WITH THESE THREE ESSAYS by residents of Jerusalem, the Journal of Palestine Studies presents wide- ranging and varied accounts of the nature of the violent events in that city, bolstered by precise details and copious facts. As close observers of the situation there, Daniel Seidemann, Nazmi Jubeh, and Nadera Shalhoub-Kevorkian offer granular and often painful descriptions, both from the ground up and analytically, of the Israeli occupation regime’s ceaseless and brutal encroachment on the rights, patrimony, space, and lives of the over three hundred thousand Palestinian residents of occupied Arab East Jerusalem.

AT FIRST GLANCE the contents of this issue of the Journal appear disparate, ranging as they do over the Israeli settlement project, Tony Blair's tenure as Quartet Middle East representative, the role of Islamic Jihad, and the effect of recent upheavals in the Arab world on the Palestinian issue. But taken as a whole they show how much the contemporary Middle East-with the Palestine question at its center-is in dialogue with its history. Although history may not repeat itself, there are nevertheless striking parallels and linkages between past and current events.

Abstract:
Based on declassified reports in the Central Zionist Archives, this article brings to light a virtually unknown disinformation project implemented by the Jewish Agency (the governing body of the Yishuv before 1948) in the Arab world during the 1936-39 Palestinian revolt. Operating via a JA front organization—an Arabic-language news agency set up in Cairo—and out of the Jerusalem-based JA Political Department's intelligence services, the project involved inter alia the planting of fabricated articles in the Lebanese and Syrian press with the aim of influencing public opinion. Whatever the project's impact, the article provides insights into the Zionist leadership's thinking, internal debates, and operating methods, and shows the degree of corruption that existed in certain segments of the Arab elite.

Abstract:
This densely argued essay offers an original approach to the study of Israel-Palestine through the lens of colonial studies. The author's argument rests, inter alia, on the distinction between colonialism, which succeeds by keeping colonizer and colonized separate, and settler colonialism, where ultimate success is achieved when the settlers are "indigenized" and cease to be seen as settlers. Referring to the pre-1948 and post-1967 contexts, the author shows how and why Israel, itself a successful settler colonial project emerging from the British mandate, has failed to create a successful settler project in the occupied territories; indeed, and paradoxically, the occupation's very success (in terms of unassailable control) renders the project's success (in terms of settler integration/indigenization) impossible. Also addressed are the consequences of occupation, particularly what the author calls Israel's "recolonization," and the implications of the approach outlined for the Israel-Palestine conflict and its resolution.

Khalid al-Batsh, a senior official of Palestinian Islamic Jihad and the Gaza chair of the “Freedom Committee,” established under the Fatah-Hamas reconciliation agreement of May 2011, was interviewed in Cairo by Mouin Rabbani on 11 July 2012. The interview from which the following excerpts were taken covered a range of issues, including the impact of the “Arab Spring” on the Palestinians, the situations in Egypt and Syria, Islamic Jihad's relations with Fatah and Hamas, and prospects for reform of the Palestinian Authority and the Palestine Liberation Organization. The excerpts below directly concern Islamic Jihad and Palestine. The complete interview in Arabic was published by JPS's sister journal, Majallat al-Dirasat al-Filastiniyya, no. 93 (Winter 2013), pp. 122–37.

For some time, the Journal of Palestine Studies' sister quarterly, Majallat al-Dirasat al-Filastiniyya (MDF), has held small, open-ended roundtable discussions at the Institute for Palestine Studies (IPS) headquarters in Beirut to address issues of importance to Palestine and the Arab world, with a view to publishing the proceedings. On 15 December 2012, JPS followed suit, and in cooperation with MDF organized an English-language roundtable at the IPS Beirut headquarters to consider the impact, on Palestine, of the regional changes subsumed under the “Arab Spring” rubric. Participants ranged over an array of topics, including geopolitical changes at the global and regional levels; political, social, and intellectual trends from the Maghrib to the Gulf; and internal developments in several states, as well as within Palestinian communities in historic Palestine and the Diaspora. Especially noteworthy is the grounding of current developments in a historical framework evolving since World War I. The roundtable was transcribed by JPS Editorial Assistant Linda Khoury and the transcript edited by JPS Associate Editor Linda Butler.

Abstract:
This article foregrounds how international aid and the Israeli occupation intersect in the historically prosperous West Bank agricultural village of Jayyus; with most of its lands isolated behind the Israeli Wall, Jayyus is now aid-dependent. While material aid plays a larger role in sustaining the village, it is through "advocacy work" (a form of international aid largely unaddressed in the literature) that Jayyusis experience aid on a daily basis. The article examines the paradoxes of dependence and subordination seen from the vantage point of local communities under the jurisdiction of an occupying power and in the absence of a sovereign Palestinian state. Also shown is how the routinization of aid both obscures the ongoing status of occupation and has become an important mechanism that sustains it.

