301. Turkey and East Central Europe: Idealism, Pragmatism, Misperception or Clash of Interests?

Abstract:: urkey is focused on Russia in its policy vis-à-vis the Black Sea region, Cauca- sus, Ukraine, Balkan countries as well as, at least to some extent, Central European countries, including Poland. This priority has its impact on Ankara’s relationship with Eastern and Central European countries, which remain in the shadow of Turkish policy towards Russia. However that negative impact is not powerful enough to spoil Turkey’s cooperation with Eastern and Central European countries. It certainly limits the scope of such partnerships or alliances. Turkey contin- ues to cooperate with the region’s countries, but often rejects their Euro-Atlanticism. In Turkish perception the EU’s enlargement in Central Europe was unjust (as Turkey has been applying much longer for the EU’s membership without any significant progress, whereas post-commu- nist countries were accepted relatively quickly). NATO enlargement in the East in Turkey’s view was always a ‘risky adventure’. At the same time, from Ankara’s point of view the Middle East is strategically more important than Turkish northern neighbourhood. Moreover, Turkey wants to be an equal interlocutor in dialogue with Russia, the U.S. and the EU, whereas it often conceives post-communist and post-Soviet countries merely as a zone of influence for the Kremlin and Washington or their battleground in Cold War 2.0.

Abstract:: The aim of this paper is to present the Kremlin’s propaganda and disinforma- tion mechanism based on a case study of Georgia. The importance of information security has been present in Russian strategic documents since the very beginning of the Russian Federa- tion, however the role of information as a weapon, not as a goal, was developed and publicly voiced much later. Although geopolitical goals in Georgia have remained the same, the switch to non-military means changed the targets, objectives and tools used to achieve them. This paper, following the research and media monitoring conducted between September 2016 and September 2017, analyses Kremlin channels, tools and narratives in the Georgian information sphere and evaluates its effectiveness.

Abstract:: Russia and Ukraine are two countries that have shared much history together and are sometimes understood as one unified entity. However, these are two different countries with two different cultures, languages, and mentalities. While Russia has been in the focus of leadership research, there are no organizational leadership studies on Ukraine. The purpose of this qualitative inquiry was to explore, describe, and define attributes of an effective leader in Russian and Ukrainian organizations through the lens of Russian and Ukrainian employees and leaders in national organizations and then to compare attributes of an effective leader in Russian and Ukrainian organizations. The research employed phenomenological qualitative inquiry as it focused on the essence of leadership phenomena in Russia and Ukraine and safeguarded against the predetermined understanding of leadership. This research resulted in the development of 10 effective leader attributes that are common both for Russia and Ukraine: (a) authoritarianism, (b) paternalism, (c) professionalism, (d) intellect, (e) laissez-faire, (f) charisma, (g) enthusiasm, (h) morality, (i) trust, and (j) freedom—and two attributes particular to Ukraine only: (a) organizational skills and (b) responsibility. However, the main layer of differences was discovered in the categories that comprised the attributes.

Abstract:: The aim of this work is to show the energy situation of the European Union (EU) across the analysis of its energy policy focusing in energy security. The facts show the important role of Russia as energy player and its influence in the design of energy strategy of the EU. As a reply of the strong dependency of Russian imports, European institutions have developed a strategy structured in two dimensions; internal and external one with the aim to guarantee the international cooperation with third countries, the increasing of internal energy market integration, the promotion of energy save, and the search of effective alternatives to conventional sources. The EU Strategy has designed a joint of measures that includes the increasing in the efficient use of conventional sources combined with higher levels in energy Investment, Innovation and technological Development (I+D+I), and the promotion of renewables. This is the way to change the classical energy model to a new one more compatible with the environment and a sustainable economic growth but also that implies a significant reduction of energy dependence.

Abstract:: The abrupt Soviet Union´s dissolution came accompanied by a whole of different typology of conflicts causing high complexity in the convulsed independent statehood construction process. Secessionism in cascade of territorial and administrative entities have been a useful tool in Kremlin´s hand in order to enhance their interests in the post-soviet space. Russian Foreign Policy in shared neighborhood with Eastern European Union borders has an absolute priority in their interests-defined in strategic documents- infringing the main Contemporary International Law principles. Russian interventionism in the independent republics acquires different modalities since the 2008 summer- with Russian armed forces penetrating in Georgia and supporting Abjasia and South Ossetia secessionist movements- are even increasing these actions. In 2014, with Crimea´s annexation and the conflict in Ukraine -Eastern districts-, Russian expansionism seems to be reached a road without return. Specially due to international community inaction and Russia´s return to a protagonist role in a multipolar order in construction.

Abstract:: NATO is an organization hindered by its 20th century success; in addition, it is not well understood in a postmodern world despite having been transformed by increasing its political aspect and reduced its military weight through the simple re-reading of its founding treaty. A "Hard" power institution in a postmodern and "Soft” world. However, risks and threats have only faded and, although they have lost some of their intensity, they have gained in specter. Paradoxically, NATO dissolution with the end of the Cold War would have led to the disappearance of a forum for dialogue, to the unraveling of the security space and, thus, to the rearming of Europe. Russia is the continent nation heir to the USSR, the reason for the creation of NATO. But Russia is not the USSR in geopolitical or ideological terms, even though its recent action has brought back the shadows of the Cold War. The complexity of the approach to the problem of its relationship with the West cannot be reduced to the dichotomous and exclusive enemy friend key (it is a partner, supplier, supplier ... more than a strategic rival). Its correct definition comes from the resolution of the problem of its identity. In this context, NATO remains a geopolitically necessary organization, not in vain is today the only bridge that links exclusively Europe and the United States while contributing to the stability and structure of the West. And it serves to find a place for Russia too. His eventual tensing is a proof of the vigor of his health and the need to find channels of understanding among its members. In general, it is not good to blow up bridges already built despite it is legitimate to want to change them.

Abstract:: Russia considers the rapprochement or integration into NATO of other countries of Central and Eastern Europe or the Caucasus as a direct threat, even though it does not pose any danger to its own sovereignty and territorial integrity. Instead of interpreting this process as a mere competition for influence, Russian leaders perceive it primarily as a military threat, which would even justify the use of force to counteract it. In the present article we investigate the social and ideational factors that have led to this securitization of NATO enlargement, preventing Moscow from adapting to the new game of alliances in a more pragmatic way. The concept of “ontological security” allows us to explain the consistency and permanence over time of these Russian perceptions, which are derived from its own subjective needs.

Abstract:: 500 nautical miles north of the city of Tromsø, off of the northern cape of Norway, lies the Svalbard Archipelago; a collection of islands nearly one fourth the size of continental Norway with a unique history and an even more unique status under international law. Since its official discovery in the mid-1500s Svalbard has generally been an area of peace and cooperation due in large part to its location on the fringes of civilization. However, Svalbard’s tranquility has been punctuated by periods of competition and conflict when profitable resources are at stake. From whaling in the 1700s, coal in the late 1800s, and fishing in the present, profit from natural resources has been a consistent driver of instability in the area. Outside of resource-driven tension, the island chain spent most of its pre–20th century existence as a de facto “no man’s land” or global commons, ungoverned by any one nation.

309. From Blue Stream to Turkish Stream: An Assesment of Turkey’s Energy Dependence On Russia

Abstract:: Turkey started imports of natural gas from Russia before the Cold War ended, establishing the basis of an important relationship for decades to come. Construction of Blue Stream pipeline was a major landmark after which Moscow consolidated its position as the major supplier for Turkish market. Despite efforts to dilute Russia’s dominance in natural gas imports, Gazprom still controls more than half of Turkey’s total consumption today. Turkish Stream pipeline, that will directly link Russia with Turkey, is being constructed under these circumstances even though the project does not solely target Turkish consumers but aims to reach European market in transit from Turkey. Two decades after the signing of Blue Stream contract, a comparison between those projects may explain how Ankara has fared with its energy dependence on Russia.

Abstract:: This paper analyses changes in the region’s states, and the evolution of Central Europe’s (CE) position in the international environment. Since forming in 1918, the new CE independent states have remained a focus for neighbouring powers and Western powers. The paper looks at the background for the historical, political, economic, demographic, cultural and geopolitical importance of Central Europe. Th ree essential periods can be distinguished, the first being the post-WW1 period, when after the downfall of Austria-Hungary and the weakening of Germany, Russia and Turkey, a number of independent states emerged. The lack of Western assistance and insufficient mutual cooperation meant that CE countries became subject to aggression from Berlin and Moscow. After WW2, the region was forcefully reintegrated into the Soviet Union – and its states were subjected to political, social, economic and cultural degradation. The downfall of the Soviet Union and democratic transition in the states of Central Europe contributed to the regional economic and security integration. EU membership and close ties to the USA forged significant possibilities for development and becoming a subject of European policy. Historical experiences show that Central Europe has had a significant impact on international security in Europe. The region’s states of increasing signifi cance have the capability potential to forge their own concepts of close regional political and economic cooperation.

Abstract:: It was early-1980s Leningrad, as St. Petersburg was known under communism, practically on the doorstep of the collapse of the Soviet Union, but so deep in the slough of communism that nobody would have considered it possible that a monumental change was in the offing. Bustling Moscow, where my then-future husband was serving at the same time, had a reasonable KGB to foreigner ratio. In the backwater of the one-time capital of the Russian Empire, the ratio was out of sight, more than 10-1. Still, it didn’t matter if you had five KGB thugs in black leather jackets dogging your footsteps or fifty. They always got what they wanted in the Soviet Union.

Abstract:: Consular officers at posts abroad face a range of difficult duties including informing relatives of a death abroad, counseling and helping victims of crime (do NOT go into Moscow’s underground street crossings late at night), visiting citizens arrested and jailed, refusing visas and dealing with the angry losing parent in a child custody fight. Still, we get a generous share of delightful duties like issuing passports and certificates of birth abroad, issuing adoption visas that give a child a route out of an orphanage to a family in the United States and informing an individual of an unknown claim to American citizenship.

