3. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

- The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

- Israelis and Gulf Arabs became closer amid shared fears of an aggressive and powerful administration in Tehran, which boasted of its influence over four Arab capitals (Baghdad, Damascus, Beirut, and Sana’a). With the signing of the Abraham Accords, states on the periphery of the Israeli-Palestinian conflict decided that the benefits of establishing relations with Israel outweighed the risks. They reasoned that if they advocated for increased coordination between Israel and the Arab world, it would increase pressure on the Palestinians to negotiate with Israel. This article focuses on the regional factors that led to the signing of the Abraham Accords and carefully reviews this important historical document.

- In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. This article looks specifically at how the Abraham Accords were framed in the Israeli press and takes an initial look at the extent to which the Accords have impacted Israel’s economic and security situation.

- Qatar, a young and tiny Gulf State, realized a remarkable transformation through an immense economic development between 1995 and 2013, and emerged as an active and influential actor at the international stage, receiving worldwide attention and scholarly interests. However, in the post-Arab Spring context, Qatar became the linchpin of a regional crisis as a consequence of the emerging political clash among the Gulf Cooperation Council (GCC) States. This paper analyzes Qatar’s distinctive policies throughout its rise (1995-2013) and the recent period of the regional crisis within the framework of leadership conception. It is argued that the leadership factor played a key role in transforming both the auspicious circumstances of the previous term and the challenging circumstances of the recent term into great advantages to promote Qatar’s autonomy. Through this perspective, it is aimed to address why and how Qatar differs from other small Gulf States, and how this affected Qatar’s emerging as a rising power and as a major party to the regional crisis.

- As one of Syria’s neighbors, Turkey has become a refuge for more than 3.5 million forced Syrian migrants. Though many of them are living in Turkey’s border cities, in or around the refugee camps, many others have already dispersed to other cities. Among these cities, Istanbul has the largest Syrian community. Drawing on a qualitative field work in Istanbul’s neighborhoods, this study explores the Syrian migration to Istanbul and reports the attitudes towards this movement of the local neighborhood and village headmen, known as muhtars in the Turkish local administrative system. As the study shows, their attitudes towards forced Syrian migrants are paradoxical, marked both by feelings of disturbance, worry and uneasiness, and at the same time welcome and support. The study concludes by discussing historical and cultural reasons for these paradoxical attitudes by relating them to the understanding of hospitality in Turkish society to show how socio-psychological explanations of attitude formation towards Syria’s forced migrants seem more appropriate.

10. Turkey between Qatar and Saudi Arabia: Changing Regional and Bilateral Relations

- This paper discusses how Turkey’s bilateral relations with Saudi Arabia and Qatar have changed after the Arab Spring erupted and assesses how the Syrian conflict affected them. The paper argues that Turkey had developed excellent relations with Saudi Arabia and Qatar in the 2000s, but eventually fell out with Saudi Arabia and strengthened its relations with Qatar as the Arab Spring unfolded. The Syrian conflict, in which the three countries colluded to overthrow the Assad regime, has alleviated the deleterious impact of the differences between Saudi Arabia and Turkey on the bilateral relations or, to put it in another way, slowed down the deterioration of Turkey-Saudi Arabia relations. The paper also argues that the geopolitical landscape that pushed Turkey and Saudi Arabia apart also pushed Turkey and Qatar closer.
