as/and fairness debate by judging how the present global economic order (dis)favors developing and least developed countries on the basis of equal opportunity. In a Roemerian-Rawlsian reading of economic fairness, I start by elevating the demands of diffuse reciprocity over the misguided minimalism of mutual reciprocity in a twin attempt to morally defend asymmetric exchanges between asymmetric trading partners and to redress background inequalities in access to the merits of commerce. While the notion and praxis of altruism in international trade generally allude to northern democracies in modern political thought, this article also unmasks parallel models of special and differential treatment projects lorded over by two seemingly unusual suspects: the Eurasian Economic Union and the People’s Republic of China. In juxtaposing weak and strong conceptions of equal opportunity vis-à-vis leading compensatory measures presently open to needy nations, I articulate how the strong standard of equal opportunity is partially cantilevered by existing level-playing-field structures and yet brutally bulldozed at once by the politics of donor discretion. Finally, although a diluted form of diffuse reciprocity grows more fashionable among affluent and emerging economies, unlocking the strong standard of equal opportunity still insists on a solidaristic system of preferences to diffuse both opportunities and obligations arising from a less tilted trading order as widely and deeply as possible.

The article herein discusses selected issues of the effectiveness of public governance model at the Province level of self-governance in regard to providing support services to persons with disabilities. Described herein are tasks for carrying out the policy of social inclusion of persons with disabilities that are the responsibility of the Province self-governance. Also described is the method for carrying out the said tasks and the most frequently used model of public governance. Discussed also are the critical challenges and flaws of the said model of public governance. Presented also are some suggestions for changes in regard to the discussed areas. The aim of the article is to analyze province social policy toward people with disabilities. The article also attempts to evaluate the methods used to implement it. The article is based on the analysis of legal acts regarding the social inclusion policy of persons with disabilities at the level of the province, with particular emphasis on the content of province programs on equal opportunities for people with disabilities and counteracting social exclusion and assistance in the implementation of tasks for the employment of disabled people. When writing an article, the dogmatic method was used in the analytical approach. The article proposes a thesis that the collaborative governance model used to implement the social inclusion policy of disabled people at the province level does not ensure sufficient control over the efficiency of using public funds, and thus does not guarantee the effective implementation of public tasks by non-public entities.

China’s top annual economic policy gathering, the Central Economic Work Conference (中央经济工作会议, Zhongyang jingji gongzuo huiyi), or CEWC, was held between December 10 and 12 in Beijing. This year’s CEWC focused on the theme of “achieving developmental progress on the basis of first ensuring stability” (稳字当头, 稳中求进 / wen zi dangtou, wen zhong qiu jin) (Xinhua, December 12)—thereby continuing a theme stressed during the meeting of the National People’s Congress in March of this year (China Brief, March 22). Given increasing economic risks and political challenges, both domestic and international, the party-state’s focus on the supremacy of stability is unsurprising. Importantly, the CEWC reiterates that the goal of achieving a “moderately prosperous society” (小康社会, xiaokang shehui) by the end of 2020 is “a priority among priorities” (重中之重, zhong zhong zhi zhong). This article examines the key outcomes of the 2019 CEWC, which set the overall direction of China’s economic policy agenda for 2020. In doing so, we highlight a central underlying tension: on the one hand, the Chinese Communist Party (CCP) wants to keep a steady ship at a time of economic and strategic flux; on the other, maintaining strong economic growth requires ambitious developmental goals and economic reform imperatives, which have added pressure for bold policy actions. How well Chinese policymakers can navigate this tension in 2020 has important ramifications for both China’s national development and the CCP’s political legitimacy.

Almost 60% of the country‟s population is young and they have the potential to bring prosperity and good governance. The development of Pakistan is in the hands of the country's energetic and talented youth. However, fewer opportunities, the dearth of proper supervision and lack of capacity to absorb true/untrue information are misguiding them. Very few of our youngsters know the technique to utilize time and positive energies excellently. This paper focuses that psychologically vulnerable youth can be an easy prey of criminals. Today, the problem of our large number of youngsters is, they are with no work and their energies are turning into destruction and crimes. In this backdrop, this study endeavors to find the answer that how we can provide the right avenues to our youngsters to excel. The societal pressures and depression are causes of drug addiction in the teenagers. Thus, systemic involvement of youth is needed to build strong Pakistan; for this youth must be cognizant of national and international changes. In this regard, parenting plays important role. Moreover, for character building, educational institutions and media are effective tools. The formation of career counseling centers to guide our youth is indispensable. Without the training of today‟s youth, we cannot expect renowned scientists, engineers and future political leaders. Overall, it is focused that training/ counseling and employment opportunities must be prioritized so that intolerance and violence in the society can be curbed.

1978 has been erratic, with many interruptions along the way. The end result, however, has been eye opening: the Middle Kingdom has become the world’s largest trading nation, the second largest economy, and more than 500 million people have lifted themselves out of poverty as economic liberalization removed barriers to trade. One of the enduring lessons from China’s rise as an economic giant is that once people are given greater economic freedom, more autonomy, and stronger property rights, they will have a better chance of creating a harmonious and prosperous society (see Dorn 2019). Nevertheless, China faces major challenges to its future development. There is still no genuine rule of law that effectively limits the power of government, no independent judiciary to enforce the rights promised in the nation’s constitution, no free market for ideas that is essential for innovation and for avoiding major policy errors, no competitive political system that fosters a diversity of views, and a large state sector that stifles private initiative and breeds corruption. China’s slowing growth rate, its increasing debt burden, environmental problems, and the increasing tension in U.S.-China relations compound the challenges facing Beijing.

Over the years, Africa has been noted for its socio-economic turmoil, and one of the decisive factors responsible for its dwindling economic fortune has been the lack of industrialization or de-industrialization experienced in the region. Africa is not lacking in both human and natural resources required for the attainment of socio- economic greatness; however, the lack of will-power and necessary policies to spur industrial growth have been evident. Although, Africa had recorded economic growth indicators decades ago, but the lack of its industrial prowess to sustain such has had a debilitating effect on its economy. This has made it imperative to acknowledge the policy-gaps in the industrialization question and explore the factors responsible for the lull in its industrial growth. Western scholarship holds that corruption and rent seeking hurts Africa’s quest for industrialization, but I contend with ascribing the same understanding to the two concepts and argue that rent seeking is required to drive the industrial agenda of African states. Through the case study of Dangote’s investment in the Cement industry in Africa, and unstructured interview of key players in the industrialization project, the article examines the place of rent-seeking in Africa’s industrial growth. Rents is essential in developing economies to spur the development of infant industries; thus, the implementation of ‘conditional’ rents- friendly policy remains the answer towards achieving industrial growth and development in Africa.

Abstract:
The purpose of this article is to analyze the relationship between development and global power of China. And, more specifically, how the Made in China 2025 policy is designed to deepen China’s development by driving strategic sectors of smart manufacturing and other innovations. To do so, it needs to understand how China has taken advantage of systemic changes since the 1970s to unleash a cycle of comprehensive reforms mobilizing industrial, commercial and technological (ICT) policies. That is, without state emulation there is no economic complexity or expansion of the country’s presence in the world. The proposed argument is that the interweaving between the internal and international dimensions compose the key of the rise of the powers - imperative underestimated by the narratives of liberal globalization - whose epicenter remains the national development.

