- Abstract:
- The direction of the Islamic Republic of Iran’s foreign policy has been a source of argument among scholars since the establishment of the revolutionary regime in 1979. Iran’s foreign policy just like its revolution is still a mystery to many researchers as it is difficult to find an appropriate theoretical framework for it. Revolution and how revolutionary states such as China and Cuba view the world and build their foreign relations with other nations have been long discussed in the works of prominent scholars including Leng (1972), Armstrong (1993), Walt (1996), Halliday (2002), and Doma-Nguez & Domínguez (2009). However, what makes the foreign policy of revolutionary Iran different from other revolutionary states (mostly Marxist revolutions) and, therefore, more confusing to study, is the Shi’a Islamic nature of it.

- In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

- The signing of the Abraham Accords in September 2020 was a turning point in Israel’s standing in the Middle East. The accords created a positive atmosphere that helped promote regional cooperation in security and the economy. This positive change does not, however, provide an answer to some of the fundamental challenges that Israel is facing, which cast their shadows on the entire region, such as the Iranian threat - Tehran’s regional ambitions and its efforts to gain nuclear capabilities; but first and foremost, the Israeli-Palestinian conflict, which is getting further and further away from a solution, and may flare up and damage regional stability and hinder the progress in Israeli-Arab relations, which was achieved following the signing of the Abraham accords.

- Israelis and Gulf Arabs became closer amid shared fears of an aggressive and powerful administration in Tehran, which boasted of its influence over four Arab capitals (Baghdad, Damascus, Beirut, and Sana’a). With the signing of the Abraham Accords, states on the periphery of the Israeli-Palestinian conflict decided that the benefits of establishing relations with Israel outweighed the risks. They reasoned that if they advocated for increased coordination between Israel and the Arab world, it would increase pressure on the Palestinians to negotiate with Israel. This article focuses on the regional factors that led to the signing of the Abraham Accords and carefully reviews this important historical document.

- In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

- In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. This article looks specifically at how the Abraham Accords were framed in the Israeli press and takes an initial look at the extent to which the Accords have impacted Israel’s economic and security situation.

- The September 2020 Abraham Accords between Israel and the United Arab Emirates, and Bahrain was the culmination of a multi-year process. Later two other Arab monarchies, Morocco, and Jordan jointed them in improving their relations with the Jewish State while the remaining Gulf Cooperation Council members opted not to join the Accords. This article focuses on Gulf Kingdoms and argues that the improvement in Israeli-Arab relations is explained by a growing realization that in Iran, both sides have a common enemy; the failings of America’s Middle East policy; the anticipated economic and security benefits to be gained from improved relations; and the diminished importance of the Palestinian issue for Arab societies and governments.

- “The January 15, 2022, hostage crisis at a Jewish synagogue in Colleyville, Texas, resurfaced a longstanding jihadi cause when the armed hostage-taker demanded the release of Dr. Aafia Siddiqui, a Pakistani neuroscientist-turned-al-Qa`ida-operative currently serving an 86-year-sentence in an American prison for attempting to murder U.S. troops in Afghanistan,” writes Bennett Clifford in this month’s feature article, which looks at how her case continues to motivate jihadi terror plots in the United States. Clifford argues that “the factors that initially skyrocketed her case as a cause célèbre for jihadis have grown in importance. The jihadi movement, particularly in the West, has had a particularly intense focus on the plight of Western women jihadis behind bars during the past several years … [and] Siddiqui is the prototype for the ‘aseerat,’ the female prisoners of the jihadi movement who are constantly the subject of propaganda pushes, crowdfunding campaigns, and jihadi operational activities.” Our interview is with David Caulfield, who served as Chief of the Defense Combating Terrorism Center at the Defense Intelligence Agency before his retirement earlier this year. Daniel Heinke assesses that the Querdenken protest movement in Germany, which emerged in 2020 in opposition to government COVID-19 measures, is “apparently open to conspiracy theories and right-wing extremism” and has become “a serious threat to public security.” He notes that not only did Querdenken protestors attempt to storm Germany’s parliament building in August 2020, prefiguring the January 6 U.S. Capitol riot, but an alleged 2021 plot to assassinate Saxony’s premier was “reportedly fueled by corona-skeptic grievances and apparently had linkages to the broader Querdenken movement.” He writes: “The threat posed by the movement is that it can fuel anti-government sentiments and thus may form a gateway for the acceptance of more extremist views and ultimately for the belief that resorting to violence may be acceptable or even necessary to defend rights.” Audrey Alexander and Teddy MacDonald examine how jihadi terrorists in Syria move, hide, and access funds using digital currencies. They assess that “All in all, digital currencies are not replacing other methods of terror finance. Instead, terrorists in Syria often use digital currencies in conjunction with other money service businesses and transfer methods.”

10. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

- The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

- Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

- The purpose of this study was to see whether the Taliban regime poses a threat to the international community. The research primarily examined the threats that the formation of a theocratic regime in Afghanistan poses to neighboring countries and the international community. With regards to research methods, a document analysis method was used to obtain valid information and to analyze and describe the complex situation in Afghanistan. A wide array of documents and scholarly articles were analyzed to obtain reliable and objective information. This research revealed that the Taliban has not changed at all and still rules Afghanistan with medieval methods and strategies. Since the Taliban takeover of Afghanistan, the economic situation has deteriorated considerably and people face severe hardship. Therefore, hundreds of thousands of Afghans want to leave their homeland and migrate to the West. The Taliban violates constantly human rights and discriminates against women, ethnic and religious minorities. The Taliban has transformed Afghanistan into a narco-state. Neighboring countries fear that Afghanistan might become a hotbed of terrorism and extremism again.

- Before the Taliban came back to power in Afghanistan in August 2021, India and Afghanistan had cordial bilateral relations and were often described as great friends. Since 2002, India had helped build several infrastructure projects as part of its promised development assistance program of over $2 billion (later increased to $3 billion). Considering India’s investments in Afghanistan, the goodwill it enjoyed among common Afghans was understandable. However, it would be wrong to imply that these unique, multifaceted bilateral relations between the two countries were simply due to India's helping hand. This research paper is one of its kind attempt to explain the perceptions Afghans had about India based on the field survey done in Afghanistan in 2019. Using responses of over 321 Afghan participants, the paper attempts to quantitatively analyze the goodwill and positive vibes that India enticed among Afghans. However, many Afghans felt that India did not do enough during the crisis in August 2021. Based on the survey and the general perceptions of Afghans in the aftermath of the return of the Taliban, this paper argues that the soft power investments in Afghanistan helped India in its nation-branding, making it attractive and creating goodwill. However, New Delhi lacked the will to act smartly and hence did not get the desired strategic influences due to ‘soft power behavior’.

14. The Relationship between Energy Security, Exports and Economic Growth: The Case of the Middle East Countries

- In this study, it is aimed to examine the relationship between energy security, growth and exports for 16 Middle Eastern countries between 1980 and 2016 by taking into account the 4 dimensions of energy security (4 A's of energy security). Unlike other studies on the subject of Middle Eastern countries, this study covers more Middle Eastern countries and a wider period, and takes into account the cross-sectional dependency. The results of empirical analysis conducted by using second-generation unit-root and cointegration methods demonstrate that there is cointegration relationship between the variables. According to the results obtained from AMG estimator, which also considered cross-section dependence; the 1% increase in energy security risk level reduces the economic growth by approximately 0.66%, while the 1% increase in exports increases the economic growth by 0.41%. Finally, Granger non-causality test results demonstrate that there is a bi-directional causality relationship between variables. The results highlight the importance of policies to be implemented policies to ensure energy security such as choosing safe trade routes in oil and gas trade, ensuring the security of the major crossing points in the region, developing policies to decrease the share of energy revenues/expenses in the region economies, implementing policies for country and route diversification, ensuring energy efficiency and the use of renewable energy sources to prevent environmental pollution.

- Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

- Energy in the context of foreign policy has become a major political concern for the stability of the country. Pakistan’s energy and foreign policy experts paid less attention to strengthening its relationship on the basis of energy with the energyrich countries. Despite its geographical significance as a potential energy corridor between the Middle East and Central Asia, Pakistan’s energy sector fails to secure its energy needs. This research study focuses on energy dynamics in the foreign policy of Pakistan and regional energy projects like the IP gas Pipeline, have been studied in detail. The study found that Pakistan is left with no other option but to execute regional energy projects if the country needs to overcome the energy crisis. The study also found that the major obstacles to executing these projects in Pakistan are a lack of financial resources, lack of investments, international pressure, the country’s internal issues, regional issues and the changing regional situation. This study is proposed to be useful for policymakers to evaluate the impact of energy import dependency and to formulate foreign policy.