314. The North Korean Air Force: A Declining or Evolving Threat?

Abstract:: North Korea's nuclear weapons and ballistic missile tests during the Kim Jong-un era have strengthened the country’s military power, deterring South Korea, Japan and, in particular, the United States. While North Korea's nuclear and missile capabilities are rapidly improving, parallel developments aren’t occurring in the traditionally technical air and air defense forces. Plagued with aging airframes, technical problems, parts shortages and budget shortfalls, the North Korean Air Force no longer challenges the South Korean and American air forces. This paper examines the North Korean Air Force, analyzing its organization and deployment, air defense and early warning capabilities, aircraft acquisition, and aircraft production. Shortfalls in each of these areas caused Pyongyang to develop, test, and operate an increasingly sophisticated drone fleet. While North Korea won’t be able to build a state-of-the-art aircraft industry, it will nonetheless find creative ways to strengthen its air force capabilities.

Abstract:: Moralization is an essential part of any geo-political game, and that is especially the case with countries such as the United States and Russia. Presently, Washington has become especially prone to playing the morality card. At least, that is the case with Hillary Clinton supporters who stated that the ugliness of Donald Trump is clearly manifested by his desire to overlook the noble principles on which American foreign policy has rested since the founding fathers designed it. Consequently, Trump’s desire to befriend Vladimir Putin, the authoritarian Russian President, is a clear departure from his basic principles. Moscow also likes to assure that Russia always follows high moral principles in its foreign policy design. Still, Kremlin residents mostly limited moralizing to an internal audience, whereas people in Washington made the moralization publicly known to an international audience, urbis and orbis, so to speak. A closer look at the Soviet/Russia and the U.S. relationship could reveal that it is not high principles, whatever they might be in the context of the prevailing ideological shibboleth, but rather it is pragmatism that defines their relationship. The image of both countries has followed the pragmatic model. This implies that the U.S. and Russia could well cooperate in the future despite hostile rhetoric that dominated discourse in Moscow and Washington – a rhetoric that might not disappear completely in the future.

Abstract:: Following the Soviet Union’s collapse, Ukraine and Russia maintained relations that at times were testy, but their differences largely appeared manageable. That changed in 2014, when the Kremlin used military force to seize Crimea and then supported armed separatism in the eastern Ukrainian region of Donbas. As a result, attitudes within Ukraine toward Russia have hardened to a considerable degree, and the appeal of Western institutions such as the European Union and NATO has grown.

317. Kazakhstan: Building a Nuclear-Safe World

Abstract:: As the 72nd session of the United Nations General Assembly convened on September 19, 2017, in New York to address issues with worldwide implications, significant attention was paid to nuclear nonproliferation and the threat that possession of nuclear weapons presents to the security of the entire international community. Addressing the Security Council, U.S. Secretary of State Rex W. Tillerson conveyed a comprehensive vision of reducing the threats emanating from weapons of mass destruction. First and foremost, Secretary Tillerson outlined the importance of highlighting the positive trajectories of nations that have voluntarily renounced their nuclear weapons. In this context, he said, “Kazakhstan is a particularly illustrative example of the wisdom of relinquishing nuclear weapons. In partnership with the United States, and aided by the Cooperative Threat Reduction Act spearheaded by U.S. Senators Sam Nunn and Richard Lugar, Kazakhstan opted to remove from its territory former Soviet weapons and related nuclear technologies, and [it] joined the Non-Proliferation Treaty as a non-weapons state.” This courageous decision by the leaders of Kazakhstan greatly reduced the prospect of nuclear weapons, components of nuclear weapons or nuclear materials and dual-use technologies from falling into the wrong hands. Nuclear weapons introduced complexity into relations with other countries, and they introduced the risk of miscalculation, accident or escalation. Kazakhstan’s actions represented a key step in that country’s becoming part of the community of nations. As a result of Kazakhstan’s letting go of nuclear weapons, the world does not look on Kazakhstan as a potential nuclear aggressor or a rogue state. It did not make enemies of its nuclear neighbors, Russia or China. Today Kazakhstan has overwhelmingly been at peace with its neighbors, and its trade relations are robust. This year, it hosted World Expo 2017, an event in Astana that showcased the sources of future energy and investment opportunities in Kazakhstan to attendees from around the world. This demonstrates that Kazakhstan is a modern nation making a substantial contribution to regional and international peace and prosperity. Kazakhstan has only benefitted from its early decision. In my previous career, I met President Nursultan Nazarbayev, the founding president of Kazakhstan, on many occasions and had the opportunity to ask him about this decision. He is more at peace with his choice than ever. He once remarked to me, “It was the best thing I ever did for our young country.” Indeed, the international community is well aware of the fact that one of the legacies of the former Soviet Union’s policy strategy in the aftermath of World War II and as a result of the Cold War arms race was building the new nuclear-weapons complex on Kazakhstan soil. The USSR leadership sought to use the country’s central geographical location to deploy Soviet nuclear missiles in a way that would reach even the most remote parts of the world and lead to the most devastating outcomes in affected areas.

Abstract:: U.S. policy faces numerous challenges in Central Asia, such as the decreasing U.S. military and economic resources in the region; Russian and Chinese hostility to a long-term U.S. military presence in Eurasia; restrictions on religious and other freedoms due partly to counterterrorism concerns; limited U.S. involvement in the region compared to other external players (like Japan as well as Russia and China); an undeveloped U.S. policy regarding regional multinational institutions; and the indifference and ignorance of U.S. business toward regional commercial opportunities beyond the energy sector. However, advocates of “America First” in the Trump administration do not see these threats as sufficiently serious to garner U.S. military intervention beyond occasional training, equipping, and intelligence sharing. Terrorism, drug trafficking, economic isolation, and human rights restrictions in Central Asia do not present an immediate existential threat to the United States, sowing ambivalence over the future of U.S. foreign policy in the region.

319. A comparative study: Where and Why does the EU Impose Sanctions?

Abstract:: The use of the EU instrument of political and economic sanctions has continually been rising since 1987. However, the sanctions are used differently according to geographic vicinity, political motivation, and which security objectives the EU promotes. Clara Portela explored the European sanction regime for the period 1987-2003 and showed that the EU has different political motivations and objectives for each region and that, in particular, geographic vicinity plays a significant role for the application for sanctions. This article relates to Portela´s analytic approach from 2005 and verifies her hypotheses for the period 2005-2015. In summary, the article shows that the EU still focuses on geographic vicinity and security relevance. Only the area of sanction application has changed, moving from Eastern Europe to the Middle East.

Abstract:: There are often misunderstandings among member states in international organizations (IO) regarding the legal nature of certain acts. Issues of privileges and immunities based on the principle of functional necessity, both inherent and implied powers, and the principle of good faith under common law are continuously criticized and debated by both member states and IOs alike. For this reason, international legal order can be a process of continuous transition and constant evolution. This essay analyzes the development and changes of legal norms in the European Union’s (EU) Common Foreign and Security Policy (CFSP). On that basis, it will unfold by looking at the EU’s legal structure to create a solid framework for understanding the current challenges for common European defense policy in relation to Russia’s involvement in Ukraine. Although there have been substantial legal improvements introduced by the Treaty of Amsterdam (effective 1999) and by the Treaty of Nice (effective 2003) to help clarify the ambiguous nature of the CFSP, its objectives remain wide and abstract. Abstract:: Insurgencies are often thought of as domestic conflicts between state and non-state actors seeking to challenge governmental legitimacy, overthrow the government, or take territorial control from the state. However, thinking about insurgency merely in terms of domestic affairs substantially limits our perspective, and might be misleading both in terms of theory and policy. In addition, the tendency of policymakers and scholars to focus their attention on counterinsurgency bears the risk of considering the solution before understanding all nuances of the problem. Seth G. Jones’ Waging Insurgent Warfare is truly a book about insurgency. Using both qualitative and quantitative methods, Jones analyzes how insurgencies start, strategies and tactics used by insurgent groups, their organizational structures, and their informational campaigns. The author devotes particular attention to the role of outside support for insurgencies from various types of actors including great power states. Finally, he addresses the issue of how insurgencies end. Only in the concluding chapter does Jones discuss the implications of the key findings of the book for counterinsurgency.

Abstract:: 2016 saw the so-called Islamic State (IS) in retreat following sustained bombardment and military attacks and airstrikes by the US-led coalition as well as Russian and Syrian forces. It has conceded large swathes of territory, towns and cities, and lost some of its top commanders and strategists and more than 25,000 fighters. The group‘s revenue has declined and so has the flow of new fighters. It has to contend with desertions, in-fighting and scarce resources. Its fall-back wilayats (provinces) in Libya have been lost and many in the liberated areas of Iraq and Syria are jubilant at its ouster after holding sway for more than 20 months. Its declaration of the caliphate is rejected by the Muslim world, which has denounced its acts of violence and misreading of religious texts. Since its formation, IS remains the object of condemnation and denunciation by the whole world. Even so, the terrorist threat posed by IS and its decentralised networks in 2016 shows no sign of abatement. Throughout the year, IS‘ active worldwide networks demonstrated the ability to plan, direct, train, recruit and radicalise from abroad, operating with impunity and surpassing the threat from Al Qaeda‘s old guard. The year saw a number of IS-directed or IS-inspired attacks by terror cells or ‘lone wolves‘ in major cities like Brussels, Nice, Orlando, Istanbul, Dhaka, Jakarta and Berlin resulting in thousands of casualties. Its propaganda machinery and online presence remain formidable, exploiting technology for communications, recruitment, finance, training and terrorist operations. IS has caused the displacement of millions and triggered a humanitarian crisis among refugees and in the battle zones. The group‘s extremism and violence have contributed to inter-religious tensions and discord, and strengthened anti-Islamist movements in the West. The stage is therefore set for 2017 to be a portentous and decisive year for IS and countries afflicted by the threat of terrorism. As IS loses control of Mosul and Raqqa in coming months, it will change strategy, focus and priorities. How it will change and what the impact will be are issues addressed by Rohan Gunaratna in his article on Global Threat Forecast, as well as in accompanying articles on the terrorism situation in selected countries and regions. As IS continues to lose ground in Iraq and Syria, it will transform itself from a caliphate-building entity to a terrorist organisation. It will seek refuge in its many wilayats and enclaves, and consolidate, expand and use them as launching pads to mount terrorist attacks. The group will continue with its strategy of expanding the ‘battlefield‘ to the West and elsewhere, and hit ‘soft‘ and easy targets. Overall, the terrorist threat will endure in the New Year and will continue to require effective counter-insurgency, counter-terrorism and counter-violent extremism measures.