Abstract:
Since the 1990s, many analysts have sought to explain the differences in development paths between Brazil and South Korea, the latter often being pointed as an example of success. As a highly industrialized economy focused on international trade, the South Korean case stood out as a way of overcoming the backwardness of developing countries. However, there is a need for analysis that point to the specificities of the developmental state in South Korea, whose interventionist action was decisive in leveraging the country’s industrial production in accordance with internal business groups, as well as the geopolitical context favorable to outward-oriented industrialization. The Brazilian process, in turn, due to the wealth of natural resources and the large domestic market, has made the induction of the state in industrialization more artificial, whose policy supposes an element of coercion, induction and control. This research, therefore, seeks to analyze the specific dimensions of each case, highlighting the role of the state and its relationship with the internal bourgeoisie in the construction of an industrial policy. The trajectories of rise and decline of Brazilian and South Korean developmental state will be analyzed, including the current crisis of reconfiguration of political power that both countries are going through.

Abstract:
For about a decade, numerous activities involving practitioners, policy-makers, researchers, and scholars in peace and conflict sensitivity (PCS) have led to an appreciable volume of scientific knowledge on the nature, dynamics and the implications of the interactions of interventions and their contexts. Thus, there is a relatively high level of development in the practice of PCS, but the level of development of theory for PCS is significantly low. This paper argues that the building blocks for developing theories of PCS abound. But disincentives also abound, and these may be found in the conditions that informed the emergence of the field, the inherited orientation and normative commitment of PCS, stakeholders’ justifiable preference for practice, and the epistemological contention between and among social science methodologies. Despite these encumbrances, there is a need to bridge the gap between theory and practice. This will require a concerted effort, employing both qualitative and quantitative methodologies, to construct and build context-specific and generalisable theories in PCS.

130. Twenty Years of Morocco’s Development

Twenty years ago, I arrived in Morocco as the new U.S. Ambassador. It was the beginning of a close-up view of the changes going on in Morocco for the next two decades. During my first meeting with King Hassan II, shortly after my arrival, he wasted no time in addressing Morocco’s agenda with the United States, challenging me on our nation’s positions, especially in regard to his Kingdom’s existential issue regarding sovereignty over the Sahara. This unexpected candid and warm exchange set the tone for regular meetings throughout my tenure during which concerns and grievances were voiced in private, rather than aired publicly. King Mohammed VI would continue this practice with me after his father’s death. My first few months in the country also coincided with the beginning of the first government of Alternance, led by opposition leader Abderrahmane El Youssoufi—a watershed moment for Morocco that many political analysts mark as the beginning of significant democratic reform and economic liberalization in Morocco after years of a strong-armed approach to governing and limited civil rights. Abderrahmane El Youssoufi, whose political activities had previously resulted in two years in jail and then 15 years of exile, became Prime Minister after his party, the Socialist Union of Popular Forces (USFP), won the most seats in the November 1997 elections. Since then, the international community has confirmed Moroccan elections as occurring in a fair and transparent manner. In 1998, the unemployment rate in the country was 17 percent and growing, with youths making up a disproportionate percentage of the population. Women lacked equal rights with men. The percentage of the population living at or below the poverty line for lower middle-income countries was around 28 percent, and more than half of the entire adult population was illiterate, with rates among rural women much higher. Electricity in the country reached only around 60 percent of the population, and almost a quarter did not have access to potable water. Infant mortality rates were 23 percent higher than the regional average, and maternal mortality ratios were nearly double the regional average. Overall, the micro-economic picture was in dire shape. The economy was too dependent on agriculture, accounting for 20 percent of gross domestic product (GDP) and heavily reliant on rainfall. Infrastructure was lacking throughout the country, and environmental degradation was widely apparent throughout the cities and the countryside, presenting a challenge to the growth of tourism. Of particular note, the northern part of Morocco was completely neglected after a series of militant actions created an irreparable rift between King Hassan and his citizens there. In contrast to the micro-economic indicators, by 1998 King Hassan had established a strong macro-economic climate: a low ratio of debt to GDP, a low budget deficit and an open, competitive economic system. He adopted International Monetary Fund (IMF) and World Bank reforms that, had Morocco been a member of the European Union, would have qualified it for inclusion in the Monetary Union. Upon his death in 1999, King Hassan left the country unified, with a very strong nationalistic belief in country and King, a reasonably performing economy and, most important, with a solid commitment in its support for U.S. objectives regarding counterterrorism and economic openness, and in promoting peace in the Middle East. Twenty years later, where is Morocco today? Where is it headed tomorrow?

FDR’s policies, in particular the New Deal, became a sort of global brand, and created a transnational space of discussion. Many in the periphery, in particular in Latin America, appropriated the notion and labeled their own proposals as their own New Deals. These proposals produced an alternative international cooperative order, not necessarily the one wished by American elites. Latin America’s appropriation and reinterpretation of Franklin Delano Roosevelt’s message stirred controversies and disputes in the United States, within the liberal internationalist sectors, both in political positions and private actors. This article explores the reaction of certain U.S. liberal elites to the way Latin Americans appropriated and shaped international Rooseveltian ideas. It argues that some American internationalist elites feared that the way in which Latin Americans understood the New Deal and the Good Neighbor Policy might push development ideas abroad beyond the pale, as it might encourage the more radical stance of FDR administration at home, and it might jeopardize an American-led reorganization of the international order.

The article analyzes the domestic debate regarding the Brazil-West Germany nuclear agreement of 1975. A number of scientists and opposition politicians sought to use the apparent failings of the agreement to critique the military’s claims regarding the deal’s contribution to Brazilian economic development and nuclear status. While limited in its immediate impact, the opposition outlined major themes that would come to the fore later in the decade as Brazilian society began to question the wisdom of the agreement. Concerned with asserting Brazil’s nuclear autonomy, the opposition’s efforts also add a new dimension to global narratives of nuclear protest.

Nigeria is not exempted from the integration of developing economies into the global capitalist system. The origin of Nigeria’s integration can be traced to the influx of MNCs in the manufacturing and banking sectors during the colonial era. But by 1956, the discovery of crude oil in Oloibiri by Shell D’Archy, expanded the integration into the extractive sector and Multinational Oil Corporations (MNOCs) emerged as the main extractive bodies (Oluwaniyi 2010). From 1956, crude oil in the Niger Delta region has been central to Nigeria’s political economy, accounting for over 90% of its foreign revenue, defining its place in ‘ international relations’ (Raji; Yusuf and Samuel 2013, 24; Soremekun 2011, 99). Though some scholars have associated multinational oil corporations with the development of host states, Niger Delta region continues to languish in deep poverty. The oil-rich communities fail to enjoy benefits commensurate to the profits gained by the levels of exploration of crude oil and exploitation in the region. This paradox further underlines the violent crisis perpetrated by frustrated youth in the region (Obi and Rustad 2011). Likewise, Angola, Equatorial Guinea, and Sudan are also among the top five sub-Saharan African oil exporters but, in terms of development, their performance have been dismal (UNCTAD 2007). The effects of MNOCs’ presence have triggered debates on the extent to which they have contributed to the development or under-development in the region. It is against this background that it has become extremely pertinent to evaluate, in concrete terms, the effects of MNOCs’ activities in the Niger Delta region. The objectives of this paper include, to analyse the extent to which multinational oil corporations have delivered on their larger expectations in the Niger Delta region, the role of the state in mediating or perpetuating crises between the MNOCs and the oil-rich communities, and impacts on relations in the region.

