Abstract:
Hawaii adopted a state budget that authorizes $14.3 billion in spending for FY2019. The Aloha State’s economy continues to benefit from record-breaking tourist numbers and robust federal military spending. Although the state’s unemployment rate is among the lowest ever recorded for any state in the nation, the cost of housing has made it increasingly difficult for working families to purchase a home. Tax revenues are strong, but they remain very dependent on the tourism industry. Hawaii also faces huge liabilities for pension and health care payments that are promised to retired state employees.

52. New Mexico: The Lost Decade

Abstract:
In January 2018, the New Mexico State Legislature convened for its regular session, a thirty day budget session, per its constitutional mandate. Thirty days later the legislative session ended quietly and the state of New Mexico closed the book on the great recession and a decade of financial and political strife. The 2018 legislature passed a $6.38 billion dollar budget, re-supplied dangerously low general fund reserves, and provided small raises to teachers and state employees. Oil and gas revenues are up, unemployment is slowly coming down and legislative-executive political battles have muted. The balanced budget, signed by the governor in early March, brings the state back to where it began almost 10 years before, leading one observer to refer to the time as the “lost decade in New Mexico” (Cole 2018).

53. Oregon: Progressive Agenda, Yet Facing Great Fiscal Risks

Abstract:
The 2018 midterm elections strengthened the Democrats’ control of Oregon’s state government. Governor Kate Brown won re-election with 50percent of the vote defeating moderate Republican Knute Buehler with 46.6percent of the vote. Democrats also increased their seats in both the House and Senate, leading to super majorities in both houses. Governor Brown and the Democrats in Salem have taken fairly strong progressive policy stances in 2017 and 2018, particularly opposing President Trump’s immigration and marijuana policies, reinforcing the West Coast carbon-reduction pattern, and strongly supporting health care coverage expansion. With a booming economy and unemployment at record lows, the state seems to be able to deliver on its progressive agenda for the 2017-19 biennium, but funding progressive policies in the future will be a challenge for the governor for a variety of reasons. The fate of this progressive vision depends on five elements: (1) the continuation of the favorable economy and the corresponding revenue growth in the approaching budget cycle; (2) the ability to manage the ongoing taxing and spending structures that include major obligations for the Public Employees Retirement System (PERS); (3) the constraints of ongoing dependency on income taxes; (4) the vicissitudes of Trump era politics and policy with declining federal funds; and (5) continued public support for expansive public policies.

Abstract:
As a state that overwhelmingly relies on sales tax revenue, Washington benefitted from a strong economy in 2018. However, that revenue was necessary as the state faced a court ordered deadline to fully fund K-12 education, and a need to address transportation, mental health, and a capital budget held over from the 2017 session. This is all in addition to creating a new Department of Children, Youth and Families. The state government was under unified government for the first time since 2012 which may have contributed to the state completing its work in a supplemental budget year on time and adjourning by the March deadline.

Abstract:
The US Foreign Policy turn to the Middle East during the 2000s and the coming to power of left-leaning governments in Latin America was widely interpreted as a US neglect of the region and the beginning of a post-hegemonic era in the Western Hemisphere. Hakim (2006)argued that the US was losing interest to the region and Riggigorozzi and Tussie (2012)claimed the US decompression opened space to Latin American regionalism. These ideas became common sense, but they were rarely demonstrated (LONG, 2016). The recent reversion of that scenario, with the coming to power of right-wing governments and the US pressure on the Bolivarian Venezuelan government, makes clear that more research on the post 9/11 US policies to South America is needed.

Abstract:
And so the topic of the book is a broader book about how to combine rights and responsibilities. And climate change is just one of about five topics I talked about in that book, but it's a particularly useful case to make the main point of the book, and that is that it's not enough in these days to talk about rights. We have a big gap in implementation with rights. And in order to implement rights more fully, we have to think simultaneously about rights and responsibilities. And that when we think of responsibilities, it's not enough to think just about state responsibilities. Of course, and of course with climate change, we want to think about state responsibilities for mitigating climate change, we want to think about corporate responsibilities. But we also want to think about responses of other nonstate actors. And in that I include—I include not just corporations for nonstate actors, but also NGOs, also universities, also individuals.