Abstract:: This essay chronicles Vladimir Putin’s successful efforts to transform Russia from the flawed democracy of the 1990s to the fully fledged authoritarian regime it is today, with falsified elections; censorship of the major media outlets; and repression of the opposition. Yet there are growing numbers of Russians—especially among the young generation—who are prepared to stand up against autocracy and corruption, as demonstrated by the nationwide protests that began in 2017. In the author’s view, the trends (and the demographics) are not in the Kremlin’s favor, and this emerging movement will eventually succeed in bringing the rule of law and democracy to Russia. It is important for Western leaders to maintain dialogue with Russian society and to avoid equating Russia with the current regime.

Abstract:: Under Vladimir Putin, Russia’s ruling class again claims to represent a superior alternative to liberal democracy. How can we theorize this regime? Putinism is a form of autocracy that is conservative, populist, and personalistic. Its conservatism means that Putinism prioritizes maintaining the status quo and avoiding instability. Conservatism also overlaps with Putinism’s populism in crowd-pleasing broadsides against gay rights and feminism, but gives that populism a distinct cast when it comes to questions of social spending and interethnic or interconfessional relations. Finally, as a personalist autocracy, Putinism rests on one-man rule. Yet the identification of the regime with a single person may fatally undermine Putinism’s effectiveness in its self-appointed role as a bulwark against upheaval.

Abstract:: Georgia and Turkey have become important partners in the Caucasus region after the independence of Georgia in 1991. Two countries preferred to follow pro-West policies in their foreign policy against the Russian factor. They have geopolitical importance and geostrategic location for Russia throughout history. Abstract:: The matter of EU enlargement to the Western Balkans has become overshadowed by pressing issues such as Brexit, the rise of the radical right, and international terrorism. Notwithstanding the pressure to address these issues accordingly, increasing tensions and ethnic outbursts across the Western Balkan region are reason enough for the European Union to devote significant attention to accession talks. This article addresses the Western Balkan countries’ Europeanization process with consideration of Russia as an external actor. By assessing the candidate countries’ progress amid EU negotiations, the article suggests that the countries’ bilateral ties with Russia have an impact on the Europeanization process which is particularly visible in Chapter 31 Foreign, security, and defense policy of the acquis communautaire. The broader geopolitical framework that comprises the multifaceted relationship between the EU and Russia is crucial for understanding the dynamics of the EU-Western Balkans-Russia triangle.

Abstract:: The current stage of russia’s pivot to the east is the product of the second half of the 2000s largely as a belated economic response to the rise of asia, which opened new opportunities for the country’s devel- opment, especially for it eastern part. That rise made it possible to turn the ural region and the russian Far east from a mainly imperial burden – or a logistics base in confrontation with the West, sometimes a front line in rivalry with Japan or china – into a potential territory of develop- ment for the entire country. The expediency of making the pivot was substantiated by the fore- casted imminent economic slowdown of its main traditional partner, europe, and the deterioration of relations with europe and the West as a whole. The need for the diversification of economic ties and outside sources of development was becoming increasingly obvious. These assessments were backed up by a number of pronounced trends in the recent decade. First, these are the disintegration and crisis of the global order that the West has been trying to impose on the world since what it saw as its final victory. second is the process of relative de- globalization and the regionalization of the global economy and politics. and the third is the accelerating trend – related to the previous one – toward the politicization of economic ties, which made interdependence and dependence on one market comparatively less beneficial, if not sim- ply dangerous. Finally, the “asia for asia” trend prevailed over the “asia for the world” trend. Development in asia, especially in china, began to be increasingly oriented toward domestic and regional markets. Meanwhile, the process of spiritual and ideological emancipation of the formerly great asian civilizations, which in the past two centuries had been in colonial or semi-colonial dependence on the West, began to gain momen- tum. asian countries gained access to many achievements of the West, took advantage of the liberal global economic order that it created, became stronger, and began to claim a more appropriate place for them- selves on the world’s ideological and strategic map. The inevitability of the u.s. moving away (at least temporarily) from the role of a global hegemon, which came with a hefty price tag, became evident. Barack Obama set a course for domestic revival. however, old elites and inertia did not allow him to abandon costly and ineffective interventionism. Donald Trump strengthened the “self-isolation” trend. The u.s. has turned into a dangerous amalgam of residual intervention- ism and semi-isolationism. It is becoming increasingly evident that the u.s. seeks to create its own center, casting off some of its disadvanta- geous global commitments. a trend has evolved toward the formation of a hypothetically bipolar world through a multi-polar world with its inevitable chaos. One of its poles is based around the u.s. and the other is in eurasia. china seems to be its economic center, but the eurasian center will only materialize if Beijing does not claim the role of hegemon. however, whatever the case may be, it has turned out that once it has finally made a pivot to the east, russia has discovered many unexpected opportunities for itself.

Abstract:: ruSSiA’S poSition on territorial and border conflicts in east Asia arouses great interest. Most of these conflicts have deep roots in and are consequences of the cold War, primarily stemming from legal gaps in the system of interstate borders that is based on the San Francisco peace treaty. these conflicts include disputes over the South Kuril islands (“northern territories”), the Senkaku (Diaoyu) islands, and the tokto (takeshima) islands. in addition, there are numerous conflicts in the South china Sea (disputes over territories including the paracel and Spratly islands) that have more complicated histories and go further back into the past, including the colonial era. russia is involved in only one of east Asia’s territorial disputes, one with Japan, and is just an observer in the rest of them. russia’s line on those conflicts is very important from the point of view of its political and economic interests, which are determined by its trade and investment relations with the countries that are parties to those disputes. Many of the most acute conflicts are sovereignty disputes over islands and sea borders. essentially, they are disputes over economic con- trol of vast water areas in the east china Sea and South china Sea, which are rich in mineral and biological resources and are part of key interna- tional maritime communication lines. For russia, however, those com- munications are not as important as they are, for example, for Japan or South Korea, or even for china. russia is more reliant on the transit facilities of its eastern ports. the latter are used in shipping along the northern Sea route and in trans- portation to and from china more than they are in handling cargo transportation between east Asia and europe along the southern route passing through the Strait of Malacca. it was no accident that russia focused on that southern route in setting the agenda for the Asia- pacific economic cooperation (Apec) summit in vladivostok in 2012. As an outside observer in east Asian territorial conflicts with none of its geographical or economic interests affected by them, russia takes a more neutral position on them than countries to which such conflicts pose a direct threat of armed confrontation. the russian position is also determined by the economic develop- ment priorities of Siberia and the russian Far east as set by its “eastward turn” doctrine. Strategically speaking, russia needs good and stable eco- nomic, and hence political, relations with all key countries involved in east Asian processes of integration, processes that encompass all east Asian countries except north Korea. however, practically all east Asian countries with which russia is determined to maintain trade and investment partnership, including china, Japan, South Korea, and key Southeast Asian states such as vietnam, are embroiled in territorial or border conflicts. obviously, by siding with one of the parties to any of these conflicts, russia would jeop- ardize its relations with the other. russia cannot afford to make friends with one country by estranging another. it needs, showing the utmost discretion and delicacy, to achieve a subtle balance in its relations with various actors and to seek at least a fragile regional status quo. neither can russia ignore the fact that, by joining ad hoc blocs or coalitions formed to deal with territorial conflicts, it would risk being drawn into a conflict that might grow into war any moment.

331. Global Peaceful Change and Accommodation of Rising Powers: A Scholarly Perspective

Abstract:: Can the accommodation of rising powers in the international system be accomplished peacefully? Prof. Paul, in his recent publication, argued that if the established and status quo powers hold grand strategies which allow for peaceful accommodation, this is feasible. He clarifies the differences between accommodation and appeasement and the value of soft balancing, relying on institutions, economic diplomacy, and limited ententes as mechanisms for restraining the aggressive behavior of major powers. Variations in current US policies toward Russia and China are discussed. Non-accommodation of major powers as well as minor powers has major internal and external consequences. He concludes by arguing that contemporary rising powers, such as China and India, have much greater prospects of rising peacefully than previous era great powers, partially due to the opportunities offered by the globalization process. However, these states must initiate economic and developmental programs for other states, without neocolonial overtones, in order to increase global development and their own status. The discipline of IR has a special duty to encourage students and policy makers to develop strategies of peaceful transformation, rather than war, as the main mechanism of change.

Abstract:: While Russia’s military involvement in the war in Syria has received great attention, less focus has been directed at the foreign fighters from Russia and other post-Soviet states who have joined the Islamic State and other Jihadist groups. The emergence of these Jihadists has been a gradual process, which began in the 1990s, and it has now led to a situation where an estimated 7,000 Russians and 3,000 Central Asians are fighting in Syria. These figures present a challenge for the various states fighting the Jihadist groups, but they pose a much greater problem for the Russian and other national authorities, who will have to handle the fighters, when they return home.

Abstract:: A power transformation appears to be taking place in Asia, brought about by the rapid emergence of China and the relative decline of US influence. India has sought a way to cope with this new situation. India itself has been rising to prominence since the 1990s, particularly its nuclear weapon tests in 1998 onward. Since the start of the twenty-first century, India has been perceived as the next country to follow China in seeking a major power status. Although India has previously tended to conceal its power aspirations, in 2015 it declared its intention to be a leading power. This article elucidates this transformation through India's policy orientation on a local, regional, and global level and its key partnerships with Russia and Japan. India’s metamorphosis holds great implications for the transformation of power in Asia.