China’s “New Silk Road” or “Belt and Road Initiative” (BRI) has reached Central Asia in resounding fashion. As a result, the republics of Tajikistan and Kyrgyzstan have seen large increases in Chinese presence and investment. Although both countries have overlapping needs, the degree and character of PRC involvement in each has differed. PRC investment in Tajikistan is characterized by expensive loans on infrastructure investment and energy projects that the country may be unable to repay (Avesta.tj, December 25, 2017). Kyrgyzstan, while having hosted similar projects, is also attempting to move the country into the twenty-first century by improving its transportation and digital infrastructure (Tazakoom.kg). Development experts classify both countries as “high-risk” for debt distress given public debt projections (Cgdev.org). However, despite the risk of such an outcome, both countries appear inclined to welcome PRC investment with open arms, as a way of funding needed investment like power generation and logistical links with the outside world.

Several ambitious schemes have been proposed to link Africa’s east and west coasts, some of which are closer to full realization than others. Most notable in this respect is a plan to expand the existing Trans-African Highway 5 (TAH5) into a true cross-continental road and rail link, the early stages of which China has helped bring to fruition where Western consortiums failed. Likewise, Chinese investment in African infrastructure through Beijing’s ambitious Belt and Road Initiative (BRI) may help create expanded sub-regional linkages, particularly in East Africa, that could help facilitate the emergence of an eventual, true East-West link in the long term. However, in the short-to-mid-term, the obstacles to a truly robust set of East-West transport links are formidable, and it is unlikely that China’s involvement will be a panacea.

The purpose of this paper is to examine the prospects of China Pakistan Economic Corridor (CPEC) from a stakeholder’s perspective. The identification and communication of stakeholders can play a vital role in identifying the perceptions of all who are directly or indirectly involved in a project. Moreover, this study focuses on the general nature of stakeholders and their awareness about the mega project. An exploratory study was conducted through a structured survey instrument to tap the awareness and opinions of the stakeholders connected to the likely benefits of CPEC. The results revealed interesting findings relating to their opinions about CPEC. The study further suggests some important implications and future directions to introduce an inclusive approach to mitigate the misconceptions about CPEC.

This study examines the effectiveness of microcredit to enhance family income, eradicate peshgi and improve the wellbeing of brick kiln laborers. A survey was carried out to determine the effectiveness of microcredit among laborers working at brick kilns located in Lahore and Kasur districts. Linear regression analysis was run at 418 cases to track patterns in the data. The results of study indicated that microcredit significantly increased the family income, eradicated peshgi and improved the wellbeing of borrowers. Furthermore, segregated data indicated that female, married, aged, illiterate, beneficiaries having 6 and above children, beneficiaries having 9 and above family members, family income more than 20001, family expenditures more than 20001, beneficiaries who consulted their families and repeaters experienced higher benefits of microcredit scheme. The researchers recommend increasing the microcredit access to the poor people living in urban slums and rural areas, where the facility of formal lending institutions is lower and people are forced to take peshgi (advance) for meeting their basic needs.

We persistently promote each major development assistance plan or nation-building project as “a Marshall Plan for _(fill_in_name)_.” Once a plan is underway supporters and opponents play out their different agendas. Supporters of foreign assistance downplay “Marshall Plan” comparisons because expectations cannot be met. Opponents stress the comparison to highlight shortfalls. This happens because none of the nation-building plans ever measures up to the original, successful, real, Marshall Plan. And they never will. Not in Iraq, not in Afghanistan, not in Ukraine, not in Latin America, not in Africa. They won’t because the original Marshall Plan, contrary to popular myth, had nothing to do with development or nation building. It had everything to do with accelerating the reconstruction of already developed nations in Europe after two massively destructive wars.

Bhutan is an independent country in the Eastern Himalayas, about the size of Switzerland, with an overwhelmingly Buddhist population of c. 600,000 persons. Having never been under any foreign administration, and despite recent modern developments, it has maintained a high degree of isolation through most of its history. It thus offers an opportunity to study a living case of a highly distinctive form of agrarian society.

Wikipedia is a free platform for sharing knowledge that fits comfortably within Bhutan’s development framework of Gross National Happiness. The online encyclopaedia is a global project run by volunteers that aims to provide all the world’s knowledge, free to everyone. Its grand vision is to dissolve knowledge hierarchies previously determined by education, economics, culture and geography. While Bhutanese citizens are among the millions worldwide who use English Wikipedia every day as a general reference, Bhutanese attempts to publish about Bhutan have been less successful and pages about Bhutan are mostly written by foreigners. There is also a Dzongkha edition, which has limited pages that remain largely unvisited. The low level of contributions by Bhutanese is partly due to Wikipedia’s publishing protocols, which are confusing and can require training, but also the editing culture of the site often is discouraging for newcomers. This paper aims to suggest how Bhutan could benefit from Wikipedia and equally, how Wikipedia could benefit from Bhutan. Wikipedia offers a range of opportunities for education, tourism, language and culture. At the same time, being a digitally-advanced, strongly oral culture, Bhutan could help Wikipedia realise its ambitious aims. First, its citizens would bring a broader perspective, grounded in the kingdom’s unique worldview that is influenced by its orality, Mahayana Buddhism and Gross National Happiness. Second, both Wikipedia sites – English and Dzongkha - have audio capacities, which are underutilized. This is a wasted opportunity. The Bhutanese have well embraced modern digital technologies, such as WeChat and Facebook, adopting them for culturally specific purposes, and I propose that if key groups within the Bhutanese community were trained in the publishing protocols of Wikipedia, over time they would extend Wikipedia’s use of the audio capabilities which would benefit the international community, as well as other oral cultures and differently abled peoples, including dyslexic and blind.

Gross National Happiness (GNH) is a developmental philosophy which aims to strike a balance between material and non-material values, prioritizing the happiness and well-being of all sentient beings. The objective of GNH is to achieve a holistic, sustainable and balanced form of development by considering a range of domains each of which makes a vital contribution to happiness. The domains are living standard, good governance, education, health, ecology diversity, community resilience, time use & balance and psychological well-being. The concept of GNH was introduced in 1972. Over the period of 45 years, two national GNH surveys (2010 and 2015) were conducted. GNH transitioned from developmental philosophy to policy formulation tool. The GNH Index, GNH domains, GNH indicators, GNH determinants and GNH Policy Screening Tool (GNH-PST) all assist in policy formulation and policy screening (Table 1).

After 1945, Western countries witnessed the awakening of the Third World. People of underdeveloped countries, who had been subjected to domination by developed Western countries, showed an interest towards a project of the Third World; the underlying motto of which was shaped by disarmament, peace, and social and economic justice. This project aimed to embody a radical break from the economic, political, social, and cultural paths which were devised in the West and then imposed on the rest of the world. This paper will analyze the historiography of this project. In this context, this paper will approach such literature from the lenses of social movements that emerged in the Third World, of nation states and of international relations. Through social movements, it will firstly focus on the people’s struggles in the different regions of the so-called Third World. Secondly, the paper will analyze academic works whose main subject is the anti-imperialist struggles of different nationalist governments. And lastly, it will criticize scholarly works on the Non-Alignment Movement, which pursued an anti-imperialist and anti-colonialist political agenda at the international level.