- This article attempts to answer the question of why Iran is reluctant to discuss its missile program. Unlike other studies that focus on the importance of Iran’s missile program in providing deterrence for the country and establishing a balance of military power in the region, or that view the missile program as one of dozens of post-revolutionary contentious issues between Iran and the United States, this article looks into Iran’s ontological security. The paper primarily argues that the missile program has become a source of pride for Iranians, inextricably linked to their identity. As a result, the Iranian authorities face two challenges when it comes to sitting at the negotiation table with their Western counterparts: deep mistrust of the West, and the ensuing sense of shame over any deal on the missile issue. Thus, Iranian officials opted to preserve the identity components of the program, return to normal and daily routines of life, insist on the missile program’s continuation despite sanctions and threats, and emphasize the dignity and honor of having a missile program. The article empirically demonstrates how states can overcome feelings of shame and mistrust. It also theoretically proves that when physical security conflicts with ontological security, governments prefer the former over the latter, based on the history of Iran’s nuclear negotiations. They appeal to create new narratives to justify changing their previous policies.

- Fletcher Security Review (FSR): Dr. Gordon, it’s a pleasure to introduce you to our audience. Your new book, Losing the Long Game: The False Promise of Regime Change in the Middle East, is fascinating and we are excited to hear about it. To get us started, could you briefly describe your argument? Philip Gordon (PG): In briefest form, as the title of the book indicates, the argument is that regime change in the Middle East doesn’t turn out very well. I’ll just unpack that a little bit. First, by “regime change” what I’m talking about is when the United States sets out as a matter of policy to bring about a different government and political system in a country for whatever reason. It’s not when it happens naturally or internally. We have to have it as a policy and we have to do something about it. It turns out that we’ve done this fairly regularly in the post-World War II period. In fact, we’ve done it on average about once per decade. In the book, I look back all the way to the first time in 1953, to the CIA-backed coup in Iran, and look at all the episodes for the track record. I started thinking about this in particular as the Trump administration was pivoting towards what looked like a regime-change policy in Iran. It wasn’t their official, announced policy, but it looks like that’s what they were trying to achieve in Iran. That led me to think more about the track record: when have we done this before, why have we done it, and how it has turned out?...

For a fast-growing economy and energy deficit country like India, Iran provides access to a huge amount of natural resources and opens up its vast untapped market for Indian finished goods and services. In addition to that, Iran, due to its geographic location can act as a transit route for India to reach strategically important countries in Central Asia and Afghanistan. Being the second-largest Shia populated country in the world after Iran and one of the highest energy importing countries, India occupies an important place in the strategic thinking of Iran. In the past, India was the second-largest oil-exporting destination for Iran and an important trading partner for Iran. Taking the structural realism as a theoretical framework, the article attempts to seek an answer to the questions, why despite belonging to a single-family, living together for many centuries and sharing common social, religious and traditional values, the two countries have been unable to transform their mutual understanding into a long term strategic partnership, and how the global events have affected their mutual understanding and replaced it with trust deficit.

- The study concerns forecasting the number of soldiers in the Saudi Arabian army based on information obtained from the website: https://data.worldbank.org (The World Bank, 9.03.2020). The research began with a comparative analysis of the number of soldiers in the armies of Saudi Arabia and Russia. The idea for a comparative analysis of the number of armies of Saudi Arabia and the Russian Federation arises from Russian policy in the region of the Middle East countries, including the impact on world oil prices. The comparative analysis showed the similarities and differences in the dynamics of changes in the number of both armies dynamically. Subsequently, the primary time series data analysis on the number of Saudi Arabian troops was performed. The study selected methods for predicting raw data: Holt’s exponential smoothing and Klein’s model for the future. The next stage of the research was forecasting and the analysis and evaluation of the obtained forecasts. Klein’s model was the best forecasting model. The forecast of the number of soldiers in the Saudi Arabian army for 2020 is 251454, and for 2021, it has increased to 251006. The study ends with a summary and conclusions.

- Factors such as regional-international developments, political, economic, social conditions and security understanding separate the foreign policies of the states from each other and differentiate the expectations of the countries in mutual relations. Turkish-American relations, which have a history of nearly seventy years, have seen a fluctuating course with sometimes cooperation and sometimes crises. Therefore, identifying the root causes of crises that arise from different reasons and damage bilateral relations gains importance in terms of collaboration between the two countries. In this context, this study argues that the reproduction of Turkey’s state identity in the changing international system after the Cold War caused crises in bilateral relations by differentiating foreign policy visions, threat perceptions and international goals with the United States. Based on this, the four crises, in the bilateral relations between Turkey and the United States, starting with the Syrian Civil War and continuing to the present day, will be examined in the dimensions of perception, discourse and politics. Then, possible policies are discussed through risks and opportunities to eliminate the tense atmosphere in Turkey-US relations. In the study, in addition to the literature review, the content and discourse analysis method is used methodologically by making use of the statements of policy makers.

- The high-profile assassination of General Qassim Soleimani, the commander of the Iranian Revolutionary Guard Corps’ Quds Force (QF), on January 3 in Baghdad marked the lowest point in US-Iran relations in recent times. It triggered a new spell of geopolitical tensions in the Middle East with far-reaching consequences for South and Southeast Asia. Soleimani’s killing has also coincided with the potential rejuvenation of the Islamic State (IS), and ongoing anti-government protests in Iraq, Iran and Lebanon. Soleimani’s killing was bound to have reverberations beyond the Middle East. Muslim-majority states in South and Southeast Asia, where both Saudi Arabia and Iran have engaged in sectarian proxy wars by funding and influencing the Sunni and Shia segments of the population. While states in both regions have condemned Soleimani’s killing, they have stayed largely neutral to avoid getting sucked into rising geopolitical tensions. Against this backdrop, the March issue of the Counter Terrorists Trends and Analyses (CTTA) features three articles that explore different dimensions of Soleimani’s death and their geopolitical implications. In the first article, James M. Dorsey argues that as US-Iran tensions have eased in recent months, Iranian hardliners, emboldened by a sweeping mandate earned in recent domestic elections, remain committed to a well-honed strategy of escalating asymmetric warfare. According to the author, this raises the prospects for a full-scale war, with the United States also still pursuing a maximum pressure campaign on Iran that has to date, yet to produce tangible results. In the second article, Raffaello Pantucci reasons that despite a general consensus that the US-Iran rupture will ease pressure on transnational jihadist groups in the Middle East theatre, it remains unclear how Soleimani’s killing will shape their future behaviour. On the one hand, Iran-backed Shia militias are likely to step up their operations, which will exacerbate sectarian fault-lines in the region and feed into IS’ self-portrayal as the saviours of Sunnis. Conversely, pragmatism continues to define interactions between Tehran and Sunni jihadist groups such as the Islamic State and Al Qaeda, who appear happy to cooperate to ensure broader strategic goals. Next, Bilveer Singh examines the implications of Soleimani’s assassination for South and Southeast Asia. regions where both Iran and Saudi Arabia enjoy ideological influence among the Muslim-majority states. Sunni Malaysia and Indonesia have reservations about Tehran, but domestic political pressures are likely to endear Iran to them more than the US. The impact in South Asia could be more varied, mostly affecting Afghanistan and Pakistan. Iran through its Shia militant proxies can undermine US interests in Afghanistan. The QF has also recruited significant Shia militias in Afghanistan and Pakistan respectively for operations in Syria. Moreover, Pakistan has to walk a tight rope given Iran has an inside track to its significant Shia population. Besides cross and intra-regional assessments of Soleimani’s assassination within the broader US-Iran fissures, the threat landscapes in Indonesia and West Africa, both long-time hotbeds for terrorist activity in their respective regions, are also examined in this issue. Firstly, Noor Huda Ismail takes a closer look at pro-IS terrorist networks in Indonesia, a country that is home to the world’s largest Muslim population. By examining the background, tactics and modus operandi of local terrorist groups, both online and offline, and comparing their legacy with those of previous militant Islamist movements, the author believes important learning lessons can be drawn to help mitigate future security threats. Finally, Atta Barkindo analyses the jihadist threat in the Sahel region, where a landscape conducive to terrorist activities provides the fertile ground for IS and Al-Qaeda to grow by linking up with local militant networks. The tactical sophistication exhibited in terrorist attacks by Sahelian jihadist groups, particularly in Nigeria and the Lake Chad region, testifies to a growing footprint of global jihadism. Sahel provides an arterial life-line through the region, by facilitating the movement of goods and people between the Mediterranean and West Africa, which has been enormously beneficial to terrorist groups involved in organised criminal enterprises. Moreover, desertification and environmental degradation have also created a conducive environment for criminal activities and terrorism.