Abstract:: Scientific paradigm changes are frequently accompanied by the reconsideration of central terms and ideas. This article demonstrates how this process is currently underway in Russian anthropological studies [narodovedenie] as part of a broader move away from ethnography to theoretical ethnology. The article also shows lines of succession and divergence between various paradigms currently dominant in Russian anthropology, including primordialism and constructivism, and presents the author’s vision of a definition of “ethnicity”, instruments needed to study ethnicities, the nature of “ethnicity,” the underlying axioms on which ethnicities are conceptualized. An initial attempt has been made in the article to outline the central positions that would provide for a principally new ethnological paradigm by way of a new definition of the phenomenon of ethnicity.

Abstract:: Foreign activity (paradiplomacy) of local governments is one of the elements of Polish foreign policy and plays a special, positive role in the process of Polish integration with the European Union. This paper presents the results of the investigations concerning foreign activity of Polish local and regional governments with Russia. In particular, there is intensive cooperation with the Kaliningrad region, the only region bordering Poland and refers to the neighboring provinces of Warmia and Mazury and Pomorskie. Studies have shown, however, that 11 out of the 16 Polish provinces signed agreements with other regions of Russia and only 2 have no cooperation.

Abstract:: Concerns about state-directed cyber intrusions have grown increasingly prevalent in recent years. The idea that state principals can obfuscate their involvement in such attacks by delegating operational tasks to non-state agents poses a particularly significant challenge to international enforcement and remedies. Gaps in international law, coupled with obstacles to detection in such cases, may make it more difficult to bring sponsoring states to justice. This paper offers a roadmap for assessing the propensity of states to delegate to non-state actors and correct for false positives in standard (typically more technical) cyber attack attribution methods. I conclude that the conditions under which attacks are likely to have been backed by sponsoring states occupy a much narrower window than conventional wisdom suggests, and that the universe of transgressors can be identified when standard indicators overlap with specific conditions.

Abstract:: Venues for new music styles, some clubs and DJ bars in St.-Petersburg take form as places for gathering for certain milieus. To secure and retain the loyalty of regular patrons, and by extension to ensure the sustainability of the establishment, clubs tenders implement different mechanisms of social homogenization to keep out random or unwelcome visitors. Common techniques include face control, being in hidden locations, the limited diffusion of information, the specificity of music and ambiance, and carelessness for universal standards of service and welcoming. Though they don’t fully constitute exclusive communities, these venues explicitly value an extended social grouping and a sense of secure domesticity which facilitates spontaneous and informal interactions between strangers. From a relative anonymity to a familiarity between “close relations,” a whole range of intermediary situations become possible, thus enabling the emergence of rather new forms of sociability in a post-soviet metropolis.

Abstract:: This paper aims to explain that the stable situation of Belarus is important for Western Europe and why any fluctuations may present a challenge for European integrity and stability. Belarus, since the beginning of its independence in 1991 seems to show a great willingness to cooperate closely with Russia, claiming Western Europe and NATO as a potential enemy. In reality, the Belarusian position is much more complicated and ambiguous. Despite it’s close military cooperation with Russia, different tensions between Minsk and Moscow regularly happen and Belarusian authorities are still looking for new foreign partners and new energy suppliers (what was clearly visible in the last months of 2016 and the first period of 2017). Russia, old Belarusian partner, may actually even pose a threat for Belarus, so the country’s authorities have a hard challenge to maintain its stability. Western countries may be open for a new chapter of cooperation with Minsk but any rapid changes in Belarusian foreign preferences may result in unpredictable results and Moscow reaction that – in turn – would be very challenging for the whole European stability and security

Abstract:: When we think of national identity as a factor in China’s external relations, we normally focus on Japan or, for those bolder in their thinking, the United States. Few recently have put China’s policies toward Russia in that context. After all, the Chinese and Russians are adamant that their relationship eschews ideology or any other sign of national identity in favor of pure realpolitik. This paper takes exception to that interpretation, arguing that it would be difficult to understand the Sino-Russian relationship without paying close heed to the identity factor, not just from the Russian side, but seen in China’s views of Russia. Moreover, in the mid-2010s this factor has intensified, now favoring a closer relationship.

Abstract:: Back in the late 1950s, when Stalin was not long gone and the Soviet state remained our militarily powerful and dangerous adversary, the State Department’s basic office for dealing with the Russians was a Soviet desk composed of just four members of the Foreign Service and four from the Civil Service, the latter including an archivist and two stenographers. There were of course other Washington offices that had to do with the USSR, in State as well as in CIA, Commerce, the FBI, the Pentagon, and USIA; but we were the primary interface wth the two embassies, the Soviet in Washington and ours in Moscow. Shortly before Christmas in 1957 I became the junior Foreign Service officer on the Soviet desk, after completing the then three-month orientation course for new FSOs at the Department’s Foreign Service Institute.

Abstract:: El presente artículo hace un recorrido de las relaciones de la UE y Rusia en la última década y constata el deterioro en las relaciones bilaterales. La Rusia de Putin se ha convertido en un jugador geoestratégico muy activo, con un comportamiento inquietante, rompiendo equilibrios de la escena internacional que se arrastraban tras el final de la guerra fría. Rusia es una prioridad de la política exterior y la seguridad europea en la nueva Estrategia Global de Seguridad, pero ha llegado a ser también un formidable competidor. Este aspecto tendría que haber vertebrado más esta sección de la Estrategia que no resulta convincente. Simultáneamente, la cuestión que no queda clara es qué instrumentos tiene la UE para la defensa de sus vecinos cuando pueda ponerse en cuestión la soberanía o la defensa territorial, cuestión que va más allá del apoyo a la resiliencia de estos vecinos.

Abstract:: In the final months of 2015, China-Russia interaction started with President Putin’s state visit to China and ended with the 20th annual prime ministerial meeting in Beijing. While Putin’s visit was full of historical and geopolitical symbolism, the prime ministers meeting was geared for substance, aiming to energize bilateral economic relations against the backdrop of Western sanctions against Russia and China’s economic slowdown. In between, Chinese and Russian leaders met at multilateral forums, and a $2-billion sale of 24 Russian Sukhoi-35 fighter-bombers to China after eight years of negotiations was finalized. Meanwhile, the world witnessed Russia’s intervention in the Syrian civil war, the European refugee crisis, the Paris massacre, and the rise of anti-establishment forces across the West. The apparent warming of Sino-Russian relations led to another round of questions: were they moving toward an anti-West alliance?

Abstract:: The first months of 2016 witnessed a significant escalation of tension in Northeast Asia following North Korea’s fourth nuclear test on Jan. 6. The test, coupled with renewed US-ROK interest in deploying the Terminal High-Altitude Area Defense (THAAD) system, presented China and Russia with a “double-layered predicament”: nuclear proliferation on the heavily militarized Korean Peninsula and a direct threat to their nuclear deterrence posture. Meanwhile, talk of a Sino-Russia alliance was back on track in China. In reality, however policies of the two powers seemed to go in different directions. Russia continued to surprise the world, including China, over its involvement in Syria. For China, the “One Belt, One Road” initiative took Xi Jinping to three major Muslim nations (Iran, Saudi Arabia, and Egypt) in January. China also dispatched its own Syrian special envoy and initiated a mini-security alliance with Afghanistan, Pakistan, and Kyrgyzstan to the displeasure of Moscow. By the end of April, the two countries announced they would conduct their first-ever joint anti-missile drills in Russia.

Abstract:: The China-Russia relationship was both extraordinary and ordinary. On one hand, both sides were visibly, albeit reluctantly, moving toward more security-strategic coordination to offset growing pressure from the US and its allies. On the other hand, they continued to interact with a mix of cooperation, competition, and compromise for interests and influence in a range of areas including trade, investment, and regional development. Neither trend was definitive, given the complex dynamics between the two, as well as their respective relations with others, which are beyond the control of Moscow or Beijing. The asymmetry between “high” and “low” politics in their bilateral ties may be normal, if not necessarily desirable. Nevertheless, the scope, speed, and sustainability of the emerging Sino-Russian strategic alignment deserve careful scrutiny.

Abstract:: This paper investigates the role of Soviet-style “active measures” as an element of modern Russian “political warfare.” These techniques were commonly used during the Soviet-era, encompassing a broad range of influence activities, including: covert media placement, forgery, agents of influence, “friendship” societies, front organizations, and more. Today, in Putin’s Russia, these active measures are once again in use, updated for digitally interconnected “global information space.” The paper begins with an introduction to active measures, then discusses their role in Soviet foreign policy and the attempts by the American “Active Measures Working Group” to counter them. The paper then describes how the Soviet active measures playbook has been updated for the modern era, using three case studies as examples. The paper concludes with a discussion on strategy, reproducing a number of recommendations from key publications.

Abstract:: As the post-cold-war unipolar system transforms into a polycentric one, it becomes more complex and less predictable. The new system may be crushed with less effort than needed to keep it on track. The polycentric international system, as it emerges, suffers from hybrid threats. They are difficult to identify and predict. Russia pioneered exploiting the new vulnerabilities to gain unilateral advantages. Russia's hybrid war against Ukraine was just a starting episode of her wider attempt to crush the whole world order. Responsible world powers have either to fix the vulnerabilities of the polycentric world, or to block malicious attempts to exploit it.

Abstract:: Russia’s non-standard intervention in Ukraine was accomplished in four major areas—the economic system as a whole, the energy and security sectors, and information policy. The deliberate policy of the Kremlin has transformed Ukraine into economically fragile and institutionally weak nation. Due to efforts of former regime and Russian intelligence agencies, main Ukrainian government institutions were involved in semi-legal, semi-criminal transnational business scheme. Macro-financial vulnerability of Ukraine, in conjunction with a strained economic structure, proved to be the necessary and sufficient conditions for preparing and implementing hybrid aggression. The Ukrainian precedent might be replicated as a special operation to destroy statehood, whereby disruption is achieved through the escalation of internal political and economic challenges. One universal means of undermining statehood in an era of hybrid wars is to encourage corruption among holders of the highest office.