This paper explores the directions for the application of unmanned aerial vehicles in the provision of security to vital elements of a country’s critical infrastructure. The analysis focuses on two paths of development: the first one refers to the transportation system, the latter is related to the gas supply network – the basic components of a country’s critical infrastructure. The first section of this paper will examine the current state of knowledge in the field, and is designed as a reference of terminology pertaining to unmanned aerial vehicles (definitions and classification). The section shall furthermore provide a basis for and a contribution to the developed conceptual-semantic framework for UAV research. The first direction of development is described in terms of the characteristics and assumptions of the system; this includes an overview of the specific requirements of the unmanned platform itself, as well as the elements of the system, such as a local monitoring centre and other components. Furthermore, this section provides the overview of the designated mobile application, whose development is expected to improve the efficiency of system operation, which is a conceptual novelty considering similar developments. The second direction concerns the development of an unmanned system of production, storage, and use of chemical and radioactive substances, including pipelines for hazardous substances. The programme that fits perfectly in the framework of the second considered branch of development is “Cricket” [Polish: “Świerszcz”] – a programme implemented in the periodic inspection of gas supply infrastructure. The description of the programme in question included specifying the technical and operational requirements for the fight devices as well as for the equipment.

Economic development aims at building a healthy community which in turn strengthens institutions of a state. Economic Development can also be reflected through soft power, which is not only a diplomatic tool but also a booster for a state's economy. Chinese economic development is a synthesis of two ideologies: attributed to Mao Zedong and the other to Deng Xiaoping. Mao and Deng have contributed to Chinese economic development by initiating compatible economic policies in their respective eras. Their economic policies are influenced by Karl Marx and Adam Smith respectively. Mao, a staunch supporter of centralization of economy, opted for the theory of Marxism; ic level. On the other hand, Deng Xiaoping is associated with liberalizing of Chinese economy. The ideas of free trade and facilitation of foreign investors is the mainstay of Deng’s economic policy. In the process of liberalizing the Chinese economy, Deng initiated a paradigm shift from curtailed to liberal approach; he followed the footsteps of Adam Smith, the pioneer of free market economy. Privatization, establishment of exclusive economic zones, introduction of new flexible economic policies are the reforms introduced by Deng under the theory of free market economy. Hence, the modern China we see today is a product of the economic policies envisioned by these two great Chinese leaders. This descriptive research looks into the contribution and implication of these economic policies on the Chinese economic system.

Abstract:
The launch of a vision document for Asia-Africa Growth Corridor (AAGC) at the African Development Bank meeting in Gujarat in 2017 reveals an important aspect to grasp the awkening of a strategy to face China’s rise. This conference of the African Development Bank (AfDB) is a landmark for this initiative. This bank is a mechanism for economic and social development with the participation of non-African members (e.g. China, India, Brazil, the United States, and Japan). The main contributors to the African Development Fund -linked to this bank -are the United Kingdom, the USA and Japan. Beijing does not figure among the most influent members of this organization. Thus, it was an opportunity for think tanks, supported by India and Japan, to introduce the idea of a corridor aimed to link Asia to Africa in order to increase co-operation in agriculture, social development and technology sharing.

From Mao Zedong’s Great Leap Forward to Deng Xiaoping’s Opening Up, through Jiang Zemin’s Going Out (also known as the Going Global strategy) to Xi Jinping’s recent Chinese Dream, China has pursued diverse diplomatic engagements with African countries within these broad development visions. These engagements have evolved along with Africa’s changing political and economic circumstances, as well as China’s resurgence as a global economic power. Most significantly, in large parts of the developing world (including Africa), China has shifted away from its support for the struggle for ideological identity to assume geopolitical and geo-economic weight, as anti-imperialism rhetoric and support have given way to its business-is-business mantra, and noninterference diplomacy. In other words, from the late 1970s, Africa encountered Beijing’s gradual shift away from an ideological proselytizer to a global economic adventurer. After the Cold War, Chinese influence in Africa has grown significantly as it has traded, invested, and constructed its way to the most relevant economic partner to African economies. Chinese capital, aid, expertise, and diplomacy have brought increasing numbers of Chinese to the continent to serve as expatriate workers as they heed the call to “go out” and enhance the national ambitions and seek personal fortunes. In the past two decades, it has been remarkably evident that the relationship between China and Africa has entered into a different phase. Contrary to the rather simplistic and unilinear account of China’s scramble of the African continent, current engagements are rather complex with China as a pragmatic economic actor with both complementary and competitive impacts that draw different reactions from African populations – from the often reported embrace to intense local anger in certain parts. Along with a political independent and largely democratically governed Africa, China is also currently engaging mostly empowered African populations who will readily assert and preserve their sovereignties, political rights and civil liberties through public protests, pronouncements and political competitions like elections, and referendums. So, in spite of Beijing’s touted African embrace as the partner-in-development option for African states, some growing popular resentment for “most things Chinese” in some parts of Africa is confronting China as it deals with a continent in transition. Alternatively, though the effectiveness of popular African reactions towards the Chinese in African countries may be shaped by factors such as regime type, and economic status of the state in question,3 sustainability and longterm impacts of these people centered movements depend on more than any visceral efforts. Consequently, how will Beijing’s motives and strategies in Africa be impacted by popular reactions as African populations look to the past and present?

I deologically terrorist organizations have taken an increased prominence in the public consciousness. These organizations draw from a global support base, including young and increasingly educated populations. These organizations often take shape in the scope of a larger sentiment, and are able to rise to prominence through an ability to engage alienated individuals who are often on the margins of society. For many around the world, this issue has become an inescapable and harsh reality. It is time that we evaluate what is causing the growth of these networks, and consider sustainable development solutions to combat them. It is this paper’s attempt to highlight some examples of sustainable development solutions that successfully counter violent extremism, and to provide recommendations based on these successful examples. The answer to many of these problems can be having a bottom-up approach to building stronger communities. Inclusion and participation in public policy can empower citizens of all ages to become agents of human development and kick-start a virtuous cycle of peace that effectively eradicates extremism. It is the responsibility of public institutions to recognize best practices and support them to their best capacity with adequate policy and regulation. It is clear that we must first understand terrorism and its various foundations, before we can meaningfully fight against it.

The culture of corruption has continued to plague the Nigeria society in all sectors at an alarming rate creating culture of acceptability of such a way of life. That corruption is endemic and has assumed a national way of life is a disturbing reality in Nigeria. It is this light that Achebe (1983, 38) avers that anyone who can say that corruption in Nigeria has not yet reached an alarming proportion is either a fool, crook or else does not live in Nigeria. China’s first overseas military base in Djibouti is near the U.S.’ sole military base in Africa—Camp Lemonnier—and signals China’s interest in protecting its growing economic and security interests in Africa and the Indian Ocean. While the base reflects China’s growing economic and security ambitions, it is unclear at present whether the facility represents just an effort for China to enhance its peacekeeping and humanitarian and disaster relief capabilities, or suggests greater ambitions. If, as some reports suggest, China does open more military bases in African and the Indian Ocean region, then the Djibouti base would mark the beginning of a sea-change in Chinese naval ambitions in the Indian Ocean region (Sina, December 19).