- The January issue provides an overview of terrorist and violent extremist threats in key countries and conflict zones in the Asia-Pacific throughout 2019. Regional specific threats and responses covering Southeast Asia, South Asia, Central Asia, China and the Middle East are assessed. In addition, themes such as the online narratives propagated by global threat groups and counter-ideological dimensions of terrorism and violent extremism are analysed. Globally, despite suffering severe territorial, leadership and organisational losses in 2019, Islamist terror groups Islamic State (IS) and Al Qaeda (AQ) continued to pose the most potent terrorist threat. Early in the year, IS’ territorial reign was ended by American-backed coalition forces, following which its networks became scattered and, in a bid to overcome its physical decimation, more decentralised across the globe. The death of IS’ “Caliph”, Abu Bakr Al-Baghdadi, in October 2019, raised further questions about the group’s continued resiliency. Yet, IS has proved persistent and adaptive. The group’s violent ideology continues to bind its myriad followers across regions. In the aftermath of its territorial and leadership losses, IS’ terror attacks and online offensives have been sustained. The global security landscape was further complicated by the emergence of Right Wing Extremist groups as violent actors on the world stage in 2019. Mass political protests around the world further underscored growing dissatisfaction with the present status quo, amid perceptions that some states are unable to articulate masses’ aspirations and meet their demands. The threat of Islamist terrorism will persist into 2020, especially with escalating geo-political tensions in the Middle East. Overcoming the physical and ideological threat by global militant groups, including far-right extremist groups, will remain very much a work in progress in the year ahead.

The main goal is to assess and downplay the impact of religion in relation to security-related concerns. Drawing on official speeches, interviews, declarations by key figures in the foreign policy process, the paper argues that religion is nothing more than an intervening factor in the case of Turkey’s approach to the 2003 war in Iraq. Therefore, notwithstanding the role of Islamist elites in the foreign policy decision-making of Turkey, Turkey’s foreign affairs were rather inspired by realist behaviour, driven by pragmatic considerations, aimed at pursuing rationalist goals.

- In early December, Major General Shao Yuanming (邵元明), the Deputy Chief of the Joint Staff Department of the Central Military Commission of the People’s Republic of China (PRC), traveled to the Islamic Republic of Iran for rare high-level military meetings. These meetings were held for the purpose of organizing a series of unprecedented joint naval drills between China, Iran, and Russia, which were held in the Indian Ocean and the Sea of Oman from December 27–29. The drills took place just as escalating tensions between the United States and Iran reached a crisis point at the end of 2019. The exercise also signified a deepening relationship between Iran and the PRC in economics, diplomacy, and security affairs. China and Russia have both increased military and economic cooperation with Iran in the year and a half since the U.S. government pulled out of the Joint Comprehensive Plan of Action (JCPOA). However, while Iran’s government has repeatedly touted its deepening relations with China and Russia as a show of diplomatic strength, its allies have been less public about the growing relationship. In December, Iranian officials lauded the trilateral exercises—titled “Marine Security Belt”—as proof that Iran can outlast crippling sanctions with aid from its non-Western allies, and declared that the drills signaled a new triple alliance in the Middle East (Tasnim News, December 29, 2019). [1] By contrast, officials from Russia and the PRC were more restrained, framing the joint exercises as part of routine anti-piracy operations, highlighting their peacekeeping priorities and seeking to depoliticize the drills (South China Morning Post, September 23, 2019; Ministry of Foreign Affairs (Russia), October 2, 2019).

- The US-Taliban peace agreement has rekindled hopes for peace in Afghanistan. After fighting for almost two decades, the US has agreed to enter into a peace deal with its one time worst enemy i.e. Taliban. Pakistan has been a facilitator in bringing a peace deal to Afghanistan. Its role has been well recognised by both US and Taliban. Pakistan has long been associated with this issue; first as US partner in the war against Taliban and now as a facilitator to bring US and Taliban to a peace deal. It seems quite pertinent to re-evaluate Pakistan„s role in war against terrorism and its repercussions for Pakistan. The present research has explored the effects that Pakistan has faced after becoming the partner of war on terror initiated by the then American President George Walker Bush in 2001 soon after the incident of 9/11. It has explained how this participation of Pakistan has caused a colossal damage to the social, economic, religious and political domains of Pakistan and how the partnership has tarnished the image of Pakistan in the comity of nations. Additionally, impact of war on terror has been judged through examining the current status of internal and external security threats, soaring poverty, restrained development policies, increased hatred against the Americans and national disintegration. The methods of describing the facts and figures in the existing body of knowledge i.e published books, research articles, newspapers and published theses and then comparing and analysing them on the basis of personal opinion and other data, have been used to conclude the topic.

- CPEC project (China – Pakistan Economic Corridor) being the flagship project of Belt & Road Initiative initially witnessed a planned investment of $ 46.6 billion which Beijing intitated and now it is extended to $62 billion and would be completed in the next few years. CPEC is not only aimed at connecting Kashgar to Gwadar but it is also considered to be the Zipper of Central Asia with South Asia, Moscow and Beijing with the Middle East and Africa. CPEC is specifically envisioned beneficial for economic security for Pakistan in a crucial time when Pakistan is isolated and badly damaged by the War on Terror since September 2001. Islamabad and Beijing have developed strong ties despite their ideological differences. - The European Union’s (EU) impact on the political governance of the European neighbourhood is varied and sometimes opposite to the declared objectives of its democracy support policies. The democracy promotion literature has to a large extent neglected the unintended consequences of EU democracy support in Eastern Europe and the Middle East and North Africa. The EU has left multiple imprints on the political trajectories of the countries in the neighbourhood and yet the dominant explanation, highlighting the EU’s security and economic interests in the two regions,cannot fully account for the unintended consequences of its policies. The literature on the ‘pathologies’ of international organisations offers an explanation, emphasizing the failures of the EU bureaucracy to anticipate, prevent or reverse the undesired effects of its democracy support in the neighbourhood.

- Following the so-called Arab Spring, the strategic situation in the Middle East has been one of disorder. A series of critical, complex and interrelated security failures have resulted in chaos and bloodshed unprecedented even for a region with Middle East’s history and legacy. The demand for intervention has been high but the response has been very low. In such an unchartered and rapidly deteriorating regional security setting, this paper argues that the conspicuous absence of US hegemonic engagement has allowed for the return to overt regional balance of power strategies and proxy conflicts. Our hypothesis is that a regional balance of power and the resulting order (or disorder) heavily depends on the type of great power regional engagement. In such a context, the “hands off” or non-hegemonic approach that characterizes US strategy since the Arab Spring eruption has heavily contributed to a highly disorderly regional balance of power landscape. In the absence of US hegemonic involvement, revisionist threats emerge and local rivalries intensify.

- The United States has been using Remotely Piloted Aircraft (RPA) to assassinate terrorist targets since its first RPA strike on November 3, 2002, when a U.S. Predator fired a hellfire missile at a car traveling through the Mar’ib province of Yemen. The intelligence cycle of this targeted killing process is murky at best, and the policy has changed throughout the successive administrations of U.S. presidents. Details exist but there is no defined tangible chain of analysis concerning the selection of the target, the monitoring of the target, and finally, the assassination of the target. This paper attempts to elucidate the intelligence chain of analysis concerning American targeted killing and examine how the intelligence cycle of targeted killing varies through successive presidential administrations. This paper will begin with a short analysis of relevant literature, although sources concerning this topic are scarce. The occurrence of targeted killings of U.S. citizens will also be explained in the literature section. The paper will continue with an elaboration of a generic intelligence cycle model, which will be used to illustrate the intelligence cycle of U.S. targeted killings using both the Reaper and the Predator RPA.[1] The paper will then address differences in the intelligence cycles and processes that have occurred between successive presidents since targeted killing first began in 2002 with President George W. - The Islamic State’s (IS) territorial losses and military defeat in Iraq and Syria have not weakened the militant landscape in Southeast Asia. Rather, the regional threat landscape has become more resilient and competitive, with pro-IS militant groups exhibiting better operational capabilities, knowledge of explosive-making and networking linkages. Moreover, pro-IS groups in the region have found traction by exploiting local issues to spread the terror group’s extremist ideology. Several major challenges have emerged from the recent setback to IS in the Middle East. First is the issue of returning foreign fighters (FTFs) and how to deal with them. Such returnees pose a plethora of legal, political and security challenges to Southeast countries, particularly Malaysia, Indonesia and the Philippines. A second challenge is IS’ efforts to declare new wilayat (provinces) in different parts of the world. While IS has officially declared the East Asia wilayat based in the Philippines, the declaration of new wilayat cannot be ruled out as witnessed in South Asia and Africa. Further, terrorist groups such as IS constantly require increasing financial resources to expand and sustain their operations. In Southeast Asia, IS-linked groups have set up Islamic charities to raise funds and conceal their activities. Against this backdrop, the September issue of the Counter Terrorists Trends and Analyses (CTTA) features four articles looking at different aspects and dimensions of Southeast Asia’s threat landscape in the post-territorial caliphate environment. The first article by V. Arianti and Nur Aziemah Azman argues that the IS fighters in Indonesia may continue to empower their affiliated groups in the country. According to the authors, this is evident by the apparent attempts by Indonesian IS fighters in Syria to create a wilayah (province) in Indonesia by strengthening two Indonesian militant groups, the Mujahidin Indonesia Timur (MIT, Mujahidin of Eastern Indonesia) and Jamaah Ansharud Daulah (JAD, Congregation of Supporters of IS). IS acknowledged Indonesia as part of its East Asia Wilayah (encompassing primarily the Philippines and Indonesia) in July 2018. In the second article, Sylvia Windya Laksmi examines the nexus between charities and terrorism financing, through the case-study of the IS-affiliated Jamaah Ansharut Daulah (JAD) in Indonesia. Given recent reports of convictions around the world of non-profit organisations that misuse their revenues to finance the activities of terrorists, the article details three themes that emerge from JAD’s activities in Indonesia: (i) sham charities set up by the group as a conduit to generate funds to ensure its sustainability; (ii) funds raised for charitable causes funneled into terrorist activities and (iii) social media used to not only recruit members but also raise funds. Given IS’ focus on global expansion in the post-caliphate era, the multi-pronged threat posed by its affiliate networks in Indonesia and surrounding region, of which terrorism financing is a component, will need to be addressed by policymakers and security agencies going forward. The next article by Amalina Abdul Nasir upholds that despite numerous setbacks in Syria, IS is quite determined to stay alive in Malaysia. The pro-IS Malaysian militant groups are exploiting local issues to advance the terror group’s extremist ideology. In this new phase, according to the author, Malaysian IS supporters have acquired better bomb-making capabilities and fostered deeper operational linkages with foreign militants. Moreover, Malaysia is also dealing with the issue of returning fighters. The Malaysian policymakers need to ensure an effective rehabilitation policy in dealing with returning militants and to continue to carefully manage the ethnic and religious climate in Malaysia so as to minimise exploitation of related local issues by pro-IS groups. Finally, Kenneth Yeo discusses the prospects for a consolidation of foreign terrorist fighters (FTFs) in the Southern Philippines following IS‘ territorial losses this year. According to the author, IS’ weakened presence in the Iraq-Syria theatre has positioned the Philippines as an attractive destination for FTFs in Southeast Asia given its status as an alternate conflict theatre within jihadist discourse. The article argues there could be a consolidation of rebel forces in hotspots such as Mindanao, with IS affiliated groups seeking to complement local fighters with FTFs and youth militants to launch attacks and gain territory. With the added impetus of a leadership transition within IS’ networks in the Philippines, comprehensive counter-terrorism measures are needed to address these developments, which also have regional implications.