Abstract:: The idea that international conflict might be seeing more hybrid warfare and hybrid threats has animated debate among security and defense establishments in the run-up to NATO’s 2016 Warsaw Summit. While the Alliance has located the issue of hybrid war in the specific context of the Russia/Ukraine crisis and in 2014 triggered efforts to prepare NATO to effectively meet hybrid warfare threats, the scope of the challenge is much wider and the core dynamics are often located outside of the military realm. The article reviews the recent conceptual debates about hybrid warfare, suggesting that hybrid conflicts defy our attempts to press them into known categories and locate them clearly on a spectrum of war and peace. NATO Member States will have to invest in resilience and conventional deterrence to counter hybrid threats.

Abstract:: The current war in Ukraine has highlighted the fact that in this new age of warfare non-state actors play a larger role than ever before. The influence of the media, think tanks and academia, religious groups, organized crime, war militias, NGOs and GONGOs, and the Ukrainian diaspora is pervasive. Kremlin-controlled media coverage of the war in Eastern Ukraine, including the downing of the MH-17 jet, is offset by the newer grassroots pro-Ukrainian media outlets such as Ukraine Today. Think tanks and academia focused on Ukraine and Russia are also battling for visibility in the government and among the populous. The impact of religious groups on the Ukrainian conflict is best featured in the Russian Orthodox Church’s rationalizing the invasion of Crimea as Russia’s divine right. The Ukrainian church, a subset of the ROC, has broken off and played a proactive role in assisting the war effort by pro-Ukrainian militias. The almost concurrent rise of militias and organized crime in Ukraine pose as a precarious issue for the future of the country. As the government is incapable of regaining sovereignty of its territory, stand-alone militias have risen to fight the Russian invasion in Eastern Ukraine. Organized crime has capitalized on the instability of the region, and with the annexation of Crimea, a new system of black market activities has been opened. The outside world is taking an interest in the Ukrainian plight, as well as in the form of NGO support, and in the case of Russia, GONGOs to promote policies in line with their agendas. The Ukrainian diaspora has also fought to influence policy making towards Ukraine, forming committees and sending supplies to the front line. It is unclear how much influence these non-state actors will have in the future of Ukraine, but it is quite certain that they each play a significant role in the way the conflict is perceived.

Abstract:: The Gray Zone represents a space between peaceful state rivalries and war. Within this space actors have developed hybrid strategies to extend their influence. This concept of conflict is best illustrated by Russia’s actions in Eastern Ukraine in 2014. Gray Zone doctrine leverages ambiguity to create an environment in which adversaries are unable to make strategic decisions in a timely and confident manner. Cyber Operations, because of the attribution problem, lend themselves to this kind of conflict. This article explores the interactions between the Gray Zone and cyber operations and considers questions which NATO must address in order to adapt.

Abstract:: The success of the Russian Federation in Ukraine and the annexation of Crimea attest to the fact that the hybrid warfare constitutes an effective tool for achieving political objectives. This article evaluates the nature of hybrid warfare based on theoretical publications on the art of war and doctrinal documents of the Russian Federation, and characterizes the practical dimensions of hybrid warfare. It can be concluded on that basis that hybrid warfare and organized crime constitute real threats to European safety and security. Abstract:: Scientific paradigm changes are frequently accompanied by the reconsideration of central terms and ideas. This article demonstrates how this process is currently underway in Russian anthropological studies [narodovedenie] as part of a broader move away from ethnography to theoretical ethnology. The article also shows lines of succession and divergence between various paradigms currently dominant in Russian anthropology, including primordialism and constructivism, and presents the author’s vision of a definition of “ethnicity”, instruments needed to study ethnicities, the nature of “ethnicity,” the underlying axioms on which ethnicities are conceptualized. An initial attempt has been made in the article to outline the central positions that would provide for a principally new ethnological paradigm by way of a new definition of the phenomenon of ethnicity

Abstract:: This article points out the cataclysmic power shift that would take place in the event of Saudi Arabia’s descent into political turmoil, and briefly covers some of the catalysts that could bring about such an event. Overall, the oppressive policies towards the Shia minority carried out by the Sunni-dominated Saudi monarchy are detrimental to the country’s national security. The religious disparities in the country have given the monarchy’s enemies—primarily Iran and Russia—a weakness to exploit. This article does not give evidence of any clandestine operations taking place within the Kingdom; however, it gives evidence that Iran and Russia have much to gain and virtually nothing to lose if the country was to spiral into violence like so many others in the region.

362. Russia's "Hybrid" War -- Challenge and Threat for Europe

Abstract:: Russia’s aggression against Ukraine that started in February 2014 with the annexation of Crimea and is still going on in Donbas, demonstrated critical vulnerability of the Western world to Kremlin’s “hybrid warfare” policy. The West, divided and burdened with internal problems (“migrant crisis”, Brexit) and external challenges (D. Trump “effect”, Syrian war), is experiencing a critical deficit of unity and coordination of actions toward Russia, lack of public awareness as to the nature and goals of Putin’s regime, fears of nuclear confrontation with Russia. Meanwhile, the far-right political movements, Euroscepticism, populism, isolationism – i.e., “LePenisation” of Europe – may gain ground after the elections in France and Germany. (Quite telling in this context have been the recent elections in Bulgaria and Moldova, where pro-Russian socialists won). All of this is happening amid total depreciation of global and regional security structures, and is threatening not only with escalation of conflicts on the continent, but also with destruction of the European community. The Western world has not generated adequate and effective means, mechanisms and policies to counter Russia’s hybrid expansion. On the contrary, there is an increasing threat of disintegration of a single “sanctions front”, which Kremlin will view with impunity and encouragement for further active actions. The conflict in Syria has proven that Kremlin’s imperial policy is not limited to the post-Soviet space, and Ukraine is just a springboard for further expansion. In the past three years, the Russia-Ukraine conflict has become deep-rooted and long-term causing tectonic changes in relations between Kyiv and Moscow. Russia’s aggression has inflicted unprecedented human, territorial, economic losses on Ukraine, and from the entire range of bilateral relations (not to mention the war itself), for a long time to come has left Ukraine only the format of confrontational coexistence with Russia – limited, forced, and cold – depending on the unfolding situation. The Russia-Ukraine hybrid war is not a local, peripheral conflict. Kremlin’s aggression poses a threat not only to Ukraine’s statehood and sovereignty, but also to the unity of the EU and, in general, to the political structure of Europe. Therefore, finding adequate, effective forms of response, developing a common policy of countering Russia’s expansion is critically important.

Abstract:: The severe and fast-evolving Ukraine crisis has required a great concentration of Russia’s political efforts and is having a massive impact on Russian policymaking, including in the Middle East. This region provides the best opportunity for Moscow to reassert its status as a key player in the global arena, and the deep fall of oil prices makes Russia particularly attentive to regional conflict developments. One of the main motivations for Russia is the pronounced desire to demonstrate its capacity to thwart US policy, but another is to prove its value to China as a strategic partner. Russia’s reach remains limited but it will continue to look for opportunities to make a difference.

364. Revolution, Civil War, and the 'Long' First World War in Russia

Abstract:: This essay has two related themes. The first is the causal link between the First World War and the Russian Revolution. The second is the periodization of Russia’s crisis; in particular the essay examines the ‘continuum’ between the First World War, the 1917 Revolution, and the Civil War of 1917-20 which formed, for Russia at least, a ‘long’ First World War. The link between war and revolution is important, especially as Imperial Russia was the only major participant in the Great War to fall victim to radical political overturn during the conflict, and the only one which continued to fight in 1917 after a drastic change of government. One of the most famous documents relating to the war-revolution link was a memorandum written by P. I. Durnovo to Emperor Nicholas II in February 1914, six months before the outbreak of the Great War. Durnovo had been Minister of the Interior during the 1905 Revolution; following his ministerial appointment he was one of the leaders of the State Council. The 1914 memorandum warned about the extreme danger of becoming involved in a war with Germany. [I]n the event of defeat, the possibility of which in a struggle with a foe like Germany cannot be overlooked, social revolution in its most extreme form is inevitable .... [I]t will start with the blaming of the government for all disasters. In the legislative institutions a bitter campaign against [the government] will begin, followed by revolutionary manifestations throughout the country, with socialist slogans, capable of arousing and rallying the masses, beginning with the complete division of the land and succeeded by a division of all valuables and property. The defeated army, having lost its most dependable men, and carried away by the tide of primitive peasant desire for land, will find itself too demoralized to serve as a bulwark of law and order. The legislative institutions and the opposition parties of the intelligentsia, lacking real authority in the eyes of the people, will be powerless of stem the popular tide, aroused in fact by themselves, and Russia will be flung into hopeless anarchy, the end-result of which cannot be foreseen.1 Durnovo died in 1915 and did not live to see how closely his fears would correspond to reality. However, since his Memorandum was published by the Soviet historians in 1922 it has been noted for its predictive quality; a recent Russian biography was published with the title ‘Russian Nostradamus’.2 Meanwhile, the notion of continuum has recently become an important theme in the study of early twentieth-century Russia, as the centenary of those events is reached. A major international research project, ‘Russia's Great War & Revolution’, is currently under development; it aims to ‘fundamentally transform understanding of Russia's “continuum of crisis” during the years 1914-1922’. The key phrase comes from the subtitle (Russia's Continuum of Crisis, 1914-1921) of a 2002 book by Peter Holquist’s on the Don region.3 To make more sense of both the link between war and revolution and the continuum, the period 1914-1920 can be divided into four periods - 1914-1917, 1917, 1917-18, and 1918-20.