Political development, since very long, has been the subject of debate among the arenas of political analysts and philosophers whose list is wide ranging. It includes from classical to 20th Century‟s modern analysts. Hobbes, Locke, Rousseau, Karl Marx and so many others , due to their discontentment over the political conditions around them, presented their philosophies with a wishful thinking of progress and development of the respective civic cultures. The concern for political progress under the expression of political development became more pervasive after the Second World War. During this intellectual fermentation, a host of scholars offered a wide variety of definitional explication of the concept of political development. They all soon realised the ambiguity of the offered definition of the concept of political development. L.W. Pye defined it by using at least ten sub- concepts.This article will analyse the political development and modernisation in Bangladesh after explicating the concept of political development and modernisation which have been widely and generally accepted by the political scientists. A strong army plays an important role for the defense and security of any country. Without a strong army, no country can survive smoothly. Unfortunately, in Pakistan, army remained dominant in the political and constitutional development since independence because of some loopholes in the political and constitutional system. Consequently, Pakistan had to face various military coups. In British India, Army neither tried to overrule the Constitutional and political decisions taken by the Government, nor took over the country and the same rule was followed by the Indian army after independence which ultimately strengthens their political institutions. This study used panel data approach to investigate comprehensive set of determinant of foreign aid and extent to which these determinants, domestic saving, capital formation, human capital, government expenditure, military expenditure and trade deficit, can affect foreign aid dependence in south Asian countries like Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka. This study used Error correction model to estimate the short run association between defined variables. The results indicate that capital formation, ,trade deficit, government budget deficit and military expenditure have positive and significant association with foreign aid in the long run while these determinant have positive but insignificant relationship with foreign aid in the short run except gross domestic capital formation (GDCF). However, domestic savings, human capital formation has negative and significant relationship with foreign aid in long run. The findings of the study help foreign aid policy makers, analysts, researchers and official donor agencies.

In the Middle East, water often crosses political borders; because water is a shared resource, its effective management demands cooperation among different users. In the absence of cooperation, conflict is likely. Indeed, conflict and cooperation over shared water has defined Israeli-Palestinian relations since 1967 when Israel gained full control over the Eastern and recharge zone of the western Mountain aquifer, as well as the southern Coastal aquifer. These resources, combined with water from the Sea of Galilee have provided about 60% of Israel’s water consumption. With the occupation of the West Bank and Gaza Strip in 1967, Israel placed restrictions on the drilling of new wells for the Palestinian population in the West Bank, and instead chose to supply water to Palestinian households through its national water company, Mekorot. The signing of the 1993 Declaration of Principles on Interim Self-Government Arrangements (Oslo I) and the 1995 Interim Agreement on the West Bank and Gaza Strip (Oslo II) between Israel and the Palestinian Liberation Organization offered an historic opportunity to move from conflict to cooperation over shared water resources. Unlike many other peace agreements, water was codified in the Oslo Accords, as it was understood that water sharing was of critical importance for human security, economic development, and regional cooperation. Specifically, the Oslo Accords called for the creation of a Joint Water Committee (JWC) during an interim period before the final status negotiations, comprised of equal number of members from Israel and the Palestinian Authority, whose functions would include the coordinated management of water resources and water and sewage systems in the West Bank. Oslo II, Article 40 on water and sewage recognized Palestinian water rights in the West Bank and the need to develop additional water supply. Oslo II also detailed specific water quantities to be allocated to the Palestinian population, mostly from the eastern Mountain aquifer in the West Bank.

According to the IMF, the 2016 GDP per capita estimate for Eritrea was only $771 per annum; for Ethiopia $739; for Gambia $435; and for Nigeria, sub-Saharan Africa's most populous country with major petroleum reserves, it was $2,930, or around $244 a month. According to a comprehensive report prepared by the African Development Bank Group, the number of impoverished people in sub-Saharan Africa had doubled from 1981 to 1998, with the number of people living on less than US $1 per day in the region, "reaching 290 million in 1998, which is over 46% of the total population." According to the Food and Agricultural Organization of the United Nations, in 2014/2015 some 153 million individuals in sub-Saharan Africa, about 26 percent of the population or one out of four individuals above 15 years of age, was "hungry but did not eat or went without eating for a whole day because there was not enough money or other resources for food." [...]a case can be made that all this aid has contributed to fostering a culture of dependency in which foreign aid grants become a form of entitlements that governments rely on to maintain a status quo, as opposed to attracting the type of private sector investments that grow economies.

Abstract:
Bhutan’s development policy lays huge emphasis on health and education. However, rapidly growing urban culture and changing sexual trends have raised the HIV/AIDS potential in the country. With more than half of the country’s population (56%), under the age of 25, these have become disturbing issues of concern. In spite of such facts, research on sexual attitudes and behavior of the youth of the colleges of the Royal University of Bhutan (RUB) is limited both in terms of scope and depth. Hence the aim of this study was to assess the prevalence of responsible sexual behavior amongst the youth of the colleges of the RUB. The research explored the prevalence of responsible sexual behavior in all the eight existing colleges of the RUB. Survey using stratified random sampling and Focus Group Discussions (FGD) were employed to collect comprehensive data on sexual activity and relationship. The sample size was 645 (545 for the survey and 100 Focus Group participants).

The year of 2015 was an important milestone in terms of new progresses in development and climate change areas. Adopted Sustainable Development Goals (SDGs) and the Paris Agreement for climate change were two successful issues because of country-driven and comprehensive processes. SDGs which replaced to Millennium Development Goals (MDGs), includes 17 goals and 169 targets. The Paris Agreement aims to reduce greenhouse gas emissions. There are significant direct and indirect interconnections between SDGs and the Paris Agreement. Due to negotiations of the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC) and SDGs continued in different platforms, both the Agreement and SDGs could not sufficiently provide input for each other. There is still room to ensure alignment between these two processes and outcomes while implementation, monitoring and reporting of the Paris Agreement and SDGs. In this paper, the key elements of the Paris Agreement, namely, adaptation, mitigation, finance, capacity building, technology transfer, cooperation and partnerships are determined, then these elements are tracked under the SDGs in order to analyze the connections and missing parts between SDGs and Paris Agreement. Abstract:
The main objective of this article is to expose the debate around the relationship between military spending and economic development, as well as between defense industry and technological development. With this in mind, we have explored literature from the classical school of economics through to Marxist, Skeletal, Schumpeterian and Neoclassical writers. We argue in this paper that the strengthening of the defense industry, through a robust and focused industrial policy, is a viable strategy for the endogenization of critical technologies central to the domain of the paradigm of development of the digitization. This strategy demands the construction of a robust industrial policy focused on the development and strengthening of the national defense industry. Therefore, it is necessary to advance the research agenda of institutional arrangements and governance focused on this sector.

Abstract:
Conflicts are intrinsic to social systems and constitute an irreducible part of their development. This article analyzes the conflict between states and its effects on the evolutionary dynamics of the international political system. We discuss the ontology of each object of analysis and the causal mechanisms that connect their respective evolving trajectories. Then, the analytical model is evaluated regarding to the processes of formation of the Qin Empire in China and the construction of Nation-States in Europe. The working hypothesis is that the interactions among the strategies chosen by the agents to cope with the structural constrains and competition conditions they encounter cause changes in the international political systems, as well as on the actors themselves.