- Current narratives on terrorism and violent extremism by governments, policymakers and law enforcement agencies are largely Islam-centric with an overt focus on the military defeat of terrorist groups. This issue firstly looks into the assumed link between a reduction or elimination of territorial control by terrorist groups and their so-called ‘defeat’. Using the Islamic State (IS) as a study, this issue explicates further on a group’s cross-border/global networks, linkages and ideological spread to assert that the victory-defeat framework against IS is flawed, as its threat has transformed into a network of smaller cells and geographically dispersed cells. Secondly, this issue looks at the rising threat of far-right extremism and terrorism; a phenomenon which has been under-explored, given the Islam-centric nature of terrorism in recent decades. For instance, it has been reported that 71 percent of fatalities linked to terrorism between 2008 and 2017 in the United States were committed by far-right extremists and white supremacists. This issue specifically examines the recent Christchurch terrorist attack in New Zealand by a far-right extremist and possible implications for the Asia Pacific region. In the first article, Abdul Basit discusses the narrative of defeat against IS after US forces eliminated its last physical stronghold in Syria. It is argued that while IS territory shrank considerably, the group is still active with its ideological appeal attracting smaller networks and cells globally. The author states that IS has managed to remain relevant and active despite losing its physical sanctuaries due to three reasons: (i) revising the ideological narrative; (ii) organisational restructuring; and (iii) forming new networks. This is likely to have far-reaching implications on the global threat landscape that will witness a rise in low-end urban terrorism, more competition from rival groups and reactionary violence from right-wing extremists. Next, Amresh Gunasingham studies the recent attacks in Sri Lanka on Easter Sunday that heightened post-war ethnic tensions and brought forth civil war traumas amidst an ongoing political crisis. The article examines the possibility of a communication gap among security agencies that prevented early detection of one of the deadliest terrorist attacks in the country’s history. It further details the motivations for the attack as: (i) the Wahhabi factor; (ii) anti-Muslim violence furthering radicalization; and (iii) the possible links to IS. Possible implications and responses to the attack include a rise in anti-Muslim sentiments and violence with tightened security measures imposed by the state. In order to ensure long-term stability, the state needs measures to promote ethnic and religious harmony with strong counter-terrorism legislation. Iftekharul Bashar details the threat landscape in Western Myanmar, focusing on (i) Arakan Rohingya Salvation Army (ARSA), an ethno-nationalist group and (ii) IS and Al-Qaeda (AQ), both Islamist terrorist groups. The article argues that the threat brought on by ethnic violence and Islamist terrorism is facilitated by grievances of the local Rohingya Muslims and motivations for revenge and active presence of IS and AQ networks in the South and Southeast Asia region. The exploitation of the local refugee crisis by IS and AQ coupled with ARSA’s resilience requires comprehensive responses that centre on communal harmony in addition to hard-power measures. Lastly, Jade Hutchinson discusses the far-right terrorist threat, specifically in light of the Christchurch shooting at two mosques in New Zealand in March 2019 where 51 people were killed. The article focuses on the attack, the attacker, his links to other far-right extremist groups and the key role the Internet and social media played in facilitating the attack. This incident in New Zealand signals the possibility of further copycat attacks in Australia and other countries, further recruitment towards far-right extremism online and the need to devise policies to effectively counter far-right extremism in the online space.

- The landscape of Islamist terrorism is diverse, multifaceted and fractious, simultaneously characterised by inter and intra-group rivalries and various forms of cooperation at the operational, tactical and strategic levels. It cuts across geographical, gender and ideological lines/boundaries. More importantly, it evolves at a very rapid pace resulting in fluid security and conflict environments in different geographical locales. For instance, there are local groups like Nigerian Boko Haram that are trying to globalise their jihadist agenda through affiliations with the Islamic State (IS). However, this cooperation is not entirely collegial and is marked by friction and a trust deficit on both ends. In contrast, Al-Qaeda’s (AQ) South Asian affiliate, Al-Qaeda in the Indian Subcontinent (AQIS), despite its regional character is localising its recruitment and operational strategies to avoid visibility from media and security agencies. AQIS is abstaining from violence while Boko Haram is engaging in violence to gain public attention. At the same time, the evolution of the terrorist landscape in Indonesia and Malaysia from Jemaah Islamiyah (JI) and AQ-dominated to IS-led and inspired, has affected the recruitment and participation of women. The growing involvement of female militants in diverse roles gives rise to further security threats. In this issue, the first article by Mustapha Kulungu examines the genesis of Boko Haram in Nigeria as a local movement representing grievances of Muslims to its transformation as an operationally strong terrorist group. The author writes that the growing links over the last few years between IS and Boko Haram have added to the lethality and brutality of the latter, which has relied on narratives of Muslim victimhood in Nigeria to expand its footprint outside the country. The article analyses Boko Haram’s organisational structure, operational strategies, sources of funding and ideological ambitions. While it is argued that Boko Haram’s growing capabilities will undermine the US’ interests in Africa, enhancing US-Nigerian security cooperation may act as a counter Boko Haram’s threat. The second article by Shafi Mostofa discusses AQIS’ online and offline propaganda operations in Bangladesh and the various political and ideological narratives the group has used to grow further. Along with issuing several online videos and pamphlets, AQIS publishes two Bengali language magazines: Al-Balagh and Azan. In these publications, AQIS has frequently invoked four themes to justify its activities in Bangladesh. These four themes are: Indian hegemonic ambitions in South Asia, Muslim persecution, religious credentials of the head of a Muslim state and Islamic values. The author argues that AQIS is targeting affluent Bangladeshi youth for recruitment. AQIS’ continued online propaganda is likely to have negative security implications. As such, the author recommends adoption of long-term kinetic and non-kinetic counter-terrorism and counter-extremism strategies to neutralise AQIS. The last article by Amalina Abdul Nasir observes how women’s roles in terrorism have evolved in Indonesia and Malaysia from JI to an IS-dominated threat landscape. Overall, the roles of women have become more diverse due to IS’ physical inroads in the region, particularly in light of online recruitment through the open and close media platforms. The author discusses the evolution of women’s roles from wives and mothers to suicide bombers and combatants as recently witnessed in Indonesia and Malaysia. This development will need to be addressed by counter-terrorism agencies so as to mitigate its impact on the security threat landscape. It also requires an examination of the current perception of women in terrorist groups, and developing policies that factor in the gender-inclusive nature of the terrorist landscape in parts of Southeast Asia.

- The international community, led by the United States, has invested trillions of dollars in state-building efforts during the past two decades. Yet despite this commitment of substantial resources, conflict and violence remain a challenge in fragile states. It therefore seems especially important to consider the reasons why state-building has not lived up to its expectations. One plausible explanation for the failure of state-building in Afghanistan is that the government remains extremely centralized in all critical dimensions, including the power of the executive, subnational governance, judicial institutions, public budgeting and finance, and the national security forces. Of these, only the Afghan National Army has implemented meaningful reforms. In the other areas, almost no reform has occurred compared to the institutional status quo before 2001. A consequence is that most Afghans continue to experience the same type of centralized, predatory state that they endured prior to 2001. Paradoxically, by resurrecting the centralized, predatory state, the stabilization effort continues to give rise to an antigovernment insurgency across the country.