Abstract:: Many Western leaders point to the Arctic as a zone of cooperation—and we have observed such cooperation with the formulation of the Arctic Council, joint scientific endeavors, Search and Rescue agreements, and the very recent Arctic Coast Guard Forum—but disputes between Russia and other Arctic nations in regions to the south have raised concerns in certain quarters. While an ongoing struggle for dominance over the Northern Sea Route and Northwest Passage and competing continental shelf claims may reflect these tensions, tit-for-tat military exercises and plans for expanded military infrastructure in the Arctic certainly do. The Russian government recently announced completion of a new military base in Franz Josef Land capable of supporting 150 soldiers, as well as its intention to rebuild six existing airfields. While such a nominal increase in military personnel posted to the Arctic may merely be seen as a posturing act, taken in context with Russia’s recent actions in Europe and the Middle East, it might also be seen as a bold move to project power from a previously overlooked region.

367. A Useful Pause in Arctic Drilling

Abstract:: Until last year, drilling for oil in the Arctic was the subject of considerable discussion focused not only on the potential impacts of Arctic resources on the oil market, but also on the environmental and geopolitical implications of opening this area to development. Prospects for Arctic drilling dimmed considerably in 2015 when Shell decided to abandon its ambitious drilling efforts in the Burger Field in the Chukchi Sea, writing off several billion dollars in the process. The recent collapse in oil prices has probably put a stop to Arctic drilling for the time being, and this pause may prove useful in resolving some of the outstanding issues.

368. Russia's Arctic: A Necessary Space for Dialogue

Abstract:: Over the weekend of November 21st, 2015, Russia flew 141 sorties over Syria, hitting 472 targets in eight different provinces throughout the country.[1] While the deployment of the Russian Air Force over Syria has been in full affect since last September, the events of November 20th proved to be unique. Two of the TU-160 blackjack bombers that participated in the weekend’s campaign took flight not from a base in southern Russia, but rather from Olenegorsk Airbase on the Kola Peninsula of the Russian Arctic.[2] The two bombers traveled southwest along the coast of Norway, skirting United Kingdom airspace, turning east through the straits of Gibraltar, and achieved their goal of firing cruise missiles on Syria from the eastern Mediterranean. After their mission was complete, they flew northeast over Iran and the Caspian Sea to their home base in Engles, Saratov Oblast, in Southern Russia.[3] In total, the flight lasted 16 hours, with the aircraft traveling 8,000 miles, while motivating Norway[4] and Britain,[5] among other nations, to scramble fighter jets in the process. Presumably, the Russians chose such a circuitous route along the edges of Europe to demonstrate its long range bombing capabilities. In doing so, the Russian Federation also showed the rest of the world that its capabilities might rival those of the United States, proving that Russia too could attack targets all throughout the world. This use of an Arctic airbase for active bombing missions also marks a turning point in history; not even during the Cold War did the Russians demonstrate Arctic-based military capabilities with such expansive reach.[6] While this mission did not focus on targets within the Arctic, the use of an Arctic base for active bombing missions draws attention to Russia’s military buildup in the region...

369. Arctic Strategy: Trust the Invisible Hand

Abstract:: On April 18, 1775, Massachusetts businessman and U.S. revolutionary Paul Revere alerted fellow patriots that British military action against the rebellion in Boston would come by sea rather than by land. The warning that “the [British] regulars are coming” was a verbal intelligence report. It was based on what Revere and his associates had seen with their own eyes. They interpreted the visual data correctly; British military action came the very next day via an initial naval landing of troops that engaged in the first battles of the United States’ Revolutionary War. Intoning the urgency of Mr. Revere, these U.S. analysts and Alaskan politicians seek to inspire a sense of urgency within United States decision-making, warning that the Russians are coming to dominate the north. While taking exhaustive notes on the ambiguous “duality” in Russia’s Arctic policies, the pessimists have nonetheless quickly resolved this open question and pronounced with alarm the fear that Russia is secretly deploying a “new ice curtain,” meaning actions to deny the United States access to the allegedly vital Arctic region.

370. The Realities and Challenges of Russia's Northern Sea Route

Abstract:: The development of the Northern Sea Route (NSR)[1] across the top of Eurasia is tied directly to Arctic natural resources and the future economic security of the Russian Federation. This national Arctic waterway has two primary purposes: to maintain marine access in all seasons to the Russian North’s remote regions for an effective sovereign presence, security, law enforcement, and supply (to coastal communities and government outposts), and also to facilitate the movement of natural resources out of the Russian Arctic to global markets. It is the latter purpose, as a marine transportation corridor, that garners international attention and is linked firmly to the regional development of Siberian onshore and offshore resources. However, the NSR is unlikely to be a major global maritime trade route in the coming decades that will attract large numbers of container ships away from the Suez and Panama canals. Certainly plausible are niche markets, more limited but economically viable roles, between the Pacific and Europe where trans-Arctic voyages can be established and maintained on a seasonal (summer) basis. But the majority of the new Arctic marine traffic will plausibly sail on voyages along the NSR with bulk cargo ships, liquefied natural gas (LNG) carriers, and tankers carrying resources out of the region to European and Pacific-rim markets. The length of the NSR navigation season has yet to be established as it will be maintained in the future by a fleet of nuclear and non-nuclear escort icebreakers, several of which are being constructed today in Russia. According to Russian Arctic shipping experts, it is highly plausible the NSR will develop in future decades as a ‘seasonal supplement’ to the Suez Canal route.[2]...

Abstract:: This paper aims to analyze the construction and transformation of the post-Soviet security perspectives of Georgia and Ukraine in the context of the post-Soviet Russian foreign policy in the “near abroad,” quite often termed the “legitimate sphere” of Russian influence by high-ranking Russian officials. This inquiry covers the panorama of the foreign policy in post-Soviet Russia across the FSU, from the early 1990s through to the present, where Georgia and Ukraine’s independent and pro-Western orientation are the main issues securitized for the Russian Federation. Accordingly, the maintenance of territorial integrity has become a security priority for Georgia since the early 1990s and will most likely be Ukraine’s top concern after the Crimean occupation by the Russian Federation in March 2014 and the subsequent developments in Eastern Ukraine. Therefore, it could be claimed that post-Soviet Russian and Georgian/Ukrainian security strategy (following peaceful revolutions) represent a zero-sum game.

Abstract:: The paper deals with the processes of overcoming Russian 'colonial' impediments to the creation of symbolic spaces for the emergence of a new national self - consciousness in Kazakhstan. The paper highlights the importance of Nazarbaev's decision to transfer to and construct a new capital Astana in fostering the ideas of national identity and ethnic belonging. Therefore, an attempt has been made to observe the phenomena of urbanization and reformulation of state symbols in explaining both ethnic and civic mec hanisms of influences on people's consciousness. Additionally, the works of various Kazakh intellectuals and cultural figures have been taken into consideration to examine the notion of Kazakhness and its' contribution to the development of the Kazakh nati onal identity. Content analysis of architectural design of Astana and state symbols is essential to understand the vision of Kazakhstan's imagined future.

Abstract:: The term “indigenous” refers to the ethnic minorities within a state but without a state. Generally, the indigenous groups are located across neighboring states. The Roma people in Europe are one of the significant examples of indigenous people that are located across Central and Eastern European states without a state of their own. As the indigenous groups have unique social, cultural, economic and political characteristics, they are distinct from those of the society in which they live. Their language, knowledge systems and beliefs differ from the society as well. Due to their cultural differences, the diverse indigenous peoples share common problems also related to the protection of their rights. They strive for recognition of their identities, their ways of life and their right to political representation and participation. As a result, a special set of political rights have been set to protect them by international organizations such as the United Nations. The United Nations have issued a Declaration on the Rights of Indigenous Peoples to guide state policies in order to protect the collective rights of indigenous peoples, such as their culture, identity, language, and access to employment, health, education and natural resources.

Abstract:: Nazrin Mehdiyeva's work is elegantly argued and timely volume on small states and energy politics; however, in looking to contribute to both of these literatures, she opens up questionable points in her book. Her main aim was to understand the conditions that allowed Azerbaijan to pursue an autonomous foreign policy after the Cold War while focusing on energy's role in the context of global energy insecurity. Mehdiyeva's structure relies on a simple and clear deductive narrative. Chapters 2 and 3 focus on small state literature and its application in Azerbaijan's institutional context; 4 focuses on Russia, the main 'antagonist' in the narrative, and 5 on the Caspian sea issue; while 6 and 7 deal with alternative allies in the form of Turkey and the United States. The last chapter concludes with the author's projection of future foreign policy.

Abstract:: The Winter Olympic Games in Sochi and the annexation of Crimea were two major international events in which Russia engaged in early 2014. In spite of all the divergence in the logic underpinning each of them, four concepts strongly resonate in both cases. First, in hosting the Olympics and in appropriating Crimea, Russia was motivated by solidifying its sovereignty as the key concept in its foreign and domestic policies. Second, the scenarios for both Sochi and Crimea were grounded in the idea of strengthening Russia as a political community through mechanisms of domestic consolidation (Sochi) and opposition to unfriendly external forces (the crisis in Ukraine). Third, Sochi and Crimea unveiled two different facets of the logic of normalisation aimed at proving - albeit by different means - Russia's great power status. Fourth, one of the major drivers of Russian policy in both cases were security concerns in Russia's southern flanks, though domestic security was also an important part of the agenda.

Abstract:: The crisis in Ukraine has turned the tables of the post-Cold War relationship between the United States and Russia. The ongoing transformation can result in a number of outcomes, which can be conceived in terms of scenarios of normalisation, escalation and 'cold peace' - the latter two scenarios being much more probable than the first. NATO ought to shore up its defences in Central and Eastern Europe while Washington and its allies engage in a comprehensive political strategy of 'new containment'. This means combining political and economic stabilisation of the transatlantic area with credible offers of benefits to partners in the East and pragmatic relations with Russia which are neither instrumentalised (as was the case with the 'reset') nor naïvely conceived as a 'partnership'.