The current stage of russia’s pivot to the east is the product of the second half of the 2000s largely as a belated economic response to the rise of asia, which opened new opportunities for the country’s devel- opment, especially for it eastern part. That rise made it possible to turn the ural region and the russian Far east from a mainly imperial burden – or a logistics base in confrontation with the West, sometimes a front line in rivalry with Japan or china – into a potential territory of develop- ment for the entire country. The expediency of making the pivot was substantiated by the fore- casted imminent economic slowdown of its main traditional partner, europe, and the deterioration of relations with europe and the West as a whole. The need for the diversification of economic ties and outside sources of development was becoming increasingly obvious. These assessments were backed up by a number of pronounced trends in the recent decade. First, these are the disintegration and crisis of the global order that the West has been trying to impose on the world since what it saw as its final victory. second is the process of relative de- globalization and the regionalization of the global economy and politics. and the third is the accelerating trend – related to the previous one – toward the politicization of economic ties, which made interdependence and dependence on one market comparatively less beneficial, if not sim- ply dangerous. Finally, the “asia for asia” trend prevailed over the “asia for the world” trend. Development in asia, especially in china, began to be increasingly oriented toward domestic and regional markets. Meanwhile, the process of spiritual and ideological emancipation of the formerly great asian civilizations, which in the past two centuries had been in colonial or semi-colonial dependence on the West, began to gain momen- tum. asian countries gained access to many achievements of the West, took advantage of the liberal global economic order that it created, became stronger, and began to claim a more appropriate place for them- selves on the world’s ideological and strategic map. The inevitability of the u.s. moving away (at least temporarily) from the role of a global hegemon, which came with a hefty price tag, became evident. Barack Obama set a course for domestic revival. however, old elites and inertia did not allow him to abandon costly and ineffective interventionism. Donald Trump strengthened the “self-isolation” trend. The u.s. has turned into a dangerous amalgam of residual intervention- ism and semi-isolationism. It is becoming increasingly evident that the u.s. seeks to create its own center, casting off some of its disadvanta- geous global commitments. a trend has evolved toward the formation of a hypothetically bipolar world through a multi-polar world with its inevitable chaos. One of its poles is based around the u.s. and the other is in eurasia. china seems to be its economic center, but the eurasian center will only materialize if Beijing does not claim the role of hegemon. however, whatever the case may be, it has turned out that once it has finally made a pivot to the east, russia has discovered many unexpected opportunities for itself.

Küreselleşme sürecinde kalkınmanın yerelden başladığına dair birçok teorik çalışma mevcuttur. Bu kapsamda, Batı Karadeniz Bölgesi için son derece önem arz eden Filyos Projesinin tamamlanmasıyla bölgenin sektörel kalkınması sağlanacaktır. Bu çalışmada pilot bölge olarak Rotherdam Limanı seçilmiştir. Özellikle Rotherdam ve benzeri limanlar gibi lojistik sektör bazlı gelişme modeli temelinde, bölgenin çok daha hızlı, verimli ve dengeli bir büyüme sürecini yakalama şansı doğacaktır. Çalışmada, Rotherdam limanına giren konteyner sayısı ile nüfus arasındaki ilişki panel veri analiziyle incelenmiştir. Elde edilen bulgulara göre, limana giren konteynır sayısındaki % 1’lik artış Rotterdam nüfusunu % 0.25 arttırmaktadır. Ayrıca modelin açıklama gücünü gösteren R2 değerinin oldukça yüksek çıkması Rotherdam’daki nüfus artışının limandaki büyümeden kaynaklandığını göstermektedir. Dolayısıyla Filyos Projesinin sonuçlanmasıyla, Batı Karadeniz Bölgesinin göç veren değil, göç alan bir bölge haline geleceği düşünülmektedir.

In the arena of international politics, South Asian region has been magnetizing greater interests and China is its close neighbor. There is no significant change in China‘s strategic interests since the end of Cold War but her economic capacities and requirements, from natural resources to transit routes have changed the level of influence and interest of her ties with South Asian region. China is continuously expanding economic activities and investing in trade and development in the region. The drive to reinforce economic development through building up transport and infrastructure connections with her neighboring states as Gwadar-Xinjiang route and KunmingChittagong route will have an increasing impact on regional stability and the states across the region. The ongoing and forthcoming projects of China, to use them in future, will surely have an impact on the economies in the region. China‘s South Asia policy is refracted through China‘s ‗all-weather friend‘ in the region; Pakistan. The presence of Uighur extremists in China‘s Xinjiang province and absence of a comprehensive counter-terrorism policy provide other areas of attention to the Chinese government with ramifications for stability in the region. China‘s interests in South Asia include attainment of a matching role against India, containing the terrorist threats and expansion of her economic base in South Asia. China‘s strategic interests can be maintained through her complete approach to move towards the path of progress and managing better ties with South Asian neighbors.

China-Pakistan strategic partnership is evolving into the politics of interdependence by encompassing not only the defense dimension but also the trade, investment, energy and infrastructure development. The proposed China-Pakistan Economic Corridor (CPEC) is a mega project which will connect the north-western Sinkiang autonomous region‘s Kashgar city with the Pakistan‘s Gwadar Port. It is equally important both for China and Pakistan on the one hand and for the regional states of South Asia, Middle East, landlocked Central Asia and East Asia, on the other. It will provide China a shortest route of about 2500 kilometers to link with Middle East by the Pakistan‘s much needed road and railway network. A huge amount of 46 billion US dollars is allocated for the project to uplift Pakistan‘s development by meeting the energy needs, building industrial parks and economic zones. This paper will use the paradigm of interdependence to analyze the China-Pakistan Economic Corridor. Interdependence is a broad term which refers to such situations of reciprocal effects among the states or actors in different states. It is not only applicable to political-military interdependence but also to politicaleconomic interdependence. Here in the case it has been observed that with the rise of China and its rapidly growing economy, a relatively peaceful environment and neighborhood is imperative. With the completion of CPEC, this interdependence seems to be transformed into Complex Interdependence by creating more peaceful environment and war; costly.

Our Spring 2016 volume encapsulates the dangerous developments in MENA over the course of the past year. While the international community hoped for a resolution to the five-year Syrian Civil War, the conflict has further divided the region into a sectarian split, pitting Shia Iran and the Sunni gulf states on opposing sides. Additionally, Russia’s brief military intervention, finally winding down as of March 2016, has further destabilized the country and significantly increased the flow of refugees into the heartland of Europe. With the November 2015 Paris attacks, the threat of the so-called Islamic State (Daesh) to the west was finally realized, calling into question ongoing efforts to counter violent extremism, as well as to resolve the Syrian Civil War. Meanwhile, Turkey’s increasing two-front war against the Kurdistan Workers’ Party (PKK) and Daesh has resulted in a series of deadly terrorist attacks throughout the country, putting further pressure on Turkish leadership to both find a solution to the Kurdish question and stem the refugee flow transiting northward from Syria. It is through this lens that the Spring 2016 edition has been crafted. With conflict and instability abound, we present first an exclusive interview with Speaker of the Iraqi Parliament Salim al-Jabouri. On a more positive note, JMEPP also interviewed Tunisia’s Minister of Economic Infrastructure and Sustainable Development, Hedi Larbi, on Tunisia’s relative stability and success in its post-Jasmine Revolution transition. Africa’s hunger problem is a long standing one that has been exacerbated by a rapid population growth rate that has outstripped the continent’s ability to feed itself. A number of countries in Africa are now experiencing structural food deficits. The population of Africa currently stands at nearly 1.2 billion, twice what it was in 1985, and it is projected to double again by 2050, surpassing the populations of both China and India by 2023. At the current population growth rate, Africans will represent half the world’s population by 2035.

Fragile states are unable to cope with additional shocks like Ebola; without passable roads, electricity, and social solidarity there is no viable way to administer basic medical care or prevent minerals from illegally crossing porous borders, much less suddenly contain a runaway virus. Yet instead of addressing core issues of state failure, development aid continues pushing narrowly focused agendas that have little meaning in places where institutions and infrastructure are broken. Why, in response to the disastrous events we saw unfolding in Liberia, were we not calling for public and private investment in the region to be shifted from one bureaucratic budget line to another?