- On January 20, 2018 at 17:00 local time, the Turkish Armed Forces (TSK) entered Afrin, a city in northern Syria. Turkish President Recep Tayyip Erdoğan named the military operation “Operation Olive Branch” (Zeytin Dalı Harekâtı) for the region’s many olive trees. According to Turkey, the operation does not violate international law because the operation was against the PYD and YPG as an act of self-defense, aiming to guarantee the security of Turkey’s borders. For Turkey, the links between the PKK and Syrian Kurdish groups classify Kurdish activity in northern Syria as a threat to Turkey’s domestic security.

He has served as a strategic war planner and country desk officer at U.S. Central Command, as the Chief of Regional Engage- ment for Combined Forces Command-Afghanistan, and as the Chief of the Office of Defense Cooperation at the U.S. Embassy in Georgia and as the Deputy Chief of the Security Assistance Office at the U.S. Embassy in Pakistan. Colonel Hamilton was a U.S. Army War College fellow at the Center for Strategic and International Studies in Washington, DC, where he authored several articles on the war between Russia and Georgia and the security situation in the former Soviet Union. It entails four major issues: a decentralised threat landscape, the challenge of returning foreign fighters from Iraq and Syria, the emergence of new IS hotspots in the Philippines, Afghanistan and parts of Africa, and cyber radicalisation. This requires continued vigilance, collaborative responses and sharing of best practices between security institutions and intelligentsia. In the context of continuing terrorist threat, the massacre of over 500 civilians in Eastern Ghouta in Syria by the Bashar Al-Assad regime is concerning for several reasons. The brutal use of violence will continue to fuel jihadist recruitment, strengthen the extremist narrative and create space for IS-linked and other militant groups to survive. Whether it is Iraq, Syria or Afghanistan, the absence of conflict stabilisation has undermined counter-terrorism efforts in these war-torn territories. The imagery of civilian killings in Ghouta plays right into the hands of groups like Al-Qaeda and IS as these groups continue to be the by-products of anarchy and lawlessness in active conflict zones. Against this backdrop, the first article by Abdul Basit explores the urban footprint of pro-IS jihadists in South Asia. The author observes that the dissemination of IS ideology of Jihadi-Takfiri-Salafism has galvanised a new generation of South Asia jihadists, which is narrowly sectarian, brutally violent and tech savvy. This pro-IS generation of jihadists uses various social media platforms for propaganda dissemination, recruitment and operational planning. In recent months, they have moved from open-end to encrypted social media applications. This development coupled with their segregated cell-formations makes their detection challenging. In conclusion, the author suggests that in addition to robust social media monitoring capabilities and operational preparedness, various South Asia governments would also require robust counter-ideological responses to overcome and neutralise IS appeal in this generation of South Asia jihadists. Highlighting the threat from social media, Syed Huzaifah Bin Othman Alkaff examines the trajectory of online radicalisation of a young Filipino girl, whose quest to atone herself from a ‘sinful’ past life exposed her to IS-recruiters online. The recruiters encouraged her to undertake the so-called ‘hijra’, after which she emerged as the head of IS’ female wing in Marawi (Mindanao, Phillipines). Syed highlights the need for a proactive approach by the governments and mainstream Islamic scholars to impart correct interpretations of key Islamic concepts such as jihad, caliphate, hijra and takfir to Muslim youth. It is argued that these efforts will circumvent the exploitation of these concepts by violent-extremist groups. Departing from the discussion on Islamist terrorist groups, this issue carries an article by C. Nna-Emeka Okereke focusing on the dynamics of the current indigenous Anglophone (English-speaking population) crisis in Cameroon and the escalating violence between the community in the northwest and southwest and the government. The Anglophone community is resentful towards what is perceived to be their marginalisation and the erosion of their unique identity as a result of various government actions relating to issues such as the creation of a centralised state from a two-state federation, and status of the English language. A segment of the Anglophone community has resorted to violence to address its grievances, conducting arson attacks and bombings targeting schools, government and security personnel. The instability has resulted in the displacement of thousands of refugees into Nigeria and poses security challenges to the country as it goes into the Presidential elections, and to the entire Lake Chad Basin.

- There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Other authors writing for this issue emphasize, by turns, sea power (Steven Yeadon, Joshua Tallis, and Ian Klaus); cyberpower (Jamie Shea); alliances (T. J. - British withdrawal from the Persian Gulf in 1971, started a new era in the region with new political order and new security map. Iran and Saudi Arabia emerged as the guardians of the status quo to be filling the power vacuum left by the British in behalf of the West. Britain adopted a new post-imperial role in the region along with new post-colonial foreign policy in the post-withdrawal context. British policy towards the regional security is analysed in this article with central focus on the shift emerged in the aftermath of the Iranian Revolution in the British policy. After 1979, Iran, no longer a Western ally, has been defined as the major internal threat for the regional security following the major external threat of the Soviet expansion in the British foreign policy. This paper argues that the shift in the British policy came along with a sectarianist approach towards the region. The sectarianization emerged with the securitization of the Gulf based on “Iran threat” within the determinants of the Anglo-American alliance on the regional security. The sectarianist discourse adopted by the British foreign policy was employed as an effective tool of the securitization of the Gulf that was deepened during the regional conflicts, the Iran-Iraq War and the Gulf War.

- “The Global Strategy Foreign Policy and Security of the European Union” has triggered significant measures in comparison with previous framework, which was elaborated in 2003 and updated in 2008 by then High Representative J. Solana. Those measures aim to promote more security in response to all vulnerabilities which tests stability, especially in European neighbourhood. Likewise, new European response should be understood in the framework of Lisbon Treaty´s innovations. The latter have let European Union (EU) provide with a more ambitious action in tune with external context. Regarding European neighbourhood, changes in Southern but also Eastern regions remains as main concern. While this is true that major challenges are in the southern area due to civil war in Syria, failed-state Libya, presence of Daesh and other extremist groups in the area. Meanwhile, to the East, context has undergone in the last few years owing to the Ukrainian crisis but also the Belarus dictatorship headed by V. Lukashenko, high levels of corruption in Moldova, recent political and social riots in Armenia, non-changes in Azerbaijan or the increase violence in Nagorno-Karabakh region. New strategy seeks to address these challenges through measures based on a great reinforcement of European normative dimension. Concerning neighbouring states, principle of pragmatism and resilience are the most relevant. All this strengthens by principle of differentiation, co-ownership and more flexibility embedded in the recent revised ENP, which facilitates their implementation. Our main purpose lies in analyzing innovations’ global strategy with regard to the Eastern neighbouring states whose relations with EU are within the so-called Eastern Partnership. This article argues that, to a certain extent, those have a certain impact on Eastern Partnership. However, significant results will become more visible in the mid-long term.

- Trying to draw lessons, even initial ones, from the U.S. experience in Syria is daunting, but the bottom line is that any conflict setting—and any effort to design a program of stabilization—brings a unique set of peculiarities that may not resemble conflicts in which we have been involved in the past. The Syria experience, where there is no central government with which the United States and others in the international community can partner with and empower, is an excellent example, and suggests a need for careful analysis of the specific circumstances of settings in which the United States may find itself operating in order to develop stabilization doctrine and tools that are suited not only to the last conflict, but to the next one.

- Security and resources are closely linked together. To broaden the category of security from strictly military and defense issues to include energy and resource security is not a new idea. Ultimately, “security is what actors make it.“ This definition of securityis a wide ranging one and includes political and military aspects as well as societies and their developments including many actors and different levels and sectors – so called `units`. This wide definition is also useful for analysing the Levant region, which is currently undergoing a period of transformation. On the one hand, developments since 2010 have applied increasing pressure on the actors of the so called sub-Regional Security Complex (RSC) Levant. On the other hand, new development can be observed in the level of interdependence in the substitution of natural resources like water, gas and oil. Internal transformation of the region has occurred and will lead to a transition of the region. The impact on security dynamics with regard to energy and resources will have consequences for the entire Levant and beyond.

- Despite a profound global impact over the first half of the twentieth century, polio is largely an afterthought throughout the developed world. Vaccines engineered in the late 1950s paved the way for a precipitous drop in global disease burden with the onset of the World Health Organization-led (WHO) Global Polio Eradication Initiative (GPEI) starting in 1988. Recent indicators of the program’s success include a declaration of eradication in India[1] and a teeteringly low infection rate in Nigeria;[2] two of the disease’s last bastions. This progress, however, has been notably stifled by the steady persistence of a wild poliovirus reservoir centered in northern Pakistan along the Afghanistan-Pakistan (Af-Pak) border. Throughout significant portions of recorded history this region’s volatility has been well-documented, including a currently sustained network for the training of terrorist fighters dating back to the period of the 1979 Afghan-Soviet War.[3] These networks serve to both attract fledgling radical jihadist recruits and supply fighters globally, markedly providing many of the transnational fighters taking part in the Syrian Civil War. Their movement in and out of the Af-Pak region has provided a major disease vector for poliovirus. The location of a terrorist network transit hub in by far the world’s largest remaining reservoir of wild poliovirus poses a major challenge for policymakers. Due to several factors, including a decline in healthcare infrastructure throughout the western world, the situation presents a legitimate epidemiological threat. However, the issue is more importantly an exemplar of the morphing nature of multidimensional threats, which are likely to become more prevalent in an era of globalization, failed states, and an inability to effectively address social issues amidst the threat of kinetic warfare...

