Abstract:
IN DECEMBER 2007 Benazir Bhutto said, "I now think al-Qaeda can be marching on Islamabad in two to four years." Before this interview could even be published she was murdered, most likely by the Pakistani Taliban, an al-Qaeda ally. Benazir's words now look all too accurate. A jihadist victory in Pakistan, meaning the takeover of the nation by a militant Sunni movement led by the Taliban, would have devastating consequences. It would create the greatest threat the United States has yet to face in its war on terror. Pakistan as an Islamic-extremist safe haven would bolster al-Qaeda's capabilities tenfold. The jihadist threat bred in Afghanistan would be a cakewalk in comparison. The old Afghan sanctuary was remote, landlocked and weak; a new one in Pakistan would be in the Islamic mainstream with a modern communications and transportation infrastructure linking it to the world. The threat would be almost unfathomable. The implications would be literally felt around the globe. American options for dealing with such a state would be limited and costly.

AMERICA'S BLOODY encounter with Islam is a failure. At heart there is an inability to understand the context and dynamics of Arab and Muslim politics; the conceptual differences and boundaries between moderate Islamists, nonviolent radical activists, local jihadists and global jihadists like al-Qaeda. For eight years, the dominant U.S. narrative blurred the lines between "Islamist," "radical," "militant," "extremist," "jihadist" and "terrorist." The United States equated Islamists' offensive speech with jihadists' violent action. But there are stark differences between locally and regionally based political groups like Palestinian Hamas and Lebanese Hezbollah and borderless, transnational and globalized jihadist groups like al-Qaeda that have been waging war against the United States and its close allies since the mid-1990s.

Two countries, ''both alike in dignity,'' have for too long been the Capulets and Montagues of our days. Grudges like the 1979 hostage crisis and the U.S. role in the overthrow of the popular Mossadeq government in 1953, ill feelings stemming from the clerical regime's nuclear program and help for organizations like Hezbollah, and the Bush administration's ham-fisted policy of ''regime change'' have combined to make the Islamic Republic of Iran one of the most intractable challenges facing the United States.

Since the September 11, 2001 attacks, the United States has sought to help Pakistan transform itself into a stable, prosperous, and democratic state that supports U.S. interests in the region, is capable of undermining Islamist militancy inside and outside its borders, commits to a secure Afghanistan, and actively works to mitigate prospects for further nuclear proliferation. Washington has also hoped that Pakistan, along with India, would continue to sustain the beleaguered peace process to minimize the odds of a future military crisis between them. Between fiscal years 2002 and 2008, the United States has spent more than $11.2 billion, presumably to further these goals. The FY 2009 budget request includes another $1.2 billion.

Abstract:
In reflecting on the extensive literature and research on intelligence failures and particularly that which ensued in the aftermath of the 9/11 terrorist attacks in the US, Indonesia and those in Europe, this analysis concludes that intelligence, and particularly Western intelligence, cannot be completely at fault for the failure to identify appropriately and forewarn about the occurrence of historical discontinuity events. Western policymakers, economic advisers, as well as socio-economic elites' performance throughout the 1980s and 1990s reveals flaws in long-term policy planning and decision-making with serious repercussions for strategic intelligence analysis. The inability to forecast historical discontinuity events is a key element of intelligence and policy which needs further revision.

Abstract:
Insurgency and counterinsurgency as types of warfare are currently subject to considerable attention due to the nature of the high-profile struggles underway in Afghanistan and Iraq. It is prudent to note that neither insurgency nor the strategy and tactics required to combat it represent new phenomena. A large body of experience and literature from the twentieth century and earlier exists that addresses both sides of the insurgent struggle. Some characteristics of insurgencies are largely immutable, since insurgency is ultimately a form of warfare that is adopted when a combatant has limited resources and limited choices for how to fight against a more powerful adversary. Today as in the past, these characteristics include employment of small-unit attacks, ambushes, assassinations, propaganda activity, and the development of covert infrastructure. Nevertheless, the primary insurgencies active in the twenty-first century are marked by important differences from earlier struggles, particularly in the areas of motivation and inspiration. Rather than being quintessentially political and interested in local or national grievances, many contemporary insurgencies are at their core linked to a particular interpretation of Islam. Thus, these insurgencies represent a war of religion, not of politics, economics, or ethnicity. Islamist insurgencies are likely to be uncompromising and averse to negotiation, absolutist and pan-national in their goals, and willing to justify the mass slaughter of non-combatants who do not share their religious vision.

Abstract:
Radical and dogmatic interpretations of Islam have gained ground in recent years in many Muslim societies. Aside from a willingness to resort to violence to compel fellow Muslims to conform to their religious and political views, radicals enjoy two critical advantages over moderate and liberal Muslims. The first is money. Saudi funding for the export of the Wahhabi version of Islam over the last three decades has had the effect, whether intended or not, of promoting the growth of religious extremism throughout the Muslim world. The radicals' second advantage is organization. Radical groups have developed extensive networks over the years, which are themselves embedded in a dense net of international relationships. In this report we describe, first, how network building was actually done during the Cold War—how the United States identified and supported partners and how it attempted to avoid endangering them. Second, we analyze the similarities and the differences between the Cold War environment and today's struggle with radical Islamism and how these similarities and differences affect U.S. efforts to build networks today. Third, we examine current U.S. strategies and programs of engagement with the Muslim world. Finally, informed by the efforts of the Cold War and previous RAND work on the ideological tendencies in the Muslim world, we develop a "road map" for the construction of moderate Muslim networks and institutions. A key finding of this report—which one of our reviewers notes is particularly important—is that the U.S. government and its allies need, but thus far have failed, to develop clear criteria for partnerships with authentic moderates. The net result, already visible, is the discouragement of truly moderate Muslims.