This essay on Ghassan Kanafani-militant, political writer and essayist, literary innovator, and preeminent Palestinian novelist-is another in what JPS hopes will become an ongoing, if occasional, series foregrounding individuals (some known, others unknown to the outside world or forgotten) who embody some dimension of the Palestinian Resistance in the early years of its existence. Several such pieces have appeared in recent issues of JPS, notably "Two Portraits in Resistance," commemorating two remarkable figures who left other lives to serve the movement, published in JPS 164, and the landmark 1996 interview with Palestinian poet Mahmoud Darwish, published in JPS 165.

This article addresses an aspect of Egypt's 2011 revolution almost entirely ignored in most Western media accounts: Israel and Palestine as prominent themes of protest. In reviewing Egyptian mobilization opposing normalization and in support of the Palestinian cause starting from Sadat's peace initiative of the mid-1970s, the author shows how the anti-Mubarak movement that took off as of the mid- 2000s built on the Palestine activism and networks already in place. While the trigger of the revolution and the focus of its first eighteen days was domestic change, the article shows how domestic and foreign policy issues (especially Israel and Palestine) were inextricably intertwined, with the leadership bodies of the revolution involved in both.

In disengaging from the Gaza Strip in 2005, Israel did not end the occupation but technologized it through purportedly “frictionless” high- technology mechanisms. The telecommunications sector was turned over to the Palestinian Authority under Oslo II and subcontracted to Palestine Telecommunications Company (PALTEL), furthering a neoliberal economic agenda that privately “enclosed” digital space. Coming on top of Israel's ongoing limitations on Palestinian land-lines, cellular, and Internet infrastructures, the result is a “digital occupation” of Gaza characterized by increasing privatization, surveillance, and control. While deepening Palestinian economic reliance on Israel and making Palestinian high-tech firms into dependent agents, digital occupation also enhances Israel's territorial containment of the Strip.

The Palestinian Right of Return Movement (RoRM) emerged among diaspora refugee communities following the Oslo accords and the perceived threat to the right of return. This article focuses on the RoRM in Syria in the context of the community's history and unique civil rights there. Based on extensive interviews in the Damascus area, it provides an overview of the heterogeneous movement, which, while requiring state approval, operates in an autonomous civil society sphere. RoRM activists translate visions of the return formulated in the Palestinian national arena into local community practices that mobilize memories of Palestine as resources (through oral history, village commemorations, etc.) with the aim of ensuring a future return by the new generation of refugees.

More than a decade after the publication of his acclaimed The Iron Wall: Israel and the Arab World, Avi Shlaim returns to Ze'ev Jabotinsky's theory as a framework for understanding Israel's Arab policies, this time focusing on the post-1967 period. The author revisits the theory's formulation by the leader of Revisionist Zionism in 1923 and its near total convergence with the (unacknowledged) strategy followed by Labor Zionism. Examining each Israeli government since 1967, he shows that all zealously followed stage one of Jabotinsky's strategy (constructing an “iron wall” of unassailable military strength) but that the lesser known stage two (serious negotiations with the Palestinians after being compelled by stage one to abandon all hope of prevailing over Zionism) has been completely ignored except by Yitzhak Rabin. Indeed, the recent periods have witnessed a full-blown return to the iron wall at its starkest, with increasing resort to violence and unilateralism.

In its first edition published in 2004, The Atlas of Palestine was already an essential item in the library of anyone seriously interested in the history of Palestine. At nearly 700 pages (almost 300 more than the earlier edition), the 2010 edition contains valuable information available nowhere else on 1,600 towns and villages, 16,000 landmarks, 30,000 place names, and much more. If I emphasize the richness of this car tographic representation of Palestine's modern history, it is because this Atlas is the strongest rebuttal yet of the Zionist cartographic representation of the country's history, exemplified in publications such as Martin Gilbert's Atlas of the Arab-Israeli Conflict (Oxford University Press, 1993) and the various other atlases produced by Israeli geographers over the years. It challenges those projects both as a meta-narrative of Palestine's history and as a detailed project that rescues the native population from the invisibility to which they are condemned by Gilbert and others. In other words, this huge volume is a detailed refutation of the attempt to erase the Palestinians from the history of Palestine.

Abstract:
Rochelle Davis tells us that she took ten years to research and write Palestinian Village Histories. For a Western scholar to have read and analyzed 112 of the 120 village histories published, as well as interviewed many of the authors, is in itself a rare achievement. If we add to this a range of scholarship that takes in the literature on memory, identity, postmodern anthropology, and Arab, Islamic, and Western historiography and textual criticism, we can only admire a tour de force. Davis's object of study is not the villages that the books memorialize but what their memorialization means, why this process began at a specific moment (the mid-1980s), how the books were produced, by whom and for what audiences, how they are read and responded to, and what power relations they reflect. While challenging dominant Zionist narratives, the village histories, she writes, also express "Palestinian men's authoritative perspectives within dominant definitions of what constitutes history . . . attempts at the ascendancy of certain families within local social structures; and . . . the pervasive and silencing presence of certain social values".