- LAST SPRING, an event in the Arab world shocked everyone. The Kingdom of Saudi Arabia (KSA), Bahrain and the United Arab Emirates (UAE) withdrew their ambassadors from Doha, the capital of Qatar, their ally. One of the smallest members of the Cooperation Council for the Arab States of the Gulf (GCC) was accused of supporting “anyone threat- ening the security and stability of the GCC whether as groups or individ- uals – via direct security work or through political influence ... and hos- tile media.” On June 5, 2017, the KSA, UAE, Bahrain, and Egypt officially dis- continued diplomatic relations and all types of communication with Qatar. Later, they were joined by the Maldives, Mauritius and Mauretania. Jordan and Djibouti lowered the level of their diplomatic representations in Doha. Several African countries – Senegal, Niger and Chad – recalled their ambassadors. Kuwait and Oman, both GCC mem- bers, stayed away from the action. Later, the three initiators handed Doha a list of 13 demands to end a major Gulf crisis, insisting that Qatar should shut down the Al Jazeera network, close a Turkish military base and scale down ties with Iran. They gave Qatar 10 days to comply with the demands and agree to annu- al audits in the following 10 years.1 Qatar rejected this ultimatum as inter- ference in its sovereignty. Possible repercussions notwithstanding, what happened to Qatar can be described as a manifestation of the deeply rooted social and political changes in the Arab East caused by the color revolutions unfolding amid globalization, informatization, democratization, gradual destruction of the traditional values of Eastern societies, and the frantic efforts to find adequate answers to these challenges.

- In a series of interviews with Jefferey Goldberg in the April 2016 Atlantic, President Barack Obama provided a much-needed and sober reappraisal of the limits of American power and a realistic view of U.S. foreign policy based on a careful assessment of priorities, or what Goldberg calls the “Obama Doctrine.” The heart of the president’s approach is the rejection of the “Washington Playbook.” Obama told Goldberg, “there’s a playbook in Washington that presidents are supposed to follow. It’s a playbook that comes out of the foreign-policy establishment. And the playbook prescribes responses to different events, and these responses tend to be militarized responses.”1 According to the Playbook, military power and the “creditability” it provides is the principle instrument of American foreign policy; it has been accepted wisdom at think tanks and among foreign policy experts since the end of World War II; Obama has challenged this dictum.

- The important role of young people in building peace and challenging violent extremism is gaining recognition within the international community. The United Nations Security Resolution on Youth, Peace, and Security (SCR 2250), passed in December 2015, is evidence of this trend. It represents a shift from the dichotomy of youth as either perpetrators or victims of violence to a perspective in which youth are viewed as agents of positive change and peace. In moving forward with this resolution and similarly reflective and supportive policy, one of the greatest challenges for the Middle East and North Africa will be the current geopolitical context and obstacles to opportunity. In a region fraught with conflict, stemming from domestic and foreign policies, as well as a history of unrepresentative and repressive governance systems, leaders have often sought to maintain the status quo. This is a problem in a region where more than 30 percent of the population is between 15 and 29 years of age, and are increasingly frustrated with and stymied by a lack of meaningful political space—leading to lost faith in political systems.1 In such a setting, regional policymakers must be challenged to meaningfully incorporate young people into decisionmaking processes, to ensure that peacebuilding programs target young people early on in their development, to avoid the securitization of youth in the development and implementation of national and local policies, and to address the underlying social, economic, and political grievances that often drive extremism and impact young people’s relationships with their communities and states.

- The severe and fast-evolving Ukraine crisis has required a great concentration of Russia’s political efforts and is having a massive impact on Russian policymaking, including in the Middle East. This region provides the best opportunity for Moscow to reassert its status as a key player in the global arena, and the deep fall of oil prices makes Russia particularly attentive to regional conflict developments. One of the main motivations for Russia is the pronounced desire to demonstrate its capacity to thwart US policy, but another is to prove its value to China as a strategic partner. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries. Farouk El-Baz takes us to Egypt, where he proposes a grand economic plan to pull the country out of poverty and set it on a path toward longterm growth. From Egypt, we move west to the oft-neglected country of Algeria, where Kheireddine Bekkai argues for more inclusive education policies on national identity. Finally, Amira Maaty comments on the region’s desperate need for robust civil societies, while Sarah McKnight calls for improvements in Jordan’s water policies.

- Attacking terrorism at its root, through slow and incremental cultural change, will pay off in the end, but this process is a difficult sell to those facing IS now. Such a long-term view neither benefits the people struggling to survive each day under IS’s murderous and authoritarian reign, nor does it equip the international security community concerned about IS’s immediate threat to regional stability. There is another solution. If what is needed is a relatively rapid rearrangement of social conditions that would cut off IS’s critical sources of power, then there may be no better route than collective nonviolent action undertaken by Iraqi and Syrian civilians. Collective nonviolent movements have been shown to be more effective than violent movements, even against highly violent or authoritarian opponents. Such a movement might take a page from IS’s own book, and tap into the same sources of power that have been indispensible to its success. After all, IS did not attract an army of nearly 30,000 fighters and capture a cumulative swathe of land larger than the United Kingdom merely because it had weapons. IS has flourished by successfully filling at least two critical power vacuums within Iraqi and Syrian society. It has seized upon a powerful narrative during a time of turbulence and confusion, and it has delivered necessary human services in places where the state has proved incompetent. However, a nonviolent collective movement of Syrian and Iraqi citizens could fill these power vacuums much more convincingly than IS, and in so doing, cripple IS’s power in the short term and impede the growth of new terrorist movements in the long term...

- Corruption, instability, and conflict tend to go hand in hand. Twelve of the fifteen lowest-ranking countries on Transparency International’s Corruption Perceptions Index are currently experiencing violent insurgencies, extremist activity, or other signs of deep-seated instability. [1] Systemic, embedded corruption is a thread that runs through such seemingly disparate events as the outbreak of the Arab Spring, the conflict in Ukraine, the failure of the Malian army in 2012, the growth of Boko Haram in Nigeria, and the retreat of the Iraqi security forces in the face of ISIS. However, the effects of corruption are not limited to exacerbating the risk of conflict; corruption also makes it more difficult for states to respond to threats and for international institutions and other actors to offer effective assistance.[2] Assistance to fragile and failing states tends to include two types of engagement: international peacekeeping and/or stabilization operations and defense capacity building (i.e. assistance to the recipient states’ security forces). But without anticipating and mitigating the risks that corruption poses, the international community risks the intent of security assistance being subverted, the assistance wasted, and the success rate of stabilization operations being severely impaired. In particular, misappropriation of funds, vanishing resources, and a reliance on malign power-brokers can irreparably damage the operational success of a mission. This article is based on the research investigating the international community’s approach (or lack thereof) to tackling corruption in Afghanistan carried out by Transparency International UK’s global Defence and Security Programme (TI-DSP) and based on over 75 interviews with civilian and military officials. This work is supported by insights from TI-DSP’s long-term engagement in the Building Integrity training for the Afghan National Army and Afghan National Police.[3] In the resulting report, we argue that corruption has had a significant impact on ISAF mission success and that the international community’s reaction to corrupt practices was too little, too late. We point to three main ways in which corruption and uncontrolled money flows can diminish the effectiveness of the mission and offer a planning and risk assessment framework as the first step toward addressing corruption risks on operations...