There has been substantial cost escalation on the ongoing hydropower projects in Bhutan, exerting pressure on already ballooning national debt. This has raised concerns on whether the benefits of hydropower projects outweigh the costs and on the preciseness of its costing. Based on data available in the detailed project reports and the agreement signed between India and Bhutan, this paper examines the financial viability of Mangdechhu project by employing two different methods: cost-plus method and financial cost-benefit analysis. The results show that cost-plus method undervalues the total cost of the project. The impact of changes in several parameters and cost overrun on tariff is also analyzed in this paper.

Abstract:
In the years between 1995 and 2008 South Africa was engaged in trade negotiations with the European Union (EU), which were seen as platform for addressing the trade imbalances in favour of the EU. In 2002, a Free Trade Agreement (FTA) was signed between South Africa and the EU. Despite its membership to the Southern Africa Development Community (SADC), South Africa engaged on the negotiations on its own which led to trade and political tensions with other countries within the community. By going alone South Africa was clearly indicating an appetite to vigorously pursue its interests at the expense of regional partners. It is argued that the exclusion, at an early stage of the negotiations, of other regional countries within SADC was counterproductive and had the potential to harm the regional trade relations. In addition, the change of approach at later stage that brought in the regional approach to the negotiations improved the regional trade relations within SADC.

This paper examines the role that South Africa during Mbeki’s presidency played in peace and security issues of Southern African Development Community (SADC). The paper infers that South Africa under Mbeki adopted a peace-building approach, comprising mediation, negotiation, peacekeeping, promotion of democracy and election monitoring, in addressing peace and security challenges in the SADC. It however argues that it was the person of Mbeki, shaped by his leadership and revolutionary experiences in the African National Congress (ANC) during apartheid era, alongside South Africa’s economic strength that underlined and shaped its approach and contributions to SADC peace and security.

Public diplomacy is an effective, steadily evolving foreign policy tool used all over the world. In the context of current global trends promoting one's own values and the way of thinking as an objective of public diplomacy is of special interest. Democracy and human rights are among the main values of the Western countries and are promoted by them through a wide range of measures aimed at foreign country's authorities as well as foreign public including different target audiences. This paper addresses the foundations of public diplomacy activity aimed at democracy promotion abroad. It states that the value of democracy is advantageous to public diplomacy of the West and allows it to hold leading positions offering an attractive model of development for the rest of the world. Democratization measures in conditions of the gradual development of democratic institutions as well as in crisis situations are considered.

Democratic Progressive Party (DPP) Chairperson Tsai Ing-wen was elected president on Jan. 16 by a decisive margin, and for the first time the DPP won a majority in the Legislative Yuan (LY) election. This outcome has set Taiwan on a new course. Since then, Tsai has adhered to her pledge to maintain the status quo and peace in the Taiwan Strait and has taken steps to continue reaching out to Beijing. Beijing reacted calmly to the election and has repeatedly said the election will not change the basic framework of its peaceful development policy toward Taiwan. However, Beijing is waging a focused campaign to press Tsai to accept the 1992 Consensus in her inaugural address on May 20. Even if she does not fully meet Beijing’s demands, as is expected, it will be in the interest of both sides to avoid confrontation after May 20 in what is likely to be a strained relationship.

Senior US and Chinese officials publicly emphasized positive developments in the bilateral relationship at the eighth US-China Strategic and Economic Dialogue, while privately raising concerns. The second US-China Cybercrime and Related Issues High-Level Joint Dialogue convened a week later. The South China Sea persisted as a major area of tension as an UNCLOS Tribunal ruled in favor of the Philippines in its case against China. National Security Adviser Susan Rice traveled to Beijing in late July to prepare for the US participation in the G20 Summit in Hangzhou and what is likely to be the last meeting between Xi Jinping and President Obama. Bilateral military ties maintained an active pace with a visit by the US chief of naval operations to China in July, a port visit by a US guided-missile destroyer to Qingdao in August, and Chinese participation in the Rim of the Pacific (RIMPAC) military exercises in Hawaii.

Abstract:
In the present study, it was investigated whether there was a causality relationship between financial development and economic growth for sixteen European countries. Data from the period of 1988-2012 was analyzed using the bootstrap panel causality test, which takes cross-section dependence and heterogeneity into account. The results of the test showed that there was a strong causality relationship between financial development and economic growth in European countries. In European countries, there was a causality relationship from economic growth to financial development and from financial development to economic growth. These results support both the supply-leading and the demand-following hypotheses. Therefore, it can be said that the feedback hypothesis is valid for European countries.

Today, Africa is laced with some of the most obstinate conflicts, most of them constructed from differences in religious and ethnic identities. The four countries are selected and compared based on their use of e-government as a tool to work and share information more effectively while delivering better services to the public. It also provides a general understanding of e-government and uses different variables to discuss the reality of e-government development and e-participation over the last few years in these four countries. In view of this, the time series data are collected from the United Nations e-government survey to highlight developing trends in e-government along with issues and challenges, best practices, and opportunities for the development of egovernment. As a result, this study finds that real e-government remains a distant hope in these countries due to the expense of supplying technology, a lack of infrastructure, limited human capital and a weak private sector.

This reality of preservation of human rights has brought the issue into legislation to make it law as a written part of the constitution at national, regional and global level in almost all spheres. Consequently, assurance of human fundamental rights is ground reality and written part of all the constitutions of the world. Globalization has transformed the world into a global village where there are commonalities of the cultures, exchange of ideas and free economic approaches are struggling to bring consensus among the world society to protect and preserve the human rights against any violation. World has divided into two blocks global north and global south based on their economic and political capacities. Globalization phenomenon was started by global north so it augurs well for the advancement of their interests while South is less benefited because of having underdeveloped status and weaker rule of law, social, economic and political condition. There are disparities of resources between both the blocks that are why south is suffering and north is maintaining status quo. State like Pakistan being the part and parcel of global south is facing economic and political hurdles where there is no provision of basic human requirements like food, health, education, employment and socio-economic stability. Globalization is north-centered phenomenon and more beneficial for them as compare to south. Globalization has positives and negatives. On one side it is providing awareness about the human rights violations while on other side it seems unable to protect human rights violations. Human rights violation scale is growing in Pakistan where there is nationalistic economy that is anti-thesis of the globalization and free market economy of north. Moreover, weak socio-economic and political conditions in Pakistan causing deprivations and grievance are growing where a specific chunk of society is violating all norms and rules of human rights by using their economic power and social status. In comparison to internationalization of economies under the umbrella of globalization, limited weightage is given to Pakistani exports in international market as compare to exports that proves very costly with the emergence of issue balance of payment that causes severe economic implications on Pakistan economy where social and political sector already going downwards and lacking to provide basic needs of life and fundamental rights. Labor issues and forced labor menace is growing in Pakistan where there are less facilities and larger number of labor and phenomenon of brain drain is growing. Globalization is impacting Pakistan more in a negative way and less in positive way. In this phase of initial years of second decade of twenty first century, human rights violation has decreased due to constitutional protection, media campaigns, role of NGO’s but still long way to go ahead to curb the menace.

Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. And yet, only in the last several decades has the movement received the sustained scholarly attention that it deserves, from historians, anthropologists, sociologists, and architects. Abstract:
An appealing and original aspect of Mathias Risse's book On Global Justice is his argument for humanity's collective ownership of the earth. This argument focuses attention on states' claims to govern territory, to control the resources of that territory, and to exclude outsiders. While these boundary claims are distinct from private ownership claims, they too are claims to control scarce goods. As such, they demand evaluation in terms of distributive justice. Risse's collective ownership approach encourages us to see the international system in terms of property relations, and to evaluate these relations according to a principle of distributive justice that could be justified to all humans as the earth's collective owners. This is an exciting idea. Yet, as I argue below, more work needs to be done to develop plausible distribution principles on the basis of this approach.

They have a strong incentive to be more united and active than in previous terms, and they could use the Parliament to shape voter attitudes, pressure mainstream parties to adopt more xenophobic rhetoric, fragment the mainstream right, and obstruct parliamentary proceedings. Readmission is not simply a means of removing undesirable foreigners through coercive methods. When viewed as a way of ensuring the temporary stay of foreign workers in the labour markets of European destination countries, readmission may also impact on the participatory rights of a growing number of native workers facing equally temporary (and precarious) labour conditions, in a context marked by employment deregulation and wage flexibility. These implications have clear democratic significance. A new analytical perspective applied to the expansion and development of the readmission system, is aimed at promoting a reflection on an unexplored research area bridging the gap between labour migration regulation and labour market deregulation.

EU migration and asylum policy is facing tough challenges at the southern borders of the Union as migration and asylum pressures rise, fuelled by political instability and poverty in several regions of Asia and Africa. Current European border control practices create three spaces of control: externalised borders, through readmission and return agreements which enrol third countries in border control; the EU borders themselves through the work of Frontex and the development of a whole arsenal of technology tools for controlling mobility to and from the EU; and the Schengen area, whose regulations tend to reinforce deterrence at the borders through the Smart Border System. As a result, the EU's balancing act between irregular migration control and protection of refugees and human life clearly tips towards the former, even if it pays lip service to the latter. More options for mobility across the Mediterranean and more cooperation for growth are essential ingredients of a sustainable migration management policy on the EU's southern borders. In addition asylum management could benefit from EU level humanitarian visas issued at countries of origin.

Water has been a challenging issue over the centuries. From questions of national boundaries and navigation, quite common in the past, to the development of a human right to water, this essential element for human life has always spurred debate among international lawyers, economists, political scientists, geographers, and anthropologists. The reason may be found in the scarcity of water, a phenomenon which affects both developed and developing countries. Much has been written on the topic, but the three books under review significantly contribute to a critical analysis of some pertinent legal issues related to water. The title of each monograph reflects the purpose of the respective study. Hence, International Law for a Water-Scarce World by Brown Weiss starts from the acknowledgement that 'the fresh water crisis is the new environmental crisis of the 21st century' (at 1) and provides an integrated analysis of water law, which considers climate implications, river basins, and the availability and quality of fresh water. Boisson De Chazournes' Fresh Water in International Law investigates the status of fresh water in international law. The choice of the titles of the chapters is particularly evocative. Thus, after a chapter on regulation of fresh water use, the book continues with chapters on the 'Economization' of the law applicable to fresh water, its 'Environmentalization', followed by its 'Humanization', and 'Institutionalization Trends in Fresh Water Governance', before focusing on dispute settlement mechanisms. The use of the ending '-zation' gives the immediate impression of the evolution of the law on fresh water resources, which now includes several separate but clearly interrelated aspects. The title of the third book, written by Thielbörger, deserves attention for two elements, the first being the letter 's' inside the parentheses and the second being the adjective 'unique' used for identifying the human right to water. The Right(s) to Water. The Multi-Level Governance of a Unique Human Right pursues a different purpose from the two other books under review which adopt a more comprehensive approach. Thielbörger's book (based on his doctoral dissertation) studies the human right to water from a comparative and international perspective, emphasizing the complexity of a right which is strictly linked to other rights but constitutes at the same time a right of its own.

Developments at both the doctrinal and operational level suggest that the 'post-modernisation' of China's PLA Navy (PLAN) has started. Issues such as the maritime disputes in the East and South China Seas and how to create a network of bases or 'footholds' outside Asia might slow down or temporarily halt this process. However, as China's economic presence expands on a global scale, its security interests and those of the international community will overlap increasingly with one another. Consequently, once its transformation has been completed, the PLAN is likely to become a global and cooperative force.

Fragile states are unable to cope with additional shocks like Ebola; without passable roads, electricity, and social solidarity there is no viable way to administer basic medical care or prevent minerals from illegally crossing porous borders, much less suddenly contain a runaway virus. Yet instead of addressing core issues of state failure, development aid continues pushing narrowly focused agendas that have little meaning in places where institutions and infrastructure are broken. Why, in response to the disastrous events we saw unfolding in Liberia, were we not calling for public and private investment in the region to be shifted from one bureaucratic budget line to another?

In August 2014, I attended a ceremony at the Willard Hotel in Washington, DC that celebrated the tenth anniversary of the Bioko Island Malaria Control Project. Those speaking at the event included senior executives from Marathon Oil Corporation, Noble Energy Inc., and Atlantic Methanol Production Company, which are all US petroleum companies that operate in Equatorial Guinea. Teodoro Obiang Nguema Mbasogo, President of Equatorial Guinea, also delivered remarks. All of the speakers were enthusiastic about a dynamic project that has had a trans­formative effect on the health of generations of Equatoguineans by reducing the morbidity and mortality of malaria infection. What follows is an overview of the project’s history as well as the commitment to US innovation and a shared audacity to tackle one of human­kind’s most endemic and fatal diseases.

In my second week on the job as the second United States Ambassador to the Association of Southeast Asian Nations (ASEAN), I headed to Naypyidaw, Burma to meet President Obama at the East Asia Summit. There I witnessed one of the many reasons the United States has increased its engagement with ASEAN: ASEAN convenes Asia. In 1967, leaders of five nations formed ASEAN, renouncing the violence that had characterized their relationships and dedicating themselves to furthering the prosperity of the region. Five more countries joined in the intervening decades and now ASEAN’s Member States, with a total population of some 625 million, are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. ASEAN has delivered well on its primary mission: to keep the peace among a group of member states with huge diversity in levels of economic development, political systems, cultures, religions, and size. This foundation of geopolitical stability has allowed the economies in Southeast Asia to take off and lift tens of millions out of poverty. As a whole, ASEAN has enjoyed the third highest growth rate in the world over the past decade.

Abstract:
China and Central Europe have experienced similar transitions over time and have a constructive role to play in the international system, taking on responsibility for development. Cooperation between China and Central and Eastern European Countries is conducted via the “16+1” mechanism, the Silk Road Economic Belt and 21st century maritime Silk Road, known as the “Belt and Road initiative.” Central European countries are EU member states and emerging economies. They are located at a geographically strategic juncture and form part of the East Asia–Transatlantic value chain. The 16+1 mechanism is helping China and Central European countries establish high level annual meetings and is encouraging the private sector, business, people-to-people exchanges. The Belt and Road initiative is providing new financing facilities, and a dialogue with the European Commission on investment plans is being launched. Studies and working groups are emerging to help set strategies, build mechanisms, allocate resources and implement policies. This article argues that the Chinese approach, i.e. the 16+1 mechanism and Belt and Road initiative, is platforms paving the way for China–Central Europe cooperation.