Abstract:: Russia's actions towards Ukraine in 2013-14, which inaugurated a new Cold War in its relations with the West, presented a dilemma to Russia's allies: whether to align themselves with Russia's choices or pursue a more independent course of action. The leadership of Belarus, Russia's closest ally, chose the latter option both by establishing dialogue with the interim government and President of Ukraine, Oleksandr Turchinov, considered illegitimate in Russia and, later, by being present at the inauguration of Petro Poroshenko on 7 June 2014 and downplaying Russia's position on the 'federalisation' of Ukraine as the only way out of the country's instability. The perspective of the intra-alliance security dilemma helps explain the divergence of views between Russia and Belarus, while pointing to the changing position of the parties towards the Eurasian integration project.

Abstract:: The global issue of humanitarian intervention has become more pronounced and complicated in recent years due to increasingly diverging views on addressing security crises between the West on one side and Russia and China on the other. Despite their support for the principles of 'Responsibility to Protect' (R2P), both Russia and China are wary of Western intervention in internal conflicts after the Cold War and have become increasingly critical of Western-led armed intervention in humanitarian conflicts. Unease in Beijing and Moscow over the multilateral intervention in the 2011 Libyan conflict and their ongoing opposition to Western policies in the Syrian Civil War since 2011 would seem to point to ever more coincidence in their negative views of American and Western intervention policies. A conventional wisdom has thus emerged that there is something akin to a Sino–Russian 'bloc', with near-identical policies of discouraging armed intervention within state borders under the aegis of humanitarian intervention or the R2P doctrine, signed in 2005 (2005 World Summit). However, closer examination of Russian and Chinese positions on the Libyan and Syrian conflicts, drawing on normative and identity perspectives, reveals significant differences in how both states address intervention in civil conflicts involving human rights emergencies. Indeed, the Libyan and Syrian cases suggest that the distance between the two states on 'acceptable' policies toward international intervention in civil conflicts may actually be increasing. While Russia has assumed the role of the 'loud dissenter' in global dialogs on humanitarian intervention, China has opted for the position of a 'cautious partner'.

In the first section, the article critically reviews previous research and literature on Martens and discusses the importance of the Martens diaries that are preserved in a Moscow archive. In the second section, the article offers an intellectual portrait of Martens and analyses the main elements in his international legal theory as expressed in his textbook. In particular, his claim that international law was applicable only between 'civilized states' is illuminated and discussed.

Abstract:: In contrast to the inactivity in Sino-Russian relations in the first four months of the year, strategic interactions went into high gear in mid-year. It started on May 8 with the largest military parade in post-Soviet Russia for the 70th anniversary of the Great Patriotic War and ended on Sept. 3 when China staged its first-ever Victory Day parade for the 70th anniversary of its war of resistance against Japan’s invasion of China. In between, the Russian and Chinese navies held two exercises: Joint-Sea 2015 (I) in May in the Mediterranean and Joint Sea-2015 (II) in the Sea of Japan in August. In between the two exercises, the Russian city of Ufa hosted the annual summits of the SCO and BRICS, two multilateral forums sponsored and managed by Beijing and Moscow outside Western institutions. For all of these activities, Chinese media described Sino-Russian relations as “For Amity, Not Alliance.”

Abstract:: For over a year now, the crisis in and over Ukraine has been a stable fixture among the top issues of concern and deliberation internationally. The subject has become a point of polarized debate, with most contributions favoring one side or the other between the collective “West” and Russia. Similar to most trending debates, especially those as divided as this, the discussion has tended to simplify the issue by lumping everything into singular categories, be they “Russian imperialism,” “American conspiracy,” “Ukrainian fascism,” or “the new Cold War.” However, the matter is far more complex. This essay offers a mostly non-aligned analytical overview of the positions of five Central Asian countries on the subject. What these countries’ stances elicit is the complexity of the problem and the many-sided effects and challenges the involved and surrounding parties need to face, where it is far from obvious why a country takes this or that stance, or—even more tellingly—why it appears to vacillate. From such an overview, a number of more general conceptual rewards can be derived.

Abstract:: Russia has been an empire for centuries. After the fall of communism and the disintegration of the Soviet Union, many countries saw a chance to build a new world order and a new international and European security system. But for Moscow, the last 15 years were simply an aberration to be rectified rather than the new reality. Currently, we are witnessing the Russian Federation attempt to rebuild its sphere of influence and restore its borders to what they were during the time of the Cold War. The first sign of Russia testing this plan was the Russo-Georgian war in August 2008. After a poor reaction from the West, Moscow decided to pursue another confrontation, this time going much further, challenging the limits of the possible – the annexation of Crimea in March 2014 and the conflict in Eastern Ukraine, ongoing from April 2014. With the lack of a strong response from the Western countries, one can assume that Russia is on its way to rebuilding its imperial position and will continue to grasp for control of other territories.

388. A Look Back at NATO’s 1999 Kosovo Campaign: A Questionably "Legal" but Justifiable Exception?

Abstract:: It was the last European war in a bloody century of European wars. Less than ten years after the collapse of the Berlin Wall, the 1999 Kosovo War—Operation Allied Force, as the North Atlantic Treaty Organization (NATO) referred to it—was unique in many respects. From the perspectives of both international law and the law of armed conflict, it significantly challenged the limits of jus ad bellum, the international laws of war governing the circumstances under which nations are permitted to use force, as well as jus in bello, the laws of war relating to proper conduct in war.[1] After decades of a NATO-Warsaw Pact standoff in Europe and proxy wars elsewhere it was not self-defense, but rather humanitarian considerations, that drew the NATO Alliance, with the United States in the forefront, into this conflict. While the seventy-eight-day NATO bombing campaign captured the world’s attention, not long after its conclusion this military operation began to fade from the public memory. Beyond the Balkans, a little more than two years after the Kosovo War’s conclusion, the traumatic events of September 11, 2001, would virtually remove global examination and recollections of the Kosovo conflict from the agenda. The United States and much of the world embarked on an entirely new, 21st century ideological and combative struggle: fighting the scourge of terrorism. Nevertheless, the Kosovo War has alternatively been referred to as a reference point by Americans who have sought a response to the Syrian conflict as well as by Vladimir Putin as justification for his claims to Crimea and the “protection” of Russian nationals. Some sixteen years after the Kosovo conflict and Operation Allied Force, it is worth asking: are there any insights to be recalled and gained from this conflict? What has been the war’s effect on the law of international armed conflict to date? Is Mr. Putin right to refer to the Kosovo campaign as his justification for the use of force, either implied or explicit, in Crimea or greater Ukraine? It will be argued here that in spite of significant concern and warnings then that the Kosovo campaign would provide a dangerous precedent for international law and even global stability,[2] it has had a nominal if not negligible effect on the body of international law as informed by jus ad bellum. In spite of Mr. Putin’s attempts to try to identify it as a precedent, the Kosovo campaign was indeed an exception. While it was characterized as a messy and “ugly” affair,[3] it did accomplish what it intended to do: stop the killing of potentially tens of thousands of Kosovar Albanians and the expulsion of hundreds of thousands more from Kosovo, ultimately providing them with a better and more secure life than was possible in the pre-Kosovo campaign period.

389. Kosovo 1999 and Crimea 2014: Similarities and Differences

Abstract:: Since the so-called Kosovo conflict of 1999 the views of states, including those of major players, have been divided as to whether it was a humanitarian intervention or the collective aggression of NATO member states. In 2014 the Russian Federation annexed Crimea and Sevastopol (formally separate entities) to its territory. Since then the argument has shifted and the current disagreement centers around how we should assess these two changes of territorial status quo (Kosovo and Crimea) in Europe. The situation is further complicated as states wish to present their actions as moral and legal (the general expectation is that they do so). This results in a situation where the dominant discourse is supposed to support the aspirations of states both in the east and in the west. The main effort of each party goes in countering the other’s position. It is difficult to get hold of a reliable set of facts, as these are presented selectively by the different parties. A further challenge arises in that different fields are not kept distinct from one another, and hence the legal and political analyses are often used interchangeably and with insufficient differentiation. This is aggravated by the fact that the so-called normative approach to international (and domestic) politics prevails in the analysis. Every state feels compelled to prove that it acts in full accordance with international norms, including legal rules and moral predicaments. However, any attempt to correctly analyze the change of the territorial status quo in the two cases mentioned above requires the contrary: keeping the different aspects strictly separate and only synthesizing the results in the conclusions. In this article I endeavor to keep the legal analysis separate from the political and moral assessment and wish to state in advance that they do not necessarily manifest in the same direction. Moreover, when the topic of analysis is as politically heavy-loaded as the change of territorial status quo in Europe, the international legal assessment must be disaggregated further. Namely, there is the positive international law as it exists, de lege lata, as adopted by the states or as it appears as jus cogens. There is also international law that does not exist, yet about which we speak as de lege ferenda with a view to its future evolution. Such differentiation will be particularly relevant in this case due to the swift evolution of norms in the area of humanitarian intervention relevant as point of reference in the case of Kosovo and the ambiguous content of the right to self-determination in the case of Crimea. International law has a further characteristic feature. Namely, its development cannot flexibly follow historical changes. This is particularly noticeable when major historical changes occur at a rapid pace. This was the case before and during World War II and more recently as the Cold War came to an end. The international system changed and international law in some areas did not follow. The gap between the international system and international law, where the latter forms part and parcel of the former, has widened. Furthermore, universal international law most often requires the consent of states in various regions of the world. This presents a challenge as states often profess different values and their value judgment serves different interests. It is the purpose of this article to present the legal situation that underlies the two cases, the position of the main actors, and attempt to draw separate conclusions as regards the assessment de lege lata and de lege ferenda.