- On 16 September 2007, the accountability of private armed contractors became a global concern. A team of armed guards from the US company Blackwater Worldwide, operating on a US State Department contract, opened fire that day in Baghdad’s Nisor Square, killing seventeen Iraqi civilians and injuring an additional twenty. It took more than seven years before four of the individuals responsible were ultimately convicted of either first degree murder or voluntary manslaughter by a jury in a U.S. Federal District Court. A fifth member of the Blackwater team had previously pleaded guilty to manslaughter.[1] The initial lack of consequences and the slow speed of justice provided the watchful world with strong evidence that armed contractors operate in a zone of legal twilight, devoid of accountability. The rise of private armed contracting was one of the most distinctive operational developments of the wars in Iraq and Afghanistan. Erik Prince, founder of Blackwater, famously stated: “Our corporate goal is to do for the national security apparatus what FedEx did to the postal service.”[2] Throughout both conflicts, the hiring policies of several Western governments, particularly those of the United States, helped Blackwater and numerous other companies move toward that goal. By December 2008, for example, 69% of the United States’ total force in Afghanistan was comprised of private contractors, roughly 15% of which were armed.[3] While there are no reliable statistics on the size of the global private armed security industry, there is little doubt that it has grown and contracted with the surge and decline of Western engagement in armed conflict. New conflicts on the horizon, however, suggest the possibility of a resurgence of the industry, reigniting concerns about accountability. The proliferation of private armed security companies has coincided with a proliferation of initiatives aimed at developing accountability for the industry. Numerous codes, standards, mechanisms and proposals – developed by governments, international organizations, civil society groups, private companies, trade associations, individuals, academics and multi-stakeholder bodies – have sought to address different issues surrounding armed contractors. Most of them, however, have been developed in response to incidents that already occurred. This reactive approach to accountability, while useful for addressing past problems, may leave the industry exposed to future problems. In other words, a code, standard or mechanism set up to prevent another Nisor Square incident may be very effective in doing so, but may fail to prevent a different and even more worrying incident in the future. This article begins with a brief overview of the most credible accountability initiatives, suggesting that the resulting collection forms a patchwork, rather than a framework for governing the conduct of armed contractors. The analysis then focuses on the process of selecting contractors, with a particular emphasis on the US Government. While cost has been a key factor in determining selection, the various initiatives discussed have made it possible for accountability and quality to be added as essential metrics. Ultimately, however, the failure of the accountability initiatives to remain current, much less forward-looking, means that the objective determinants of ‘accountability and quality’ may not be fit for purpose as the US and other Western powers begin to engage the services of armed contractors for assistance in new conflicts...

- On March 12, 2003, a week before the invasion of Iraq, a Principals Committee meeting of the National Security Council was held at the White House to formally decide the fate of the Iraqi Army.[1] The participants, having all received extensive briefings on the subject prior to meeting, voted unanimously and with little discussion that after disbanding the Republican Guard, the “regular soldiers” of the Iraqi Army would be called “back to duty.”[2] In spite of this decision, on May 23, 2003, L. Paul Bremer III—President Bush’s “special envoy” in Iraq—announced Coalition Provisional Authority Order No. 2, “Dissolution of Entities.” Among the relevant entities to be dissolved by the decree was the Iraqi Army.[3] In an interview with the journalist Robert Draper at the end of his presidency, President Bush commented on this apparent dissonance when he remarked, “The policy was to keep the army intact; didn’t happen.” When asked further of his reaction when he found out about the decree, Bush replied, “Yeah, I can’t remember, I’m sure I said, ‘This is the policy, what happened?’”[4] Having endured significant criticism over CPA Order No. 2, Mr. Bremer was quick to defend himself, providing letters to The New York Times to and from the president “in order to refute the suggestion in Mr. Bush’s comment that Mr. Bremer had acted to disband the army without the knowledge and concurrence of the White House.”[5] Such a puzzling exchange over such an important topic serves to illustrate a larger point. That is, despite its centrality to America’s involvement in Iraq, from the emergence of the insurgency onward to its current conflict with ISIS, it still remains unclear how and why the decision to disband the Iraqi Army was made. In this paper, I demonstrate that the impetus for CPA Order No. 2 came from the prominent Iraqi exile Ahmad Chalabi, and was carried out under the authority of Vice President Richard “Dick” Cheney by a small group of Chalabi’s supporters in the Office of the Vice President and the Pentagon. I do so first by establishing the lengths to which those in the vice president’s office, in concert with like-minded officials at the Defense Department, were willing to go in order to support Chalabi, who favored disbanding the army. Secondly, I identify the striking similarities between the events surrounding the order and other instances involving the vice president that involved a bypass of the normal interagency policy-making process...

- In 2003, Dr. Richard Norton presented a gloomy picture of urbanization: “Imagine a great metropolis covering hundreds of square miles… a territory where the rule of law has long been replaced by near anarchy in which the only security available is that which is attained through brute power.” Norton is describing his vision of the “feral city,” a space where political, economic, and military stressors bring about a city’s decline, a concept that became a major concern of security thinkers over the next decade. Reading Norton’s descriptions, large urbanized refugee communities of the Syrian crisis appear especially vulnerable to feral relapse. However, despite superficial parallels to Norton’s description, field research presented in this article will argue that the 82,000-resident Za’atari Syrian refugee camp—perhaps the most grimly reported refugee camp in the region—stands significantly in contrast to the “feral city” model: rather than declining to a “feral” state, Za’atari’s residents and authorities have demonstrated incredible resilience while maintaining, strengthening, and innovating new governance mechanisms for achieving human security. A wider search for feral cities in Mogadishu and Syria suggests that this resilience to feral decline is more the rule than the exception for modern cities.

- On November 5, 2015, authorities in the Molenbeek neighbourhood of Brussels, Belgium shut down Café del Beguines. The bar was frequently host to drug deals and other illicit activities, known to “[compromise] public security and tranquillity.”[1] The bar manager, Ibrahim Abdesalam, was one of the attackers involved in the Paris terror events in mid-November 2015. The attacks shook France and shocked the world, and at the year end, investigation of the events still posed many unanswered questions. French and international investigators have focused their efforts on exposing the source of funding for the attacks. Although an important part of any investigation, it must be understood that the funds necessary to plan and conduct attacks like these are minimal, often requiring less than $10,000[2] Unfortunately, terrorists have learned that small sums of money collected over time through the use of somewhat banal criminal activities can be effective, and even reliable, sources of funding.

- Nazrin Mehdiyeva's work is elegantly argued and timely volume on small states and energy politics; however, in looking to contribute to both of these literatures, she opens up questionable points in her book. Her main aim was to understand the conditions that allowed Azerbaijan to pursue an autonomous foreign policy after the Cold War while focusing on energy's role in the context of global energy insecurity. Mehdiyeva's structure relies on a simple and clear deductive narrative. Chapters 2 and 3 focus on small state literature and its application in Azerbaijan's institutional context; 4 focuses on Russia, the main 'antagonist' in the narrative, and 5 on the Caspian sea issue; while 6 and 7 deal with alternative allies in the form of Turkey and the United States. The last chapter concludes with the author's projection of future foreign policy.

- Security relations with the US have been critical for Turkey. Cold War strategic imperatives dictated typical bandwagoning policies, although disagreements and frictions were present at times. In the 2000s, a combination of domestic developments and rapidly changing regional security patterns has resulted in a more assertive Turkish regional security policy, which for many represents a departure from traditional Kemalist principles. - A number of US overseas bases were deployed around the world to protect allies and maintain regional peace. Some bases have been stationed in the partner countries for the long term, whereas others were withdrawn from their partners' territories in the face of strong local opposition. Understanding local support for US overseas bases is indispensable for managing alliance politics and pursuing US grand strategy. This article addresses the 1972–2006 Okinawa gubernatorial elections where the US base issue had been chronically politicized and locals supported pro-base candidates six out of ten times contrary to their anti-base preferences. This article addresses external threats as a determinant of vote choice. We analyze the gubernatorial elections as the opportunities for Okinawans to convey their support for or opposition to the current national security policy since US bases in Okinawa are critical to Japan's security. We ï¬nd that external threats do encourage Okinawans to support pro-base candidates, but the effect of perceived security-related risks is moderate. Moreover, physical and psychological costs such as airplane crashes, environmental and noise pollution, and rape incidents have larger influence on the election outcomes rather than material beneï¬ts such as the ï¬scal transfers and base-related subsidies, which is contrary to the conventional view.

- In the past three decades, Chinese Iranian and Middle East Studies have become more and more systematic, which is reflected not only in the great volume of publication, but also in the varied research methodologies and the increase in Iranian and Middle East academic journals. The development of Chinese Middle East studies have accelerated in particular after Arab Spring revolutions and the political changes in the Middle East (2000- 2013). Research institutes evolved from state-controlled propaganda offices into multi-dimensional academic and non-academic entities, including universities, research institutes, military institutions, government offices, overseas embassies and mass media. At the same time, publications evolved from providing an introduction and overview of Iran and Middle Eastern states to in-depth studies of Middle East politics and economics in three stages: beginnings (1949- 1978), growth (1979- 1999), and dealing with energy, religion, culture, society and security. The Middle East-related research programs' funding provided by provincial, ministerial and national authorities have increased and the quality of research has greatly improved. And finally, China has established, as well as joined, various academic institutions and NGOs, such as the Chinese Middle East Studies Association (CMESA), the Asian Middle East Studies Association (AMESA) and the Arabic Literature Studies Association (ALSA). However, Chinese Middle East Studies remain underdeveloped, both in comparison with China's American, European, and Japanese studies at home, and with Middle East studies in the West.

To this end, it makes a distinction between three types of geopolitical reasoning: formal, practical, and popular geopolitics. Ahmet Davutoğlu is a very significant figure in terms of exploring the close relationship between formal and practical geopolitics in the context of Turkey due to his dual identities as an international relations professor and a foreign minister. Employing a critical geopolitical approach, this paper aims to discuss Davutoğlu's geopolitical ideas toward the Middle East by analyzing his writings and speeches to reveal the main images and narratives that shape his geopolitical understanding of this region.