57. Defying the System: The Origins of Anti-Westernism in the Non-Western World and the Case of Iran

Abstract:
Anti-Western sentiment is a common feature of politics in many non-Western societies such as China, Cuba, Venezuela, Turkey, Iran and various Arab countries. Challenging the scholarly literature that depicts anti-Westernism as an “irrational, extremist and fundamentalist reaction to the cultural hegemony of the West,” this article conceptualizes anti-Westernism as a rational reaction to –and an unsurprising consequence of– the problematic political/economic interactions between non- Western societies (e.g. Iran) and Western powers (e.g. Britain, France and the US). Iran is a particularly noteworthy case because anti-Westernism played a key role in the formation of the modern state in the country. The foreign policy behavior of Iran in our time and the historical trajectory that produced the Islamic Republic after the 1979 Revolution cannot be understood without acknowledging anti-Westernism. The origins of anti-Westernism in Iran are explored in this article through interpreting the path dependent historical experience of the country, with a particular emphasis on the relations between Iran and Western countries. In contrast to works that attribute Iran’s anti-Western foreign policy to the Islamist ideology of the post-1979 era, it will be argued that hostility to the Western-dominated international political system should actually be traced to the transformation in which the Iranian national identity evolved in the early 20th century.

58. China in a World of Orders: Rethinking Compliance and Challenge in Beijing's International Relations

Abstract:
Many scholars and policymakers in the United States accept the narrative that China is a revisionist state challenging the U.S.-dominated international liberal order. The narrative assumes that there is a singular liberal order and that it is obvious what constitutes a challenge to it. The concepts of order and challenge are, however, poorly operationalized. There are at least four plausible operationalizations of order, three of which are explicitly or implicitly embodied in the dominant narrative. These tend to assume, ahistorically, that U.S. interests and the content of the liberal order are almost identical. The fourth operationalization views order as an emergent property of the interaction of multiple state, substate, nonstate, and international actors. As a result, there are at least eight “issue-specific orders” (e.g., military, trade, information, and political development). Some of these China accepts; some it rejects; and some it is willing to live with. Given these multiple orders and varying levels of challenge, the narrative of a U.S.-dominated liberal international order being challenged by a revisionist China makes little conceptual or empirical sense. The findings point to the need to develop more generalizable ways of observing orders and compliance.

59. Dangerous Confidence? Chinese Views on Nuclear Escalation

Abstract:
Chinese views of nuclear escalation are key to assessing the potential for nuclear escalation in a crisis or armed conflict between the United States and China, but they have not been examined systematically. A review of original Chinese-language sources and interviews with members of China's strategic community suggest that China is skeptical that nuclear escalation could be controlled once nuclear weapons are used and, thus, leaders would be restrained from pursuing even limited use. These views are reflected in China's nuclear operational doctrine (which outlines plans for retaliatory strikes only and lacks any clear plans for limited nuclear use) and its force structure (which lacks tactical nuclear weapons). The long-standing decoupling of Chinese nuclear and conventional strategy, organizational biases within China's strategic community, and the availability of space, cyber, and conventional missile weapons as alternative sources of strategic leverage best explain Chinese views toward nuclear escalation. China's confidence that a U.S.-China conflict would not escalate to the use of nuclear weapons may hamper its ability to identify nuclear escalation risks in such a scenario. Meanwhile, U.S. scholars and policymakers emphasize the risk of inadvertent escalation in a conflict with China, but they are more confident than their Chinese counterparts that the use of nuclear weapons could remain limited. When combined, these contrasting views could create pressure for a U.S.-China conflict to escalate rapidly into an unlimited nuclear war.

60. The Domestic Politics of Nuclear Choices

Abstract:
When and how do domestic politics influence a state's nuclear choices? Recent scholarship on nuclear security develops many domestic-political explanations for different nuclear decisions. These explanations are partly the result of two welcome trends: first, scholars have expanded the nuclear timeline, examining state behavior before and after nuclear proliferation; and second, scholars have moved beyond blunt distinctions between democracies and autocracies to more fine-grained understandings of domestic constraints. But without linkages between them, new domestic-political findings could be dismissed as a laundry list of factors that do not explain significant variation in nuclear decisions. This review essay assesses recent research on domestic politics and nuclear security, and develops a framework that illuminates when and how domestic-political mechanisms are likely to affect nuclear choices. In contrast to most previous domestic arguments, many of the newer domestic-political mechanisms posited in the literature are in some way top-down; that is, they show leaders deliberately maintaining or loosening control over nuclear choices. Two dimensions govern the extent and nature of domestic-political influence on nuclear choices: the degree of threat uncertainty and the costs and benefits to leaders of expanding the circle of domestic actors involved in a nuclear decision. The framework developed in this review essay helps make sense of several cases explored in the recent nuclear security literature. It also has implications for understanding when and how domestic-political arguments might diverge from the predictions of security-based analyses.