390. The Terrorist Threats Against Russia and its Counterterrorism Response Measures

Abstract:: As of mid-2015, the primarily Islamist-based terrorist threats against Russia and its counterterrorism response measures continued to be in the spotlight. These Islamist terrorist threats, it must be pointed out, were unrelated to Russia’s other national security problems emanating from its intervention in Ukraine, which will not be discussed in this article. As with other Western countries, the latest phase of the terrorist threats against Russia has become even more complicated than before, with large-scale involvement by a reported 1,700 “homegrown violent extremists” (HVE),[1] primarily North Caucasus-based, many of whom have travelled to Syria and Iraq to join the Islamic State’s insurgents and to fight the Moscow-supported Bashar al-Assad government as well as the Shi’ite government in Baghdad (which is also backed by Tehran – Russia’s close ally), with their violent extremism also directed against the Russian state. As part of this phase, although unrelated to the involvement of the aforementioned Russian Islamists in Syria, Russian airpower was deployed in Syria in September 2015 to support the besieged al-Assad regime against the Islamic State. The earlier phase of the terrorist threats against Russia was highlighted by the April 15, 2013 Boston Marathon bombings, which were perpetrated by two brothers of ethnic Chechen origin (one of whom was reportedly monitored by Russia’s security services during his stay in Dagestan), as well several significant terrorist attacks in late 2013 during the lead-up to the Sochi Winter Olympics, which were held in February 2014 without a terrorist incident. Overall, the primary terrorist threats against the Russian Federation are presented by the Islamist insurgents in the North Caucasus, who are organized into several groups that are loosely allied with al-Qaeda’s global Jihad. Fortunately for Russia, in their most significant threat over the past several years, these Islamist militants were thwarted in their intent to exploit the worldwide media attention associated with the February 2014 Olympic sporting events, which were located close to the North Caucasus, several hundred miles from the Republic of Dagestan, where they were mounting an insurgency to establish an Islamic state in that region. In response, Russia greatly boosted its counterterrorism measures in the North Caucasus republics as well as in other parts of the country, thereby preventing these insurgents from succeeding in their terrorist plots. Nevertheless, the attraction of jihadi groups such as the Iraq- and Syria-based Islamic State in radicalizing hundreds of Russian Islamists into joining their insurgency expanded the geographical scope of the terrorist threats against Russia, particularly upon the return of some of them to Russia to carry out attacks in light of Moscow’s support of the Syrian and Iraqi regimes and their call to establish an Islamist caliphate in the North Caucasus.

Abstract:: The US government became used to face the world, especially after the Cold War end, as a chessboard. But a chessboard in which it was the only chess player to play – the others were just pieces . This practice reflected the disintegration of the USSR and the North - American perception that the world had turned unipolar. During the 1990s, China prioritized modernization and the overcoming of the vulnerabilities resulting from the socialist camp's collapse; Brazil, with great economic hardships (unemployment, foreign debt with the IMF, stagnation), had a foreign policy with a high degree of alignment towards the decision - making centers of the international system; India initiated reforms and sought to overcome the constraints related to the stressed tensions with Pakistan and due to the effects of going nuclear; and Russia faced a unique disorganization during a peace scenario. Naturally, such scenario reduced the scope of peripheral countries which s eek an autonomous and/or non - aligned international insertion.

Abstract:: Any evaluation of 20 th century international political and socio - economic engagements inevitably draws heavily on the literature depicting the relations between and within the Cold War blocs. Such cognitive benchmarking has become so extensive that even the earth - shattering World Wars, which preceded US - Soviet brinkmanship, have been sewn together to the Cold War so as to produce a meta - narrative as a means of understanding the dynamics of international relations themselves. For instance, WWI has not merely entered the history books for what it produced; it has also come to be seen as producing the right conditions for Russia's communist revolution and the US's rise to inherit the position of Western leadership — two necessary prequels to the half century of Cold War. But not before these two ideologically opposed blocs join forces to rid the world of fascism and the German pivot in European affairs. WWII has come to represent three chapters in the story of civilisation: the story of genocide (re: Nazi Germany's quest to exterminate world Jewry), the story of non - nationalistic secular ideological struggles and the story of power beyond the pale of power (re: the nuclearisation of power). In other words, WWII has also, largely, been included as a necessary chapter to the Cold War. And certainly it was. Without WWII it is difficult to imagine how, or if, the USSR would have driven west and occupied Central Europe, whether the West European states would not have deployed East, if the US would have deepened its engagements to Europe or any number of dynamics would have unfolded. It is clear that the Cold War is a defining period of international relations history.

394. Global multipolarity, European security and implications for UK grand strategy: back to the future, once again

Abstract:: The international system is returning to multipolarity—a situation of multiple Great Powers—drawing the post-Cold War 'unipolar moment' of comprehensive US political, economic and military dominance to an end. The rise of new Great Powers, namely the 'BRICs'—Brazil, Russia, India, and most importantly, China—and the return of multipolarity at the global level in turn carries security implications for western Europe. While peaceful political relations within the European Union have attained a remarkable level of strategic, institutional and normative embeddedness, there are five factors associated with a return of Great Power competition in the wider world that may negatively impact on the western European strategic environment: the resurgence of an increasingly belligerent Russia; the erosion of the US military commitment to Europe; the risk of international military crises with the potential to embroil European states; the elevated incentive for states to acquire nuclear weapons; and the vulnerability of economically vital European sea lines and supply chains. These five factors must, in turn, be reflected in European states' strategic behaviour. In particular, for the United Kingdom—one of western Europe's two principal military powers, and its only insular (offshore) power—the return of Great Power competition at the global level suggests that a return to offshore balancing would be a more appropriate choice than an ongoing commitment to direct military interventions of the kind that have characterized post-2001 British strategy.

Abstract:: The following article perceives selected conflicts from the perspective of hybrid warfare and its component of information operations and analyzes consequent impacts on international security. We are witnessing rising number of cyber incidents and related discussion over a cyber war under the light of doom scenarios without taking into consideration the term “net war” despite the fact it was discerned from “cyber war” in 1993. In net war information manipulation emanating from decentralized sources matters, however, we are still living in a situation where a strategy of influencing minds of public or elite are neither appropriately addressed by politicians, nor by national security strategies. Nevertheless, China and Russia are having information operations as a military component included in their doctrines and their highly effective consequences are evidently visible as late as today. The hybrid campaigns might be easily conducted by circumventing international law through attribution problem in cyberspace through current modern communication technologies. We would face a rising, silent, but highly effective hybrid warfare if any defensive measures such as “mental resilience” are not adopted. We would face it preferably without being aware of it. Finally, the result would undermine credibility, or legitimacy, of the Western democratic governments not only in the eyes of their own citizens.

Georgia (2008), Syria (2011--), and Ukraine (2014--) crises have has been detrimental for the two countries, mutual economic interests with strategic significance, such as the increasing importance of Turkey as a potential reseller of Russian natural gas, have sustained a high level of cooperation between the two countries.

Abstract:: Turkey in the recent years has become a destination for individuals from various regions, migration histories and experiences, with an explicit increase observed in the number of those coming from the Commonwealth of Independent States (CIS). Migrant groups coming to Turkey gather geographically in certain cities such as Antalya, a touristic city that has become an important migration destination, particularly for Russians and Azerbaijanis. The study aims to be acquainted with these migrants, who have been the subject of very few analyses, and to understand why they have immigrated to Antalya, substantially within framework of “Who are They?” and “Why are they Here?” It is based on data obtained from a comprehensive questionnaire applied to 418 Russian and Azerbaijani respondents. Moreover, the data is supported by observations, in-depth interviews and media analysis.

Abstract:: This document analyzes the tools that at present Russia uses with the intention of modifying and extending his area of strategic influence in the East of Europe. It centers fundamentally on the external action of Russia after the change of Government on Ukraine. The document tries to give response, first, to which they are the intentions of Russia with regard to his relations with the European Union; secondly if Russia uses as political tool his energetic resources; and thirdly, if the actions of not linear war developed in the peninsula of Crimea form a part structurally of the external action of Russia. In his development it does not think that the Euromaidan constitutes a point of inflexion in the strategic Russian thought, but rather the point of decision of a strategic approximation to the new world order presented in 2007 and that was applied by the first time in Georgia's war in 2008.

Abstract:: Modern international law of the 21st century seems to be characterized by a farewell to the Westphalian understanding of state sovereignty, by the empowerment of the individual and by transnational solutions to common problems in a globalized world. This overview, however, is not true for Russian international law. The ‘powerful idea of Russia’s civilizational distinctness from the West’ is underlying the post-Soviet practice in international law (at 190). This is the main thesis of Lauri Mälksoo’s study on ‘Russian approaches to international law’. Russia was different, Russia is different and Russia is proud of being different.

400. Humanity Considerations Cannot Reduce Wars Hazards Alone: Revitalizing the Concept of Military Necessity

Abstract:: The exercise of brute force by militaries, though common, reflects professional incompetency. A well-trained military has an inherent interest in enhancing its operational effectiveness and constraining unnecessary brutality. The law of armed conflict, however, generally ignores the constraining effect of the necessity principle, originally intended to allow only the minimally necessary use of force on the battlefield. Consequently, the prevailing law places the burden of restricting the exercise of brute military force upon humanitarian considerations (and the specific norms derived from them). Humanity alone, however, cannot deliver the goods and substantially reduce war’s hazards. This article challenges the current dichotomy between the two pillars – mistakenly assumed to be polar opposites – of the law of armed conflict: necessity and humanity. It calls for the transformation of the military’s self-imposed professional constraining standards into a revised legal standard of necessity. Though the necessity principle justifies the mere use of lethal force, it should not only facilitate wielding the military sword but also function simultaneously as a shield, protecting combatants and non-combatants alike from excessive brutality. The suggested transformation would bind and restrain the prospective exercisers of excessive force, political and military alike, and restrict the potential damage that might be caused both intentionally (to combatants) and collaterally (to non-combatants). The combined effect of the current changes in war’s pattern and the law of armed conflict, in the military and social thinking of recent decades, and the new strategies available due to the development of new military technologies have all created a new war environment – one that may be ready to leverage the constraining potential of military professionalism into a binding legal standard and norms.