- For decades, the United States and Iran have pursued fundamentally incompatible strategic objectives. Yet despite having expansive goals and minimal mutual interests, each side has recognized that direct confrontation would jeopardize its ultimate goal. Thus competition between the two countries often has taken less decisive, but also less risky, forms of behavior, namely: diplomacy, sanctions, and the use of proxy forces. Given the stakes involved, however, relying entirely on such measures to convey the seriousness of one’s intentions is insufficient. Indeed, the United States has been most successful influencing Iranian policy when it has demonstrated its own willingness to use force or supported actors using military force directly against Iran – and conversely, least successful when it has failed to do so. The two countries have long held mutually exclusive aims. The United States wants to remain predominant in the Middle East to ensure the free flow of natural resources and the security of its allies, even as it withdraws troops after more than a decade of war and faces an uncertain fiscal future. The Iranian regime pursues nuclear weapons capability to protect against its perceived danger from a U.S.-supported overthrow, provide an umbrella under which it can project unmatchable power against its neighbors, and validate its continuing right to rule, among other goals. Both objectives are highly ambitious and in direct conflict with each other. Therefore the lethargy of peace suits both rivals well, as neither side feels it can afford an overt rupture. For the United States, direct conflict would critically endanger its efforts to maintain regional stability with a receding regional footprint. For Iran, it would seriously delay its approach to a nuclear weapons capability. There is little middle ground for diplomacy to secure, given the two countries’ ultimately irreconcilable goals.

- This study surveys the Turkish intelligence community’s (non-) sharing intelligence behavior. The factors affecting failures to share intelligence and how to increase intelligence sharing practices are examined based on the views of Turkish intelligence insiders. These insiders’ views reveal that the complexity of bureaucratic structures, lack of trust, compartmentalization, power, egoism, fear, informal groupings, lack of reciprocity and lack of feedback are the causes for non-sharing of intelligence. Policy solutions for shifting from non-sharing towards intelligence sharing behaviors is discussed in a new framework including respective government willingness, enhancing capacity of intelligence collection, building intelligence aquariums, creating rules for establishing new intelligence sharing, opening up new communication channels, training, and support for sharing culture. This framework argues that policy change should start first at the agency level, then at the community level and finally at the international level.

- The political and strategic landscape of the Middle East and North African region has changed dramatically since late 2010 and the events now loosely defined as the 'Arab Spring'. The dust has yet to settle in many Arab capitals and 2013 is set to be another defining year for the greater Middle East as regional actors, particularly new Islamist-led governments, take on more direct roles in influencing political, military and social developments in the Arab world. Israel and the Palestinian factions of Hamas and Fatah are not immune to these developments and while progress towards peace has been all but non-existent, change in the region must not necessarily lead to more tensions and conflict. The EU and US should work to establish greater Arab ownership of the diplomatic process, convince Israel that its security is best served by assuming a proactive approach to its changing neighbourhood and strive to harness the new realities in the region to modify the incentive calculus of the major domestic players in the conflict.

- THE UNITED States has security partnerships with numerous countries whose people detest America. The United States and Pakistan wrangled for seven months over a U.S. apology for the NATO air strikes that killed twenty-four Pakistani soldiers in 2011. The accompanying protests that roiled Islamabad, Karachi and other cities are a staple of the two countries' fraught relationship. Similarly, American relations with Afghanistan repeatedly descended into turmoil last year as Afghans expressed outrage at Koran burnings by U.S. personnel through riots and killings. “Green on blue” attacks—Afghan killings of U.S. soldiers—plague the alliance. In many Islamic countries, polls reflect little warmth toward Americans. Washington's strategy of aligning with governments, rather than peoples, blew up in Egypt and could blow up in Pakistan, Saudi Arabia, Bahrain and Yemen. America's alliances in the Middle East and Persian Gulf are fraught with distrust, dislike and frequent crisis. Is there any hope for them? Turns out, there is. Fifty years ago, a different alliance was rocked by crisis and heading toward demise. Like many contemporary U.S. alliances, it had been created as a marriage of convenience between Washington and a narrow segment of elites, and it was viewed with distrust by the peoples of both countries. Yet a half century later, that pairing is one of the strongest security partnerships in the world—the alliance between the United States and Japan.

- This study analyzes the limits and further areas of possible privatization of security in the Czech Republic in the context of a growing number of private security companies (PSCs). With reference to the recent foreign studies of security privatization and interviews conducted with the owners and/or managers of PSCs operating in the Czech Republic, this study shows that the process of security privatization is not taking place somewhere outside the structures of the Czech state because the very (in)activity of its components in providing security, along with the understandable efforts of PSCs to maximize their profits by offering new services, or extending the range of the existing ones, represents one of its key determinants. By outlining possible further areas as well as limits of security privatization in the Czech Republic, this study has the ambition to be the basis for not only an academic, but also a political debate about the ways of ensuring the safety of the citizens of the Czech Republic in the foreseeable future.

- The realm of privatization of security and the consequent existence of private military companies is an important constitutive element of security with regard to international relations. This phenomenon is most strongly developed in the Anglo-Saxon world. However, in the case of the French Republic, we can observe significant developmental and functional disparities. This paper examines externalization processes in the context of the French approach to the legitimacy, legality and territoriality of the privatization of security functions of the state and explains the different causes of their development. It discusses the main aspects of externalization, defines the typical activities of French private military companies, describes their strengths and weaknesses and outlines the problems and possible solutions that lie before the French, which cannot be ignored in the future. Finally, this paper describes the most important French private military companies and their characteristics.

- Turkish foreign policy toward the Middle East has confronted with more and novel security challenges in 2012. The problematic issues related to Arab revolutions of 2011 have already had negative repercussions for Ankara. As a result of diverging policy choices toward the Arab revolutions, these conflicting issues caused more strained relations between Turkey and its neighbors in the region. Regional actors divided over how to respond to political deadlocks in the Middle East. While Turkey, Egypt and Saudi Arabia have sided together, Iran, Syria and the central government of Iraq have made their policies jointly. This very division between the regional actors has increased the security risks within the Middle East. These two camps have particularly conflicting policy agendas and as a result, they have become part of a “proxy war” in Syria which constitutes the biggest security threat to the whole region. Despite the deteriorating situation in Syria and its own tense political environment domestically, Turkey, has continued to strengthen its economic relations with the Middle Eastern capitals except Damascus. It was partly a result of this policy that Turkey's export toward the Middle East increased significantly.

- Democratic governments tend to cooperate with each other positively. By establishing a framework, democracy controls politicians' behavior, preventing them from pursuing imbalanced and improper policies. Popular revolutions in the Middle East have overthrown a number of authoritarian regimes allied with the United States. With the independent democratic governments being formed, we see Iran's regional and transregional rivals and adversaries challenged. Making efforts to promote democracy in the Middle East can serve as an important factor in strengthening Iran's influence in the region. Therefore, given that the rule of the game in the Middle East is one of zero-sum, the Islamic republic of Iran should reinforce its national security level and enlarge its national security realm by explicitly supporting and articulating the demands of the regional nations. Also, the presence of the Shi'a in government is closely related to the promotion of democratic trends, support for the democracy-seeking wave in the Middle East.

- Developments relating to the Islamic Awakening in the Middle East, especially in 2011, influenced and intensified, more than ever, the efforts made by the Obama Administration to securitize nuclear activities of the Islamic Republic of Iran. In fact, these activities have always been one of the major preoccupations for the foreign policy the USA. Obama followed up seriously on what George Bush did, especially during his second term. The approach of both US presidents, predicated on considering the Iranian nuclear energy programme as a threat against the US and its interests, has its root in the security-oriented approach, and its adverse consequences, towards the Iran. Therefore, a major part of Iran's foreign policy has been influenced by nuclear activities. This paper proposes to consider the process of securitizing Iran's nuclear file, especially under Obama's administration, on the basis of the conceptual pattern provided by the Copenhagen School and from speech act and action perspectives. This paper seeks also to answer the question as to what methods Obama has used to securitize Iran's nuclear file. It presupposes that the attempts to isolate Iran have been made through speech act and actions.

- The debate on the future of the Turkish-American partnership has puzzled scholars in recent years due to its constant fluctuations. In the first year of the Obama administration, the parties tried to heal relations with high level exchanges and a new conceptual framework to define the relationship. The Obama administration announced a new Asia- Pacific strategy, which will entail the concentration of its diplomatic, military, and economic resources to build partnerships and curb emerging threats in this region. This new doctrine may have a major impact on US relations with Turkey by opening up new opportunities for cooperation and new necessities to deepen the partnership.

- Arms control and the designing of global and regional security regimes is important issues in the field of strategic studies. This article proposes that strategic stability and systemic equilibrium are causally related to the formation of security regimes in international politics and Middle East studies. In respect to barriers to the formation of such regime, the author argues that systemic equilibrium and strategic stability are necessary preconditions in order to creation arms control regime in the Middle East. Thus, in light of these arguments, the research concludes that the main obstacles to the formation and sustainability of arms control regimes consist of: structural disequilibrium, imbalance of power, interventions of intrusive powers, global cycles of power and its linkage to this region, as well as strategic instability caused by these variables.
